Abstract: Sex Matters addresses a cluster of related questions that arise from the tension between rights based on sex and rights based on gender identity. Topics discussed include what gender is, what policies should be for inclusion in women-only spaces, and whether gender-critical speech is 'hate speech'.

Abstract: Intertextuality 2.0 bridges the gap between linguistic research on intertextuality and research on metadiscourse through a case study analysis of online discussion boards about weight loss. This book examines how people use linguistic strategies such as repeating or paraphrasing others' words with multimodal resources like emojis and GIFs in online discussion boards focused on weight loss support to create intertextuality - or connections between texts, interactions, and other creations that facilitate meaning-making. These strategies allow posters to engage in metadiscourse, or communication about language and communication. By applying the perspective of metadiscourse in a study of intertextuality, Gordon offers important new insights into why intertextuality occurs and what it accomplishes: it helps people manage the challenges of communication.

Abstract: Work on Women is the French Enlightenment's most in-depth feminist analysis of inequality--and its most neglected one. In it, Louise Dupin, also known as Madame Dupin (1706-1799), reveals the sexist bias ("masculine vanity") that informs the knowledge and institutions that shape women's lives and argues that the subjection of women is a modern phenomenon, based on an illegitimate, abusive marriage contract. This is the first-ever edition of selected translations of Dupin's massive project, developed from manuscript drafts. Robust introductions to the text contextualize Dupin's working methods--including the role of her secretary, Jean-Jacques Rousseau-and emphasize the importance of feminist thought to the development of moral and political philosophy.

Abstract: The question of whether men are predisposed to war runs hot in contemporary scholarship and online discussion. Within this debate, chimpanzee behavior is often cited to explain humans' propensity for violence; the claim is that male chimpanzees kill outsiders because they are evolutionarily inclined, suggesting to some that people are too. The longstanding critique that killing is instead due to human disturbance has been pronounced dead and buried. In Chimpanzees, War, and History, R. Brian Ferguson challenges this consensus. Bringing readers on a journey through theoretical struggle and clashing ideas about chimpanzees, bonobos, and evolution, Ferguson opens new ground on the age-old question--are men born to kill?.

Abstract: What does it mean to be white in a society that proclaims race meaningless, yet is deeply divided by race? Robin DiAngelo reveals the factors that make this question so difficult: mis-education about racism; ideologies such as individualism and colorblindness; segregation; and the belief that to be complicit in racism is to be an immoral person.

Abstract: Taking The 70's Biweekly--an independent youth publication in the 1970s Hong Kong--as the main thread, this edited volume investigates an unexplored trajectory of Hong Kong's cultural and art production in the 1970s that represents the making of a dissent space by independent press and activist groups in the city. The 70's Biweekly stands out from many other independent magazines with its unique blending of radical political theories, social activism, avant-garde art, and local art and literature creations. By taking the magazine as a nodal point of social and cultural activism from and around which actions, debates, community, and artistic practices are formed and generated, this book fills gaps in studies on how young Hong Kong cultural producers carved out an alternative creative and political space to speak against established authorities. Split into three parts, this book provides readers with a panoramic view of the political and cultural activisms in Hong Kong during the 1970s, writings on art and film, and crucially, interviews with former founders and contributors that reflect on how their participation led them to engage ideologically with their activism and community that extended far beyond the temporal and physical bounds of the magazine.

The book asks in which direction the European welfare states, on the one hand, and EU social policy, on the other, are developing as a result of the pandemic with respect to polity, politics, and policy instruments. The issues raised not only concern the future of welfare states in Europe but also EU-level social-policy making and European integration in general.

Abstract: This policy brief, prepared by the OECD and European Commission, explores the potential of entrepreneurship policy to support the labour market participation of people with disabilities. Disabilities vary widely in type, severity, stability, duration and time of onset, and these characteristics influence individual capacities and willingness to be active in the labour market. Self-employment can be appropriate for some in this population because it can provide more flexibility than paid employment in terms of workload, work schedule and work location, which can allow for better management of disability and lifestyle. This brief provides an overview of the policy rationale for entrepreneurship support for people with disabilities and provides a brief overview of the scale and nature of self-employment activities by people with disabilities and suggests potential actions for governments.

