    Abstract: In diesem Buch wird erstens Hegels ideengeschichtlicher Beitrag zur Genese von Sozialstaatstheorien herausgearbeitet und zweitens seine politische Theorie für die politiktheoretische Modellierung von Sozialstaatlichkeit fruchtbar gemacht. Mit Hegel lässt sich ein Mittelweg zwischen vor allem ökonomisch orientierter Sozialpolitik und vor allem anerkennungsfokussierter Identitätspolitik einschlagen, der weder mangelnde Anerkennung nur als Epiphänomen ökonomischer Verhältnisse versteht noch freiheitsbeschränkende Armut durch die Einforderung von Respekt für prekäre Lebenslagen normalisiert. Im genuin modernen Konflikt des Auseinandertretens von Gesellschaft und Staat, von sich selbst verwirklichendem Individuum auf dem Markt und der Gemeinschaft, zeichnet sich eine neue zentrale Funktion des Staats ab: Die Garantie der Freiheit für seine Bürger. Der Sozialstaat als Mittel dieser staatlichen Freiheitsgarantie erfüllt somit nicht nur eine bedeutende Rolle in der Versöhnung von Individuum und Gemeinschaft, sondern bildet hierdurch zugleich ein zentrales Legitimationselement des modernen Staats. Der Autor Dr. Joshua Folkerts war Wissenschaftlicher Mitarbeiter am Graduiertenkolleg „Deutungsmacht“ der Universität Rostock sowie Fulbright-Gastwissenschaftler an der Boston University.     Abstract: Since 1994, as the ruling party in South Africa, the ANC have become synonymous with and indivisible from the fight against apartheid rule. This has left little space for competing accounts, visions, and political projects to find their appropriate place in the historical narrative. In this innovative book, Toivo Asheeke moves beyond these well-trodden histories, to tell the previously neglected story of the Black Consciousness Movement (BCM), a militant revolutionary nationalist wing of the anti-colonial struggle. Using archival sources from four countries and interviews with former veterans of the movement, Asheeke explores the BCM's engagement with guerrilla warfare, community feminism and Black Internationalism. Uncovering the personal and political histories of those who have previously received scant scholarly attention, Asheeke both illuminates the history of Africa's decolonization struggle and that of the wider Cold War

    Abstract: Barry Buzan proposes a new approach to making International Relations a truly global discipline that transcends both Eurocentrism and comparative civilisations. He narrates the story of humankind as a whole across three eras, using its material conditions and social structures to show how global society has evolved. Deploying the English School's idea of primary institutions and setting their story across three domains - interpolity, transnational and interhuman - this book conveys a living historical sense of the human story whilst avoiding the overabstraction of many social science grand theories. Buzan sharpens the familiar story of three main eras in human history with the novel idea that these eras are separated by turbulent periods of transition. This device enables a radical retelling of how modernity emerged from the late 18th century. He shows how the concept of 'global society' can build bridges connecting International Relations, Global Historical Sociology and Global/World History.

    Abstract: This book offers an analysis of the complex and shifting conditions of being young as well as the new ways in which young people engage in politics in Turkey. It is based on a closer examination of young people’s participation in the Gezi protests in 2013. From the perspective of cultural sociology, this work presents a nuanced discussion of the roots and dynamics of young people’s unexpected engagement and spectacular appearance at the protests, with a theoretical focus on the concepts of youth and the political, by exploring questions such as: How did young people experience the protests? How did they reflect on being young? How did they define the political? Grounded in ethnographic field research conducted via in-depth interviews, this book demonstrates that what happened in the Gezi protests was not a sudden and miraculous transformation of apolitical youth into political subjects on the streets, as has often been argued in public discourse. Rather, the protests brought into view the changes which had already been taking place in young people’s lives in Turkey as a result of the effects of both local and global processes, i.e. the influence of authoritarian politics and social change characterized by religion in everyday life, as well as the implications of neoliberal policies in the restructuring of urban spaces.     Abstract: Since 1994, as the ruling party in South Africa, the ANC have become synonymous with and indivisible from the fight against apartheid rule. This has left little space for competing accounts, visions, and political projects to find their appropriate place in the historical narrative. In this innovative book, Toivo Asheeke moves beyond these well-trodden histories, to tell the previously neglected story of the Black Consciousness Movement (BCM), a militant revolutionary nationalist wing of the anti-colonial struggle.     Abstract: Spätestens seit den 1990-er Jahren erscheint der Begriff Beteiligung in diversen gesellschaftlichen Bereichen als allgemein anerkannter Imperativ, der von unterschiedlichen Akteur*innen als Allheilmittel angepriesen wird. Doch wenn Beteiligung proklamiert wird, bedeutet das mitnichten eine Garantie für gesellschaftliche Teilhabe. Mit Hilfe einer dispositivanalytischen Untersuchung von top-down Beteiligungsmaßnahmen in der Berliner Quartiersentwicklung zeigt Magdalena Otto, wie der Begriff Beteiligung verschiedenartig anschlussfähig ist und dadurch eine kaum hinterfragte Legitimationskraft ausstrahlt. Im Zentrum der hier entwickelten Theorie über den Beteiligungsimperativ steht die Rekonstruktion von vier idealtypisch zu verstehenden Deutungsmustern zur Legitimation von Beteiligungsmaßnahmen sowie ihre intendierten und unbeabsichtigten Folgen. Der konstatierte Beteiligungsimperativ zeigt sich dabei als eine auf Aktivierung setzende, neoliberale Gouvernementalität in Reaktion auf städtische Segregations- und Marginalisierungsprozesse, die Krise des Kommunalstaats und damit einhergehende veränderte Steuerungserfordernisse für Regierungshandeln. Die Autorin Magdalena Otto promovierte zur Beteiligung von Bürger*innen in der Quartiersentwicklung. Zu ihren Forschungsschwerpunkten zählen (Anti-)Diskriminierung, soziale Ungleichheit und Partizipation. Seit 2023 arbeitet sie für das Deutsche Institut für Menschenrechte.

