    Abstract: Dans une décision rendue le 7 avril 2009, le juge Hughes, de la Cour fédérale du Canada a refusé la demande de révision judiciaire soumise par Linda Keen, l’ancienne présidente de la Commission canadienne de sûreté nucléaire (CCSN). Mme Keen remettait en cause la légalité du décret la congédiant de son poste de présidente. La Cour a rejeté la demande2 et conclu que la décision était légitime.

    Abstract: By decision dated 7 April 2009, Mr. Justice Hughes of the Federal Court of Canada denied an application for judicial review submitted by Linda Keen, the former President of the Canadian Nuclear Safety Commission (CNSC), by which she challenged the legality of the Order in Council which removed her as President. The court dismissed the application,2 finding that the decision had been lawful.

    Abstract: Historically, the definition and measurement of academic standards in British higher education have been the exclusive prerogative of the academic community. The calibration of standards across institutions was the responsibility and purpose of the external-examiner system. But the mechanisms in place to achieve these ends have broken down under the weight of the massification of UK higher education, the need to recruit international students to sustain revenue streams, and the league-table or rankings culture that has resulted in academic standards being sacrificed in order to maintain or improve institutional image. In 2008 the House of Commons inaugurated a wide-ranging inquiry into these matters. Its August 2009 report proposes radical solutions, the adoption of which will represent a definitive break with the traditions of the past. Définition des critères de qualité et évaluation des performances universitaires : Une perspective britannique Traditionnellement, la définition des critères de qualité et l’évaluation des performances universitaires dans l’enseignement supérieur britannique étaient la prérogative exclusive de la communauté universitaire. L’étalonnage des critères de qualité dans l’ensemble des établissements relevait de la responsabilité du système d’examinateurs externes dont c’était l’objectif. Cependant, les mécanismes mis en place à cette fin se sont effondrés sous le poids de la massification de l’enseignement supérieur britannique, la nécessité de recruter des étudiants internationaux pour maintenir les flux de revenus, et la culture des classements qui a conduit au sacrifice de la qualité afin de préserver ou d’améliorer une image institutionnelle. En 2008, la Chambre des Communes a inauguré une vaste enquête sur ces questions. Son rapport d’août 2009 propose des solutions radicales, dont l’adoption constituera une rupture définitive avec les traditions du passé.

    Abstract: The paper starts with a description of higher education in the United Kingdom and of reforms over the last 50 years. By reference to specified output measures, the performance of UK universities is judged to be good. The factors affecting this performance are postulated by comparing policies and approaches in the United Kingdom with those elsewhere (in particular in continental Europe). Three factors – the level of autonomy, the amount of competition, and the level of funding, combined with the universities’ direct control over funding – are identified as important factors. The level of autonomy for UK universities is long-standing. So too is the level of competition for recruiting the best students – although the reform in 1991 to bring universities and polytechnics into a single sector has increased that competition. Competition for research has increased through the reform initiated by the University Grants Committee in the mid 1980s to introduce the Research Assessment Exercise for non-specific funds. Recent reforms have provided both additional funding and, through tuition fees for UK students, greater influence for universities over the level of funding. Le système de l'enseignement supérieur au Royaume-Uni a fait l’objet de nombreuses réformes depuis cinquante ans. Evaluées à la lumière d’indicateurs spécifiques, les universités britanniques présentent de bons résultats. Les facteurs de cette performance sont postulés par comparaison des politiques et des approches adoptées au Royaume-Uni et à l’étranger (en particulier dans le reste de l'Europe). Associés au contrôle direct des universités sur le financement, le degré d'autonomie, le niveau de concurrence et le niveau de financement apparaissent ainsi comme trois facteurs de performances importants. Bien qu’elle ait été renforcée par la réforme de 1991 regroupant les universités et les instituts de technologie en un secteur unique, la concurrence pour le recrutement des meilleurs étudiants existe depuis longtemps, tout comme le degré d'autonomie important dont jouissent les universités britanniques. La concurrence a également gagné le milieu de la recherche où, suite à une réforme initiée par le University Grants Committee au milieu des années 1980, l’attribution de fonds non spécifiques est déterminée par le Research Assessment Exercise (exercice d’évaluation de la recherche). De récentes réformes ont permis d’accorder des financements supplémentaires et, par le biais des frais d’inscription imposés aux étudiants britanniques, de développer l’influence des universités par rapport au niveau de financement.

