    Abstract: Since the first millennium BCE, nomads of the Eurasian steppe have played a key role in world history and the development of adjacent sedentary regions, especially China, India, the Middle East, and Eastern and Central Europe. Although their more settled neighbors often saw them as an ongoing threat and imminent danger—“barbarians,” in fact—their impact on sedentary cultures was far more complex than the raiding, pillaging, and devastation with which they have long been associated in the popular imagination. The nomads were also facilitators and catalysts of social, demographic, economic, and cultural change, and nomadic culture had a significant influence on that of sedentary Eurasian civilizations, especially in cases when the nomads conquered and ruled over them. Not simply passive conveyors of ideas, beliefs, technologies, and physical artifacts, nomads were frequently active contributors to the process of cultural exchange and change. Their active choices and initiatives helped set the cultural and intellectual agenda of the lands they ruled and beyond. This volume brings together a distinguished group of scholars from different disciplines and cultural specializations to explore how nomads played the role of “agents of cultural change.” The beginning chapters examine this phenomenon in both east and west Asia in ancient and early medieval times, while the bulk of the book is devoted to the far flung Mongol empire of the thirteenth and fourteenth centuries. This comparative approach, encompassing both a lengthy time span and a vast region, enables a clearer understanding of the key role that Eurasian pastoral nomads played in the history of the Old World. It conveys a sense of the complex and engaging cultural dynamic that existed between nomads and their agricultural and urban neighbors, and highlights the non-military impact of nomadic culture on Eurasian history.Nomads As Agents of Cultural Change illuminates and complicates nomadic roles as active promoters of cultural exchange within a vast and varied region.     Abstract: In 1938, noting that the bulk of the Indian population formed a “landless proletariat” and despairing of the ability of the factionalized Indian community to unite in pursuit of common objectives, activist K.A. Neelakanda Ayer forecast that the fate of Indians in Malaya would be to become “Tragic orphans – of whom India has forgotten and Malaya looks down upon with contempt”. Ayer’s words continue to resonate; as a minority group in a nation dominated politically by colonially derived narratives of “race” and ethnicity and riven by the imperatives of religion, the general trajectory of the economically and politically impotent Indian community has been one of increasing irrelevance. This book explores the history of the modern Indian presence in Malaysia, and traces the vital role played by the Indian community in the construction of contemporary Malaysia. In this comprehensive new study, Carl Vadivella Belle offers fresh insights on the Indian experience spanning the period from the colonial recruitment of Indian labour to the post-Merdeka political, economic and social marginalization of Indians. While recent Indian challenges to the political status quo — a regime described as that of “benign neglect” — promoted Indian hopes of reform, change and uplift, the author concludes that the dictates of political discourse permeated by the ideologies of communalism offer limited prospects for meaningful change.

    Abstract: In the late nineteenth century, a group of radical Jewish youths from Odessa attempted to create an agricultural commune on the Oregon frontier, and in so doing developed from assimilated revolutionaries to American Jews. Theodore Friedgut relates the story of these youths and their creation, with special notice paid to the human encounters within the commune, the members’ encounters with America in acquiring land and equipment—and, importantly, their encounters with their neighbors, themselves immigrant farmers on the American frontier. Among the volume’s central sources is the memoir of Israel Mandelkern, which is here published for the first time. This study addresses hitherto neglected aspects of Jewish life in Russia and of the life of one of the more than a hundred Jewish agricultural colonies, and helps us understand the factors that influenced the young colony members in their transition toward becoming Americans. This is a microcosm of the experience of multitudes of immigrants.

    Abstract: The fall of the New Order government in 1998 and the political reform that followed posed substantial challenges for Indonesia's bureaucracy to continue fulfilling its mandate. This book analyses the process of bureaucratic reform in the irrigation sector. Using Irrigation Management Transfer policy as the entry point for analysis, it documents and analyses the irrigation bureaucracy’s ability to sustain its power and prominence in the sector’s development, amidst and against national and international pressures for reform. The book argues that bureaucratic reform in the irrigation sector, rather than attempting to change the bureaucracy's functioning in the image of national and global (good) governance perspectives and priorities, should instead focus on linking the irrigation bureaucracy's everyday practice more effectively with farmers’ needs and aspirations. Reform efforts of the past decades show that Indonesia’s irrigation sector development cannot be redirected without the irrigation bureaucracy’s knowledge, experience and cooperation, and without strengthening its downward accountability to farmer-irrigators.

