    Abstract: Humanity is embedded in nature and depends profoundly on the goods and services it generates. Future economic development and well-being hinge on healthy and resilient ecosystems that provide our food and raw materials, drinking water, clean air, and the stability of the climate system. More than half of the world's gross domestic product (GDP) is generated in sectors such as construction and agriculture that depend on ecosystem services (WEF 2020), making nature relevant not only to policymakers, but also business and financial leaders. The UN Decade on Ecosystem Restoration is an initiative led by the United Nations Environment Program (UNEP) and the Food and Agriculture Organization (FAO) of the United Nations, which aims to drive the restoration of one billion hectares of degraded land between now and 2030. The UN Decade is a rallying call for the protection and revival of ecosystems around the world, for the benefit of people and nature. Only with healthy ecosystems can we enhance people's livelihoods, counteract climate change, and stop the collapse of biodiversity. The UN Decade Finance Task Force (FTF), chaired by the World Bank, aims to catalyze action which can contribute to unlocking the capital needed to meet the Decade's goals. 'Unlocking Restoration Finance: A Stocktake Report' is the first in a series of outputs of the FTF. This report provides an overview of the current challenges to and opportunities for increasing public and private investment in restoration. It looks at innovative approaches to financing restoration activities taken by actors in the public, private, or non-profit sectors and the potential for these to be replicated or scaled. The report also lays out a draft roadmap of actions the FTF will take to overcome challenges and contribute to scaling investment in restoration

    Abstract: This joint report by the World Bank and UNICEF-PNG presents the findings from two mobile phone surveys conducted in May, June and July 2021 in Papua New Guinea. The first survey, conducted in May and June, was the third in a series, with the first round being completed in June and July 2020 and the second round being conducted in December 2020. This survey interviewed a total of 2, 533 respondents about the impact of COVID-19 on their economic activity and the results were weighted using information from the 2016-2018 Demographic and Health Survey (DHS) to reflect nationally representative estimates of the socioeconomic impacts of COVID-19. The second survey, conducted in June and July 2021, interviewed a total of 2, 541 respondents (1880 of whom were from the first survey) about the impact of COVID-19 on a range of areas that broadly can be considered human development. These results were also weighted using information from the DHS to develop representative estimates. The report uses data that predates the arrival of the Delta variant of COVID-19 in PNG and therefore should be considered a snapshot of changes in economic activity and human development from January to June 2021. The next round of data collection is currently planned to start in November 2021 and thatsurvey will shed light on the impact of the Delta variant of COVID-19 in PNG. The surveys in this report show that in general there were similar levels of economic activity and human development in mid-2021 as the start of 2021, however the surveys do not demonstrate a recovery to pre-pandemic levels. There was stabilization across a range of indicators, including levels of employment, access to education and healthcare as well as public trust and security. However, there was some variation across regions and wealth quintiles. The lack of deterioration of conditions since the start of 2021 is notable given that over this period there was a rapid escalationof the COVID-19 crisis in March followed by a fall in COVID-19 cases throughout May

    Abstract: On May 20, 2021, after 11 days of the worst conflict since 2014, Israel and militants in Gaza agreed to a cessation of hostilities. Casualties were recorded on both sides, including more than 260 dead in Gaza according to the Palestinian Authority (PA) and the Office of the UN High Commissioner for Human Rights (OHCHR), along with considerable destruction of residential and commercial buildings. While in Israel, 9 Israelis and 3 foreign workers were killed according to the Israeli Ministry of Foreign Affairs. In Gaza, the conflict damaged various core physical and digital infrastructure assets, particularly buildings, hospitals and health centers, water and sanitation facilities, and transport, energy and communications networks. Exacerbated by previous trauma, this renewed round of violence having a particularly serious impact on children's mental health as they are more susceptible to the effects of high levels of stress. Beyond the human tragedy and the subsequent immediate humanitarian relief that was channeled to Gaza, the economic impact of these 11 days of conflict has severely weakened an economy already reduced to a fraction of its potential. Gaza is one of the most densely populated areas in the world, with around 2.1 million individuals living in a total area of 365 square kilometers. For nearly 15 years, the movement of people and goods into and out of Gaza has been under restrictions imposed by the Government of Israel (GoI) due to security concerns. This isolation, in addition to multiple episodes of conflict and a damaging internal political divide, has created a severe humanitarian situation in Gaza that was exacerbated by the recent hostilities

