    Abstract: Countries around the world are facing an energy security and affordability crisis affecting households, businesses and public budgets. In Latin America, household expenditure on energy services is second only to food. On average, the share of household budget for energy ranges between 7% and 9% of income – and up to more than 24% for the poorest households. As governments urgently implement measures to protect citizens and secure their economies, it is important to consider short- and long- term solutions to ease existing pain and reduce risks over time. While much attention focuses on securing energy supplies, it is equally important to take a hard look at the role of more efficient and flexible demand in securing affordable, reliable energy.Decades of policies and programmes have delivered energy savings around the world. As a result, energy systems are more resilient, bills are lower, and public budgets feel less pressure than they would have without these efforts. This report looks at energy efficiency and demand management policies and programmes across Latin America. It presents evidence of the results of these efforts on improving living standards, public budgets, energy security and employment, and provides a view on the opportunities to expand these benefits and support just energy transitions.

    Abstract: Human capital is a key determinant of success for individuals and economies alike. Literacy and numeracy are key foundations for higher-order cognitive skills, while solving problems in technology-rich environments is increasingly important, as information and communications technology (ICT) spreads into all aspects of life. Despite remarkable recent increases in enrolment and educational attainment, the countries of Latin America lag behind in skills development among both secondary school students and the wider adult population. Young adults are still struggling in the labour market, while employers report skill shortages are a barrier to business. As countries in the region seek to shift their economies into higher value-added activities to escape the “middle-income trap”, they will need to improve the skills of their working-age population across the board. This report explores the situation of youth and adults in Latin America by using data from the Survey of Adult Skills (PIAAC) from Chile, Ecuador, Mexico and Peru and the Programme for International Student Assessment (PISA) from Argentina, Brazil, Chile, Colombia, Costa Rica, the Dominican Republic, Mexico, Panama, Peru and Uruguay. These data have been supplemented by results from the World Bank STEP survey of adults living in urban areas of Bolivia and Colombia.

    Abstract: The review examines how higher education institutions are supporting innovation and entrepreneurship in their surrounding communities. The study focuses on eleven universities located in six countries in Latin America: Chile, Colombia, Mexico, Brazil, Argentina and Uruguay. The study finds that selected institutions are actively supporting entrepreneurs (university students, but also local entrepreneurs) through courses, incubation and acceleration activities. It also shows that universities are actively engaging with external stakeholders in their surrounding communities, to spur innovation through joint-research, organisation of events (such as festivals, competition). It finds that that while COVID-19 pandemic brought about some challenges, universities managed to stay afloat and keep a steady stream of support to entrepreneurs and partners. The review also illustrates the challenges that universities face when developing these activities (lack of funding, unclear regulation for intellectual property development, etc.) and highlights some opportunities that universities should leverage, particularly in the current context.

The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

As labour markets in Latin America are hit hard by the COVID-19 pandemic and mega trends such as globalisation and digitalisation continue to impact labour demand, support is urgently needed. Millions of adults have lost their jobs and need to identify new career options. However, career guidance for adults is still rare in Latin America. More common are vocational guidance programmes for young people, or labour intermediation services for adults. This report analyses career guidance initiatives for adults in four Latin American countries (Argentina, Brazil, Chile and Mexico). It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

Spanning material conditions, quality of life, resources for future well-being, and inequalities, the report presents available evidence on well-being both before and since the onset of the pandemic, based on the OECD Well-being Framework. It also identifies priorities for addressing well-being gaps and describes how well-being frameworks are used in policy within Latin America and elsewhere around the world, providing lessons for governments on what is needed to put people’s well-being at the centre of their action. The report is part of the EU Regional Facility for Development in Transition for Latin America and the Caribbean.

    Abstract: The momentum for low-carbon hydrogen is growing in Latin America, with many countries currently developing long-term hydrogen strategies and a project pipeline of more than 25 projects, including several gigawatt-scale projects to export it beyond the region. In this report we analyse both the region’s potential to play a major role in the future low-carbon hydrogen landscape, and the role that low-carbon hydrogen could play in Latin America’s own clean energy transitions. Low-carbon hydrogen deployment depends on many technologies that are still under development, and considerable cost reductions will be needed to enable it to reduce global emissions in applications that may not be suitable for director electrification. The next decade will be crucial for the long-term promise of lowcarbon hydrogen in Latin America, and much can be done today to develop and demonstrate emerging technologies and prepare the ground for their future scaling up. We conclude the report with a series of six recommendations for policy makers in Latin America to harness the potential of low-carbon hydrogen in the region.

