    Abstract: Studies of gender and education have been at the forefront of much ethnographic research for several decades, but the interest in sexualities and education is more recent. Indeed, to study sexualities and schooling is, almost in itself, a challenge to many common assumptions about children and what it is 'to be a child'. Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as "unreformable

    Abstract: Bruce McComiskey is a strong advocate of social approaches to teaching writing. However, he opposes composition teaching that relies on cultural theory for content, because it too often prejudges the ethical character of institutions and reverts unnecessarily to product-centered practices in the classroom. He opposes what he calls the "read-this-essay-and-do-what-the-author-did method of writing instruction: read Roland Barthes's essay 'Toys' and write a similar essay; read John Fiske's essay on TV and critique a show." McComiskey argues for teaching writing as situated in discourse itself, in the constant flow of texts produced within social relationships and institutions.     Abstract: Analysis of past developments in teacher education in Pakistan has shown that substantial progress has been made in this field. It has, however, been pointed out that education of science teachers still needs much improvement. At the present, there is an emergent need to meet the shortage of qualified science teachers and at the same time to bring qualitative improvements in the courses offered in teacher education institutions. First, we recommend that the 1-year duration of teacher preparation is grossly inadequate for all teaching courses, and should be lengthened, and the qualifications for entrance be increased. We believe that teaching must be made a graduate profession. For example, the basic qualification of primary school teachers for admission to teacher education institution should be increased. We recommend that PTC should be made a 12 + 2 year program. Similarly, CT, 12 + 3; B. Ed. , 14 + 2; B. S. Ed. , 12 + 4; M. A. Ed. , 14 + 3; and M. Ed. one year after B. Ed. or B. S. Ed. Secondly, we think the quality of instruction in teacher preparation programs should be improved. Most teachers in the teacher preparation institutions use the lecture method most of the time. Prospective teachers behave like passive listeners to their teachers. They do not participate in the teaching/ learning process. Some instructors even dictate their notes to the preservice teachers. When the teachers join schools, they behave the same way.

    Abstract: Models and modelling play a central role in the nature of science, in its conduct, in the accreditation and dissemination of its outcomes, as well as forming a bridge to technology. They therefore have an important place in both the formal and informal science education provision made for people of all ages. This book is a product of five years collaborative work by eighteen researchers from four countries. It addresses four key issues: the roles of models in science and their implications for science education; the place of models in curricula for major science subjects; the ways that models can be presented to, are learned about, and can be produced by, individuals; the implications of all these for research and for science teacher education. The work draws on insights from the history and philosophy of science, cognitive psychology, sociology, linguistics, and classroom research, to establish what may be done and what is done.     Abstract: In the US, the university administration runs its own office of “insti- tional research” in order to base its decisions on systematic information. Furthermore, higher education research can rely on a relatively stable academic basis if study programmes on higher education exist. Again, this is most frequently the case in the United States. Finally, governments and other macro-societal actors sometimes have their own offices or institutes of policy research and prepare the policies of the actors they report to. In addition, research on higher education can be institutionalized in a - riety of ways. Often, research institutes on higher education are quite visible. They were established as specialized research units within or outside insti- tions of higher education; but no common institutional basis can be observed for this type of institution across the countries. Third, the major themes of research on higher education also differ - tween countries. It has frequently been said that in European countries it was more prone to analyse macro-societal issues of higher education, whereas in the US it tended to study the inner life of higher education institutions, s- dents, and the teaching and learning processes.