    Abstract: Children were an important part of the ancient Near Eastern household. This idea seems straightforward, but it can be understood in many ways. On a basic level, children are necessary for the perpetuation of a household. On a deeper level, the definitions of child and member of the household are far from categorical. This book begins to explore the multiple definitions of child and the way the child fits within a household. It examines what membership in the household looks like for children and what factors contribute to it. A study addressing what a child is and how a child’s gender and social status affect her place in the household is vital to a proper understanding of the ancient Near Eastern household.Despite their importance, children have long been marginalized in discussions of ancient societies. Only recently has this trend begun to change within biblical and ancient Near Eastern scholarship. A recent wave of studies, especially in relation to the Hebrew Bible, has started to address children in their own right. In light of the current state of scholarship on children, the purpose of this book is threefold. First, Garroway continues to fill out the picture of the child in the ancient Near East by compiling child-centric texts and archaeological realia. In analyzing these materials, she surveys the relationship between children and ancient Near Eastern society by examining the extent to which structuring forces in a community, such as social status and gender, contribute to the process of a child’s becoming a member of his household and society. Finally, this information provides a base for future research, for example, a cross-cultural study of children in the ancient Near East in Classical Antiquity.

    Abstract: The last volume of the Discourses of Collective Identity in Central and Southeast Europe 1770-1945 series presents 46 texts under the heading of "antimodernism". In a dynamic relationship with modernism, from the 1880s to the 1940s, and especially during the interwar period, the antimodernist political discourse in the region offered complex ideological constructions of national identification. This shift was closely connected to the rejection of liberal democratic institutionalism, and the preference for organicist models of social existence, emphasizing the role of the elites (and charismatic leaders) shaping the whole body politic. Along these lines, antimodernist authors also formulated alternative visions of symbolic geography: rejecting the symbolic hierarchies that focused on the normativity of Western European models, they stressed the cultural and political autarchy of their own national community, which in some cases was also coupled with the reevaluation of the Orient. At the same time, this antimodernist turn should not be confused with rightwing radicalism-in fact, the dialogue with the modernist tradition was often very subtle and the anthology also contains texts which offered a criticism of 'modern' totalitarianism in an antimodernist key.

However, in reality, news outlets no longer provide the most important and consequential stories to audiences; instead, news producers adjust news content in response to ratings, audience demographics, and opinion polls. While such criticisms of the news media are widely shared, few can agree on the causes of poor news quality. The People’s News argues that the incentives in the American free market drive news outlets to report news that meets audience demands, rather than democratic ideals. In short, audiences’ opinions drive the content that so often passes off as “the news.”The People’s News looks at news not as a type of media but instead as a commodity bought and sold on the market, comparing unique measures of news content to survey data from a wide variety of sources. Joseph Uscinski’s rigorous analysis shows news firms report certain issues over others—not because audiences need to know them, but rather, because of market demands. Uscinski also demonstrates that the influence of market demands also affects the business of news, prohibiting journalists from exercising independent judgment and determining the structure of entire news markets as well as firm branding.Ultimately, the results of this book indicate profit-motives often trump journalistic and democratic values. Jenne introduces a theory of minority politics that blends comparative analysis and field research in the postcommunist countries of East Central Europe with insights from rational choice. Jenne finds that claims by ethnic minorities have become more frequent since 1945 even though nation-states have been on the whole more responsive to groups than in earlier periods. Minorities that perceive an increase in their bargaining power will tend to radicalize their demands, she argues, from affirmative action to regional autonomy to secession, in an effort to attract ever greater concessions from the central government.The language of self-determination and minority rights originally adopted by the Great Powers to redraw boundaries after World War I was later used to facilitate the process of decolonization. Jenne believes that in the 1960s various ethnic minorities began to use the same discourse to pressure national governments into transfer payments and power-sharing arrangements. Violence against minorities was actually in some cases fueled by this politicization of ethnic difference.Jenne uses a rationalist theory of bargaining to examine the dynamics of ethnic cleavage in the cases of the Sudeten Germans in interwar Czechoslovakia; Slovaks and Moravians in postcommunist Czechoslovakia; the Hungarians in Romania, Slovakia, and Vojvodina; and the Albanians in Kosovo. Throughout Ethnic Bargaining, she challenges the conventional wisdom that partisan intervention is an effective mechanism for protecting minorities and preventing or resolving internal conflict.