Abstract: The COVID-19 pandemic had massive consequences for societies and health systems across the OECD and beyond. Health systems were not resilient enough. Resilient health systems plan and are ready for shocks, such as pandemics, economic crises or the effects of climate change. They are able to minimise the negative consequences of crises, recover as quickly as possible, and adapt to become better performing and more prepared. Smart, targeted investments in health system resilience are needed to improve health and ensure the next shock is less disruptive and costly. This report reviews the lessons of the COVID-19 pandemic and applies them to build policy recommendations to ensure the global community is ready for the next crisis. The reviews and recommendations cover health system issues – including workforce, digitalisation, continuity of care and mental health – and other topics, including long-term care, supply chains and international co-operation.

Abstract: Evaluation is the foundation of evidence-based policy. Yet there is a dearth of reliable impact evaluation in the area of SME and entrepreneurship policy. This publication issues OECD guidance on how governments can promote reliable SME and entrepreneurship policy evaluation. It emphasises practices including using control groups, setting clear policy objectives and targets and accounting for business survival and non-survival. It shows that reliable evaluation of SME and entrepreneurship policy is increasingly accessible given improvements in data and techniques in recent years and illustrates this with examples of 50 reliable evaluations across many SME and entrepreneurship policy areas and 28 OECD countries. Overall, the publication issues a call for more systematic and reliable evaluation of SME and entrepreneurship policies following the guidance offered. The publication also examines the findings of reliable evaluations internationally, including meta evaluations. The evidence is mixed but generally more robust and consistent for policies to improve access to finance than in the provision of training and advisory services. Some policies have positive impacts on key measures whereas others do not. The reasons are explored, including variations in the targeting of policies and in policy delivery approaches.

Abstract: This report examines how to promote sustainable infrastructure investment. It discusses data needs for infrastructure investment and the current environment, social and governance (ESG) approaches before offering policy recommendations to help ensure that investors are better equipped to make investment decisions related to infrastructure assets. The report explores legal and regulatory barriers to quality infrastructure investment, and considers how governments can help infrastructure actors promote quality infrastructure projects, ensure project objectives and reporting correspond with investor expectations, and how to mobilise funding and financing for inclusive and quality infrastructure investment in both regions and cities.

Abstract: State-owned enterprises (SOEs) remain vulnerable to being used as conduits for political finance, patronage, and personal or related-party enrichment. Lingering weaknesses in corporate governance and ownership arrangements can expose SOEs to such exploitation and undermine SOE efforts to uphold integrity. This report highlights these weaknesses and provides state owners with a better understanding of which activities are effective in insulating SOEs from undue influence. It also takes stock of how OECD member and participating countries are implementing relevant provisions of the OECD Guidelines on Anti-Corruption and Integrity in SOEs, serving as the first report on the implementation of the Guidelines since their adoption in 2019.

Series Statement: OECD Forum on Tax Administration
Keywords: Doppelbesteuerung ; Internationales Steuerrecht ; Internationale Unternehmensbesteuerung ; Welt ; Taxation ; Handbuch
Abstract: Multilateral Mutual Agreement Procedures (MAPs) and Advance Pricing Arrangements (APAs) offer greater tax certainty to both taxpayers and tax administrations where different parts of the same transaction or arrangement involving a multinational enterprise are covered by multiple bilateral tax treaties. However, most jurisdictions have limited experience in coordinating bilateral MAP and APA cases to offer multilateral certainty. In accordance with its commitment to advancing the tax certainty agenda, the FTA MAP Forum, in conjunction with the FTA Large Business International Programme, has developed the Manual on the handling of Multilateral MAPs and APAs (MoMA) which is intended as a guide to multilateral MAP and APA processes from both a legal and procedural perspective. The MoMA provides tax administrations and taxpayers with basic information on the operation of such procedures and suggests different approaches based on the existing practices of jurisdictions, without imposing a set of binding rules. The MoMA allows tax administrations to explore whether implementation of these procedures is appropriate considering the circumstances of their own MAP and APA programmes and to consider whether the guidance therein may be incorporated in their domestic guidance on MAP or APA processes to provide additional clarity.

