    Abstract: Corporate tax incentives reduce investment costs for businesses, which may affect investment and location decisions. They apply through different designs and interact with countries’ standard tax systems, often making it difficult for tax policy makers and researchers to compare their generosity and assess their impacts across countries. This paper develops a methodology to calculate forward-looking corporate effective tax rates (ETRs) summarising tax relief from investment tax incentives into comparable indicators. It presents ETR indicators for seven Sub-Saharan African countries. Empirical results show that tax incentives substantially lower corporate taxation across these countries. On average, tax incentives reduce ETRs by 30% in the food and automotive industries compared to the standard tax treatment. ETRs often differ among taxpayers in a same sector and country - by up to 55%. The most generous tax treatment is typically offered within Special Economic Zones, where tax incentives can reduce ETRs to near zero.

Drawing on ethnographic and archival research alongside his own experiences growing up in Luanda, Tomás shows how the city's physical and social boundaries-its skin-constitute porous and shifting interfaces between center and margins, settler and native, slave owner and slave, formal and informal, and the powerful and powerless. He focuses on Luanda's "asphalt frontier"-the (colonial) line between the planned urban center and the ad hoc shantytowns that surround it-and the ways squatters are central to Luanda's historical urban process. In their relationship with the state and their struggle to gain the right to the city, squatters embody the process of negotiating Luanda's divisions and the sociopolitical forces that shape them.     Abstract: This book examines the African revolutionaries who led armed struggles in three Portuguese colonies – Angola, Mozambique, and Guinea-Bissau – and their liaisons in Moscow, Prague, East Berlin, and Sofia. By reconstructing a multidimensional story that focuses on both the impact of the Soviet Union on the end of the Portuguese Empire in Africa and the effect of the anticolonial struggles on the Soviet Union, Natalia Telepneva bridges the gap between the narratives of individual anticolonial movements and those of superpower rivalry in sub-Saharan Africa during the Cold War. Drawing on newly available archival sources from Russia and Eastern Europe and interviews with key participants, Telepneva emphasizes the agency of African liberation leaders who enlisted the superpower into their movements via their relationships with middle-ranking members of the Soviet bureaucracy. These administrators had considerable scope to shape policies in the Portuguese colonies which in turn increased the Soviet commitment to decolonization in the wider region. An innovative reinterpretation of the relationships forged between African revolutionaries and the countries of the Warsaw Pact, this book is a bold addition to debates about policy-making in the Global South during the Cold War.

    Abstract: While there have been studies of women's roles in African societies and of Atlantic history, the role of women in West and West Central Africa during the period of the Atlantic slave trade and its abolition remains relatively unexamined. This book brings together scholars from Africa, North and South America and Europe to show, for the first time, the ways in which African women participated in economic, social and political spaces in Atlantic coast societies. Focusing on diversity and change, and going beyond the study of wealthy merchant women, the contributors examine the role of petty traders and enslaved women in communities from Sierra Leone to Benguela. They analyse how women in Africa used the opportunities offered by relationships with European men, Christianity and Atlantic commerce to negotiate their social and economic positions; consider the limitations which early colonialism sought to impose on women and the strategies they employed to overcome them; the factors which fostered or restricted women's mobility, both spatially and socially; and women's economic power and its curtailment.

    Abstract: Working the System offers key insights into the politics of the everyday in twenty-first-century dominant party and neo-authoritarian regimes in Africa and elsewhere. Detailing the many ways ordinary Angolans fashion their relationships with the system - an emic notion of their current political and socioeconomic environment - Jon Schubert explores what it means and how it feels to be part of the contemporary Angolan polity. He finds that for many ordinary Angolans, the benefits of the post-conflict "New Angola," flush with oil wealth and in the midst of a construction boom, are few. The majority of the inhabitants of the capital, Luanda, struggle to make ends meet and live on under $ 2.00 per day. The "New Angola" as promoted by the ruling MPLA, Schubert contends, is an essentially urban, upwardly mobile, and aspirational project, premised on the acceptance of the regime's political and economic dominance by its citizens. In the first ethnography of Angola to be published since the end of that country?s twenty-seven years of intermittent violent internal conflict in 2002, Schubert traces how Angolans may question and resist the system within an atmosphere of apparent compliance.     Abstract: "In 1885, Germany and Portugal became neighbours in Africa. The newly founded colony of German Southwest Africa prevented the southwards expansion of the ancient colony of Angola. The border along the Cunene and Kavango Rivers remained under dispute. After the outbreak of World War I in Europe, Portugal's neutrality was questioned in German Southwest Africa (GSWA), and when a group of German officials waiting near the border of Angola for food transports were shot in the Angolan fortress Naulila, a state of war between both colonies seemed inevitable. German troops launched several military reprisals against fortresses in southern Angola, most significantly against Naulila in December 1914. After their victory at Naulila, the Germans retreated to GSWA. However, African powers, most notably Kwanyama forces led by King Mandume, used the weakness of the defeated Portuguese army to expel the colonial troops from southern Angola. In 1915, a counter-offensive was launched with troops from Portugal that ended with the complete occupation of Kwanyama territories. After the war, a Luso-German arbitration procedure according to the Treaty of Versailles (1919) assessed the damages in Angola and Germany's responsibility to pay reparations. The arbitration award of 1928 that established Germany's responsibility for the violation of international law when attacking Naulila became a landmark case. It still holds relevance for modern international law. The final part of this book analyses the memorial culture that developed in Angola, Namibia, Germany and Portugal around the war in 1914/15"--

