    Abstract: This paper reports on recent work on improving the effectiveness of aid allocations, and extends the scope of analysis beyond the aid-policy-growth-poverty linkages to include three new elements: a broader range of poverty-relevant objectives and effectiveness constraints of aid; practical experience in the application of quantitative analysis to allocations; and analytic approaches to determining shares of aid through multilateral channels and for global public goods. There is wide consensus on the main allocation criteria for effectiveness in reducing poverty through pro-poor growth: the level and incidence of poverty and the development performance of partner countries. Other variables that raise the impact of aid on growth are helping vulnerable countries adjust to shocks, debt relief and post-conflict reconstruction. Considering broader development and humanitarian objectives, aid should also be allocated to prevent violent conflict and to improve governance and social conditions in “difficult partnerships”.     Abstract: This Test Guideline is designed to be used for assessing the effects of chemicals in soil on the reproductive output (and other sub-lethal end points) of the earthworm species Eisenia fetida or Eisenia andrei. Adult worms are exposed to a range of concentrations of the test substance either mixed into the soil or applied to the soil surface. The range of test concentrations is selected to encompass those likely to cause both sub-lethal and lethal effects over a period of eight weeks. The limit test corresponds to one dose level of 1000 mg/kg. This study includes the observation of unusual behaviour and morphology, the counting and weighing of the adult worms after the four primary weeks, the number of juveniles hatched at the end of the second 4-week period. The reproductive output of the worms exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.

    Abstract: The World Bank's research program has four basic objectives: to broaden the understanding of development, to assist in developing research capacity in the Bank's member countries, to improve its capacity to advise its members, and to support all aspects of its own operations. Whether these aims are achieved depends in part on how extensively Bank research is used internally and externally.     Abstract: The Malawi Country Procurement Assessment Report is a joint undertaking between the Malawi Government and the World Bank to analyze the country procurement system and recommend appropriate actions to improve the efficiency, economy and transparency of the system. This report is divided into (a) an Executive Summary, (b) Main Report on Findings and Recommendations, and (c) Annexes. Since the preparation of the diagnostic study on Malawi's public procurement system in 1996, the Government has made good progress with establishing new - and relatively good - legal framework for procurement reform. But there has not yet been much reform (institutional, practical and oversight). In 2003, the Malawi Parliament passed a new procurement law, the Public Procurement Act of 2003, which became effective in August of that year. The new Procurement Act requires procurement regulations to provide, among things, thresholds for the use of the various procurement methods, bid and bid evaluation procedures and contract management. The analysis of the CPAR is carried out against the five basic pillars of a sound public procurement system, including: (i) a functioning legal, regulatory and institutional framework, (ii) use of modernized procurement procedures and practices; (iii) procurement proficiency of Government staff; (iv) independence of audits and recourse for complaints; and (v) inclusion of anti-corruption measures in the procurement law and application of effective sanctions. In addition, the CPAR analyses the performance of the private sector in public procurement and the procurement performance of Bank financed projects. The analysis has led to the recommendations made below, summarized in the Action Plan, to strengthen each pillar over time. Weaknesses in current procurement performance are identified as substantial delays in the procurement process, insufficient capacity, and inadequacies in procurement organization, documents and management. The continued reliance on the Interim Guidelines, which include a number of practices that are considered incompatible with internationally acceptable procurement standards, are also partially to blame for this

    Abstract: The first Country Procurement Assessment Report (CPAR) was completed in June 2002 and published in March 2003. This CPAR has served as an analytical tool to help assess the public procurement system in the Philippines, and in the process, helped to generate a dialogue with the Government to improve procurement practices, and to help civil society and the private sector better understand the current processes, and procedures in place. The CPAR Update reviewes the status of the reforms, and finds that over 50 percent of the recommendations from the first CPAR have been completed, and another 26 percent are in progress. The key accomplishments include the passage and promulgation of the Government Procurement Reform Act, and implementing rules and regulations, the establishment and immediate functioning of a powerful Government Procurement Policy Board (GPPB) and its Technical Services Office, mandatory implementation of electronic procurement systems, a well-defined complaint mechanism and blacklisting procedures, provision for civil society monitoring, reasonable procurement audit provisions, numerous dissemination and training activities, and near-completion of harmonized bid documents and manuals. It is worth particularly noting that the new procurement policy has institutionalized the participation of civil society organizations in all bids, and awards committees, thus enhancing the integrity of the bidding process. There is still much to be done however. This Update identifies several emerging priorities, including the perception of high cost of some works and goods, and the eligibility of Philippine firms to compete for internationally financed contracts

