    Kurzfassung: This review is the first in a new series on the skills and labour market integration of immigrants and their children. With 16% of its population born abroad, Sweden has one of the larger immigrant populations among the European OECD countries. Estimates suggest that about half of the foreign-born population originally came to Sweden as refugees or as the family of refugees and Sweden has been the OECD country that has had by far the largest inflows of asylum seekers relative to its population. In all OECD countries, humanitarian migrants and their families face greater challenges to integrate into the labour market than other groups. It is thus not surprising that immigrant versus native-born differences are larger than elsewhere, which also must be seen in the context of high skills and labour market participation among the native-born. For both genders, employment disparities are particularly pronounced among the low-educated, among whom immigrants are heavily overrepresented. These immigrants face particular challenges related to the paucity of low-skilled jobs in Sweden, and policy needs to acknowledge that their integration pathway tends to be a long one. Against this backdrop, Sweden has highly developed and longstanding integration policies that mainly aim at upskilling immigrants while temporarily lowering the cost of hiring, while other tools that work more strongly with the social partners and the civil society are less well developed and need strengthening.

    Kurzfassung: Payers for health care are pursuing a variety of policies as part of broader efforts to improve the quality and efficiency of care. Payment reform is but one policy tool to improve health system performance that requires supportive measures in place such as policies with well-developed stakeholder involvement, information on quality, clear criteria for tariff setting, and embedding evaluation as part of the policy process. Countries should not, however, underestimate the significant data challenges when looking at price setting processes. Data access and ways to overcome its fragmentation require well-developed infrastructures. Policy efforts highlight a trend towards aligning payer and provider incentives by using evidence-based clinical guidelines and outcomes to inform price setting. There are signs of increasing policy focus on outcomes to inform price setting. These efforts could bring about system-wide effects of using evidence along with a patient-centred focus to improve health care delivery and performance in the long-run.

    Kurzfassung: The health systems we enjoy today, and expected medical advances in the future, will be difficult to finance from public resources without major reforms. Public health spending in OECD countries has grown rapidly over most of the last half century. These spending increases have contributed to important progress in population health: for example, life expectancy at birth has increased, rising on average by ten years since 1970. The challenge now is to sustain and enhance these achievements in a context of tight fiscal constraints in many countries combined with upward pressure on health spending from factors such as new technological advances and demographic changes. Finding policies that can make health spending more sustainable without compromising important achievements in access and quality requires effective co-operation between health and finance ministries. Sound governance and co-ordination mechanisms are therefore essential to ensure effective policy choices. Prepared by both public finance and health experts, this report provides a unique detailed overview of institutional frameworks for financing health care in OECD countries. One of the main features of this book is a comprehensive mapping of budgeting practices and governance structure in health across OECD countries.

    Kurzfassung: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Kurzfassung: When the OECD was founded in 1961, health systems were gearing themselves up to deliver acute care interventions. Sick people were to be cured in hospitals, then sent on their way again. Medical training was focused on hospitals; innovation was to develop new interventions; payment systems were centred around single episodes of care. Health systems have delivered big improvements in health since then, but they can be slow to adapt to new challenges. In particular, these days, the overwhelming burden of disease is chronic, for which ‘cure’ is out of our reach. Health policies have changed to some extent in response, though perhaps not enough. But the challenge of the future is that the typical recipient of health care will be aged and will have multiple morbidities. This book examines how payment systems, innovation policies and human resource policies need to be modernised so that OECD health systems will continue to generate improved health outcomes in the future at a sustainable cost.