Abstract: Schools are perfect hubs for social and emotional learning, but are they ready for this task? To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

Keywords: Finance and Investment ; Economics ; Industry and Services
Abstract: The "OECD Financing SMEs and Entrepreneurs Scoreboard: 2023 Highlights" document SME and entrepreneurship financing trends, conditions and policy developments. The report provides official data on SME financing in close to 50 countries, including indicators on debt, equity, asset-based finance and financing conditions. Data for 2021 are complemented by available information for 2022, along with demand-side information and recent developments in public policy and private initiatives to support SME finance. Findings reveal that most economies showed the beginnings of a dynamic recovery from the COVID-19 crisis in 2021. However, data available for 2022 point to a deterioration in a number of SME finance indicators, due to high inflation and rising interest rates, exacerbated by the effects of Russia's war against Ukraine. These factors are impacting the accessibility and cost of debt finance for SMEs, and foreshadow a slowdown in lending. Likewise, equity finance showed a significant decline in 2022. In this context, governments should continue to foster the diversification of SME financing instruments and channels to enable them to build resilience and undertake crucial investments, such as those in digitalisation and greening.

Abstract: The OECD Income Distribution Database (IDD) plays a leading role in providing evidence, and in monitoring and analysing international income distribution statistics to inform policy debate. In most OECD countries, official income distribution statistics are usually delivered with time lags varying from two to three years. This paper examines the growing use by statistical offices of nowcasting techniques based on microsimulation models to produce more timely provisional estimates, and examines the advantages and challenges associated with these techniques. The paper also presents provisional estimates of income inequality in 2020 for a selection of OECD countries, based on a compilation carried out by the OECD Secretariat in collaboration with Eurostat and national statistical offices. Finally, it discusses potential future developments and applications of these techniques.

Abstract: Government support to producers of rolling stock is raising concerns about possible market distortions and unfair competition. This report aims to quantify both the scale of government support and to identify the various ways in which governments have been supporting local rolling-stock producers at the expense of foreign competitors. Over the period 2016-20, governments provided about USD 5 billion to the sector, much of it in the form of government grants and income tax concessions. While not quantified, discriminatory practices in government procurement and competition enforcement, forced technology transfers, as well as non-market export credits may have also distorted global competition in the rail-supply industry. Similar to earlier OECD studies of government support in the aluminium and semiconductor value chains, this report helps shed light on the magnitude and ways in which governments subsidise the producers of materials and equipment they view as strategic, with a view to informing efforts to revisit global trade rules.

Abstract: This study responds to six key questions about the impact that the demand for Artificial Intelligence (AI) skills is having on labour markets. What are the occupations where AI skills are most relevant? How do different AI-relevant skills combine in job requirements? How quickly is the demand for AI-related skills diffusing across labour markets and what is the relationship between AI skill demands and the demand for cognitive skills across jobs? Finally, are AI skills leading to a wage premium and how different are the wage returns associated with AI and routine skills? To shed light on these aspects, this study leverages Natural Language Processing (NLP) algorithms to analyse the information contained in millions of job postings collected from the internet.

Abstract: Open banking allows users to access financial information and services through consent-based data portability. This paper brings together the views of private and public experts from a wide variety of countries to explore opportunities and challenges of open banking for financial regulation, privacy protection, and competition. It discusses the different approaches taken by jurisdictions across the globe, and the importance of regulation and standards. While open banking empowers users in sharing and re-using their data across digital services, online platforms, sectors and borders, uncertainty in the interactions with data protection and privacy regimes remains challenging. This paper informs OECD work to consider how cross-sectoral cooperation between financial, competition and data protection authorities could help further open banking.

