    Abstract: "What explains neo-nationalism - the surge of populist nationalism in the contemporary phase of globalized development? Drawing on Karl Polanyi's study of the "great transformation," Oleksandr Svitych argues that neo-nationalism is a societal protective reaction against the pro-market structural changes in the political economies of nation-states - conceptualized as the capital-state transformation. He shows that there is an inextricable link between free market reforms, declining state legitimacy, and identity-based mobilization. To test the book's argument, Svitych adopts a mixed methods approach of quantitative statistical analysis and qualitative case studies. First, he examines the relationship between the capital-state and neo-nationalism by using a time-series cross-sectional analysis of thirty-five member-states of the Organization for Economic Cooperation and Development. Estimates suggest that the capital-state - measured through the composite capital-state index - is a significant and powerful predictor of the neo-nationalist vote. Second, through four case studies (Australia, France, Hungary, and South Korea) the mechanisms that link macro-economic transformations to neo-nationalist vote or lack thereof are explored. Svitych finds that discontented voters gravitate toward these political forces and embrace identity-based solutions - often in exclusivist and scapegoating forms - to harness their anxieties and insecurities triggered by the capital-state restructuring. Both methods demonstrate that populist nationalism of both the Left and the Right has emerged to compensate for the real and perceived inability of the state to shield citizens from the corrosive effects of market fundamentalism. The book contributes to our understanding of the dynamics of the inter-related nature of state, capital, and identity politicization through a broader social theoretical perspective"--

In Books One and Two of Empiriomonism, Bogdanov begins with Ernst Mach's and Richard Avenarius's neutral monism - the idea that the 'physical' and the 'psychical' are two sides of one reality - and explains how human psyches are causally interconnected with the rest of nature.     Abstract: The OECD and the Directorate-General for Environment, the European Commission department responsible for EU policy on the environment, joined forces to examine current and future water-related financing challenges faced by EU member states. These include investments needed to comply with EU regulation for water supply, wastewater collection and treatment, and flood protection. As part of the research, new data was produced on current levels of expenditure for water supply, sanitation and flood protection, as well as on projected needs. It supported a comparison across member states and substantiated tailored policy discussions in selected countries and at European level. This report captures the rationale for the research, the main quantitative outcomes and the policy issues and recommendations that derived from this two-year co-operation. Lessons from Europe outlined in this report can inspire similar research and policy discussions in other parts of the world.

    Abstract: This report provides an overview of “multi-level governance” reforms in OECD countries. It looks at institutional reforms, which reorganise powers, responsibilities and resources across levels of government, as well as territorial reforms, which address territorial structures, often modifying regional and local government administrative areas. The report describes the rationale for different reforms, their characteristics and outcomes, as well as the obstacles faced by governments in designing and implementing them. The success - and failure - of past reforms provide useful lessons that can be applied to future reform efforts. The report includes five case studies that take an in-depth look at countries that have undertaken considerable multi-level governance reforms: Finland, France, Italy, Japan and New Zealand.

    Abstract: In "China, East Asia and the European Union" specialist authors from both Europe and Asia reflect on the dynamic relationship between the three actors from an International Relations perspective. The book is a testimony to China's seemingly unstoppable rise, both in the East Asian region and in the relationship with the EU and its member states. The authors investigate why the economic links between the European Union and East Asia have become so firmly established, while in comparison the political bond has remained underdeveloped. They conclude that the crises the EU is currently facing seriously affect its manoeuvring space vis-a-vis China and its neighbours, both economically and politically

    Abstract: In Shifts of Power: Modern Chinese Thought and Society , Luo Zhitian brings together nine essays to explore the causes and consequences of various shifts of power in modern Chinese society, including the shift from scholars to intellectuals, from the traditional state to the modern state, and from the people to society. Adopting a microhistorical approach, Luo situates these shifts at the intersection of social change and intellectual evolution in the midst of modern China’s culture wars with the West. Those culture wars produced new problems for China, but also provided some new intellectual resources as Chinese scholars and intellectuals grappled with the collisions and convergences of old and new in late Qing and early Republican China

