    Abstract: In the last 40 years, educational provision in Korea has grown at a rate unprecedented among OECD countries. Modern systems of education and training have been created, and rates of expansion have kept pace with demand for elementary, secondary, university and other forms of tertiary education. Despite these impressive gains, the Korean education system needs improvements to respond positively and creatively to the challenges of globalisation, the electronic revolution and the advent of society based on knowledge and information. This review covers the entire education and training system, including vocational and tertiary education. It assesses the main directions of the reform proposals put forward by the Presidential Commission on Educational Reform in May 1995. It makes recommendations for improvements in such key areas as: access to education and training opportunities within the context of lifelong learning; quality of learning to foster creativity at all levels; improving the inner dynamics of the education and training system to provide a reformed, decentralised system; and the knowledge and information base for the effective performance of the education and training system.

    Abstract: In this Short-term Toxicity Test on Fish Embryo and Sac-Fry Stages, the life stages from the newly fertilized egg to the end of the sac-fry stage are exposed. The embryo and sac-fry stages of fish are exposed to five concentrations of the test substance dissolved in water. A choice, depending on the nature of the test substance, is possible between a semi-static and a flow-through procedure. The test starts with placing at least 30 fertilised eggs divided equally between at least three replicate test chambers per concentration, and is terminated just before the yolk-sac of any larvae in any of the test chambers has been completely absorbed or before mortalities by starvation start in controls. Lethal and sub-lethal effects are assessed and compared with control values to determine the lowest observed effect concentration and hence the no observed effect concentration. Alternatively, they may be analysed using a regression model in order to estimate the concentration that would cause a given percentage effect. The study report should include: the daily counting of the offspring, the daily recording of the parent mortality, the weekly measurement of oxygen concentration, temperature, and pH values; and the determination of the concentrations of test substance.     Abstract: This Test Guideline is a laboratory test method, designed to assess the oral acute toxicity of pesticides and other chemicals, to adult worker honeybees. Adult worker honeybees are exposed to five doses in a geometric series of the test substance dispersed in sucrose solution. A minimum of three replicate test groups, each of ten bees, should be dosed with each test concentration. A toxic standard (usually dimethoate) should be included in the test series. The bees are then fed the same diet, free of the test substance. The limit test corresponds to one dose level of 100 ìg active ingredient/bee. Mortality is recorded daily during at least 48 hours and compared with control values. If the mortality rate is increasing between 24 and 48h whilst control mortality remains at an accepted level it is appropriate to extend the duration of the test to a maximum of 96h. The study report should include the amount of diet consumed per group and the observation of all abnormal behavioural. The results are analysed in order to calculate the LD50 at 24h and 48h and, in case the study is prolonged, at 72h and 96h.

    Abstract: The OECD Development Assistance Committee's 1997 review of the Netherlands development aid policies and programmes. It finds that The Netherlands is traditionally a strong performer in the community of aid donors. It has been among the leading donors in volume of official development assistance (ODA), the care with which it has been used, and in continuous efforts for increased effectiveness. In its triennial review of the Netherlands' aid policies and programmes, the OECD Development Assistance Committee (DAC) was particularly interested in the Netherlands' ambitious, even daring, reorganisation of its development co-operation which was undertaken in 1996. This far-reaching reorganisation affects the budget process and staffing of the Ministry of Foreign Affairs and embassies in recipient countries. The DAC also welcomed the planned focus of Dutch aid on poverty eradication through economic and social sector development and noted the four Dutch volume input targets. The trend in the Dutch ODA effort, which declined between 1986 and 1994 as a share of Dutch GNP ration has turned around between 1994 and 1996. In 1996, The Netherlands was the fourth-ranking DAC Member in terms of ODA/GNP ratio and the fifth-ranking in absolute terms. The Committee commended the Netherlands on its ODA performance and hoped that the Dutch Information and Awareness Programme would continue to help inform the Dutch public, which has registered firm support for Dutch aid.

