Abstract: This book looks at sovereignty as a particular form of power and politics. It shows that the fate of bodies in the transition from life to death can provide a key to understanding fundamental ways in which sovereignty is claimed and performed. The contributions analyse (post-)conflict as well as non-conflict contexts, which too often are studied in isolation from one another. Focusing on contemporary issues rather than the equally important historical dimensions, they all grapple with the questions of who governs the dead bodies, how, why and with what effects. The book analyses how dead bodies are placed and dealt with in spaces between competing, overlapping and nested sovereign orders, under normal as well as exceptional conditions. It looks at contributions that draw on psychoanalysis, critical theory, the structuralist-functionalist anthropology of burial rituals and recent ideas of agency and materiality. The book first explains the efforts of states to contain and separate out dead bodies in particular sites. It explores the ways in which such efforts of containment are negotiated and contested in struggles between different entities that claim the dead bodies. The book then shows how entities that claim sovereignty produce effects of sovereignty by challenging and transgressing the laws regarding the legitimate use of violence and how dead bodies should be treated with dignity

Abstract: Altersbilder -- Theoretische Zugänge -- Historische Perspektiven -- Gegenwartsperspektiven.
Abstract: Zu allen Zeiten und in allen Kulturen existieren gesellschaftliche und individuelle Vorstellungen vom Alter und vom Altern. Abstract: This book focuses on a central concept that “Theory is History”, as the theory of capitalism can only be formulated on the basis of an analysis of its history. In contrast, bourgeois thinking replaces the analysis of historical capitalism with an abstract theory without any links to reality. “Economics”, which is the theory of an imaginary system, then becomes an apologia intended to give legitimacy to the behaviour of the owners of capital. The author pays special attention to the globalization of the law of value. The individual chapters illustrate the author’s thesis by focusing on the links between capital and land ownership, between modernity and religious interpretation, and on questions of the global expansion of capitalism, particularly the ways it has evolved in certain countries, in this case Russia and China. This anthology supplements the author’s previous work, centred on the rise of the South-his reading of capitalism focusing on its imperialist nature

Abstract: This book highlights various cutting-edge topics and approaches to cooperation and regional integration in South Asia. Contributions from both South Asian and EU scholars carry the distinctive flavour of differing perspectives, in order to identify possible driving factors for regional cooperation. The book is divided into four parts: Peace and Stability focuses on how to combat terrorism and ideologies of hate, looks at governance in the context of cultural diversity, and examines the role of education in achieving traditional and human security; Economic Cooperation deals with potential EU-India trade relations as well as the issue of how to transform the South Asian Association for Regional Cooperation (SAARC) into an effective and coherent economic space; Efficient Use of Resources analyses how the region can achieve more development; EU-South Asia relations elaborates on potential areas of cooperation between the two regions

Abstract: This book offers an analytic history of Britannia (first England and Wales and then Great Britain) over eight hundred years of political turmoil, intermingled with economic stagnation, followed by the engine of the industrial revolution. The book draws on economics, political science, public choice, philosophy and the law to probe in depth into the evolution of Britannia from an impoverished feudal and then post-feudal autocracy into a constitutional monarchy with limited suffrage that provided the fulcrum for industrial and commercial success, making Britannia, by 1884, the richest nation, per capita, on the planet. The book challenges head-on the Whiggist liberal notion of Macaulay and Trevelyan that the path from oppression to freedom was one of unimpeded progress. Among its novel features, the book draws upon the dictator’s handbook, as modeled by Bueno de Mesquita and Alistair Smith to evaluate the period of varying autocracy, 1066-1688. The book draws upon modern public choice theory and legal history to evaluate the fragile, corrupt constitutional monarchy that oversaw the initial phase of post-Glorious Revolution Britannia, 1689-1775. At each stage, the philosophical battle between those who sought order and unity and those who sought individual liberty is meticulously outlined. The book draws on the contributions of the Scottish Enlightenment (Hume, Ferguson and Smith) and of classical liberal philosophy (John Stuart Mill) to explain the final vault of Britannia from a weak and corrupt to a robust and admired constitutional monarchy grounded on the rule of law, over the period 1776-1884

Abstract: The role of civil society organisations in Brussels is debated. Some view them as representatives of their members and thus as legitimising agents for policy-making in the European Union. Others see them as being elitist and out of touch with their membership bases, therefore ill-suited to promote democracy at the EU level. Taking civil society organisations in the EU’s external relations as an example, Meike Rodekamp submits these controversial views to a reality check. Interviews with representatives of civil society organisations in Brussels and their member organisations in the EU show that the Brussels offices have not lost contact with their members. However, member organisations differ substantially in their participation in internal decision-making processes, which raises doubts about the legitimacy gains through civil society participation in EU policy-making. Abstract: This book questions the belief that patronage explains poor governance and weak organizations. Its focus is on high-level political appointees in the Philippines, but its implications for development processes and policy are far-reaching. Patronage stimulates the emergence of democracy and welfare, and constitutes formal organizations. So intimately connected is it with the health of democracy and effective organizations that attempts to eradicate patronage only harm social, organizational and democratic life. In developed societies this has meant a growing Puritanism interspersed with bouts of corruption and moral panic; and, as they seek to maintain effective organizations and vibrant democracies, a mounting desire to project their own anxieties and imperfections onto developing countries

