    Abstract: "This is a book about the relationship between anti-poverty programs and federalism. It is also a book about the politics of aid to the poor. Poverty and federalism are difficult topics that invite instinctive reactions. The very use of the term federalism pushes the conversation from the lived experience of poverty to the structure of anti-poverty programs and the balance between state sovereignty and federal control. Given the ways in which rhetoric of "states' rights" served in the past, and continues to serve, as cover for systematic discrimination against African Americans and Latinos, including the differential provision of poor relief, federalism's ugly side readily comes to mind. Third,the relevance of the multi-level structure of the EU polity to national politics is likely to vary not only between member states and non-member states of the EU,but also among member states.During the Great Recession,it was arguably more important for Eurozone members and,among the latter for the debtor states which became the object of supranational crisis management.     Abstract: The prospect of a united Muslim world has long inspired both dreams and fears. Many Muslims regard the pan-Islamic community, the umma, as the embodiment of the spiritual kinship of the faith, but it has also often been assumed to be inherently antagonistic to adherents of other faiths. Questions over relations with the Other are mirrored by debates over what constitutes the acceptable contours of Islamic doctrine itself.     Abstract: "It is something of a truism that each age must work through the legacy of its predecessors. In the case of the nineteenth century, this obvious statement gains poignancy when one considers the novel challenges and possibilities of the eighteenth century, which was, after all, the age of the Enlightenment. In its many guises and national variations, the Enlightenment asserted provocative and epoch-making claims about the role of reason, science, and criticism vis a vis the traditional authority of religion, state, and received knowledge. It drew new roadmaps for the conscious and reflexive reform of society and the betterment of people. At its core, it articulated a new emancipatory project - at once philosophical and political - chiefly oriented toward the ideal of individual autonomy. The cultural, social and political configuration that shaped the Enlightenment came to something of an end in the closing decade of the eighteenth century, partly through processes of internal critique but also, spectacularly, through the political collapse of the Old Regime. In the changed circumstances of the early nineteenth century, the Enlightenment fragmented into a multitude of contests over the meaning of its legacy"--

Kirmse challenges these assumptions in this important new study of empire-building, minority rights, and legal practice in late tsarist Russia, revealing how legal reform transformed ordinary people's interaction with state institutions from the 1860s to the 1890s. By focusing on two regions that stood out for their ethnic and religious diversity, the book follows the spread of the new legal institutions into the open steppe of Southern Russia, especially Crimea, and into the fields and forests of the Middle Volga region around the ancient Tatar capital of Kazan. It explores the degree to which the courts served as instruments of integration: the integration of former borderlands with the imperial centre and the integration of the empire's internal "others" with the rest of society"--

    Abstract: "As we will demonstrate in this book, the new fault lines around globalization can no longer be fully captured along the classic redistributional left-right axis. In important respects, they run perpendicular to it. Since the end of the Cold War, parties of the mainstream Left and Right, which had transformed themselves in the decades before from 'class' to catch-all parties (Kirchheimer 1965), have converged further on pro-globalization positions on a range of issues, such as support for European integration, the North American Free Trade Agreement (NAFTA) and trade agreements such as TTIP. Even on immigration, probably the most divisive of the issues related to globalization, differences between the mainstream Left and Right have become much smaller than they used to be - both because mainstream left parties have distanced themselves from earlier experiments with multicultural policies and because Conservatives have, at least in large parts of Western Europe, embraced pro-immigration views"--

    Abstract: "For a long time, international relations scholars have adopted a narrow view of what is global order, who are its makers and managers, and what means they employ to realize their goals. Amitav Acharya argues that the nature and scope of agency in the global order - who creates it and how - needs to be redefined and broadened. Order is built not by material power alone, but also by ideas and norms. While the West designed the post-war order, the non-Western countries were not passive. They contested and redefined Western ideas and norms, and contributed new ones of their own making. This book examines such acts of agency, especially the redefinitions of sovereignty and security, shaping contemporary world politics. With the decline of the Western dominance, ideas and agency from the Rest may make it possible to imagine and build a truly global order. Amitav Acharya is Distinguished Professor of International Relations and the UNESCO Chair in Transnational Challenges and Governance at the School of International Service, American University, Washington, DC.     Abstract: "For a long time, international relations scholars have adopted a narrow view of what is global order, who are its makers and managers, and what means they employ to realize their goals. Amitav Acharya argues that the nature and scope of agency in the global order - who creates it and how - needs to be redefined and broadened. Order is built not by material power alone, but also by ideas and norms. While the West designed the post-war order, the non-Western countries were not passive. They contested and redefined Western ideas and norms, and contributed new ones of their own making.     Abstract: "Over the past couple of decades, there have been many efforts to seek a solution to the often violent situation in which Kurdish citizens of Turkey find themselves. These efforts have included a gradual programme of political recognition and multiculturalism. Here, Durukan Kuzu examines the case of Kurdish citizens in Turkey through the lens of the global debate on multiculturalism, exploring the limitations of these policies. He thereby challenges the conventional thinking about national minorities and their autonomy, and offers a scientifically grounded comparative framework for the study of multiculturalism. Through comparison of the situation of Kurds in Turkey with that of other national minorities - such as the Flemish in Belgium, Québécois in Canada, Corsicans in France, and Muslims in Greece - the reader is invited to question in what forms multiculturalism can work for different national minorities.     Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