    Abstract: At the height of the Cold War, Soviet ideologues, policymakers, diplomats, and military officers perceived the countries of Africa, Asia, and Latin America as the future reserve of socialism, holding the key to victory over Western forces. The zero-sum nature of East-West global competition induced the United States to try to thwart Soviet ambitions. The result was predictable: the two superpowers engaged in proxy struggles against each other in faraway, little-understood lands, often ending up entangled in protracted and highly destructive local fights that did little to serve their own agendas. Using a wealth of recently declassified sources, this book tells the complex story of Soviet involvement in the Horn of Africa, a narrowly defined geographic entity torn by the rivalry of two large countries (Ethiopia and Somalia), from the beginning of the Cold War until the demise of the Soviet Union. At different points in the twentieth century, this region-arguably one of the poorest in the world-attracted broad international interest and large quantities of advanced weaponry, making it a Cold War flashpoint. The external actors ultimately failed to achieve what they wanted from the local conflicts-a lesson relevant for U.S. policymakers today as they ponder whether to use force abroad in the wake of the unhappy experiences in Iraq and Afghanistan.

    Abstract: This book investigates China’s emergence as an outside player in SSA over the last several decades and the current understanding of the impact of Beijing’s growing presence on the continent, including several case studies focused on specific SSA countries. China’s accelerating economic and political engagement with sub-Saharan Africa (SSA) has gained growing attention in political and academic circles as a topic of both praise and derision. China has become the standard bearer of rising powers emerging from the developing world, and has begun to make inroads in its effort to secure strategic natural resources in a region traditionally dominated by the status quo powers of the West. Publications concerning Sino-African relations have increased rapidly over the last decade. Instead of asking whether or not China’s role in SSA is a positive for the continent’s political, economic and social development, this book focuses on often overlooked African publics and how they perceive China’s engagement. Moreover, instead of constructing a uniform “China meets Africa” narrative, this work examines China’s presence in sub-Saharan Africa on a country-by-country basis, accounting for the intensity of Chinese engagement, the country’s domestic political institutions, and the way in which political entrepreneurs within these systems choose to utilize Chinese involvement as an instrument of political mobilization. It will be of interest to scholars and policy-makers concerned with Africa and China's development and international relations

    Abstract: Such threats as environmental change, food insecurity, and generalized violence force massive numbers of people to flee states that are unable or unwilling to ensure their basic rights, as do conditions in failed and fragile states that make possible human rights deprivations. Because these reasons do not meet the legal understanding of persecution, the victims of these circumstances are not usually recognized as "refugees," preventing current institutions from ensuring their protection. In this book, Alexander Betts develops the concept of "survival migration" to highlight the crisis in which these people find themselves.

    Abstract: Contemporary Africa is undergoing a period of unprecedented urban expansion, which is throwing up new challenges in the provision of essential services and contentious questions about ownership of urban spaces. This volume explores the interconnections between these processes, whilst avoiding the tendency to forget that cities are also embedded in deeper historical processes that are integral to the framing of entitlements.     Abstract: At the request of the Angolan government in 2005, the IEA conducted a survey of the Angolan energy sector and energy policies. This resulting report on Angola focuses on areas for priority action and hones in on energy subsectors likely to play the largest role in meeting domestic demand for modern energy services: notably electricity and oil products. As biomass currently plays an immense role in meeting the bulk of the energy needs of Angolan households, this sub-sector is also featured, with emphasis on improving the sustainability of this renewable energy source. This study offers a realistic update on Angola’s present day energy situation and identifies the main priorities which could form the basis of an effective overall energy strategy. It also provides lessons that could be applicable in many other developing countries.

    Abstract: This article addresses the political, social and broader economic context of public finance reforms in Angola, drawing upon historical perspectives of economic development in Africa and the country’s own experience. Als Testfall hat Tobias Debiel den wohl am meisten von Krieg und Elend gezeichneten Kontinent gewählt: Afrika. Sein Fazit ist ernüchernd: nur in Ausnahmefällen ist es gelungen, dauerhaften Frieden zu schaffen. Doch es gibt sinnvolle Reformansätze zur Effektivierung der UN-Friedensoperationen. Ob sie tatsächlich beherzigt werden, untersucht der Autor abschließend in einem Ausblick auf aktuelle Konflikte.

    Abstract: Chosen by The Humanitarian Times as one of the Top Ten Titles on Humanitarian Issues of 1998. At the start of the 1990s, there was great optimism that the end of the Cold War might also mean the end of the "refugee cycle" - both a breaking of the cycle of violence, persecution and flight, and the completion of the cycle for those able to return to their homes. The 1990s, it was hoped, would become the "decade of repatriation." However, although over nine million refugees were repatriated worldwide between 1991 and 1995, there are reasons to believe that it will not necessarily be a durable solution for refugees. It certainly has become clear that "the end of the refugee cycle" has been much more complex, and ultimately more elusive, than expected. The changing constructions and realities of refugee repatriation provide the backdrop for this book which presents new empirical research on examples of refugee repatriation and reconstruction. Apart from providing up-to-date material, it also fills a more fundamental gap in the literature which has tended to be based on pedagogical reasoning rather than actual field research. Adopting a global perspective, this volume draws together conclusions from highly varied experiences of refugee repatriation and defines repatriation and reconstruction as part of a wider and interrelated refugee cycle of displacement, exile and return. The contributions come from authors with a wealth of relevant practical and academic experience, spanning the continents of Africa, Asia, Central America, and Europe. Richard Black is Lecturer in Human Geography at the School of African and Asian Studies, University of Sussex, where he moved in 1995 from King`s College, London. Khalid Koser is Research Fellow in the School of African and Asian Studies, University of Sussex and was previously Research Fellow in the Migration Research Unit at University College, London.