    Kurzfassung: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Kurzfassung: Occupational pensions play a major role in OECD countries and worldwide, complementing retirement income from state sources. At the end of 2009, private pension savings reached USD 25 trillion. Population ageing has led many OECD countries to undertake a wide range of pension reforms – the overall effect of which has been to reduce public pension promises and, in turn, to increase the importance of private pension savings for retirement. The Core Principles cover seven key areas: i) Conditions for effective regulation and supervision; ; ii) Establishment of pension plans, pension funds, and pension fund managing companies; iii) Pension plan liabilities, funding rules, winding up, and insurance; iv) Asset Management; v) Rights of members and beneficiaries and adequacy of benefits; vi) Governance; and vii) Supervision. Each of the seven core principles consists of a main text and a set of implementing guidelines. In the case of the core principle of supervision, the supporting guidelines integrate the IOPS Principles of Private Pension Supervision. The Methodology provides a structured approach for evaluating a jurisdiction’s occupational pension regulatory system in relation to the OECD Core Principles of Occupational Pension Regulation.

    Kurzfassung: OECD's comprehensive 2010 review of labour market and social policies in Estonia. It finds that since Estonia regained its independence in 1991, its labour and social policies have been marked by a strong commitment to fiscal prudence, flexible markets, and work incentives. Labour market performance steadily improved during the mid-1990s and beyond, until the advent of the global economic crisis in 2008. Estonia was not well prepared for the slowdown and its economy has been hit especially hard. The downturn has required painful policy adjustments. Today, Estonia’s public social spending remains among the lowest in the OECD; its social programmes support persons in need, but the benefits they receive are usually modest and some of the jobless receive no benefits. However, the country offers one of the world's most generous parental-benefit programmes and has begun to phase in a three-tier pension system.

    Kurzfassung: Greater integration into the world economy and important policy reforms have resulted in Brazil, China, India and South Africa becoming major actors in the globalisation process, with impressive results in terms of economic growth, social development and poverty reduction. But the benefits of stronger growth have not always been shared equally and income inequality has remained at very high levels. Existing evidence suggests that the evolution of the distribution of income in these four countries is the result of many forces. These include demographic change, migration, unequal access to education, informal employment, existing regulations and their enforcement, social norms and cultural legacy. These forces are often interlinked and reinforce one another. However, as employment is the primary source of income for most households, understanding the impact of labour market outcomes is crucial. This book focuses on the role of growth and employment/unemployment developments in explaining recent income inequality trends in Brazil, China, India and South Africa, and discusses the roles played by labour market and social policies in both shaping and addressing these inequalities. It includes the papers presented at the joint OECD and European Union High-Level Conference on Inequalities in Emerging Economies held in Paris in May 2010. This work is part of OECD’s ongoing dialogue and co-operation with non-member economies around the world.

    Kurzfassung: Migrants contribute to the economic growth of their host countries in many ways, bringing new skills and competencies with them and helping to reduce labour shortages. An aspect that has received only limited attention up to now is migrants’ contribution to entrepreneurial activity and employment creation in their host countries. In OECD countries, entrepreneurship is slightly higher among immigrants than natives and the total number of persons employed in migrant businesses is substantial, although the survival rate of these businesses is often lower than that of their native counterparts. Migrant entrepreneurship has gone beyond traditional ethnic businesses, into a wide range of sectors and innovative areas. Greater knowledge of migrant entrepreneurship is essential if policy makers are to better support migrant enterprises and their role in economic growth and job creation. In addition, increasing awareness of the positive role that migrants can play as entrepreneurs could contribute to a more balanced public debate on immigration. Taking a cross-country perspective, this publication sheds light on these issues and more, discussing policy options to foster the development and success of migrant businesses. It is a compilation of papers presented at a June 2010 conference organised by the OECD Secretariat, with the financial support of the Swedish and Turkish authorities, and the Dutch-Turkish Businessmen Association (HOTIAD).

