How does a college professor, on a daily basis, help students feel the value of liberal education and get the most from that education? We answer this question, as professors, each day in the classroom. John William Miller, a philosophy professor at Williams College from 1924-1960 and someone noted for his exceptional teaching, developed one form that this lived defense can take. Though Miller published very little while he was alive, the archives at Williams College hold unpublished notes and essays of this master teacher. In this book, Jeff Frank offers an extended commentary on one of these unpublished essays where Miller develops his thinking on liberal education. Frank develops the idea that presence is central to liberal education and offers suggestions for how professors can become an educative presence for students.The goal of this book is an invitation to other professors who value liberal education to think with Miller about how to develop their own lived defense of liberal education, each day, in their own classrooms. The tone of the book is meant to be invitational, at times even conversational, and the book concludes with some direct suggestions for how professors can live their own defense of liberal education

    Abstract: Why should gifted pupils be promoted? The answer is important for all kind of schools, also for vocational ones. Only after considering this question, it makes sense to ask, how the promotion should look like. This book focuses on justifications for the promotion of gifted students. First, by comparing different ethical perspectives on the matter and second, by exploring moral reasons of teachers, why or why not they promote gifted students. The research hereby focusses on vocational schools. Based on the findings there are given pedagogical recommendations for the promotion of gifted students in vocational schools, whereupon an inclusive perspective is highlighted.; Die Frage nach einer Begründung von Begabtenförderung stellt eine ernst zu nehmende Frage des Bildungswesens – auch des berufsbildenden – dar. Denn erst wenn die Frage nach einem ‚Warum‘ der Begabtenförderung geklärt ist, sind Fragen nach dem ‚Wie‘ zu stellen. Aus diesem Grund nimmt dieses Buch die Begründungen in Bezug auf Begabtenförderung dezidiert in den Blick: Einerseits, indem ethische Perspektiven dazu verglichen und in Bezug gesetzt werden, und andererseits, indem die berufsmoralischen Begründungen für und wider die Begabtenförderung von Lehrkräften im berufsbildenden kaufmännischen Schulwesen beleuchtet werden.     Abstract: Globalization has not only changed our society, it has also had a profound effect on education. Many schools deal with student populations that due to migration have become increasingly multilingual. Politically, few would argue against the importance of multilingualism; rather, it is promoted to the fullest. However, in practical terms the challenges associated with teaching and educational policies have increased manifold as a result of the linguistic diversity among student bodies. Reading is certainly regarded as a key learning skill, however, the question arises as to how the students' life-world multilingualism is taken into consideration. Furthermore, being considered part of teachers' professional competence, teachers' mental processes and perceptions (beliefs) have been the focus in several different academic fields. Previous research suggests that there are significant links between teachers' beliefs and practices. This thesis explores the aforementioned aspects in greater detail, with the overall aim to gain a deeper understanding of teachers' beliefs and strategies when teaching reading in multilingual settings. Using a cross-disciplinary, qualitative research approach, the empirical inquiry is based on case studies within different, linguistically diverse settings. The case studies include classroom observations as well as teacher interviews in German, Swedish and Chilean grade 4 classrooms

    Abstract: A dominante modalidade de relações de produção, dos homens com a natureza, e entre eles próprios, se não estão esgotadas, encontram-se no limite intransponível do seu potencial. Forças de desenvolvimento social outrora, essas relações converteram-se em sua antítese, em problema social imenso que reclama sua superação histórica. Como os donos do poder se encontram inexoravelmente comprometidos com a ordem social, a empreitada cabe às classes trabalhadoras, que contam com uma teleologia secular de revolução social. Um fragmento dessa teleologia, protosocialista, foi com o que se deparou Laís Lima em seu estudo histórico-empírico realizado na Escola Milton Santos, em Maringá, PR. A pesquisadora constatou que nela se pratica uma pedagogia contraposta às antinomias supra referidas, e que suas principais ferramentas são o ensino da agroecologia e a gestão democrática. A agroecologia promove uma relação não agressiva da sociedade com a natureza, assim como o entendimento de que sua prática é incompatível com as relações de trabalho dominantes. Esse é um dos motivos pelo qual o seu incremento é indissociável do estabelecimento de novas relações de produção pedagógicas. Estas se expressam na gestão democrática da escola, cujo parentesco, no entanto, não é a democracia liberal, mas a democracia proletária aflorada na Comuna de Paris. O ótimo trabalho de Lima nos conduz com segurança pelos meandros dessa prática escolar, o que facilita a consulta dos leitores, dentre os quais, o movimento popular (MOP) é virtualmente o mais interessado. Isto porque, o fenômeno examinado é uma sugestiva exemplificação de como pode ser encaminhado, mutatis mutandis, o tão necessário reencontro do MOP com o clássico objetivo de reapropriação do trabalho pelos trabalhadores, o qual, no antropoceno, não pode prescindir da luta pela agroecologia

