    Abstract: This book aims to investigate the global value chain (GVC) from a viewpoint of industrial development and examine how GVC participation, upgrading, and connectivity have affected structural transformation in developing economies. It first reviews the indexes to measure progresses in GVC participation and upgrading. Then it examines factors affecting these progresses, using original measures of connectivity, which are computed based on the complex network theory. Another distinguished feature of the study is its in-depth analyses on the relationship between economic development and GVC participation based on the hypothesis of nonlinear relationship which is drawn from authors past studies on Asian economies.     Abstract: This open access book provokes critical thinking regarding the most ambitious Chinese project since the founding of the People’s Republic of China, The Belt and Road Initiative (BRI).     Abstract: This book reviews China’s strategic pathway over the last 1000 years and considers its prospects for ascending to high-income status by the end of the 21st century. It analyzes why, although China’s chances of joining the global core are sound, they are not outstanding; in addition, it faces mounting challenges, internal and external alike. The argument is presented in the framework of dynamic-strategy theory, which is expounded here in novel form. This exposition includes a wide ranging survey of global history, with a focus on the development of the industrialisation paths of the major economies of today, including a detailed study of Japan's long-run strategic pathway. The book’s closing section presents a scenario-based discussion of China’s potential place in the world in 2100. The analysis implies that China’s zenith is likely to be reached slightly before mid-century, after which its relative economic scale will likely decline. Beyond that general finding, the scenarios investigate the wide range of plausible outcomes that China may experience: a range that the author contends is much wider for China than for nations under-pinned by less complex political-economies. Given its scope, the book will appeal to scholars of history, economics, geopolitics and sinology, and to anyone interested in learning about China’s economic prospects at a time of increasingly heated ideological and empirical debates.

    Abstract: This book examines Indonesia’s post-Aceh tsunami disaster management through the lens of a multifaceted foreign policy decision-making process involving a variety of bureaucratic actors. It argues that organizational structure and bargaining aspects are as important as power and interests in explaining foreign policy making in the Indonesian context. When the Aceh tsunami struck in late 2004, the use of foreign military assets in responding to natural disasters was not a common feature in Indonesian history—Jakarta remained reticent to engage foreign military enclaves within its own territories. This greatly affected Indonesia’s security cooperation with other countries, including Australia. Prior to the Aceh tsunami, natural disaster management was a domestic political issue. The unprecedented decision by the government of Susilo Bambang Yudhoyono to approve foreign military assistance for military operations other than war (MOOTW) in Aceh was a result of domestic and international factors. This book addresses timely yet fundamental questions about Indonesian foreign policy decision making that led to the involvement of foreign militaries in the country’s worst-ever natural disaster. As a former colony that prized the value of non-interference, the Indonesian government had to make a difficult decision about whether to accept offers of international assistance from countries including Australia. With this, the book explores why the Indonesian government decided to approve Australian humanitarian assistance following the 2004 Aceh tsunami, and how governmental agencies managed this assistance. Emilia Yustiningrum completed her PhD at Griffith University, Australia. She is a researcher at the National Research and Innovation Agency (BRIN), formerly known as the Indonesian Institute of Sciences (LIPI), Indonesia. Her interests are international relations, foreign policy, and natural disasters.

