    Kurzfassung: This volume brings together a series of discussions by scholars from a range of disciplinary, (trans)regional and epistemic perspectives that came out of the Berlin-based "co2libri" networking initiative, with longstanding collaborative partners based in the global South. "Co2libri" stands for "conceptual collaboration: living borderless research interaction". As an interdisciplinary and transregional oriented initiative, co2libri envisages a multicentric perspective that integrates neglected positions of Southern theory and praxis into the heart of academic conversations. Co2libri’s collaborative endeavor builds on long-standing active connections with partners in Africa, South and Southeast Asia, and the Middle East. Instead of setting an agenda from the North, it proposes to figure out ways forward through collaborative engagement, building on relationships of mutual trust. Using formats that facilitate substantial and open-ended discussion, we are re-thinking theory and method, academic practices, and research ethics, while keeping material inequalities in view.

    Kurzfassung: Wer das Berliner Olympiagelände besucht, stolpert unweigerlich über das Fortwirkungen der NS-Monumentalität des Geländes – und auch über ihre bis heute weitgehend ungebrochene Tradierung von völkischer und antisemitischer Monumentalität. Die Kritik daran ist vielfältig, aber bisher eher lose verwoben: Wo steht die Debatte – oder: wo stehen die Debatten? Welche Perspektiven gibt es, aus historischer, musealer, künstlerischer, politischer, sportlicher oder denkmalschützender Perspektive? Wo lassen sich Brücken der Kritik schlagen, wo sind unterschiedliche Perspektiven widersprüchlich, an welchen Stellen bedarf es grundlegender Neuorientierung oder Neujustierung der Debatte? Der Sammelband versucht, diese Fragen anzureißen, Wege der Auseinandersetzung zu skizzieren oder zu initiieren, aber auch grundlegende Probleme zu benennen.
    Kurzfassung: Anyone who visits Berlin’s Olympic Park will inevitably stumble across the continued effects of the site's Nazi monumentality—and also its largely unbroken tradition of ethnic and anti-Semitic monumentality. The criticism of this is diverse, but so far rather loosely interwoven: Where does the debate stand—or, indeed, where do the debates stand? What views are there from the perspectives of history, museums, art, politics, sport or monument protection? Where can bridges of criticism be built, where are the different perspectives contradictory, and where is fundamental reorientation or readjustment of the debate(s) required? This anthology attempts to address these questions, not only to outline or initiate paths of debate but also to identify fundamental problems.

    Kurzfassung: Everyday life as we knew it is increasingly challenged in a world of climate, social, health and political crisis. Emerging technologies, data analytics and automation open up new possibilities which have implications for energy generation, storage and energy demand. To support these changes we urgently need to rethink how energy will be sourced, shared and used. Yet existing approaches to this problem, driven by engineering, data analytics and capital, are dangerously conservative and entrenched. Energy Futures critically evaluates this context, and the energy infrastructures, stakeholders, and politics that participate in it, to propose plausible, responsible and ethical modes of encountering possible energy futures. Imagining anthropocene challenges, emerging technologies and everyday life otherwise through empirically grounded studies, opens up possible energy futures. Energy Futures proposes and demonstrates a new critical and interventional futures-oriented energy anthropology. Combining the theories and methods of futures anthropology with the critical expertise and perspectives of energy anthropology creates a powerful mode of engagement, which this book argues is needed to disrupt the dominant narratives about our energy futures. Its contributors collectively reveal and evidence through innovative ethnographic practice how new knowledge about imagined and possible energy futures can be mobilised in engagements with emerging technologies, anthropocene challenges and everyday realities. In doing so it brings together authors, analytical expertise and ethnographic evidence from the global south, north and places in between, generated through innovative methodologies including remote video and comic strip methods and documentary video practice as well as long term fieldwork.