    Abstract: Does power sharing bring peace? Policymakers around the world seem to think so. Yet, while there are many successful examples of power sharing in multi-ethnic states, such as Switzerland, South Africa and Indonesia, other instances show that such arrangements offer no guarantee against violent conflict, including Rwanda, Yugoslavia, Zimbabwe and South Sudan. Given this mixed record, it is not surprising that scholars disagree as to whether power sharing actually reduces conflict. Based on systematic data and innovative methods, this book comes to a mostly positive conclusion by focusing on practices rather than merely formal institutions, studying power sharing's preventive effect, analyzing how power sharing is invoked in anticipation of conflict, and by showing that territorial power sharing can be effective if combined with inclusion at the center. The authors' findings demonstrate that power sharing is usually the best option to reduce and prevent civil conflict in divided states

    Abstract: Why do communities form militias to defend themselves against violence during civil war? Using original interviews with former combatants and civilians and archival material from extensive fieldwork in Mozambique, Corinna Jentzsch's Violent Resistance explains the timing, location and process through which communities form militias. Jentzsch shows that local military stalemates characterized by ongoing violence allow civilians to form militias that fight alongside the government against rebels. Militias spread only to communities in which elites are relatively unified, preventing elites from coopting militias for private gains. Crucially, militias that build on preexisting social conventions are able to resonate with the people and empower them to regain agency over their lives. Jentzsch's innovative study brings conceptual clarity to the militia phenomenon and helps us understand how wartime civilian agency, violent resistance, and the rise of third actors beyond governments and rebels affect the dynamics of civil war, on the African continent and beyond.

    Abstract: "China has witnessed numerous incidents of social protests over the past three decades. Protests create uncertainty for authoritarian governments, and the Chinese government has created, strengthened, and coordinated multiple dispute-resolution institutions to manage social conflicts and protests. Accommodating the aggrieved prevents the accumulation of grievances in society, but concessions require resources. As the frequency and scale of collective action are closely tied to the political opportunity for action, the Chinese government has also contained collective action by shaping the political opportunity available to the aggrieved. This study shows that when the Chinese central government prioritizes social control, as it has under Xi Jinping's leadership, it signals its preference and that it will tolerate local governments' use of coercion. As a result, the central and local governments create an environment that is not conducive to the mobilization of collective action. Although reactive collective actions have still occurred in China, large-scale occurrences have been uncommon in recent years"--

    Abstract: Under what circumstances might climate change lead to negative security outcomes? Over the past fifteen years, a rapidly growing applied field and research community on climate security has emerged.     Abstract: When U.S. war resisters turned to Canada as refuge during the Vietnam War and the Afghanistan/Iraq Wars, they not only hoped to forestall deployment to a combat zone but also to build new lives and make a new home abroad. In her empirical study, Sarah J. Grünendahl explores and juxtaposes how well the two war resister 'generations' have been able to establish themselves after all and to what extent they partake in Canadian society. The comparison is instructive for migration and refugee studies altogether: The war resisters in the sample, unlike many other migrant populations, did not have to contend with language and cultural barriers in their destination country, given similarities between the United States and Canada. Sarah J. Grünendahl's research thus allows for an analysis of the effects of residency on migrants' adaptation and participation in the receiving society, isolated from these two common barriers. Further, the study sheds light on how refugees and non-citizens can employ civic engagement to claim a place for themselves and overcome societal exclusion. About the author Sarah J. Grünendahl is research assistant at the Faculty of Social Sciences and Cultural Studies at the University of Applied Sciences Düsseldorf and earned her doctorate in Political Science at the University of Siegen. Her research interests include migration and refugee studies, the effects of legal status on migrants' incorporation, and the nexus between societal participation, place (attachment) and identity.

