Across the chapters, contributors from different countries examine the data, press coverage, and provide professional observations on how policing, law enforcement, police powers and community relations were managed. They focus on how security and governmental actors often failed to align with the formal scripts that were specifically designed for crisis-management, resulting in the wavering application of professional discretion and coercive powers. Their different approaches were evident: in some regions police were less dominantly visible compared to other regions, where the police used a top-down visible and repressive stance vis-à-vis public alignment with COVID rules, including the imposition of lockdown and curfews. Some contributors draw on data from the COROPOL (Corona Policing) Monitor which collated data on crime, plural policing and public order in Europe and around the world during the early phases of the COVID crisis. Overall, this book seeks to provide comparative critical insights and commentary as well as a practical and operational understanding of security governance during the COVID-19 crisis and the lessons learned to improve future preparedness. Monica den Boer is Professor of Military Policing Operations at the Netherlands Defence Academy. Her primary research focus is on the evolution of military policing, as well as border policing, international policing, urban policing and the policing of organised crime and terrorism. She served as member of the Dutch national parliament from 2017 to 2020. Prior to this she worked in several academic and professional environments, including the Police Academy of the Netherlands and the VU University Amsterdam. Eric Bervoets is a police scientist and criminologist. He has been active as a researcher since 1997. After a master's degree in public administration at Rotterdam Erasmus University, the Netherlands, Bervoets obtained his PhD in 2006 with a dissertation on policing troubled neighbourhoods. In 2020, he was appointed Research Fellow at the Netherlands Defence Academy. Linda Hak obtained her BSc in Criminology at Erasmus University and a master’s degree in Legal Psychology at Maastricht University, the Netherlands. She served as a research intern at Bureau Bervoets and is employed as a detective assistant for the National Police of the Netherlands.

    Abstract: "How do the worlds that state administrators manage become the feelings publics embody? In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on 16 months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics. Invoking the term "administering affect" to illustrate how anxiety becomes a bureaucratic target, technique, and unintended consequence of promoting Japan's national popular culture, the book presents an ethnographic portrait of the at-times surprisingly emotional lives of Japan's state bureaucrats.     Abstract: Nach einem jahrzehntelangen Bürgerkrieg erlangt die Republik Südsudan am 9. Juli 2011 ihre Unabhängigkeit. Doch trotz aller Bemühungen um einen friedlichen Staatsaufbau nimmt die erste Dekade der Eigenstaatlichkeit einen gewaltsamen Verlauf: Im Dezember 2013 schlittert der Südsudan in einen blutig geführten Bürgerkrieg, der sich nicht als einheitlicher Konflikt mit klar definierbaren Parteien, sondern zu einem Amalgam komplex verschachtelter Konfliktlandschaften entwickelt. In analytischen Vignetten, die verschiedene Regionen sowie die nationale und internationale Dimension des Bürgerkrieges untersuchen, gibt Jan Pospisil einen Einblick in die südsudanesische Konfliktrealität.