Abstract: Family policy variation in Europe is still enormous and there is very limited knowledge about the publics´ attitudes toward family-policy measures in a comparative perspective. Monika Mischke addresses this research gap by combining a profound analysis of existing family-policy measures with a thorough analysis of public attitudes. Based on institutional theory, which argues that institutions structure the process of orientation, the empirical analysis sheds light on the relationship between the current family-policy setup, the social context, and public attitudes toward particular family-policy measures in 12 countries of the European Union. The results demonstrate that the social context needs to be taken into account in order to improve our understanding of attitudinal variation among different countries and family-policy contexts. Moreover, the author points out that only a few patterns of social polarization are quasi universal, whereas many others are specific to individual countries or certain groups of countries. Abstract: Mai Sato examines public attitudes to the death penalty in Japan, focusing on knowledge and attitudinal factors relating to support for, and opposition to, the death penalty. She uses a mixed-method approach and mounts quantitative and qualitative surveys to assess Japanese death penalty attitudes. The author’s main findings show that death penalty attitudes are not fixed but fluid. Information has a significant impact on reducing support for the death penalty while retributive attitudes are associated with support. This book offers a new conceptual framework in understanding the death penalty without relying on the usual human rights approach, which can be widely applied not just to Japan but to other retentionist countries. Abstract: There is widespread agreement that the U.S. immigration system is broken, but no consensus on how to fix it. In this book, leading U.S. immigration experts and scholars realistically assess the prospects for immigration reform and delve into the details, options and obstacles for potential legislation. The chapters presented here shed light on the congressional debates stalling meaningful reforms, and the demographic and political trends shaping an increasingly multicultural United States. Immigration legislation at the state and local levels is also reviewed along with the implications of reforms for U.S. jobs and the economy. Abstract: The Theory of Contestation advances critical norms research in international relations. It scrutinises the uses of ‘contestation’ in international relations theories with regard to its descriptive and normative potential. To that end, critical investigations into international relations are conducted based on three thinking tools from public philosophy and the social sciences: The normativity premise, the diversity premise and cultural cosmopolitanism. The resulting theory of contestation entails four main features, namely types of norms, modes of contestation, segments of norms and the cycle of contestation. The theory distinguishes between the principle of contestedness and the practice of contestation and argues that, if contestedness is accepted as a meta-organising principle of global governance, regular access to contestation for all involved stakeholders will enhance legitimate governance in the global realm

Abstract: Cyberspace is everywhere in today’s world and has significant implications not only for global economic activity, but also for international politics and transnational social relations. This compilation addresses for the first time the “cyberization” of international relations - the growing dependence of actors in IR on the infrastructure and instruments of the internet, and the penetration of cyberspace into all fields of their activities. The volume approaches this topical issue in a comprehensive and interdisciplinary fashion, bringing together scholars from disciplines such as IR, security studies, ICT studies and philosophy as well as experts from everyday cyber-practice. In the first part, concepts and theories are presented to shed light on the relationship between cyberspace and international relations, discussing implications for the discipline and presenting fresh and innovative theoretical approaches. Contributions in the second part focus on specific empirical fields of activity (security, economy, diplomacy, cultural activity, transnational communication, critical infrastructure, cyber espionage, social media, and more) and address emerging challenges and prospects for international politics and relations.

Abstract: Intersecting Interregionalism moves beyond narrow understandings of regions and interregionalism that dominate the research field by focusing on the polymorphous nature of the concepts under study, theoretical advances and the empirical challenges ahead. Written by leading experts in the field, the ultimate aim of the book is to contribute to a more relevant and nuanced comparative research agenda on interregionalism in Europe and elsewhere. The volume is divided into two parts. The first provides an overview of several distinctive theoretical perspectives, with particular emphasis on the dynamic relationship between regions and interregionalism. The second part of the book uncovers the diversity of regional actors and institutions that are engaged in the creation of contemporary interregionalism. The EU is used as an entry point and detailed case studies explore the role of EU member states, the Council, the Commission, the European Parliament and the Court of Justice, in order to map out a patchwork of intersecting interregionalisms around the world

Abstract: Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. The ongoing persistence of corruption underlines that it is not only dysfunctional, but can be highly functional as well. This special issue brings together contributions from comparative politics, political science and economics which precisely focus on these (dys)functionalities of corruption in political regimes across various world regions. The question of methodological pluralism is especially important for studying corruption comparatively. While on an international level a trend towards an increased use of quantitative methods in political science as well as in economics can be observed, the special issue underlines the importance of having a pluralistic approach for grasping the complex and multi-layered effects of the phenomenon. Of similar importance is the adoption of a comparative perspective that includes different world regions in order to understand the different roles of corruption in developing, transforming and developed countries alike. Dr. Tobias Debiel is Director of the Centre for Global Cooperation Research and of the Institute for Development and Peace (INEF). Since 2006, he is also Professor in International Relations and Development Policy, Institute of Political Science, University of Duisburg-Essen. Dr. Andrea Gawrich is Professor for International Integration at the University of Gießen