Focusing on young people is particularly meaningful as Somalia's population is the youngest of the African continent overall.     Abstract: The highly variable climate of Malawi significantly influences the amount, timing, and frequency of precipitation resulting in frequent droughts and floods. In the 2015-2016 rainfall season Malawi was hit again by prolonged dry spells. In response to the dry spells, the Government of Malawi declared a state of disaster in April 2016, and a post disaster needs assessment (PDNA) was initiated in mid-May under the leadership of the Government of Malawi, with the assistance of the World Bank and the United Nations (UN). The PDNA also developed a recovery strategy for the 2015-2016 drought by defining and aligning a national recovery vision to long-term development objectives and by formulating a multi-sector framework of recovery interventions, while ensuring building-back-better and integrating gender and environmental considerations in the recovery strategy. The assessment process utilized a combination of secondary data from similar assessments that were ongoing at that time, along with primary data collection to fill in gaps and validate impacts. The PDNA defines a strategy for recovery, including its financial implications, while making recommendations to improve future drought resilience. The report is structured as follows: chapter one explains the background and objective of the PDNA; chapter two describes the country profile; chapter three provides an analysis of the drought and an overview of the humanitarian consequences and the government's immediate response; chapter 4 describes the approach and methodology of the PDNA; chapter five summarizes the overall damages and losses caused by the drought, as well as the recovery strategies and needs for each of the sectors considered in the assessment; chapter six describes the overall macroeconomic impact of the drought; chapter seven presents the human and social impact of the drought, including a gender analysis of specific sector recommendations for recovery; chapter eight provides details for the drought recovery strategy on the basis of the sector analysis; chapter nine analyses the challenges and lessons learned from the ongoing drought and recommendations for drought risk reduction and resilience; chapter ten summarizes the next steps and the way forward

The report has been prepared in the framework of the Platform for Collaboration on Tax (the "PCT"), under the responsibility of the Secretariats and Staff of the four mandated organizations. The report reflects a broad consensus among these staff, but should not be regarded as the officially endorsed views of those organizations or of their member countries. The request arises in the context of increased recognition of the centrality to development of strong tax systems and of the importance of external support in building them, and a correspondingly increased willingness of advanced economies to provide substantially greater financing and other support for this. In that context, the report uses the experiences of the international organizations to analyze how support for developing tax capacity can be improved

    Abstract: This background paper describes five different tools that can be used for the assessment of tax incentives by governments in low income countries' (LICs). The first tool (an application of cost-benefit analysis) provides an overarching framework for assessment. Evaluations of the various costs and benefits of tax incentives are vital for informed decision making, but are rarely undertaken, partly because it can be a difficult exercise that is demanding in terms of data needs. The next three tools (tax expenditure assessment, corporate micro simulation models, and effective tax rate models) can be used as part of a comprehensive cost-benefit analysis, to shed light on particular aspects. Effective tax rate models shed light on the implications of tax parameters - including targeted tax incentives - on investment returns and help understand the implications of reform for expected investment outcomes. The document presents two tools for assessing the transparency and governance of tax incentives in LICs. These discuss principles in transparency and governance of tax incentives, and allow for benchmarking existing LIC practices against better alternatives

    Abstract: In 2012, the Mexican Presidency of the G20 introduced inclusive green growth as a cross-cutting priority on the G20 development agenda. The second meeting of the G20 Development Working Group (DWG), hosted by the Government of the Republic of Korea, took place in Seoul the 19th and 20th of March 2012. As agreed during the first DWG meeting, this second meeting focused on the priorities for their presidency in the first half of 2012: infrastructure, food security and inclusive green growth (IGG). At its Seoul meeting, the DWG also agreed that IGG co-facilitators and relevant international organizations (IOs) should work together in 2012 to develop a nonprescriptive good practices guide/toolkit on enabling national policy frameworks for inclusive green growth to support countries who voluntarily wish to design and implement affordable and inclusive green growth policies, with the aim of achieving sustainable development and poverty alleviation. The toolkit is organized as follows. First, the necessity of applying the different tools in the context of a broad inclusive green growth strategy is stressed, and a harmonized framework combining approaches and tools identified by all four IOs is set forth. Second, the document offers an overview of key tools that can be mobilized to implement an inclusive green growth strategy. Quick technical descriptions of these tools are offered along with suggested sources for further details. Finally, capacity building and knowledge sharing initiatives are presented, with the Green Growth Knowledge Platform (GGKP) highlighted as a powerful collaborative tool to advance policies for inclusive green economies