    Abstract: This book examines how the interplay between globalization and the assertion of local identities is reshaping the political landscape of Africa. While defending their values against external forces, people simultaneously - and paradoxically - use the interconnectivity of global networks to maximize their particular interests. Focusing on the relation between national identity and state formation, the authors explore the far-reaching consequences of these contradictory dynamics. Although Africa shares many common trends with other parts of the world, it also displays distinctive features. A region characterized by the increased mobility of people, goods and ideas challenges some conventional assumptions of statecraft and also highlights the advantages of federalism - not merely as a constitutional option, but as a pragmatic device for managing diversity and holding fragile states together.     Abstract: Der Zugang zu einem Asylverfahren in der EU ist ein umkämpftes soziales Gut. Die Studie zeichnet ein komplexes Bild von Ausschließungs- und Usurpationsstrategien im Feld der europäischen und speziell der italienischen und deutschen Asylverwaltung zwischen 2015 und 2018. (Supra-)nationale Verwaltungs- und Vollzugsorganisationen versuchen Flüchtende von dem Verwaltungsakt abzuhalten und entwickeln territoriale und administrative Exklusionsstrategien, um Fluchtmobilität und Asyl zu verwehren. Gleichzeitig erkämpfen Seenotrettungs- und Kirchenorganisationen den Zugang zum Asylverfahren, indem sie sich mit Flüchtenden solidarisieren und diesen eine Partizipation an öffentlichen Gütern und Rechten der Aufnahmegesellschaft ermöglichen. Für Flüchtende wird der formale Zugang zu und die temporäre Mitgliedschaft in einer Aufnahmegesellschaft in konfliktreichen und inter-organisationalen Entscheidungen ausgehandelt. Die formale Organisation wird zum Ort der Schließungskämpfe, indem sie als Schließungsakteur und zwischengesellschaftliches Schließungssystem formale Interaktionen zwischen Geflüchteten und Aufnahmegesellschaft ermöglicht oder verhindert. Die Synthese von schließungs- und organisationstheoretischen Perspektiven trägt dazu bei, dass gesellschaftliche Ordnungsbildung organisationssoziologisch erklärbar wird. Der Autor Max Oliver Schmidt ist wissenschaftlicher Mitarbeiter am Centre for Citizenship, Social Pluralism and Religious Diversity an der Universität Potsdam.

    Abstract: "The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for "the people." To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation. Drawing on thinkers such as Antonio Gramsci, Michel Foucault, and Ernesto Laclau and with a particular focus on the history of populism in India, I Am the People is a sweeping, theoretically rich account of the origins of today's tempests

Rezension (ekz): Der kenianische Autor (Jahrgang 1938) ist mit seinen Lebenserinnerungen "Träume in Zeiten des Krieges" (2010) und "Im Haus des Hüters" (2013) bei uns bekannt geworden und (war?) für den Literatur-Nobelpreis im Gespräch. In diesem Buch sind sieben Essays und Vorträge aus der Zeit vor 2009 versammelt, die grundsätzliche Themen behandeln wie die Verschleierungsfunktion des Wortes "Stamm", die Geschichte und gegenwärtige Bedeutung von Sklaverei, die afrikanischen Intellektuellen und ihr Verhältnis zur Sprachenvielfalt, zur Globalisierung und zu Massenvernichtungswaffen. Den Essays liegt "der Ruf nach einer visionären, geeinten afrikanischen Führung zugrunde", was nicht bedeutet, dass die Tatsache von 50 durchaus unterschiedlichen afrikanischen Staaten und die vielfach noch bestehenden Diktaturen übergangen würden. - Das Buch mag als Hintergrundmaterial für die innerafrikanische Kritik an der Art der Dekolonisation und auch an der westlichen "Entwicklungshilfe" genutzt werden und wäre dann eine gute Ergänzung zur westlichen Kritik etwa bei V. Seitz in "Afrika wird armregiert" (2018). (2)

    Abstract: In diesem Buch wird der Whole-Nation Bias, eine für die ländervergleichende Forschung hochrelevante Verzerrungsproblematik, erstmals einer empirischen Untersuchung sowie einer umfangreichen theoretischen Exploration unterzogen. Im theoretischen Teil des Buches erfolgt eine konzeptionelle Ausdifferenzierung des Whole-Nation Bias. Außerdem skizziert Felipe Böttcher das Zustandekommen, mögliche Erscheinungsformen sowie die Konsequenzen dieser Verzerrungsproblematik. Die empirische Erfassung hat schließlich zum Ziel, die Magnitude in unterschiedlichen staatlichen Kontexten quantifiziert darzustellen. In einer umfangreichen Datenerhebung wurden dazu 6.150 Indikatorwerte für 410 Regionen in 18 föderalen Staaten berechnet und so die Demokratiequalität sowohl auf der subnationalen als auch auf der nationalen Ebene dieser Länder erfasst.     Abstract: In 2014, the declaration of the Islamic State caliphate was hailed as a major victory by the global jihadist movement. But it was short-lived. Three years on, the caliphate was destroyed, leaving its surviving fighters - many of whom were foreign recruits - to retreat and scatter across the globe. So what happens now? Is this the beginning of the end of IS? Or can it adapt and regroup after the physical fall of the caliphate? In this timely analysis, terrorism expert Colin P. Clarke takes stock of IS - its roots, its evolution, and its monumental setbacks - to assess the road ahead. The caliphate, he argues, was an anomaly. The future of the global jihadist movement will look very much like its past – with peripatetic and divided groups of militants dispersing to new battlefields, from North Africa to Southeast Asia, where they will join existing civil wars, establish safe havens and sanctuaries, and seek ways of conducting spectacular attacks in the West that inspire new followers. In this fragmented and atomized form, Clarke cautions, IS could become even more dangerous and challenging for counterterrorism forces, as its splinter groups threaten renewed and heightened violence across the globe.

