    Kurzfassung: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

To develop ‘trustworthy’ and ‘responsible’ AI systems, there is a need to identify and manage AI risks. As calls for the development of accountability mechanisms and risk management frameworks continue to grow, interoperability would enhance efficiency and reduce enforcement and compliance costs. This report provides an analysis of the commonalities of AI risk management frameworks. It demonstrates that, while some elements may sometimes differ, all the risk management frameworks analysed follow a similar and sometimes functionally equivalent risk management process.

    Kurzfassung: This paper examines the experiences of self-employed online freelancers working on digital labour platforms during the COVID-19 pandemic. It is based on interviews with freelancers and platform managers and experts in Belgium, France, Italy, the Netherlands and Poland. Their experiences during COVID-19 reveal issues of asymmetric power vis-à-vis platforms. Notably, they reported lack of transparency and certainty in their contracts with platforms, lack of power in negotiating with clients, and limited ability to engage with clients on other platforms. In addition, they often experienced difficulties in accessing government temporary supports for businesses during the pandemic. The paper puts forward policy recommendations to address these issues.

It also identifies obstacles hindering the use of AI and discusses what governments could do to avoid the risks and seize the opportunities of using AI to support people with disability in the labour market.

    Kurzfassung: This paper describes an algorithm, “DoomBot”, which selects parsimonious models to predict downturns over different quarterly horizons covering the ensuing two years for 20 OECD countries. The models are country- and horizon-specific and are automatically updated as the estimation sample period is extended, so facilitating out-of-sample evaluation of the algorithm. A limited combination of explanatory variables is chosen from a much larger pool of potential variables that include those that have been most useful in predicting downturns in previous OECD work. The most frequently selected variables are financial variables, especially those relating to credit and house prices, but also include equity prices and various measures of interest rates (such as the slope of the yield curve). Business cycle variables -- survey measure of capacity utilisation, industrial production, GDP and unemployment -- are also selected, but more frequently at very short horizons. The variables selected do not just relate to the domestic economy of the country being considered, but also international aggregates, consistent with findings from previous OECD work. The in-sample fit of the models is very good on standard performance metrics, although the out-of-sample performance is less impressive. The models do, however, provide a clear out-of-sample early warning of the Global Financial Crisis (GFC), especially when considered collectively, although they do generate ‘false alarms’ just ahead of the crisis. The models are less good at predicting the euro area crisis out-of-sample, but it is clear from the evolution of the choice of variables that the algorithm learns from this episode, for example through the more frequent selection of a variable measuring euro area sovereign bond spreads. The latest out-of-sample predictions made in mid-2023, suggest the probability of a downturn is at its greatest and most widespread since the GFC, with the largest contributions to such risks coming from house prices, interest rate developments (as measured by the slope of the yield curve and the rapidity of the change in short rates) and oil prices. On the other hand, warning signals from business cycle variables and equity prices, which are often good downturn predictors at short horizons, are conspicuously absent.

It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

En réponse à la crise énergétique, l’Allemagne a pris une série de mesures d’une ampleur historique. Celles-ci devraient accélérer massivement sa transition vers l'énergie verte au cours des années à venir. L’Allemagne renforce également son engagement en faveur de l’adaptation au changement climatique à tous les niveaux de gouvernement, et a lancé un programme ambitieux visant à encourager les investissements dans des solutions fondées sur la nature. Il s’agit du quatrième Examen environnemental de l’Allemagne. Il propose 28 recommandations pour aider l’Allemagne à améliorer ses performances environnementales.     Kurzfassung: This paper examines the nature and evolution of data localisation measures and their impact on business activity. It highlights that data localisation measures are growing and increasingly restrictive. By early 2023, 100 such measures were in place across 40 countries, with more than two-thirds combining local storage requirements with flow prohibition, the most restrictive form of data localisation. Insights gained from businesses operating in the e-payments, cloud computing, and air travel sectors suggest that data localisation can have unintended consequences. It not only increases operating costs, with implications for downstream users, but can also lead to increased vulnerabilities to fraud and cybersecurity risks, and reduced resilience to unexpected shocks. While international regulatory efforts have largely taken place through regional trade agreements (RTAs), this paper calls for continued monitoring of the regulatory environment with a view to informing efforts to agree on global rules that take into account legitimate public policy objectives while avoiding excessive fragmentation, especially through discussion at the WTO under the Joint Initiative on e-commerce.