    Abstract: This book discusses Human Security from a theoretical perspective. It builds theories in order to understand a phenomenon in a structured and well-ordered way.     Abstract: This book provides an insight into the complex entanglements between African countries and India, China, and South Korea from multidisciplinary perspectives connecting approaches from cultural, anthropological, literary, and music studies and art history. The three parts present a regional focus, namely Africa-India, Africa-South Korea, and Africa-China while the single contributions speak to each other and offer complementary insights. At the same time, the chapters also link across the regional realms as they deal with similar topics, such as travelling music genres. In part I, for Pombo material culture is the starting point to investigate the connections between the islands of the Indian Ocean and India by questioning the construction of memory. It highlights various aspects of the multilayered history of connections between Africa, the islands, and India. Part II gathers contributions that are complimentary to each other and therefore contribute to the understanding of the complex entanglements in area studies. Part III (Africa-South Korea) explores the impact of African-American arts and artists on South Korea's popular culture as well as the changing perception of artists of African descent in visual popular culture. It shows the impact of Korean content in South Africa. Ute Fendler holds the chair of Romance and Comparative Literary and Cultural Studies at the University of Bayreuth. She is the deputy spokesperson of the Cluster of Excellence “Africa Multiple. Her research interests cover literature and film cultures of the Caribbean, West Africa, the Indian Ocean, and South America. Yongkyu Chang is a professor at Hankuk University of Foreign Studies in South Korea and teaches in the Division of African Studies and Graduate School of International Area Studies. Moreover, the role of the Japanese Business Leaders’ Coalition for Global Health in collaboration with the Bill & Melida Gates Foundation in the field of innovative technology, such as an application of artificial intelligence (AI) for global health will be scrutinized.     Abstract: "Over the past several years, the Thai popular culture landscape has radically transformed due to the emergence of "Boys Love" (BL) soap operas which celebrate the love between handsome young men. Boys Love Media in Thailand: Celebrity, Fans, and Transnational Asian Queer Popular Culture is the first book length study of this increasingly significant transnational pop culture phenomenon. Drawing upon six years of ethnographic research, the book reveals BL's impacts on depictions of same-sex desire in Thai media culture and the resultant mainstreaming of queer romance through new forms of celebrity and participatory fandom. The author explores how the rise of BL has transformed contemporary Thai consumer culture, leading to heterosexual female fans of male celebrities who perform homoeroticism becoming the main audience to whom Thai pop culture is geared. Through the case study of BL, this book thus also investigates how Thai media is responding to broader regional trends across Asia where the economic potentials of female and queer fans are becoming increasingly important. Baudinette ultimately argues that the center of queer cultural production in Asia has shifted from Japan to Thailand, investigating both the growing international fandom of Thailand's BL series as well as the influence of international investment into the development of these media. The book particularly focuses on specific case studies of the fandom for Thai BL celebrity couples in Thailand, China, the Philippines, and Japan to explore how BL series have transformed each of these national contexts' queer consumer cultures"--

Hu received his Ph.D (1988) at China Academy of Science and conducted Postdoctoral research (1991-1992) at Yale University. Professor Hu is one of the leading experts in China Studies. Shaojie Zhou is a Professor of School of Public Policy and Management at Tsinghua University (TUSPPM), the Deputy Dean of the Institute for Contemporary China Studies at Tsinghua University and the Director of the Center for Employment and Social Security of TUSPPM. Zhou received his PhD in Economics from the Chinese University of Hong Kong in 2007, with main research areas as development studies and policies, Chinese economy, and international development and governance.

    Abstract: The book is a study of an ethnic-Chinese family in Malaysia as it struggled with the upheavals in China during the Land Reform (1945-1953) and the Great Leap Forward (1958-1962). Based on fieldwork in Malaysia and in a village in Dabu County, Southern China, it tells a story of a family whose existence straddled two nations, two political systems. Emigration is shown to be both a positive experience and a source of despair. The study redefines the conventional narrative about the Chinese diaspora as economically driven and politically expedient; mobility, personal freedom and transnational journeying were a part of their cultural history. The book highlights the fact that Chinese homeland, even under communist rule, offered the people a means of identification under difficult circumstances. During the time of radical reform, the diaspora adapted themselves to the conditions in the homeland, and for some China remained a place of longing and emotional attachment. Souchou Yao is a writer and a former staff member of the Department of Anthropology, the University of Sydney, Australia.     Abstract: This open access book explores Asian approaches towards investment arbitration—a transnational procedure to resolve disputes between a foreign investor and a host state—setting it in the wider political economy and within domestic law contexts. It considers the extent to which significant states in Asia are, or could become, “rule makers” rather than “rule takers” regarding corruption and serious illegality in investor-state arbitration. Corruption and illegality in international investment are widely condemned in any society, but there remains a lack of consensus on the consequences, especially in investment arbitration. A core issue addressed is whether a foreign investor violating a host state’s law should be awarded protection of its investment, as per its contract with the host state and/or the applicable investment or trade agreement between the home state and the host state. Some suggest such protection would be unnecessary as the investor committed a crime in the host state, while others attempt to establish an equilibrium between the investor and the host state. Others claim to protect investment, invoking the sanctity of promises made. The book starts with a deep dive into economic and legal issues in corruption and investment arbitration and then explores the situation and issues in major countries in the region in detail. It is a useful reference point for lawyers, economists, investors, and government officials who are seeking comprehensive and up-to-date information on anti-bribery rules in Asian investment treaties.     Abstract: This book sheds light on the fact that the proclamation of an emergency can be a legitimate constitutional method to take prompt preventative measures in protecting the interests of the society in times of grave crises. However, the exercise of emergency powers should not undermine a nation’s commitment to democratic values, such as maintaining the rule of law and upholding fundamental human rights. The COVID-19 pandemic has posed grave threats to the lives and health of individuals. However, since the constitutions of South Asian nations do not permit the proclamation of an emergency on health grounds, executives of these nations were constrained to rely, among other things, on ordinary legislation to tide over the threats posed by the pandemic. Although these statutes entrust the executive with extensive emergency powers, they do not simultaneously stipulate any safeguards subjecting the exercise of such powers to a reliable system of checks and balances. Accordingly, this book critically examines the exercise of emergency powers in the South Asian nations to tide over threats posed by the COVID-19 pandemic, which had a profoundly adverse impact on the human rights of individuals. Such exercise of powers was consistent with the general tendency demonstrated by succeeding generations of the executives in these nations to use emergency situations as the convenient means for imposing long-lasting limitations on the rights of individuals. Consequently, this book identifies the flaws, deficiencies, and lacunae of the legal framework in these nations, which permit the executive to assume unfettered power in the exercise of emergency measures at the expense of the liberty of individuals. Consequently, based on these findings, recommendations will be put forward for initiating reforms in these nations aimed at ensuring the maintenance of a delicate balance between the necessity to respond to grave threats and to simultaneously prevent undue intrusion on the fundamental human rights of individuals.

