    Kurzfassung: Violence against women remains a global crisis. Worldwide, more than one in three women have experienced physical and/or sexual intimate partner violence or non-partner sexual violence in their lifetime. OECD’s inaugural conference on violence against women, entitled “Taking Public Action to End Violence at Home,” facilitated a survivor-centred exchange of ideas and experiences. Held on 5-6 February 2020, attendees convened to share experiences, practices and ideas on how to prevent, address, and eradicate intimate partner violence (IPV), a particularly insidious form of violence against women. Just a few weeks after this OECD conference concluded, the regional health crisis of COVID-19 in Asia had turned into a global pandemic. In less than a month, the entire world was grappling with the massive health, social, and economic effects of the crisis – including the consequences of millions of women becoming trapped at home with their abusers, as governments implemented containment measures to stop the spread of the virus. The issues, challenges, and solutions to intimate partner violence that were debated at OECD conference have taken on a new and even more pressing urgency in the face of the global crisis.

    Kurzfassung: Women make a significant contribution to West Africa's food economy, perpetuating a long tradition of commerce and participating in cross-border trade and regional outreach. Their activities face numerous obstacles but also present important opportunities, highlighted in this report through an unprecedented relational and spatial analysis of social networks. The study focuses on the rice sector in the Dendi region (Benin, Niger and Nigeria) and on the regional governance networks that support women's entrepreneurship. It confirms that Nigeria occupies a privileged position due to its demographics and growing urbanisation. The report proposes the development of innovative public policies based on the reinforcement of the social capital of women and policy approaches that promote better integration of the initiatives undertaken by governments, international and non-governmental organisations to empower women and strengthen their resilience.

Pour les enseignants et les chefs d’établissement, elle représente une possibilité de contribuer à l’analyse et à la formulation de politiques d’éducation dans des domaines clés. Parmi les thèmes explorés figurent la formation continue, la direction d’établissement, les pratiques pédagogiques, le climat scolaire, les évaluations et les commentaires y afférents, la satisfaction professionnelle et le profil des enseignants. Le présent rapport synthétise les résultats de la deuxième édition de l’enquête TALIS, menée en 2013.

    Kurzfassung: Gender equality in terms of economic and financial opportunities is becoming increasingly relevant at both national and international level. The need to address the financial literacy of women and girls as a way to improve their financial empowerment, opportunities, and well-being has been acknowledged by the G20 Leader’s Declaration in June 2012, as well as part of a wider horizontal OECD project on gender equality. The OECD International Network on Financial Education (INFE) established a dedicated workstream in 2010 to address the needs of women for financial education under the support of the Russia/World Bank/OECD Trust Fund for financial literacy and education. This book collects the work carried out within this workstream, including policy guidance to help policy makers address women's and girls' needs for financial education, and a comprehensive analysis of the current status of knowledge on gender differences in financial literacy and policy responses in terms of financial education for women and girls.

This publication is an important reminder that all those corporate governance rules, regulations and practices that we discuss are not a goal in themselves. They are supposed to be means to a greater end. Be it minority rights, mandatory bids, or independent directors, the rules and regulations that we put in place should serve a purpose. And it is against this purpose and these objectives that the quality of any corporate governance system should be evaluated. So, we need to find a benchmark against which we can assess new regulations and evaluate existing ones.

    Kurzfassung: Turkey is an important producer and exporter of agricultural commodities on world markets and is estimated to be the world’s 7th-largest agricultural producer. Although the economic importance of agricultural sector relative to the industrial and service sectors has been declining, agriculture still remains a key part of Turkey’s society, employing about one quarter of the workforce and generating most of income and employment in rural areas. Agricultural policies in Turkey have evolved significantly over time and the new Agricultural Law agreed in 2006 aims to align Turkey’s agricultural policies with those of the European Union. The main purpose of the study is to evaluate recent policy developments in the context of a broader review of policy developments since the implementation of the Agricultural Reform Implementation Project (ARIP) in 2001. This study also discusses several emerging issues and challenges for Turkish agricultural policies, and offers key policy recommendations.