To address these challenges, science communicators should follow key principles for responsible science communication including transparency, inclusivity, integrity, accountability, freedom and autonomy, and timeliness. Policymakers in turn are encouraged to promote these principles, invest in science communication capacity, establish crisis communication structures, support scientists in public communication, and promote scientific and digital literacy.

To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

Yet practical experience has shown that there are important differences across borders and even within borders in how people work together and communicate. The Country-Specific Safety Culture Forum was created to gain a better understanding of how the national context affects safety culture in a given country and how operators and regulators perceive these effects in their day-to-day activities. The ultimate goal is to ensure safe nuclear operations. The third NEA safety culture forum – a collaborative effort between the Nuclear Energy Agency (NEA), the World Association of Nuclear Operators (WANO) and the Canadian Nuclear Safety Commission (CNSC) – was held in Canada in September 2022. This report outlines the process used to conduct the forum, reveals its findings and encourages the nuclear community to further reflect and take relevant action.

    Kurzfassung: This paper investigates the link between gender diversity in senior management and firm-level productivity. For this purpose, it constructs a novel cross-country dataset with information on firms’ senior management group and other firm characteristics, covering both publicly listed and unlisted firms in manufacturing and non-financial market services across nine OECD countries. The main result from the analysis is that productivity gains from increasing gender diversity in senior management are highest among firms with low initial diversity. Increasing the female share to the sample average of 20% in firms with initially lower shares would increase aggregate productivity by around 0.6%. This suggests that improving women’s access to senior management positions matters not only for equity but could yield significant productivity gains.

To improve the visibility of digitalisation in macroeconomic statistics, the Digital Supply and Use Tables (SUTs) framework has been developed under the auspices of the OECD’s Informal Advisory Group (IAG) on Measuring GDP in a Digitalised Economy. In the Digital SUTs framework, three dimensions are introduced for measuring the digital economy: the nature of the transaction (the “how”), the goods and services produced (the “what”), and the new digital industries (the “who”). The OECD Handbook on Compiling Digital SUTs explains these three dimensions and includes examples. It also presents the high priority indicators that have been agreed by the IAG and includes recommended templates for producing the outputs.

    Kurzfassung: This report outlines a new methodology and provides a first exploratory analysis of technologies and applications that are at the core of recent advances in AI. Using AI-related keywords and technology classes, the study identifies AI-related patents protected in the United States in 2000-18. Among those, “core” AI patents are selected based on their counts of AI-related forward citations. The analysis finds that, compared to other (AI and non-AI) patents, they are more original and general, and tend to be broader in technological scope. Technologies related to general AI, robotics, computer/image vision and recognition/detection are consistently listed among core AI patents, with autonomous driving and deep learning having recently become more prominent. Finally, core AI patents tend to spur innovation across AI-related domains, although some technologies – likely AI applications, such as autonomous driving or robotics – appear to increasingly contribute to developments in their own field.

To allow these solutions to be scaled up without threats to biodiversity and the environment, it is necessary to develop the bioeconomy as a circular economy. With this carbon management approach, other sources of carbon complement biomass: industrial waste, including gases such as CO and CO2, as well as physically and chemically recycled carbon. In the future, direct air capture (DAC) may become competitive and form part of the solution. These approaches can be considered ‘circular’ because they close material loops and keep carbon recycling in the economy rather than emitting carbon to the atmosphere. This report reviews a number of hybrid technologies that can be deployed to ‘defossilise’ economic sectors and sets out policy options to bring these technologies to commercial scale.

    Kurzfassung: The economic consequences for firms investing in green innovation, and therefore their incentives to innovate, are not well understood. This paper empirically assesses the economic returns on innovation in cleaner vehicles. The analysis uses data on passenger car market shares and patents for car manufacturers operating in eight countries for the period 2005-2021. The results show that, when vehicle fuel prices increase, firms having previously successfully filed patents related to both electric and hybrid vehicles and fuel efficiency experience an increase in their market share. This increase takes place between 7 and 8 years after the patent stock is accumulated for patents related to electric and hybrid vehicles and between 8 and 15 years for patents related to fuel efficiency. The analysis also finds that in contexts where fuel price salience is high, price increases generate larger and earlier competitiveness returns for firms having previously invested in cleaner technologies.

