    Abstract: Can we regulate something that doesn’t exist yet? Can Europe create its own Silicon Valley? Who gets to create technological value in today’s world? Whatever happened to the once-flourishing idea of rags to riches? Will new and exciting innovations only ever come from big tech companies? Can the EU establish its own flexible framework for boosting innovation, e.g. by facilitating the transformative use of technologies and data? This book seeks to answer these questions by exploring the differences in copyright culture in Europe and the United States, with its flexible fair use framework. The findings are anything but obvious, and decades of case law on both sides of the Atlantic tell a story of judges going to great lengths to deal with new challenges while navigating the imperfections of statutory law – both where it is too broadly formulated and where it is too prescriptive. How can the population’s creative potential best be fostered? What do software innovations have in common with the evolution of living organisms? What are the vulnerabilities of distributed creativity? Answers are sought in the processes that came into being during the early years of the digital revolution and were then forced to take a back seat as control of the means of production was increasingly placed in the hands of tech companies. The findings and insights presented here are highly relevant for today’s digital policymaking. Market concentration processes in innovation haven’t ceased; they are ongoing. And in an age where data-driven services are creating and reinforcing global oligopolies, the question posed by the U.S. Supreme Court in Google v. Oracle is now more relevant than ever: who should hold the keys to digital innovation?

    Abstract: The book brings to light how Latin American states have traditionally stood before the field of International Investment Law and Arbitration. It delves into their posture of resistance to critically examine how their perspective has gradually changed and how they have adapted and molded their investment agreements so as not to leave their position as players in the field of International Investment Law. Many Latin American states have appeared as defendants before international investment tribunals and some of these, like Venezuela, Bolivia or Ecuador, have denounced their international investment agreements. Deeming the law field as imbalanced, they have looked for alternatives to continue providing legal protection to foreign investors while protecting their right to regulate in the name of public interest. Some interesting investment agreements models, sometimes of a different ilk, have consequently flourished and have arrested the attention of those studying or working with international investment law. The main objective of this book is to critically discuss how Latin American states have accepted, resisted, or adapted themselves to international investment law and arbitration. Accordingly, the general connection between these states and international investment law are explained in an introduction which examines the general trends as per which Latin American states have offered a legal protection to foreign investments. The first part enters the merits of where international investment law and arbitration stand in some Latin American states whereby the experience of Brazil, Chile, Argentina, Venezuela, and Uruguay are discussed. The following parts explain the trends in international investment law and arbitration in Latin America. These trends are namely related to dispute settlement and governance, to the connection between investment law and human rights and finally to regionalization. In these parts, the experience of states like Brazil, Colombia, Peru, and Mexico are perused.

    Abstract: This book analyses new forms of human trafficking taking into account the transposition of the Directive 2011/36/UE which sets out minimum standards to be applied throughout the European Union in preventing and combating trafficking in human beings and protecting its victims.     Abstract: It is wrong when someone cannot exercise their rights in a court of law because they have no money to pay for a good lawyer, because they are too scared of the possible consequences, or because they simply don’t know that the law protects them. But does that mean governments have an obligation to intervene? And if so, how? This book provides the first systematic philosophical theory of equal access to justice. It begins by identifying the content of claims to equal access to justice. Then, it reviews traditional political and legal arguments on the right of access to justice, which it argues are both illuminating and insufficient. The best comparative way to approach equal access to justice, the book argues, is to think through the requirements of a moral, pre-political, duty to – at times and provisionally – pause, cool down and listen: in other words, we ought to demand that governments step in and protect access rights, because we have a moral and pre-political interest in cultivating our ability to comply with this duty. It is the recognition of this duty which best explains both law’s potential for promoting, as well as its potential for endangering, equal justice. In closing, the book tests this novel theory of equal access to justice against contemporary trends and reforms in procedural law. .