    Abstract: This paper constructs a broad measure of financial conditions for the United States, Japan, the Euro Area and the United Kingdom, by extending monetary condition indices which are traditionally used to gauge the impact of monetary policy on the economy. In addition to changes in the exchange rate and short and long interest rates, the change in credit availability, corporate bond spreads and household wealth are taken into account to gauge the evolution of financial conditions. Since the onset of the financial crisis, financial conditions have tightened by an unprecedented degree in the four countries/regions and this is evaluated to exert a major drag on activity.

Cet examen analyse les performances des établissements scolaires écossais à partir des conclusions du PISA et des résultats aux tests et examens nationaux, et étudie les réformes éducatives entreprises en Écosse à la lumière de celles qui ont été engagées dans des pays rencontrant des difficultés comparables.

    Abstract: In the United Kingdom, the creative and cultural industries in the North East of England have notably contributed to the region’s economic development. The city of NewcastleGateshead’s recent renaissance has helped redefine the region’s cultural identity. Higher education has played an important part in the North East of England region, whether through heritage buildings such as Durham Castle, or the newly built facilities within Newcastle University’s cultural quarter. The North East universities also play a leading role in developing knowledge and skills for the cultural sector by supporting new businesses, supplying student volunteers, and making a critical contribution through staff research and collaborative doctoral studentships. The success of the universities’ engagement with the region depends on strategies and structures within both higher education and governmental bodies responsible for the cultural sector; universities work with a wide range of central government departments, sector skills councils, regional development associations, local government, and cultural organisations such as the Arts Council and the Regional Cultural Consortia. In many ways the cultural value of the universities’ contribution is often intangible, but as major contributors to the quality of life and economic prosperity, often partnering cultural organisations throughout the region, the significance of this contribution cannot be ignored.

L’enseignement supérieur a joué un rôle important dans la région du Nord-Est de l’Angleterre, grâce à des bâtiments historiques, tels que le Château de Durham ou encore les installations récemment édifiées dans le quartier culturel de l’Université de Newcastle. Les Universités du Nord-Est ont également joué un rôle prépondérant dans le développement de la connaissance et des compétences dans le secteur culturel en apportant leur soutien aux nouvelles entreprises, en fournissant des étudiants bénévoles et par leur contribution critique à travers la recherche et l’octroi de bourses communes de doctorat. Le succès de l’engagement des universités auprès de la région dépend des stratégies et structures au sein de l’enseignement supérieur et des organes gouvernementaux responsables du secteur culturel. Les universités travaillent avec un large éventail de ministères du gouvernement central, de conseils des compétences sectorielles, d’associations de développement régional, d’administrations locales et d’organisations, telles que l’Arts Council (Conseil des arts) et les Regional Cultural Consortia (Consortiums culturels régionaux). À bien des égards, la valeur culturelle de la contribution des universités est souvent intangible ; cependant, au vu de leur contribution à la qualité de vie et à la prospérité économique, notamment grâce à la formation fréquente de partenariats avec des organisations culturelles de toute la région, son importance ne peut être ignorée.

Dalry Primary, North Ayrshire Introduction Dalry Primary School in North Ayshire is the latest case study featured on the Scottish Government’s website. By April 2009, the website will provide 32 case studies of recently completed nursery, primary and secondary school buildings in Scotland. The purpose is to highlight good practice and demonstrate different approaches to school design issues to help inform local authorities and others involved in the planning, briefing and design of school estate projects. Dalry Primary is a unique project involving the close collaboration of artists, architects and the county’s council in designing and realising a new concept in primary school building. The whole school is designed as a learning prototype, offering multiple opportunities to engage with different organisational and teaching methods, utilising or modifying the facilities and spaces. It does not impose directions or solutions, but offers them as options.