Additionally, although universities are concentrated in and around large cities, this is not necessarily reflected in the intensity of AI-related activities. Taken together, this novel and timely evidence informs the debate on the most recent stages of digital transformation of the economy.

    Kurzfassung: Policy makers are increasingly grappling with the stability implications of global value chains (GVCs), as widespread supply shortages following the COVID-19 pandemic and the Russian Federation’s large-scale aggression against Ukraine have disrupted the economic recovery and contributed to high inflation. This paper provides a tool to assess vulnerabilities in GVCs by drawing a detailed map of dependencies based on new indicators constructed from the OECD Inter-Country Input-Output tables. The key findings are as follows. First, GVC dependencies increase with both the size of foreign exposures and the length of foreign value chains. Second, in some industries, such as the automotive and ICT industries, vulnerabilities from high GVC dependence are amplified by high geographic concentration of suppliers or buyers. Third, the People’s Republic of China is the most critical choke point in GVCs across a broad range of industries, both as a dominant supplier and as a dominant buyer.

Les Recommandations de l'OCDE sur la sécurité numérique soutiennent les parties prenantes dans l'élaboration de politiques visant la prospérité économique et sociale, en accord avec la mission de l'OCDE d'aider les gouvernements à élaborer des "politiques meilleures pour des vies meilleures".

Deficitul de competențe reprezintă o barieră majoră în această privință, afectând în special IMM urile care întâmpinămai multe dificultăți în atragerea și păstrarea angajaților competenți, precum și în instruirea și reîmprospătarea cunoștințelor în cadrul forței sale de muncă.Pornind de la activitățile anterioare ale OCDE privind politicile de digitalizare, OCDE a oferit îndrumare Moldovei, în decursul anului 2022, privind modul în care să construiască un ecosistem benefic și să stabilească politicile adecvate pentru a realiza noi progrese în ceea ce privește dezvoltarea și dobândirea competențelor digitale de business în rândul IMM urilor. Acest raport reprezintă un sumar al acelor probleme, luând în considerare 1) cadrul politic și instituțional; 2) instrumentele de evaluare și anticipare a competențelor; și 3) suportul specific IMM urilor, pentru dezvoltarea competențelor digitale.

    Kurzfassung: Fiscal spending policies adopted in the wake of the COVID-19 pandemic have been presented as a unique opportunity to “build back better” and re-ignite the economy while accelerating the transition to a low-carbon economy. This paper analyses 1 166 funding measures announced by 51 countries and the European Union in 2020-21 to support development and diffusion of low-carbon technologies. These measures – amounting to USD 1.29 trillion – can make an important contribution to filling the climate investment gap, particularly in emerging technologies such as carbon capture, usage and storage and green hydrogen. A modelling analysis suggests that they could have large impacts on greenhouse gas emissions and bring about significant co-benefits in terms of clean sectors’ output growth and reductions in fossil fuel imports.

Women continue to make vital contributions to the sector, but their visibility and overall numbers in the sector remain limited, especially in science, technology, engineering, and mathematics (STEM), and leadership roles. The lack of diversity in the sector represents a loss of potential innovation and growth and a critical threat to the viability of the field. This report features the first publicly available international data on gender balance in the nuclear sector. The data was collected from over 8 000 women in the nuclear workforce in 32 countries, as well as human resources data from 96 nuclear organisations in 17 countries. Based on the findings, a comprehensive, evidence-driven policy framework is proposed with practical recommendations.

It is also scaling up its engagement on climate change adaptation across all government levels and has initiated an ambitious programme to foster investments in nature-based solutions. This is the fourth OECD Environmental Performance Review of Germany. It provides 28 recommendations to help Germany further improve its environmental performance.

