    Abstract: This open-access book explores the security dynamics amid the polarization, shifting borders, and liquid governance that define the Zeitenwende era in Europe's eastern neighbourhood and Central Asia. Presenting various case studies, the volume unveils the intricate web of border dynamics and practices, including the nuanced interplay of border disputes within the Organization for Security and Cooperation in Europe (OSCE) member states. The contributions shed new light on how contested borders and liquid modes of governance have impacted the engagement of international organizations such as the European Union (EU), North Atlantic Treaty Organization (NATO), and OSCE in security crises and conflict prevention.     Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Abstract: "Governing Police Stops Across Europe should be essential reading for all those involved in police governance, scrutiny, and practice.” --Gill Imery, former Her Majesty's Chief Inspector of Constabulary Scotland This book takes a critical and comparative approach to the analysis of the governance of police stops across Europe. It draws on an EU COST Action research network on Police Stops which engaged academics and practitioners from 29 countries to better understand the practice of police stops. It begins by examining how police stops are defined and the various legal rules and levels of accountability afforded. The chapters are arranged by theme to focus on a core aspect of the governance of police stops. These include: legal frameworks and police discretion; internal governance; external accountability and civilian oversight; possibilities for legal recourse; and the different roles of data and technology. Each compares the distinct approaches evident across Europe, often employing case studies. The book adopts a critical approach, acknowledging governance as contested and involving diverse (state, non-state and supranational) actors. It considers implications for policing in a rapidly changing environment globally.     Abstract: Seit dem Ersten Weltkrieg galten Massenkommunikation und Propaganda als integrale Faktoren des politischen und militärischen Geschehens. Damit wuchs der Bedarf an systematischer Expertise und wissenschaftlicher Erforschung. Während des Zweiten Weltkrieges und im Kalten Krieg wurde die Planung, Beobachtung und Analyse von Propaganda zu einem wichtigen Feld strategischer Wissensproduktion. Im Wege einer dreiseitig verflochtenen Wahrnehmungs- und Beziehungsgeschichte untersucht Benno Nietzel, welche Rolle Kommunikationsexperten und Wissenschaftler in der Propaganda dreier Länder spielten: in den Vereinigten Staaten, in Deutschland und der Sowjetunion. Verschiedene Akteursgruppen konkurrierten jeweils um Gehör, Einfluss und Zuständigkeiten auf dem Gebiet der Propaganda. Aus ihren Erfolgen und ihrem Scheitern ergibt sich eine alternative Geschichte von Verwissenschaftlichungsprozessen und Expertentum im 20. Jahrhundert, die von Ungleichzeitigkeiten, Gegenläufigkeiten und Widersprüchen gekennzeichnet ist