L’examen a salué l’action déterminée que mène le Royaume-Uni pour concourir à la réalisation des Objectifs du millénaire pour le développement (OMD) et porter son aide au développement à 0.7 % du revenu national brut (RNB) d’ici 2013. Le CAD a reconnu l’efficacité et la spécificité du modèle de coopération pour le développement britannique, qui est ancré sur un socle législatif solide et s’articule autour d’un mandat clairement défini dans le cadre d’un programme cohérent conduit sous la direction d’un ministre auquel est attribué un siège au Cabinet. Le Comité a recensé plusieurs améliorations possibles, (par exemple en matière d’approche de travail avec les donneurs, d’identification de priorités pour la cohérence des politiques, d’engagement avec la société civile et de clarification institutionnelle concernant l’aide humanitaire) qui placeraient le Royaume-Uni en bonne position pour relever les défis que constituent l’accroissement du volume de l’aide, le fait d’opérer dans les environnements plus complexes qui prévalent dans les États fragiles et la nécessité d’établir la réalité des résultats obtenus au regard du développement.

    Abstract: The paper provides an overview of UK airports from the perspective of a business enterprise. Its object is to show, through the medium of the UK industry, that effective competition between airports is possible and that a competitive industry can be financially viable. In the UK case viability is achieved at all levels of output, thus refuting the suggestion that high fixed costs are a significant barrier to positive returns, particularly for airports of limited output. This viable industry operates for the most part in the private sector of the economy and it has evolved without the imposition of a strategic plan. It is competition that has driven the dynamics of the industry, an industry that in its symbiotic relationship with the airline industry has been an economic success story helping to produce strong economic growth in the service sector of the UK economy.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Italy for the Peer Review meeting held on 31 May 2006. The review welcomed the United Kingdom’s strong commitment to the Millennium Development Goals and to increase development aid to 0.7% of its Gross National Income by 2013. The Committee recognised the effectiveness of the United Kingdom’s distinctive development co-operation model, characterised by a strong legislative basis, clarity of mission and unified programme under a Cabinet Minister. It identified several opportunities (e.g. new tactics in working with donors, identifying policy coherence priorities, more strategic involvement of civil society, greater institutional clarity around humanitarian aid) to make improvements that would better place UK development co-operation to address the future challenges of scaling up aid volume, moving into more difficult operational environments in fragile states and clearly demonstrating development results.

    Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: With 14.5 million inhabitants and an economy worth over EUR 290 billion, the North of England is larger than many European countries. At the heart of the industrial revolution, the region has been a historic centre for world-changing innovation in transport, computing and in vitro fertilisation. Yet, in the wake of massive losses in manufacturing employment over the past few decades, the region is having to adapt in order to catch up to more prosperous regions in the UK and remain competitive globally. Like many regions around the OECD, the North of England is seeking to support economic development through innovation, with strategies that build on the region's heritage while also looking to develop new strengths. This report reviews how both national policy and regional strategies support innovation in the North and how these efforts could be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.

    Abstract: Globalisation, together with skill-biased technical change, is changing the composition of jobs in advanced economies and raising the level of skills required to do them. This has increased the importance of educating a large proportion of the population to much higher standards than in the past. The government in the United Kingdom has responded to this challenge by raising education spending and expanding the capacity of the education system in key areas such as pre-primary education and increasing participation in education beyond the age of 16. Nevertheless, performance on international tests of cognitive ability remains significantly below the standards of the best performing OECD countries and the education system seems to be particularly poor at ensuring good performance of pupils in the middle to bottom half of the education performance distribution. A renewed sense of urgency, together with some new approaches, is required to address the United Kingdom’s relative underperformance in literacy and numeracy. This paper proposes a number of avenues for encouraging a higher level of educational attainment, without significant further increases in expenditure.

    Abstract: The competition to stage major global events – such as OIympic Games, EXPOs, cultural festivals, and political summits – is more intense than ever before. Despite advances in virtual communication, large-scale gatherings of this kind have again become extraordinarily popular. In part, this can be explained by the worldwide media attention and sponsorship that such events now generate. But it is also substantially accounted for by the longer-term local benefits that can be achieved for the host location, including: improved infrastructure, increased revenues from tourism and trade, employment creation and heightened civic pride. However, such positive effects do not occur by accident, or without effective local action. Effective legacy planning and management is essential to ensure that the financial risk of investing in the event pays off, and that local development is boosted in a meaningful way. Put simply, when international events are hosted well, they become a catalyst for local development and global reach. This book identifies how international events work as a trigger for local development and what hosting cities and nations can do to ensure that positive local development is realised. It reviews experience from more than 30 cities and nations and it looks forward to future events yet to be hosted.

