    Kurzfassung: "The rapid rise of emerging economies has produced deep-ranging changes in the global order during recent decades. At the beginning of the twenty-first century, the bipolar confrontation of the Cold War seemed to be replaced by a universalized model of political liberalism and economic neo-liberalism. In recent years, however, rising nationalism and protectionism indicate the end of unfettered globalization, a looming crisis of liberal democracy, and a return to ideologies of "systemic competition", especially vis-a-vis China. Against this background, the proposed volume takes a fresh look at the evolution of governance models in Western and non-Western civilizations - Africa, India, China, and the Muslim world in particular. These models have been largely self-contained and without intensive interaction for a long time. In the wake of globalization, systems, ideologies, and political values have become part of global discourse, eventually turning into what Samuel Huntington called a "clash of civilizations." The chapters in this volume offer perspectives on the diversity of civilizations of governance as a base for a new multilateralism in the global context. The contributions explore relevant theoretical concepts of transnational governance, law, and multiple modernity. The empirical focus is on analyzing different governance systems in non-Western civilizations and Europe, including national states and transnational institutions, traditions, and networks. The volume assembles papers presented at the 2019 International Conference of the Institute of Public Policy at South China University of Technology in Guangzhou, China. Die Studie adressiert zwei Forschungsdesiderate: Erstens externalisieren viele Beiträge die extrem Rechte von städtischen Demokratien. Folglich ist die Literatur nicht in der Lage zu erfassen, wie extrem rechte Agenden und Ideologien innerhalb lokaler partizipativer Prozesse in liberalen Demokratien normalisiert werden. Zweitens sind die Akteure und Prozesse, welchen diesen lokalen Aushandlungen zugrunde liegen, nicht ausreichend untersucht. Um diese Lücken zu schließen, verbindet die Studie Theoriestränge aus der Urban Governance - Literatur mit sozialwissenschaftlichen Debatten über den Aufstieg der extrem Rechten. Der methodische Rahmen der Arbeit besteht aus einem qualitativen Forschungsdesign in Form einer explorativen Einzelfallstudie in der Stadt Cottbus. Die Analyse zeigt, dass das Narrativ der Externalisierung in dreierlei Hinsicht eine falsche Dichotomie zwischen der extremen Rechten und lokalen Aushandlungsprozessen schafft: Erstens ignoriert es, dass deliberative Prozessen zwar das Versprechen auf Demokratisierung innewohnt, dieses aber durch bestehende gesellschaftliche Machtverhältnisse durchkreuzt wird, die Näherböden für autoritäre Mobilisierung bieten können. Zweitens übersieht es die Verflechtung zwischen Rassismus und den städtischen Institutionen, die auf extrem rechte Mobilisierung reagieren, und oftmals Anknüpfungspunkte für extrem rechte Ideologien bieten. Drittens wird argumentiert, dass dies auf den lokalen Staat als umkämpftes Terrain hinweist.