    Abstract: This book analyzes conflicting notions of identity and belonging in contemporary Europe. Addressing the creation, negotiation, and (re)use of diverse spaces and places of belonging, the book examines their fascinating complexities in the context of a changing Europe. Taking an innovative interdisciplinary approach, the volume examines renegotiations of belonging played out through cultural encounters with difference and change, in diverse public spaces and contested places.     Abstract: In these times of social upheaval and climate change, it makes sense to publicly discuss the possibilities offered by architecture beyond investment opportunities and vanity projects. If well executed, architecture can create space for social cohesion, stimulate the senses, make political statements, and contribute to climate protection. Drawing on current issues and citing examples of well-known buildings, journalist Sabine von Fischer has shown how the concerns of architecture, in all of their everyday intricacies, are anchored in society. A selection of such texts is contained in the present volume, framed by introductory comments. Focusing on the role of disenfranchised citizens and women, this collection broadens the themes of traditional political historical research that has identified political participation with the right to vote and struggles for political inclusion, and brings a wide array of formal and informal political practices to the centre of nineteenth-century European life. A must-read for scholars, undergraduates, and graduate students wishing to explore multiple dimensions of the history of political engagement and politicisation. Diego Palacios Cerezales is a Senior Researcher at the Complutense University of Madrid in Spain. Previously, he was a Lecturer in European History at the University of Stirling, in the UK, and he has also held teaching and research positions at various Spanish and Portuguese universities. Diego’s research focuses on the transnational history of petitioning from the Age of Revolution to the third wave of democratisation (1789–1989), as well as on the history of policing in Spain and Portugal.     Abstract: Why does an entire society believe that there are witches who must be burned? What roles did the emerging 'state', the professions of clerics and jurists, and the public involved play in each case? And how could this project be finished? From a sociological point of view, the findings of recent international research on witches provide a model of a more general, highly ambivalent, 'pastoral' attitude, according to which a shepherd has to care for the welfare of his flock as well as for its erring sheep. The first main part describes the clerical initial situation, which developed the 'Dominican' demonological model of witchcraft on the basis of the still dominant magico-religious mentality in the 15th century. A model, according to the second part of the book, which then in the course of the 16th century in Western Europe increasingly fell into the hands of the not so innocent jurists. From there it developed into a legal witch persecution that realized the early European witch model from the village witch to the mass persecutions to the late child witches. The third part describes how witch persecutions slowly became less important towards the end of the 17th century as a general witchcraft 'politics' game in the transition from a confessional state to a (court) 'civil service' state. The author Prof. Dr. Stephan Quensel is a lawyer and criminologist. Until his retirement in 2002, he was a professor in the Department of Resocialization and Rehabilitation in the Sociology program at the University of Bremen.     Abstract: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Over the next 15–18 months considered by this book, national responses exhibited both similarities and profound variations as the different endeavours to regulate social interactions constituted a stress test for political systems across Europe.     Abstract: This book examines law and governance implications in relation to maritime autonomous surface ships (MASS).     Abstract: This book focusses on the interaction between different kinds of violence and radicalization. Current research criticizes linear models of radicalization and assumes that individuals are involved in radical actions even without extremist preferences. In recent years, the research on radicalization and the use of violence has increasingly been focused on this phenomenon of individual radicalization. However, radicalization is a manifold phenomenon on various levels and exists in miscellaneous variations. The book provides an impetus for analysing social situations that contain the potential for the emergence of conflict. This is done through new outlooks on the role of emotions, the influence of narratives and representations, the connection between (non)violence and emancipation and, lastly, new approaches and perspectives on deradicalization.

    Abstract: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017.     Abstract: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years.     Abstract: This book analyses the diffusion and implementation of Aid Effectiveness Principles in Kenya’s agricultural sector. Although Aid Effectiveness Principles represent a significant step in aid and development discourse, studies on its implementation remain inadequate, especially in the African context. This book combines the perspectives of the Kenyan government, donor representatives and small-scale farmers. The discussion on Kenya brings in comparative perspectives and, therefore, would have broader relevance to the African region, in general. It highlights a disconnect between the government and farmers concerning the ownership concept, where farmers lack a voice in important policy matters. The book shows that donors have exploited the weaknesses in government responses to interpret The Principles in ways that suit their strategic interests. Consequently, the book argues that the diffusion of Aid Effectiveness Principles has taken the form of symbolic imitation – a form of policy diffusion where the policymakers choose policies for their symbolic value rather than their effectiveness. Dr Daniel Kipleel Borter is a development consultant interested in agricultural sector development in developing countries and previously worked for over 17 years in Kenya’s agricultural sector. Daniel holds PhD in the Anthropology of Development from University of Melbourne, with research interests in aid and development and development policy. He has researched the diffusion of global aid effectiveness policies in agriculture sector programmes in Kenya, donor practices and the aid effectiveness infrastructure. He has also taught development studies courses at Egerton University in Kenya and Australian Catholic University in Melbourne. Dr Nadeem Malik is a senior lecturer at the University of Melbourne. He served as Director of the Development Studies Program from 2009-2014 and is currently the Research Director of Anthropology and Development Studies. Before being an academic, he served in the development sector for around 20 years. His primary areas of specialization are Third World development, globalization, gender and development, governance, civil society and the state, decentralization or local governance, project and program management and monitoring and evaluation of development projects, anthropology of development, political anthropology and art/theatre and development.