    Abstract: Is ageing a threat to our societies' prosperity? How should resources be shared between the working generation and its dependent older citizens? How should pension, health and long-term care best be reformed? How can older people's contribution to society and economic prosperity be enhanced? Within the next decade, the numbers of retired people in OECD countries will start to grow much faster than those of working age. In the absence of major changes to pension systems and to the way people allocate their time between education, work and leisure, it is likely that fiscal and social strains will start to emerge. Some groups may be unfairly burdened through high taxation and others would face unexpected reductions in their material living standards. The appropriate policy response is multi-faceted, covering fiscal, social, labour market, financial market, health and education policies. An important part of the strategy for maintaining prosperity in an ageing society will involve encouraging people to work longer by making it financially more attractive for them to do so. In turn, this could entail reforms to traditional public pension systems and other social policies, as well as fostering the development of alternatives to public systems that give individuals more flexibility in deciding when to retire. Consequently, financial market infrastructures will need to be strengthened to cope with large increases in private pension fund assets. Through this multi-disciplinary study, the OECD points to the need to take action now by implementing a comprehensive and consistent set of policies.

Ensuring the smooth running of a multi-country seminar away from the SIGMA Secretariat required intense organisational and logistical work. The conference facilities provided by the Greek hosts, together with their sharing of information on what is involved in becoming an EU Member State, and on their efforts in administrative reform, contributed to the seminar’s success. SIGMA wishes to thank Nelli Sakellariadou from the Greek Ministry of the Interior, Public Administration and Decentralisation for co-ordinating the event. This report presents the main lessons learned from a conference held in Stockholm, drawing on case studies from Finland, Italy, Japan, the Netherlands, Quebec, Sweden and the United Kingdom.     Abstract: Central Bank Audit Practices describes common approaches, practices and trends relevant to the audit of central banks, with a view to supporting public administration reform efforts in central and eastern European countries. The study provides a basis for further discussion between decision-makers and practitioners on how the audit regime could be developed to ensure good governance of central banks. This study originates from a discussion on today’s important audit issues which was arranged by the European Court of Auditors together with the presidents of supreme audit institutions (SAIs) of central and eastern European countries and held in Luxembourg on 21-23 October 1996. Follow-up discussions between representatives of SAIs and central banks and SIGMA made it apparent that a focused comparative study could be of high value to officials with responsibilities for the design of audit strategies and policies, as well as to auditors. From the outset it was decided that the study should focus on auditing of central bank activities and not on banking. This meant that aspects of the banking system, such as the regulatory structure of financial institutions or supervision of the financial sector, although very interesting and relevant, have been excluded from the scope of the study or are only briefly mentioned. The study is furthermore limited in that it provides an overview of four European Union Member States (Germany, Ireland, the Netherlands and Sweden). These countries do not represent the entire variation to be found in the EU. The reader is also asked to keep in mind that current practices might undergo important changes as a result of the introduction of the European Economic and Monetary Union.

    Abstract: Nine central and eastern European countries — Albania, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic — were represented in Warsaw at the meeting of senior officials from centres of government, organised by the SIGMA Programme and held on 27 and 28 February 1997. Three European Union centres of government — Belgium, Germany, Greece — also took part in the work, as did experts from Canada, Denmark, France and Sweden. As their French counterparts had done in Paris the previous year, the host country officials described the broad lines of their organisation and informed participants about the major changes that had been made recently. In Poland, these come under the more general heading of the reform of state economic administration and result, at centre of government level, in the strengthening of the position of the Polish Prime Minister and a clearer demarcation of political and administrative responsibilities. Two topics had been selected for the meeting: “Policy-Making and Decision-Making in a Coalition System”, and “Managing Government Transitions”. The two issues were not chosen by accident: actual examples are to be found in all the countries participating in the SIGMA Programme, they are of direct interest to centres of government, and the problems they raise are comparable in nature. In the case of both topics, it is a question of reconciling the exigencies of democracy and efficiency. Democracy implies political pluralism and legitimises the principle that power can be held on an alternating basis. By the same token, however, it sows seeds of weakness or frailty in the functioning of a country’s institutions just when the process of transition requires governments to demonstrate firmness and continuity. A coalition government can find it difficult to speak with a single voice. When teams change too often, continuity can be jeopardised. These are the risks inherent in democracy and they have of course to be accepted, but it is also the role of centres of government to seek to minimise any negative effects they can have on the proper conduct of public policies.