    Abstract: Dyslexia is a specific learning difficulty that hinders the learning of literacy skills. This problem with managing verbal codes in memory is neurologically based and tends to run in families. Other symbolic systems, such as mathematics and musical notation, can also be affected. Dyslexia can occur at any level of intellectual ability. It can accompany, but is not a result of, lack of motivation, emotional disturbance, sensory impairment or meagre opportunities. The effects of dyslexia can be alleviated by skilled specialist teaching and committed learning. Moreover many dyslexic people have visual and spatial abilities which enable them to be successful in a wide range of careers. The appearance of this book . is to be welcomed. It represents a full statement of the best practice to be found in the many kinds of intervention that are conducted with dyslexic students. It addresses some fundamental questions that are seldom asked and much of what the skilled teacher knows and does is set down here in print for the first time. From the Preface: `Collectively, the chapters provide a synthesis of current practice focusing on how to assess and treat the symptoms of dyslexia, guided by a proper understanding of the cognitive and linguistic weaknesses that underpin the condition. The book makes clear that the backbone of intervention for dyslexia is a highly structured multisensory approach that teaches reading and spelling skills at the appropriate rate. However, it is also explicit in pointing out that such a programme must be delivered with due attention to individual differences in the other cognitive skills that contribute to literacy development, and take account of the learner's style, interests and not least their confidence and self-esteem. This book provides an important resource for teachers who wish to become competent in the skills required for the assessment, teaching, supporting and counselling of dyslexic people in a variety of settings.     Abstract: How did the transition from compulsory education to work change during the 1990s and which types of transition policies worked best? The experiences of 14 OECD countries are examined in this volume to address these two key questions, for as requirements for knowledge and qualifications and skills rise and populations age, few countries can afford to have their young people enter the labour force unequipped for longer term participation in changing career patterns. Taking a broader view of transition outcomes than many previous comparative studies, this study reveals the complex and many-faceted national institutional arrangements that can result in successful transitions to working life. It argues not for single solutions or models, such as the adoption of apprenticeship, but for coherent national policy packages that draw from a limited number of key success ingredients: a healthy economy and labour market, well organised pathways from initial education to work and further study, opportunities to combine study and workplace experience, safety nets for those at risk, effective information and guidance systems, and policy processes involving both governments and other stakeholders. It also looks at the ways that countries are trying to lay solid foundations for lifelong learning during the transition phase through changes to educational pathways and institutions and through adopting more learner-centred approaches to teaching and learning.

What can be done to keep lifelong learning from becoming prohibitively expensive, and to ensure that there are strong and transparent incentives to invest in it ? This book looks at recent experience of selected OECD countries as they have articulated their goals and strategies for lifelong learning. It examines policies and practices that influence the rates of return to lifelong learning, and mechanisms that are being put in place to channel financial resources to lifelong learning. It identifies resource issues that need to be addressed if lifelong learning is to be an affordable and workable guide to public policy.

Romania has made progress in all these areas since reform began in 1990. Still, the real impetus for change is more recent and can be dated to the publication of The Reform of Education Now by the Ministry of National Education in 1997. The Ministry’s challenge has been to promote and support changes that meet the needs of the new economy and society as well as the interests of all young people and adults, in the face of a shortage of financial and human resources. The book first gives a brief history of education in Romania and describes the development of education in the country since the political changes. It then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges faced by officials, communities, enterprises, educators, parents and students under very dynamic and uncertain conditions. It concludes with a set of key recommendations on education goals and the transition; learning effectiveness, outcomes and the curriculum; management and governance for flexibility, responsiveness and change; and resources and financing. This review will be very useful to both Romanian professionals and their international counterparts.