    Abstract: This book, a follow-up publication to the 2016 volume Foreign Fighters under International Law and Beyond, zooms in on the responses that the international community and individual States are implementing in response to (prospective and actual) returning foreign fighters (FFs) and their families, focusing on returnees from Syria and Iraq to European countries. As States and international organisations are still ‘learning by doing’, the role of the academic community is to help steer the process by bridging the divide between international standards and their implementation at the national level and between security concerns and human rights law. Furthermore, the academic community can and should assist in identifying ways forward that are both effective, sustainable and international law-compliant. Those are, ultimately, the goals that the present volume seeks to pursue. The observations, recommendations and warnings included in this book will be useful in future debates on (returning) FFs, both in the academic world and in the world of policy makers and practitioners, as well as to the public at large. Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: Developing countries have made rapid but highly varied progress since the 1990s. So much so that the boundaries to the traditional industrialized countries have become partially blurred. On the other hand, there are a number of mostly fragile states that have not succeeded in doing so, or have only rudimentarily succeeded. Talk of one "Third World" and common development problems thus explains little. Instead, development has become a requirement for all states, which this textbook breaks down and assesses according to key development goals. This book is a translation of the original German 1st edition Entwicklungspolitik by Joachim Betz, published by Springer Fachmedien Wiesbaden GmbH, part of Springer Nature in 2021. The translation was done with the help of artificial intelligence (machine translation by the service DeepL.com). A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation. Imagining Europe and its past in different ways will lead to different real political outcomes.     Abstract: This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary. This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made. Okechukwu Ibeanu is a Professor of Political Science at the University of Nigeria, Nsukka. Israel ’Kelue Okoye is a Professor of Political Science and the Bishop of the Diocese of Ihiala (Anglican Communion). Ikenna Mike Alumona is a Professor of Political Science at Chukwuemeka Odumegwu Ojukwu University, Igbariam, Anambra State, Nigeria. Ernest Toochi Aniche is currently a Senior Lecturer in the Department of Political Science, Federal University Otuoke, Bayelsa State, Nigeria.

    Abstract: This book explores state–religion relations under a populist authoritarian ruling party in Turkey. In doing so, it investigates how the ruling Justice and Development Party (AKP) instrumentalizes state-controlled religion to further, defend, legitimatize and propagate its authoritarian populist political agenda in a constitutionally secular nation-state. To exemplify this, the authors examine the Friday sermons delivered weekly in every mosque in Turkey by the Turkish State’s Directorate of Religious Affairs (Diyanet). By analyzing all sermons delivered between 2010-2021, the book shows how the Diyanet has enthusiastically adopted AKP’s increasingly Islamist, authoritarian, civilisationist, militarist and pro-violence populism since 2010, and how it has tried to socially engineer beliefs in line with this ideology. Ihsan Yilmaz is the Research Professor and Chair of Islamic Studies and Intercultural Dialogue at the Alfred Deakin Institute for Citizenship and Globalisation, Deakin University, Melbourne, Australia. He has conducted mixed-method research on nation-building, citizenship, Islam–state–law relations in majority and minority contexts (Turkey, Pakistan, Egypt, Indonesia, UK, USA and Australia), authoritarianism, Islamism, populism, transnationalism, ethno-religious and political minorities, securitisation, political participation and intergroup relations. He was Professor of Political Science at Istanbul Fatih University (2008-2016), Lecturer in Law, Social Sciences and Politics at SOAS, University of London (2001-2008), and a fellow at Centre for Islamic Studies, the University of Oxford (1999-2001). Ismail Albayrak is the Professorial Fellow at the Australian Catholic University, Melbourne. He has worked on Islamic studies and specifically on Qur’anic Studies, Classical Exegesis, Contemporary Approaches to the Qur’an and Orientalism. He is also interested in the place of Muslim communities and their activities in globalizing world together with a focus on interfaith dialogue. In line with these areas of interest, he has built a strong teaching and research track record in the study of Islam and complementary understanding of interfaith principles. His recent publications have focused on Islamic studies, Qur’anic studies, Interfaith dialogue, Muslims in modern world, Islamic movements and Islamic mysticism.

    Abstract: This book is a theoretical inquiry on the relation of the body politic with the religious movements in the time between the Constitutional Revolution and the Islamic Revolution in Iran; it illustrates speculative and historical analyses on the relationship of state, religion, and socio-political status in the late Qajar dynasty (1905-1925) and the whole Pahlavi monarchy. Particularly, it examines the applicability of “liberal conservatism” to the era of the last Shah of Iran. The thesis defines the term political conservatism in accord with Edmund Burke’s philosophy. It deals next with the definition of religious reformation, the peculiar characteristics of Islam, the Shi'ite political theology, and the contradictory usages of “Islamic reformation” in the literature. The text gives an overview of the two antagonist sides of nationalism. It provides also an analysis of the Islamic Republic as a new political phenomenon in Iranian history and the transformation of all concepts after 1979. Ayatollahi aims to assess the Iranian conservatism, the possibility of conciliation between politics and religion before the collapse of the Pahlavi, and “the conditions of possibility” for any restoration of the monarchy. About the author Amir Yahya Ayatollahi received his Ph.D. from the University of Vechta, Germany. His fields of interest are political philosophy, modern Middle East, Iranian studies, and Shi'ism.