Abstract: Taiwan has been excluded from the United Nations and other organizations for which statehood is required and its presence in IGOs is mainly limited to functional and regional organizations that allow flexible models of participation, having a specific name, status and activity space in each organization. Taiwans exclusion from major IGOs derives from its unique international status as well as the political controversy over the representation of China in the international arena. (Björn Alexander) br〉Lindemann provides a substantial analysis of the relationship between Taiwan and China in and with regard to IGOs in the time period between 2002 and 2011. Based on a neoclassical realist approach, he takes a look at the case studies of the WTO, APEC, WHO and UN, and explains Taiwans new IGO strategy under President Ma Ying-jeou after 2008 and its impact on Taiwans international space.

Abstract: This book discusses some of the main challenges that arise in the management of modern democracies, with a focus on the role of citizens and their perceptions of government. A theoretical and practical framework is suggested for dealing with some of the most urgent problems that governments face today: the balance between bureaucracy and democracy, and between political and administrative concerns; the pressing economic concerns in a market-based, globalized knowledge society; and the changes in the relationship of trust amongst the players. At the heart of the analysis is the idea that running governments effectively means settling the potential conflicts between all those who are involved in the governmental process and in the making of public policy and public actions. The authors suggest approaches for strengthening the trust in democratic institutions and cooperation between the main actors in the democratic sphere, without compromising on the need to ensure effective governance

Abstract: This timely and important work takes a critical look at the shifting roles of police, who are becoming increasingly tasked with handling terrorism threats on top of their regular responsibilities. With an unprecedented empirical study of the Israel National Police, the authors of this book examine whether this increased focus on security-related threats may come at the expense of addressing “classic” police responsibilities, such as fighting crime and dealing with local, day-to-day community problems. They also examine whether this shift has had a detrimental effect on police-community relationships and perceptions of police legitimacy, as their role changes from “service” to “suspicion.” Through a four-year, multi-method study , the authors of this work have examined the effects of this shifting role on a number of key areas of policing, including police effectiveness at fighting crime and police legitimacy, drawing conclusions applicable to any democratic police force. The results of the study provide a number of concrete recommendations for maintaining effectiveness and community relationships of the police, with increasing responsibilities, challenges, and limited resources. This work will be of interest for researchers in criminology and criminal justice, particularly with a focus on police studies and counter-terrorism; police administrators; and researchers in related disciplines, such as sociology and public administration

Abstract: An increasing number of scholars have begun to see science and technology as relevant issues in International Relations (IR), acknowledging the impact of material elements, technical instruments, and scientific practices on international security, statehood, and global governance. This two-volume collection brings the debate about science and technology to the center of International Relations. It shows how integrating science and technology translates into novel analytical frameworks, conceptual approaches and empirical puzzles, and thereby offers a state-of-the-art review of various methodological and theoretical ways in which sciences and technologies matter for the study of international affairs and world politics. The authors not only offer a set of practical examples of research frameworks for experts and students alike, but also propose a conceptual space for interdisciplinary learning in order to improve our understanding of the global politics of science and technology. The second volume raises a plethora of issue areas, actors, and cases under the umbrella notion techno-politics. Distinguishing between interactional and co-productive perspectives, it outlines a toolbox of analytical frameworks that transcend technological determinism and social constructivism

The authors not only offer a set of practical examples of research frameworks for experts and students alike, but also propose a conceptual space for interdisciplinary learning in order to improve our understanding of the global politics of science and technology. This first volume summarizes various time-tested approaches for studying the global politics of science and technology from an IR perspective. It also provides empirical, theoretical, and conceptual interventions from geography, history, innovation studies, and science and technology studies that indicate ways to enhance and rearticulate IR approaches. In addition, several interviews advance possibilities of multi-disciplinary collaboration