    Abstract: The volume examines how in the twenty-first century narratives built around connectivity have become a structural component of international politics expanding into a wider array of policy fields.     Abstract: The book tells about people who lived in an era of historical cataclysms, wars and revolutions, changes in political formations. The generation of the Kazakh intelligentsia responded to the historical challenge facing the Kazakhs at a turning point in history. These are people born at the end of the 19th century, educated in different countries and united by the idea of overcoming colonial dependence on the Russian Empire. The author aims to form a holistic view of a galaxy of outstanding personalities who, in an important historical period, were able to take responsibility for the people and their future. The history of the country is perceived through the prism of their destinies, views, activities and death. The material of the book is a biographical sketch and covers the history of Kazakhstan in the first third of the twentieth century, until the period of the Great Terror (1937–1938). Ainash Mustoyapova is Candidate of Philological Sciences, Associate Professor, and is the author of more than 60 scientific and educational publications and more than 150 journalistic articles.     Abstract: This book explores the postcolonial discourse and decolonization processes in modern Kazakhstan and beyond. Despite the fact that the post-colonial theory initially emerged in other regions of the world, it has increasingly been applied in the scholarship on Central Asia. Exploring recent debates on post-coloniality in Kazakhstan, this book is an attempt to bring together two bodies of scholarly literature: scholarship on culture and society in post-Soviet Central Asia and research on post-colonial theory. This volume will be of interest to scholars of Eurasian studies as well as researchers and students of post-colonialism in various contexts beyond Eurasia. Dina Sharipova is an Associate professor at the Graduate School of Public Policy at Nazarbayev University in Astana. Her research interests include nation and state-building, security issues, formal and informal institutions, civil society, and well-being in Central Asia. Dr. Sharipova is the author of the book “State-building in Kazakhstan: Continuity and Transformation of Informal Institutions”, Lexington Books, 2018. She has published in Europe-Asia Studies Journal, Nationalism and Ethnic Politics, Central Asian Survey, Nationalities Papers, and in other scholarly journals.     Abstract: This book offers an analytical account of the April Third Massacre in Korea, a bloody confrontation between supporters of the Syngman Rhee Administration and those suspected (largely incorrectly) of being Communists, or members of the South Korean Workers' Party—the second largest Communist Party after Korea's liberation from Japanese colonial rule. As a result, some 80,000 villagers, fishermen, and policemen were killed. The book, drawing from a wide array of primary sources, ranging from South Korean governmental records, memoranda, memoirs, and recently unclassified documents, examines the role of the South Korean Workers' Party in the April Third Massacre on Jeju and how it shaped the origins of the Korean War. The author maps these origins of the Korean War from the outbreak of the April Third Massacre and through the ensuing chain of violence which included the Yo-su and Sun-ch'on Massacres of October 1948, engulfing the peninsula until 1949. Of interest to all scholars studying modern Korea, it is particularly relevant to historians focused on the Korean War, as well as political scientists and international relations experts interested in East Asian conflicts.