    Abstract: Since the elections of 2002, Erdogan's AKP has dominated the political scene in Turkey. This period has often been understood as a break from a 'secular' pattern of state-building. But in this book, Ceren Lord shows how Islamist mobilisation in Turkey has been facilitated from within the state by institutions established during early nation-building. Lord thus challenges the traditional account of Islamist AKP's rise that sees it either as a grassroots reaction to the authoritarian secularism of the state or as a function of the state's utilisation of religion. Tracing struggles within the state, Lord also shows how the state's principal religious authority, the Presidency of Religious Affairs (Diyanet) competed with other state institutions to pursue Islamisation. Through privileging Sunni Muslim access to state resources to the exclusion of others, the Diyanet has been a key actor ensuring persistence and increasing salience of religious markers in political and economic competition, creating an amenable environment for Islamist mobilisation.

Es wird anhand ausführlicher Fallstudien der Länder Jemen und Afghanistan eine innovative evolutionäre Institutionentheorie entwickelt, welche es erlaubt, schwache Staaten und ihre Entwicklung neu zu konzeptualisieren. Das Resultat sind genauere Gegenstandsbeschreibungen, zutreffendere Aussagen über Ursachenzusammenhänge und das Potenzial zu einer weniger kollateralschadensreichen Politik im Umgang mit diesen Ländern.

    Abstract: The Oxford Handbook of French Politics provides a comprehensive and comparative overview of political science research on France. The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. Throughout the volume contributors aim to place France in comparative perspective. To what extent have scholars integrated international and comparative work in their study of France? Has scholarship on France shaped the study of political life outside France? To help answer these questions contributors systematically provide a state-of-the-art review both of the comparative scholarly literature on their topic as well as the work on France.     Abstract: This Handbook is a timely compilation dedicated to exploring a rare diversity of perspectives and content on the development, successes, reforms and challenges within China's contemporary welfare system. It showcases an extensive introduction and 20 original chapters by leading and emerging area specialists who explore a century of welfare provision from the Nationalist era, up to and concentrating on economic reform and marketisation (1978 to the present). Organised around five key concerns (social security and welfare; emerging issues and actors, including gender issues, NGOs, and philanthropy; gaps; and future challenges, such as population ageing and environmental pressures) chapters draw on original case-based research from diverse disciplines and perspectives, engage existing literature and further key debates. Key historical insights into welfare provision in the Chinese context serve as a starting point with the remaining chapters combining a review of the literature with original case studies. The book offers novel empirical research and includes topics often not discussed in the literature on welfare in China, including: mental health, highly educated rural-to-urban migrants, NGOs as welfare providers, China's overseas welfare aid, environmental challenges and welfare, amongst others

Public policy consists of rules and regulations, but its implementation depends on how street-level bureaucrats interpret them and exercise discretionary judgment. These workers are expected to act as sensible moral agents in a working environment that is notoriously challenging and that conspires against them. Pressed to cope with the pressures of everyday work, they often and unknowingly settle for reductive conceptions of their responsibilities. Zacka examines the factors that contribute to this erosion of moral sensibility and what it takes to remain a balanced moral agent in such adverse conditions.--

