This compendium, a much-enriched version of a work that has been a standard reference in the field since 1970, offers concepts, cases, and fresh evidence for comparative analysis. Building on a nucleus of classic studies laying out the nature and development of the concept of corruption, the book also incorporates recent work on economic, cultural, and linguistic dimensions of the problem, as well as critical analyses of approaches to reform. Two-thirds of the nearly fifty articles are especially written or translated for this volume, or based on selected journal literature published in the 1990s. The tendency to treat corruption as a synonym for bribery is illuminated by analyses of the diverse terminology and linguistic techniques that distinguish corruption problems in the major languages. Recent attempts to measure corruption and to analyze its causes and effects quantitatively are also critically examined. New contributions emphasize corruption phenomena in Asia and Africa, contrasts among region and regime types, the incidence of U.S. state corruption, European Party finance and corruption, assessments of international corruption ratings, analyses of international corruption control treaties, and unintended consequences of anti-corruption efforts.     Abstract: The first comprehensive economic history of pre-colonial Madagascar, this study examines the island's role from 1750 to 1895 in the context of a burgeoning international economy and the rise of modern European imperialism. Challenging conventional portrayals of nineteenth-century Madagascar as a unified and progressive kingdom, this study reveals that the Merina of the central highlands attempted to found an island empire and through the exploitation of its human and natural resources build the economic and military might to challenge British and French pretensions in the region. Ultimately, the Merina failed due to imperial forced labour policies and natural disasters, the nefarious consequences of which (disease, depopulation, ethnic enmity) have in traditional histories been imputed to external capitalist and French colonial policies. Although by 1890, Madagascar was firmly integrated into a regional trade network stretching from South Africa to India, dominated by British Indians, Britain acknowledged French claims to Madagascar. France took 13 years to conquer Madagascar, finally succeeding only due to the internal collapse of Merina power. (Verlagsangaben)

    Abstract: Hitherto, the academic study of Indian cinema has focused primarily on Bollywood, despite the fact that the Tamil film industry, based in southern India, has overtaken Bollywood in terms of annual output.     Abstract: Le génocide des Tutsi du Rwanda a fait d'avril à juillet 1994 environ 1 million de victimes, massacrées sous le prétexte d'être tutsi ou pour s'être opposées aux massacres. Planifié par les extrémistes hutu du régime du président Habyarimana, ce génocide a pu être mis en uvre grâce au silence de la communauté internationale et surtout à l'appui apporté par la France aux génocidaires. Alors que les plus hautes autorités françaises savaient qu'un génocide pouvait survenir au Rwanda, elles n'ont rien fait pour l'enrayer. Au contraire, elles ont soutenu ceux qui le préparaient puis ont apporté un appui décisif, tant politique que militaire, à ceux qui le commettaient. Ce soutien constitue bien, en droit, une " complicité " de génocide. C'est ce qu'entend rappeler ce livre, 15 ans après les faits. Autour de 15 questions clés, il s'attache à démontrer les éléments constitutifs de cette complicité et tente de répondre aux interrogations qu'une telle accusation pose. Pourquoi la France s'est-elle ainsi engagée au Rwanda ? Est-il possible de juger les responsables français ? Que penser des arguments de ceux qui réfutent la complicité de la France dans le génocide ? Depuis le génocide, quelle est l'attitude de la classe politique française ? Quelle est celle des militaires engagés au Rwanda ? Quelle connaissance l'opinion française a-t-elle de l'implication française ? Qu'est-ce qu'une Commission d'enquête parlementaire apporterait de plus que la Mission d'information de 1998 ?     Abstract: For centuries, East Africa has played a central role within the Indian Ocean world. The Arabs built the first trade networks there; these were laid siege to by the Portuguese in the sixteenth century, followed by British colonialists in the nineteenth century. An interregional trade linked different subregions of East Africa to other Indian Ocean economies. For example, Hindu merchants from Gujarat played a leading role in the ivory trade of East Africa during the past four centuries. In the nineteenth century, Zanzibar became a major center of the Asian slave trade. While slave trading, slave raiding, and their consequences provide one thematic focus of this book, the author also demonstrates that Indian Ocean commercial networks were much more complex in the range of products exchanged, including luxury goods and staple food items, as well as enforced labor. Islam provided yet another connective tissue linking East Africa to the Indian Ocean world and served as a cultural matrix through which popular beliefs and practices were transmitted. This book offers an eye-opening perspective on an often neglected area of world history

