    Abstract: This report examines why some policy reforms get implemented and others languish by examining 20 structural reform efforts in 10 OECD countries over the past two decades. The case studies cover a wide variety of reform attempts in three key areas: pensions, labour- and product-market regulation. Key factors in the political, economic and reform-specific arenas are identified as helping or hindering reform, and these findings are cross-checked using a relatively simple set of Spearman rank correlations. The report’s two-pronged analytical approach – quantitative and qualitative – results in unique insights for policy makers designing, adopting and implementing structural policy reforms.

    Abstract: Innovation is crucial to long-term economic growth, even more so in the aftermath of the financial and economic crisis. In this volume, the OECD and the World Bank jointly take stock of how globalisation is posing new challenges for innovation and growth in both developed and developing countries, and how countries are coping with them. The authors discuss options for policy initiatives that can foster technological innovation in the pursuit of faster and sustainable growth. The various chapters highlight how the emergence of an integrated global market affects the impact of national innovation policy. What seemed like effective innovation strategies (e.g. policies designed to strengthen the R&D capacity of domestic firms) are no longer sufficient for effective catch-up. The more open and global nature of innovation makes innovation policies more difficult to design and implement at the national scale alone. These challenges are further complicated by new phenomena, such as global value chains and the fragmentation of production, the growing role of global corporations, and the ICT revolution. Where and why a global corporation chooses to anchor its production affects the playing field for OECD and developing economies alike.     Abstract: This report explores the educational performance and attitudes of males and females during childhood and adolescence. It opens with a general summary of gender differences measured outside of the PISA assessment programme and then considers the knowledge gained about gender-related issues from PISA 2000, PISA 2003 and PISA 2006 when reading, mathematics and science respectively were the major domains of assessment. Among the key findings: in reading in PISA 2000, females significantly outscored males in all countries; in mathematics in PISA 2003, males outscored females somewhat; in the combined science scale in PISA 2006, there was no overall significant difference observed between males and females. However, when examining the various science competencies, knowledge components and attitudes to science, there were some marked differences.

In this context, the OECD launched a major review of tertiary education with the participation of 24 nations. China is one of 14 countries which opted to host a Country Review, in which a team of external reviewers carried out an in-depth analysis of tertiary education policies. This report includes: an overview of China's tertiary education system; an account of trends and developments in tertiary education in China; an analysis of the strengths and challenges in tertiary education in China; and recommendations for future policy development. This review of tertiary education in China forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: What does PISA actually assess? This book presents all the publicly available questions from the PISA surveys. Some of these questions were used in the PISA 2000, 2003 and 2006 surveys and others were used in developing and trying out the assessment. After a brief introduction to the PISA assessment, the book presents three chapters, including PISA questions for the reading, mathematics and science tests, respectively. Each chapter presents an overview of what exactly the questions assess. The second section of each chapter presents questions which were used in the PISA 2000, 2003 and 2006 surveys, that is, the actual PISA tests for which results were published. The third section presents questions used in trying out the assessment.     Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.

    Abstract: Au Portugal, le secteur de l’enseignement supérieur s’est sensiblement développé au cours des vingt dernières années, mais la fréquentation et le niveau global d’études demeurent inférieurs aux normes européennes et les taux de scolarisation ont commencé à baisser. Dans son examen, l’OCDE recommande aux autorités nationales du Portugal de se polariser sur l’orientation stratégique et de laisser aux établissements d'enseignement supérieur une plus grande latitude dans la mise en œuvre des priorités gouvernementales en accord avec la mission qui est la leur. Parmi les réformes proposées, les examinateurs invitent le Portugal à créer un Conseil national de l’enseignement supérieur qui serait chargé de superviser la stratégie du pays dans ce secteur éducatif. Les examinateurs préconisent aussi d’apporter de grands changements à la gouvernance et à la gestion des établissements d'enseignement supérieur pour les mettre en phase avec les objectifs nationaux, favoriser leur réceptivité et leur efficience et améliorer leur qualité. L’un des objectifs stratégiques essentiels du gouvernement portugais est d’améliorer la recherche et l’innovation, et les examinateurs de l’OCDE suggèrent d’apporter un certain nombre de changements d’ordre qualitatif au système d’enseignement supérieur du Portugal afin de renforcer les performances dans ces deux domaines.