    Abstract: Liberal societies conventionally treat religion as unique under the law, requiring both special protection (as in guarantees of free worship) and special containment (to keep religion and the state separate). But recently this idea that religion requires a legal exception has come under fire from those who argue that religion is no different from any other conception of the good, and the state should treat all such conceptions according to principles of neutrality and equal liberty. Cécile Laborde agrees with much of this liberal egalitarian critique, but she argues that a simple analogy between the good and religion misrepresents the complex relationships among religion, law, and the state. Religion serves as more than a statement of belief about what is true, or a code of moral and ethical conduct. It also refers to comprehensive ways of life, political theories of justice, modes of voluntary association, and vulnerable collective identities. Disaggregating religion into its various dimensions, as Laborde does, has two clear advantages. First, it shows greater respect for ethical and social pluralism by ensuring that whatever treatment religion receives from the law, it receives because of features that it shares with nonreligious beliefs, conceptions, and identities. Second, it dispenses with the Western, Christian-inflected conception of religion that liberal political theory relies on, especially in dealing with the issue of separation between religion and state. As a result, Liberalism's Religion offers a novel answer to the question: Can Western theories of secularism and religion be applied more universally in non-Western societies?--

    Abstract: Der Band diskutiert die Tätigkeit der Verfassungsschutzbehörden im Spannungsverhältnis zwischen administrativer Leistungsfähigkeit und demokratischer Kontrolle. Das Verhältnis zwischen beiden Anforderungen hat zwar von Beginn an in der Sicherheitspolitik für Konflikte zwischen Befürwortern und Gegner des Verfassungsschutzes gesorgt. Aber gerade infolge hochgradig sicherheitsrelevanter Ereignisse (wie insb. 9/11, NSU) steht der Verfassungsschutz in einem besonderen Maß im Kreuzfeuer der Kritik.     Abstract: This volume focuses on interpreting the changing domestic and regional dynamics in the Arab world and Iran. Its chapters discuss an array of countries, events, actors, and issues - from an examination of the Arab Spring and the Tunisian democratic transition, to an exploration of the role of Saudi-Iranian geostrategic rivalry, to the impact of ethnic and sectarian politics in Syria, Iraq, and across the region. Chapters from expert contributors are organized into three parts. The first section of the volume covers the aspects and dynamics of change in the Arab world. The second examines the role of Islam, Islamism, Islamic governance, and sectarian and ethnic politics in the region. The third section focuses on Iranian domestic and regional politics. Yet the theme of transition is constant throughout as this multidisciplinary book draws connections across countries and events to not only inform about the prevailing regional situation, but also to invite readers to draw their own conclusions as to the future of the Middle East.     Abstract: Although international development discourse considers the state as a crucial development actor, there remains a significant discrepancy between the official norms of the state and public services and the actual practices of political elites and civil servants. This text interrogates the variety of ways in which state policies and legal norms have been translated into the set of practical norms which make up real governance in sub-Saharan Africa. It argues that the concept of practical norms is an appropriate tool for an ethnographic investigation of public bureaucracies, interactions between civil servants and users, and the daily functioning of the state in Africa. It demonstrates that practical norms are usually different from official norms, complementing, bypassing and even contradicting them. In addition, it explores the positive and negative effects of different aspects of this 'real governance'. This text will be of key interest to academics, students and researchers in the fields of development, political science, anthropology and development studies, African studies, international comparative studies, implementation studies, and public policy.