British and German authors analyse the changing face of football in England and Germany. The book addresses in particular the question of whether one can still speak, in the context of a globalised, postmodern game, of national football cultures that are clearly distinguishable from one another. Contributions in English and German examine a number of different phenomena such as the social background of fans, commercial influences, women’s football and above all the role of the mass media. Abstract: Within Childhood Research starkly different theoretical and empirical concerns characterize the global south-north divide. Hia Sen attempts to bridge the gap in Childhood Research which usually addresses childhoods differently according to their 'developing/developed', 'western/non-western' contexts, and finds its middle ground in the context of the urban middle classes in contemporary West Bengal. The author documents areas such as leisure practices and everyday lives of school children in India for three cohorts, where it is possible to have a comparative perspective of childhoods given the existing rich ethnographic and historical research on childhoods in other cultural contexts.   Contents ·         Childhoods and Social Inequalities ·         Sentiment, Middle Classes, and a Culture of Childhood in Bengal ·         Talking to Children, and Talking about Childhoods ·         The Bhadralok Culture and the Ethos of Education in Bengal ·         Leisure Culture and Space ·         Class, Gender, and Generation in Children’s Culture   Die Zielgruppen ·         Researchers, students, and practitioners in the fields of childhood sociology, sociology of social inequalities, social pedagogy, history, and education   The Author Dr. Hia Sen studied sociology in Kolkata and New Delhi and completed her doctoral thesis at the University of Freiburg, Germany. Abstract: The political participation of names such as Mowassat, Demirel, or Özdemir alongside conventional German names such as Schmidt, Maier, or Beck is already becoming a routine aspect in German politics. Recent political debates on introducing special quotas to motivate more political aspirants with migration background adds emphasis on the necessity to elaborate whether and how having a ‘migration background’ is negotiated in political practice. Devrimsel Nergiz investigates how German politicians with migration backgrounds negotiate and deploy the marker ‘migration background’ in their political practice.   Contents ·         A Way to Examine Politicians with Migration Backgrounds ·         A Level-by-Level Analysis of a Management of the Marker “Migration Background” in Political Practice ·         Five Strategies Deployed in the Management of the Marker   Target Groups ·         Researchers and students in the fields of sociology, political sociology, political sciences, cultural studies, ethnology ·         Political parties, foundations with a special focus on migration, inclusion, political participation, diversity management     The Author Dr. Devrimsel Deniz Nergiz completed her doctoral thesis at the Bielefeld Graduate School in History and Sociology, Faculty of Sociology at Bielefeld University

Abstract: This book analyses the problematics of archaeological heritage management in the Canary Islands, which are echoed in other parts of the world where the indigenous heritage is under-represented. The present-day management of Canarian archaeological heritage has a very specific and unusual context given that the archipelago is located on the fringes of Europe, belonging to Spain and therefore to the European Unión, but geographically and in terms of early history being part of Africa. From a theoretical perspective, then, the proposed book analyzes issues such as the effects of colonialism and eurocentrism on the management of the archaeological heritage. It also examines the evolutionist and historico-cultural models used to analyze past societies and, ultimately, used to create identities that influence archaeological heritage management itself. From a practical point of view, the book presents a proposal for enhancing the archaeological heritage of the Canary Islands through the creation of archaeological parks (providing some concrete examples in the case of the city of La Laguna) and the active involvement of the local community. Parallel to this, the book considers the Canarian Archipelago as part of a problematic that is not unique to this area but is an example of poor indigenous heritage management overall. It demonstrates how the course of history and the politics of the past still have an excessive influence on the way in which the present-day archaeological heritage is interpreted and managed. Therefore, this book provides an almost unique opportunity for uncovering the history of archaeology within the margins of Europe (in fact, in an African region) and exploring colonial and foreign influences. In many ways it is a mirror of archaeological mainstreams and an exercise in (re)thinking the aim and status of present-day archaeology

Abstract: This volume provides an up-to-date and in-depth summary and analysis of the political practices of pre-Columbian communities of the Araucanians or Mapuche of southcentral Chile and adjacent regions. This synthesis draws upon the empirical record documented in original research, as well as a critical examination of previous studies. By applying both archaeological and ethnohistorical approaches, the latter including ethnography, this volume distinguishes itself from many other studies that explore South American archaeology. Archaeological and traditional-historical narratives of the pre-European past are considered in their own terms and for the extent to which they can be integrated in order to provide a more rounded and realistic understanding than otherwise of the origins and courses of ecological, economic, social and political changes in the south-central Andes from late pre-Hispanic times, through the contact period and up to Chile’s independence from Spain (ca. AD 1450-1810). Both the approach and the results are discussed in the light of similar situations elsewhere.   Throughout its treatment, the volume continually comes back to two central questions: (1) how did the varied practices, institutions, and worldviews of the Mapuche’s ancient communities emerge as a historical process that resisted the Spanish empire for more than 250 years, and (2) how were these communities reproduced and transformed in the face of ongoing culture contact and landscape change during the early Colonial period? These questions are considered in light of contemporary theoretical concepts regarding practice, landscape, environment, social organization, materiality, community, and what the author refers to as a teleoscopic political formation that will make the book relevant for students and scholars interested in similar processes elsewhere

Abstract: Reconciliation is an important agenda for postwar countries. It plays a major role in harmonizing bilateral and regional relations. Lin Ren compares reconciliations between the Sino-Japanese and the Franco-German dyads. Each dyad shares a deep-rooted historic antagonism. Nevertheless, France and Germany reached a far deeper degree of reconciliation. Therefore, this book devotes to explore the "trouble-creators that led to the diverse outcomes, so as to challenge taking rationality as the single micro-foundation of decision making concerning reconciliation.