    Abstract: La réforme de l’enseignement, de la formation et des ressources humaines fait partie intégrante de la transition vers une société démocratique et une économie de marché. La Roumanie a progressé dans tous ces domaines depuis le début de la réforme en 1990. Pourtant, le véritable élan de changement est plus récent puisqu'il date de la publication de La Réforme de l’éducation aujourd'hui par le ministère de l’Éducation nationale en 1997. Ce dernier s'est alors attelé à relever un défi : promouvoir et financer les changements satisfaisant les exigences d'une économie et d'une société nouvelles ainsi que les intérêts des jeunes et des adultes, et ce dans un contexte de pénurie en ressources financières et humaines. Ce livre fournit tout d'abord un bref historique de l’enseignement en Roumanie et décrit son évolution depuis les changements politiques. Il présente ensuite une analyse du système éducatif dans son ensemble tout en identifiant les directions majeures qu’il conviendrait de prendre pour renforcer les réformes à la lumière des défis auxquels doivent faire face les pouvoirs publics, les communautés, les entreprises, les éducateurs, les parents et les étudiants dans une période de rapides mutations et d'incertitude. Il conclut enfin sur une série de recommandations concernant les objectifs éducatifs et la transition ; l'efficacité de l’apprentissage, les résultats et les programmes d’études ; une gestion et une gouvernance gages de flexibilité et d'une meilleure capacité à réagir et évoluer ; ainsi que les ressources et le financement.     Abstract: The rights of students with disabilities to be educated in their local mainstream school is becoming more and more accepted in most countries, and many reforms are being put in place to achieve this goal. Further, there is no reason to segregate disabled students in public education systems; instead, education systems need to be reconsidered to meet the needs of all students. Based on in-depth analysis of inclusive practice in eight countries, this book addresses the issues that arise for such practices to be successful. The most detailed international comparative study ever carried out, this book shows that all students, whatever the type and extent of their disability, can be successfully included in mainstream schools, as long as certain safeguards are ensured. Nine areas emerge as being of crucial importance: funding models, systems of public accountability for schools, pupil assessment, curriculum development, adult-to-student ratios, the role of classroom assistants, the functioning of support services, the training of teachers and other professionals and community and parental involvement. The country case studies are complemented by comprehensive annexes describing how teachers can be most efficiently prepared for special education, and developing a procedure for cost-effectiveness analysis of special education.

    Abstract: This book provides a full account of a totally new approach to making international comparisons in the field of special needs education. It makes comparisons of students with disabilities, learning or behaviour difficulties and disadvantages on the basis of the additional resources made available to them to access the curriculum, which in some countries covers some 35% of school-age students. To improve the quality of the comparisons made countries re-classified their own classification schemes and data into a new tri-partite cross-national classification system:-Category A covers those students whose disabilities have clear biological causes.-Category B covers those students who are experiencing learning and behaviour difficulties for no particular reason. -Category C covers those students who have difficulties arising from disadvantages.Among the many analyses provided, the book highlights the numbers of students involved, where they are educated (special schools, special classes and regular schools), and a breakdown by gender. Governments urgently need better knowledge bases for determining educational policy and practice in an increasingly interconnected world. The rate, quality and success in knowledge creation, mediation and application are relatively low in the education sector compared with other sectors. Unlike sectors such as medicine and engineering, education has not yet seen continuous and clear improvements due to technical and organisational advances. The book makes a strong plea for strengthening the knowledge management at every level of the education system.

    Abstract: Literacy in the Information Age, the final report from the International Adult Literacy Survey, presents evidence on the nature and magnitude of the literacy gaps faced by OECD countries. It offers new insights into the factors that influence the development of adult skills in various settings - at home, at work and across the 20 countries for which comparable household assessment results are included. Findings point to large differences in the average level and population distribution of literacy skills both within and between countries. Low literacy skills are evident among all adult groups in significant - albeit varying - proportions. Literacy proficiency varies considerably according to home background factors and educational attainment in most of the countries surveyed. However, the relationship between literacy skills and educational attainment is complex. Many adults have managed to attain high levels of literacy proficiency despite a low level of education; conversely, some have low literacy skills despite a high level of education. These differences matter both economically and socially: literacy affects, inter alia, labour quality and flexibility, employment, training opportunities, income from work and wider participation in civic society. Improving the literacy skills of the population remains a large challenge for policy makers. The results suggest that high-quality foundation learning in schools is important but insufficient as a sole means to that end. Policies directed at the workplace and family settings are also needed. The employers’ role in promoting and rewarding literacy skills is particularly important for skills development.