Abstract: The digital transition in educational testing has introduced many new opportunities for technology to enhance large-scale assessments. These include the potential to collect and use log data on test-taker response processes routinely, and on a large scale. Process data has long been recognised as a valuable source of validation evidence in assessments. However, it is now being used for multiple purposes across the assessment cycle. Process data is being deliberately captured and used in large-scale, standardized assessments – moving from viewing it as a "by-product" of digital assessment, to its use "by design" to extend understanding of test-taker performance and engagement. While these techniques offer significant benefits, they also require appropriate validation practices to ensure that their use supports reliable inferences and do not introduce unintended negative consequences.

Abstract: This paper uses information collected and provided by GlassAI to analyse the characteristics and activities of companies and universities in Canada, Germany, the United Kingdom and the United States that mention keywords related to Artificial Intelligence (AI) on their websites. The analysis finds that those companies tend to be young and small, mainly operate in the information and communication sector, have AI at the core of their business, and aim to provide customer solutions. It is noteworthy that the types of AI-related activities reported by them vary across sectors. Additionally, although universities are concentrated in and around large cities, this is not necessarily reflected in the intensity of AI-related activities. Taken together, this novel and timely evidence informs the debate on the most recent stages of digital transformation of the economy.

Abstract: Even though much uncertainty remains regarding the length of stay of Ukrainian refugees in host countries, continued fighting has dimmed prospects of an early return and the issue of labour market integration is becoming increasingly pertinent. Finding gainful employment commensurate with refugees’ educational and professional qualifications supports new arrivals in becoming self-sufficient and boosts the local economy. It also enables them to use and possibly further enhance their skills, which is crucial for the future recovery of Ukraine. This policy response outlines the existing evidence on the socio-economic profiles and labour market integration of Ukrainian refugees in OECD countries as well as relevant policies to further support labour market integration. Findings suggest that the labour market inclusion of Ukrainian refugees has been faster compared to other refugee groups. That said, much of the early employment uptake by Ukrainian refugees has been concentrated in low-skilled jobs, thus skills mismatches are widespread.

Abstract: The OECD's Patient-Reported Indicator Surveys (PaRIS) initiative aims to measure outcomes and experiences of healthcare as part of an effort to improve the value of health system investments. The PaRIS survey, a survey of people living with chronic conditions, is currently being implemented in twenty countries. The PaRIS survey has been developed together with government officials, patients, providers, and researchers. However, the extent of stakeholder involvement varies between countries. This paper reports on the stakeholder engagement in design, development and implementation of the PaRIS survey Field Trial in seventeen countries. Engagement strategies were analysed by target group (patients, providers, or other stakeholders), and engagement level (co-designing, involving, consulting, and informing). The results provide valuable lessons for the implementation of the full PaRIS survey in 2023 and illustrate how stakeholders could be more actively engaged in health services research and policymaking.

Abstract: The Policy Guide on Legal Frameworks for the Social and Solidarity Economy aims to support countries, regions and cities wishing to use legal frameworks as an appropriate lever to develop conducive social and solidarity economy (SSE) ecosystems. Building on data and information as well as good practice examples from over 33 countries, it provides step-by-step guidance, success factors and "pitfalls to avoid" to help policy makers i) assess why and when legal frameworks for the SSE are needed; ii) select legal options and involve stakeholders; iii) evaluate the performance of laws, and, iv) foster international peer learning on this topic. The guide also capitalises on learnings from the scoping paper on Legal frameworks for the social and solidarity economy, prepared as part of the OECD Global Action “Promoting Social and Solidarity Economy Ecosystems”, funded by the European Union’s Foreign Partnership Instrument and Designing Legal Frameworks for Social Enterprises: Practical Guidance for Policy Makers.

Abstract: Skills are the key to shaping a better future, enabling countries and people to thrive in an increasingly interconnected and rapidly changing world. Megatrends such as globalisation, technological progress, demographic change, migration, and climate change, and most recently COVID-19, are reshaping work and society, generating a growing demand for higher levels and new sets of skills. The OECD Skills Strategy offers a strategic and comprehensive approach to assessing the skills challenges and opportunities of countries and regions for the purposes of helping them build more effective skills systems. The foundation of this approach is the OECD Skills Strategy Framework, which allows for an examination of what countries and regions can do better to: 1) develop relevant skills over the life course; 2) use skills effectively in work and in society; and 3) strengthen the governance of the skills system. This report, OECD Skills Strategy Southeast Asia: Skills for a Post-COVID Recovery and Growth, applies the OECD Skills Strategy framework to assess the performance of countries in Southeast Asia, identifies opportunities for improvement and provides recommendations based on in-depth desk analysis and consultations with stakeholder representatives.