    Abstract: Sociologists have long been curious about the ways in which city dwellers negotiate urban public space. How do they manage myriad interactions in the shared spaces of the city? In Urban Nightlife, sociologist Reuben May undertakes a nuanced examination of urban nightlife, drawing on ethnographic data gathered in a Deep South college town to explore the question of how nighttime revelers negotiate urban public spaces as they go about meeting, socializing, and entertaining themselves. May’s work reveals how diverse partiers define these spaces, in particular the ongoing social conflict on the streets, in bars and nightclubs, and in the various public spaces of downtown. To explore this conflict, May develops the concept of “integrated segregation”—the idea that diverse groups are physically close to one another yet rarely have meaningful interactions—rather, they are socially bound to those of similar race, class, and cultural backgrounds. May’s in-depth research leads him to conclude that social tension is stubbornly persistent in part because many participants fail to make the connection between contemporary relations among different groups and the historical and institutional forces that perpetuate those very tensions; structural racism remains obscured by a superficial appearance of racial harmony. Through May’s observations, Urban Nightlife clarifies the complexities of race, class, and culture in contemporary America, illustrating the direct influence of local government and nightclub management decision-making on interpersonal interaction among groups.     Abstract: “What the women I write about have in common is that they are all rebels with a cause, and I see myself represented in their mirror,” asserts Alicia Gaspar de Alba. Looking back across a career in which she has written novels, poems, and scholarly works about Sor Juana Inés de la Cruz, la Malinche, Coyolxauhqui, the murdered women of Juárez, the Salem witches, and Chicana lesbian feminists, Gaspar de Alba realized that what links these historically and socially diverse figures is that they all fall into the category of “bad women,” as defined by their place, culture, and time, and all have been punished as well as remembered for rebelling against the “frames” imposed on them by capitalist patriarchal discourses. In [Un]Framing the “Bad Woman,” Gaspar de Alba revisits and expands several of her published articles and presents three new essays to analyze how specific brown/female bodies have been framed by racial, social, cultural, sexual, national/regional, historical, and religious discourses of identity—as well as how Chicanas can be liberated from these frames. Employing interdisciplinary methodologies of activist scholarship that draw from art, literature, history, politics, popular culture, and feminist theory, she shows how the “bad women” who interest her are transgressive bodies that refuse to cooperate with patriarchal dictates about what constitutes a “good woman” and that queer/alter the male-centric and heteronormative history, politics, and consciousness of Chicano/Mexicano culture. By “unframing” these bad women and rewriting their stories within a revolutionary frame, Gaspar de Alba offers her compañeras and fellow luchadoras empowering models of struggle, resistance, and rebirth.

