    Abstract: In this book, David Bello offers a new and radical interpretation of how China's last dynasty, the Qing (1644–1911), relied on the interrelationship between ecology and ethnicity to incorporate the country's far-flung borderlands into the dynasty's expanding empire. The dynasty tried to manage the sustainable survival and compatibility of discrete borderland ethnic regimes in Manchuria, Inner Mongolia, and Yunnan within a corporatist 'Han Chinese' imperial political order. This unprecedented imperial unification resulted in the great human and ecological diversity that exists today. Using natural science literature in conjunction with under-utilized and new sources in the Manchu language, Bello demonstrates how Qing expansion and consolidation of empire was dependent on a precise and intense manipulation of regional environmental relationships

    Abstract: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

    Abstract: This book brings together the findings of key sector- and media-specific analyses of the environment in the Eastern Europe, Caucasus, and Central Asia (EECCA) area and puts forward a set of indicators to provide a one-stop, concise and up-to-date assessment that is accessible also to a non-specialist audience. It systematically looks at environmental legislation, policies, and institutions; pollution prevention and control; natural resources management; environmental policy integration; financial resources for the environment; environmental information and public awareness; and co-operation on transboundary issues. It finds that the problems are serious, but they vary across countries. A significant burden of environmental disease persists – one out of 1 000 children born in Tajikistan dies before the age of five due to diarrhoeal diseases closely associated to lack of safe water. Despite low income levels, natural resources are under heavy pressure – nine out of twelve countries forming the region are water-stressed. To confront those problems, institutional development and policy responses would need to be stepped up. This assessment finds that current policies are often ineffective in stimulating significant improvements, scarce resources are spent without clear programmatic frameworks, and policy integration is very limited.

    Abstract: These conference proceedings present a series of evaluations of agri-environmental policies in OECD countries. They examine how effective the policies have been in achieving objectives and what policy makers have learned about the design and implementation of their policies. These proceedings show that different methods of policy evaluation are complementary. Most countries focus on evaluating the environmental effectiveness rather than the economic efficiency of policies, using physical indicators rather than monetary values. Many policies are achieving their environmental objectives, but are taking longer than originally anticipated. The initiative being taken in many countries to incorporate monitoring and data collection into programme design and implementation is a positive development. But a number of steps need to be taken to improve the quality of evaluations, including the better articulation of policy goals and objectives, improving data quality and establishing baselines for comparison.

    Abstract: This publication summarises the lessons learned from the 30 country reviews of sustainable development that have been published since 2002 as part of OECD Economic Surveys.     Abstract: OECD Environment Ministers agreed in 2001, on an ambitious Environmental Strategy for the first decade of the 21st century. The strategy sets out clear directions for environmentally sustainable policies and includes these key objectives: maintaining the integrity of ecosystems through the efficient management of natural resources; decoupling environmental pressures from economic growth; improving information for decision-making; measuring progress through indicators; the social and environmental interface; enhancing the quality of life; global environmental interdependence; improving governance and co-operation. In addition to highlighting the challenges and obstacles that remain if countries are to achieve the objectives by the planned date of 2010, this report assesses the progress that OECD countries have made, as well as in applying the 71 national actions they agreed on, as part of the Environmental Strategy. The book is for policy makers and environmental economists.

    Abstract: In the effort towards sustainability, it has become increasingly important to develop conceptual frames to understand the dynamics of social and ecological systems. Drawing on complex systems theory, this book investigates how human societies deal with change in linked social-ecological systems, and build capacity to adapt to change. The concept of resilience is central in this context. Resilient social-ecological systems have the potential to sustain development by responding to and shaping change in a manner that does not lead to loss of future options. Resilient systems also provide capacity for renewal and innovation in the face of rapid transformation and crisis. The term navigating in the title is meant to capture this dynamic process.     Abstract: Substantial amounts of money continue to be spent in OECD countries on measures to support agriculture, energy, transportation and industrial activities. Many of these support measures encourage the emission of environmentally harmful pollutants, the generation of waste, and the excessive use of natural resources; and they constitute a large drain on government budgets. In addition, much of the money spent on support may not reach the intended recipients as it can leak away to other sectors of the economy instead. As such, it is likely that the reform or removal of these subsidies could lead to "win-win" benefits through increased economic efficiency, reduced government spending and improved environmental quality. This publication compiles eight case studies undertaken as part of an OECD study on how economic support measures actually affect the economy and, as a result, the environment. These case studies analyse the effects of particular support schemes and/or the possibilities for their reform. The objective is to further develop understanding of how the combination of the particular elements of a support scheme, the sector it is applied in, and other factors impact on the environment. A wide range of sectors are examined, including agriculture, energy, transport, industry, and metals production.

    Abstract: Governments need to implement appropriate policies to ensure both the private and the public goods values of biological diversity are realised. Unless the users of biological resources are given incentives to sustainably use these resources, valuable biodiversity will continue to be lost. Because of the inherent complexity of biological systems, and the range of pressures that act on them, a "bundle" of carefully-designed and complementary incentive measures are often necessary to provide the appropriate signals to prevent biodiversity loss. This unique Handbook draws on the experiences described in 22 case studies to develop a comprehensive step-by-step process for identifying and implementing appropriate incentive measures for biodiversity conservation, and the sustainable use of its components. It identifies the incentive measures that are most suitable for particular ecosystems, and for addressing the specific sectoral pressures in effect, describing both the advantages and the disadvantages of each incentive measure. A wide range of incentive measures are described, including both the more common economic and regulatory incentives, and also the necessary framework conditions, such as scientific and technical capacity building, education and awareness raising, and the involvement of local populations and other stakeholders.