    Abstract: “This ambitious book provides a timely platform to celebrate contemporary art and curatorial practices in Asia working on, through and with visual archives. With the diverse range of contributions to reinventing the notion of ‘archive’, the ‘old’ is renewed.” —Jiang Jiehong, author of The Art of Contemporary China This edited volume aims to fill the gap in the research, juxtaposition, and focused discussions in the existing literature on art archives in Asia. Most of the archives included in the book are independent and initiated by individuals, folk groups, or non-profit organizations. In this book, one can trace the dynamics and selfgenerative capacity in this particular historical and cultural milieu through these “alternative” archives and through the practices of artists and curators who apply their specific understanding of archive to their works. Many chapters resonate with each other in that they capture the experiences shared by many places in Asia. Those experiences could have resulted from the encounter with the Western idea of archive, the influence of the colonial experience, or a memory crisis triggered by the rapid transformation of media, and may serve as a basis for producing archive theories in/from Asia. The book provides an opportunity for the archives in Asia and those who work around them to recognize one another, understand what their colleagues in archival work do, how they do it and what else there is for them to do. Lu Pan is Associate Professor at Department of Chinese History and Culture, The Hong Kong Polytechnic University.

    Abstract: This book explores how China's media narrate climate policy and climate change. With the rapid growth of economy and carbon emissions, China has been seen as having a key role in dressing climate change and receives substantial attention from the media. In the Chinese coverage, climate change issues can be interpreted as various concerns and ideas involving the dimensions of the economy, energy and emissions, public involvement, science and ecology, and responsibility. In this sense, a discourse approach can be used to understand how the newspapers construct the climate change discourse and discourse networks in the coverage. This study selects three different newspapers in China, namely People’s Daily, China Daily and Southern Weekend. This book will interest scholars of Chinese politics, environmentalists, and media studies scholars. Dr Sidan Wang is a lecturer at the Institute of International Relations, China Foreign Affairs University. He received his PhD in Politics at the University of Exeter in 2018. His research and teaching courses are around non-traditional security studies, environmental and energy diplomacy, and climate diplomacy.     Abstract: This book focuses on how Burmanization created and reinforced ethnic divides since the 1962 coup d’etat. when General Ne Win concentrated all authority in the Burmese speaking army. Background research for the book includes Burmese language materials from the Burmese Socialist Party (BSP) and others that describe with what the BSP believed in their own terms. This is unique from previous works on the topic which either simply pointed out that the policies “didn’t work” and therefore are uninteresting, or to claim that they were “necessary” given the chaos of the previous regime. The authors agree that Ne Win’s policies “didn’t work.” However, the book goes further by elaborating why Burmanization policies developed in the 1960s are important for understanding Burmese society today. Most importantly, Ne Win’s ideology reflects how patterns of interethnic relationships in Myanmar lead to the “intractability” of the battles in early twenty-first century Myanmar. Saw Eh Htoo was born in the Irrawaddy River Delta in 1976, to a Karen family. He later moved to Yangon where he studied Philosophy (B.A.), Christian Studies (M.A.) and Cultural Anthropology (M.A.). At the time of his death he was completing his PhD dissertation at Payap University, Chiangmai, on which this book is based. He founded a Myanmar NGO Kaw Lah Foundation which did applied field research in Rakhine, Chin, Shan and Kayin (Karen) States; and Bago Region in Myanmar. Tony Waters is a Professor of Sociology currently at Leuphana University (Germany). Previously he taught at Payap University in Thailand, and at California State University, Chico, USA. He is the author of academic books and articles dealing with issues of social theory, East Africa, mainland Southeast Asia, refugees, and other sociological subjects.

