    Abstract: How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions.&n

    Abstract: The authors and editors of this book challenge traditional assumptions about economic growth, and develop the elements of a reoriented macroeconomics that takes account both of environmental impacts and social equity. Policies including carbon trading, revenue recycling, and reorientation of private and social investment are analyzed, providing insight into new paths for economic development with flat or negative carbon emissions.     Abstract: Agent-Based modeling/simulation is an emergent approach to the analysis of social and economic systems.     Abstract: Transport sector policies already contribute to moderating greenhouse gas emissions from road vehicles. They are increasingly designed to contribute to overall societal targets to mitigate climate change. While abatement costs in transport are relatively high, there are plausible arguments in favour of further abatement in this sector. The empirical basis to decide upon combinations of fuel economy standards and fuel taxes, however, remains weak. This Round Table investigates the effectiveness and costs of various mitigation options in road transport, and discusses the distribution of abatement efforts across sectors of the economy.

    Abstract: The introduction of the 'Common Consolidated Corporate Tax Base' as a means for an efficient and equitable taxation of multinational enterprises in Europe represents the most important issue of European business taxation. Starting in 2001, the Commission and the Member States have cooperated in order to develop an innovative technique for the measurement and the allocation of business profits within the European Union. This venture is not only the most ambitious political project of the current European Commission, it also challenges traditional legal and economic concepts of business taxation.     Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: This book contributes to the current debates on the shadow economy and related issues of tax evasion and corruption. The approach taken here is one that will develop a better understanding of these related issues, which are increasingly seen as impediments to country competitiveness and economic growth. Economists and policymakers are increasingly focused on how the shadow economy operates. The contributors discuss how effective corporate governance may help to reduce both the occurrence and effects of illegal activities. The book begins by considering institutional governance and how issues such as economic growth and development can be better understood by gaining a deeper understanding of the decision-making process. The importance of collective persuasion and collective decision-making in an institutional context is illustrated. The remainder of the work details a series of empirical studies outlining the role of governance and institutional capacity in assessing economic performance, the role of political competition in reducing corruption and measures of, and influences on, corruption in different countries around the world. Institutions such as the WTO, World Bank and the IMF will find much to engage them in this book as will policy makers in government and research policy agencies. It will also hold great appeal to academics (postgraduate and above) in the fields of political economy, economic development and international economics

    Abstract: The OECD DAC Handbook on Security System Reform: Supporting Security and Justice provides guidance to operationalise the 2005 DAC Guidelines, Security System Reform and Governance, and closes the gap between policy and practice. It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Abstract: This book presents various empirical analyses of cross border strategies adopted by global firms with a particular emphasis on the European and East Asian experiences. It also provides studies of the trends and prospects of regional economic integration, focusing mainly on East Asia. The book addresses the topic of economic integration from both a corporate perspective and a policy perspective. The contributors illustrate the powerful integrative effects of cross border strategies of global firms and their impact on the increasing economic interdependence between countries, as shown for example by production sharing within multinational corporate networks. For their part, governments and policy makers are endeavouring to influence the path of globalisation by means of international cooperation, among which the shaping of regional economic areas is an outstanding one. While Europe still stands unrivalled in terms of its regional integration achievements, East Asian countries are also trying to forge their own path by building preferential trade and investment links on a regional basis. Such attempts are still in their infancy, but they raise some healthy debates to which this edited book makes a valuable contribution.     Abstract: As the world interconnects, science, technology and innovation policies cannot be seen as standing alone. There is a growing interest from central banks and ministries of finance in improving the understanding of how science, technology and innovation create value in the form of increased productivity and profits, and contribute to the valuation of enterprises, and ultimately stimulate the growth and competitiveness of economies. This conference proceedings of the OECD Blue Sky II Forum describes some of the policy needs, measurement issues, and challenges in describing cross-cutting and emerging topics in science, technology and innovation (STI). It also presents ideas to exploit existing data and develop new frameworks of measurement in order to guide future development of STI indicators at the OECD and beyond.