    Abstract: The starting point of this book is the generally shared observation that in violence-torn areas of limited statehood, the civilian population is often subject to deliberate attacks. This violence often escalates to core crimes such as war crimes, crimes against humanity and even genocide. The International Criminal Court (ICC) could potentially deter such crimes. In order to do so, it largely depends on the cooperation of the states on the territory of which alleged core criminals operate. Since such states are often unwilling or unable to cooperate, the book explores whether the ICC could instead seek assistance from international forces such as UN peace support operations, UN-mandated missions, and belligerent occupants. The book covers, on the one hand, the law and practice of the UN Security Council with regard to mandating international forces to arrest and transfer alleged offenders to the ICC or to other international courts. On the other, it addresses to what extent international forces may or must hand alleged offenders over to the ICC, regardless of such mandates. More precisely, the book examines whether the duties to prosecute genocide, torture, enforced disappearance, grave breaches and other war crimes apply extraterritorially and – if so – whether international forces can discharge these duties by transferring suspects to the ICC. At the same time, the book addresses the limitations to such extraterritorial action: firstly, to what extent the prohibition of the use of force and the principle of territorial sovereignty restrict extraterritorial deprivations of liberty and transfer to the ICC. Secondly, it explores the restrictions and permissions that the law of occupation and other norms of international humanitarian law impose on such apprehensions and transfers. Finally, it discusses how international forces can uphold the right to liberty and security as well as the principle of non-refoulement when they extraterritorially apprehend ICC suspects. This also reflects the book’s relevance with regard to the more general debate on the extraterritorial application of human rights.

    Abstract: This book presents a fresh approach to cybersecurity issues, seeking not only to analyze the legal landscape of the European Union and its Member States, but to do so in an interdisciplinary manner, involving scholars from diverse backgrounds – ranging from legal experts to ICT and engineering professionals. Cybersecurity requirements must be understood in a broader context, encompassing not just conventional aspects, but also emerging topics. This can only be achieved through an interdisciplinary approach. Indeed, cybersecurity should be consistently considered in relation to cybercrime and/or cyber defense, while examining it through the lens of specific domains that are intertwined with various legal fields. Moreover, it is crucial to uphold ethical standards and safeguard fundamental rights, particularly regarding personal data protection. By adopting this comprehensive perspective, the significance of cybersecurity in the exercise of public authority becomes apparent. It also plays an essential role in upholding the fundamental values of both individual Member States and the EU as a whole, such as the rule of law. Moreover, it fosters trust, transparency, and effectiveness in market relations and public administration interactions. In turn, the book draws on the expertise of its authors to provide insights into ICT components and technologies. Understanding these elements holistically is essential to viewing every "cyber" phenomenon from a legal standpoint.     Abstract: This book puts the spotlight on a different and neglected aspect of law drafting and reform: the question of size. Specifically, how does the size of a jurisdiction affect its ability to make and change its laws? Some of the challenges affecting small jurisdictions include: a lack of resources and paucity of policy/drafting capacity; the pressures and pull from sources outside the jurisdiction (e.g. international bodies or NGOs; larger states; treaty commitments); a vulnerability to domestic capture (e.g. criminal elements, big local businesses, strong domestic lobby groups); weak/bad governance (e.g. laws or institutions which themselves do not encourage or promote good governance, reflection and reform); the legacy of colonial legal systems and their interaction with indigenous or customary laws; and struggles to comply with constitutional norms such as accountability and transparency. Despite these difficulties small jurisdictions also have certain advantages when it comes to making and reforming law: they can be flexible and creative; they can legislate very quickly if the political will is there; and there is strong informal/formal accountability in a small jurisdiction. This edited collection explores law reform and law drafting in small jurisdictions through the themes of sovereignty; the impact of colonialism and legal plurality; the challenges of harmonising laws at regional and international levels; and constitutional reform. Of use to researchers and practitioners alike.