    Keywords: EU-Wasserpolitik ; EU-Staaten ; Environment ; Finance and Investment
Abstract: The EU Water Framework and Floods Directives have not only set the level of ambition for water resources management in Europe, but have also provided a model for other regions in the world. Effective implementation of the Directives requires that due consideration be given to their economic pillar, designed to support a cost-effective approach in member states and communities. Recent reviews indicate that there is considerable room to improve the integration of water economics within the framework of water resources management. This report captures the lessons learned from five thematic workshops co-convened by the OECD and the European Commission. It provides an overview of the challenges faced by EU member countries and opportunities to strengthen the economic approach of water resources management in Europe. Covering cost recovery, polluter pays principle, water scarcity, planning and financing, the lessons are relevant for regions and countries across the globe.

Abstract: The Impact of Regulation on International Investment in Portugal examines how regulatory reforms could help Portugal build a more enabling and competitive environment for investment, in particular foreign direct investment (FDI). The report analyses trends and patterns of FDI activity in Portugal, including its broader economic, social and environmental benefits to Portugal. It gives an overview of the economy-wide and sector-specific regulatory settings in Portugal compared to selected European peer economies and provides an empirical analysis of the potential effects of domestic regulatory reforms on FDI. Foreign investors’ perceptions on Portugal’s business environment complement these findings. The report indicates potential areas for regulatory reforms and proposes policy measures to further improve Portugal’s investment climate and support efforts to attract and retain more FDI while strengthening its contribution to sustainable development in Portugal.

Abstract: Many OECD governments regularly identify violence against women as the top gender equality issue their country faces. Yet in all countries, addressing this multifaceted issue presents serious governance and implementation challenges as victims/survivors have complex needs both during and after experiences of violence. Different service delivery providers such as health, justice, housing and social protection must work together seamlessly – across governmental and non-governmental providers – to provide an effective response. This report presents a stocktaking of OECD governments’ efforts to integrate service delivery to address the most prevalent form of gender-based violence against women: intimate partner violence. It presents an overview of different strategies for coordinating key services commonly offered in OECD countries: healthcare, justice, housing, child services, income support, and preventative programmes to stop the reoccurrence of violence. Based on extensive feedback from 35 out of 38 OECD countries and a consultation with non-governmental service providers, this report identifies best practices and investigates the barriers to resolving one of the most pressing human rights issues in OECD countries today.

Abstract: This report compiles and shares some of the lessons learnt from implementing post-Fukushima actions related to human and organisational factors (HOF), including at nuclear facility operating companies, technical support organisations, research institutions, and regulatory authorities. It summarises a two-phase information-gathering exercise, overseen by the NEA Working Group on Human and Organisational Factors, about the requirements and guidelines that countries and nuclear licensees have adopted since the accident. The report discusses the central role of human and organisational performance in mitigating extreme external events and the management of severe accidents. It addresses the importance of validating the ability to perform these actions, and the challenges associated with performing such validations with fidelity to the conditions likely to be present during such events. The report concludes by providing four key recommendations that seek to promote greater sharing of information and the identification of best practices.

    Keywords: Vertrauen ; Regierung ; Politische Kultur ; Governance-Ansatz ; Neuseeland ; Governance ; New Zealand
Abstract: In New Zealand, the government’s response to the COVID-19 crisis is considered effective as it protected people’s lives with limited disruption to society and the economy. A key factor in achieving these results was a focus on collective goals, grounded in the high-trust relationship that exists between New Zealanders and their public institutions. Still, high levels of trust should not be taken for granted. As new challenges emerge and old ones reappear, people in New Zealand expect the government to build on the lessons from the pandemic to improve service delivery and the resilience of public institutions. This report provides recommendations for further strengthening trust, including making public services more responsive, integrating long-term thinking into policy making, countering the spread of mis- and disinformation and reinforcing New Zealand’s integrity system.