Die unreflektierte Absolvierung von Unterrichtspraktika birgt nämlich die Gefahr eines "Praxisschocks". Um dem vorzubeugen, ist es förderlich, praktische Studienanteile in ihrer Komplexität sukzessive zu steigern. Es wird davon ausgegangen, dass Lehr-Lern-Labore (LLL) diesen Anforderungen genügen.In der vorliegenden Arbeit wurde die professionalisierende Wirkung dieses Veranstaltungskonzepts am Beispiel des LLL "Schwimmen, Schweben, Sinken" multimethodisch untersucht. Dabei wurden Gruppendiskussionen und Interviews, eine hoch inferente Fremdeinschätzungserhebung sowie eine Prä-Post-Fragebogenstudie mit Studierenden der Bachelorstudiengänge Lehramt Physik sowie Grundschulpädagogik (Sachunterricht) an der Freien Universität Berlin durchgeführt. Die Ergebnisse zeigen, dass Lehr-Lern-Labor-Veranstaltungen einen wichtigen Beitrag zur Anbahnung sowie zur Unterstützung der Professionalisierung von Lehrkräften bereits während des Studiums leisten können, ohne dass es zum "Praxisschock" kommt

Es konnte bisher gezeigt werden, dass der Brain Type besser als das Geschlecht vorhersagt, ob ein Mensch ein naturwissenschaftliches Studium beginnt.Ziel der vorliegenden Studie war es, zu überprüfen, ob Zusammenhänge zwischen der Motivation für die Beschäftigung mit Naturphänomenen und dem Brain Type auch im Vorschulbereich vorliegen. Dazu wurden Fragebogendaten und anhand von Videoaufnahmen erfasste Sichtstrukturen, die auf Motivation schließen lassen, miteinander korreliert.Die Ergebnisse zeigten erwartungsgemäß, dass nur Kinder mit einem großen Systematisierer-Anteil in beiden Lernumgebungen motiviert scheinen. Zusammenhänge zwischen dem Geschlecht eines Kindes und der Fokussierung auf die Lernumgebung ließen sich nicht erkennen. Ausgehend von den Ergebnissen lassen sich erste Hinweise für die Gestaltung von geeigneten Lernumgebungen für alle Kinder ableiten

    Abstract: Half a million higher education graduates enter the labour market every year in Mexico. While their labour market outcomes are considerably better on average than those of upper secondary education graduates, some higher education graduates face periods of inactivity and unemployment. Many graduates who find work end up being over-qualified or working in the informal sector. This report finds that the Mexican higher education system needs to be better aligned with the labour market to help students develop the skills employers seek. Students need better support to succeed in their higher education studies and develop labour market relevant skills, which will help facilitate their achievement of good outcomes in the workforce. This calls for a comprehensive whole-of-government approach and the involvement of all higher education stakeholders. The report proposes a set of policy recommendations to address these issues and help Mexican higher education graduates achieve better outcomes in the labour market. The report was developed as part of the OECD Enhancing Higher Education System Performance project and is a companion to the OECD report, The Future of Mexican Higher Education: Promoting Quality and Equity, which focuses on broader issues in higher education, including governance, funding, quality and equity, as well as two key sectors of higher education: teacher education colleges and professional and technical institutions.

This is one of six volumes that present the results of the PISA 2018 survey, the seventh round of the triennial assessment. Volume II, examines gender differences in student performance, and the links between students’ socio-economic status and immigrant background, on the one hand, and student performance and well-being, on the other.

The OECD Teaching and Learning International Survey (TALIS) is the largest international survey asking teachers and school leaders about their working conditions and learning environments, and provides a barometer of the profession every five years. Results from the 2018 cycle explore and examine the various dimensions of teacher and school leader professionalism across education systems.