    Abstract: This study traces the welfare regimes of Mauritius and South Africa from the early 20th century focusing on the historical circumstances that gave rise to the dominance of state-funded old-age pensions within their respective welfare frameworks. It highlights intersections between powerful business interests, the state, and social forces that sowed the seeds of social entitlements. Due to different mobilisation efforts of these social actors, both countries have spawned welfare regimes of different persuasions. Mauritius has maintained its long-standing traditions as a social democracy stretching back to the late 1950s, while South Africa continues relentlessly in pursuit of a liberal welfare state, a journey it has treaded since 1928 when the old-age pension laws first came into effect. While unravelling the innermost workings of welfare state development in Mauritius and South Africa, it also probes the present political and economic circumstances that have kept these two welfare regimes resolutely unchanged. Against this backdrop, it draws parallels between current welfare outcomes and those of old as they continue to chart their way into the future. Elias Phaahla, Ph.D. taught at the University of Cape Town (UCT) before joining University of Johannesburg where he is Associate Professor of Politics and International Relations. His main research interests include, but not limited to, the politics of welfare reform with particular focus placed on the old-age pension schemes of Mauritius and South Africa.     Abstract: This open access book provides an overview of urban digital platforms such as Airbnb and Deliveroo, which, along with Amazon, Google, Facebook and other IT companies, constitute by now the infrastructures for other businesses to operate on and for our social life to go on. These platforms serve as standards-based techno-economic systems that simultaneously capture cooperation through remote coordination and organize labor via algorithm management. Based on a three-years research project, this contributed volume outlines a general theory of platform capitalism that conceives these platforms not only as technical devices, but as generative engines that operate at the interface of several aspects, such as digitalization of forms of social cooperation; algorithm-based management of labor and participation; and private and vertical appropriation of profits. These elements are somehow iconic of the capitalist evolution of the last decades, and they open up a reflection on new forms of “primitive accumulation” (in particular regarding data), on the mechanisms used to capture and extract social surplus value, and on the logistic-financial dimensions of capital. Finally, in light of the transformations associated with the COVID-19 pandemic, the authors examine how platforms can evolve into hegemonic organizational structures. Assuming we are all already living in the age of the platform, this book takes a multifaceted approach—combining sociology with urban studies, and political sciences with economics—to grasp the challenges our societies face in terms of ensuring fair economic growth, adequate social protections, and labor rights. It will appeal to anyone interested in digital platforms and how they are changing the organization of labor, urban spaces, and forms of governance.

    Abstract: In recent years, the Philippines has increased its commitment to climate action and its efforts to decarbonise the domestic economy. The power sector in the Philippines accounts for 58% of the country’s overall carbon emissions and will be an important driver of domestic emission reduction efforts to meet national climate and energy targets. Renewables, such as offshore wind, are expected to play a key role in the transition toward a low-carbon energy mix. With more than 17 thousand kilometres of coastline, the Philippines is estimated to have an offshore wind potential of 178 GW. However, this potential has yet to be leveraged. Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

It has four key findings. First, the GMT substantially reduces the incentives to shift profits. Second, the GMT is estimated to very substantially reduce low-taxed profit worldwide through lower profit shifting and top-up taxation. Third, the GMT is estimated to increase CIT revenues. Finally, the GMT is estimated to reduce tax rate differentials across jurisdictions with potential impacts on the allocation of investment and MNE activity.

    Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses.     Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: The OECD Territorial Review of the Brussels-Capital Region, Belgium, provides an in-depth assessment of the trends, challenges and opportunities for sustainable and inclusive urban development in the region. It aims to help tackle the so-called ‘Brussels paradox’ between a highly performing region in terms of economic wealth creation and competitiveness but relatively poor social conditions. The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Abstract: This open access book presents an important discussion on the interface between sustainable soil management and climate mitigation and adaptation.     Abstract: This book uses a comparative research design to analyze the reporting on the Jewish minority and the Muslim minority in German newspapers from 2010-2019, asking whether minorities are truly treated as equals in the reporting of the mainstream German media. After providing historical and socio-political context for both groups as minority populations in Germany, the authors make use of qualitative and quantitative methods to examine sentiment and determine whether the media demonstrates a unifying or a well-differentiated portrayal of the two groups. The findings show that reporting on these groups is not as unbiased as many in Germany believe. Drawing on frameworks including the needs-based model of reconciliation, the revised integrated threat theory, and the model of acculturation strategies, the book then discusses the implications for both journalistic reporting and broader social policies in support of a constructive encounter of dominant and non-dominant groups in a diverse society.     Abstract: This book explores visions of home in cinema and the ways in which women inhabit the onscreen realm. Looking closely at a range of films made between 1936 and 2013, it examines how filmmakers reconfigure studio sets and real locations through the filmmaking process into mutable onscreen domains imbued with depth, metaphor, and expressivity. The book studies the films through the lens of four filmmaking processes in particular: découpage, mise-en-scène, sound and editing. Close analysis reveals how filmmakers use these cinematic ‘building blocks’ to shape onscreen worlds charged with emotion and animated by the warp and weft of psychic life. Images of home abound in the cinema, and women frequently find themselves at the core of both structures. Drawing on recent spatial and feminist enquiry, the book reviews the idea of home as a fixed and stable location and illustrates how the art of cinema is well equipped to explore home as an imaginary as well as a material realm. With its emphasis on film practice as a route into critical reflection, this book will be of interest to filmmakers, film theorists and those who simply want to understand more about how films work.     Abstract: “You must go on. I can’t go on. I’ll go on.” These are some of the most quoted lines written by Samuel Beckett, which speak to the impulse of persevering in times of crisis and impossibility. Yet few readers of Beckett agree about what this paradoxical formula could mean, let alone what mode of engagement it would seem to indicate, be it committed, autonomous, or something else entirely. This volume of essays explores what that mode of engagement could be, all the while elucidating the ethical and political stakes of the “ongoing” in both Beckett’s life and work. Across multiple disciplines in the humanities, the authors delve into questions of political subjectivity and representation, the ethics of powerlessness and refusal, the aesthetics of syncopation and destitution, multimedia experiments between genre, as well as Beckett’s wider impact on transnational itineraries of modernism and philosophy up to the contemporary. Michael Krimper teaches in the French and English departments at New York University, USA, where he received his PhD in Comparative Literature. His forthcoming book, Out of Work: The Refusal of Literature from Melville to Blanchot, examines the crystallization of an antiwork aesthetics and politics in late modernist writing and theory. He is also the editor of a recent special issue for the Journal of Beckett Studies that published Beckett’s lost translations on the Marquis de Sade.     Abstract: This reference work collates academic discourses and practices around family, gender, and violence in social work. A huge body of discourse is available that categorizes and labels acts of violence, and correspondingly practices that pin blame/responsibility for the violence. These have led to evolution of intervention strategies to resolve or address the violence. Some explanations foreground systemic causes; others look at person-centric causes. The two views bring forth the fundamental ontological divide of structuralism and individualism. The question for social workers to debate is what to factor in while working with families experiencing violence and conflict. What amongst the person, the agency, or the structure needs to be addressed to understand the experience of families in conflict and violence? Are these positions supplementary, complementary, or to be understood reflexively? With the inclusion of new families, the parochial understanding of families has long been dislodged and given way to newer, radical, and contextual understanding of families. Similarly, different people, agencies, and states understand violence and conflict differently. Gender, too, has moved from the binaries of male and female to the LGBTQ orientations. The book positions the ontological premise on which the epistemological practise is located. Simply put, the person-centric ontology on families and violence epistemologically finds understanding in agency-based approaches in individual agency, whereas the structure-based approaches find the experience of families and violence in society, state, and the world order. The contributors locate their work around identification, definition, an intervention or empirical study, policy analysis, historical evolution of concepts, and ontological and paradigmatic debates to position their individual chapters.     Abstract: This book engages with current debates around refugeedom by examining cultural production that represents and interrogates the construction of refugees and the refugee experience on the borders of contemporary Europe. The refugee subject is produced by discursive regimes and border practices inherited from colonial projects that construct the diametrically opposed concepts of citizen and refugee, and their attendant administrative sub-categories. In the early twenty-first century these categories have been strengthened by the politicisation of forced migration and the hardening of ‘Fortress Europe’. While the predominant response to the increasing numbers of refugees seeking asylum in Europe has been to harden the borders (regime), on the one hand, or to stress the common humanity of those displaced (refuge), on the other, this volume argues that both approaches result in refugees becoming objectified, othered, and abstracted as vectors of exile. It explores what recent cultural production can achieve in engaging with and representing issues of dispossession, detention and resettlement, and probes the limits of artistic potential to mediate the refugee experience. It examines transnational approaches to cultural production that both occupy and exceed the borders of Europe, with a focus on borderscapes, spaces of detention, and (neo-)colonialism. Bringing together original contributions from an international range of scholars, it analyses contemporary textual and visual representations of forced migration to argue that other forms of solidarity and hospitality towards refugees in Europe and beyond must be possible. Dr Fiona Barclay is Senior Lecturer in French Studies at the University of Stirling, UK. She has published widely on memories of colonial and postcolonial migration, including Writing Postcolonial France: Haunting, Literature, and the Maghreb (Lanham, MD: Lexington Books, 2011), and France's Colonial Legacies: Memory, Identity and Narrative (Cardiff: University of Wales Press, 2013). Dr Beatrice Ivey is a Learning Designer at the University of Leeds, UK. As a researcher in French and Francophone Studies her work explores the transcultural memory of French colonialism across literatures from France and North Africa.