    Kurzfassung: The disposal of long-lived radioactive waste in a deep geological repository (DGR) is a scientifically and technically credible solution that meets the need for long-term safety without reliance on active monitoring and management. Nevertheless, it is important to assess the potential risks that may be associated with such a nuclear installation and to ensure that an appropriate regime is in place to adequately compensate third parties in case they suffer nuclear damage caused by a DGR. Therefore, countries developing or intending to develop DGRs must take into account nuclear third party liability regime(s) as long as they apply to the disposal facilities. Those regimes establish a specific legal system that deviates from general tort law principles, including strict and exclusive liability of the operator of a nuclear installation, which will have to maintain a compulsory financial security to cover its liability. Given the unusually long life cycles of such installations, this report discusses issues that concern future generations against the background of the currently applicable legal frameworks for the operation of nuclear installations, and existing technical knowledge, conscious that both will evolve. Nevertheless, it is important to identify and address potential issues regarding nuclear liability with the currently applicable legal frameworks and to set a clear framework for the applicable nuclear liability regime(s) during the different phases of operation of the DGR.

    Kurzfassung: There is significant international interest in the effects of temperature on criticality safety evaluations. Improved access to nuclear data, notably thermal scattering data S(α,β) for hydrogen in ice, has made it possible to assess and deepen the understanding of the variation of criticality calculations associated with temperature. Under the auspices of the Nuclear Energy Agency (NEA) Nuclear Science Committee (NSC) and of the Working Party on Nuclear Criticality Safety (WPNCS), Subgroup 3 was launched to study the impact of temperature through a wide range of codes, data libraries and methods. The group studied a pressurised water reactor (PWR) assembly in a thick water reflector at five different temperatures, ranging from ice to room temperature and up to reactor operation temperature. Ten organisations in eight countries participated, providing 34 sets of results. With a view to launching the activity and obtaining results in a timely fashion, geometrical and material data from a previous WPNCS benchmark model were used in a new study to help examine the effect of temperature on criticality safety calculations. The exercise was successful in bringing together a large number of institutions and employing a wide range of calculation codes and nuclear data libraries, thereby providing solid evidence for the conclusions drawn. The participants' dedication made it possible to complete the exercise in two years, providing timely support to end users. This report contains the benchmark study and results, and was endorsed at the WPNCS Subgroup 3 meeting in July 2020.

    Kurzfassung: As societies become increasingly digital, cyber security has become a priority for individuals, companies and nations. The number of cyber attacks is exceeding defence capabilities, and one reason for this is the lack of an adequately skilled cyber security workforce. This report analyses the demand for cyber security professionals in Australia, Canada, New Zealand, the United Kingdom and the United States using information contained in online job postings. The analysis looks at recent trends in the demand for workers in different types of cyber security roles, the geographical distribution of cyber security job postings, and the changing skill requirements for professionals in this field. The report also looks at the supply side, zooming in on the landscape of cyber security education and training programmes in England (United Kingdom). It describes the different types of programmes provided in further and higher education, the profile of learners in these programmes and their outcomes. Finally, the report also looks at policies and initiatives adopted in England to make cyber security education and training programmes more accessible and relevant. This report is part of a larger initiative examining the evolution of policies and experiences in the cyber security profession around the world.

    Kurzfassung: Artificial Intelligence (AI) scoring for constructed-response items, using recent advancements in multilingual, deep learning techniques utilising models pre-trained with a massive multilingual text corpus, is examined using international large-scale assessment data. Historical student responses to Reading and Science literacy cognitive items developed under the PISA analytical framework are used as training data for deep learning together with multilingual data to construct an AI model. The trained AI models are then used to score and the results compared with human-scored data. The score distributions estimated based on the AI-scored data and the human-scored data are highly consistent with each other; furthermore, even item-level psychometric properties of the majority of items showed high levels of agreement, although a few items showed discrepancies. This study demonstrates a practical procedure for using a multilingual data approach, and this new AI-scoring methodology reached a practical level of quality, even in the context of an international large-scale assessment.