    Abstract: January 2000 - Wealth gaps in educational outcomes are large in many developing countries. And gender gaps, though absent in many societies, are large in some, particularly in South Asia and North, Western, and Central Africa. In some countries with a female disadvantage, household wealth interacts with gender to create an especially large gender gap among the poor. Using internationally comparable household data sets (Demographic and Health Surveys), Filmer investigates how gender and wealth interact to generate within-country inequalities in educational enrollment and attainment. He carries out multivariate analysis to assess the partial relationship between educational outcomes and gender, wealth, household characteristics (including level of education of adults in the household), and community characteristics (including the presence of schools in the community). He finds that: · Women are at a great educational disadvantage in countries in South Asia and North, Western, and Central Africa. · Gender gaps are large in a subset of countries, but wealth gaps are large in almost all of the countries studied. Moreover, in some countries where there is a heavy female disadvantage in enrollment (Egypt, India, Morocco, Niger, and Pakistan), wealth interacts with gender to exacerbate the gap in educational outcomes. In India, for example, where there is a 2.5 percentage point difference between male and female enrollment for children from the richest households, the difference is 34 percentage points for children from the poorest households. · The education level of adults in the household has a significant impact on the enrollment of children in all the countries studied, even after controlling for wealth. The effect of the education level of adult females is larger than that of the education level of adult males in some, but not all, of the countries studied. · The presence of a primary and a secondary school in the community has a significant relationship with enrollment in some countries only (notably in Western and Central Africa). The relationship appears not to systematically differ by children's gender.     Abstract: Across the OECD, attention is focusing increasingly on what has been dubbed the "digital divide" - a term that refers to the gaps in access to information and communication technology (ICT). The stakes are high, as ICT is now integral to the social fabric and is the catalyst for "new economies" to emerge. Exclusion threatens the ICT "have-nots", whether individuals, groups or entire countries. Political awareness of the stakes at issue grows sharply, as indicated by the prominence of the digital divide in G-8 discussions. Education and learning lie at the heart of these issues and their solutions. They are the lifeblood of our 21st century knowledge societies, and ICT is critical to them. The gaps that define the "learning digital divide" are thus as important as the more obvious gaps in access to the technology itself. Learning is central in the still more fundamental sense that the machines and equipment are useless without the competence to exploit them. Nurturing this competence is in part the job of schools and colleges, in part dependent on the learning that takes place throughout life in homes, communities, and workplaces. This volume meets an important need in the contemporary international literature on education policy, lifelong learning, and economic and social development. It presents analysis of the "learning digital divide" in different countries - developed and developing - and the policies and specific innovations designed to bridge it. The evidence shows that ICT can be the solution to inequalities rather than their cause - digital diversity and opportunity rather than digital divide.

L’ouvrage présente les résultats comparatifs des 20 pays dans lesquels a été menée l’évaluation et apporte un éclairage nouveau sur les facteurs déterminant le développement des compétences des adultes dans les contextes familial et professionnel.Ces résultats font apparaître d’importantes différences dans les niveaux moyens de littératie et dans leur distribution sociale, aussi bien à l’intérieur d’un même pays qu’entre des pays différents. Les faibles compétences ne sont pas caractéristiques des seuls groupes marginaux ; elles se retrouvent dans des proportions significatives, bien que variables, dans tous les groupes d’adultes. Dans la plupart des pays examinés, le niveau de littératie varie considérablement en fonction de l’environnement familial et du niveau d’études. Cependant, la relation entre littératie et niveau d’études est complexe : beaucoup d’adultes ont réussi à atteindre un bon niveau de littératie malgré un faible niveau d’études, tandis que d’autres ont un faible niveau de littératie malgré un niveau d’études élevé.Ces différences ont des incidences aussi bien économiques que sociales. La littératie est déterminante, entre autres, pour la qualité et la flexibilité du travail, pour l’emploi, les opportunités de formation, la rémunération du travail et la participation élargie à la société civique. La nécessité de relever le niveau de littératie de la population demeure un défi important pour les décideurs politiques. Les résultats tendent à démontrer qu’un enseignement scolaire de qualité est important mais insuffisant à lui seul pour atteindre cet objectif.     Abstract: L'exclusion sociale est un des grands problèmes qui se posent en cette veille de XXIe siècle. Si le niveau de richesse des pays de l'OCDE tend généralement à s'accroître, nombreux sont ceux qui n'en bénéficient pas. Et les perspectives sont pour certains de plus en plus sombres. La formation -- qu'elle se situe dans un cadre institutionnel, dans divers contextes communautaires, ou dans l'entreprise -- représente l'un des principaux moyens de lutte contre l'exclusion. Alors que l'impact de la scolarité sur les jeunes est bien connu, les relations qui existent entre l'exclusion et la formation des adultes sont moins bien étudiées. Cet ouvrage s'efforce de combler cette lacune en décrivant 19 expériences innovantes qui ont porté leurs fruits dans six pays : la Belgique (communauté flamande), le Mexique, la Norvège, les Pays-Bas, le Portugal et le Royaume-Uni (Angleterre). Dans quelle mesure ces expériences répondent-elles aux besoins de formation des adultes menacés par l'exclusion ? Comment sont-elles organisées et en quoi sont-elles novatrices ? L'étude cherche à répondre essentiellement à ces deux questions, en prenant en compte non seulement le point de vue des organisateurs, des administrateurs et des observateurs de ces expériences, mais aussi celui des adultes concernés.

