Abstract: Located in the state of Western Australia, the Pilbara is a large region and one of the least densely populated within the OECD. The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

Abstract: By 2050, the global population living in cities is projected to reach 5 billion, growing from 3.5 billion in 2015. Massive investment in infrastructure will be needed to accommodate this growth, and to adapt infrastructure to climate change and benefit from the digital transition. This report explores three ways to meet this challenge. Firstly, it outlines how new forms of urban planning can help to mobilise private finance for inclusive, resilient and sustainable urban investment. Secondly, it explores how leveraging private investment can help to strengthen cities capacity to support needed investment in a tighter fiscal environment. Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

Abstract: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

Abstract: Over the coming years, significant infrastructure investment will be required to sustain economic growth and improve well-being in many regions and cities. Subnational governments will have a key role to help provide this infrastructure - they are responsible for almost 60% of total public investment in G20 countries. This G20-OECD Policy Toolkit, developed with input from the Asian Development Bank, aims to support inclusive and quality infrastructure investment by subnational governments across developing, emerging and developed countries. It outlines key elements of creating an enabling environment for subnational infrastructure investment. It then details common and innovative funding sources, financing instruments and investment approaches. Rather than recommending specific instruments, it provides a ‘toolkit’ of options for policymakers and practitioners. The Policy Toolkit is supported by 23 case studies.

Abstract: This OECD National Urban Policy Review of Colombia provides a comprehensive assessment of the country’s national urban policy ‘the System of Cities’ and of different sectoral policies that affect urban life: transport, housing, land use, and digitalisation. Colombia has entered the 2020s facing five intertwined crises: the COVID-19 pandemic, rising levels of poverty and inequality, a wave of mass international migration, the peace process consolidation, and the climate emergency. As the country seeks an answer to all those challenges, Colombia’s social and economic prosperity and environmental sustainability will be more tightly linked to the functioning of its cities and its urban governance system. This OECD review makes the case for an integrated, placed-based and inclusive urban development model and urban agenda that seize immediate opportunities that arise in fiscal, economic and sectorial policies, and protect hard-won gains from years of experience of urban policy implementation in the country. Designing a new national urban policy for Colombia – Ciudades 4.0 – demands a critical rethinking of whether urban areas are meeting the needs of all Colombians, and how different urban-related policies could help transform them for the better.

Abstract: At a time when many cities and countries are including a smart recovery component in their strategies to rebound from the COVID-19 crisis, the simple presence of digital technologies does not mean that benefits automatically reach everyone. Measuring smart city performance is therefore critical in order to deliver policies with greater efficiency and effectiveness, identify cost-effective solutions to deliver public services, improve government accountability vis-à-vis citizens and track progress and impact. The proposed OECD Smart City Measurement Framework encompasses not only the uptake of digitalisation in cities but also how digital innovation can improve well-being outcomes, inclusion, sustainability and resilience. Furthermore, it focuses on urban residents both as recipients or users and as designers of smart cities. Building on the 2nd OECD Roundtable on Smart Cities and Inclusive Growth, the OECD will now begin to operationalise and further develop the OECD Smart City Measurement Framework.

Abstract: National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages. This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

Abstract: Andalusia is the largest mining producer in Spain, the second-largest copper producer in the EU and a leader in marble and gypsum production. The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

Abstract: This report is a first-of-its-kind work to provide evidence on how cities’ investments in innovation and data use can pay off in powerful ways for residents. It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

Abstract: This report offers guidance on how to prepare regions and cities for the transition towards a climate-neutral and circular economy by 2050 and is directed to all policymakers seeking to identify and implement concrete and ambitious transition pathways. It describes how cities, regions, and rural areas can manage the transition in a range of policy domains, including energy supply, conversion, and use, the transformation of mobility systems, and land use practices. It takes stock of discussions between academic and policy experts emanating from a series of high-level expert workshops organised in 2019 by the OECD and the European Commission. Bringing together frontier thinking and practical examples regarding the transition to a climate-neutral economy, the transition to a circular economy, the transition in cities, the transition in rural areas, and financing and scale-up of transition action, this report identifies cross-cutting lessons to support urban, regional, and rural decision makers in managing trade-offs and in promoting, facilitating and enabling environmental and energy transitions.