    Kurzfassung: As the world has changed during the past 50 years, so has agriculture. And so has agricultural research, which continues to confront new challenges, from food security to ecological concerns to land use issues. Indeed, as Guy Paillotin, the former president of the French National Institute for Agricultural Research (INRA) has noted, agricultural research has reached new heights in biology and is exploring other disciplines. It is forever changing, as are the needs of the society. The changing challenges faced by agricultural research were examined in depth at a conference organised by the OECD´s Co-operative Research Programme on Biological Resource Management for Sustainable Agricultural Systems, together with the Czech Republic´s Ministry of Agriculture. Participants came from all agricultural sectors and included farmers, industry, scientists and decision makers, as well as other stake holders. This publication presents the twenty papers delivered at the conference.     Kurzfassung: In 2005, OECD published a stocktaking of the corporate governance framework in the Organisation’s member countries. This publication was the basis on which the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the “SOE Guidelines”) was developed. It has been widely quoted in academic literature, in official documents and by practitioners. However, the SOE landscape in OECD countries has changed significantly since 2005 and four new countries have become members of the Organisation. This publication provides an update of changes since 2005, organised according to the main sections of the SOE Guidelines: the legal and regulatory framework for SOEs, the state acting as an owner, equitable treatment of shareholders, relations with stakeholders, transparency and disclosure, and the responsibilities of the boards of SOEs.

    Kurzfassung: The field of industrial biotechnology has moved rapidly in recent years as a combined result of international political desire, especially in the case of biofuels, and unprecedented progress in molecular biology research that has supplied the enabling technologies. Different geographical regions have different priorities, but common drivers are climate change mitigation and the desire for energy independence. Now, industrial biotechnology has reached the centre of scientific and political attention. At no time in the past has there been a more pressing need for coherent, evidence-based, proportionate regulations and policy measures; they are at the heart of responsible development of industrial biotechnology. This publication examines the international drivers, the enabling technologies that are fast-tracking Industrial Biotechnology, industry trends, some of the products that are appearing on the market, industry structure and finance, and finally policy measures and trends. It examines separately biofuels, biobased chemicals and bioplastics. It is quite clear that a supportive policy framework for the development of biofuels exists in many countries, but that no such framework is in place for biobased chemicals and bioplastics. This seems at odds with the apparent need for the integrated biorefinery, where chemicals and plastics production will significantly improve profitability when produced alongside transportation fuels.

    Kurzfassung: How to make the most of public investment? This question is critical in today’s tight fiscal environment. Given that sub-national governments in OECD countries carry out more than two thirds of total capital investment, they have played a key role in executing national stimulus packages during the global crisis. The effectiveness of recovery strategies based on public investment thus depends largely on the arrangements between levels of government to design and implement the investment mix. This report provides an overview of challenges met in the recovery and highlights good practices and lessons learned, focusing on eight country cases: Australia, Canada, France, Germany, Korea, Spain, Sweden and the United States. As stimulus packages are being phased out since 2010, many countries have moved toward fiscal consolidation and targeted public investment as an adjustment variable. Co-ordination between levels of government was essential to implement recovery measures, and it is equally important to better prioritise reduced public investment and make the most of it for sustainable growth.

    Kurzfassung: Climate change is becoming more evident and, as it increases, will alter the productivity of fisheries and the distribution of fish stocks. From an economic point of view, the changes will have impacts on fisheries and coastal communities in different ways. These expected changes require adaptable and flexible fisheries and aquaculture management policies and governance frameworks. However, the forms of future climate change and the extent of its impact remain uncertain. Fisheries policy makers therefore need to develop strategies and decision-making models in order to adapt to climate change under such uncertainty while taking into account social and economic consequences. While most work on climate change in the fisheries sector has focused on fisheries science, this book highlights the economic and policy aspects of adapting fisheries to climate change. An outcome of the OECD Workshop on the Economics of Adapting Fisheries to Climate Change, held in June 2010, the book outlines the actions that fisheries policy makers must undertake in the face of climate change. These include: strengthening the global governance system, a broader use of rights-based management systems, ecosystem protection, industry transformation through the ending of environmental harmful subsidies and a focus on demand for sustainably caught seafood, and, in particular, using aquaculture as a key part of the response to climate change.

