    Abstract: Governments can use artificial intelligence (AI) to design better policies and make better and more targeted decisions, enhance communication and engagement with citizens, and improve the speed and quality of public services. The Latin America and the Caribbean (LAC) region is seeking to leverage the immense potential of AI to promote the digital transformation of the public sector. The OECD, in collaboration with CAF, Development Bank of Latin America, prepared this report to help national governments in the LAC region understand the current regional baseline of activities and capacities for AI in the public sector; to identify specific approaches and actions they can take to enhance their ability to use this emerging technology for efficient, effective and responsive governments; and to collaborate across borders in pursuit of a regional vision for AI in the public sector. This report incorporates a stocktaking of each country’s strategies and commitments around AI in the public sector, including their alignment with the OECD AI Principles. It also includes an analysis of efforts to build key governance capacities and put in place critical enablers for AI in the public sector. It concludes with a series of recommendations for governments in the LAC region.

    Abstract: "This is a rigorous academic inquiry into how labor power has been dehumanized and commodified around the world through the ages for creation of wealth, capital accumulation, and industrialization. Major forms of unfree and involuntary labor markets around the world-from slavery to serfdom, from feudalism to indentured servitude, from guestworker programs to human-trafficking-have been analyzed theoretically and empirically from multidisciplinary and comparative perspectives. The inquiry encompasses the slaveries of the Amerindians and the Africans in the New World in the context of the European colonization; the worlds of serfdom and feudalism in the contexts of Western Europe, Eastern Europe, Russia, Japan, China, and India; the episodes of indentured servitude of the Europeans in the New World prior to African slavery, and that of the Indians and the Chinese after the abolition of African slavery; the worlds of guestworker programs in the United States and Europe in the post-World War II era and the migrant labor programs of the Gulf Region since the 1970s; and the slavery-like practices in the contemporary world, including forced labor in global supply chains.     Abstract: The SME Policy Index is a benchmarking tool that assists emerging economies in monitoring and evaluating progress in policies that support small and medium-sized enterprises. This first application of the Index methodology in the Latin American and Caribbean region covers the four Pacific Alliance member countries (Chile, Colombia, Mexico, Peru) and three participating South American countries (Argentina, Ecuador, Uruguay). Divided into seven policy dimensions, this report assesses the strengths and weaknesses that exist in different areas of SME policy design, implementation, and monitoring and evaluation, and provides guidance to policy makers in identifying policy areas for future reform according to international good practices. This report is a joint effort between the Development Bank of Latin America (CAF) and the OECD through its Latin America and the Caribbean Regional Programme (LACRP), in co-operation with the Latin American and Caribbean Economic System (SELA) and the “Foundation for the Strategic Analysis and Development of the SME” (FAEDPYME).