Humanizing AI analyses AI and its numerous applications from a psychoanalytical point of view to answer these questions. This important, interdisciplinary contribution to the social sciences, as applied to AI, shows that reflecting on AI means reflecting on the human psyche and personality; therefore conceiving AI as a process of deconstruction and reconstruction of human identity. AI gives rise to processes of identification and de-identification that are not simply extensions of human identities-as post-humanist or trans-humanist approaches believe-but completely new forms of identification. Humanizing AI will benefit a broad audience: undergraduates, postgraduates and teachers in sociology, social theory, science and technology studies, cultural studies, philosophy, social psychology, and international relations.     Kurzfassung: In der Buchreihe des "Bonn Center for Dependency and Slavery Studies" werden Monographien und Tagungsbände, die das Phänomen der Sklaverei und andere Formen asymmetrischer Abhängigkeiten in Gesellschaften untersuchen, veröffentlicht. Die Reihe folgt dabei der Forschungsagenda des BCDSS, die die vorherrschende dichotomische Vorstellung von "Sklaverei versus Freiheit" überwindet. Das Cluster hat dazu ein neues Schlüsselkonzept ("asymmetrische Abhängigkeiten") entwickelt, das alle Ausprägungen von ungleichen Dependenzen (wie etwa Schuldknechtschaft, Zwangsarbeit, Dienstbarkeit, Leibeigenschaft, Hausarbeit, aber auch gewisse Formen der Lohnarbeit und der Patronage) berücksichtigt. Dabei werden auch Epochen, Räume und Kontexte der Weltgeschichte bearbeitet, die nicht der europäischen Kolonisierung ausgesetzt waren (z.B. altorientalische Kulturen sowie vormoderne und moderne Gesellschaften in Asien, Afrika und den Amerikas). Have you ever thought about dependencies in Asian art and architecture? Most people would probably assume that the arts are free and that creativity and ingenuity function outside of such reliances. However, the 13 chapters provided by specialists in the fields of Asian art and architecture in this volume show, that those active in the visual arts and the built environment operate in an area of strict relations of often extreme dependences. Material artefacts and edifices are dependent on the climate in which they have been created, on the availability of resources for their production, on social and religious traditions, which may be oral or written down and on donors, patrons and the art market. Furthermore, gender and labour dependencies play a role in the creation of the arts as well. Despite these strong and in most instances asymmetrical dependencies, artists have at all times found freedoms in expressing their own imagination, vision and originality. This shows that dependencies and freedoms are not necessarily strictly separated binary opposites but that, at least in the area of the history of art and architecture in Asia, the two are interconnected in what are often complex and multifaceted layers

Massive investment in infrastructure will be needed to accommodate this growth, and to adapt infrastructure to climate change and benefit from the digital transition. This report explores three ways to meet this challenge. Firstly, it outlines how new forms of urban planning can help to mobilise private finance for inclusive, resilient and sustainable urban investment. Secondly, it explores how leveraging private investment can help to strengthen cities capacity to support needed investment in a tighter fiscal environment. Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

This report on the United States is the second of a number of OECD country reviews of income support policies. Each report analyses key policy challenges, discusses recent reform initiatives, and identifies good practices from other OECD countries. The report examines the reach and generosity of unemployment insurance and other income support for working age households, with a special focus on disadvantaged labour market groups. What are key gaps in benefit receipt between wage- and salaried employees and non-standard workers (part-time workers, those on temporary contracts, and self-employed workers including own-account workers)? What factors, including race/ethnicity and gender, drive non-entitlement to unemployment compensation? The report examines these questions, considers the impact of recent extensions to the unemployment insurance programme in response to the COVID pandemic, and outlines policy directions for strengthening out-of-work support.