    Kurzfassung: This volume contains data for 2008 and 2009 on energy supply and consumption in original units for coal, oil, natural gas, electricity, heat, renewables and waste for over 100 non-OECD countries. Historical tables summarise data on production, trade, final consumption and oil demand by product. These tables also include preliminary estimates of 2010 production (and trade when available) for natural gas, primary coal and oil. The book also includes definitions of products and flows and explanatory notes on the individual country data and sources.In the 2011 edition of Energy Balances of Non-OECD Countries, the sister volume of this publication, the data are presented as comprehensive energy balances expressed in tonnes of oil equivalent.

    Kurzfassung: Over the last two decades, the countries of Eastern Europe, Caucasus and Central Asia (EECCA) have undergone significant political and economic reforms. As part of this reform agenda, they have started modernising their public administrations and expenditure management practices, bringing them closer to international standards. However, the recent global financial and economic crisis revealed a multitude of remaining structural weaknesses in the public financial systems of these countries that badly affected their economic performance. While this crisis is a real challenge, it also provides an opportunity for the EECCA governments to speed up the implementation of public finance reforms (PFRs) in order to provide a healthier basis for further development. This report aims to help EECCA environmental administrations to harness the potential benefits of on-going PFRs; particularly the shift to multi-year budgeting, stability of funding, and, ultimately, a more effective use of public money. More specifically, the extent to which the environmental sector is integrated into medium-term budgetary processes is analysed. On this basis, the opportunities for, and limits to, achieving financial sustainability of public environmental programmes are identified. The analysis is based on a regional survey of 10 EECCA countries that involved both ministries of environment and finance.

    Kurzfassung: Corporate losses raise compliance risks if aggressive tax planning is used as a means of increasing or accelerating tax relief in ways not intended by the legislator, or to generate artificial losses. This report describes the size of loss carry-forwards, the rules applicable in relation to losses, and identifies the following risk areas: corporate reorganisations, financial instruments and non-arm’s length transfer pricing. After having summarised aggressive tax planning schemes on losses, as well as country detection and response strategies, it offers a number of conclusions and recommendation for tax administration and tax policy officials.

    Kurzfassung: This report provides an overview of the main characteristics and structure of the current Common Agricultural Policy (CAP) and its developments in the last 25 years in a changing environment within and outside the EU. Drawing on material presented at the OECD Workshop on the Disaggregated Impacts of CAP Reform, held on 10-11 March 2010, and model-based scenarios, it analyses the impacts of policy changes on production, trade, land use, farm structure, the environment and some aspects of rural development, using changes in the level and composition of OECD indicators of support, notably the Producer Support Estimate (PSE). This report further suggests improvements in the market orientation, competitiveness and risk management at all levels of the food chain, and pleads for clarifying the link between policy measures and objectives through better targeting, and strengthening evidence on which to base policies.

    Kurzfassung: Inducing environmental innovation is a significant challenge to policy-makers. Efforts to design public policies that address these issues are motivated by the fact that innovations can allow for improved environmental quality at lower cost. However, the relationship between environmental policy and technological innovation remains an area in which empirical evidence is scant. Increased attention should be paid to the design characteristics of public policies that are likely to affect the ‘type’ of innovation induced. The work presented in this book is brought together in five substantive chapters: environmental policy design characteristics and their role in inducing innovation, the role of public policies (including multilateral agreements) in encouraging transfer of environmental technologies, followed by three ‘sectoral’ studies of innovation in alternative fuel vehicles, solid waste management and recycling, and green (sustainable) chemistry. While particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation which has positive environmental implications.