Abstract: Governments and education policy makers are increasingly concerned with equity and inclusion in education due to several major global trends such as demographic shifts, migration and refugee crises, rising inequalities, and climate change. These developments have contributed to increasing diversity within national populations and flagged some concerns around the ability of education systems to be equitable and inclusive of all students. This report by the Strength through Diversity project examines how education systems can respond to increasing diversity and foster greater equity and inclusion in education. Based on a holistic framework for studying diversity, equity and inclusion in education, the report examines five key policy areas (i.e., governance; resourcing; capacity building; school-level interventions, and monitoring and evaluation), provides examples of policies and practices, and offers policy advice on promoting more equitable and inclusive education systems.

Abstract: Digital markets have raised a number of new competition challenges. Ex-post competition policy appears not to be able to address them in their entirety and with the necessary speed. There is considerable consensus, among academics and policy-makers, that ex-ante regulatory policies are needed to avoid competition being stifled in these markets, with a negative impact on productivity and innovation. As a result, major OECD economies are discussing or have approved regulatory proposals with the aim to foster contestability and fair trade in digital markets.

Abstract: The COVID-19 pandemic has highlighted that access to timely health spending data is crucial for informed policy-making. This Health Working Paper summarises and compares the methodologies applied in around half of OECD countries to estimate public and private health spending for the most recent year (i.e., t-1) as well as the approaches taken by the OECD Secretariat to fill existing data gaps for the remaining OECD countries. For the first time, the paper also explores the feasibility of nowcasting health spending for the current year (i.e., t) and examines data sources that could be potentially useful in such an exercise. While this review should help OECD countries that do not yet have experience in estimating health spending for year t-1 to improve the timeliness in their data reporting, the paper also analyses the applicability of the methods in low- and middle-income countries.

Abstract: Accurate measurement of shipbuilding capacity is critical to inform market stakeholders of excess capacity issues. This report presents several approaches to improve the estimates of shipbuilding capacity. It shows how the use of average production would allow for smoothening the proxy of capacity in the yard-by-yard production approach. It discusses how firm level indicators, such as productivity, can also be considered. An analysis of productivity developments for a sample of shipbuilding firms shows that their productivity evolves in function of the market situation which, therefore, should be taken into account in the proxies of capacity based on yard production. Finally, the report studies how mergers and acquisitions of shipbuilding firms may impact capacity.

Abstract: This paper takes stock of existing data and research on the gendered dimension of teleworking, to foster efficient data collection and evidence-based monitoring of the phenomenon in the future. Analysing existing data on work from home, teleworking, teleworkability and preferences for work from home highlights the need for a consistently defined teleworking concept to be used across sources. A literature review of existing results finds mixed effects of teleworking on work-life balance inequalities, on the gender wage gap, and on gender disparities in career progression. Prevailing gender norms are likely to mediate the effect of teleworking on all three outcomes and should be a focus of future research.

Abstract: This report provides representative, cross-country estimates of the artificial intelligence (AI) workforce across OECD countries. The AI workforce is defined as the subset of workers with skills in statistics, computer science and machine learning who could actively develop and maintain AI systems. For countries that wish to be at the forefront of AI development, understanding the AI workforce is crucial to building and nurturing a talent pipeline, and ensuring that those who create AI reflect the diversity of society. This report uses data from online job vacancies to measure the within-occupation intensity of AI skill demand. The within-occupation AI intensity is then weighted to employment by occupation in labour force surveys to provide estimates of the size and growth of the AI workforce over time.

Abstract: While still in its infancy, Artificial Intelligence (AI) is increasingly used in labour market matching, whether by private recruiters, public and private employment services, or online jobs boards and platforms. Applications range from writing job descriptions, applicant sourcing, analysing CVs, chat bots, interview schedulers, shortlisting tools, all the way to facial and voice analysis during interviews. While many tools promise to bring efficiencies and cost savings, they could also improve the quality of matching and jobseeker experience, and even identify and mitigate human bias. There are nonetheless some barriers to a greater adoption of these tools. Some barriers relate to organisation and people readiness, while others reflect concerns about the technology and how it is used, including: robustness, bias, privacy, transparency and explainability. The present paper reviews the literature and some recent policy developments in this field, while bringing new evidence from interviews held with key stakeholders.