Součástí Přehledu je i případová studie o opatřeních a předpisech v oblasti veřejné správy během pandemie onemocnění covid-19. Přehled o stavu veřejné správy v ČR obsahuje doporučení pro veřejnou správu v ČR, která jí pomohou s uskutečněním a se splněním cílů koncepce rozvoje veřejné správy s názvem Klientsky orientovaná veřejná správa 2030 a v konečném důsledku také s realizací dlouhodobé vize a závazků udržitelného rozvoje.

    Kurzfassung: Semiconductors are a critical input into a wide range of downstream industries, including the wider information communications technology industry, electronics and motor vehicles. Semiconductor shortages can have large adverse effects on output in these industries, with ripple effects on the broader economy, as highlighted by recent supply chain disruptions. This paper maps cross-country and cross-sectoral dependencies in the semiconductor value chain based on new OECD Inter-Country Input-Output data that allow to analyse the semiconductor industry separately from the wider computer and electronics value chain. It further discusses policy options to reduce the economic consequences of shocks to the semiconductor value chain while preserving the benefits of global sourcing.

    Kurzfassung: In October 2021, twenty-one OECD countries and partner economies participated in an online product safety sweep to identify the degree to which products were available for sale online despite (i) being banned or recalled, (ii) having inadequate labelling or (iii) not meeting voluntary or mandatory product safety standards. Results reveal that large volumes of unsafe products are readily traded across borders and a 79% average rate of non-compliance (or potential non-compliance) with product safety standards and laws. More needs to be done by online marketplaces and other retailers to identify and remove unsafe product listings and by consumer authorities to deter non-compliance.

The results show a diverse range of R&D specialist ecosystems as well as major reporting gaps. The ultimate aim of this exercise and its recommendations is to demonstrate how several OECD countries are able to provide meaningful statistical results using OECD guidance and promote the mainstreaming of reporting into future national and OECD R&D statistics.

Le présent ouvrage passe en revue les résultats de l’enquête 2022 de l’OCDE sur la politique de l’environnement et l’évolution des comportements individuels. Cette enquête porte sur les attitudes et les comportements des ménages concernant l’énergie, les transports, les déchets et les systèmes alimentaires. Elle a été réalisée auprès de plus de 17 000 ménages dans 9 pays : Belgique, Canada, États-Unis, France, Israël, Pays-Bas, Royaume-Uni, Suède et Suisse. L’enquête a aussi servi à recueillir des informations sur les raisons pour lesquelles les personnes interrogées changent de comportement et sur les obstacles qu’elles doivent surmonter, et offre de ce fait une source unique de données empiriques pour éclairer l’action des pouvoirs publics en faveur de modes de consommation plus durables.

    Kurzfassung: Since 2019, digital transformation has been a clear policy priority in Uzbekistan. While the country has made significant progress in terms of Internet access, quality and affordability, digital uptake among firms remains low. This lack of digital skills seems to be a limiting factor affecting the digital transformation of business. Based on recent OECD work on digitalisation, this report examines what is holding back the digital upskilling of businesses in Uzbekistan. It suggests three sets of policy actions: (1) developing a supportive institutional framework for the digital uptake of firms; (2) raising firms’ awareness of the importance of acquiring digital and complementary skills; and (3) expanding existing support to digitalise while addressing the gender digital divide.

This report helps fill this gap by documenting government efforts to provide preferential tax treatment of economic outputs of innovation activities. Drawing on the responses of national contact points to the OECD KNOWINTAX surveys carried out in 2020 and 2021, it presents new evidence on the cost (foregone tax revenues) and uptake of income-based-tax incentives by businesses in 2019, and tracks their distribution by firm size and industry and their evolution over the 2000-2019 period.

Governments recognise the transformative impact of generative AI and are actively working to address these challenges.     Kurzfassung: This report aims to highlight the needs of integral experiments in the field of nuclear criticality safety, and to identify the available experimental facilities where such experiments could be performed. In order to identify existing experimental needs, the NEA surveyed international nuclear criticality safety (NCS) practitioners and members of the Working Party on Nuclear Criticality Safety (WPNCS). Responses were received from eight organisations and five countries (Canada, the Czech Republic, France, Japan and the United States); additional responses were also sent by four organisations in two countries (Switzerland and the United Kingdom). The survey results were examined by the WPNCS Subgroup on Experimental Needs for Criticality Safety Purposes (SG-5), which ranked the 25 identified needs in terms of priority as well as describing these needs in detail. A dedicated section of the report describes the existing proprietary experiments that might be used to meet some of the identified needs. Another section highlights some of the many facilities available to perform some of the prioritised criticality experiments.