Die aktualisierte Fassung der Leitsätze enthält neue Empfehlungen zur Vermeidung von Menschenrechtsverletzungen und zur Verantwortung der Unternehmen für ihre Zulieferketten, womit sie die erste zwischenstaatliche Vereinbarung in diesem Bereich sind. Die Leitsätze legen fest, dass die Unternehmen die Menschenrechte in jedem Land achten sollten, in dem sie ihre Geschäftstätigkeit ausüben. Die Unternehmen sollten z.B. auch Umwelt- und Arbeitsstandards respektieren und über angemessene Due-Diligence-Vorkehrungen verfügen, um dies zu gewährleisten. Dies betrifft u.a. Fragen wie die Zahlung angemessener Löhne, die Bekämpfung von Bestechungsgeldforderungen und Schmiergelderpressung sowie die Förderung eines nachhaltigen Konsums. Die Leitsätze sind ein umfassender, nicht rechtsverbindlicher Verhaltenskodex für Unternehmen, dessen Förderung die OECD-Mitgliedsländer und andere Länder vereinbart haben. Ein neues, strengeres Beschwerde- und Vermittlungsverfahren wurde ebenfalls eingerichtet.

    Kurzfassung: This publication provides new information on public research institutions (PRIs) and government strategies. Public research institutions are crucial for innovation due to their role in knowledge creation and diffusion. While absolute real expenditure on R&D in this sector has risen, it now accounts for a smaller share of total R&D spending by OECD countries and of OECD GDP. The targets and focus of many PRIs have evolved in recent years. Changing activities, new policy challenges and wider economic and political developments have driven change in missions and mandates and linkages have become focal points for many. Internationalisation has also increased and relationships are frequently collaborative. PRIs’ sources of income are diverse but funding has become increasingly competitive. Funding instruments need to balance short-and long-term goals to uphold research quality and ensure the sustainability of PRI activities.

    Kurzfassung: Measuring Innovation: A New Perspective presents new measures and new ways of looking at traditional indicators. It builds on 50 years of indicator development by OECD and goes beyond R&D to describe the broader context in which innovation occurs. It includes some experimental indicators that provide insight into new areas of policy interest. It highlights measurement gaps and proposes directions for advancing the measurement agenda. This publication begins by describing innovation today. It looks at what is driving innovation in firms, and how the scientific and research landscape is being reconfigured by convergence, interdisciplinarity and the new geography of innovation hot spots. It presents broader measures of innovation, for example using new indicators of investment in intangible assets and trademarks. Human capital is the basic input of innovation, and a series of indicators looks at how well education systems are contributing to the knowledge and research bases. Further series examine how firms transform skills and knowledge, and shed light on the different roles of public and private investment in fostering innovation and reaping its rewards, with concrete examples from major global challenges such as health and climate change. Measuring Innovation is a major step towards evidence-based innovation policy making. It complements traditional “positioning”-type indicators with ones that show how innovation is, or could be, linked to policy. It also recognises that much more remains to be done, and points to the measurement challenges statisticians, researchers and policy makers alike need to address.

    Kurzfassung: La réussite du processus de développement dépend pour beaucoup de l’efficience, de l’intégrité et de l’efficacité avec lesquelles l’État collecte, gère et dépense les deniers publics. L’amélioration des règles et institutions qui encadrent ces activités devrait donc être une composante essentielle de toute démarche en faveur du développement. La consolidation de la gestion des finances publiques, et de la bonne gouvernance de façon plus générale, étant au cœur des Objectifs du millénaire pour le développement, la Déclaration de Paris (adoptée en 2005) vise à encourager les donneurs et les pays partenaires à déployer des efforts conjoints pour renforcer leurs systèmes de gestion des finances publiques. Ce rapport a pour objet de faire le point sur les progrès accomplis concernant la consolidation de la gestion des finances publiques et de formuler des recommandations sur la voie à suivre pour atteindre les objectifs 2010 fixés dans la Déclaration de Paris. Il examine les avantages et le bien-fondé de l’utilisation des systèmes nationaux, evalue les progrès réalisés en direction des objectifs énoncés dans la Déclaration de Paris, passe en en revue toute la palette de réformes intéressant la gestion des finances publiques engagées dans les pays partenaires, étudie les facteurs de réussite des réformes entreprises dans le domaine de la gestion des finances publiques, examine les paramètres qui influent sur les décisions qui sont prises d’utiliser, ou non, les systèmes nationaux de gestion des finances publiques, en mettant l’accent sur les risques perçus et sur la manière dont ils sont évalués et gérés, et reprend les conclusions du Programme d’examen des dépenses publiques et d’évaluation de la responsabilité financière (PEFA) qui contient des informations sur la qualité des systèmes nationaux de gestion des finances publiques.Il ressort de cette étude que désormais, et peut-être plus que jamais auparavant, pays partenaires et donneurs doivent absolument s’employer à bâtir une confiance mutuelle et à œuvrer ensemble à la construction de véritables partenariats au service de résultats.