    Kurzfassung: The United States, the world’s largest economy, has made progress in reducing several environmental pressures while maintaining one of the highest Gross Domestic Products per capita in the world. It has decoupled emissions of greenhouse gases, air pollutants, water abstractions and domestic material consumption from economic and population growth. However, high consumption levels, intensive agricultural practices, climate change and urban sprawl continue to put pressure on the natural environment. Despite the recent acceleration of action to address climate change, further efforts are needed to achieve the goal of net-zero greenhouse gas emissions by 2050. The United States is also among the major contributors to marine litter with serious consequences for communities and the environment. The review provides 30 recommendations to help the United States improve its environmental performance, with a special focus on marine litter and a cross-cutting focus on environmental justice. This is the third Environmental Performance Review of the United States. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Kurzfassung: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

    Kurzfassung: As societies become increasingly digital, cyber security has become a priority for individuals, companies and nations. The number of cyber attacks is exceeding defence capabilities, and one reason for this is the lack of an adequately skilled cyber security workforce. This report analyses the demand for cyber security professionals in Australia, Canada, New Zealand, the United Kingdom and the United States using information contained in online job postings. The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

Als „negative Leitidee der Moderne“ ist Antisemitismus in sämtlichen Musikrichtungen zu finden und wird auf unterschiedlichen Ebenen vermittelt: sei es durch Songtexte, Albumcover, Musikvideos, Bühnenauftritte, durch die Musikform bzw. des Stils an sich oder die ideologische und strukturelle Einbindung von Musiker:innen in die extrem rechte Szene bis hin zur Beeinflussung ganzer Musikszenen durch die antisemitische BDS-Kampagne. In den Aufsätzen geben die Autor:innen daher einen Überblick zu aktuellen Entwicklungen und liefern Analysen und Einschätzungen zu den mannigfaltigen antisemitischen Verstrickungen in der Musik. Mit Beiträgen von Lukas Geck, Maria Kanitz, Annica Peter, Jan Schäfer, Jakob Baier, Kai E. Schubert, Niels Penke, Marcus Stiglegger, Timo Büchner, Melanie Hermann, Marc Grimm, Nico Unkelbach, Nicholas Potter, Nathalie Friedländer, Tom D. Uhlig.
    Kurzfassung: This anthology addresses the question of how anti-Semitism appears and is expressed in modern music. As a ‘negative guiding idea of modernity’, anti-Semitism can be found in all musical genres and is conveyed on different levels, be it through song lyrics, album covers, music videos, stage performances, through the musical form or style itself, or the ideological and structural integration of musicians into the extreme rightwing scene, all the way to the influence of entire music scenes through the anti-Semitic BDS campaign. In the essays in this book, the authors therefore give an overview of current develop-ments and provide analyses and assessments of the manifold anti-Semitic manifestations in music. With contributions by Lukas Geck, Maria Kanitz, Annica Peter, Jan Schäfer, Jakob Baier, Kai E.     Kurzfassung: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. The United States has led with substantial ODA contributions in response to multiple crises. Twenty-one US government agencies programme and deliver foreign assistance. USAID systematically incorporates collaboration, learning and adapting in its programme cycle and works to increase diversity, equity and inclusion by championing locally-led approaches. This peer review provides a set of recommendations for the United States to mitigate negative transboundary effects of its policies, promote more flexible budget appropriations in line with needs, equip its development finance institution to deliver and adopt a clearer approach to multilateral partnerships. It recommends that the United States puts development effectiveness at the heart of localisation, reinforce human resources, and consider conflict prevention in all country programmes.

    Kurzfassung: Early equity for disadvantaged children can be achieved through nurturing, high quality early learning environments. However, without deliberate action, disadvantaged children face a 12 month development gap compared to their more advantaged peers in key early learning areas such as emergent literacy. Data based on direct assessments from 7,000 children in England, Estonia and the United States show what it takes to achieve a level playing field for disadvantaged children. These actions include supporting parents to regularly read with their children, having back-and-forth conversations and providing access to developmentally appropriate books. Links between parents and their early childhood education and care (ECEC) centre are also positively linked to children’s early development, as well as the provision and quality of ECEC. The latter includes a holistic approach to ensure children’s social-emotional skills are fostered, such as curiosity and co-operation, and ensuring children have a level of autonomy over their activities.