    Abstract: This method provides information on health hazard likely to arise from exposure to test substance via oral administration. The determination of sub-chronic oral toxicity using repeated doses may be carried out after initial information on toxicity has been obtained from acute or repeated dose 28-day toxicity tests. The method is based on the repeated oral administration of the substance of interest over a prolonged period (one dose level daily during 90 days). This Test Guideline is intended primarily for use with rodents (rat preferably). At least 20 animals (10 female and 10 male) should be used for each test group. Three concentrations, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The results of this study include: measurements (weighing at least once a week, food and water consumption) and daily and detailed observations (ophtalmological examination, haematology, clinical biochemistry and urinalysis), each day preferably at the same time; as well as gross necropsy and histopathology. A number of endocrine-related measurements, particularly relevant to thyoid function have been added in 2018. A properly conducted 90-day subchronic test should provide a satisfactory estimation of a no-effect level.

    Abstract: The OECD Development Assistance Committee's 1998 review of Germany's development aid policies and programmes. It finds that the German aid programme is one of the largest in the world, and it is managed with great expertise and skill. It is strongly oriented towards the partnership principle. The three basic objectives of German aid are poverty reduction, protection of the environment and natural resources and education and training. Poverty reduction, gender and the protection of the environment are cross-cutting tasks permeating all German aid activities. Since the last review of its development co-operation programme by the OECD's Development Assistance Committee in 1995, Germany has taken several measures to improve the quality and effectiveness of its aid. These measures include:- the reformulation of the concept for development policy; - the establishment of guidelines for the integration of poverty reduction and gender into all project and programme design; - the conception and implementation of development-oriented emergency assistance programmes, including conflict resolution activities; - a new approach to evaluation; - decentralisation of the German technical assistance agency (GTZ); and the establishment of field offices by the financial co-operation agency (KfW); - more systematic relations with non-governmental organisations. At the same time, there are still significant challenges in adapting a complex multi-institutional management structure to evolving needs for policy-based, co-ordinated programmes, and also in overcoming persistent pressures on the budget. The volume of German aid for developing countries has been falling significantly in recent years. As a share of GNP, ODA net disbursements fell from 0.42 per cent in 1990 to 0.28 per cent in 1997. Assistance for the reform process in Central and Eastern Europe and the former Soviet Union also declined sharply in 1996 and 1997.

    Abstract: OECD's 1998 review of Brazils foreign direct investment policy. It finds that Brazil is on the verge of becoming one of the leading recipients of foreign direct investment (FDI) in Latin America and the world. Major economic reforms and large scale privatisations have enhanced Brazil's attractiveness as the largest Latin American market and as a key player in Mercosur. This trend should pick up speed in the coming years with further liberalisation, the restructuring of the Brazilian economy and the pursuance of economic integration. There is every reason to commend the policies adopted by the Government of Brazil to eliminate discriminatory treatment towards foreign investors and their investments, protect their tangible and intangible assets and provide for the resolution of investment disputes. The study highlights, however, some lingering areas of concern, notably with respect to access to the banking system, goverment discretionary action and existing market distortions. The adherence to OECD liberalisation principles should nevertheless consolidate and confort the reform process in Brazil while providing a favorable framework for the expansion of FDI relations between Brazil and OECD countries.