    Abstract: In Mandarins and Heretics , Wu Junqing explores the denunciation and persecution of lay religious groups in late imperial (14th to 20th century) China. These groups varied greatly in their organisation and teaching, yet in official state records they are routinely portrayed as belonging to the same esoteric tradition, stigmatised under generic labels such as “White Lotus” and “evil teaching”, and accused of black magic, sedition and messianic agitation. Wu Junqing convincingly demonstrates that this “heresy construct” was not a reflection of historical reality but a product of the Chinese historiographical tradition, with its uncritical reliance on official sources. The imperial heresy construct remains influential in modern China, where it contributes to shaping policy towards unlicensed religious groups

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

    Abstract: In Martial Arts and the Body Politic in Indonesia Lee Wilson offers an innovative study of nationalism and the Indonesian state through the ethnography of the martial art of Pencak Silat. Wilson shows how technologies of physical and spiritual warfare such as Pencak Silat have long played a prominent role in Indonesian political society. He demonstrates the importance of these technologies to the display and performance of power, and highlights the limitations of theories of secular modernity for understanding political forms in contemporary Indonesia. He offers a compelling argument for a revisionist account of models of power in Indonesia in which authority is understood as precarious and multiple, and the body is politically charged because of its potential for transformation

    Abstract: Between Harmony and Discrimination explores the varying expressions of religious practices and the intertwined, shifting interreligious relationships of the peoples of Bali and Lombok. As religion has become a progressively more important identity marker in the 21st century, the shared histories and practices of peoples of both similar and differing faiths are renegotiated, reconfirmed or reconfigured. This renegotiation, inspired by Hindu or Islamic reform movements that encourage greater global identifications, has created situations that are perceived locally to oscillate between harmony and discrimination depending on the relationships and the contexts in which they are acting. Religious belonging is increasingly important among the Hindus and Muslims of Bali and Lombok; minorities (Christians, Chinese) on both islands have also sought global partners.     Abstract: This Inventory is concerned with direct budgetary transfers and tax expenditures that relate to fossil fuels, regardless of their impact or of the purpose for which the measures were first put in place. It has been undertaken as an exercise in transparency, and to inform the international dialogue on fossil-fuel subsidy reform. For each of the 34 OECD countries covered, the Inventory provides a succinct summary of its energy economy, and of the budgetary and tax-related measures provided at the central-government level (and, in the case of federal countries, for selected sub-national units of government) relating to fossil-fuel production or consumption. The transfers associated with these measures are reported for recent years using the Producer Support Estimate (PSE) and Consumer Support Estimate (CSE) as organising frameworks. These frameworks have already been used extensively by the OECD, most notably in respect of agriculture. The Inventory covers a wide range of measures that provide a benefit or preference for a particular activity or a particular product, either in absolute terms or relative to other activities or products, against a specified baseline. Many measures listed in this inventory are relative preferences within a particular country’s tax system rather than absolute support that can be readily compared across countries, and for that reason no national totals are provided.

    Abstract: In response to the ongoing economic crisis, Italy is undertaking a series of critically important reforms, combining pro-growth policies with severe austerity measures to achieve fiscal consolidation. The success of these structural reforms will rely heavily on the capacity of the government to restore trust in its ability and commitment to guide the country towards sustainable economic growth. At the time of this publication, however, less than a quarter of Italian citizens trusted the quality of government decision-making. Concerns over public integrity and corruption stand out as key elements underlying this prevailing lack of trust. To restore the deficit of trust in the Italian government, the public sector needs to be embedded within a comprehensive integrity framework. Law 190 of November 6, 2012 (the Anti-Corruption Law) enshrines public sector integrity management and strengthens existing corruption prevention provisions through the designation of a new anti-corruption authority, a detailed framework for the adoption of a national anti-corruption plan, and new provisions regarding the conduct and prevention of conflict of interests in the public sector. This OECD Integrity Review provides guidance on the implementation of key integrity and corruption prevention elements of the Law, most notably those concerning institutional coordination, the regulation of conduct and whistleblower protection, and management of integrity risks in public sector activities. The review concludes each chapter with proposals for action, with OECD member countries’ best practices in mind, with the ultimate goal of supporting Italy in its efforts to enhance integrity in the public sector and restore trust.