    Abstract: This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. This book will be of considerable interest to academics in the fields of health law, anthropology, economics, history, medicine, public health, and political science, as well as policymakers and public health planners at national and sub-national levels

    Abstract: Taking the Chinese context seriously, this book provides critical reflections and policy-informed accounts of how and why old industrial cities generate uneven resilience in the face of crisis. It offers unconventional conceptualizations and on-the-ground empirical studies in the Chinese context when it comes to the literature on regional economic resilience. Theoretically, this book adopts multiple perspectives, including evolutionary, complex adaptive systems, and institutional and geographical political economy, to provide a more systematic understanding of regional economic resilience in Chinese old industrial cities. Empirically, this book adopts a comparative analysis approach to explore the in-depth nature of uneven regional economic resilience by focusing on two coal mining regions in China. The book also makes an additional and timely academic contribution to the literature on the conceptualization and empirics of regional economic resilience under the COVID-19 pandemic crisis.     Abstract: In den vergangenen 20 Jahren mit den intensiven chinesischen Aktivitäten auf dem afrikanischen Kontinent sind die Beziehungen zwischen China und Afrika zu einem wichtigen Forschungsgegenstand in der internationalen Politikwissenschaft geworden. Der Großteil dieser Abhandlungen analysiert das Thema aus der Perspektive Chinas, dagegen sind kaum systematische Untersuchungen aus dem Blickwinkel der Afrikaner zu finden. In diesem Buch werden die Wahrnehmungen der südafrikanischen Eliten in Bezug auf China in den Jahren von 2006 bis 2016 systematisch untersucht. Die Wahrnehmungen konzentrierten sich dabei auf Chinas Auswirkungen auf Südafrika bezogen auf vier Aspekte: Chinas wirtschaftliche Aktivitäten, die chinesische globale politische Strategie, das chinesische Entwicklungsmodell sowie Chinas Soft Power. Es kommen die Konstruktivismus-Theorie von Alexander Wendt als Forschungstheorie und die Diskursanalyse von Jürgen Habermas als Forschungsmethode zur Anwendung. Durch die Analyse kann geschlussfolgert werden, dass die südafrikanischen Eliten in Bezug auf die Wirtschaft hauptsächlich Wahrnehmungen der Kategorie Freund äußern und bezüglich der Politik, Kultur und Medien finden sich in der Regel Wahrnehmungen der Kategorie Konkurrent. Im Allgemeinen lassen sich die Wahrnehmungen gegenüber China als positiv identifizieren, gehören also der Kategorie Freund an.     Abstract: This open access edited book attempts to break new ground in investigating multiple facets of Vietnamese language, education and change in global contexts, engaging with global Vietnam through complex lenses of language and education. Issues of language, globalization, and global identities have often been framed through the lens of hierarchical/binary power relations, and/or through a dichotomy between hyper-central languages, such as English, and revisualized or marginalized local language and cultures. In this book, this dichotomy is turned on its head by considering how Vietnam and Vietnamese are constructed in and outside Vietnam and enacted in global spaces of classrooms, textbooks, student mobility, community engagement, curriculum, and intercultural contacts. Vietnamese is among the world’s most spoken languages and is ranked in the top 20th in terms the number of speakers. Yet, at the same time, as a ‘peripheral’ or ‘southern’ global language as often seen in the Global North-Global South spectrum, the dynamics of multilingual and multicultural encounters involving Vietnamese generate distinctive dilemmas and tensions, as well as pointing to alternative ways of thinking about global phenomena from a fresh angle. Rather than being outside of the global, Vietnamese - like many other ‘non-central’ global languages - is present in diasporas, commercial, and transnational structures of higher education, schooling, and in the more conventional settings of primary and secondary school, in which visions of culture and language also evoke notions of heritage and tradition as well as bring to the fore deep seated ideological conflicts across time, space, communities, and generations. Relevant to students and scholars researching language, education, identity, multiculturalism, and their intersections, particularly related to Vietnam, but also in Southeast Asia and beyond, this volume is a pioneering investigation into overlooked contexts and languages from a global, southern-oriented perspective.

    Abstract: The book examines the issue of old age in death in contemporary Western societies in the pre-Covid-19 period and during the recent pandemic. It aims to prompt rethinking of societal obligations to the aged and to reflect on ways of handling death in old age. By exposing which values and orientations towards death in old age have been reinforced and which have been challenged by the coronavirus pandemic, the book offers a platform to debate society’s responsibility to old people and to reflect on the legacy of the pandemic for the quality of the end of life care. It raises ethical and philosophical implications of the normalization the idea that during health crises some lives need to be prioritised over others. The book, by drawing from an extensive literature, from sociology, psychology, philosophy gerontology to death studies, throws light on the cultural values by which we understand mortality. Whilst the book’s focus is on the UK, its argument, that the marginalization of death in old age impacts on the quality of the end of life care, has enormous implications for other cultures in terms of how old age tends to be ignored and how they were neglected during the pandemic.