Abstract: Core Cities is an association of eleven cities in the UK: Belfast, Birmingham, Bristol, Cardiff, Glasgow, Leeds, Liverpool, Manchester, Newcastle, Nottingham, and Sheffield. Altogether, Core Cities and their surrounding regions account for around one quarter of the UK population and economy. Given their size and assets, Core Cities have the potential to boost national growth. However, unlike second-tier cities in most other large OECD countries, Core Cities have low levels of productivity by national and international standards. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels. This report unpacks the causes of low productivity in UK Core Cities and offers policy recommendations for the local and national level to achieve higher productivity and more inclusive growth.

Abstract: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

Abstract: A common urban mobility plan for Prague and its metropolitan region as well as the creation of an integrated transport system coordinated by a central transport body are the main assets Prague can leverage to enhance accessibility. However, weak links to land use plans, the lack of enforceability of the mobility strategy, the absence of a transport component in the urban renewal strategy, and the high level of administrative fragmentation of the metro area limit the impact of the transport network in facilitating access to jobs and services. This paper aims at drawing policy lessons from Prague’s mobility strategy and suggesting recommendations that could improve its effectiveness in enhancing accessibility.

Abstract: This report examines land-use trends, policies and practices in Korea, in particular in the city of Busan, through the lens of urban regeneration and citizen participation. Land-use planning is critical for the efficient and inclusive management of cities, pursuing sustainable and balanced development and improving quality of life and regional competitiveness. Korea has benefitted from comprehensive and well-structured, hierarchical land-use planning and urban regeneration frameworks. However, faced with a series of demographic and economic challenges, together with geographic factors and historical developments, Korea needs to re-evaluate land-use management and urban regeneration to leverage inclusive growth and boost competitiveness in Korean cities. This report argues that involving citizens in land-use planning and urban regeneration is essential to collect better quality information as a basis for plans, decisions and outcomes. This report is of relevant to urban planners, land use especialists, and city managers who work on urban regeneration projects and citizens’ participation.

Abstract: This report provides a comprehensive assessment of Viet Nam’s urban policies and analyses how national spatial planning for urban areas, along with specific sectoral policies, directly and indirectly affect Viet Nam’s urban development. It points to a number of policy areas which Viet Nam can tap into, in order to fully capitalise on the unique opportunities that its urbanisation process may bring about, including urban transport, housing, land, the quality of urban environment, and urban green growth. The review also assesses the efficiency and effectiveness of current urban governance arrangements, and makes recommendations for Viet Nam to develop an attractive and well-managed system of large and medium-sized cities, thereby contributing to achieving its sustainable development objectives.

Abstract: Most developed countries now pursue policies that implicitly or explicitly aim at promoting compact urban form. This report analyses more than 300 academic papers that study the effects of compact urban form, and finds that 69% of the papers reviewed find positive effects associated with compact urban form. Over 70% of studies find positive effects of economic density (the number of people living or working in an area). A smaller majority of studies attribute positive effects to mixed land use (58%) and the density of the built environment (56%). These averages hide significant variation across specific dimensions of urban development. In order to understand the effects of compact urban form, the report estimates the monetary per capita value of the change in 15 outcomes in response to a 10% change in economic density. The major benefits of economic density arise from improved productivity and better access to jobs and services. Further benefits are generated through the preservation of urban green space, greater energy efficiency, pollution reduction and safer urban environments. The major costs of higher economic density are related to congestion, health and well-being. Increasing compactness can also contribute to higher land values and housing costs, which are borne disproportionately by renters and first-time buyers. Increasing economic density therefore requires accompanying policy interventions to maximise the benefits and minimise the costs associated with compactness. In particular, policymakers need to facilitate large-scale investment in housing supply and public transport networks to ensure efficient and equitable access to housing, services and jobs in compact cities.

Abstract: Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen. In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks. Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.

Abstract: This report provides an assessment of spatial inequalities and segregation in cities and metropolitan areas from multiple perspectives. The chapters in the report focus on a subset of OECD countries and non-member economies, and provide new insights on cross-cutting issues for city neighbourhooods, such as the patterns of segregation across income groups, migrant concentration and diversity across cities of different sizes, the role of public transport accessibility in widening intra-city inequalities, and the expected path dependency on outcomes related to segregation. The report also discusses methodological alternatives for measuring different dimensions of inequality and segregation across cities, and highlights the role of public policies in bridging urban divides and the relevance of the scale of analysis in order to make sound international comparisons.