    Abstract: This book examines several epistemological regimes in studies of numerical data over the last four centuries. It distinguishes these regimes and mobilises questions present in the philosophy of science, sociology and historical works throughout the 20th century. Attention is given to the skills of scholars and their methods, their assumptions, and the socio-historical conditions that made calculations and their interpretations possible. In doing so, questions posed as early as Émile Durkheim’s and Ernst Cassirer’s ones are revisited and the concept of symbolic form is put to the test in this particular survey, conducted over long period of time. Although distinct from a methodological and epistemological point of view, today these regimes may be found together in the toolbox of statisticians and those who comment on their conclusions. As such, the book is addressed to social scientists and historians and all those who are interested in numerical productions. This book is a translation of an original French edition. The translation was done with the help of artificial intelligence (machine translation by the service DeepL.com). A subsequent human revision was done primarily in terms of content, so that the book will read stylistically differently from a conventional translation.

    Abstract: This book focuses on modes of cultural belonging in Québec. It looks at recent literary memoir, autobiographical fiction, and documentary testimony. Through four in-depth case studies of cultural creators, one Indigenous and three non-Indigenous, Dervila Cooke discusses multicultural and ethnically diverse society in Québec, examining current tensions, challenges, and opportunities. Works studied range from Abla Farhoud’s first novel in 1998 to Anita Aloisio’s 2022 documentary film Calliari QC. Topics include the desire for freedom to self-ascribe and enact cultural identity, self-reinvention through fiction, expressions of Indigeneity in Naomi Fontaine, the term “Québécois”, especially after Bill 21, and the thorny question of integration of immigrants, discussed in relation to Akos Verboczy’s Rhapsodie québécoise. As with the companion volume on France, societal factors are discussed, here relating to the cultural renaissance of Indigenous writing, Farhoud’s Libano-Québécois context, and language laws in Québec, including the foundational Bill 101 and the more recent Bill 96. Dervila Cooke teaches in the School of Applied Language and Intercultural Studies at Dublin City University, Ireland. She is the author of Present Pasts: Patrick Modiano's (Auto) Biographical Fictions (2005) and editor of New Work on Immigration and Identity in Contemporary France, Québec and Ireland (2016), and of Modiano et l’image (2012).