The project is prompted by the crux that even though the central role of cities and local participatory planning processes in countering far-right contestations is widely acknowledged, far-right contestations have hardly been challenged. It seeks to address two scholarly blind spots: First, mainstream accounts engaging with the question of how municipalities deal with far-right contestations have largely externalised the far right from urban democracy. Consequently, the current literature is not able to grasp how far-right agendas and ideologies can indeed be normalised within local participatory processes. Second, the actors and processes involved in the local negotiation of far-right contestations remain understudied. To fill these gaps, the cumulative dissertation connects discussions on urban governance with recent debates on the rise of the far right. The methodological framework of this thesis consists of a qualitative, explorative single-case study in the city of Cottbus, Germany. The analysis reveals that the liberal narratives of externalisation create a false dichotomy between far-right contestations and local negotiations in liberal democracies in a threefold way. First, they ignore how far-right contestations can be strengthened within traditional deliberative processes, as their promise of equal participation for all citizens is juxtaposed with the inability of such processes to re-negotiate the power relations aggravating the social inequalities giving rise to the far right in the first place. Second, by externalising the divisiveness propagated by far-right contestations, they overlook the interconnectedness between racism and the institutions governing cities, which offers points of contact for far-right ideology.     Kurzfassung: Waiting for the Revolution to End explores the Syrian revolution through the experiences of citizens in exile. Based on more than three years of embedded fieldwork with Syrians displaced in the border city of Gaziantep (southern Turkey), the book places the Syrian revolution and its tragic aftermath under ethnographic scrutiny. It charts the evolution from peaceful uprising (2011) to armed confrontation (2012), descent into fully fledged conflict (2013) and finally to proxy war (2015), to propose an understanding of revolution beyond success and failure. While the Assad regime remains in place, the Syrian revolution (al-thawra) still holds a transformational power that can be located on intimate and world-making scales. Charlotte Al-Khalili traces the unintended consequences of revolution and its unexpected consequences to reveal the reshaping of Syrian life-worlds and exiles’ evolving theorizations, experiences and imaginations of al-thawra. She describes the in-between spatio-temporal realm inhabited by Syrians displaced to Turkey as they await the revolution’s outcomes, and maps the revolution’s multidimensional and multi-scalar effects on their everyday life. By following the chronology of events inside Syria and Syrians’ geography of displacement, the book makes the relation between revolution and displacement its centerpiece, both as an ethnographic object and an analytical device.     Kurzfassung: This textbook presents a systematic study of terrorism from the standpoint of economic analysis. Choosing the kind and level of measures to counter terror is, to a large extent, an economic decision, as counterterrorism (CT) measures and their side effects are costly. This text, contains theoretical models that illustrate the economic mechanisms of different types of CT measures. A vast array of empirical studies and regularities are also presented. Some chapters discuss in depth the empirical results in the literature as well as the underlying statistical/econometric methodologies that go beyond ordinary regression. General Appendix A provides an exposition of the concept of compensating surplus and elements of the basic game theory, to help the reader with an economics background recapitulate micro theory concepts used in the book. General Appendix B lays out the notions of hypothesis testing, regression and more advanced statistical/econometric methods, so that the reader understands or at least can have an intuitive idea of how the results are derived and what they mean with some degree of inner comfort. Aimed at students at the intermediate undergraduate and graduate levels, the text requires knowledge of basic micro, first-order conditions of profit or utility maximization and cost minimization, and statistical concepts of hypothesis testing and regression. This textbook is intended for use in courses in economics, political science, criminal justice, and emergency management. Additionally, professionals working with national security in government and non-governmental organizations may find it useful. .

It is the first book to take such a broad historical approach to the topic.     Kurzfassung: In the last decades, violent non-state actors (VNSAs) such as rebel and terrorist organizations have proved their capacity to break international law. The international community, particularly the United Nations (UN), has reacted to this development by redirecting its conflict resolution efforts to these non-state entities. This has turned targeted sanctions into one of the most vital and indispensable foreign policy tools available to the UN Security Council in combating terrorism and contributing to the peaceful resolution of (intra-state) conflicts. Despite the UN Security Council’s growing tendency to sanction VNSAs, there has been little research analyzing the effects of UN targeted sanctions on these non-government actors. This book seeks to fill this gap and shifts the focus on non-state actors by ascertaining the general mechanisms through and conditions under which UN targeted sanctions imposed on VNSAs tend to be effective. The tripartite empirical analysis combining quantitative and qualitative research methods demonstrates that the state-centric understanding of how sanctions work is not simply applicable to the effective sanctioning of violent non-state actors such as rebel and terrorist movements. About the author Christopher Huber is a Research Fellow associated with the GIGA German Institute for Global and Area Studies in Hamburg. His research focuses on international sanctions, counterterrorism and religious conflicts.