Abstract: Sozialstruktur und Religiosität der Muslime in Deutschland -- Zusammenleben mit Muslimen -- Muslimische Religionszugehörigkeit und Sozialintegration.
Abstract: Population aging is a matter of global concern. It often occurs in tandem with changes in the health profile of the population. In Africa, many countries are already facing a high burden of communicable diseases. However, as more and more children survive childhood and move on to adult years and old age they are also more likely to experience health problems associated with the aging process. Population aging in Africa is occurring in the context of high levels of poverty, changing family structures, an immense disease burden, fragile health systems and weak or poorly managed government institutions. This book shows that aging is likely to lead to increased social and economic demands for the continent. However, most national governments in Africa have not begun to address the issue of how to respond effectively to the needs of the older population. This will require a better understanding of the socio-economic and demographic situation of the older population in Africa. This book fills the gaps that exist by exploring the social realities of population aging in Africa. It also focuses on the policy and programmatic responses, gaps and future challenges related to aging across the continent.

Abstract: Social science theory often builds on sets and their relations. Correlation-based methods of scientific enquiry, however, use linear algebra and are unsuited to analyzing set relations. The development of Qualitative Comparative Analysis (QCA) by Charles Ragin has given social scientists a formal tool for identifying set-theoretic connections based on Boolean algebra. As a result, interest in this method has markedly risen among social scientists in recent years. This book offers the first complete introduction on how to perform QCA in the R software environment for statistical computing and graphics with the QCA package. Developed as a comprehensive solution, QCA provides an unprecedented scope of functionality for analyzing crisp, multi-value and fuzzy sets. The reader is not required to have knowledge of R, but the book assumes an understanding of the fundamentals of QCA. Using examples from published work, the authors demonstrate how to make the most of QCA's wide-ranging capabilities for the reader's own purposes. Although mainly written for political scientists, this book is also of interest to scholars from other disciplines in the social sciences such as sociology, business, management, organization, anthropology, education and health
Abstract: Almost all social science theory is based on sets and their relations. Correlation-based methods of scientific enquiry, however, are unsuited to analyzing set relations because causation is assumed to be symmetric. The development of Qualitative Comparative Analysis (QCA) by Charles Ragin has given social scientists a formal tool for identifying asymmetric set-theoretic connections. As a result, interest in this method has markedly risen among social scientists in recent years. This book offers the first complete introduction on how to conduct QCA in the R software environment for statistical

Abstract: From stone for building to metal ores for ceremonial display, extracting mineral resources from the earth played a central role in ancient Andean civilizations. Despite this, the sites that supported these activities have rarely been a source of interest to archaeologists, and comparative analysis between mines and quarries and their features has been exceedingly rare.Mining and Quarrying in the Ancient Andes focuses on the primary extraction of a variety of materials that, in many cases, were used by cultures like the Inca, Wari and Tiwanaku in well-studied sites. The book delves into the broader mining practices that link diverse materials for a fascinating tour of the social and economic life of the prehispanic period, and of ancient technologies, some of which are still in use. Through the politics of the societies, the practical engineering issues of mineral extraction, and the symbolic nature of the locations, readers are given a broader context of mining and quarrying than is usually seen in the literature. Here, too, is a wide variety of sites, materials, and time periods, including:Technological and social aspects of obsidian procurement focusing on the Quispisisa source.Variation in Inca building stone quarry operations in Ecuador and Peru.Clay and temper mining practices in the Lake Titicaca Basin.Pigment extraction from Chile to southern Peru from the early Holocene through the Early Intermediate Period. The Huarhua rock salt mine: possible archaeological implications of modern salt extraction practices.Later pre-Hispanic (including Inca) mining with consideration of technical, ceremonial and political context.Mining and Quarrying in the Ancient Andes will find an interested audience among archaeologists, geologists, anthropologists, historians, researchers studying Latin America, and scholars in the physical sciences with an interest in the history of mining and how mining is embedded in the wider social realm.

Abstract: We have witnessed the substantial transformation of China studies, particularly Chinese political studies, in the past 30 years due to changes in China and its rising status in the world as well as changes in our ways of conducting research. As area studies specialists, we are no longer "isolated from the larger disciplines of Political Science and International Relations (IR) but an integral part of them. This book contains theoretically innovative contributions by distinguished political scientists from inside and outside China, who together offer up-to-date overviews of the state of the field of Chinese political studies, combines empirical and normative researches as well as theoretical exploration and case studies, explore the relationship between Western political science scholarship and contemporary Chinese political studies, examine the logic and methods of political science and their scholarly application and most recent developments in the study of Chinese politics, and discuss the hotly-contested and debated issues in Chinese political studies, such as universality and particularity, regularity and diversity, scientification and indigenization, main problems, challenges, opportunities and directions for the disciplinary and intellectual development of Chinese political studies in the context of rising China.