These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Italian Americans in Film and Other Media examines the representation of the Italian immigrant experience from D.W. Griffith’s Biograph Italian Dramas (1908-1913) to the present day. Building on the editors’ previous volume Italian Americans in Film, this collection broadens their scope to address marginalized aspects of Italian Americanness, including the work of women directors and depictions of same-sex relationships. The book consists of three parts. Part I, “The Immigrant Experience”, focuses on feature films and is divided into two sections: “Silent Films” (which analyses some of Griffith’s early films and Barker’s The Italian, 1915), and “Revising Gender Perspectives”, which includes chapters focusing on single films – such as Dmytryk’s Christ in Concrete (1949), De Michiel’s Tarantella (1995), and Bonifacio’s Amexicano (2007) – and survey essays that discuss the Italian American ‘celluloid closet’ and some of Savoca’s films. Part II, “Italian Americans in Other Media”, offers a wide range of essays informed by different approaches that investigate the immigrant experience in terms of transmediality and transnationality. The types of media examined in this section include television and graphic novels as well as puppetry, Instagram, and Internet memes. Part III contains interviews with Italian American scholars, movie directors, and performers. Together, the contributions to this collection demonstrate the vitality, mutation, and persistence of Italian Americanness in visual media.     Abstract: This handbook offers analysis of diverse genres and media of neo-Victorianism, including film and television adaptations of Victorian texts, authors’ life stories, graphic novels, and contemporary fiction set in the nineteenth century. Contextualized by Sarah E Maier and Brenda Ayres in a comprehensive introduction, the collection describes current trends in neo-Victorian scholarship of novels, film, theatre, crime, empire/postcolonialism, Gothic, materiality, religion and science, amongst others. A variety of scholars from around the world contribute to this volume by applying an assortment of theoretical approaches and interdisciplinary focus in their critique of a wide range of narratives—from early neo-Victorian texts such as A. S. Byatt’s Possession (1963) and Jean Rhys’ Wide Sargasso Sea (1966) to recent steampunk, from musical theatre to slumming, and from The Alienist to queerness—in their investigation of how this fiction reconstructs the past, informed by and reinforming the present. Sarah E. Maier is Professor of English and Comparative Literature at the University of New Brunswick Saint John, Canada. Brenda Ayres teaches online courses for Liberty University and Southern New Hampshire University, USA. Maier and Ayres have coedited several collections of essays.     Abstract: Neo-Victorian Young Adult Narratives examines the neo-Victorian themes and motifs currently appearing in young adult fiction—specifically addressing the themes of authorship, sexuality, and criminality in the context of the Victorian age in British and American cultures. This book explicates the complicated relationship between the Victorian past and the turn to Victorian modes of thought on literature, history, and morality. Additionally, Sarah E. Maier aims to determine if the appeal of neo-Victorian young adult fiction rests in or resists nostalgia, parody, and revision. Given the overwhelming prevalence of the Victorian in the young adult genres of biofiction, juvenile writings, gothic, sensation, mystery, and crime fiction, there is much to investigate in terms of the friction between the past and the present. Sarah E. Maier is Professor of English & Comparative Literature at the University of New Brunswick.     Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

    Abstract: Les mutations économiques et technologiques des dernières décennies ont rendu les perspectives économiques individuelles plus incertaines. Si les formes d’emploi atypiques et la transformation numérique ont ouvert le champ des possibles, elles ont aussi, comme les grands chocs économiques récents, exposé de nombreuses personnes à une fluctuation de leurs revenus, un phénomène désigné sous le nom « d’instabilité des revenus ». Dans la mesure où la situation professionnelle et personnelle des individus peut changer à plusieurs reprises au cours d’une même année, ce rapport s’appuie sur de nouvelles techniques pour déterminer les personnes les plus exposées à l’instabilité des revenus dans les pays européens de l’OCDE, et étudie les retombées de cette instabilité sur la vie quotidienne, la mobilité sociale et les inégalités. L’instabilité des revenus peut être difficile à gérer pour les personnes qui ne disposent pas des ressources financières nécessaires pour lisser leurs revenus. Dans ce rapport, les personnes qui sont à la fois exposées à l’instabilité des revenus et vulnérables dans ce contexte sont considérées en situation d’insécurité économique. L’insécurité économique touche principalement les personnes qui ont des liens ténus avec le marché du travail et celles qui ne sont pas en situation de profiter des avantages tirés de la transformation numérique. Les personnes exposées au risque d’insécurité économique sont plus susceptibles que les autres d’être inquiètes quant à la possibilité de perdre leur emploi et, comme en attestent d’autres recherches, de connaître des problèmes de santé, de souffrir d’insécurité alimentaire et d’obtenir de mauvais résultats en termes de développement dans l’enfance, autant de freins potentiels à la mobilité sociale. Enfin, le rapport passe en revue une panoplie de mesures conçues pour améliorer la réactivité des systèmes de protection sociale, de sorte à mieux soutenir les personnes aux revenus très instables ; il étudie en outre différentes pistes d’action pour aider les plus exposés au risque d’insécurité économique à se constituer des réserves financières.