    Kurzfassung: "The U.S. government's prime enemy in the War on Terror is not a shadowy mastermind dispatching suicide bombers. It is the informed American citizen. With Manufacturing Militarism , Christopher J. Coyne and Abigail R. Hall detail how military propaganda has targeted Americans since 9/11. From the darkened cinema to the football field to the airport screening line, the U.S. government has purposefully inflated the actual threat of terrorism and the necessity of a proactive military response. This biased, incomplete, and misleading information contributes to a broader culture of fear and militarism that, far from keeping Americans safe, ultimately threatens the foundations of a free society. Applying a political economic approach to the incentives created by a democratic system with a massive national security state, Coyne and Hall delve into case studies from the War on Terror to show how propaganda operates in a democracy. As they vigilantly watch their carry-ons scanned at the airport despite nonexistent threats, or absorb glowing representations of the military from films, Americans are subject to propaganda that, Coyne and Hall argue, erodes government by citizen consent"--

    Kurzfassung: Was können feministische Perspektiven für die kritische Erforschung von Sicherheit(spolitiken) leisten? Die AutorInnen zeigen mit theoretischen und empirischen Beiträgen die Stärke und Wichtigkeit einer geschlechtssensiblen Perspektive auf das Thema der Sicherheit, welche auch über die politikwissenschaftliche Debatte hinausreicht. Dabei hinterfragen die Autorinnen tradierte Sicherheitskonzeptionen und erweitern das Verständnis von Krieg, Gewalt und Sicherheit, indem sie die Geschlechterverhältnisse einbeziehen. Besonders die Bedeutung von Ökonomie, Recht und Flucht wird im Zusammenhang von Geschlecht und Sicherheit berücksichtigt. Ferner ergänzen sie die bislang verhaltene deutschsprachige Diskussion um internationale Perspektiven. Der Sammelband besteht aus einem einleitenden Teil und drei inhaltlich gegliederten Teilen: Die beiden einführenden Beiträge fächern die Themengebiete und Fragestellungen auf, die aus der Verknüpfung von Sicherheitsstudien und Geschlechterstudien hervorgehen. Im ersten inhaltlichen Teil des Bandes werden die Herausforderungen einer feministischen Perspektive auf Sicherheitsfragen aufgrund struktureller, vor allem politisch-ökonomischer Analysen deutlich. Unter dem Titel ‚Sicherheit, Recht und Advocacy’ widmet sich der zweite Teil des Bandes der Rolle des Rechts in der Umsetzung von Sicherheit in Konflikt- und Postkonfliktgesellschaften. Die Beiträge im dritten Teil beschäftigen sich mit Flucht, Migration und sexualisierter Gewalt.

    Kurzfassung: The role of the security establishment in Pakistan has been strengthened in a post-Musharraf era as social institutions are increasingly drawn into the security agenda. Pakistan's problems are often explained through the lens of ethnic or religious differences, the tense relationship between democracy and the Pakistan military, or geopolitics and terrorism, without taking into account young citizens' role in questioning the state and the role of the education system. --
    Kurzfassung: Based on new research and interviews with more than 1900 Pakistanis aged 16-28 the authors examine young people's understanding of citizenship, political participation, the state and terrorism in post-Musharraf Pakistan. The authors explore the relationship between the youth and the security state, highlighting how the educational institutions, social media, political activism and the entire nature of the social contract in Pakistan has been increasingly securitized. The focus is on the voices of young Pakistanis, their views on state accountability (or lack thereof), political literacy and participation, and the continued problem of terrorism that is transforming their views of both their country and the world today. With 67% of the country's population under the age of 30, this book is a unique window into how Pakistan is likely to evolve in the next couple of decades. --