    Abstract: Complicating the common view that immigrant incorporation is a top-down process, determined largely by parents, Vikki Katz explores how children actively broker connections that enable their families to become woven into the fabric of American life. Children’s immersion in the U.S. school system and contact with mainstream popular culture enables them more quickly to become fluent in English and familiar with the conventions of everyday life in the United States. These skills become an important factor in how families interact with their local environments. Kids in the Middle explores children’s contributions to the family strategies that improve communication between their parents and U.S. schools, healthcare facilities, and social services, from the perspectives of children, parents, and the English-speaking service providers that interact with these families via children’s assistance. Katz also considers how children’s brokering affects their developmental trajectories. While their help is critical to addressing short-term family needs, children’s responsibilities can constrain their access to educational resources and have consequences for their long-term goals. Kids in the Middle explores the complicated interweaving of family responsibility and individual attainment in these immigrant families. Through a unique interdisciplinary approach that combines elements of sociology and communication approaches, Katz investigates not only how immigrant children connect their families with local institutional networks, but also how they engage different media forms to bridge gaps between their homes and mainstream American culture.     Abstract: Volume XII of the Marcus Garvey and Universal Negro Improvement Association Papers covers a period of twelve months, from the opening of the UNIA's historic first international convention in New York, in August 1920, to Marcus Garvey's return to the United States in July 1921 after an extended tour of Cuba, Jamaica, Panama, Costa Rica, and Belize. In many ways the 1920 convention marked the high-point of the Garvey movement in the United States, while Garvey's tour of the Caribbean, in the winter and spring of 1921, registered the greatest outpouring of popular support for the UNIA in its history. The period covered in the present volume was the moment of the movement's political apotheosis, as well as the moment when the finances of Garvey's Black Star Line went into free ­fall.Volume XII highlights the centrality of the Caribbean people not only to the convention, but also to the movement. The reports to the convention discussed the range of social and economic conditions obtaining in the Caribbean, particularly their impact on racial conditions. The quality of the discussions and debates were impressive. Contained in these reports are some of the earliest and most clearly enunciated statements in defense of social and political freedom in the Caribbean. These documents form an underappreciated and still underutilized record of the political awakening of Caribbean people of African descent.

    Abstract: Childhood Deployed examines the reintegration of former child soldiers in Sierra Leone. Based on eighteen months of participant-observer ethnographic fieldwork and ten years of follow-up research, the book argues that there is a fundamental disconnect between the Western idea of the child soldier and the individual lived experiences of the child soldiers of Sierra Leone. Susan Shepler contends that the reintegration of former child soldiers is a political process having to do with changing notions of childhood as one of the central structures of society.For most Westerners the tragedy of the idea of "child soldier" centers around perceptions of lost and violated innocence. In contrast, Shepler finds that for most Sierra Leoneans, the problem is not lost innocence but the horror of being separated from one's family and the resulting generational break in youth education. Further, Shepler argues that Sierra Leonean former child soldiers find themselves forced to strategically perform (or refuse to perform) as the"child soldier" Western human rights initiatives expect in order to most effectively gain access to the resources available for their social reintegration. The strategies don't always work-in some cases, Shepler finds, Western human rights initiatives do more harm than good. While this volume focuses on the well-known case of child soldiers in Sierra Leone, it speaks to the larger concerns of childhood studies with a detailed ethnography of people struggling over the situated meaning of the categories of childhood.It offers an example of the cultural politics of childhood in action, in which the very definition of childhood is at stake and an important site of political contestation.

    Abstract: During the late nineteenth century the city of Berlin developed such a reputation for lawlessness and sexual licentiousness that it came to be known as the "Whore of Babylon." Out of this reputation for debauchery grew an unusually rich discourse around prostitution. In Berlin Coquette, Jill Suzanne Smith shows how this discourse transcended the usual clichés about prostitutes and actually explored complex visions of alternative moralities or sexual countercultures including the “New Morality” articulated by feminist radicals, lesbian love, and the “New Woman.”Combining extensive archival research with close readings of a broad spectrum of texts and images from the late Wilhelmine and Weimar periods, Smith recovers a surprising array of productive discussions about extramarital sexuality, women's financial autonomy, and respectability. She highlights in particular the figure of the cocotte (Kokotte), a specific type of prostitute who capitalized on the illusion of respectable or upstanding womanhood and therefore confounded easy categorization. By exploring the semantic connections between the figure of the cocotte and the act of flirtation (of being coquette), Smith’s work presents flirtation as a type of social interaction through which both prostitutes and non-prostitutes in Imperial and Weimar Berlin could express extramarital sexual desire and agency.