This Test Guideline is designed for use with the rat. It specifically addresses the daily oral administration, by gavage, (in the diet, in drinking water or by capsules) of the test substance. When the study is conducted as a separate study, at least 20 animals (10 females and 10 males) should be used in each dose. At least three dose groups and a control group should generally be used. Dose levels should be selected by taking into account any previously observed toxicity and kinetic data available for the test compound or related materials. The dosing regimen may be 28 days, subchronic (90 days) or chronic (1 year or longer). The procedures set out in this Test Guideline may also be used for an acute neurotoxicity study. The limit test corresponds to one dose level of at least 1000 mg/kg body weight. The results of this study include measurements (weighing, food /water consumption), functional tests, and, at least, daily detailed observations (Ophthalmology, haematology, clinical biochemistry and histopathology). At least five males and five females, selected from test group, should be perfused in situ and used for detailed neurohistopathology at the end of the study. The findings of the study should be evaluated in terms of the incidence, severity and correlation of neurobehavioural and neuropathological effects (neurochemical or electrophysiological effects as well if supplementary examinations are included) and any other adverse effects observed.

Male Chinese hamsters and mice are commonly used. Animals are exposed to the test substance (liquid or solid) by an appropriate route of exposure, usually by gavage or by intraperitoneal injection. Then, they are sacrificed at appropriate times after treatment. Each treated and control group must include at least five analysable males. Test substances are preferably administered once or twice but they may also be administered as a split dose to facilitate administering a large volume of material. Prior to sacrifice, animals are treated with a metaphase-arresting agent. Chromosome preparations are then made from germ cells and stained, and metaphase cells are analyzed for chromosome aberrations. A limit test may be performed if no effects would be expected at a dose of 2000 mg/kg bw/d. Positive results from the in vivo spermatogonial chromosome aberration test indicate that a substance induces chromosome aberrations in the germ cells of the species tested.

    Abstract: The in vitro mammalian cell gene mutation test can be used to detect gene mutations induced by chemical substances. In the cell lines the most commonly-used genetic endpoints measure mutation at thymidine kinase (TK) and hypoxanthine-guanine phosphoribosyl transferase (HPRT), and a transgene of xanthineguanine phosphoribosyl transferase (XPRT). The TK, HPRT and XPRT mutation tests detect different spectra of genetic events. Cells in suspension or monolayer culture are exposed to, at least four analysable concentrations of the test substance, both with and without metabolic activation, for a suitable period of time. They are subcultured to determine cytotoxicity and to allow phenotypic expression prior to mutant selection. It is recommended to utilise at least 106cells. Cytotoxicity is usually determined by measuring the relative cloning efficiency (survival) or relative total growth of the cultures after the treatment period. The treated cultures are maintained in growth medium for a sufficient period of time, characteristic of each selected locus and cell type, to allow near-optimal phenotypic expression of induced mutations. Mutant frequency is determined by seeding known numbers of cells in medium containing the selective agent to detect mutant cells, and in medium without selective agent to determine the cloning efficiency (viability). After a suitable incubation time, colonies are counted.

The purpose of the micronucleus test is to identify substances (liquid or solid) that cause cytogenetic damage which results in the formation of micronuclei containing lagging chromosome fragments or whole chromosomes. An increase in the frequency of micronucleated polychromatic erythrocytes in treated animals is an indication of induced chromosome damage. Animals are exposed to the test substance by an appropriate route (usually by gavage using a stomach tube or a suitable intubation cannula, or by intraperitoneal injection). Bone marrow and/or blood cells are collected, prepared and stained. Preparations are analyzed for the presence of micronuclei. Each treated and control group must include at least 5 analysable animals per sex. Administration of the treatments consists of a single dose of test substance or two daily doses (or more). The limit dose is 2000 mg/kg/body weight/day for treatment up to 14 days, and 1000 mg/kg/body weight/day for treatment longer than 14 days.