In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. The review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a holistic framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Abstract: Recent decades have revealed a gap between promises and realities of accountability in education governance, as well as further afield. Despite efforts identifying and analysing cautionary tales of accountability interventions, a systematic approach to support progressive improvements for managing accountability in complex education systems is yet to be widely adopted. This review of the interdisciplinary literature leverages the complexity paradigm to address the extant lack of clarity in theory and practice surrounding accountability. Central to this are recent research efforts that embrace accountability’s foundations as a relational exchange of accounts. The approach enables distancing accountability from misconceptions arising from its patchy track record in practice and the rhetorical usage of the term. The review discusses implications for understanding and managing accountability within contemporary strategic governance. In such an environment, this means rethinking the management of accountability stresses by practitioners as a new normal to be grappled with – and where possible attenuated – rather than the object of tractable solutions, as has been mistakenly conceived in the past.

    Abstract: Local vocational education and training programmes serve as a valuable educational pathway to improve the transition from school to work. Within the VET system, quality apprenticeship programmes can provide employers with a skilled workforce that is more agile in a rapidly evolving global economy while also supporting new employment opportunities for disadvantaged groups. This report focuses on how to better engage employers in apprenticeship and other work-based skills development programmes aligned with growing sectors of the local economy. A key part of this report was the implementation of an employer-based survey, which gathered information from over 300 Australian employers about their skills needs and barriers to apprenticeship participation. The report also provides information on four case studies, including Sydney Metro and STEMship in New South Wales, Collective Education in Tasmania, and the Dream, Believe, Achieve programme in Queensland. The case studies demonstrate how local organisations are building stronger business-education partnerships.

    Abstract: One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners’ involvement in VET by creating a framework for systematic social partners’ involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

    Abstract: This report discusses policies and practices that shape quality and equity in early childhood education and care. It examines how the work environment, including the educational background of staff, and the policies that shape teaching approaches affect the quality of the education provided to our youngest learners. The book concludes with an overview of current thinking about how young children use, and are affected by, information and communication technologies (ICT). Linking the way children interact with ICT inside of school to the way they already use it outside of school could be the key to unlocking technology’s potential for learning. Children learn at a faster rate during the first five years of their life than at any other time, developing cognitive, and social and emotional skills that are fundamental to their future achievements and well-being throughout childhood and as adults. Despite compelling evidence that high quality early childhood education and care programmes can make a crucial difference to children’s progress through school and success in adult life, large differences in access to and the quality of these programmes persist within and across countries.

    Abstract: How can assessment and evaluation policies work together more effectively to improve student outcomes in primary and secondary schools? The country reports in this series provide, from an international perspective, an independent analysis of major issues facing evaluation and assessment policy to identify improvements that can be made to enhance the quality, equity and efficiency of school education. Turkey’s education system stands out internationally as a success story. In recent decades, participation has been vastly expanded, becoming universal at lower levels of schooling and outperforming other middle-income countries in upper secondary education. However, the education system is also marked by disparities, with only around half of 15-year olds acquiring the essential competencies they need for life and work. This review, developed in co operation with UNICEF, suggests how student assessment can be used more effectively to better support all students to do well. It provides recommendations for enhancing teachers’ classroom assessments, assessing a broader range of skills through national examinations and using the new national assessment to support improvements in learning and teachers’ assessment practice.

    Abstract: Norway is committed to a high quality and equitable education system, as demonstrated by its high level of public expenditure on education and the dynamic policy activity targeting education quality. Despite progress made in enhancing average student performance in recent years, there still are significant differences between schools in municipalities and between municipalities and regions. In response, Norway has started to implement the new competence development model that sets out to develop teacher professionalism with in-service professional development. With this new policy, the Government of Norway aims to provide municipalities and schools with greater freedom of action and empower them to carry out systematic school improvements at the local level. This decentralised approach would respond to local context and the diversity of needs between Norwegian schools. This report aims to support Norway in this effort, analysing the features of the new model, the engagement of the different stakeholders and the policy context for its introduction. Building on the OECD implementation framework, the report proposes concrete actions to adapt the implementation strategy for impact. The report will be valuable not only for Norway, but also to the many countries that are looking to promote school-based professional development and bridge the gap between policy design and effective implementation.

    Abstract: Computer-based administration of large-scale assessments makes it possible to collect a rich set of information on test takers, through analysis of the log files recording interactions between the computer interface and the server. This report examines timing and engagement indicators from the Survey of Adult Skills, a product of the Programme for the International Assessment of Adult Competencies (PIAAC), both of which indicate large differences across countries and socio-demographic groups, in the amount of time spent by respondents and their levels of disengagement, which reduce the probability of giving a correct answer and consequently reduces measured performance. Such insights can help policy makers, researchers and educators to better understand respondents’ cognitive strategies and the underlying causes of low and high performance. This, in turn, can help improve the design of assessments and lead to more effective training and learning programmes.