Spotlighting the “troubled teen” as a site ofpop cultural, medical, and governmental intervention, Chronic Youthtraces the teenager as a figure through which broad threats to the normativeorder have been negotiated and contained. Examining television, popular novels, science journalism, newmedia, and public policy, Julie Passanante Elman shows how the teenager becamea cultural touchstone for shifting notions of able-bodiedness,heteronormativity, and neoliberalism in the late twentieth century. By the late1970s, media industries as well as policymakers began developing new problem-driven‘edutainment’ prominently featuring narratives of disability—from theimmunocompromised The Boy in the Plastic Bubble to ABC’s After SchoolSpecials and teen sick-lit. Although this conjoining of disabilityand adolescence began as a storytelling convention, disability became much morethan a metaphor as the process of medicalizing adolescence intensified by the1990s, with parenting books containing neuro-scientific warnings about theincomplete and volatile “teen brain.” Undertaking a cultural history of youththat combines disability, queer, feminist, and comparative media studies, Elmanoffers a provocative new account of how American cultural producers,policymakers, and medical professionals have mobilized discourses of disabilityto cast adolescence as a treatable “condition.” By tracing the teen’s unevenpassage from postwar rebel to 21st century patient, Chronic Youth showshow teenagers became a lynchpin for a culture of perpetual rehabilitation andneoliberal governmentality.

Dieses Buch plädiert für eine Relativierung des narratologischen Trends in der Erinnerungs- und Biographieforschung zugunsten der Profilierung eines interaktionistischen Konzepts von Erinnerung. Am Beispiel der Gemeinschaft ehemaliger DDR-Pipelinearbeiter in der Sowjetunion zeigt diese Ethnographie, dass die Idee der Eigenkraft der Erinnerung einen unzureichenden Erklärungsansatz bietet, um Vergemeinschaftungsprozesse in Umbruchsituationen zu erklären. Vielmehr stellt die geteilte Vergangenheit für die Pipelinearbeiter sogar ein Problem dar, zu dessen Lösung sie seit den 1990er Jahren unterschiedlichste kommunikative Kompetenzen und Ressourcen aktivierten.

    Abstract: Presents oral histories and interviews of women who belong to Nation of IslamWith vocal public figures such as Malcolm X, Elijah Muhammad, and Louis Farrakhan, the Nation of Islam often appears to be a male-centric religious movement, and over 60 years of scholarship have perpetuated that notion. Yet, women have been pivotal in the NOI's development, playing a major role in creating the public image that made it appealing and captivating.Women of the Nation draws on oral histories and interviews with approximately 100 women across several cities to provide an overview of women's historical contributions and their varied experiences of the NOI, including both its continuing community under Farrakhan and its offshoot into Sunni Islam under Imam W.D. Mohammed. The authors examine how women have interpreted and navigated the NOI's gender ideologies and practices, illuminating the experiences of African-American, Latina, and Native American women within the NOI and their changing roles within this patriarchal movement. The book argues that the Nation of Islam experience for women has been characterized by an expression of Islam sensitive to American cultural messages about race and gender, but also by gender and race ideals in the Islamic tradition. It offers the first exhaustive study of women’s experiences in both the NOI and the W.D. Mohammed community.

Focusing on a group of HTAs founded by immigrants from the state of Michoacán, the book shows how their activism has bridged public and private spheres, mobilizing social reforms in both inner-city Chicago and rural Mexico. Bringing together ethnography, political theory, and archival research, Bada excavates the surprisingly long history of Chicago’s HTAs, dating back to the 1920s, then traces the emergence of new models of community activism in the twenty-first century. Filled with vivid observations and original interviews, Mexican Hometown Associations in Chicagoacán gives voice to an underrepresented community and sheds light on an underexplored form of global activism.