    Abstract: "With the vast majority of healthcare and social workers identifying as women, the vanguard of the COVID-19 response was distinctly gendered. In Conscripted to Care, Julia Smith introduces us to the women who faced the worst effects of the pandemic and the inequities it exposed. Through clear prose and fascinating critical analysis, she documents their largely unseen contributions and sacrifices, both professionally and domestically. Drawing on interviews and focus groups with nearly 200 women from a range of backgrounds and occupations, Smith reveals how structural inequality put women on the frontlines of the pandemic response, yet with inadequate resources and little voice in decision-making. Women not only shouldered the triple burden of paid work, unpaid care, and mental load, but also increased emotional labour.     Abstract: Over the past two years, the World Bank has been working with Pacific Island Countries (PICs) to assess the impact of the COVID 19 pandemic on their financial systems and provide guidance to the PIC prudential authorities on policy issues relating to strengthening the resilience of financial systems in the region. As part of this work program, the World Bank produced a series of seven deep dive papers on a range of issues relating to financial stability in the PICs.     Abstract: The COVID-19 crisis combined with the global repercussions from the Russian invasion of Ukraine exacerbated the stress on financial systems around the world. More than 150 countries introduced policy measures to support the financial sector amid the COVID-19 pandemic. Such measures included debt moratoria, loan forbearance, and the relaxation of classification and provisioning rules, a truly unprecedented response in its scale and speed. Central Asia is no exception. Policy makers in the region introduced temporary measures to support the financial sector during the COVID-19 pandemic. But even before one crisis is contained, the region faces another crisis stemming from the repercussions of the Russian war in Ukraine. Central Asian countries have strong economic and financial ties with Russia, which have, in turn, affected trade, remittances, the subsidiary operation of Russian banks, corresponding banking relationships, payment channels, among other systems. The compounded effect of the two crises has increased the pressure on both the repayment capacity of borrowers and the financial management of banks and other creditors. This report assesses the NPL resolution framework in four Central Asian countries (Kazakhstan, the Kyrgyz Republic, Tajikistan, and Uzbekistan) and provides recommendations for improving it. Chapter 1 discusses the current trend in NPLs in Central Asia. Chapter 2 assesses how assets are classified and covered. Chapter 3 reviews the NPL reduction workout techniques practiced in Central Asia. Chapter 4 investigates supervisory measures that can be adapted to reduce NPLs. Chapter 5 reviews the role that the insolvency and creditors' rights framework play in this process. The report concludes in chapter 6 with specific recommendations for enhancing the readiness of banks and insolvency regimes for dealing with NPLs. Table 1 summarizes these recommendations

    Abstract: Commodity windfalls and private consumption have sustained Indonesia's growth despite a difficult global environment, but signs of normalizing domestic demand are emerging. Inflation is easing at a faster pace than markets anticipated. Indonesia's external vulnerabilities remain moderate. The fiscal stance has normalized reflecting faster fiscal consolidation, anchored by a broad-based rise in revenues and prudent public spending. Softening inflation and resilient capital flows have led Bank Indonesia (BI) to ease its pace of monetary tightening. The outlook remains stable as the economy normalizes following the post-pandemic recovery. While this is a robust outcome given levels of global uncertainty, Indonesia still faces declining productivity growth like other emerging market economies. Policy makers are encouraged to build on recent reforms and adopt further market-friendly policies and reduce constraints to competition to accelerate productivity growth. The Government of Indonesia (GoI) has put tremendous efforts into mitigating the learning disruption caused by COVID-19. This study provides new evidence of learning loss in math and language, comparing data on grade 4 student learning before and after the COVID-19 pandemic-induced school closures across Indonesia. In line with international literature on COVID-19 - induced learning losses, students' future earnings and Indonesia's future productivity will be negatively affected if no action is taken. This study highlights the urgency of addressing learning loss by stimulating political commitment for learning recovery and prompting deliberate actions, with adequate resources to complete them