    Abstract: Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century. Urban policy planners are expected to address an increasingly wide range of objectives, including social, environmental and cultural issues as well as economic ones.

    Abstract: The new fiscal and expenditure policy framework adopted in the United Kingdom in 1997 included clear fiscal rules and a reformed system of budgetary controls and capital appraisal procedures. These macro and micro reforms allowed the historic shortfall in public investment to be addressed. This article lays out some general considerations for public investment policy, including involving the private sector, and describes how the United Kingdom has implemented a strategy to deliver an increase in public investment while maintaining a sustainable fiscal position.

    Abstract: There is growing recognition throughout the OECD of the need to link economic development and employment policies at the level of the individual city if the twin objectives of raising competitiveness and reducing worklessness are to be met. The challenge is particularly clear in the UK, where the employment rate of the working age population in the major cities has lagged consistently behind the relatively strong performance of the nation as a whole (HM Treasury, 2007). The Government has recognised that raising the UK employment rate towards its ambitious 80%national target will require special efforts to tackle unemployment and economic inactivity in the cities (Department of Work and Pensions, 2006). This is an important departure from the traditional emphasis on national labour market policies and standardised welfare to work programmes that pay little regard to geographical variations in socio-economic conditions. One of the issues arising is the appropriate balance between measures to stimulate labour demand and create jobs, on the one hand, and measures to strengthen labour supply by improving people’s skills, employability and motivation, on the other. There is also an issue about how to connect employment opportunities to people in need of work but who face multiple disadvantages and barriers to employment, such as poor transport access and lack of childcare. Another issue relates to the amount of decentralisation and local control of the policy levers that government should encourage, and what form this should take. The purpose of this paper is to address these important questions by focusing on the labour market context and policy situation in Glasgow.

    Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: As part of a larger effort to fund public universities, variable fees at the graduate and undergraduate levels are a topic of discussion in the United States and increasingly throughout the European Union. This essay describes the relatively new shift to have students pay for a significant portion of their university education, emerging fee structures, and discusses the possible policy implications of variable fee structures. We argue that emerging cost-sharing fee policy in the United States and in England is being pursued incrementally, without an adequate conceptual model for long-term funding of universities and their possible impact on students and academic programs.

C’est pourquoi les architectes du campus se sont employés à développer au maximum la biodiversité, à favoriser les moyens de transport écologiques et à tirer le meilleur parti possible de la lumière du jour et de la ventilation naturelle à l’intérieur des bâtiments. Ce projet de réimplantation prévoit de transformer une douzaine d’hectares de terres agricoles pauvres en une diversité d’habitats pour la flore et la faune permettant la création d’espaces verts. Le campus sera ouvert au grand public à des fins éducatives et récréatives.

    Abstract: The UK 2004 Higher Education Act generated important debates about the relationships between higher education (HE), economic growth and social progress. The range of positions expressed in relation to the increase of annual tuition fees raises crucial questions about the public and private funding of higher education and its individual and social economic benefits. Such controversies have a strong resonance in France where discussion about HE underfunding has already emerged. This article seeks to inform these current debates by combining economic and historical perspectives within a quantitative approach. The analysis of new historical series on funding and development of UK universities since the 1920s and the comparison with similar data for France has put into evidence a long-term link between HE funding and economic fluctuations. In both countries, the expansion in university resources was not linear and may be related to the impact of long economic cycles on public funding. Moreover, in the UK case, private funding periodically increased in order to replace diminishing public funding, rather than taking the form of additional resources. In consequence, private funds did not provide an overall rise in the universities’ income. The considerable fluctuations of funding, combined with a more consistent growth of enrolment, led to a recurrent mismatch between resources for and access to higher education. This can explain the wide fluctuations of resources per student over the period and the current underfunding situation. Such historical trends question whether, in the future, increased fees will be a substitute for public spending. Or will variable fees be combined with even greater increases in public funding as part of a national project to support HE students from all social backgrounds and to boost expenditure per student?