    Kurzfassung: Before 1980, rates were generally well below 10%. They have since doubled or tripled in many countries, and in almost half of the OECD, 50% or more of the population is overweight. A key risk factor for numerous chronic diseases, obesity is a major public health concern. This book contributes to evidence-based policy making by exploring multiple dimensions of the obesity problem. It examines the scale and characteristics of the epidemic, the respective roles and influence of market forces and governments, and the impact of interventions. It outlines an economic approach to the prevention of chronic diseases that provides novel insights relative to a more traditional public health approach. The analysis was undertaken by the OECD, partly in collaboration with the World Health Organization.     Kurzfassung: This 2009 review of Israeli labour market and social policy finds that Israel has enjoyed strong economic growth over the last decade, but the benefits of this are being distributed unevenly. Poverty rates are higher than in any OECD country, which reflects the deep social and economic divides in Israeli society. On one side, there is the general Jewish population with poverty and employment rates similar to those of OECD countries. On the other, there are Arabs and ultra-Orthodox Jews, or Haredim, who have large families, poor educational outcomes and low employment rates. As a result, just over half of Arab and Haredi families live in poverty. Almost half of all children entering primary school in Israel come from one of these two groups, so profound policy changes are needed to prevent future generations of Arabs and Haredim from being scarred by the disadvantages these population groups face today. Tackling the root causes of such deep inequality would greatly enhance the dynamism of the Israeli economy. Greater investment to help workers improve their skills is urgently needed. Welfare-to-work programmes need to be restructured and extended, including by reducing child benefits paid to families who are able to work but do not and by sharply increasing the Earned Income Tax Credit to tackle in-work poverty more effectively. And access to means-tested income supports for the neediest should be improved. Israel has failed to enforce many aspects of its labour legislation, contributing to poor employment conditions for many resident, cross-border and foreign low-income workers. Rules to overcome discrimination against all workers need to be enforced, and the illegal hiring and employment of temporary foreign workers need to be stamped out. Progress has been made in many of these areas. New legislation and initiatives have been introduced. The challenge is how to make reform work in practice. The consequences of not doing so would be devastating.

    Kurzfassung: Despite the promise they hold out, implementing information and communication technologies (ICTs) in clinical care has proven to be a very difficult undertaking. More than a decade of efforts provide a picture of significant public investments, resulting in both notable successes and some highly publicised costly delays and failures. This has been accompanied by a failure to achieve widespread understanding among the general public and the medical profession of the benefits of electronic record keeping and information exchange. With consistent cross-country information on these issues largely absent, the OECD has used lessons learned from case studies in Australia, Canada, the Netherlands, Spain, Sweden and the United States to identify the opportunities offered by ICTs and to analyse under what conditions these technologies are most likely to result in efficiency and quality-of-care improvements. The findings highlight a number of practices or approaches that could usefully be employed in efforts to improve and accelerate the adoption and use of these technologies.

    Kurzfassung: The integration of the children of immigrants – both those born in the host country (the “second generation”) and those who arrived young enough to be educated in the host country – is of growing policy relevance for OECD countries. This group is entering the labour market in ever larger numbers, and their outcomes are often seen as the benchmark for successful integration policy. The labour market integration of the children of immigrants is an area where comparative international knowledge is gradually evolving, but still underdeveloped. Recent work by the OECD has shown that the children of immigrants tend to have lower employment outcomes than the children of natives in most countries. This technical seminar proceedings sheds light on the issues involved in the labour market integration of the children of immigrants, and discusses policy answers and good practices. The seminar was organised jointly by the the EU Commission and the OECD Secretariat in Brussels on 1 and 2 October 2009.

    Kurzfassung: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.

    Kurzfassung: This report analyses in detail the implications of recent developments in Chile's labour market and social policy and considers the available policy options from the perspective of OECD countries’ experience. The report finds that Chile has enjoyed rising living standards over two decades of strong economic growth. The incidence of poverty is now much lower and there is better access to adequate housing, education and healthcare. Nevertheless, Chile’s income distribution remains disturbingly unequal by OECD standards. This is partly due to Chile’s a relatively low employment rate, especially for women, but it also reflects a segmented labour market, where much of the recent job creation has occurred in relatively low-productive sectors. Moreover, despite the existence of an internationally renowned pension programme, Chile’s social protection system as a whole has still a relatively long way to go before reaching the standards of developed countries in terms of effective coverage and capacity to assist needy households. Chilean policy makers have begun to develop and implement a series of ambitious reforms, intended to promote the twin goals of work and equity.

