    Abstract: The distinction between humans and the natural world is an artefact and more a matter of linguistic communication than a conceptual separation. This Element proposes ecosemiotics as an epistemological tool to better understand the relationship between human and natural processes. Ecosemiotics with its affinity to the humanities, is presented here as the best disciplinary approach for interpreting complex environmental conditions for a broad audience, across a multitude of temporal and spatial scales. It is proposed as an intellectual bridge between divergent sciences to incorporate within a unique framework different paradigms. The ecosemiotic paradigm helps to explain how organisms interact with their external environments using mechanisms common to all living beings that capture external information and matter for internal usage. How would the Anthropocene look if, instead of searching its traces in the geosphere, researchers would look for them in the organosphere, in the ecologies of humans in their entanglements with the environment? Looking at this embodied stratigraphy of power and toxicity, more than the Anthropocene, we will discover the Wasteocene. The imposition of wasting relationships on subaltern human and more-than-human communities implies the construction of toxic ecologies made of contaminating substances and narratives. While official accounts have systematically erased any trace of those wasting relationships, another kind of narrative has been written in flesh, blood, and cells. Traveling between Naples (Italy) and Agbogbloshie (Ghana), science fiction and epidemic outbreaks, this Element will take the readers into the bowels of the Wasteocene, but it will also indicate the commoning practices which are dismantling it

    Abstract: This book adds to the growing literature on dynamics of regional development in the global South by mapping the politics and processes contributing to the distinct developmental trajectory of Tamil Nadu, southern India. Using a novel interpretive framework and drawing upon fresh data and literature, it seeks to explain the social and economic development of the state in terms of populist mobilization against caste-based inequalities. Dominant policy narratives on inclusive growth assume a sequential logic whereby returns to growth are used to invest in socially inclusive policies. By focusing more on redistribution of access to opportunities in the modern economy, Tamil Nadu has sustained a relatively more inclusive and dynamic growth process. Democratization of economic opportunities has made such broad-based growth possible even as interventions in social sectors reinforce the former. The book thus also speaks to the nascent literature on the relationship between the logic of modernisation and status based inequalities in the global South.

    Abstract: Racial and Ethnic Politics in American Suburbs examines racial and ethnic politics outside traditional urban contexts and questions the standard models we use to understand mobility and government responses to rapid demographic change and political demands. The military successes of European imperialism are easy to explain; in many cases they were a matter of firearms against spears. But as Alfred W. Crosby maintains in this highly original and fascinating book, the Europeans' displacement and replacement of the native peoples in the temperate zones was more a matter of biology than of military conquest. European organisms had certain decisive advantages over their New World and Australian counterparts. The spread of European disease, flora and fauna went hand in hand with the growth of populations.     Abstract: Cities play a pivotal but paradoxical role in the future of our planet. As world leaders and citizens grapple with the consequences of growth, pollution, climate change, and waste, urban sustainability has become a ubiquitous catchphrase and a beacon of hope. Yet, we know little about how the concept is implemented in daily life - particularly with regard to questions of social justice and equity. This volume provides a unique and vital contribution to ongoing conversations about urban sustainability by looking beyond the promises, propaganda, and policies associated with the concept in order to explore both its mythic meanings and the practical implications in a variety of everyday contexts. The authors present ethnographic studies from cities in eleven countries and six continents. Each chapter highlights the universalized assumptions underlying interpretations of sustainability while elucidating the diverse and contradictory ways in which people understand, incorporate, advocate for, and reject sustainability in the course of their daily lives.

    Abstract: In this book, David Bello offers a new and radical interpretation of how China's last dynasty, the Qing (1644–1911), relied on the interrelationship between ecology and ethnicity to incorporate the country's far-flung borderlands into the dynasty's expanding empire. The dynasty tried to manage the sustainable survival and compatibility of discrete borderland ethnic regimes in Manchuria, Inner Mongolia, and Yunnan within a corporatist 'Han Chinese' imperial political order. This unprecedented imperial unification resulted in the great human and ecological diversity that exists today. Using natural science literature in conjunction with under-utilized and new sources in the Manchu language, Bello demonstrates how Qing expansion and consolidation of empire was dependent on a precise and intense manipulation of regional environmental relationships.

    Abstract: This report examines Korea's urban policies and offers customised policy recommendations based on the OECD publication, Compact City Policies (2012). Some Korean policies, such as urban regeneration, new town development or multi-modal transfering centers, have implicitly implemented compact city polices to a certain degree. However, there are still issues - including urban sprawl, unbalanced socio-economic levels and environmental challenges - which can be threats to urban competitiveness. An appropriate set of compact city polices, such as environmental friendly urban regeneration, mixed land use, polices to offset the side effects of compact development, strong management of transport demands, and governance enforcement, can accelerate Korean cities' sustainable development.