Abstract: The present anthology stems from the perception of a widespread and manifest uneasiness concerning the business of military intervention in our times. Indeed, the West is for quite some time engaged in a deep introspection about his military intervention policies in the years to come and reflects about this. What will Western military intervention policies look like in the future; what kind of military intervention policies is wanted and what kind of military intervention policies is financially, politically and socio-culturally possible and militarily feasible? The hypothesis pursued in this volume states that, in the foreseeable future, we may see a different kind of military intervention policy and intervention posture of the West that will lead to different military interventions. It may be argued that we are witnessing the dawn of a new era, the era of military post-interventionism. Abstract: Energy efficiency contributes to the main objectives of energy policy in the European Union: energy security, cost effectiveness and environmental benefits. However, the efficiency potential remains widely untapped. Will White Certificate Instruments, a new framework instrument to foster end-use energy efficiency, help to close the energy efficiency gap? The analysis compares the political process of choosing and designing White Certificate Instruments in Italy, France and Great Britain. Dagmar Sibyl Steuwer shows that the type of policy instrument as well as its image has an influence not only on agenda-setting but also on the policy instrument’s effectiveness due to interactions with existing energy efficiency discourses, regulatory traditions and the prevailing policy style. Abstract: Arizona has one of the fastest growing communities of Latino immigrants in the United States. In response to accusations that the Federal government was hampering the immigration enforcement actions of Arizona police, state Senator Russell Pearce introduced the "Support Our Law Enforcement and Safe Neighborhoods Act. Better known as SB 1070, the policy allows police officers in Arizona to arrest unauthorized immigrants under the states trespassing law. The law also gives officers the latitude to question and detain those that may appear suspicious, which may simply mean that they appear Latino. Under the States statute, immigrants can also be criminalized for their mere presence in Arizona. The bill was signed into law on April 23, 2010, which generated a number of immensely complex issues at the local, national and international level The measure has affected an already problematic U.S.-Mexico, bi-national relationship at a time of increased security cooperation between the two countries. Furthermore, former the President of Mexico has criticized the law, issuing travel advisories, and as a sanction, trade between Arizona and Mexico has been reduced. Elected officials across the country called for a variety of economic boycotts and campaigns that would discourage the full implementation of the law. Over fifteen major cities have ended business contracts with Arizona. The State tourism industry has lost almost one billion dollars in less than six months as a result of this policy. This book examines a variety of issues and consequences of SB 1070 at the local, national and international level. It provides timely research and analysis on a topic not previously examined and from a variety of inter disciplinary approaches, making it of interest to political scientists and policy-makers alike.

Abstract: This book explores how gender intersects with political violence, and particularly terrorism. We ask how gender relations and understandings of femininity and masculinity influence political violence, which includes politics related to terrorism, state terrorism, and genocide. We investigate how women cope with and influence the politics of terrorism and genocide. The book’s goals are descriptive and analytical. We (1) describe in what ways women are present (and/or perceived as absent) in political contexts involving violence, and (2) analyze what gender assumptions, identities, and frames women face and themselves express and act upon regarding political violence encountered in their lives. The manuscript is divided into seven chapters: introduction, women as victims/survivors of violence, women as perpetrators of violence, women in social movements responding to violence, women politicians leading policy regarding violence, the public opinion of women and men concerning violence, and a conclusion. Each chapter explores the intersection between gender and terrorism through the lens of the chapter focus.

Abstract: The publication aims to familiarize students of public policy with the precautionary principle, which plays a vital role in the European Union’s approach toward regulating risks. The precautionary principle contends that policy makers should refrain from actions having a suspected risk of causing harm to the public and/or the environment. However, the precautionary principle only provides guidance to policy makers but does not prescribe specific policy responses. Therefore, there should be variation in the way the principle is applied. Furthermore, precautionary measures are, in principle, of a provisional nature, suggesting that they are likely to be subject to changes over time. This book is thus interested in shedding light on how the precautionary principle is put into practice and to what extent precautionary measures become modified. Empirically, it focuses on how the EU has regulated the use of growth hormones in meat production, the cultivation of genetically modified corn and the use of Stevia-based sweeteners in foods and beverages. The main theoretical argument advanced by this study is that the way in which the original regulatory standards were formulated affects whether and how they are changed. By placing particular emphasis on the relevance of scientific evidence for the (re-)definition of precautionary measures, the book is expected to appeal to both academics and practitioners

Abstract: Globalization has had a sharp impact on the definition of ‘national security,’ as the interconnectedness of many threats calls for them to be addressed at the national and global level simultaneously. Law enforcement efforts must increasingly include elements of international and transnational communication and cooperation. Police forces in different countries must find common ways to share data and track international crime trends. This timely work analyzes key challenges confronting the law enforcement community, with regards to international crime, particularly illegal trafficking and terrorism. The contributions in this volume are the result of a series of workshops that brought together international law enforcement officials, researchers, and representatives from intergovernmental organizations (IGOs) and non-governmental organizations (NGOs), to examine the need for international police cooperation, the specific challenges this presents, and to propose solutions. This work will be of interest to researchers in law enforcement, criminal justice, crime prevention, and international relations.