    Abstract: This handbook explores the rich and as yet understudied field of women’s writing during the nation-building years that characterized the global politics of the long nineteenth century. In the wake of the American and French Revolutions, the waning of the Spanish Empire, subsequent Latin American uprisings, and the Italian Risorgimento, nineteenth-century women writers cracked wide open the myths of gender, race, and class that had sustained the ancien régime. This volume shows that the transnational networks of women writing about politics, sexuality, economics, and the forging of the modern nation were much broader and more inclusive at a global level than has previously been understood. The handbook uniquely foregrounds French, Italian, Latin American, and Spanish women writers, focusing on the transnational nature of their relationships and cultural production within a growing body of research that casts an ever-wider net in the effort to document women’s voices. Claire Emilie Martin is Professor Emerita of Spanish at California State University, Long Beach, USA. She holds a doctorate from Yale University in Spanish American Literature. Her research focuses on nineteenth-century cultural and literary studies with a special emphasis on gender issues, domesticity, education, politics, and travel. She has published numerous articles and edited and co-edited several volumes on nineteenth-century Latin American women writers. Clorinda Donato is Professor of French and Italian at California State University, Long Beach, USA, and director of the Clorinda Donato Center for Global Romance Languages and Translation Studies. She is an eighteenth- and nineteenth-century scholar of French and Italian literature. Her most recent publication is Translation and Transfer of Knowledge in Encyclopedic Compilations, 1680–1830 co-edited with Hans-Jürgen Lüsebrink (2021). .

La présente synthèse résume les principales conclusions du rapport Un équilibre précaire ? Instabilité des revenus et insécurité économique en Europe, le premier produit par l’Observatoire de l’OCDE sur la mobilité sociale et l’égalité des chances. Ses auteurs ont fait appel à des techniques innovantes pour identifier les catégories de population en situation d’insécurité économique dans les pays européens de l’OCDE – autrement dit celles qui sont les plus exposées et les plus vulnérables à l’instabilité des revenus – et pour déterminer comment l’évolution des revenus et l’insécurité économique influencent les conditions de vie des individus, la mobilité sociale et les inégalités. Il passe également en revue une série de mesures propres à rendre la protection sociale plus réactive afin d’améliorer le soutien apporté à ceux dont les revenus sont instables et étudient des solutions qui permettraient d’aider ceux que l’insécurité économique guette plus particulièrement à constituer des réserves financières.

    Abstract: La Communauté économique des États de l’Afrique de l’Ouest (CEDEAO) offre un marché aussi vaste que diversifié de plus de 400 millions d’habitants, richement doté en ressources naturelles, qui pourtant ne tire pas actuellement pleinement avantage de son potentiel en tant que destination de l’investissement international. Les afflux d’investissement direct étranger (IDE) dans la région ont diminué avec le temps, et n’ont pas toujours tenu leurs promesses en termes de promotion du développement durable. Le présent rapport pose un diagnostic de départ pour pouvoir amorcer une exploration des moyens de redynamiser l’effort de réforme des conditions d’investissement dans les pays de la CEDEAO, tout en améliorant les résultats produits par l’investissement sur le plan du développement durable. Il recense également les domaines dans lesquels le renforcement de la collaboration entre la CEDEAO et l’OCDE pourrait contribuer à l’amélioration des conditions d’investissement dans l’ensemble de la région. À partir du Cadre d’action de l’OCDE pour l’investissement et de la Boîte à outils des politiques relatives aux qualités de l’IDE, le rapport couvre le cadre réglementaire national qui sous-tend la législation nationale sur l’investissement et l’articulation entre ce cadre et les initiatives engagées au niveau régional, la promotion et la facilitation de l’investissement, les incitations à l’investissement, l’investissement pour une croissance verte, et enfin la conduite responsable des entreprises.