Abstract: This report calls on policy makers to step up the policy response to increase physical activity. Being physically active is one of the most important things people can do to improve their physical and mental health. It helps prevent a range of non-communicable diseases such as cardiovascular disease and cancer, and improves mental health and cognitive functioning, among other benefits. Nevertheless, too many Europeans are physically inactive. One in three European adults do not meet the WHO physical activity guidelines, and almost half never exercise or play sport. The report describes patterns and trends of insufficient physical activity in Europe. It reviews the detrimental impact that current physical inactivity levels have on population health and health expenditure. The report provides policy makers with options to address insufficient physical activity, drawing on case studies from across Europe.

Abstract: The Romanian government has undertaken important legal and institutional changes over the past decade to improve the governance and performance of its state-owned enterprises (SOEs), yet significant implementation shortcomings persist. This review describes and assesses the corporate governance framework of the Romanian SOE sector against the OECD Guidelines on Corporate Governance of State-Owned Enterprises. It also makes recommendations to help the Romanian authorities design adequate mechanisms to ensure the implementation of applicable rules for the exercise of state ownership and the governance of SOEs.

Abstract: The report Measuring Progress towards Inclusive and Sustainable Growth in Japan is the outcome of a collaboration with the Japanese Ministry of Economy, Trade and Industry which aims to monitor progress in key areas crucial to realising the Japanese government’s vision for a “New Form of Capitalism”. Building on the OECD Framework for Policy Action on Inclusive Growth, the report includes a set of key indicators to support measures for the government to deliver on its vision as well as inform on best practices in other major advanced economies. A central message is that creating the equality of opportunity in Japan requires a balanced approach of taking both efficiency and equity concerns into account. The report presents the main dynamics for policy consideration to strengthen sustainability of the Japanese growth model, with due attention paid to specific issues that matter for different groups of Japanese population. Underpinned by rigorous statistical analysis at a sufficiently disaggregated level, the report helps to better understand some of the main drivers of well-being and economic success in Japan.

Abstract: This second edition of Health at a Glance: Latin America and the Caribbean, prepared jointly by OECD and the World Bank, presents a set of key indicators of health status, determinants of health, healthcare resources and utilisation, healthcare expenditure and financing, quality of care, health workforce, and ageing across 33 Latin America and the Caribbean countries. Each of the indicators is presented in a user-friendly format, consisting of charts illustrating variations across countries, and over time, brief descriptive analyses highlighting the major findings conveyed by the data, and a methodological box on the definition of the indicators and any limitations in data comparability. This edition of Health at a Glance: Latin America and the Caribbean also provides thematic analyses on two key topics for building more resilient health in the LAC region: the impact of the COVID-19 pandemic on LAC healthcare systems, and climate change and health.

Series Statement: OECD Regional Development Papers no.43
Keywords: Urban, Rural and Regional Development ; Italy
Abstract: Public procurement accounts for around 12% of global GDP and 63% of expenditures are managed by subnational governments across OECD countries. In Italy, municipalities can impose penalties on contractors for breaches of contract, for example delays in delivery, often leading to contractors suing the municipality in local courts, which can in turn further delay delivery. As such the efficiency of the local judiciary can have a strong bearing on the final delivery of public works. This study assesses the causal effect of those efficiencies on the ultimate delay in the execution of local public contracts. The results show that inefficient courts lead to further delays in the execution of public works that are already long overdue. However, inefficient courts also appear to deter companies to pursue litigation in cases where delays were much lower. Overall, the impact on long-overdue contracts prevails and the aggregate effect is negative: the total delay in the execution of local public contracts in the 25% least efficient courts is more than twice as large as in the 25% most efficient courts.