    Abstract: Successive authoritarian regimes have maintained tight control over organized labor in Egypt since the 1950s. And yet in 2009, a group of civil servants decided to exit the state-controlled Egyptian Trade Union Federation (ETUF), thereby setting a precedent for other groups and threatening the ETUF's monopoly. Dina Bishara examines this relationship between labour organizations and the state to shed light on how political change occurs within an authoritarian government, and to show how ordinary Egyptians perceive the government's rule. In particular, Bishara highlights the agency of dissident unionists in challenging the state even when trade union leaders remain loyal. She reveals that militant sectors are more vulnerable to greater scrutiny and repression and that financial benefits tied to membership in state-backed unions can provide significant disincentives against the exit option. Moving beyond conventional accounts of top-down control, this book explores when and how institutions designed for political control become contested from below.

New or reformed constitutions have proliferated, protecting social, economic, and political rights. While constitutional courts in Latin America have traditionally been used as ways to limit power and preserve the status quo, the evidence shows that they are evolving into a functioning part of contemporary politics and a central component of a system of constitutional justice. This book lays bare the political roots of this transformation, outlining a new way to understand judicial design and the very purpose of constitutional justice. Authors Daniel M. Brinks and Abby Blass use case studies drawn from nineteen Latin American countries over forty years to reveal the ideas behind the new systems of constitutional justice. They show how constitutional designers entrust their hopes and fears to dynamic governance systems, in hopes of directing the development of constitutional meaning over time"--
    Abstract: "This project started many years ago, as an article-length project on the apparent diffusion of new models of courts throughout Latin America. A paper Dan Brinks was writing for APSA dovetailed with a paper Abby Blass was writing for a graduate seminar, and the project evolved through conversations between the two authors after that. Both Abby and Dan had other projects to attend to, so the collaboration moved slowly, but we both felt it was intellectually productive. In its early stages in particular, each of the authors contributed important elements and carried out a mutual back and forth that makes it difficult to separate each author's contributions to the initial conceptualization and measurement exercises. Similarly, the basic argument evolved out of conversations between the authors, with each pushing the other to clarify and specify the argument further. Through conceiving and writing the pieces we have called "Conceptualization" (now an article in the International Journal of Constitutional Law, and largely contained in chapter 2 and the Appendix) and "Determinants" (the theory and quantitative analysis that underpins chapters 3 and 4), we collaborated fully. This is the core of the intellectual contribution of the book, and our joint work on these pieces is the principal, though not the only, reason Abby is credited as a co-author"--

    Abstract: While it might have been viable for states to isolate themselves from international politics in the nineteenth century, the intensity of economic and social globalisation in the twenty-first century has made this impossible. The contemporary world is an international world - a world of collective security systems and collective trade agreements. What does this mean for the sovereign state and 'its' international legal order? Two alternative approaches to the problem of 'governance' in the era of globalisation have developed in the twentieth century: universal internationalism and regional supranationalism. The first approaches collective action problems from the perspective of the 'sovereign equality' of all States. A second approach to transnational 'governance' has tried to re-build majoritarian governmental structures at the regional scale. This collection of essays wishes to analyse - and contrast - the two types of normative and decisional answers that have emerged as responses to the 'international' problems within our globalised world.

What kinds of practices does multilingualism enable and how does it shape communication in the digital sphere among young people? These questions have motivated the volume Multilingual Youth Practices in Computer Mediated Communication (CMC). This volume was inspired by some of the work now emerging in sociolinguistics on the multilingual digital practices of people in a globalizing world (e.g. Androutsopoulos 2015; Barton & Lee 2013; Danet & Herring 2007a; Deumert 2014a; Spilioti & Georgakopoulou 2015; Jones et al. 2015; Lee 2017; Thurlow & Mroczek 2011a). In contrast with these volumes however, the present work aims a spotlight on the multilingual practices of young people who have taken up the affordances of digital communication more fervently than any other age group (Beheshti & Large 2013; Buckingham & Willett 2013).     Abstract: This book explains why conflicts in Africa are sometimes ethnic and sometimes religious, and why a conflict might change from ethnic to religious even as the opponents remain fixed. Conflicts in the region are often viewed as either 'tribal' or 'Muslim-Christian', seemingly rooted in deep-seated ethnic or religious hatreds. Yet, as this book explains, those labels emerge as a function of political mobilization. It argues that ethnicity and religion inspire distinct passions among individuals, and that political leaders exploit those passions to achieve their own strategic goals when the institutions of the state break down. To support this argument, the book relies on a novel experiment conducted in Côte d'Ivoire and Ghana to demonstrate that individual preferences change in ethnic and religious contexts. It then uses case illustrations from Côte d'Ivoire, Nigeria, and Sudan to highlight the strategic choices of leaders that ultimately shape the frames of conflict