Abstract: This report, undertaken within the framework of the OECD Champion Mayors for Inclusive Growth initiative, assesses inclusive growth trends and challenges in the Seoul metropolitan area. The analysis goes beyond income to assess the barriers faced by specific groups - non-regular workers, youth, women, the elderly and migrants - across four dimensions: education, labour market, housing and the urban environment, and infrastructure and public services. The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

Abstract: This report examines spatial planning and policies in Israel. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

Abstract: This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Long in search of ways to strengthen urban areas, the Dutch government has recently undertaken the development of a National Urban Agenda known as Agenda Stad, in parallel to a series of broad institutional reforms. This included abolishing the country’s traditional eight city-regions, which led Rotterdam, The Hague and 21 smaller neighbouring cities to form the Metropolitan Region of Rotterdam-The Hague (Metropoolregio Rotterdam Den Haag, or MRDH). This report analyses the emergence of the MRDH both as a geographical area that spans 23 municipalities in the southern Randstad region and as a new metropolitan authority with transport and economic development responsibilities. One of the challenges the MRDH faces is how to bring the economies of Rotterdam and The Hague closer together while generating growth and well-being.

Abstract: The Urban Green Growth in Dynamic Asia project explores how to promote green growth in cities in Asia, examining policies and governance practices that encourage environmental sustainability and competitiveness in a rapidly expanding economy. This synthesis report presents the results of case studies along with practical policy recommendations, reflecting the local contexts of Southeast Asia. While Southeast Asian cities are affected by a range of economic, infrastructure, environmental and social challenges, ongoing rapid development offers opportunities to shift towards greener growth models. The concept of urban green growth can be a powerful vector of sustainable development, by emphasising the existence and potential of co-benefits between economic and environmental performance.

Abstract: This study provides an empirical analysis of the effects of environmental zoning on urban development. It focuses on the case of Natural Regional Parks (NRPs) in France. Of the environmental zoning instruments used in France, NRPs extend over the widest physical area. The analysis uses a quasi-experimental empirical approach (difference-in-differences) to evaluate the effects of NRPs on urban development at the municipality level. Three potential side-effects of NRPs on urban development in the regulated area are investigated. First, the long-term effects of environmental zoning on housing and population flows are analysed using French National Census data in the period from 1968-2011. Second, annual data on building permits granted in the period from 2003-2012 are used to estimate the short-term effects of NRPs on housing supply. Finally, the effects of NRPs on land-use in the regulated area using high-resolution geospatial data are evaluated. The results of the empirical analysis reveal that NRPs have had heterogeneous effects on urban development in regulated areas. Compared to development in neighbouring areas, some NRPs have discouraged urban development in the regulated area, in line with their intended objectives. However, in other cases NRPs have actually favoured urban development. In most cases, however, the policy had no significant effect on urban development within the regulated area.

Abstract: Regions and cities are where the effects of policies to promote economic growth and social inclusion are felt in day-to-day life. The OECD Regional Outlook 2016 examines the widening productivity gap across regions within countries, and the implications of these trends for the well-being of people living in different places. It discusses how structural policies, public investment and multi-level governance reforms can help boost productivity and address inclusion. Drawing on a survey of OECD countries, the Outlook highlights country practices in regional, urban, and rural development policy that guide public investment. The Special Focus Part II on rural areas looks at different types of rural area and their productivity performance trends, and suggests that countries move towards a “Rural Policy 3.0”. The Policy Forum on Regions and Cities: Implementing Global Agendas includes chapters by many leading global organisations on how regions and cities can be instrumental in achieving the targets of agreements such as the Paris Accord and the Sustainable Development Goals. Individual country profiles provide an overview of regional, urban and rural development policies as well as performance in terms of productivity and well-being among different regions.

Abstract: China needs a new model of urbanisation to match the shift to a new model of growth. For decades, both urbanisation and growth have been based on robust export demand, cheap labour, cheap land and artificially low pricing of environmental externalities. None of these can support growth or urban development in the future. This review examines the major challenges associated with the shift to a new model of urbanisation, looking at a range such issues as social and labour-market policies, land use and transport planning, urban planning, urban governance and public finance. The review presents a new assessment of China’s major cities, which defines functional urban areas based on settlement patterns and commuting zones rather than cities defined as administrative units. The results show, among other things, that China has many more mega-cities, with populations above 10 million, than the official data suggest. The good news for China is that the reforms needed to foster what the authorities call “people-centred urbanisation”, while complex, are coherent with one another and supportive of the broader shift to a growth model that relies more on domestic demand and productivity growth.