Abstract: The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.

Abstract: Oliver Ziegler raises the question of what role economic interests of the United States play in the regulatory decision making process of the European Union. Critics often assume that U.S. dominance in the world economy, fueled by a powerful business elite, has significantly affected EU regulations at the expense of environmental and consumer protection standards. The author falsifies this proposition. He shows, first, that the EU often adopts regulations against the explicit opposition of the U.S. thereby ignoring the principles of transatlantic regulatory cooperation. Second, he demonstrates that business interests in the EU are usually not homogenous and often come second to environmental and consumer concerns. In addition, the author shows the increasing role of the European Parliament in EU regulatory decison making

Abstract: Given the centrality of political parties in modern democracies, most research on these systems either directly address their internal functioning and activities or question their critical role. Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vas

Abstract: This book focuses on issues of governance and the nature and complexities of social transformation in India’s Northeast -- a ‘problem’ zone for policymakers -- particularly since the early 1990s. While governance is the thread that runs through the volume, the latter at one level addresses the challenges of governing in global times a region historically marked by acute violence, interethnic conflict and insurgency; and at another, traces macro changes in the very forms and technologies of governance. The essays in this volume point to how changing forms and technologies of governing insurgency, development and culture do not remain mere instruments of peace, but define the very nature and content of both peace and conflict and their interrelationship in the region. For the first time in the history of scholarship on the region, the three crucial issues of insurgency, development and culture have been analysed through the lens of governance. This volume, therefore, marks an important addition to the scholarship on the region

Abstract: Councillors are the essence of local representative democracy, linking ordinary citizens and decision-makers in municipal arenas. In cross-national perspective, and taking in countries from across Europe, this book analyses the recruitment patterns, career, party associations, role perceptions, and attitudes to democracy, representation, and participation of local councillors. Matters such as gender, parties, institutions, municipal reform, functions in governance networks, and councillor influence are considered using data collected in an international survey, covering some 12,000 members of the local political elite. Drawing on diverse and eclectic literature, the contributions in this volume comprise a comprehensive and revealing analysis of modern councillors. Abstract: Policing in Central and Eastern Europe has changed greatly since the fall of the Berlin Wall. Some Central and Eastern European countries are constituent members of the European Union, while others have been trying to harmonize with the EU and international requirements for a more democratic policing and developments in accordance with Western European and international policing standards, especially in regard to issues of legality and legitimacy.Changes in the police training system (basic and advanced), internationalization of policing due to transnationalization of crime and deviance, and new police organizational structures and agencies have impacted new cultures of policing (from exclusively state to plural policing). This timely volume examines developments in the last two decades to learn the nature of these changes within Central and Eastern Europe, and their impact on police culture, as well as on society as a whole. The development of police research has varied widely throughout Central and Eastern Europe: in some countries, it has developed significantly, while in others it is still in its infancy. This work allows for a transfer of ideas and models of police organization and policing, with an aim to provide consistent and comparable data across all of the countries discussed. For the twenty countries covered, this systematic work provides: short country-based information on police organization and social control; crime and disorder trends in the last 20 years with an emphasis on policing, police training and police educational systems; changes in policing in the last 20 years; police and the media; present trends in policing (public and private, multilateral, plural policing); policing urban and rural communities; recent research trends in research on policing; and future developments

Abstract: European countries work together in crisis management, conflict prevention and many other aspects of security and defence policy. Closer cooperation in this policy arena seems to be the only viable way forward to address contemporary security challenges. Yet, despite the repeated interaction, fundamental assumptions about security and defence remain remarkably distinct across European nations. This book offers a comparative analysis of the security and defence policies of all 27 EU member states and Turkey, drawing on the concept of ‘strategic culture’, in order to examine the chances and obstacles for closer security and defence cooperation across the continent. Along the lines of a consistent analytical framework, international experts provide case studies of the current security and defence policies in Europe as well as their historical and cultural roots. Abstract: Between longer life expectancies and declining birth rates, Europe’s elder population is growing into a sizable minority with considerable impact on nations, health systems, and economies-in other words, global implications as well as local and regional ones. Those investing in the health of older adults need a double perspective: the social and clinical complexity of aging and the larger forces shaping these experiences. Aging in European Societies examines aging trends across the continent, analyzing individual and collective variables that affect the lives of older adults, and drawing salient comparisons with other parts of the world. An interdisciplinary panel of experts provides theory, research, and empirical findings (with examples from the UK, Cyprus, Sweden, and others) in key areas such as family and social supports, physical and cognitive changes, dependence and autonomy issues, and living arrangements. The book’s wide-net approach offers insights into not only aging, but aging well. And of particular importance, it details approaches to defining and measuring the elusive but crucial concept, quality of life. Included in the coverage: The potential for technology to improve elders’ quality of life. Dementia and quality of life issues. Changes in functional ability with aging and over time. Family networks and supports in older age. Factors influencing inequalities in quality of life. Late-life learning in the E.U. Gerontologists, sociologists, health and cross-cultural psychologists, and public health policymakers will welcome Aging in European Societies as a springboard toward continued discussion, new directions for research, and improvements in policy and practice