    Abstract: Latin America and the Caribbean (LAC) governments reacted swiftly and pre-emptively to protect their citizens and contain the spread of COVID-19 in the region and its impact on the economy. However, the region struggled to contain the levels of contamination, notably due to the prevalence of the informal economy and the limitations of health infrastructure and social protection systems. On the economic front, the region was already in a weak situation at the time the pandemic hit, and now has less fiscal space than in 2008 to mitigate the deeper recession that will result from the 2020 outbreak. Focusing on the 15 countries that are a part of the Steering Group of the OECD LAC Regional Programme (Argentina, Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay, Peru and Uruguay), this note provides an update on the previous note published in May 2020. It highlights the government measures enacted to mitigate the crisis and considers long-term policy considerations towards the objective of building back a better future, with more inclusive, sustainable and resilient economies.

This report finds that economic discontent is global, as many respondents of both the OECD’s Risks that Matter and LAPOP’s AmericasBarometer surveys say that their country’s economic situation is worse than it was last year, and that public satisfaction with government is low. More than half of all respondents in the OECD and Latin American countries studied in this report say that government is failing to incorporate their views in social policy design and reform.

    Abstract: Gender equality and women’s empowerment can only be achieved if countries take action to tackle and eliminate discrimination in their legal frameworks, social norms and practices. The SIGI 2020 Regional Report for Latin America and the Caribbean provides new evidence-based analysis on the setbacks and progress in achieving gender equality between 2014 and 2019. The report uncovers discrimination in social institutions faced by Latin American and Caribbean women in various dimensions; within the family and household context, in relation to physical integrity and access to productive and financial resources, as well within the political and civil spheres. It also explores various development perspectives such as the cost of discriminatory social institutions for Latin American and Caribbean countries and the socio-economic consequences of the COVID-19 pandemic for women and girls. Building on the regional and sub-regional analysis of how discriminatory social institutions continue to hinder efforts toward SDG 5, the report provides a set of policy recommendations to reshape gender norms, promote women’s empowerment and build a truly inclusive society.

    Abstract: This paper characterises the extent of GVC participation in selected countries of Latin America. It looks deeper into certain key trade policy-related aspects of Latin American trade integration with the potential to improve GVC participation. Latin America has a dense web of intra and extra-regional preferential trade agreements (PTAs). Nevertheless, the overlap, duplication and conflicts among the different rules and standards governing trade under these PTAs are likely reducing the benefits of these agreements. This is prompting renewed interest in the idea of linking or harmonising the various Latin American PTAs. To help inform this debate, this study analyses the impact of rules of origin (RoO) and non-tariff measures (NTMs) on GVC integration in the region, and examines relevant harmonisation initiatives.

    Abstract: The economics of news production and distribution is in a state of radical change. After very profitable years, newspaper publishers in most OECD countries face declining advertising revenues and significant reductions in titles and circulation. About 20 out of 30 OECD countries face declining newspaper readership, which is now at its lowest among younger people. At the same time, many promising forms of news creation and distribution are being tested. Some of these are empowered by increasing technological sophistication, new information intermediaries and the resulting decentralised forms of content creation. However, despite these new possibilities, no business and/or revenue-sharing models have been found to finance in-depth independent news production. This raises questions about the supply of high-quality journalism in the longer term and roles that government support might take in supporting a diverse and local press without putting its independence at stake. This study provides an in-depth treatment of the global newspaper publishing market and its evolution, with a particular view on the development of online news and related challenges.

This publication is a reference tool for experts and policy makers, working in the insurance field.

    Abstract: The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The tenth meeting of the Forum was held in Paris in November 1999 and this book contains contributions from that meeting. Its broad conclusion is that reform of the international financial system must take place in the context of partnership between the private and the public international sectors in order to provide the conditions for stability and growth. The Forum debated whether the current reforms of the global financial markets were succeeding in identifying and addressing major distortions to international capital flows between developed and developing countries, essentially, the moral hazard versus sovereign risk question. Particular attention was devoted to: bailing the private sector into crisis prevention and resolution, including under the Paris Club framework; the recently proposed revisions to the Basel Accord on bank capital requirements; and the appropriate exchange rate regime in Latin America.