    Kurzfassung: Terrorism and radicalization came to the forefront of news and politics in the US after the unforgettable attacks of September 11th, 2001. When George W. Bush famously asked "Why do they hate us?," the President echoed the confusion, anger and fear felt by millions of Americans, while also creating a politicized discourse that has come to characterize and obscure discussions of both phenomenon in the media. Since then the American public has lived through a number of domestic attacks and threats, and watched international terrorist attacks from afar on television sets and computer screens. The anxiety and misinformation surrounding terrorism and radicalization are perhaps best detected in questions that have continued to recur in the last decade: "Are terrorists crazy?"; "Is there a profile of individuals likely to become terrorists?"; "Is it possible to prevent radicalization to terrorism?" Fortunately, in the two decades since 9/11, a significant body of research has emerged that can help provide definitive answers. As experts in the psychology of radicalization, Sophia Moskalenko and Clark McCauley propose twelve mechanisms that can move individuals, groups, and mass publics from political indifference to sympathy and support for terrorist violence. Radicalization to Terrorism: What Everyone Needs to Know synthesizes original and existing research to answer the questions raised after each new attack, including those committed by radicalized Americans. It offers a rigorously informed overview of the insight that will enable readers to see beyond the relentless new cycle to understand where terrorism comes from and how best to respond to it.

Pakistan's problems are often explained through the lens of ethnic or religious differences, the tense relationship between democracy and the Pakistan military, or geopolitics and terrorism, without taking into account young citizens' role in questioning the state and the role of the education system. --
    Kurzfassung: Based on new research and interviews with more than 1900 Pakistanis aged 16-28 the authors examine young people's understanding of citizenship, political participation, the state and terrorism in post-Musharraf Pakistan. The authors explore the relationship between the youth and the security state, highlighting how the educational institutions, social media, political activism and the entire nature of the social contract in Pakistan has been increasingly securitized. The focus is on the voices of young Pakistanis, their views on state accountability (or lack thereof), political literacy and participation, and the continued problem of terrorism that is transforming their views of both their country and the world today.     Kurzfassung: The emergence of the Islamic State (IS) movement in Indonesia in 2014 re-energized violent extremism in Indonesia. As a result of effective counterterrorism policing, however, IS networks have been decimated and the structure of jihadism in Indonesia has shifted from organizations to autonomous networks and cells, increasingly organized via the Internet. Although support for violent extremism in Indonesia remains marginal, cells of IS followers maintain a low-level capacity to conduct lethal attacks against civilian and government targets. Most IS operations in Indonesia are sporadic and low-level attacks against the Indonesian police. Religious minorities have also been high-profile targets, as in the Surabaya church suicide bombings of 13 May 2018. There are some indications, however, of militants’ renewed interest in attacking foreign targets, such as tourists on the resort island of Bali. IS returnees from the Middle East have begun to play a role in recent attacks. The presence of this population in Indonesia raises the risk of militant capabilities being enhanced above their current relatively low level. Most returnees are women and children, and the increasing involvement of this cohort in IS attacks promises to complicate counterterrorism operations. The rise of pro-IS charities in Indonesia, poised to service returnees and reintegrate them into Indonesia’s jihadist community, further exacerbates this problem. The overall threat of terrorism to the Indonesian state and to the stability of the Joko Widodo administration remains low. Surprise attacks by unknown cells, however, have the potential to shock the Indonesian political system, provoking government repression of Islamists and exacerbating political polarization and community tensions

    Kurzfassung: The 1998 attacks against US embassies in Nairobi and Dar es Salaam attest to al-Qaeda’s durable presence in Africa, yet Islamist-inspired radical organisations in the continent have gained much attention of late, the result of their campaigns of insurgent and terrorist violence directed against the state in Algeria, Somalia, Nigeria, Mali, Burkina Faso, Niger, Tanzania, Ethiopia, Uganda, Djibouti and Kenya. These groups include Al-Qaeda in the Islamic Maghreb, Harakat Al Shabaab, Boko Haram, the Movement for Oneness and Jihad in West Africa, and Ansar Dine. This book explains why the Idea of Jihad is alive and well in sub-Saharan Africa, even after more than thirty years of Western and global efforts to curtail it, and how most important organisations are formed by the interaction between the often under-estimated local and global dynamics. Stig Jarle Hansen has been researching African radical violent Islamism for more than fifteen years and is well placed to explain how and why such groups emerged, whether they manifest any specific traits compared with other violent Islamists, and what is likely to be their impact beyond the African continent. He also discusses the response of African and Western governments to this phenomenon.