    Abstract: Le vote de la loi sur l’enseignement supérieur britannique en 2004 a suscité d’importants débats sur les liens entre l’enseignement supérieur, la croissance économique et le progrès social. Toute la palette des positions exprimées au sujet de l'augmentation des frais d’inscription annuels soulève des questions cruciales concernant le financement public et privé de l’enseignement supérieur et ses avantages économiques pour l’individu et la société. Ces polémiques ont une forte résonance en France, où le sous financement de l’enseignement supérieur fait déjà débat. Le présent article vise à éclairer les débats en cours en combinant les perspectives économiques et historiques au sein d’une approche quantitative. L’analyse de séries statistiques reconstruites sur le financement et le développement des universités britanniques depuis les années 1920 et leur comparaison avec des données similaires pour la France ont mis en évidence l’existence d’une relation de long terme entre le financement de l’enseignement supérieur et les fluctuations de l’économie. Dans les deux pays, l’expansion des ressources universitaires n’a pas été linéaire et elle peut être associée à l’impact des cycles économiques longs sur le financement public. De plus, dans le cas du Royaume-Uni, le financement privé a périodiquement augmenté afin de se substituer au financement public en déclin au lieu d’apporter des ressources supplémentaires. Par conséquent, les ressources privées n’ont globalement pas fait augmenter les revenus des universités. Les fluctuations considérables du financement, jointes à une progression plus stable des effectifs, ont entraîné une inadéquation chronique entre les ressources disponibles pour l’enseignement supérieur et l’accès à cet enseignement. Il se peut que ce facteur explique les larges mouvements de la dépense par étudiant au cours de la période et le sous financement actuel. Au vu de ces tendances passées, on peut se demander si, à l’avenir, des frais plus élevés remplaceront le financement public ou si le paiement de frais d’un montant variable sera associé à des hausses encore plus importantes des ressources publiques dans le cadre d’un projet national visant à aider les étudiants de l’enseignement supérieur de toutes origines sociales et à redynamiser la dépense par étudiant.

    Abstract: This paper assesses what role product market competition and regulatory reforms may have played in the performance of the British economy over the past decade. Competitive pressures appear to be relatively strong in the United Kingdom, with regulations inhibiting competition and barriers to trade amongst the lowest in the OECD. Nevertheless, there is scope for improvement and the recent overhaul of competition legislation should help to further promote competition. Much progress has been made in the professional services sector. Self-regulatory bodies are no longer exempt from competition legislation and professional bodies have undertaken a number of actions towards removing or easing restrictions that inhibit competition. In the retail sector, market power remains a problem and the competition authorities will need to remain vigilant. The government’s recent approach to planning has made new large scale entry very difficult, impeding competition and inhibiting entry. Industry regulators also need to remain vigilant in the electricity, gas and telecommunications sectors. Reforms in these sectors have led to increased productivity, though international comparisons suggest that there is scope for prices to fall. While recent steps by the government overcome the most serious weaknesses of the privatised rail system, continuing problems regarding incentives and responsibilities remain to be resolved.

C’est la raison pour laquelle le ministère anglais de l’Éducation et des compétences (DfES) a engagé une stratégie ambitieuse visant sur une période de cinq ans à améliorer les équipements éducatifs de tous les enfants dans le pays et à créer des ressources d’excellence pour l’ensemble de la collectivité. Le programme intitulé Building Schools for the Future (construire les écoles de demain) bénéficie d’un niveau record d’investissement dans les infrastructures scolaires, tient compte des changements à apporter à l’environnement éducatif bâti et accorde une attention toute particulière aux conceptions exemplaires.

    Abstract: US higher education and distinct state systems such as in California offer comparative models for UK higher education. This essay provides a comparative analysis of US and UK higher education, followed by a description of the development, and contemporary structure of California’s system. California offers a broadly accessible network of colleges and universities that are highly differentiated, and that collectively offers multiple routes to a higher education program and degree. It has also proven highly efficient in costs to taxpayers and students. This model provides a lens for an evaluation of the strengths and weaknesses of UK higher education, and in particular the highly decentralised systems in England and Wales. But in looking to California for possible inspiration, a few words of caution are offered. California may provide ideas about differentiation, governance, access and cost containment. It does not, however, offer much in regard to the difficult process and politics of reorganising or modifying significantly developed higher education systems like that in the United Kingdom.

