    Abstract: This book is the product of an endless individual and collective process of mourning. It departs from the author's mourning for her parents, their histories and struggles in Germany as Gastarbeiter, while it also engages with the political mourning of intersectional feminist movements against feminicide in Central and South America; the struggles against state and police misogynoir violence of #SayHerName in the United States; the resistance of refugees and migrantized people against the coloniality of migration in Germany; and the intense political grief work of families, relatives, and friends who lost their loved ones in racist attacks from the 1980s until today in Germany. Bearing witness to their stories and accounts, this book explores how mourning is shaped both by its historical context and the political labor of caring commons, while it also follows the building of a conviviality infrastructure of support against migration-coloniality necropolitics, dwelling toward transformative and reparative practices of common justice.

    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: Focusing on the rising support for the populist right in Eastern Europe, this book examines how anger and resentment towards minorities is being utilized in politics. Bustikova details the process by which the acquisition of political power and demand for rights by ascendant minority groups precipitates a backlash of mobilization from the radical right. However, this book also argues that prejudice against minorities is not a sentiment exclusive to right-wing voters and is not the root cause of increasing support for the radical right.     Abstract: The Urban Climate Change Research Network's Second Assessment Report on Climate Change in Cities (ARC3.2) is the second in a series of global, science-based reports to examine climate risk, adaptation, and mitigation efforts in cities. The book explicitly seeks to explore the implications of changing climatic conditions on critical urban physical and social infrastructure sectors and intersectoral concerns. The primary purpose of ARC3.2 is to inform the development and implementation of effective urban climate change policies, leveraging ongoing and planned investments for populations in cities of developing, emerging, and developed countries. This volume, like its predecessor, will be invaluable for a range of audiences involved with climate change and cities: mayors, city officials and policymakers; urban planners; policymakers charged with developing climate change mitigation and adaptation programs; and a broad spectrum of researchers and advanced students in the environmental sciences.

    Abstract: To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

    Abstract: From its earliest days, Christianity has viewed Judaism and Jews ambiguously. Given its roots within the Jewish community of first-century Palestine, there was much in Judaism that demanded Church admiration and praise; however, as Jews continued to resist Christian truth, there was also much that had to be condemned. Major Christian thinkers of antiquity - while disparaging their Jewish contemporaries for rejecting Christian truth - depicted the Jewish past and future in balanced terms, identifying both positives and negatives. Beginning at the end of the first millennium, an increasingly large Jewish community started to coalesce across rapidly developing northern Europe, becoming the object of intense popular animosity and radically negative popular imagery. The portrayals of the broad trajectory of Jewish history offered by major medieval European intellectual leaders became increasingly negative as well. The popular animosity and the negative intellectual formulations were bequeathed to the modern West, which had tragic consequences in the twentieth century. In this book, Robert Chazan traces the path that began as anti-Judaism, evolved into heightened medieval hatred and fear of Jews, and culminated in modern anti-Semitism.

The contributors to this volume reveal the extent to which policymakers are torn between the pressures emanating from financial markets and the demands put forward by their own constituents; how they struggle to reconcile national preferences with wider European interests; and how a polarized and politicized Union seeks to maintain some degree of cohesion. The emerging picture is that of a European Union under serious stress, transformed by new governance structures and a shifting balance of power. In response, the authors evaluate the prospects of a more legitimate and democratic Europe.     Abstract: How does political party control determine changes to social policy, and by extension, influence inequality in America? Conventional theories show that Democratic control of the federal government produces more social expenditures and less inequality. Welfare for the Wealthy re-examines this relationship by evaluating how political party power results in changes to both public social spending and subsidies for private welfare - and how a trade-off between the two, in turn, affects income inequality. Christopher Faricy finds that both Democrats and Republicans have increased social spending over the last forty-two years. And while both political parties increase federal social spending, Democrats and Republicans differ in how they spend federal money, which socioeconomic groups benefit, and the resulting consequences for income inequality.

    Abstract: How do social movements die? Some explanations highlight internal factors like factionalization, whereas others stress external factors like repression. Christian Davenport offers an alternative explanation where both factors interact. Drawing on organizational, as well as individual-level, explanations, Davenport argues that social movement death is the outgrowth of a coevolutionary dynamic whereby challengers, influenced by their understanding of what states will do to oppose them, attempt to recruit, motivate, calm, and prepare constituents while governments attempt to hinder all of these processes at the same time. Davenport employs a previously unavailable database that contains information on a black nationalist/secessionist organization, the Republic of New Africa, and the activities of authorities in the US city of Detroit and state and federal authorities.

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: What role do nationalism and popular protest play in China's foreign relations? Chinese authorities permitted anti-American demonstrations in 1999 but repressed them in 2001 during two crises in U.S.-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation, Powerful Patriots identifies the diplomatic as well as domestic factors that drive protest management in authoritarian states.     Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies. These studies shed light on how Muslims encounter particular faces and facets of the state as they go about their lives, seeking help and legitimacy as new citizens of a fast-changing Europe.

    Abstract: South Sudan became Africa's newest nation in 2011, following decades of armed conflict. Chiefs - or 'traditional authorities' - became a particular focus of attention during the international relief effort and post-war reconstruction and state-building. But 'traditional' authority in South Sudan has been much misunderstood. Institutions of chiefship were created during the colonial period but originated out of a much longer process of dealing with predatory external forces. This book addresses a significant paradox in African studies more widely: if chiefs were the product of colonial states, why have they survived or revived in recent decades? By examining the long-term history of chiefship in the vicinity of three towns, the book also argues for a new approach to the history of towns in South Sudan. Towns have previously been analysed as the loci of alien state power, yet the book demonstrates that these government centres formed an expanding urban frontier, on which people actively sought knowledge and resources of the state. Chiefs mediated relations on and across this frontier, and in the process chiefship became central to constituting both the state and local communities. Cherry Leonardi is a Lecturer in African History at the University of Durham, a former course director of the Rift Valley Institute's Sudan course, and a member of the council of the British Institute in Eastern Africa.     Abstract: The concept of toleration plays a central role in pluralistic societies. It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity. He demonstrates the diversity of the justifications and practices of toleration from the Stoics and early Christians to the present day and develops a systematic theory which he tests in discussions of contemporary conflicts over toleration.

    Abstract: Genocide and International Relations lays the foundations for a new perspective on genocide in the modern world. Genocide studies have been influenced, negatively as well as positively, by the political and cultural context in which the field has developed. In particular, a narrow vision of comparative studies has been influential in which genocide is viewed mainly as a 'domestic' phenomenon of states. This book emphasizes the international context of genocide, seeking to specify more precisely the relationships between genocide and the international system. Shaw aims to re-interpret the classical European context of genocide in this frame, to provide a comprehensive international perspective on Cold War and post-Cold War genocide, and to re-evaluate the key transitions of the end of the Second World War and the end of the Cold War.

    Abstract: Politicians rely on Twitter, Facebook and YouTube to exercise political power. Citizens around the world also use these tools to vent political frustrations, join political groups and organize revolutions. Political activists blog to promote candidates, solicit and coordinate financial contributions and provide opportunities for volunteers. iPolitics describes the ways in which new media innovations change how politicians and citizens engage the political arena.