It presents civil service pension schemes in five OECD Member countries and ten central and eastern European countries. In most central and eastern European countries, people employed in the public administration are covered under common national pension schemes, usually defined in a common pension law. As part of efforts to improve the professionalisation and quality of public administration, countries are defining civil service categories of personnel through civil service legislation. Some countries will introduce specific pension provisions for the public administration employees subject to this legislation. There are at least three obvious reasons for this: to secure the independence of civil servants, to make a public sector career more attractive, and to shift the costs of current remuneration into the future. In most OECD Member countries, civil servants have separate and specially designed pension schemes. These are either totally independent of the common national pension schemes or complementary to them. Conditions vary between countries and so do principles for financing. In one country there might also be several schemes for various categories of state officials and employees. “Pay-as-you-go” schemes financed by the annual state budget exist in several OECD Member countries. When they were introduced, national civil services were small and common pension schemes for the working population at large were lacking. Over the last 30 years, the rapid growth of western public services has not had any major impact on pension costs in pay-as-you-go schemes for demographic reasons and, until recently, the financing of pensions has in many countries stayed unchanged. The long-term nature of pension schemes and the strong interest that civil servants and their unions have in keeping them intact has added to the difficulty of changing them. With changing demography, pensions are becoming a heavy burden on the budget. Pensions imply both considerable running costs and heavy long-term liabilities. That is why many OECD Member countries today are trying to find new solutions to fund the financing costs. Different funding and actuarial techniques can be used to achieve this.

The report is based on information from 1996. Since then significant changes have occurred in at least two of the countries. In Poland a new Civil Service Act came into force in January 1997 (certain provisions came into force 30 days after the Act’s promulgation); and in Albania the current situation in the administration is difficult to assess due to recent political upheaval. When this report was prepared in 1996, Albania, Estonia and Hungary all had civil service laws in force, while in Poland the1982 Act on Civil Servants still regulated employment in the state administration. The report’s purpose is to determine to what extent the implementation of a specific law for employment in the administration would lead to significant changes in personnel management or in the preconditions for management, selection and promotion of staff. This report is therefore about public personnel management systems, management procedures and management practices and how they either support or hinder professionalism and appropriate conduct. To a certain extent it is also about the legislation and institutions as well as the training necessary to promote suitable civil service behaviour. The study was based on a common guideline document developed together with experts from the four countries. These experts are Odeta Dibra, Lawyer, Albania (now with UNESCO); Professor Georg Sootla, Tallinn Pedagogical University, Estonia; Istvan Borbiro, Lawyer, Jutasi & Partners, Hungary; and Wojciech Marchlewski, Co-operation and Partnership, Poland. The four experts used the guideline document as a reference tool for conducting interviews in the administrations of their countries and for reporting their findings.

    Abstract: The purpose of the unscheduled DNA synthesis (UDS) test with mammalian liver cells in vivo is to identify substances that induce DNA repair after excision and removal of a stretch of DNA containing a region of damage induced by chemical substances (solid or liquid) or physical agents in the liver. The test is usually based on the incorporation of tritium-labelled thymidine, 3H-TdR, (during 3-8 hours) into the DNA of liver cells which have a low frequency of cells in the S-phase of the cell cycle. The uptake of 3H-TdR is usually determined by autoradiography. Rats are commonly used, and the number of animals should be at least three analysable animals per group. Normally, at least two dose levels are used. A limit test may be performed if no effects would be expected at a dose of 2000 mg/kg bw/d. Test substances are generally administered as a single treatment by gavage using a stomach tube or a suitable intubation cannula. Liver cells are prepared from treated animals 12-16 hours after dosing of animal. After autoradiography, normally 100 cells are scored from each animal from at least two slides. A positive result from the UDS test with mammalian liver cells in vivo indicates that a substance induces DNA damage in mammalian liver cells in vivo that can be repaired by unscheduled DNA synthesis in vitro. A negative result indicates that, under the test conditions, the test substance does not induce DNA damage that is detectable by this test.

This is especially relevant for countries of Central and Eastern Europe in light of European Integration and the need for economic management. This publication is a follow-up to a seminar that was held in Riga on 2 and 3 October 1996 for public officials of Estonia, Latvia and Lithuania. It comprises a brief description of the highlights of the seminar discussions and the three papers that were prepared for the seminar by experts from Canada, France and the United States. Canada and the United States are leaders in RIA technology, and France is adopting new methodologies.