    Kurzfassung: Higher-level skills are increasingly demanded by the knowledge-based economy. But with rising mobility and demographic change, it is no longer so simple to invest in a skilled workforce for the future. Actions are needed on a variety of fronts, including attracting and retaining talent, better integrating disadvantaged groups into the labour force, and upgrading the skills of low-paid workers. Much of the responsibility for these actions falls squarely on the shoulders of local policy makers. Drawing from a wide array of case studies, this book analyses best-practice local strategies for increasing workforce skills. And it also takes a close look at the opportunities and challenges presented by international migration. The in-depth case studies in this report range from Shanghai’s “Highland of Talent Strategy” to new “career ladders” which help immigrants escape low-skilled, low-paid employment in New York. National and local-level recommendations on local skills development are provided, for both OECD and non-OECD countries.

    Kurzfassung: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

Ce rapport évalue la contribution des politiques tarifaires relatives aux prix de vente et au remboursement des produits pharmaceutiques à la réalisation de certains objectifs des politiques de santé. Il examine les effets nationaux et transnationaux de ces dernières, et notamment leurs répercussions sur la disponibilité de médicaments dans d’autres pays, sur leurs prix et sur l’innovation dans le secteur pharmaceutique. Cette publication présente une analyse comparative des niveaux des prix fondée sur un ensemble de données unique qui a permis d’élaborer l’indice pan-OCDE des prix pharmaceutiques le plus complet à ce jour. Elle s’inspire également d’études de cas nouvelles des politiques tarifaires relatives aux prix de vente et au remboursement des produits pharmaceutiques, menées dans six pays de l’OCDE, pour donner des exemples précis des incidences de l’action publique sur les performances des systèmes de santé.

    Kurzfassung: En 2007, les biocarburants ont reçu 15 milliards USD de subventions dans les pays membres de l’OCDE. Ont-ils pour autant apporté des bénéfices en termes de protection du climat ou de sécurité énergétique ? Dans le cadre des politiques actuelles, le soutien aux biocarburants n’est pas lié à leurs performances environnementales, alors même que tous les biocarburants sont loin d’afficher le même bilan écologique. A vrai dire, il se pourrait qu’une grande partie de l’éthanol et du biodiesel produit aujourd’hui engendre au bout du compte davantage d’émissions de gaz à effet de serre que les carburants traditionnels que sont l’essence et le diesel. Les rapports réunis dans cet ouvrage examinent la dimension économique des biocarburants et évaluent les perspectives de production de biocarburants conventionnels dans les pays de l’OCDE, les possibilités d’exportation de l’éthanol brésilien et le potentiel de certains biocarburants de seconde génération dans l’optique de l’approvisionnement des marchés mondiaux en carburants. La Table ronde dont ils sont issus a analysé les aspects essentiels qui doivent guider les gouvernements dans la détermination du soutien apporté aux biocarburants, notamment les émissions de gaz à effet de serre produits par ces carburants sur l’ensemble de leur cycle de vie et l’impact plus général des cultures énergétiques sur l’environnement. Sont également analysés, les progrès intervenus récemment en matière d’élaboration de systèmes de certification pour les biocarburants, sachant que ces systèmes sont un outil essentiel pour lier le soutien à l’abaissement effectif des émissions de gaz à effet de serre – qui ne saurait toutefois pas empêcher la destruction des forêts tropicales et leur remplacement par des surfaces consacrées à la production de biocarburants. En conclusion, l’ouvrage présente une courte liste de réformes préconisées pour faire en sorte que les politiques de soutien aux biocarburants contribuent véritablement à l’atténuation des émissions de gaz à effet de serre.