Abstract: This book presents an integrated approach to measuring the level of intra-party democracy through deductive and standardized content analysis of party statutes. Following the two main criteria of intra-party democracy inclusiveness and decentralization three main categories of intra-party democracy are theoretically derived: members' rights, organizational structure and decision-making. On the basis of theoretical considerations further sub-categories and individual items are deduced from these main categories and put together into a comprehensive coding scheme. Furthermore, precise coding instructions are presented. Since it is the ultimate aim of this book to present an approach to measuring the level of intra-party democracy for any party statute and to express this in numerical terms, the final step is the quantification of the coded data and the calculation of a numeric measure of intra-party democracy. A numeric value of intra-party democracy can be calculated for any statute of any political party. Furthermore, empirical examples from Hungary, Slovakia and Romania are presented?

Abstract: Following in the footsteps of the book Fish for Life - Interactive Governance for Fisheries (Kooiman et al., 2005), and the interdisciplinary approach it presents, this volume illustrates the contribution of interactive governance theory to understanding core fisheries and aquaculture challenges. These challenges are invariably linked to broader concerns such as ecosystem health, social justice, sustainable livelihoods and food security. The central concept in this perspective is governability - the varied capacity to govern fisheries and aquaculture systems sustainably. Many of these systems are characterized by problems that are inherently 'wicked' and therefore difficult to address. The authors of this edited volume argue that responses to such problems must consider context; specifically the character of the fisheries and aquaculture systems themselves, their institutional conditions, and the internal and external interactions that affect them. Drawing on a diverse set of international experiences, the volume offers a new lens and systematic approach to analysing the nature of governance problems and opportunities in fisheries and aquaculture, exploring pressing challenges and identifying potential solutions. ”It now seems clear that the crisis in the world’s fisheries [is] a much larger and more complex problem than many had imagined. Yet, examining it through the lens of governability may offer the best hope for alleviating it--as well as alleviating similar crises in other social systems.” James R. McGoodwin (Professor Emeritus, University of Colorado)

Abstract: Stefano Casertano explores the connections between the presence of energy natural resources and the development of 'local nationalism' in the producing regions. In particular, he applies a specific focus on those cases where such nationalism leads to secession attempts. The research is based on eight case studies in Bolivia, Sudan, Malaysia, Indonesia, China, Iran, Angola, and Nigeria.

Abstract: The turbulent year of 2011 has brought the appearance of mass popular unrest and the collapse of long lived autocratic regimes in Egypt, Tunisia, Libya and possibly Syria. The sudden and unanticipated fall of these regimes - often thought of as exemplars of authoritarian resilience - has brought much of the conventional wisdom on the durability and vulnerability of nondemocratic regimes into question. This book seeks to advance the existing literature by treating the autocratic state not as a unitary actor characterized by strength or weakness but rather as a structure or terrain that can alte

Abstract: This book offers an original analytic and theorization of the biopolitics of development in the postcolonial present, and draws significantly from the later works of Michel Foucault on biopolitics. Foucault’s works have had a massive influence on postcolonial literatures, particularly in political science and international relations, and several authors of this book have themselves made significant contributions to that influence. While Foucault’s thought has been inspirational for understanding colonial biopolitics as well as governmental rationalities concerned with development, his works have too often failed to inspire studies of political subjectivity. Instead, they have been used to stoke the myth of the inevitability of the decline of collective political subjects, often describing an increasingly limited horizon of political possibilities, and provoking a disenchantment with the political itself in postcolonial works and studies. Working against the grain of current Foucauldian scholarship, this book underlines the importance of Foucault’s work for the capacity to recognize how this degraded view of political subjectivity came about, particularly within the framework of the discourses and politics of ‘development’, and with particular attention to the predicaments of postcolonial peoples. It explores how we can use Foucault’s ideas to recover the vital capacity to think and act politically at a time when fundamentally human capacities to think, know and to act purposively in the world are being pathologized as expressions of the hubris and ‘underdevelopment’ of postcolonial peoples. Why and how it is that life in postcolonial settings has been depoliticized to such dramatic effect? The immediacy of these themes will be obvious to anyone living in the South of the world. But within the academy they remain heavily under-addressed. In thinking about what it means to read Michel Foucault today, this book tackles some significant questions and problems: Not simply that of how to explain the ways in which postcolonial regimes of governance have achieved the debasements of political subjectivity they have; nor that of how we might better equip them with the means to suborn the life of postcolonial peoples more fully; but that of how such peoples, in their subjection to governance, can and do resist, subvert, escape and defy the imposition of modes of governance which seek to remove their lives of those very capacities for resistance, subve ...