    Abstract: The balance of economic power is shifting. Countries that were once poor are becoming economic powerhouses. Yet poverty persists worldwide, depriving billions of people of basic necessities and the prospects of creating a better life. How are we responding to this challenge? This book explores the multi-faceted world of aid and development co-operation – a range of global, and sometimes contested, efforts aimed at reducing the impact of poverty. It traces the history of these efforts, explains where they come from and where they are going, and asks whether they are achieving as much as they could.     Abstract: This is the first time that indigenous Papuan administrators share with an international public their experiences governing their country. These administrators were the brokers of development. After graduating from the School for Indigenous Administrators (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, and for many curtailed their professional careers. These administrators' having been in active service until their retirement in the early 1990s allows for a complete recounting of political and administrative transformations under the Indonesian governance of Irian Jaya/Papua. This book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationships with superiors and colleagues, the murder of a Dutch administrator, their translation of 'development' to the Papuan people, the organization of their first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organization. Leontine Visser is Professor of Development Anthropology at Wageningen University. Her research focuses on governance and natural resources management in eastern Indonesia

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: The existing literature on Chinese Indonesians has so far tended to take an approach of either victimization and marginalization or a focus on elite businessmen and their economic influence. This volume takes a different perspective. The Chinese in Indonesia were not only innocent victims of history, but were simultaneously active agents of change. Chinese Indonesians from different walks of life played an active role in shaping society during regime changes and found creative and constructive ways to deal with situations of adversity. This book demonstrates that regime changes in Indonesia did not only pose threats of violence, but also offered opportunities that induced “agency” on the part of Chinese Indonesians to shape their own destinies and that of the country

    Abstract: The MENA-OECD Governance Programme supports public sector reform in the Middle East and North African (MENA) region. Since its inception in 2003, the programme has helped the region to improve institutions for good governance through continuous policy review and reform. The need to accelerate economic growth has been the primary impetus, but MENA governments are increasingly implementing reform to improve public sector performance and to meet citizens’ needs for higher quality education and health care, a safer and cleaner environment, and transparent and responsive government. Going forward, reforms will also be driven by equity and sustainability concerns. This report offers a perspective on the progress made in public management in the MENA region since 2005. It reviews achievements in implementing public governance reform in nine areas: human resource management, public finance, integrity, regulation and law drafting, administrative simplification, e-government, public-private partnerships, gender, and water resource management. The report presents case studies on key policy reforms and outlines common characteristics across the region as well as the specific conditions and circumstances in MENA countries and economies.

    Abstract: OECD countries have made significant reform progress in recent decades, in fields as diverse as competition policy, health care and the environment. How have they done it? And why have reforms advanced in some places and stalled in others? This collection of essays analyses the reform experiences of the 30 OECD countries in nine major policy domains in order to identify lessons, pitfalls and strategies that may help foster policy reform in the future. While taking full account of the tremendous differences in the political and institutional settings in which these reforms were undertaken, the authors highlight a number of common challenges and potential solutions that hold good across both countries and issue areas. They show that the scope for cross-national policy learning is enormous. The importance of such reform lessons is all the greater in the wake of the global financial and economic crisis. As OECD governments confront the challenge of trying to restore public finances to health without undermining the recovery, they will need to pursue a careful mix of fiscal policies and growth-enhancing structural reforms. Designing, adopting and implementing such a policy mix will require the crafting of effective reforms and effective strategies for implementing them.

Government intervenes in a myriad of ways at the local level, and rarely are these interventions co-ordinated effectively. Most of us are familiar with policy “silos”.     Abstract: “Too much ‘red tape’!” is one of the most common complaints from businesses and citizens in OECD countries. Administrative simplification is a regulatory quality tool to review and reduce administrative and regulatory procedures. It has remained high on the agenda in most OECD countries over the last decade and continues to be so. Countries’ efforts to strengthen their competitiveness, productivity and entrepreneurship during the current recession have made simplification efforts even more urgent. Until now, efforts to reduce administrative burdens have primarily been driven by ambitions to improve the cost efficiency of administrative regulations, as these impose direct and indirect costs on regulated subjects. Many countries will finish their current projects over the next few years and must decide how to continue their efforts and how to make them more efficient. This report looks beyond 2010 and presents policy options for administrative simplification that are in line with current trends and developments. It provides policy makers with guidance on the available tools and explains common mistakes to be avoided when designing, undertaking and evaluating administrative simplification programmes.