    Abstract: This report presents the conceptual foundations of the OECD Programme for International Student Assessment (PISA), now in its seventh cycle of comprehensive and rigorous international surveys of student knowledge, skills and well-being. Like previous cycles, the 2018 assessment covered reading, mathematics and science, with the major focus this cycle on reading literacy, plus an evaluation of students’ global competence – their ability to understand and appreciate the perspectives and world views of others. Financial literacy was also offered as an optional assessment. The framework also includes the questionnaires distributed to students and school principals used to elicit information about student backgrounds and the school learning environment, as well as some questionnaires distributed to parents and teachers to assess factors associated with student outcomes. Students in some countries also completed further questionnaires on their educational trajectory, familiarity with information and communications technology, and well-being.

Second, the social protection system needs to overcome its fragmentation and become more effective in delivering the right services and risk management tools to citizens according to their needs. In particular, the pension system requires reforms to increase its coverage and become more equitable and more sustainable. Third, the quality and the inclusiveness of its education and training system need to be strengthened to generate the skills the economy needs, and provide opportunities to all. Based on the analysis and recommendations undertaken in Volumes 1 and 2 of this Multi-dimensional country review, this report identifies key areas for action and presents targeted action plans to kick-start reform. The report also provides a dashboard of monitoring indicators to support the reform agenda in the country.

Las recomendaciones clave están relacionadas con necesidades como: determinar las responsabilidades sobre las políticas de educación superior y su gestión entre niveles de gobierno; desarrollar una interpretación más responsable de la autonomía universitaria; diseñar y aplicar mecanismos más transparentes y sostenibles del financiamiento público; fortalecer la regulación de la oferta educativa del sector privado al ampliar la cobertura del aseguramiento externo de la calidad en todo el sistema, así como mejorar las medidas públicas para apoyar la equidad (acceso y finalización exitosa). Con los resultados aquí expuestos se tiene el propósito de ofrecer información útil para el Plan Nacional de Desarrollo del nuevo gobierno y su Programa de Educación Sectorial correspondiente. With 17 Goals, underpinned by 169 Targets, the complex and integrated nature of the 2030 Agenda presents national governments with huge challenges for implementation. To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

Governments can achieve curricular continuity in various ways, ranging from high-level alignment of goals across multiple curriculum documents to full integration of the curriculum into a single document that covers both ECEC and primary school. The broader contexts of education systems, such as organisation and governance, the training of staff and teachers who work in these settings, matter for curricular continuity – and an integrated curriculum alone does not guarantee a continuous experience for children. International data and in-depth case studies from seven jurisdictions (Japan, Luxembourg, New Jersey [United States], New Zealand, Norway, Scotland [United Kingdom] and Victoria [Australia]) provide insights to these different approaches to curricular alignment.

    Abstract: One of a series of studies on vocational education and training, this review assesses the vocational education and training (VET) in Estonia and provides policy recommendations. Estonia does very well in terms of student achievement on PISA, and the results from the Survey of Adult Skills (PIAAC) are also excellent. Unemployment levels are low. But despite recent reforms, VET remains relatively low status compared to general education, dropout rates are too high for comfort, and apprenticeships, despite recent efforts, fail to attract many young people. Suggested approaches to improve VET in Estonia include the expansion of work-based learning within all VET programmes and measures to increase the number of apprentices. Tackling dropout should be done by a set of complementary measures, including support in basic skills for those students lagging behind. Building pathways between VET and general education options can help improve the status of VET. More and better career guidance, especially before the key grade 9 transition point, is also needed.

    Abstract: Over recent years, Bulgaria has shown great willingness to reform its vocational education and training (VET). Significant challenges remain, however, relating notably to the system’s responsiveness to labour market needs and its capacity to ensure equitable outcomes for learners. This report is a focused review of two predefined issues, the governance and funding of VET. These are two fundamental elements within the delivery of skilled VET graduates. The report assesses the strengths of the Bulgarian VET system and the challenges it faces when it comes to governance and funding and suggests policy responses for how these challenges can be addressed. Four specific challenges are identified linked to the governance of the VET system: decision-making powers and capacity; the use of data and evidence to inform policy decisions; social partner engagement; and, oversight of adult VET learning provision. With regard to VET funding, both school level financial autonomy, and the capacity to act upon increased flexibilities, are currently modest. The report argues that potential exists to strengthen collaboration between schools and employers to achieve increased cost-sharing between government and private firms. Finally, more can be done to improve equity in VET delivery through Bulgaria’s funding formula.

