    Abstract: The Western Balkan region benefits from a cost-competitive labour force and geographic and cultural proximity to EU markets. However, cost competitiveness as a source of differentiation is not sustainable. Cost levels are increasing gradually in some sectors, reducing firms’ profitability. In order to sustain competitiveness, the Western Balkans needs to move up the value chain, from investing in automated technology to producing higher-quality goods and enhancing its human capital. This report examines the apparel manufacturing, automotive components and business process and technology outsourcing sectors, focusing on market competitiveness factors, industry key success factors and policy recommendations.

    Abstract: Pharmaceutical policy making raises particular challenges in reconciling key objectives for health policy, such as ensuring affordable access to the latest effective drugs, with other important policy considerations, such as providing support to a valuable national industry. Unusually among health policy issues, it also raises international considerations that further complicate decision making, particularly as the nature and extent of such considerations are not well understood. This report assesses how pharmaceutical pricing and reimbursement policies have contributed to the achievement of certain health policy objectives. It examines the national and transnational effects of these policies, in particular, their implications for the availability of medicines in other countries, the prices of these medicines, and innovation in the pharmaceutical sector. This publication presents an analysis of comparative price levels, making use of a unique dataset to construct the most comprehensive pan-OECD pharmaceutical price index to date. It also draws upon original case studies of pharmaceutical pricing and reimbursement policies in six OECD countries to provide specific examples of the impacts of policies on health system performance.

    Abstract: Global value chains are radically altering how goods and services are produced. Parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses. This volume is a compilation of the studies that underlie the synthesis report on global value chains, entitled Staying Competitive in the Global Economy: Moving Up the Value Chain. It includes papers on the measurement of globalisation, SMEs in global value chains, the changing nature of manufacturing, impact of international sourcing, foreign affiliates, offshoring and productivity, and the internationalisation of R&D.

    Abstract: This joint Eurostat and OECD publication provides a detailed description of the sources and methods used by OECD countries to compile the business demography indicators, such as birth death and survival rates of businesses, published by OECD in Structural and Demographic Business Statistics (SDBS). Furthermore, these measures are key components of the Entrepreneurship Indicators Programme developed jointly by the OECD and Eurostat. It is the first manual of its kind that provides for an internationally comparable framework for these increasingly important measures and also provides recommendations for the measurement of indicators not hitherto covered in the SDBS publication, such as indicators of high-growth enterprises and young high-growth enterprises (gazelles).

    Abstract: Small and medium enterprises (SMEs) are the backbone of Western Balkan economies but until recently received relatively little attention from policy makers. Governments focused on consolidating macroeconomic stabilisation and the restructuring and privatisation of large companies. The adoption in 2003 of the European Charter for Small Enterprises contributed to a change in policy perspective. The SME Policy Index 2007 presents the first comprehensive and comparative assessment of progress made in implementing the Charter. The assessment is based on the SME Policy Index, an analytical tool designed by the OECD Investment Compact and the European Commission, and uses collaborative benchmarking to measure progress in the ten dimensions of the Charter: • Education and training for entrepreneurship • Cheaper and faster start-up • Better legislation and regulation • Availability of skills • Improving online access for tax filing and company registration • Getting more out of the single market • Taxation and financial matters • Strengthening the technological capacity of small enterprises • Successful e-business models and top class business support • Developing stronger, more effective representation of small enterprises Governments of the region have already started to take action based on the results of the report through the creation in April 2007 of a South East European Investment Committee which aims to develop detailed guidelines on how to implement reforms in priority areas including the SME environment. Albania, Bosnia and Herzegovina, Croatia, FYR Macedonia, Montenegro, Serbia and UNMIK/Kosovo are assessed in this report. A second SME Policy evaluation will be conducted and published in 2009.

    Abstract: Although small and medium-sized enterprises (SMEs) in Mexico make up most of the firms in the formal economy, they are hampered by a lack of financing and skilled workers. This book assesses the comprehensive SME policies introduced by the Federal Government during the past six years. While lauding the improvements achieved by the new policy measures, including better access to financing, reduced lead times for firm creation, and higher survival rates, the review cautions that the capacity of states and local authorities to absorb federal policy programmes needs to be enhanced and tailor-made initiatives in favour of micro firms need to be expanded. In addition, the review makes practical recommendations on how to improve policy co-ordination, create an efficiency evaluation culture at all levels of government, and strengthen the entrepreneurial business environment.

This report analyses the objectives, targeting, instruments and inter-governmental role sharing used by 26 programmes in 14 OECD countries.     Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: Analysis carried out in this report indicates that international trade in counterfeit and pirated products could have been up to USD 200 billion in 2005. This total does not include domestically produced and consumed counterfeit and pirated products and the significant volume of pirated digital products being distributed via the Internet. If these items were added, the total magnitude of counterfeiting and piracy worldwide could well be several hundred billion dollars more. Counterfeiting and piracy are illicit businesses in which criminal networks thrive. The report shows that the items that they and other counterfeiters and pirates produce and distribute are often substandard and can even be dangerous, posing health and safety risks that range from mild to life-threatening. Economy-wide, counterfeiting and piracy undermine innovation, which is key to economic growth. The magnitude and effects of counterfeiting and piracy are of such significance that they compel strong and sustained action from governments, business and consumers. More effective enforcement is critical in this regard, as is the need to build public support to combat the counterfeiting and piracy. Increased co-operation between governments, and with industry, would be beneficial, as would better data collection.