    Abstract: The development of a regulatory framework which meets EU standards is a major concern in central and eastern European countries, and this not only to foster economic development but also to ensure the wellbeing of the citizen. To achieve this goal, it is important to create a sound institutional structure, to dispose of staff qualified in law drafting, to set up efficient procedures for co-ordination and consultation, and to ensure that the possible impact of new legal instruments is assessed before they are adopted. SIGMA has been requested by several of its beneficiary countries to assist them in this extremely difficult task to set up efficient and effective structures and procedures for law drafting. Besides several workshops which have been carried out regarding crucial issues in law drafting, this checklist has been developed to provide countries with an additional means for self assessment. This checklist offers a means for evaluating structures, procedures and techniques for preparing and drafting legislation, and for identifying methodologies that may be helpful when changes are under consideration. Law drafting comprises two stages: policy development, and preparation of the legislative text to give effect to the policy adopted. The checklist is primarily concerned with the latter. The checklist draws upon experience gathered in OECD and central and eastern European countries. In particular, it takes into account work carried out by the Regulatory Management and Reform Group of the OECD’s Public Management Service (PUMA) and concerns of the EU Phare Programme voiced in the context of the approximation of law with regard to EU accession.

    Abstract: The bacterial reverse mutation test uses amino-acid requiring at least five strains of Salmonella typhimurium and Escherichia coli to detect point mutations by base substitutions or frameshifts. The principle of this bacterial reverse mutation test is that it detects mutations which revert mutations present in the test strains and restore the functional capability of the bacteria to synthesize an essential amino acid. Suspensions of bacterial cells are exposed to the test substance (liquid or solid) in the presence and in the absence of an exogenous metabolic activation system. At least five different analysable concentrations of the test substance should be used. The recommended maximum test concentration for soluble non-cytotoxic substances is 5 mg/plate or 5 ml/plate. There are two methods: the plate incorporation method and the preincubation method. For both techniques, after two or three days of incubation at 37°C, revertant colonies are counted and compared to the number of spontaneous revertant colonies on solvent control plates.

    Abstract: The mammalian in vivo chromosome aberration test is used for the detection of structural chromosome aberrations induced by test compounds in bone marrow cells of animals, usually rodents (rats, mice and Chinese hamsters). Structural chromosome aberrations may be of two types: chromosome or chromatid. Animals are exposed to the test substance (liquid or solid) by an appropriate route of exposure (usually by gavage using a stomach tube or a suitable intubation cannula, or by intraperitoneal injection) and are sacrificed at appropriate times after treatment. Prior to sacrifice, animals are treated with a metaphase-arresting agent. Chromosome preparations are then made from the bone marrow cells and stained, and metaphase cells are analysed for chromosome aberrations. Each treated and control group must include at least 5 analysable animals per sex. The limit dose is 2000 mg/kg/body weight/day for treatment up to 14 days, and 1000 mg/kg/body weight/day for treatment longer than 14 days.

At predetermined intervals after exposure of cell cultures to the test substance, the cells are treated with a metaphase-arresting substance, harvested, stained.     Abstract: Modern society relies heavily on information and communications. New advanced information technologies are being developed and exploited on an increasing scale by both the private and public sectors, providing new business opportunities for supplying industries as well as user industries. Governments realise that adequate action is needed to facilitate and accelerate this transition in order to benefit fully from the economic and social opportunities. Their conviction is that information infrastructures are expected to stimulate economic growth, increase productivity, create jobs, and improve the quality of life. Therefore, governments view that the developments in information infrastructures must be encouraged and supported, and existing or foreseen obstacles need to be removed. Governments themselves have an important role in adjusting the legal and regulatory frameworks. These frameworks cover a range of policy areas (employment, culture, legal, etc.), usually addressed by separate ministries and agencies. In addition, as information infrastructures are not limited by national boundaries, governments have begun to co-operate to discuss a set of common rules in order to build a global information society. Such co-operation began at the G-7 Information Society Conference, in Brussels (February 1995), and continued at the Information Society and Development Conference in South Africa (May 1996). This paper aims to provide an outline of positions adopted by, or proposed for adoption by governments on the issues of information infrastructures, as of May 1996.