    Abstract: Creativity and critical thinking are key skills for complex, globalised and increasingly digitalised economies and societies. While teachers and education policy makers consider creativity and critical thinking as important learning goals, it is still unclear to many what it means to develop these skills in a school setting. To make it more visible and tangible to practitioners, the OECD worked with networks of schools and teachers in 11 countries to develop and trial a set of pedagogical resources that exemplify what it means to teach, learn and make progress in creativity and critical thinking in primary and secondary education. Through a portfolio of rubrics and examples of lesson plans, teachers in the field gave feedback, implemented the proposed teaching strategies and documented their work. Instruments to monitor the effectiveness of the intervention in a validation study were also developed and tested, supplementing the insights on the effects of the intervention in the field provided by the team co-ordinators. What are the key elements of creativity and critical thinking? What pedagogical strategies and approaches can teachers adopt to foster them? How can school leaders support teachers' professional learning? To what extent did teachers participating in the project change their teaching methods? How can we know whether it works and for whom? These are some of the questions addressed in this book, which reports on the outputs and lessons of this international project.

    Abstract: This report presents an assessment of Mexico's recent education reforms. Education systems worldwide require continued policy efforts in essential areas to improve student learning, such as: the need to prioritise equity; providing learning environments that are fit for the 21st century; ensuring that schools are run and staffed by high-quality professionals who are well supported; and designing evaluation and assessment frameworks that support schools and assist policy makers in promoting effective student learning and quality of education for all. Mexico's education system has evolved in this direction, but many of the recent reforms need time to mature and flexibility to be adjusted to ensure schools can deliver quality education. In Mexico, like in many other countries, there is a considerable distance between national policy making and the learning that happens in schools. Closing this gap requires substantial resources, capacity and support from state authorities, who have an important role to play as operators of the system, as well as from education stakeholders across the country. In complex education systems, implementation is not only about executing the policy but also building and fine-tuning it collaboratively. This OECD report aims to support Mexico in this endeavour.

    Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

This report, OECD Skills Strategy Poland: Assessment and Recommendations, identifies opportunities and recommends actions to make the education system more reponsive to labour market needs, foster participation in adult learning, increase the use of skills in workplaces and strengthen the governance of the skills system in Poland.

Para responder a estas inquietudes, la OCDE ha emprendido un análisis exhaustivo de los resultados y la relevancia de los sistemas de educación superior para el mercado laboral. The report takes stock of these experiences and identifies the advantages and disadvantages of such schemes, as well as the key trade-offs and questions to consider in designing a successful scheme, including targeting, funding, participation of under-represented groups and quality issues.

    Abstract: This report assesses well-being in the four largest urban agglomerations of the province of Córdoba and provides policy recommendations to strengthen regional development practices, and ultimately improve people’s well-being. Using around 30 statistical indicators, the report analyses the performance of Córdoba’s agglomerations in 12 well-being dimensions in comparison with 391 regions of 36 OECD countries and 98 regions of Brazil, Peru, Colombia and Costa Rica. The report also documents the well-being inequalities between Córdoba’s four agglomerations and suggests three priorities areas which the province should focus on to tackle well-being challenges: i) Ensure that well-being indicators guide future decision-making; ii) Continue strengthening and modernising the provincial statistical system to expand the evidence-base; and, iii) Strengthen governance arrangements for more effective, efficient and inclusive regional development policy outcomes.

Dieser Bericht liefert Antworten auf sieben Fragen, die sich die einzelnen Länder und Politikverantwortlichen häufig stellen, wenn es darum geht, Ausbildungssysteme für junge Menschen und/oder ältere Arbeitskräfte einzuführen oder zu reformieren. Können betriebliche Ausbildungen in jedem Land einen sinnvollen Beitrag leisten? Sollten Unternehmen finanzielle Ausbildungsanreize erhalten? Wie sieht eine angemessene Ausbildungsvergütung aus und wie lange sollte eine betriebliche Ausbildung dauern? Wie lassen sich gute Lernerfahrungen im Betrieb gewährleisten? Wie kann die betriebliche Ausbildung auf förderungsbedürftige junge Menschen ausgerichtet werden? Und wie kann das Interesse potenzieller Auszubildender geweckt werden? Ausgehend von neuen Analysen und konkreten Beispielen aus der ganzen Welt stellt diese Studie Grundregeln für ein erfolgreiches Praxishandeln vor.
