    Abstract: Carbon dioxide capture and storage (CCS) technologies can drastically reduce future CO2 emissions. This IEA study introduces a scenario analysis of the future role of CCS and presents the main uncertainties that surround a CCS policy strategy. It provides detailed estimates of the likely CO2 reductions available from CCS under a variety of technological and economic scenarios and suggests policies designed to achieve significant reduction of emissions.

    Abstract: This report opens with an overview of bilateral agreements and other forms of labour recruitment of foreigners in several OECD countries (Czech Republic, France, Germany, Ireland, Italy, Poland, Switzerland, United Kingdom and United States) as well as in the Philippines and Romania.  It then has a series of chapters describing the management and implementation of these practices and analysing the impact of these agreements on labour markets, economic development and migration policies of both sending and receiving countries.  It also examines the prospects for this type of migration. The Annex lists the principal agreements signed by OECD countries, by type of recruitment scheme (e.g. seasonal, contract workers, trainees and guest workers).

    Abstract: This report, part of a series covering around 20 OECD countries, contains a survey of Japan's main barriers to employment for older workers, an assessment of the adequacy and effectiveness of existing measures to overcome these barriers, and a set of policy recommendations to further action by public authorities and social partners.  These recommendations are designed to alleviate some of the pension and health care pressures governments are facing because of ageing populations.

    Abstract: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

The regulation of the terms and conditions under which competing firms have access to essential inputs provided by rivals has become the single biggest issue facing regulators of public utility industries. Development of competition and the success of liberalisation often depend on the access terms and conditions chosen, and public policy interest in getting these terms and conditions right is important. Prepared by the OECD’s Competition Committee, this report focuses on the telecommunications industry and seeks to deepen the understanding of access regulation. Access issues are not easy issues for regulators and competition policy-makers - they can be both difficult technically and the source of noisy disputes in practice. By bringing together theory and practice, this report seeks to help regulators and policy-makers learn from OECD experience to achieve efficient and competitive outcomes.

    Abstract: How do trade liberalisation and rich-country farming policies affect the world’s poor? This publication focuses on that crucial question and underscores its urgency. One in five people worldwide live in extreme poverty with per capita income under a dollar a day. Two in three live in rural areas with farming the dominant source of income. Moreover, the poorest non-farm households spend a relatively large share of their budgets on food. Agricultural policy developments are thus vitally important to all poor people. How can agricultural trade reform serve their needs? What are the potential benefits and dangers of agricultural trade liberalisation? Deriving from the OECD’s on-going co-operation with non-member economies worldwide, this publication tackles various aspects of those fundamental questions on the linkage between farming and poverty.

    Abstract: This publication presents five governmental experiments aimed at promoting sustainable development in Canada, Germany, Japan, the Netherlands and the United Kingdom. These countries were selected on the basis of their diversity in terms of size and natural conditions. They also display a variety of economic, environmental and social conditions and cultural patterns. The five case studies illustrate specific institutional and decision-making efforts to adapt governance frameworks in order to respond to sustainable development challenges. The country studies are introduced by an analytical section, which focuses mainly on the way governments (at all levels) could develop integrated approaches to decision-making, on how they could ensure effective participation of civil society, and how they could improve their capacity to "take a longer-term view" - that is to design policies that remain sustainable over the longer-term.

    Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

Those are the central questions addressed in this volume. Health policy makers have a growing interest in finding ways of encouraging health systems to improve their performance, where performance is measured against quality, efficiency or equity goals. Improving performance has the potential to reduce the tensions between rising demands and limited resources. There is also a growing demand for accountability among funders and providers of health services. This book highlights the core elements of a possible performance measurement framework to assess health systems at the international and national levels. It also addresses further challenges which remain: how do we overcome the lack of health outcome measures? How do we better align performance information and incentives with policy objectives?     Abstract: This report provides information on the average tariff levels and on the use of tariff-rate quotas, export subsidies and export credits by selected OECD countries for temperate-zone agricultural products. The implications of further liberalisation of the various instruments over the medium term are examined. The effects of further trade liberalisation of agricultural markets over the medium-term depend significantly on the modalities and prevailing market conditions against which the liberalisation scenarios are compared. On market access, although the largest impact on world prices is from tariff reductions, each of the current trade policy instruments (i.e. out-of-quota tariffs, in-quota tariffs, and tariff rate quotas) would have to be liberalised to obtain the greatest impact. On export subsidies, their current use is already at levels much lower than Uruguay Round commitments, and elimination would have modest effects for most commodities (except dairy products). This situation could change and further discipline on their use would prevent back-tracking. Export credits used by certain countries are also found to distort trade, although the effects on world markets and average prices remain relatively small, due to the small share of trade facilitated by these programmes and their small per-unit effect. Disciplines are necessary, however, to avoid even greater use of all forms of export competition policies. Countries have embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundations of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established and addressing weaknesses of the current agreement, such as those that have been identified in this report.

    Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

    Abstract: Foreign direct investment (FDI) is an integral part of an open and effective international economic system and a major catalyst to development. Yet, the benefits of FDI do not accrue automatically and evenly across countries, sectors and local communities. National policies and the international investment architecture play an important part in attracting FDI to a larger number of developing countries. It is the responsibility of the host countries to put in place a transparent, broad and enabling investment policy environment and to reinforce the human and institutional potentials necessary for such an environment. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

Rapidly increasing populations and vehicle usage have created gridlock and sprawl, even in very poor cities, as well as unacceptably high levels of air pollution, noise, and accident rates. But improvements can be made. This book explores how the provision of better bus services can bring concrete solutions. "Bus rapid transit" systems emerging in Latin America provide fast, reliable and efficient urban travel for large numbers of people. Express busways, employing high-capacity buses and new technologies such as GPS-based bus tracking systems, can conveniently and reliably move up to 10 times as many people along a route as can cars – and be profitable. This book shows how bus rapid transit differs from traditional bus systems and how it can be developed around the world. There is a detailed look at clean fuels and advanced technologies such as "clean diesel", CNG, hybrid-electric and fuel cells. Case studies are made of six cities and of the steps each might take to encourage more sustainable transport systems.