Abstract: The informal extractive sector is a major source of employment in most countries affected by conflict but has up until now been largely left aside when identifying reinsertion opportunities for ex-combatants. This paper identifies synergies between disarmament, demobilisation, and reintegration (DDR) programmes implemented in conflict-affected and high-risk areas and existing supply chain due diligence initiatives fostering the integration of artisanal and small-scale miners (ASM) in global supply chains in these areas. The report highlights the role that OECD-led initiatives to support ASM formalisation in conflict zones can play to support DDR programmes.

Abstract: Increasingly more emphasis is placed on damages and risks that people, companies and governments face in the way they affect their well-being as well as material conditions or financial fundamentals. There is, however, still quite a bit of heterogeneity in how countries and companies frame and implement their endeavours, sometimes with no harmonised or unified goals as well as a lack of consistent metrics for assessing their impacts on the environment and society. Common semantics on just transition concepts and a solid understanding of just transition activities by governments and businesses would help assess the scale of the problem. This Policy Insights provides a glimpse at some of the positive practices to encourage others to make the shift and provide a benchmark against which future action could be measured.

Abstract: The first global stocktake (GST1) of collective progress towards the goals of the Paris Agreement will conclude at COP28. How the final stage of GST1 is organised, who is involved and how the final outputs are structured can influence the success of the process. This paper explores how to organise the final component of GST1 and how to design related outputs to be impactful. This paper sets out how to build broad, high-level momentum behind GST1 by structuring activities in 2023 and beyond into four phases of: i) awareness building; ii) socialisation; iii) decision-making; and iv) follow-up. This paper highlights the importance of technical outputs that are fit for purpose and identifies potential options for structuring technical outputs from GST1 to target different actors, including negotiators, policy makers, practitioners, and a broader audience beyond the UNFCCC process. The paper also sets out how to design a package of political outputs from GST1 to include different mutually supportive elements, including negotiated, consultative, and non-negotiated elements, which could play distinct roles and engage different actors. The paper underlines the importance of efforts to monitor how GST1 outputs are taken forward by different actors after COP28. This follow-up could build on existing provisions and establish new processes where needed, to help assess the success of the GST1 exercise and inform subsequent GST cycles.

Abstract: Located in the mid-Atlantic, the archipelagos of the Azores is an autonomous region of Portugal and an European Union Outermost Region. Once central to global trade routes, the Azores are aspiring to regain a prominent international role by leveraging their unique geographical, natural and historical attributes. To that end, this Production Transformation Policy Review (PTPR) Spotlight identifies priority actions in several areas, including scientific research and collaborations, the ocean economy, agro-food and renewable-energy value chains. It shows the importance for EU Outermost Regions, as well as for Small Island Developing States (SIDS), of building resilient international ties. It benefited from an extensive peer review process involving public and private stakeholders from Brazil, Iceland and the United States.

Abstract: Many Lithuanian households struggle to afford good-quality housing. The housing stock is dominated by owner-occupied, multi-apartment buildings that are energy inefficient and face persistent quality gaps. While average household spending on housing is relatively low, house prices have been rising, and many households cannot afford to move to higher quality homes that better suit their needs. Lithuanian policy makers have stepped up support for housing in recent years, but more actions are needed. This report presents the main features of the Lithuanian housing market, highlights housing challenges that have been amplified by the current economic and geopolitical crises, and assesses current policies to address housing affordability and quality gaps. It proposes a series of recommendations to strengthen the supply of and access to affordable housing, and to support Lithuania’s commitment to make housing policy a priority.

Abstract: The Health System Performance Assessment (HSPA) framework for Estonia acts as a tool for stakeholders and policy makers to guide health reforms in an evidence-based and targeted manner. This report outlines the Estonian HSPA framework and documents its development through a highly inclusive and consultative process. It also reports on indicators that were selected to populate the first Estonian HSPA report, their selection criteria and core methodologies, and describes the HSPA governance structure, implementation plan, and HSPA capacity building. The report provides a guideline to embed the HSPA in Estonian governance processes in a sustainable manner. Implementing the HSPA will improve systematised public reporting on the health system performance in Estonia, thus increasing transparency and accountability of stakeholders and public awareness and involvement in the health system policy making.