    Abstract: Pour fonctionner et prospérer dans la société du savoir, entreprises privées et organismes publics doivent désormais s’acquitter d’une mission nouvelle et fondamentale : la gestion du savoir. Produire davantage, utiliser et partager les connaissances à l’échelle nationale et mondiale, tels sont les impératifs de ces entreprises et organismes. Il est cependant urgent d’analyser l’économie du savoir aux niveaux micro- et macro-économiques afin de comprendre ses caractéristiques et sa dynamique et de repérer les orientations à prendre. Car on ignore comment les secteurs et les organisations pourraient utiliser le savoir plus efficacement ou comment les organisations pourraient être évaluées en tant qu’organisations apprenantes. Cet ouvrage est le fruit d’un projet ambitieux : on a tenté de mieux comprendre les mécanismes de cognition et d’apprentissage au niveau sectoriel. Les processus de production, de diffusion et d’utilisation du savoir y sont analysés et comparés dans un certain nombre de domaines: ingénierie, technologies de l’information et des communications, santé et éducation. Les gouvernements doivent disposer de meilleures bases de connaissances pour mettre au point des politiques et pratiques éducatives adéquates dans un monde de plus en plus interdépendant. Par rapport à d’autres secteurs, celui de l’éducation affiche des résultats assez faibles du point de vue de la rapidité, de la qualité et de l’efficacité de la création de connaissances, de leur transfert et de leur mise en pratique. Contrairement à la médecine ou à l’ingénierie, l’éducation n’a pas connu de progrès techniques et organisationnels sensibles. Cet ouvrage est un plaidoyer vigoureux en faveur d’un renforcement de la gestion du savoir à tous les niveaux du système éducatif.

L’étude ne prône pas une solution unique, telle que l’apprentissage ; elle préconise plutôt des politiques nationales cohérentes, fondées sur un nombre limité d’ingrédients efficaces : une économie et un marché du travail sains, des passerelles fonctionnelles entre l’éducation initiale, le monde du travail et la formation continue, des opportunités de combiner formation et expérience professionnelle, des filets de sécurité pour les personnes à risques, des systèmes d’information et de conseil performants, et des politiques impliquant aussi bien les gouvernements que les autres partenaires. La catégorie B comprend les élèves ayant des difficultés d'apprentissage et de comportement qui ne sont imputables à aucune cause particulière. La catégorie C comprend les élèves défavorisés, dont les difficultés résultent d'inégalités sociales. A travers les multiples analyses qu'il contient, cet ouvrage s’intéresse notamment au nombre d'élèves ayant des besoins éducatifs particuliers et aux lieux dans lesquels ils sont scolarisés (établissements spéciaux, classes spéciales ou écoles ordinaires), et présente une ventilation par sexe. Des données ont été fournies par les 23 pays suivants : Allemagne, Autriche, Belgique (Communauté flamande), Canada (Nouveau-Brunswick), Corée, Danemark, Espagne, États-Unis, Finlande, France, Grèce, Hongrie, Irlande, Italie, Mexique, Nouvelle-Zélande, Pays-Bas, Portugal, République tchèque, Royaume-Uni, Suède, Suisse et Turquie.