    Abstract: Annette Ranko analyses the Muslim Brotherhood’s challenging of the Mubarak regime and the ensuing struggle between the two from 1981 to 2011.     Abstract: Das Prinzip der Trennung von Religion und Politik, das längst als Standardantwort auf die Frage nach der Legitimität der religionspolitischen Ordnung im demokratischen Verfassungsstaat gilt, wird in dieser Studie einer kritischen Überprüfung unterzogen.Ahmet Cavuldak rekonstruiert die Entstehungsgeschichte der religionspolitischen Ordnungen Frankreichs, der USA und Deutschlands entlang der wichtigsten Schwellenepochen und Aushandlungsprozesse. Anhand der Werke von Jean-Jacques Rousseau, Alexis de Tocqueville und Jürgen Habermas stellt er drei »exemplarische« Antworten auf die Frage nach dem rechten Verhältnis von Religion und Politik in der Demokratie vor. Diese ideengeschichtliche Auseinandersetzung mündet in eine systematische Diskussion der zur Rechtfertigung der Trennung von Religion und Politik genannten Gründe.Schließlich wird die Frage aufgeworfen, ob - und wenn ja, inwiefern - die religionspolitischen Lernprozesse des europäischen, lateinchristlich geprägten Erfahrungsraumes auf andere Regionen und Religionen der Welt übertragen werden können

    Abstract: The state is often regarded as an abstract and neutral bureaucratic entity. Against this common sense idea, At the Heart of the State argues that it is also a concrete and situated reality, embodied in the work of its agents and inscribed in the issues of its time. The result of a five-year investigation conducted by ten scholars, this book describes and analyses the police, the court system, the prison apparatus, the social services, and mental health facilities in France. Combining genealogy and ethnography, its authors show that these state institutions do not simply implement laws, rules and procedures: they mobilise values and affects, judgements and emotions. In other words, they reflect the morality of the state. Of immense interest to both social scientists and political theorists, this work will make an important contribution to the ever expanding literature on the contemporary state.--

    Abstract: Am Beispiel Somalias stellt Torben B.F. Stich die Frage nach der Staatlichkeit eines 'failed State': eines Landes also, dessen Staat sich in Auflösung befindet. Das Horn von Afrika, auf dem Somalia liegt, gilt als die 'Wiege der Menschheit' und als (kulturelle) 'Drehscheibe'- aber auch als eine chronische Krisenregion, geprägt von Hunger, Krieg und Flüchtlingselend. Es gehört zu den ärmsten Regionen der Erde, ein blutiger Kriegsschauplatz, der von äußerst verheerenden Staaten- wie auch Bürgerkriegen und Unabhängigkeitskämpfen heimgesucht wurde und wird. Nach den gängigen entwicklungspolitischen und sozioökonomischen Maßstäben gehört Somalia zu den ärmsten und rückständigsten Ländern der Welt.Äußerliche Merkmale eines Staates, etwa eine Regierung oder eine Botschaft, sind zwar vorhanden; bekannt ist Somalia jedoch vor allem für die Herrschaft von Warlords, für kriminelle Banden, ausufernde Gewalt, Terroristen und Piraten. Wie verhält es sich mit Staatlichkeit in einem Land, dessen Einwohner zum großen Teil eher schlecht als recht in unsicheren Verhältnissen (über-)leben? Torben B.F. Stich studierte Politikwissenschaft und Philosophie an der Justus-Liebig-Universität Gießen. Wissenschaftliche Hilfskraft bei Prof. Dr. Samuel Salzborn am Institut für Politikwissenschaft an der Georg-August-Universität Göttingen.     Abstract: Rezension: Wer den Wind sät, wird Sturm ernten - Michael Lüders beschreibt die westlichen Interventionen im Nahen und Mittleren Osten seit der Kolonialzeit und erklärt, was sie mit der aktuellen politischen Situation zu tun haben. Sein neues Buch liest sich wie ein Polit-Thriller - nur leider beschreibt es die Realität. Eine Geschichte erscheint in unterschiedlichem Licht, je nachdem, wo man beginnt sie zu erzählen. Und wir sind vergesslich. Das iranische Verhältnis zum Westen versteht nur, wer den von CIA und MI6 eingefädelten Sturz des demokratischen Ministerpräsidenten Mossadegh im Jahr 1953 berücksichtigt. Ohne den Irakkrieg von 2003 und die westliche Politik gegenüber Assad in Syrien lässt sich der Erfolg des "Islamischen Staates" nicht begreifen. Wer wissen will, wie in der Region alles mit allem zusammenhängt, der greife zu diesem Schwarzbuch der westlichen Politik im Orient.