    Abstract: Frequent recourse to large one-off operations in a number of OECD countries has undermined the accuracy of cyclically adjusted fiscal balances as a measure of both the sustainability of public finance and the fiscal stance. This paper first provides detailed information on the nature and amount of these one-offs for 9 OECD countries. The paper then presents a new indicator – the “underlying” fiscal balance – which effectively eliminates the impact of one-offs and cyclical developments. One-offs are derived as the deviations from trend in net capital transfers, i.e. from widely available national account data. This approach provides a consistent treatment of one-offs both across countries and over time, avoiding the potential information biases which could result from an individual identification of one-offs.

    Abstract: This paper aims to shed light on the contribution of health care and other determinants to the health status of the population and to provide evidence on whether or not health care resources are producing similar value for money across OECD countries. First, it discusses the pros and cons of various indicators of the health status, concluding that mortality and longevity indicators have some drawbacks but remain the best available proxies. Second, it suggests that changes in health care spending, lifestyle factors (smoking and alcohol consumption as well as diet), education, pollution and income have been important factors behind improvements in health status. Third, it derives estimates of countries’ relative performance in transforming health care resources into longevity from two different methods – panel data regressions and data envelopment analysis – which give remarkably consistent results. The empirical estimates suggest that potential efficiency gains might be large enough to raise life expectancy at birth by almost three years on average for OECD countries, while a 10% increase in total health spending would increase life expectancy by three to four months.

    Abstract: The financial crisis and economic downturn are going to weigh on fiscal positions in OECD countries over the short to medium-term, both through the operation of automatic stabilisers and the enactment of discretionary fiscal stimulus packages. However, the strategic policy options facing OECD countries are mainly determined by the soundness of their underlying fiscal positions which vary substantially. This paper first describes how OECD economies are situated with respect to underlying fiscal balances and net government debt. A number of countries seem to enjoy favourable fiscal positions with underlying fiscal surpluses, low government debt or even positive net financial asset positions. When taking account, as far as possible, of implicit liabilities associated with ageing populations and resource-based revenues, fiscal positions still vary greatly across countries. The paper then examines the criteria involved in deciding whether government financial asset accumulation is in excess of needs and the use to which any excess government saving might be put, whether increasing public spending or reducing taxes. Finally, the determinants of the optimal size of the government balance sheet for any given desired net debt position are discussed.

This report includes: an overview of Mexico's tertiary education system; an account of trends and developments in tertiary education in Mexico; an analysis of the strengths and challenges in tertiary education in Mexico; and recommendations for future policy development. This review of tertiary education in Mexico forms part of the OECD Thematic Review of Tertiary Education, a project conducted between 2004 and 2008.

    Abstract: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report. As a consequence, pressures for tax cuts and for public spending increases have emerged. Hence, the opportunity to address structural deficit problems and prepare for future demographic trends has been lost, and the ability to respond to subsequent cyclical downturns has been weakened.     Abstract: Questions surrounding the local and regional impact of higher education institutions (HEIs) have been around for a long time. In the United Kingdom there was pioneering work on the economic impact of Cambridge on its region (Segal Quince and Partners, 1985) and other studies in the 1980s, but the issues have become more focused in recent years around two poles of interest: the contribution that universities can make to the knowledge economy and the critical role that regions play in determining national economic success. This has prompted a major OECD/IMHE study, the findings of which have been published in a report entitled Higher Education and Regions: Globally Competitive, Locally Engaged (OECD, 2007). The report was followed by a conference, under the same title, held in Valencia, Spain, from 19 to 21 September 2007, which brought together many of the participants in the original research programme.     Abstract: Cela fait quelques années déjà que l’on s’efforce de mesurer l’impact local et régional des établissements d’enseignement supérieur (EES). La première étude dans ce domaine, menée au Royaume-Uni, portait sur l’impact économique de l’Université de Cambridge sur sa région (Segal Quince & Partners, 1985). D’autres travaux similaires ont suivi dans les années 80.     Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

Après avoir passé en revue les politiques et pratiques en vigueur dans quinze pays, les auteurs présentent neuf stratégies destinées à promouvoir la formation tout au long de la vie. Toutes ces stratégies nationales sont liées d’une manière ou d’une autre aux systèmes de certification. Les auteurs identifient ensuite vingt mécanismes, ou liens concrets, entre les objectifs des systèmes nationaux de certification et ceux de la formation tout au long de la vie. Au travers de ces mécanismes, cet ouvrage cherche à fournir aux gouvernements et aux décideurs des outils qui puissent les aider à reconsidérer leurs politiques et programmes en matière de formation tout au long de la vie. Les résultats suggèrent que certains mécanismes jouent un rôle particulièrement important dans la promotion de la formation tout au long de la vie. On citera notamment ceux liés au transfert de crédits, à la reconnaissance des acquis antérieurs, aux cadres de certification et à l’implication des acteurs concernés.