    Abstract: OECD's review of investment policy in Slovenia for 2002. It finds that as the most advanced former Yugoslav Republic, Slovenia has managed since 1991 one of the most successful transitions to nationhood and to a market economy in Central and Eastern Europe. Slovenian GDP per capita has already reached 70 per cent of the EU average. In recent years, Slovenian annual real GDP growth rates have been in the 4-5 per cent range. Slovenia has a developed manufacturing sector, good infrastructure and a skilled labour force. Consensus-orientated economic reforms have fostered a favourable investment climate. However, FDI inflows have been relatively modest (USD 180 million in 2000) due principally to the specific modalities of mass privatisation, the postponement of privatisation of financial and public utilities sectors and restrictions on foreign capital movements. But this has already begun to change. The 1999 Foreign Exchange Law has freed most capital and foreign direct investment operations transactions and practically all remaining entry restrictions will be lifted upon Slovenia's accession to the EU. The envisaged privatisation is expected to at least triple FDI inflows within the next three years, boosting FDI to around 3 per cent of GDP. Administrative barriers are being tackled with determination, in consultation with the business community. In addition, FDI outflows have started to play an increasingly important role in Slovenia's internationalisation strategy, notably in regard to the development of South-East Europe. In December 2001, Slovenia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Slovenia's achievements thus far and contribute to its expanding economic relations with OECD Members, as well as other adherents to the Declaration. This review is part of the OECD's ongoing co-operation with non-Member economies around the world.

Governments need evaluation methods to ensure that their scarce resources are allocated in a way that maximises their net return to society. How can the efficiency of allocating funds for transport infrastructure be improved? Is the widely-used approach of cost-benefit analysis appropriate? Does transport infrastructure investment have wider impacts on regional development which need to be taken into account in determining infrastructure investment priorities? Do we find evidence of such impacts in evaluations of major transport infrastructure projects? Which impacts might be included in future appraisal methods? Which impacts matter? How do evaluation frameworks match government policy objectives? This report provides insights into these key issues by analysing illustrative studies of the impacts of transport infrastructure investments.

    Abstract: Regional integration and co-ordination are not a panacea but they could hold the key to African countries' long-awaited participation in the world economy. This was one of the conclusions of the second International Forum on African Perspectives, jointly organised by the African Development Bank and the OECD Development Centre in February 2001, at which OECD and African economists discussed the prospects for regional initiatives in Africa. While many other factors need to be taken into consideration, regional approaches -- provided they are accompanied by domestic reforms -- can present an effective response to globalisation. Indeed, given the isolation of the African countries from the world economy, regional initiatives may be the only sustainable solution to the economic, political and social challenges raised by globalisation.

    Abstract: The OECD has actively promoted progressive liberalisation of current and capital account operations among its members for over 40 years. Since 1961, OECD countries have engaged in the opening of capital accounts, guided by the provisions and implementation procedures embodied in a unique multilateral instrument: the Code of Liberalisation of Capital Movements. While full freedom of capital movements was achieved by most OECD members more than a decade ago, and in some even earlier, new members (Korea, Mexico, Poland, the Czech Republic, Hungary and the Slovak Republic) have only recently attained the same level of liberalisation. This account of the accumulated OECD experience with capital account liberalisation provides timely and valuable reading for policy makers, academics and financial practitioners alike. Timely, as the debate on the pros and cons of external financial liberalisation by emerging markets is very active at the present juncture. Valuable, because the OECD experience clearly demonstrates the benefits of open capital accounts, as vouched for by the reluctance of its members to resort to restrictions on capital flows -- even in times of financial turmoil.

    Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus — as well as improved policies and institutions — are needed to address the persistent poverty problem in some regions and among some social groups. Agricultural and medical biotechnology hold tremendous promise but also bring with them new risks and concerns that need to be addressed before their full potential can be realised. New information technologies are only beginning to diffuse widely in developing Asia and the Pacific, but ultimately these too can have profound impacts on the lives of the poor, empowering them with access to information that once was the preserve of the privileged few.

    Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

    Abstract: Globalisation and advances in information and communication technologies are reshaping the world’s trading patterns. Today’s internationally competitive businesses work through strategic, integrated global networks designed to deliver efficient and high-quality response to demands from anywhere in the world. This trend has given rise to the terms "global logistics" or "supply-chain management". In addition, growing environmental concerns require that logistics should not only be efficient; they should also contribute to sustainable development. The OECD TRILOG project aimed to provide insights into these key issues through an exchange of experiences relating to freight transport logistics in the Asia-Pacific, Europe and North American regions.     Abstract: Approximately 125 000 people die every year on the roads of OECD countries. In other words, one road crash victim dies every four minutes. The real tragedy is that, to a large extent, these crashes and the resultant deaths and injuries could be prevented. This report identifies and assesses "best practices" among road safety programmes in OECD countries. Emphasis is placed on those programmes that have been evaluated. In addition, the underlying criteria that influence the success or failure of these "best practices" are identified to facilitate the development of effective road safety policies in Member countries.