    Abstract: The Health Sector in Eritrea is part of the World Bank Country Study series. These reports are published with the approval of the subject government to communicate the results of the Bank's work on the economic and related conditions of member countries to governments and to the development community. In March 2001, the Ministry of Health of the Government of Eritrea launched a process to prepare a long-term health sector policy and strategic plan (HSPSP), with a focus on assuring equitable, quality, and sustainable health care. The Ministry outlined an open, participatory, three-step process for developing the HSPSP, with active participation from all partners in the health sector. Step One is the preparation of a health sector review carried out by the World Bank (this study), based on existing documentation provided by the Government and other sources. Step Two consists of conducting an in-depth health sector analysis among five sub-sector working groups-PHC, hospital reform, pharmaceuticals, human resource development, health financing-leading to Step Three, the preparation of a rationale for investments in the future development of the health sector. This study serves as the preliminary basis for further rounds of discussions and analyses among stakeholders to arrive at a strategic vision for the Eritrea health sector. It incorporates comments received from the Ministry of Health's central agencies, Zoba (regional) health teams, external partners working in Eritrea, and the World Bank Eritrea Country Team

    Abstract: Firms and entrepreneurs of all types-from microenterprises to multinationals-play a central role in growth and poverty reduction. Their investment decisions drive job creation, the availability and affordability of goods and services for consumers, and the tax revenues governments can draw on to fund health, education, and other services. The World Development Report 2005 argues that improving the investment climates of their societies should be a top priority for governments.     Abstract: "This paper presents a case study of willingness-to-pay (WTP) estimation using random valuation models. A contingent valuation survey was conducted in Yerevan, Armenia to estimate people's WTP for the protection of Lake Sevan. Three elicitation formats - open-ended, closed-ended, and the stochastic payment card (SPC) approach - were used with split random samples. WTP models with heterogeneous errors were constructed and estimated with the survey data. The SPC approach produces a higher estimation of the mean WTP than both the open-ended and closed-ended approaches, while results from the open-ended and closed-ended elicitation formats are similar. Furthermore, contrary to research findings obtained in the United States, this study finds higher WTP estimations with mail surveys than with personal interviews. Drawing on an example from Cali, Colombia, Hentschel describes a tool for such policy formulation at the local level a rapid city household survey. Although the survey uses pre-coded and closed- ended questions, it is contextual in the sense that it is tailor-made to social and economic conditions in Cali. The survey places particular emphasis on collecting key quantitative information, such as household welfare and service access, as well as qualitative information, such as service evaluations and population priorities. Combining the quantitative and qualitative data allows, for example, the mapping of population budget priorities or service satisfaction levels by welfare group. Rapid city household surveys could provide an important tool for the development of local social policies.     Abstract: "Estache and Pinglo present a basic assessment of the financial performance of infrastructure service operators in developing countries. They rely on a new database of 120 companies put together to track the evolution of the cost of capital, the cost of equity, and the return of equity for electricity, water and sanitation, railways, and port operators in 32 developing countries distributed evenly across low-income, low-middle-income, and upper-middle-income countries. The authors show that between 1998 and 2002, the average cost of capital in developing countries varied from less than 11 percent to over 15 percent across regions and sectors, while the cost of equity varied from around 13 percent to over 22 percent. Low-middle-income countries have recovered relatively well from the East Asia crisis, while low-income and upper-middle-income countries have seen their situation deteriorate since the crisis. At the regional level, the main story is that East Asia is recovering quite well from its crisis, and that the financial performance of the operators in Africa and Latin America has deteriorated. Eastern Europe and South Asia are doing relatively better but show a large volatility of returns over time and within sectors. At the sector level, the railways and the energy sectors have seen their performance