    Kurzfassung: Over the coming years, significant infrastructure investment will be required to sustain economic growth and improve well-being in many regions and cities. Subnational governments will have a key role to help provide this infrastructure - they are responsible for almost 60% of total public investment in G20 countries. This G20-OECD Policy Toolkit, developed with input from the Asian Development Bank, aims to support inclusive and quality infrastructure investment by subnational governments across developing, emerging and developed countries. It outlines key elements of creating an enabling environment for subnational infrastructure investment. It then details common and innovative funding sources, financing instruments and investment approaches. Rather than recommending specific instruments, it provides a ‘toolkit’ of options for policymakers and practitioners. The Policy Toolkit is supported by 23 case studies.

Colombia has entered the 2020s facing five intertwined crises: the COVID-19 pandemic, rising levels of poverty and inequality, a wave of mass international migration, the peace process consolidation, and the climate emergency. As the country seeks an answer to all those challenges, Colombia’s social and economic prosperity and environmental sustainability will be more tightly linked to the functioning of its cities and its urban governance system. This OECD review makes the case for an integrated, placed-based and inclusive urban development model and urban agenda that seize immediate opportunities that arise in fiscal, economic and sectorial policies, and protect hard-won gains from years of experience of urban policy implementation in the country. Designing a new national urban policy for Colombia – Ciudades 4.0 – demands a critical rethinking of whether urban areas are meeting the needs of all Colombians, and how different urban-related policies could help transform them for the better.

    Kurzfassung: At a time when many cities and countries are including a smart recovery component in their strategies to rebound from the COVID-19 crisis, the simple presence of digital technologies does not mean that benefits automatically reach everyone. Measuring smart city performance is therefore critical in order to deliver policies with greater efficiency and effectiveness, identify cost-effective solutions to deliver public services, improve government accountability vis-à-vis citizens and track progress and impact. The proposed OECD Smart City Measurement Framework encompasses not only the uptake of digitalisation in cities but also how digital innovation can improve well-being outcomes, inclusion, sustainability and resilience. Furthermore, it focuses on urban residents both as recipients or users and as designers of smart cities. Building on the 2nd OECD Roundtable on Smart Cities and Inclusive Growth, the OECD will now begin to operationalise and further develop the OECD Smart City Measurement Framework.

    Kurzfassung: Dass LGBTI, d. h. Lesben, Schwule, Bisexuelle, Transgender und Intersexuelle, ihre Identität ausleben können, ohne diskriminiert oder angegriffen zu werden, ist weltweit ein Anliegen. Diskriminierung von LGBTI ist weiterhin allgegenwärtig und verursacht massive Kosten: Über Mobbing in der Schule verringert sie beispielsweise die Investitionen in die Kompetenzentwicklung. Außerdem reduziert sie die Wirtschaftsleistung, da dadurch talentierte und qualifizierte Kräfte vom Arbeitsmarkt ausgeschlossen werden. Zudem beeinträchtigt sie die psychische und physische Gesundheit der Betroffenen und damit auch ihre Produktivität. Dieser Bericht bietet einen umfassenden Überblick darüber, inwieweit die Gleichstellung von Lesben, Schwulen, Bisexuellen, Transgender und Intersexuellen im OECD-Raum gesetzlich gesichert ist und mit welchen ergänzenden Maßnahmen ihre Rechte und Chancen gestärkt werden können. Dazu umreißt er zunächst den für die Gleichstellung sexueller und geschlechtlicher Minderheiten wesentlichen Rechtsrahmen in den Bereichen Bürgerrechte, Schutz vor Diskriminierung und Gewalt sowie Gesundheitsversorgung. Anschließend untersucht er, ob die entsprechenden Rechtsvorschriften in den OECD-Ländern in Kraft sind und wo noch Verbesserungsbedarf besteht. Das letzte Kapitel befasst sich schließlich mit allgemeineren Maßnahmen, die die gesetzlichen Bestimmungen zur Sicherung der Rechte und Chancen von LGBTI flankieren sollten.