    Kurzfassung: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

Par ailleurs, c'était l'occasion de compléter certaines informations afin de présenter un état des lieux aussi achevé et exhaustif que possible. Au final, la Rétrospective du Livre rouge dresse un tableau évolutif complet du secteur de l’uranium à l’échelle mondiale dans les domaines suivants : prospection, ressources, production, besoins liés aux réacteurs, inventaires et prix. On y examine dans le détail le chemin parcouru par les grands pays producteurs d’uranium, notamment l’Allemagne (y compris l’ex-République démocratique allemande), l’Australie, le Canada, les États-Unis, la Fédération de Russie (y compris l’ex-Union des républiques socialistes soviétiques) et la France. Ainsi peut-on, pour la première fois, obtenir une vision globale de la production et de la demande annuelles et cumulées d’uranium depuis l’avènement de l’ère atomique.     Kurzfassung: This publication is a complete collection of the papers presented at the workshop on "Pan-European Co-operation towards Strong Inland Waterway Transport: On the Move" held in Paris on 22 and 23 September 2005. The purpose of the workshop was to establish what progress had been made since the Pan-European Conference on Inland Waterways in Rotterdam in 2001 in preparation for the Bucharest Ministerial Conference, scheduled for September 2006. The papers focus essentially on the development of the inland waterway market in a pan-European context, conditions of competition, infrastructure development and the environment. A summary of the discussions at the workshop and its conclusions are also given. The workshop was jointly organised by the ECMT, UNECE, the Central Commission for Navigation on the Rhine and the Danube Commission.

    Kurzfassung: While women account for more than half of university graduates in several OECD countries, they receive only 30% of tertiary degrees granted in science and engineering fields. This publication presents the proceedings of a recent international workshop to assess the underlying causes behind the low participation of women in scientific careers, especially at senior levels, and to identify good practice policies to attract, recruit and retain women in scientific careers in public and private research.--Publisher's description.

Major systemic failures affecting the functioning of the biopharmaceutical innovation systems are identified. Based on rich evidence, the report draws policy recommendations to foster innovation in biopharmaceuticals advocating an integrated policy approach.

    Kurzfassung: Markets for many classes of potentially recyclable materials are growing. However, market failures and barriers are constraining some markets. Factors such as information failures, technological externalities, and market power can affect the prices, quantity, and quality of materials traded. This report presents the case for the use of industrial policies which address such market failures and barriers and these policies are seen as complements to more traditional environmental policies. Indeed, encouraging ever-higher recycling rates in the absence of such complementary measures may impose very high social welfare costs.     Kurzfassung: This publication presents the current situation with regard to the magnitude and economic impact of migrants’ remittances to their countries of origin. In 2004, remittances exceeded official development aid in several emigration countries: they totalled USD 126 billion according to IMF estimates. The book surveys the channels used to collect these funds; the role of banking systems and other financial institutions; the introduction of new technologies and their impact on fund collection; how the funds are transferred; and how to reduce the costs. Focus is also placed on the different ways in which migrants themselves participate -- together with non-governmental organisations, host countries and sending countries -- to open up new avenues for policies on development aid and co-development. The direct role that migrants can play at the local level is highlighted. Several countries and regions are illustrated: Southern European countries, Mexico, Turkey, North African and sub-Saharan African countries, the Philippines and some Latin American countries.

Enfin, ce livre propose 10 principes directeurs pour assurer la réussite d’une consultation en ligne et recense les cinq défis majeurs de la participation citoyenne en ligne aux décisions publiques.