    Abstract: In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Yet at its core, masochism is a site where power, bodies, and society come together. Sensational Flesh uses masochism as a lens to examine how power structures race, gender, and embodiment in different contexts. Drawing on rich and varied sources—from 19th century sexology, psychoanalysis, and critical theory to literary texts and performance art—Amber Jamilla Musser employs masochism as a powerful diagnostic tool for probing relationships between power and subjectivity. Engaging with a range of debates about lesbian S&M, racialization, femininity, and disability, as well as key texts such as Sacher-Masoch’s Venus in Furs, Pauline Réage’s The Story of O, and Michel Foucault's History of Sexuality, Musser renders legible the complex ways that masochism has been taken up by queer, feminist, and critical race theories. Furthering queer theory’s investment in affect and materiality, she proposes “sensation” as an analytical tool for illustrating what it feels like to be embedded in structures of domination such as patriarchy, colonialism, and racism and what it means to embody femininity, blackness, and pain.     Abstract: Mohawk Interruptus is a bold challenge to dominant thinking in the fields of Native studies and anthropology. Combining political theory with ethnographic research among the Mohawks of Kahnawà:ke, a reserve community in what is now southwestern Quebec, Audra Simpson examines their struggles to articulate and maintain political sovereignty through centuries of settler colonialism. The Kahnawà:ke Mohawks are part of the Haudenosaunee or Iroquois Confederacy. Like many Iroquois peoples, they insist on the integrity of Haudenosaunee governance and refuse American or Canadian citizenship. Audra Simpson thinks through this politics of refusal, which stands in stark contrast to the politics of cultural recognition. Tracing the implications of refusal, Simpson argues that one sovereign political order can exist nested within a sovereign state, albeit with enormous tension around issues of jurisdiction and legitimacy. Finally, Simpson critiques anthropologists and political scientists, whom, she argues, have too readily accepted the assumption that the colonial project is complete. Belying that notion, Mohawk Interruptus calls for and demonstrates more robust and evenhanded forms of inquiry into indigenous politics in the teeth of settler governance.

    Abstract: A sea change has occurred in the Indian economy in the last three decades, spurring the desire to learn English. Most scholars and media venues have focused on English exclusively for its ties to processes of globalization and the rise of new employment opportunities.  The pursuit of class mobility, however, involves Hindi as much as English in the vast Hindi-Belt of northern India.  Schools are institutions on which class mobility depends, and they are divided by Hindi and English in the rubric of "medium," the primary language of pedagogy. This book demonstrates that the school division allows for different visions of what it means to belong to the nation and what is central and peripheral in the nation. It also shows how the language-medium division reverberates unevenly and unequally through the nation, and that schools illustrate the tensions brought on by economic liberalization and middle-class status.

In the first ethnographic monograph of Americans in Italy, Catherine Trundle argues that charity and philanthropy are the central means by which many American women negotiate a sense of migrant belonging in Italy. This book traces women's daily acts of charity as they gave food to the poor, fundraised among the wealthy, monitored untrustworthy recipients, assessed the needy, and reflected on the emotional work that charity required.     Abstract: Inuit hunting traditions are rich in perceptions, practices and stories relating to animals and human beings. The authors examine key figures such as the raven, an animal that has a central place in Inuit culture as a creator and a trickster, and qupirruit, a category consisting of insects and other small life forms. After these non-social and inedible animals, they discuss the dog, the companion of the hunter, and the fellow hunter, the bear, considered to resemble a human being. A discussion of the renewal of whale hunting accompanies the chapters about animals considered 'prey par excellence': the caribou, the seals and the whale, symbol of the whole. By giving precedence to Inuit categories such as 'inua' (owner) and 'tarniq' (shade) over European concepts such as 'spirit 'and 'soul', the book compares and contrasts human beings and animals to provide a better understanding of human-animal relationships in a hunting society.

    Abstract: Throughout its history the concept of "Uzbekness," or more generally of a Turkic-speaking sedentary population, has continuously attracted members of other groups to join, as being Uzbek promises opportunities to enlarge ones social network. Accession is comparatively easy, as Uzbekness is grounded in a cultural model of territoriality, rather than genealogy, as the basis for social attachments. It acknowledges regional variation and the possibility of membership by voluntary decision. Therefore, the boundaries of being Uzbek vary almost by definition, incorporating elements of local languages, cultural patterns and social organization. This book combines an historical analysis with thorough ethnographic field research, looking at differences in the conceptualization of group boundaries and the social practices they entail. It does so by analysing decision-making processes by Uzbeks on the individual as well as cognitive level and the political configurations that surround them.