    Abstract: States have long been wary of putting international migration on the global agenda. As an issue that defines sovereignty - that is, who enters and remains on a state's territory - international migration has called for protection of national prerogatives and unilateral actions. However, since the end of World War I, governments have sought ways to address various aspects of international migration in a collaborative manner. This book examines how these efforts to increase international cooperation have evolved from the early twentieth century to the present. The scope encompasses all of the components of international migration: labor migration, family reunification, refugees, human trafficking and smuggling, and newly emerging forms of displacement (including movements likely to result from global climate change). The final chapter assesses the progress (and lack thereof) in developing an international migration regime and makes recommendations towards strengthening international cooperation in this area.

    Abstract: The Danish geologist and geographer Hinrich Rink (1819–93) amassed decades of experience in exploring Greenland, becoming well versed in the language and customs of the Inuit. The present work is a condensed version of his investigations into indigenous culture, first published in two volumes in 1866 and 1871. Rink revised and translated the work from Danish into English for this 1875 publication, and the text was emended by the Scottish scientist and explorer Robert Brown (1842–95). In the book's first part, Rink describes succinctly the Inuit mode of life in Greenland. The second part, which is significantly longer, recounts the legends and folk tales that Rink had recorded on his travels. The book also includes a number of illustrations drawn and engraved by the Inuit people themselves. This work will appeal to those interested in the history of Inuit culture and nineteenth-century ethnography.

    Abstract: This collection of original essays, from both established scholars and newcomers, takes up a recent debate in philosophy, sociology, and disability studies on whether disability is intrinsically a harm that lowers a person's quality of life. While this is a new question in disability scholarship, it also touches on one of the oldest philosophical questions: what is the good human life? Historically, philosophers have not been interested in the topic of disability, and when they are it is usually only in relation to questions such as euthanasia, abortion, or the moral status of disabled people. Consequently disability has been either ignored by moral and political philosophers or simply equated with a bad human life, a life not worth living. This collection takes up the challenge that disability poses to basic questions of political philosophy and bioethics, among others, by focusing on fundamental issues and practical implications of the relationship between disability and the good human life.

This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

    Abstract: Too many workers leave the labour market permanently due to health problems or disability, and too few people with reduced work capacity manage to remain in employment. This is a social and economic tragedy common to virtually all OECD countries. It also raises an apparent paradox that needs explaining: Why is it that the average health status is improving, yet large numbers of people of working age are leaving the workforce to rely on long-term sickness and disability benefits? This report, the last in the OECD series Sickness, Disability and Work: Breaking the Barriers, synthesises the project’s findings and explores the possible factors behind the paradox described above. It highlights the roles of institutions and policies and concludes that higher expectations and better incentives for the main actors – workers, employers, doctors, public agencies and service providers – are crucial. Based on a review of good and bad practices across OECD countries, this report suggests a series of major reforms are needed to promote employment of people with health problems. The report examines a number of critical policy choices between: tightening inflows and raising outflows from disability benefit, and promoting job retention and new hiring of people with health problems. It questions the need for distinguishing unemployment and disability as two distinct contingencies, emphasises the need for a better evidence base, and underlines the challenges for policy implementation.

    Abstract: As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries. Cities and Climate Change reveals the importance of addressing climate change across all levels of government.     Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

It provides quantitative, policy-relevant information on the teaching and learning environment in schools in 23 countries and has a focus on lower secondary education. School effectiveness research consistently shows that the quality of the learning environment is the most important policy-malleable factor for positive student learning and student outcomes. In recognition of this, TALIS explores key policies and practices that shape the learning environment. The important role that school leadership can play in creating effective schools is well documented. TALIS illustrates the roles and functions that school leaders adopt within schools – often facing quite different circumstances - and examines how these roles support teachers in their work. Retaining and developing effective teachers is a priority in all school systems and TALIS examines how teachers‟ work is recognised, appraised and rewarded and how well the professional development needs of teachers are being addressed. Perhaps the most innovative aspect of TALIS is the insights it provides on the teaching beliefs that teachers bring to the classroom and the pedagogical practices that they adopt. TALIS cannot measure which practices or beliefs are most effective but it does show how these associate with some of the conditions that are pre-requisites for effective schooling.