    Kurzfassung: Natural hazard-induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long-lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business-as-usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD-FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on-farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. It offers concrete recommendations on what more needs to be done to shift from coping with the impacts of disasters, to an ex ante approach that focuses on preventing and mitigating the impacts of disasters, helping the sector be better prepared to respond to disasters, and to adapt and transform in order to be better positioned for future disasters.

    Kurzfassung: National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages. This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

    Kurzfassung: Andalusia is the largest mining producer in Spain, the second-largest copper producer in the EU and a leader in marble and gypsum production. The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

    Kurzfassung: This report is a first-of-its-kind work to provide evidence on how cities’ investments in innovation and data use can pay off in powerful ways for residents. It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

    Kurzfassung: This policy brief uses online job vacancy postings as a partial indicator of the impact of COVID-19 on skills demand in five OECD countries (Australia, Canada, New Zealand, the United Kingdom and the United States) between January and November 2020. The pandemic, as well as containment and mitigation measures designed to halt its spread, had a large but heterogeneous impact on the demand for skills. By early May, the total volume of online job vacancies had fallen by over 50% in all the countries analysed with respect to the beginning of the year, with even larger declines in some sectors. However, the demand for specific skills in the healthcare sector and in logistics increased. There is also evidence of an increase in vacancies involving remote-working arrangements. The brief also shows that the crisis affected differently individuals with different levels of educational qualifications and that such effect differed across the countries analysed.

LTC involves a range of services including medical and nursing care, personal care services, assistance services and social services that help people live independently or in residential settings when they can no longer carry out routine activities on their own. The objectives of this study are to describe experiences in financing and price setting and how pricing has been used to attain better coverage, quality, financial protection, and outcomes in LTC. Pricing is not only about covering the costs of service delivery, it is also an important policy tool that provides the right incentives to ensure that budgetary goals are met, to promote quality, to increase equity, and to foster coordination and integration with health services.

    Kurzfassung: Religions are increasingly being regarded as relevant partners in international development cooperation due to their special attributes. However, to date there has been little research into what the special attributes of religious development agencies actually are or how such organisations employ them. What resources do religious NGOs draw on in development cooperation? How do such NGOs differ from other development agencies? Does their engagement make a considerable difference to collaborative development work? Using empirical case studies and theoretical analysis, the contributions in this book address these questions. In doing so, they examine different religions and their collaborative development work in various regions of the world, and chart the most recent changes in religions.

    Kurzfassung: The first five years of a child’s life is a period of great opportunity, and risk. The cognitive and social-emotional skills that children develop in these early years have long-lasting impacts on their later outcomes throughout schooling and adulthood. This report sets out the findings from the International Early Learning and Child Well-being Study in the United States. The study assesses children’s skills across both cognitive and social-emotional development, and how these relate to children’s early learning experiences at home and in early childhood education and care. It is enriched by contextual and assessment information from the children’s parents and educators. It provides comparative data on children’s early skills with children from England and Estonia, who also participated in the study, to better identify factors that promote or hinder children’s early learning.

    Kurzfassung: Only six years sets this second OECD Investment Policy Reviews: Myanmar apart from the first review published in 2014, but much progress has occurred in investment policies and related areas in Myanmar in the interim. Nonetheless, the reform momentum needs to be sustained and deepened for the benefits of recent investment climate reforms to be shared widely and for growth to be environmentally sustainable, ultimately contributing toward the Sustainable Development Goals (SDGs). This second review takes stock of recent achievements and assesses remaining challenges in selected policy areas for nurturing an enabling responsible business environment and ensuring benefits are shared with society at large. It places strong emphasis on impact and on how foreign investment can help Myanmar achieve the SDGs and improve the lives of the people of Myanmar.