    Abstract: Comment imaginer que la libéralisation des échanges de biens et services soit sujette à controverse ? Pourquoi un pays voudrait-il maintenir des obstacles qui empêchent ces échanges ? Telles sont les questions qu’avaient à l’esprit les ministres des pays de l’OMC lorsqu’ils ont demandé, en novembre 2001, l’ouverture de négociations visant à réduire ou à éliminer les obstacles aux échanges de biens et services environnementaux. Néanmoins, ils n’ont pas défini ces biens et services, laissant les négociateurs s’en charger. La présente série d’études vise à aider les négociateurs à s’orienter parmi les problèmes nombreux et complexes qui ont été soulevés au fil du débat international sur la libéralisation des échanges de biens et services environnementaux. Outre qu’ils expliquent les conditions dans lesquelles ont été établies les deux premières listes de ces biens (résultant d’initiatives distinctes de l’OCDE et du Forum de coopération économique Asie-Pacifique), les différents chapitres : Étudient plusieurs problèmes pratiques que pose la classification des biens environnementaux, dont celle des biens qui ont deux utilisations Donnent des exemples concrets de synergies entre commerce de services environnementaux et commerce de biens environnementaux Synthétisent les résultats de plusieurs études nationales sur les biens et services environnementaux conduites par l’OCDE et d’autres organisations intergouvernementales Le présent ouvrage est un compendium de documents de travail du Groupe de travail conjoint sur les échanges et l’environnement.

    Abstract: Building on a recent groundbreaking OECD/World Bank seminar, this volume explores whether and how trade liberalisation can contribute to achieving universal service goals and the types of complementary policies required. It focuses on experiences in four sectors - telecommunications, water and sanitation, financial services, and electricity. The unique multi-sector perspective taken in this book, together with the national case studies, yield insights which can help countries promote their universal access goals. A horizontal assessment also helps determine how far the current services negotiations in the WTO, under the General Agreement on Trade in Services, can aid the attainment of universal service goals.

    Abstract: Subsidies are pervasive in OECD countries and are among the most powerful public policy instruments. But they often introduce unintended consequences, such as budget deficits, pollution, unemployment and trade distortions. This report contains the proceedings of an OECD workshop on subsidy reform held in October 2005 under the auspices of the OECD programme on sustainable development. It provides an overview of approaches for assessing subsidies and associated taxes, and looks at country experiences in reforming subsidies in the agriculture, fisheries, industry, and transport sectors.

    Abstract: Turkish domestic equity markets and inward foreign investment are poised to grow rapdily but only if corporate governance standards are high enough to protect minority shareholders. This report evaluates the extent to which the OECD Principles of Corporate Governance have been implemented in Turkey, looking at both the legal and regulatory framework as well as company practices. It finds that significant reforms to the corporate governance framework have already been introduced, and supports additional legislative reforms that are already in progress. Looking ahead, the report argues that it is time to move into the next important phase in policy reform, and makes a series of recommendations for further strengthening Turkeys corporate governance structures.

    Abstract: This publication examines the innovation system in pharmaceutical biotechnology in eight OECD countries - Belgium, Finland, France, Germany, Japan, the Netherlands, Norway and Spain. The report summarises the results of in-depth studies, providing a comparative analysis of participating countries' performance in science and innovation in biopharmaceuticals. It highlights specific characteristics of the national biopharmaceutical innovation systems in terms of their international openness and the specific role of demand-side factors in the innovation process. Major systemic failures affecting the functioning of the biopharmaceutical innovation systems are identified. Based on rich evidence, the report draws policy recommendations to foster innovation in biopharmaceuticals advocating an integrated policy approach.

    Abstract: Clusters of firms and related organisations in a range of industry specialisations are a striking feature of the economic landscape in all countries. Their growth and survival depends on internal processes of specialisation, co-operation and rivalry, and knowledge flows that underpin the competitiveness of the firms within them. Cluster building is now among the most important economic development activities in OECD countries and beyond. This book looks at the importance and potential of cluster initiatives in Central and Eastern Europe as these countries integrate ever more strongly into the global economy.     Abstract: At its meeting in May 2003, the Ministerial Council asked the OECD to analyse the contribution made by the services sector to employment growth, productivity and innovation, and to identify factors, institutions and policies that could enhance the growth prospects of this sector. In response to this request, the OECD launched a cross-Directorate study. This report draws the main policy conclusions from the project. It complements the OECD report on Trade and Structural Adjustment, which provides policy directions on how OECD countries can adjust to international trade. Together, these reports present a concrete policy agenda on how to strengthen growth performance and address globalisation, structural change and the shift to services.

    Abstract: This book explores the contribution space systems might make in dealing with looming societal challenges related to threats to the physical environment and the management of natural resources, growing mobility and its consequences, increasing security concerns, and the shift to the information society. It discusses the challenges for developing space applications. It assesses the strengths and weaknesses of the institutional, legal and regulatory frameworks that currently govern space activities in the OECD area and beyond. Finally, it formulates an overall policy framework that OECD governments might use in drafting policies designed to ensure that the potential that space has to offer is actually realised.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

Elles soulignent combien il est important de prendre en compte les effets que ces normes et réglementations environnementales peuvent avoir sur le commerce dès leur élaboration. Enfin, ces études montrent qu’une assistance technique opportune peut aider les exportateurs des pays en développement à s'adapter aux nouvelles prescriptions environnementales sans en pâtir sur le plan commercial.

    Abstract: The services sector now accounts for over 70% of employment and value added in OECD economies. It also accounts for almost all employment growth in the OECD area. But despite its growing weight in OECD economies, productivity growth and employment rates in services remain low in many OECD countries. This report provides an overview of the role of services in economic performance, and the factors that affect services sector performance. This includes the role of labour and product markets, the impact of barriers to trade in services, the role of innovation in services and the impacts of information and communications technology (ICT) on the services sector. The report also includes a paper presenting case studies of successful services firms, which help illustrate the broader analysis from OECD data.