    Abstract: This report examines how green growth and sustainable development policies can be incorporated into structural reform agendas. Indeed, as demonstrated in the report, many of these policies are closely linked and synergistic with the framework policies applied by G20 governments in their efforts to pursue strong and sustainable growth. The report, has been prepared in response to the request from G20 Finance Ministers and Central Bank Governors in their communication of 25-26 February 2012 that asked the Organization for Economic Co-operation and Development (OECD), with the World Bank and the United Nation (UN), to prepare a report that provides options for G20 countries on inserting green growth and sustainable development policies into structural reform agendas, tailored to specific country conditions and level of development. The report will be an input to the G-20 leader's summit in Los Cabos and provides a toolkit of policy options from which countries may draw-upon when designing their own green growth strategies. The G20 development working group has also tasked the International Organizations with the development of a non-prescriptive toolkit of policy options to support inclusive green growth in the context of sustainable development and poverty eradication in developing countries

    Abstract: This set of policy notes is intended to provide suggestions to the new Government on policy actions for addressing the various economic and social challenges that Moldova faces. Economic and social policy issues are the focus of this document. The notes have been prepared in the context of the current economic crisis, with short-term priorities and suggestions for immediate policy actions highlighted. This guidance for responding to the current crisis is followed by a medium-term agenda, which outlines possible policy measures for the longer term to promote and support sustainable development. However, it must be noted, that acting on these policy notes effectively will only be possible in a political climate of consensus in which the wounds left by the post-election conflict are allowed to heal. This will need reaffirmation of Moldova's citizens' basic human and civil rights. However, the global economic crisis has significantly clouded Moldova's immediate outlook. In addition, due to the global economic crisis, the economy of the Transnistria region has collapsed. Russia is now paying the civil service wage bill and pensions. An important contribution to the reintegration of the region would be for the Government of Moldova to assist in mitigating the impact of the crisis on the poor in Transnistria

    Abstract: "As the preparatory body for the 1995 Fourth World Conference on Women in Beijing, the United Nations Commission on the Status of Women was mandated by the General Assembly to play a central role in monitoring the implementation of the Beijing Declaration and Platform for Action. Under multi-year programmes of work for 1997-2001 and 2002-2006, the Commission reviewed each of the 12 critical areas of concern, making recommendations on concrete measures to accelerate the implementation of the Platform for Action. Furthermore, the Commission agreed to adopt negotiated conclusions on its thematic areas of focus. Since 1996, experts are invited to participate in the substantive panel discussions on the implementation of the 12 critical areas of concern. The results of these dialogues are also reflected in the action-oriented agreed conclusions adopted by the Commission, which are then put forward for adoption as resolutions of the Economic and Social Council. Agreed conclusions, compiled and presented in this book, provide an analysis of the priority theme of concern and a set of concrete recommendations for Governments, intergovernmental bodies and other institutions, civil society actors and other relevant stakeholders, to be implemented at the international, national, regional and local level. They constitute a reaffirmation of Governments' commitments of to the full implementation of the Beijing Declaration and Platform for Action and the outcome of the twenty-third special session of the General Assembly."--Supplied by publisher.

    Abstract: This publication is a product of the Fertility and Family Survey (FFS) project, which was conducted between 1988 and 1999 by the Population Activities Unit (PAU) of the United Nations Economic Commission for Europe (UNECE), with financial support from the United Nations Population Fund (UNFPA). The objectives of the project were: 1) to conduct comparable Fertility and Family Surveys in UNECE member countries; 2) to create and archive FFS Standard Recode Files (SRFs); 3) to prepare FFS Standard Country Reports (SCRs); 4) to carry out a program of cross-country comparative research. The FFS IWG organized an end-of-project conference; the FFS Flagship Conference became an occasion for many researchers to present their findings of comparative analyses based on FFS data, in particular those studying partnership and fertility behavior. Volume one presents selected contributions to the FFS Flagship Conference solicited by the Organising Committee of the Conference. The second volume presents contributions received in response to a call for papers issued by the Organising Committee.