Abstract: This review finds that while Mexico has taken important steps in addressing the urban challenges in the Valle de México, Mexico’s largest metropolitan area, there is a need for major metropolitan governance reform. Serious urban governance failings are inhibiting adequate responses to critical urban development priorities - regeneration, access to adequate housing, reliable and safe public transport, and environmental protection. Several measures are currently being implemented. However, these tools and reforms will not produce the desired solutions to urban problems in the absence of metropolitan thinking, strategic regional planning, and improved co-ordination and collaboration across levels of government.

Abstract: This report focuses on the urban water management challenges facing cities across OECD countries, and explores both national and local policy responses with respect to water-risk exposure, the state of urban infrastructures and dynamics, and institutional and governance architectures. The analyses focus on four mutually dependent dimensions – finance, innovation, urban-rural co-operation and governance – and proposes a solutions-oriented typology based on urban characteristics. The report underlines that sustainable urban water management will depend on collaboration across different tiers of government working together with local initiatives and stakeholders.

Abstract: Regions and cities are on the front lines of many challenges faced by OECD countries today, from education and jobs to health care and quality of life. Getting regions and cities “right”, adapting policies to the specificities of where people live and work, is vital to improving citizens’ well-being. This second edition of the OECD Regional Outlook aims to help countries do just that. Part I describes the main trends and challenges today. Part II has a special focus on cities, looking at public investment, urban framework policies, and rural-urban issues. Part III presents a Policy Forum on the future of cities, with five contributions from distinguished authors and policy makers. Part IV offers profiles of regional development in all 34 OECD countries.

Abstract: The development of Asian cities is characterised by rapid and continuous urbanisation on an unprecedented scale, with rapid economic growth led in most places by the manufacturing industry, and rapidly increasing motorisation. The result has been escalating greenhouse gas emissions, sprawling urban development and local environmental impacts, as well as disparities in income, education levels and job opportunities in the urban population. These trends differ sharply from those in most of the OECD area and call for a green growth model that differs from those identified in previous OECD studies and that addresses the specific circumstances of Asian cities. This paper proposes an analytical framework for assessing policies for green growth in rapidly growing cities in the emerging world. It builds on Cities and Green Growth: A Conceptual Framework (Hammer et al., 2011) and is adapted to the urban policy context of dynamic Asia. Its three main elements are: i) identification of the key policy strategies for urban green growth in fast-growing Asian cities, highlighting similarities to and differences from OECD cities; ii) opportunities for green growth; and iii) enabling strategies for implementing urban green growth.

Abstract: This review of Chile's urban policy finds that Chile has undergone significant transformation in the past three decades, including growth in GDP, population levels and urbanisation. This growth has been a key factor in Chile’s success in reaching an improved quality of life. However, Chile ranks lower than many other OECD member countries on a variety of urban-related quality-of-life factors, such as income, housing, jobs and the environment. Chile’s urban and metropolitan development practices have traditionally been sector-driven, and today the need for well-integrated approaches to urbanism are increasingly recognised among urban policy makers. This report examines the economic and socio-economic trends in Chile’s urban areas including population growth, and mounting inequality; it analyses four policy areas with significant implications for national urban programming, specifically land-use and zoning, housing, public transport, and the environment; and it examines possible approaches for revitalising the urban governance structure in metropolitan and urban areas, as well as mechanisms to reinforce strategic planning and service-delivery capacity.

Abstract: Urban and rural areas enjoy different and often complementary assets, and better integration between them is important for socio-economic performance. This report provides a framework to understand the changing relationships between urban and rural areas. It is focused on one approach that can enhance and better manage rural-urban relationships – the use of rural-urban partnerships. Specifically, it documents the characteristics of these partnerships and the factors that can hinder as well as enable rural-urban co-operation. Different governance approaches to manage rural-urban relationships are identified and discussed. Finally, recommendations are provided to help national, regional and local policy makers to build effective and sustainable rural-urban partnerships for better economic development.

Abstract: This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.

Abstract: This Urban Policy Review of Korea assesses Korea’s approach to sustainable urban development as expressed in its recent urban policy reform and national green growth agenda. The government has responded to the economic, environmental and social challenges that have resulted from Korea’s rapid urbanisation process with, on the one hand, urban policy reform based on qualitative urban management and urban competitiveness and, on the other hand, the adoption of a National Strategy for Green Growth that emphasises the role of cities in achieving stronger environmental and economic outcomes. The Review proposes a series of recommendations designed to advance Korea’s sustainable urban policy approach, which include (i) developing a comprehensive, multi-sectoral approach to urban development that is tailored to the different needs of urban areas, (ii) closing the gaps between expected and actual outcomes in urban planning, (iii) maximising economic efficiency in the building and transportation sectors and (iv) improving policy co-ordination across public agencies.

