    Abstract: Modern society relies heavily on information and communications. New advanced information technologies are being developed and exploited on an increasing scale by both the private and public sectors, providing new business opportunities for supplying industries as well as user industries. Governments realise that adequate action is needed to facilitate and accelerate this transition in order to benefit fully from the economic and social opportunities. Their conviction is that information infrastructures are expected to stimulate economic growth, increase productivity, create jobs, and improve the quality of life. Therefore, governments view that the developments in information infrastructures must be encouraged and supported, and existing or foreseen obstacles need to be removed. Governments themselves have an important role in adjusting the legal and regulatory frameworks. These frameworks cover a range of policy areas (employment, culture, legal, etc.), usually addressed by separate ministries and agencies. In addition, as information infrastructures are not limited by national boundaries, governments have begun to co-operate to discuss a set of common rules in order to build a global information society. Such co-operation began at the G-7 Information Society Conference, in Brussels (February 1995), and continued at the Information Society and Development Conference in South Africa (May 1996). This paper aims to provide an outline of positions adopted by, or proposed for adoption by governments on the issues of information infrastructures, as of May 1996. Reports from the following OECD countries have been examined: Australia, Canada, Denmark, Finland, France, Germany, Japan, the Netherlands, Norway, Sweden, the United Kingdom and the United States. The EU initiatives are expected to provide an integrated vision for the European Union countries.

    Abstract: In the context of major public sector reform efforts in many OECD countries, increasing attention is being focused on the people-side of the reform equation -- the human resource management policies and practices available to public sector managers to shape and direct the workforce to achieve new organisational goals. The experiences of OECD countries show, however, that improving individual policies and practices is only part of the reform equation. The key factor lies in integrating human resource management with the core business of the public service -- the outcome and output goals of individual departments and agencies -- and in doing so, ensuring that effective management of people is recognised as an indispensable ingredient for accomplishing the business of government. Using surveys and selected country case studies, this monograph identifies the factors driving human resource management reforms in the national public administrations of OECD countries. In offering the lessons drawn from these wide-ranging experiences to the attention of policy makers and practitioners, it identifies promising reform strategies for ensuring that human resource management policies evolve in ways consistent with broader public management reforms aimed at building more productive, performance-oriented and responsive public services.

    Abstract: This Test Guideline describes a procedure for characterising the bioconcentration potential of substances in fish, under flow-through conditions (but semi-static regimes are permissible). The test consists of two phases: the exposure (uptake) and post-exposure (depuration) phases. During the uptake phase (28 days normally and 60 days maximum), separate groups of four fishes of one species are exposed to at least two concentrations of the test substance. They are then transferred to a medium free of the test substance for the depuration phase. A depuration phase is always necessary unless uptake of the substance during the uptake phase has been insignificant. In addition to the two test concentrations, a control group of fish is held without the test substance. The concentration of the test substance in/on the fish is followed through both phases of the test. During the test, dissolved oxygen, TOC, pH, total hardness and salinity, and temperature should be measured in vessels. The lipid content should be determined on the same biological material as is used to determine the concentration of the test substance, when feasible. Where possible the bioconcentration factor at apparent steady-state (BCF), expressed as a function of the total wet weight of the fish, and the kinetic bioconcentration factor (BCFK) are calculated. The bioconcentration should be expressed in relation to lipid content in addition to whole body weight.

In a context of intensified international competition, alleged cases of child labour exploitation or of denial of rights to freedom of association and collective bargaining in some developing countries have been perceived by some in developed countries not only as a violation of human rights but also as unfair trade practices. On the other hand, developing countries generally respond that these concerns are unfounded and reflect disguised protectionist preoccupations. What are the relevant core labour standards in this discussion? Do countries with low levels of core labour standards gain an unfair trade advantage over countries with high standards? What are the advantages and disadvantages of possible mechanisms to promote core labour standards? This study provides the first comprehensive analysis of these questions and reviews evidence for a large number of countries throughout the world.

Public servants in all countries are exposed to a growing internationalisation in most of the tasks that are carried out in a national public service. Many public servants have to cope with supra-national legal frameworks and with international standards in their daily work. Many have to perform in multilateral and bilateral contexts to promote the interests of their countries. The fact of working in an international context is a continuing part of life for public servants, requiring adaptation of public service management systems. But when a state makes a radical change in its international involvement, for example when it joins an international body and accepts new obligations, there must be a heavy "up-front" preparatory investment.

At exit of column, detectors (generally by differential refractometry) provide the refractive index or UV-absorption and yield a simple distribution curve. However, to attribute actual molecular weight values to the curve, it is necessary to calibrate the column by passing down polymers of known molecular weight and, ideally, of broadly similar structure, e.g. various polystyrene standards. For each sample analyzed, two independent experiments must be undertaken. They have to be analysed individually. Mn, Mw, Mw/Mn must be provided for every measurement.

Macro-economic stabilisation, privatisation, European integration, reform of the welfare systems, reform of tax systems, decentralisation to self-government are typical areas of reform. The number of new laws regulating reforms and changing old systems is considerable. In this context the need for an effective civil service becomes evident. A permanent and professional administration is the instrument, not only to develop policies and draft laws, but also to implement them and to manage the systems defined in the laws. Development of the administration as an instrument to carry through political and economic reforms and to manage the systems requires long-term investment and must be protected from short-term abuse and mismanagement. Skills and experience in each of the reform areas and providing professional continuity are thus essential objectives for the establishment of civil services in the CEECs.

Effective communications between the government and the public is especially important in countries in transition, where major changes in state institutions - indeed in all aspects of life - have left the citizenry uncertain about the new roles of the government and public administration, and how to convey their views to representatives of the state. This publication comprises six papers presented at the seminar by five experts in communications, three working in public administrations in Western Europe and Canada, and two journalists based in Budapest. A background issues paper which sets the stage for seminar discussions precedes these other papers. The annexes comprise sample codes of ethics for journalists and government communicators.

    Abstract: The test substance is administered in graduated doses to several groups of males and females. Males should be dosed for a minimum of four weeks; females should be dosed throughout the study (approximately 54 days). Normally, matings “one male to one female” should be used in this study. This Test Guideline is designed for use with the rat. It is recommended that the test substance be administered orally by gavage. This should be done in a single dose daily to the animals using a stomach tube or a suitable intubation cannula. Each group should be started with at least 10 animals of each sex. Generally, at least three test groups and a control group should be used. Dose levels should be selected taking into account any existing toxicity and (toxico-) kinetic data available. The limit test corresponds to one dose level of at least 1000 mg/kg body weight. The results of this study include measurements (weighing, food/water consumption) and daily detailed observations (including sensory reactivity to stimuli), preferably each day at the same time, as well as gross necropsy and histopathology. The findings of this toxicity study should be evaluated in terms of the observed effects, necropsy and microscopic findings. The evaluation will include the relationship between the dose of the test substance and the presence or absence of observations. Because of the short period of treatment of the male, the histopathology of the testis and epididymus must be considered along with the fertility data, when assessing male reproduction effects.