deteriorate significantly over the period, while the water and port sectors have done relatively better. In all sectors and regions, the average return to equity has been lower than the cost of equity since the Asian crisis. Banking crises are fiscally costly, especially when policies like substantial liquidity support, explicit government guarantees on financial institutions' liabilities, and forbearance from prudential regulations are used. Higher fiscal outlays do not, however, accelerate the recovery from a crisis. Better institutions--less corruption, improved law and order, legal system, and bureaucracy--do. The authors find these results to be relatively robust to estimation techniques, including controlling for the effects of a poor institutional environment on the likelihood of financial crisis and the size of fiscal costs. Their results suggest that countries should use strict policies to resolve a crisis and use the crisis as an opportunity to implement medium-term structural reforms, which will also help avoid future systemic crises.     Abstract: "The goals of financial restructuring are to reestablish the creditor-debtor relationships on which the economy depends for an efficient allocation of capital, and to accomplish that objective at minimal cost. Costs include direct costs to taxpayers of financial assistance and the indirect costs to the economy that result from misallocations of capital and incentive problems resulting from the restructuring. Calomiris, Klingebiel, and Laeven review cases in which countries used alternative mechanisms to restructure their financial and corporate sectors. Countries typically apply a combination of tools, including decentralized, market-based mechanisms, and government-managed programs. Market-based strategies seek to strengthen the capital base of financial institutions and borrowers to enable them to renegotiate debt and resume new credit supply. Government-led restructuring strategies often include the establishment of an entity to which nonperforming loans are transferred or the government's sale of financial institutions, sometimes to foreign entrants. Market-based mechanisms can, in principle, resolve coordination problems that countries face in the wake of massive debtor and creditor insolvency, with acceptably low direct and indirect costs, particularly when those mechanisms are effective in achieving the desirable objective of selectivity. However, these mechanisms depend for their success on an efficient judicial system, a credible supervisory framework and authority with sufficient enforcement capacity, and a lack of corruption in implementation. Government-managed programs may not seem to depend as much on efficient legal and supervisory institutions for their success, but in fact these approaches, in particular the transfer of assets to government-owned asset management companies, also depend on effective legal, regulatory, and political institutions for their success. Further, a lack of attention to incentive problems when designing specific rules governing financial assistance can aggravate moral hazard problems, unnecessarily raising the costs of resolution. These results suggest that policymakers in emerging market economies with weak institutions should not expect to achieve the same level of success in financial restructuring as other countries, and that they should design resolution mechanisms accordingly. Despite the theoretical attraction of some complex market-based mechanisms, simpler mechanisms that afford quick resolution of outstanding debts that improve financial system competitiveness, and that offer little discretion to governments, are most effective. Under the assumption that agents' welfare functions exhibit these behavioral elements, they analyze a model with a welfare-maximizing government and with the lobbying framework of Grossman and Helpman (1994). The policy implications of the augmented models differ in three important ways: There is a region of compensating protection, where a decline in the world price leads to an offsetting increase in protection, such that a constant domestic price is maintained; Protection following a single negative price shock will be persistent; Irrespective of the extent of lobbying, there will be a deviation from free trade that tends to favor loss-making industries.     Abstract: "Jensen, Rutherford, and Tarr use a computable general equilibrium model of the Russian economy to assess the impact of accession to the World Trade Organization (WTO), which encompasses improved market access, tariff reduction, and reduction of barriers against multinational service providers. They assume that foreign direct investment in business services is necessary for multinationals to compete well with Russian business service providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously through a Dixit-Stiglitz framework. As a result, the estimated gains from WTO accession are much larger than would be obtained from a typical model with perfect competition. The ad valorem equivalent of barriers to foreign direct investment have been estimated based on detailed questionnaires completed by specialized research institutes in Russia. The authors estimate that Russia will gain about 7.2 percent of the value of Russian consumption in the medium run from WTO accession and up to 24 percent in the long run. They estimate that the largest gains to Russia will derive from liberalization of barriers against multinational service providers. Piecemeal and systematic sensitivity analysis shows that their results are robust.