Abstract: The Copenhagen metropolitan region accounts for nearly half of Denmark's national output and plays a key role for the country as a whole. Nevertheless, it has witnessed only modest economic growth over the last decade. This review of metropolitan area policy for Copenhagen examines key challenges including modest economic growth, scarcity of skilled workers and barriers to research and development. The report also examines how public institutions affect regional economic growth. Issues considered include: inter-municipal co-operation, local finance, public management, political leadership, and coordination mechanisms between the central government and the region.

Abstract: The Cape Town city-region, which is the second-largest area in South Africa (4 million inhabitants), reflects the national challenge of creating new economic opportunities while correcting past inequities. Since the end of the apartheid system, Cape Town has benefited from macroeconomic stabilisation and has outpaced the national average growth rate. It has both modernised its traditional strengths in port logistics and developed innovative sectors in tourism, agro-food processing, viticulture, financial and business services. However, 22% of the population is unemployed and 38% of residents live below the poverty line. This report identifies the key missing collective goods that could both create externalities for firms and foster a more equitable distribution. It provides a platform for the development of a forward-looking, cross-cutting regional development strategy and proposes new "second generation" governance reforms to consolidate previous achievements and respond to emerging obstacles.

Abstract: Economic globalisation and the subsequent intensification of inter-city competition have profoundly changed urban governance. This is particularly evident in the field of urban spatial development. The change is often described as a shift from a managerial mode of governance to a more entrepreneurial mode, strongly characterised by risk-taking, innovation, a strong orientation toward the private sector and a strategic approach which focuses on economic growth. This study reviews the challenges that urban entrepreneurialism must overcome to maintain and strengthen its relevance in the 21st century. Urban policy planners are expected to address an increasingly wide range of objectives, including social, environmental and cultural issues as well as economic ones.

Abstract: This book presents a 'toolbox' of instruments for entrepreneurship development in what often appear to be the most hostile environments for economic development in our cities, showing how entrepreneurship can indeed prosper given the right stimulus. It is based on the proceedings of the conference on Entrepreneurship and Economic Development in Distressed Urban Areas held 7-8 October 2003 in Rome, and organised by the OECD LEED Programme, in collaboration with the EU, the municipality of Rome, and Risorse per Roma.

Abstract: This study of Berlin, after German unification, examines and makes proposals for distressed areas where there is a need for targeted regeneration measures. Building on previous urban renaissance studies, this report adds a new dimension to the lessons learned about urban regeneration through a focus on unemployment, youth and immigration to help create and exploit Berlin's under-developed assets.

Abstract: OECD countries are undergoing an unprecedented increase in the proportion of elderly people among their total populations. To address these issues, the OECD organised a conference in Oslo in May 2002. This report highlights how ageing will affect urban design and development in terms of housing, land use, transportation and the urban environment and points to the growing role of new technologies in member countries. The book, featuring statistical data, is for sociologists, policy researchers, journalists, librarians and economists.

Abstract: This urban renaissance review of Glasgow looks back over the 1990s, when a succession of strategic initiatives and major events brought regeneration to several key parts of the city, including along the banks of the Clyde, and helped lift investment and activity. This book provides a policy tool kit for Glasgow, with the aim of improving the distressed urban areas that are holding the city back.

Abstract: This comprehensive territorial review of Canberra identifies strategies and policy recommendations that can help local agencies and actors better meet the challenges they face. It identifies the need for a new and more holistic approach to urban planning and an opportunity for innovative and inclusive public participation in the planning process. Social, economic and environmental policies must evolve simultaneously in order to have maximum impact at the local level - a goal that many cities throughout OECD countries are far from reaching.

Abstract: Belfast is at a turning point in its history. If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.

Abstract: Germany has long been a pioneer in urban policy. The country has aimed at sustainable urban development in order to tackle all the various economic, social and environmental challenges facing cities. Integrated policy responses and innovative measures have been introduced to help revitalise city centres and cope with suburban growth, rising motor traffic and social change. This book analyses these steps against the background of features specific to Germany: its federal system, the unification process, and its polycentric urban pattern. Urban policy is an effective means of addressing a range of problems inherited from the past, while preparing for a more sustainable future. Over and above the features and findings specific to Germany, the book argues for an integrated and forward-looking multisectoral approach that cannot be guided solely by economic logic and will provide tangible responses to the key question: what kind of cities do we want for the future?