This document reproduces the two existing explanatory memoranda that accompany the OECD Privacy Guidelines. The first, published in 1980, was developed alongside the original version of the OECD Privacy Guidelines to help in their interpretation and application. The supplementary Explanatory Memorandum was developed to provide context and rationale for the revisions to the OECD Privacy Guidelines made in 2013.

    Kurzfassung: This report analyses the demand for positions that require skills needed to develop or work with AI systems across 14 OECD countries between 2019 and 2022. It finds that, despite rapid growth in the demand for AI skills, AI-related online vacancies comprised less than 1% of all job postings and were predominantly found in sectors such as ICT and Professional Services. Skills related to Machine Learning were the most sought after. The US-focused part of the study reveals a consistent demand for socio-emotional, foundational, and technical skills across all AI employers. However, leading firms – those who posted the most AI jobs – exhibited a higher demand for AI professionals combining technical expertise with leadership, innovation, and problem-solving skills, underscoring the importance of these competencies in the AI field.

    Kurzfassung: In 2019, the OECD Council adopted the Recommendation on Artificial Intelligence (the "OECD AI Principles"). These include five values-based principles and five recommendations for OECD countries and adhering partner economies to promote responsible and trustworthy AI policies. This report takes stock of initiatives launched by countries worldwide to implement the OECD AI Principles which were reported to the OECD.AI Policy Observatory as of May 2023. It provides an overview of national AI strategies, including their oversight and monitoring bodies, expert advisory groups, as well as their monitoring and evaluation frameworks.     Kurzfassung: The digital security of communication networks is crucial to the functioning of our societies. Four trends are shaping networks, raising digital security implications: i) the increasing criticality of communication networks, ii) increased virtualisation of networks and use of cloud services, iii) a shift towards more openness in networks and iv) the role of artificial intelligence in networks. These trends bring benefits and challenges to digital security. While digital security ultimately depends on the decisions made by private actors (e.g. network operators and their suppliers), the report underlines the role governments can play to enhance the digital security of communication networks. It outlines key policy objectives and actions governments can take to incentivise the adoption of best practices and support stakeholders to reach an optimal level of digital security, ranging from light-touch to more interventionist approaches.

    Kurzfassung: Tax incentives such as intellectual property regimes provide for reduced taxation of the income derived from research, development, and innovation related activities. By doing so, they lower the overall tax burden from investing in certain qualified intangible assets. This paper proposes a methodology to build indicators comparing the effect of income-based tax incentives for R&D and innovation on firms' incentives to make R&D intangible investments. It provides insights into how such incentives affect firms' decisions on whether, where and how much to invest in R&D intangibles. These indicators are used to illustrate the extent to which these tax incentives may create potential distortions to firms' investment, protection and commercialisation decisions. The model is further developed to account for the design changes to such tax incentives introduced by the OECD/G20 Base Erosion and Profit Shifting minimum standard.

    Kurzfassung: The radiation dose rate emitted by spent fuel assemblies is a crucial parameter within the framework of proliferation resistance, and its accurate determination is hence of paramount importance. Recent calculations have shown some discrepancies with historical results for pressurised water reactor spent fuel assemblies. To verify these discrepancies and help define a reference calculation, an international benchmark was carried out under the framework of the Nuclear Energy Agency (NEA) Expert Group on Advanced Fuel Cycle Scenarios (EGAFCS). The benchmark aimed to verify updated dose rate calculation procedures (new modelling approaches, new nuclear data, new versions of calculation codes) and share the benchmark results at the international level. The benchmark, including code-to-code verification and validation against experimental data, has shown and validated a methodology for the adequate estimation of the radiation dose rate from pressurised water reactor spent fuel assemblies (UOX and MOX) after certain periods of decay, confirming also the self-resistance of the simulated assemblies. This report outlines the exercise, its results and a series of recommendations for calculations.