    Kurzfassung: Why do some regions grow faster than others, and in ways that do not always conform to economic theory? This is a central issue in today’s economic climate, when policy makers are looking for ways to stimulate new and sustainable growth. OECD work suggests that there is no one-size-fits-all answer to regional growth policy. Rather, regions grow in very varied ways and the simple concentration of resources in a place is not sufficient for long-term growth. This report draws on OECD analysis of regional data (including where growth happens, country-by-country), policy reviews and case studies. It argues that it is how investments are made, regional assets used and synergies exploited that can make the difference. Public investment should prioritise longer-term impacts on productivity growth and combine measures in an integrated way. This suggests an important role for regional policies in shaping growth and economic recovery policies, but also challenges policy makers to implement policy reforms.

    Kurzfassung: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Kurzfassung: Growing Unequal? brings together a range of analyses on the distribution of economic resources in OECD countries. The evidence on income distribution and poverty covers, for the first time, all 30 OECD countries in the mid-2000s, while information on trends extending back to the mid-1980s is provided for around two-thirds of the countries. The report also describes inequalities in a range of domains (such as household wealth, consumption patterns, in-kind public services) that are typically excluded from conventional discussion about the distribution of economic resources among individuals and households. The report provides evidence of a fairly generalised increase in income inequality over the past two decades across the OECD, but the timing, intensity and causes of the increase differ from what is typically suggested in the media. Precisely how much inequality there is in a society is not determined randomly, nor is it beyond the power of governments to change, so long as they take note of the sort of up-to-date evidence included in this report.     Kurzfassung: Pharmaceutical policy making raises particular challenges in reconciling key objectives for health policy, such as ensuring affordable access to the latest effective drugs, with other important policy considerations, such as providing support to a valuable national industry. Unusually among health policy issues, it also raises international considerations that further complicate decision making, particularly as the nature and extent of such considerations are not well understood. This report assesses how pharmaceutical pricing and reimbursement policies have contributed to the achievement of certain health policy objectives. It examines the national and transnational effects of these policies, in particular, their implications for the availability of medicines in other countries, the prices of these medicines, and innovation in the pharmaceutical sector. This publication presents an analysis of comparative price levels, making use of a unique dataset to construct the most comprehensive pan-OECD pharmaceutical price index to date. It also draws upon original case studies of pharmaceutical pricing and reimbursement policies in six OECD countries to provide specific examples of the impacts of policies on health system performance.

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Kurzfassung: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Kurzfassung: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

This OECD review of risk management policies focuses on Sweden because, with the ageing of its society already at a quite advanced stage, it exemplifies many of the current and future problems that OECD countries face in addressing fall-related injuries and fatalities among the elderly. The report looks at Sweden's policies in the area of older people's safety and well-being, seeking out and identifying good practices and areas where improvements could be made. It offers lessons that other countries can also draw from. While the report underscores the importance of the management of fall accidents, it also emphasizes the more general point that multidisciplinary and forward-looking approaches to safety and risk are essential for any policy concerning older people.

    Kurzfassung: In the Netherlands, the proportion of persons aged 65 and over to the working-age population will rise to 40% by 2050. Without policy changes, this could lead to higher public expenditures, labour force shortages, and slower economic growth. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

    Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

    Kurzfassung: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. La version anglaise du résumé et des principales recommandations a été incluse dans ce volume.     Kurzfassung: Social policy is often disparaged as being a burden on society, but this book shows that well-designed social protection can be an asset that is critical for sustaining social development. To fulfill its potential, however, social protection now needs to recognise new needs of individuals and families, and new constraints on their functioning. Successful programmes will require new means to attain their goals, to leverage the initiatives of a broad range of actors, and to involve clients at every stage in the design and delivery of programmes. In examining these questions, this fact-filled report stresses the importance of shifting the focus of social programmes from insuring individuals against a few, well-defined contingencies towards investing in their capabilities and making use of them to the best of their potential at every stage of the life course. It also underscores the importance of broadening the roles played by individuals, employers and trade unions, as well as profit and not-for-profit providers of social services. The book opens with a comprehensive assessment of the situation in OECD countries, comparing levels of poverty, social isolation, and social spending and indicators such as fertility rates, divorce rates, and distribution of household types (single, single parents, couples without children, couples with children). In Part II of the book, issues relating to families and children are explored, with interesting data provided on gender gaps in employment and earnings, time spent by men and women on child care, maternity and parental leave, and family poverty. The third part of the book examines poverty among prime-aged persons and includes extensive information on social assistance and disability. The final part of the book examines social issues faced by older people and includes interesting information on employment of older people, effective ages of retirement in different countries, training of older employees, pensions, and long-term care.

    Kurzfassung: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Kurzfassung: The Russian Federation faces important economic and social challenges. By 1998 national income was little more than half its level in 1990. Life expectancy for men is now about 61 years, compared to 65 years a decade ago. The rate of suicide and self-inflicted injuries is more than three times the OECD average and maternal mortality rates are about five times the OECD average. Infectious diseases have increased in prevalence, but real public spending on health care has fallen by nearly one-third. Spending on many other social programmes has fallen even as a percentage of the smaller GDP, yet much expenditure remains inefficient and ineffective in addressing the serious problem of poverty. More than a quarter of the Russian population is poverty-stricken according to official criteria. Average wages are not much more than half of their real level of the early 1990s, and wage and pension arrears have posed serious problems in the recent past. The informal economy has grown significantly. What can be done to address this crisis? This book provides a detailed analysis of the social problems facing the Russian Federation, and develops proposals for continuing reform to improve the economic fundamentals, including the productivity, while at the same time ensuring that social and labour market policies become more effective in helping the poorest Russians. The book also proposes policy reforms to improve the operation of the labour market, to guarantee a package of essential health care services, to address the wide disparities between different regions of the Russian Federation, and to deal with the human crisis experienced by the very poor.

    Kurzfassung: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Kurzfassung: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

    Kurzfassung: L’appréciation économique des politiques de sécurité routière pose le problème des méthodes que l’on emploie pour valoriser les mesures. A cet égard, il est frappant de constater que l’on a le choix entre deux méthodes qui reviennent soit à bien mesurer un concept peu pertinent (le capital humain) soit à mesurer approximativement un paramètre précis (le consentement à payer). La Table Ronde a analysé la complémentarité non négligeable de ces deux méthodes et a souligné la nécessité d’établir des guides méthodologiques précis pour chacune d’entre elles. La quasi-égalité de la valeur humaine d’un mode de transport à l’autre est l’un des constats de la Table Ronde. Ceci devrait inciter les pouvoirs publics à se saisir de la sécurité avec le même souci d’efficacité quel que soit le mode de transport. Autre constat marquant : si l’on dépense suffisamment pour la sécurité routière, on ne sait pas en revanche dépenser « bien ». On peut ainsi affirmer que la Table Ronde est parvenue à des propositions iconoclastes. Par exemple, les difficultés à engendrer des inflexions majeures du comportement humain devraient conduire à accorder la plus grande attention aux mesures pédagogiques et aux investissements infrastructurels. Cette publication propose ainsi un bilan des politiques de sécurité routière et de leur évaluation en termes économiques. A l’heure où les pouvoirs publics de nombreux pays en viennent à fixer des objectifs encore plus ambitieux à leurs politiques, la Table Ronde a souligné qu’il s’agit d’adopter des mesures efficaces dans le long terme et économiquement valides.

    Kurzfassung: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Kurzfassung: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

    Kurzfassung: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.