    Abstract: Le lien entre la recherche et l’enseignement fait l’objet de nombreux débats, peut-être parce que les preuves d’une synergie entre ces deux activités sont faibles et peu concluantes. On pourrait avancer que la séparation entre la recherche et l’enseignement est à proprement parler le résultat de politiques et de mesures concrètes mises en oeuvre au fil du temps dans le but d’établir une distinction entre les différentes façons dont ces activités sont financées, gérées, évaluées et reconnues. Même si cette hypothèse s’avère exacte, cela ne dispense pas pour autant les établissements d’enseignement supérieur du devoir d’optimiser les relations bénéfiques entre leur double mission. Dans cet article, l’auteur étudie la question de savoir si les établissements doivent tendre vers cet objectif et, pour ceux qui s’y efforcent, les possibilités offertes à leurs dirigeants et gestionnaires. Il se penche sur l’origine du lien problématique entre la recherche et l’enseignement, les facteurs ayant des incidences sur les moyens de promouvoir des relations positives et les implications au niveau de la gestion et de la conduite des établissements et des départements universitaires. Il affirme que la recherche, l’enseignement et leurs relations relèvent de choix stratégiques sur la nature et l’avenir des établissements d’enseignement supérieur et enfin, que les opinions en la matière et les mesures prises dans ce domaine témoignent de divergences de conception de la nature et de la vocation de ces établissements.

    Abstract: The relationship between research and teaching has become a highly contested issue perhaps because evidence of synergy between them is modest and inconclusive. It could be argued that the separation of research and teaching is itself the result of policy and operational decisions made over some time to distinguish the way these activities are funded, managed, assessed and rewarded. Even if this were proven to be the case, however, this would not necessarily excuse higher education institutions (HEIs) from an obligation to maximise the beneficial relations between the two. This article explores whether institutions should attempt to do this and, for those that do, how this might be possible for institutional leaders and managers. It considers why the research-teaching link is problematic, the factors affecting whether positive links can be fostered and the implications for management and leadership in institutions and in academic departments. It argues that research, teaching and the relations between them are matters for strategic choices about the nature and future of an HEI and, ultimately, that views and actions on these matters reflect differing beliefs about the nature and purposes of Higher Education.

    Abstract: This report focuses on one environmental instrument which is part of the UK’s wider programme of policies to deal with its various obligations to control climate change. The instrument is the Climate Change Levy (CCL) which takes the form of a tax on energy. However, the CCL cannot be viewed in isolation – it is part of a fairly elaborate package of measures, and its interaction with the other instruments in that package need to be understood. Accordingly, we first set out a brief history of the UK’s approach to climate change control, and describe the various components of the policy package. A detailed history of the CCL is then provided, and this is followed by an analysis of the features of the CCL, focusing particularly on the political factors that influenced its design, and the various reactions to it. Finally, we look at the likely future of the CCL in light of developments in climate change policy in the wider Europe.

    Abstract: L’enseignement supérieur américain et les systèmes mis en place dans les différents États (la Californie, par exemple) offrent des modèles comparatifs pour l’enseignement supérieur britannique. Cet essai est une analyse comparative de l’enseignement supérieur américain et britannique, suivie d’une description du développement et de la structure actuelle du système californien. La Californie possède un réseau largement accessible de collèges et d’universités extrêmement différenciés qui offrent collectivement de multiples voies d’accès aux programmes et aux diplômes de l’enseignement supérieur. Un réseau qui a également démontré sa grande efficacité en termes de coûts pour les contribuables comme pour les étudiants. Ce modèle permet d’évaluer les points forts et les points faibles du système d’enseignement supérieur britannique et, en particulier, des systèmes hautement décentralisés de l’Angleterre et du Pays de Galles. Mais si l’on cherche une éventuelle inspiration du côté de la Californie, quelques mots de mise en garde s’imposent. Le système californien peut fournir des idées en matière de différenciation, de gouvernance, d’accès et de maîtrise des coûts. Mais il n’apporte pas grand chose pour ce qui est de la politique et du difficile processus de réorganisation ou de modification de systèmes d’enseignement supérieur extrêmement développés comme celui du Royaume-Uni.

La complexité et la diversité - des objectifs de la réglementation, de l’architecture institutionnelle et des procédures - sont des questions essentielles qui doivent être suivies de manière continue. C’est en poursuivant ces efforts et en continuant à relever les défis que pose la réglementation et à remédier aux insuffisances que le Royaume-Uni parviendra à se maintenir au premier rang dans la gouvernance de la régulation.