    Abstract: Afrikas Armutsfalle ist real. Vielfältige strukturelle Hindernisse begrenzen die Entwicklungschancen des Kontinents. Sub-Sahara Afrika ist und bleibt das Armenhaus der Welt. Dazu zählen ein anhaltend hohes Wirtschaftswachstum sowie signifikante Fortschritte im Kampf gegen Armut und für eine menschenwürdige Entwicklung. Zwar verpasst die aktuelle Weltwirtschaftskrise diesem Trend einen schwerwiegenden Dämpfer, doch langfristig aufhalten, so die Prognose, wird sie ihn nicht.Walter Eberlei analysiert die Hintergründe des Wandels. Detailliert belegt er, dass soziale und wirtschaftliche Fortschritte ganz entscheidend durch eine verbesserte Politik vieler afrikanischer Regierungen beeinflusst werden. Seine These: Die neue Qualität staatlichen Handelns hat ihren Ursprung in der Demokratisierung vieler Länder der Region. Eine kritische politische Öffentlichkeit schafft heute eine Binnennachfrage nach entwicklungsorientierter Politik und setzt die Mächtigen zunehmend unter Handlungsdruck. Internationale Entwicklungszusammenarbeit kann diese Trends stärken, gerade in Zeiten der Krise. Bisher hat sie aber nicht genug dazu beigetragen, demokratisches Regieren und armutsorientierte Politik in Afrika zu unterstützen. In jüngster Zeit angestoßene Reformen tragen jedoch dazu bei, die Wirksamkeit von Entwicklungszusammenarbeit zu erhöhen.

Nina Etkin covers a wealth of topics, exploring human evolutionary history, the Slow Food movement, ritual and ceremonial foods, caffeinated beverages, spices, the street foods of Hawaii and northern Nigeria, and even bottled water. Her work is framed by a biocultural perspective that considers both the physiological implications of consumption and the cultural construction and circulation of foods. For Etkin, the foods and beverages we consume are simultaneously biodynamic substances and cultural objects. The book begins with a look at the social eating habits of our primate relatives and discusses our evolutionary adaptations. It then offers a history of social foods in the era of European expansion, with a focus on spices and caffeinated cordials. (Of course, there were some powerful physiological consequences of eating foods brought home by returning explorers, and those are considered too, long with consequences for native peoples.) From there, the book describes street food, which is always served in communal settings. Etkin then scrutinizes ceremonial foods and beverages, and considers their pharmacological effects as well. Her extensive examination concludes by assessing the biological and cultural implications of bottled water. While intended primarily for scholars, this enticing book serves up a tantalizing smorgasbord of food for thought.

Das Opfer ist der elementarste Ausdruck für die Einsicht in die originär paradoxe Verfassung des menschlichen Daseins: dass unser Leben seinen Sinn nur in der Hingabe an das finden kann, was uns wichtiger ist als die Befriedigung unserer unmittelbaren Willensziele und letztlich sogar wichtiger als unsere Selbsterhaltung.Aber gibt es überhaupt "das Opfer"? Das deutsche Wort "Opfer" verbindet in sich schon die Bedeutung der beiden wesentlich zusammengehörigen, aber doch auch deutlich unterschiedenen Begriffe von sacrificium und victima. Der Mensch opfert, aber er wird auch geopfert. Es gibt das Fremdopfer und das Selbstopfer, das freiwillige und das unfreiwillige Opfer. Gerade wegen seiner universalen Dimensionen bedarf der Begriff des Opfers der philosophischen Analyse und Klärung, und dafür kommt wiederum dem Dialog zwischen östlichem und westlichem Philosophieren schlüsselhafte Bedeutung zu. Sacrifice is one of the most primordial forms through which the human being relates himself to the transcendent. Apparently, it can be found in all cultures and on all levels of evolution of mankind. Sacrifice is essential for the understanding of identity, stability and perhaps even the formation of human societies. It is likewise of decisive meaning when we try to understand and to master human suffering. Sacrifice is the most fundamental expression of the insight into the originally paradoxical constitution of human existence: namely the insight that our life can only find its meaning through the commitment to something which we regard as more important than the satisfaction of our short-term preferences and, eventually, as even more important than our personal survival. However, what does "sacrifice" really mean? The German word "Opfer" already combines in itself the meaning of the notions sacrificium and victima, which, although they essentially belong together, have clearly different meanings. The human being sacrifices, but he is also sacrificed. There is voluntary and involuntary sacrifice, and there is self sacrifice and what could be called sacrifice of the other. Thus, do we find more than "family resemblance" between these and the many other aspects of the meaning of this word? Especially because of its universal dimension, the notion of sacrifice is obviously in need of philosophical analysis and clarification. In this context, the dialogue between Eastern and Western philosophy becomes of key importance.

The book provides a novel and innovative approach to the study of development assistance and peace-building.