En particular, las disparidades socioeconómicas y territoriales siguen siendo importantes, y las instituciones públicas aún enfrentan desafíos relevantes. Para que la República Dominicana avance en una senda de desarrollo más inclusivo y sostenible, es necesario abordar tres dimensiones críticas. En primer lugar, proporcionar empleos de calidad para todos, con especial énfasis en impulsar la formalización y la transformación productiva. En segundo lugar, movilizar más financiamiento público y privado para el desarrollo, con sistemas fiscales más progresivos y eficaces, un gasto público más eficiente, y mercados de capitales más profundos. En tercer lugar, acelerar la transformación digital para impulsar la productividad, mejorar la inclusión y apoyar la creación de empleo.

Being the second-highest R&D spender among OECD economies, Korea excels in key technologies, including semiconductors, 6G, and ICT infrastructure. Despite this remarkable progress, disparities remain between SMEs and chaebols, manufacturing and services, ICT and non-ICT industries, and urban and rural areas. Korea also grapples with societal and economic vulnerabilities, including an aging population, a significant carbon footprint, limited renewable energy use, and pronounced gender inequality. To further seize opportunities for equitable and inclusive growth, Korea must foster a shared national vision to develop science, technology, and innovation to address societal issues, enhance R&D policy implementation, promote excellent research, further internationalise, and broaden technology diffusion.

This policy paper argues that science, technology, innovation, and industrial (STI&I) policies focusing on developing and deploying low-carbon technologies are crucial to achieving carbon neutrality. It notes however that the current level of innovation is insufficient to meet the net-zero challenge due to a policy emphasis on deployment rather than research and development (R&D) support. The paper explores the rationale for more ambitious STI&I policies targeted at R&D for climate neutrality and provides policy recommendations for an effective innovation policy for net-zero, including its interaction with the broader climate policy package.

    Kurzfassung: The automotive sector is important across OECD countries in terms of value-added and R&D, but is also heavily affected by the green and the digital transformations. This paper offers a novel and holistic view of the automotive sector and its surrounding ecosystem based on a combination of Inter-Country Input-Output (ICIO) tables, patent data, mergers and acquisitions (M&A) transactions, cross-country micro-distributed data and firm-level balance sheet data. It identifies the boundaries of this industrial ecosystem including connected sectors (e.g. upstream and downstream) as well as knowledge and technology providers (e.g. universities or the digital industry). The paper documents emerging trends at the geographical and technological levels and provides a comprehensive assessment of the ecosystem’s changing microstructure, with a growing role of young and digital-intensive companies. Finally, it provides recommendations for effective public policies to support the automotive ecosystem, with a focus on innovation, competition and the growth of young firms.

    Kurzfassung: Widespread supply disruptions in the wake of the COVID-19 pandemic and the Russian Federation’s large-scale aggression against Ukraine have raised concerns among policy makers that globalised value chains expose domestic production to shocks from abroad. This paper uses new indicators of global value chain dependencies and exogenous pandemic shocks to econometrically estimate the effects of supply disruptions abroad on domestic output. The results suggest that the adverse effects of supply disruptions are particularly large when concentration of supplying countries and supplying firms is high. Counterfactual simulations of the econometric model suggest that diversification of suppliers would have sizeable benefits in terms of shielding domestic production against country-specific supply shocks, with partial onshoring of production having only small additional benefits. Technological innovation that reduces foreign dependencies, such as the substitution of renewable energies for fossil fuels, can have similar benefits as diversification.

    Kurzfassung: This report analyses the use of artificial intelligence (AI) in firms across 11 countries. Based on harmonised statistical code (AI diffuse) applied to official firm-level surveys, it finds that the use of AI is prevalent in ICT and Professional Services and more widespread across large – and to some extent across young – firms. AI users tend to be more productive, especially the largest ones. Complementary assets, including ICT skills, high-speed digital infrastructure, and the use of other digital technologies, which are significantly related to the use of AI, appear to play a critical role in the productivity advantages of AI users.

This report uses data from online job vacancies to measure the within-occupation intensity of AI skill demand. The within-occupation AI intensity is then weighted to employment by occupation in labour force surveys to provide estimates of the size and growth of the AI workforce over time.