    Kurzfassung: Core Cities is an association of eleven cities in the UK: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham, and Sheffield. Altogether, Core Cities and their surrounding regions account for around one quarter of the UK population and economy. Given their size and assets, Core Cities have the potential to boost national growth. However, unlike second-tier cities in most other large OECD countries, Core Cities have low levels of productivity by national and international standards. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels. This report unpacks the causes of low productivity in UK Core Cities and offers policy recommendations for the local and national level to achieve higher productivity and more inclusive growth.

    Kurzfassung: The first five years of a child’s life is a period of great opportunity, and risk. The cognitive and social-emotional skills that children develop in these early years have long-lasting impacts on their later outcomes throughout schooling and adulthood. The International Early Learning and Child Well-Being Study was designed to help countries assess their children’s skills and development, to understand how these relate to children’s early learning experiences and well-being. The study provides countries with comparative data on children’s early skills to assist countries to better identify factors that promote or hinder children’s early learning. Three countries participated in this study in 2018: England (United Kingdom), Estonia and the United States. The study directly assessed the emergent literacy and numeracy, self-regulation and social-emotional skills of a representative sample of five-year-old children in registered school and ECEC settings in each participating country. It also collected contextual and assessment information from the children’s parents and teachers. This report sets out the findings from the study as a whole.

Strengthening the Governance of Skills Systems: Lessons from Six OECD Countries provides advice on how to make the governance of skills systems effective. Building on the OECD Skills Strategy 2019, which identified four main challenges of skills systems governance, the report presents examples of how six different countries (Estonia, Germany, Korea, Norway, Portugal and the United States) have responded to one or several of these challenges. It also outlines concrete policy recommendations together with a self-assessment tool which provides guidance to policy makers and stakeholders for designing better skills systems that deliver better skills outcomes.

    Kurzfassung: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

The consequences of population ageing at subnational government levels are especially intense. Many local governments are vulnerable to the ageing of their populations from a fiscal perspective. The economic and fiscal challenges of an ageing population go beyond intergovernmental boundaries, and they require complex intergovernmental policy responses. This volume brings together cross-country studies of fiscal policy, demographics and spatial productivity, as well as country studies of Brazil, Canada, China and Germany.

    Kurzfassung: In den Jahren 1971/72 waren in Mitteleuropa und Südasien zwei gegenläufige Bewegungen zu beobachten. Während die deutsch-deutsche Entspannungspolitik den Ost-West-Konflikt zu überwinden suchte, entspann sich zwischen den beiden Nachfolgestaaten Britisch-Indiens ein Krieg, der zur Teilung Pakistans und Gründung Bangladeschs führen sollte. Indien unterstützte die bengalische Unabhängigkeitsbewegung gegen die pakistanische Zentralregierung.
    Kurzfassung: Entscheidend sind hierbei die unterschiedlichen Block-Allianzen der jeweils agierenden Nationalstaaten: Waren Bundesrepublik und DDR ihre Loyalitäten im Kalten Krieg recht klar, so blieben sie im bündnisfreien Indien bewusst weitaus unklarer. Dennoch war mit Abschluss des Indisch-Sowjetischen Freundschaftsvertrages im August 1971 eine (vor allem sicherheitspolitische) Annäherung der indischen Regierung an die UdSSR zu beobachten, derweil Pakistan schon früher zu einem wichtigen strategischen Partner der USA auf dem Subkontinent avanciert war.
    Kurzfassung: Ausgehend von der Hypothese, dass für Bundesrepublik und DDR Anfang der 1970er Jahre die Auseinandersetzung miteinander ihre Loyalitäten im Kalten Krieg überwog, untersucht die vorliegende Arbeit die Haltung der beiden deutschen Staaten im Bangladeschkrieg.