    Kurzfassung: Afghanistan has been a theatre of civil and international conflict for much of the twentieth century – stability is essential if there is to be peace in the Greater Middle East. Yet policy-makers in the West often seem to forget the lessons learned from previous administrations, whose interventions have contributed to the instability in the region. Here, Sharifullah Dorani focuses on the process of decision-making, looking at which factors influenced American policy-makers in the build-up to its longest war, the Afghanistan War, and how reactions on the ground in Afghanistan have influenced events since then. America in Afghanistan is a new, full history of US foreign policy toward Afghanistan from Bush's 'War on Terror', to Obama's war of 'Countering Violent Extremism' to Trump's war against 'Radical Islamic Terrorism'. Dorani is fluent in Pashto and Dari and uses unique and unseen Afghan source-work, published here for the first time, to understand the people in Afghanistan itself, and to answer their unanswered questions about 'real' US Afghan goals, the reasons for US failures in Afghanistan, especially its inability to improve governance and stop Pakistan, Iran and Russia from supporting the insurgency in Afghanistan, and the reasons for the bewildering changes in US Afghan policy over the course of 16 and a half years. To that end the author also assesses Presidents Karzai and Ghani's responses to Bush, Obama and Trump's policies in Afghanistan and the region. In addition, the book covers the role Afghanistan's neighbours – Russia, Iran, India, and especially Pakistan – played in America's Afghanistan War. This will be an essential book for those interested in the future of the region, and those who seek to understand its recent past.

Three years on, the caliphate was destroyed, leaving its surviving fighters - many of whom were foreign recruits - to retreat and scatter across the globe. So what happens now? Is this the beginning of the end of IS? Or can it adapt and regroup after the physical fall of the caliphate? In this timely analysis, terrorism expert Colin P. Clarke takes stock of IS - its roots, its evolution, and its monumental setbacks - to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past – with peripatetic and divided groups of militants dispersing to new battlefields, from North Africa to Southeast Asia, where they will join existing civil wars, establish safe havens and sanctuaries, and seek ways of conducting spectacular attacks in the West that inspire new followers. In this fragmented and atomized form, Clarke cautions, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

    Kurzfassung: Ruptures brings together leading and emerging international anthropologists to explore the concept of ‘rupture’. Understood as radical and often forceful forms of discontinuity, rupture is the active ingredient of the current sense of a world in turmoil, lying at the heart of some of the most defining experiences of our time: the rise of populist politics, the corollary impulse towards protest and even revolutionary change, as well as moves towards violence and terror, and the responses these moves elicit. Rupture is addressed in selected ethnographic and historical contexts: images of the guillotine in the French revolution; reactions to Trump’s election in the USA; the motivations of young Danes who join ISIS in Syria; ‘butterfly effect’ activism among environmental anarchists in northern Europe; the experiences of political trauma and its ‘repair’ through privately sponsored museums of Mao’s revolution in China; people’s experience of the devastating 2001 earthquake in Gujarat; the ‘inner’ rupture of Protestant faith among Danish nationalist theologians; and the attempt to invent ex nihilo an alphabet for use in Christian prophetic movements in Congo and Angola.

    Kurzfassung: Klappentext: How does the Taliban wage war? How has its war changed over time? Firstly, the movement’s extraordinary military operation relies on financial backing. This volume analyses such funding. The Taliban’s external sources of support include foreign governments and non-state groups, both of which have affected the Taliban’s military campaigns and internal politics. Secondly, this is the first full-length study of the Taliban to acknowledge and discuss in detail the movement’s polycentric character. Here not only the Quetta Shura, but also the Haqqani Network and the Taliban’s other centres of power, are afforded the attention they deserve. The Taliban at War is based on extensive field research, including hundreds of interviews with Taliban members at all levels of the organisation, community elders in Taliban-controlled areas, and other sources. It covers the Taliban insurgency from its first manifestations in 2002 up to the end of 2015. The five-month Battle of Kunduz epitomised the ongoing transition of the Taliban from an insurgent group to a more conventional military force, intent on fighting a protracted civil war.