    Abstract: In the last decades, violent non-state actors (VNSAs) such as rebel and terrorist organizations have proved their capacity to break international law. The international community, particularly the United Nations (UN), has reacted to this development by redirecting its conflict resolution efforts to these non-state entities. This has turned targeted sanctions into one of the most vital and indispensable foreign policy tools available to the UN Security Council in combating terrorism and contributing to the peaceful resolution of (intra-state) conflicts. Despite the UN Security Council’s growing tendency to sanction VNSAs, there has been little research analyzing the effects of UN targeted sanctions on these non-government actors. This book seeks to fill this gap and shifts the focus on non-state actors by ascertaining the general mechanisms through and conditions under which UN targeted sanctions imposed on VNSAs tend to be effective. The tripartite empirical analysis combining quantitative and qualitative research methods demonstrates that the state-centric understanding of how sanctions work is not simply applicable to the effective sanctioning of violent non-state actors such as rebel and terrorist movements. About the author Christopher Huber is a Research Fellow associated with the GIGA German Institute for Global and Area Studies in Hamburg. His research focuses on international sanctions, counterterrorism and religious conflicts.

    Abstract: Constitutional bargains are seen as cornerstones of democratic transitions in much of the world. Yet very few studies have theorized about the link between constitution-making and democratization. Shifting the focus on democratization away from autocratic regime break down, this book considers the importance of inclusive constitution-building for democratization. In this pathbreaking volume, Tofigh Maboudi draws on a decade of research on the Arab Spring to explain when and how constitutional bargains facilitate (or hinder) democratization. Here, he argues that constitutional negotiations have a higher prospect of success in establishing democracy if they resolve societal, ideological, and political ills. Emphasizing the importance of constitution-making processes, Maboudi shows that constitutions can resolve these problems best through participatory and inclusive processes. Above all, The 'Fall' of the Arab Spring demonstrates that civil society is the all-important link that connects constitutional bargaining processes to democratization.

    Abstract: There are so many roadblocks in Central Africa that it is hard to find a road that does not have one. Based on research in the Democratic Republic of Congo (DRC) and the Central African Republic (CAR), Peer Schouten maps more than a thousand of these roadblocks to show how communities, rebels and state security forces forge resistance and power out of control over these narrow points of passage. Schouten reveals the connections between these roadblocks in Central Africa and global supply chains, tracking the flow of multinational corporations and UN agencies alike through them, to show how they encapsulate a form of power, which thrives under conditions of supply chain capitalism. In doing so, he develops a new lens through which to understand what drives state formation and conflict in the region, offering a radical alternative to explanations that foreground control over minerals, territory or population as key drivers of Central Africa's violent history

    Abstract: This Element details how elites provide policy concessions when they face credible threats of revolution. Specifically, the authors discuss how the Bolshevik Revolution of 1917 and the subsequent formation of Comintern enhanced elites' perceptions of revolutionary threat by affecting the capacity and motivation of labor movements as well as the elites' interpretation of information signals. These developments incentivized elites to provide policy concessions to urban workers, notably reduced working hours and expanded social transfer programs. The authors assess their argument by using original qualitative and quantitative data. First, they document changes in perceptions of revolutionary threat and strategic policy concessions in early inter-war Norway by using archival and other sources. Second, they code, for example, representatives at the 1919 Comintern meeting to proxy for credibility of domestic revolutionary threat in cross-national analysis. States facing greater threats expanded various social policies to a larger extent than other countries, and some of these differences persisted for decades

    Abstract: Der Sammelband zieht eine erste und zugleich umfassende politikwissenschaftliche Bilanz der vierten Regierung Merkel aus CDU/CSU und SPD.     Abstract: Bastian Strobel beschäftigt sich in diesem Buch mit dem Verhältnis von Politik und Verwaltung im Nationalsozialismus und im SED-Regime. Auf Basis des in der Verwaltungswissenschaft gut etablierten Konzepts der Verwaltungspolitisierung untersucht er beide Systeme im Rahmen von Einzelfallstudien sehr detailliert. Der Vergleich der beiden Regime zeigt, dass sich die Vorgehensweise der NSDAP und der SED bezüglich der Politisierung des jeweiligen Verwaltungspersonals in vielen Punkten gleichen, beide Parteien jedoch auch eigene Akzente gesetzt haben und sich einige Entwicklungen unterscheiden. Der Autor Bastian Strobel ist Referent bei IT.NRW, dem Statistischen Landesamt des Landes Nordrhein-Westfalen. Zuvor war er wissenschaftlicher Mitarbeiter am Fachgebiet Public Management der Universität Kassel. Seine Forschungsschwerpunkte sind das Verhältnis von Politik und Verwaltung in Autokratien und die Untersuchung von Verwaltungseliten in Deutschland seit dem Kaiserreich.

    Abstract: Public opinion polls have become increasingly prominent during elections, but how they affect voting behaviour remains uncertain. In this work, we estimate the effects of poll exposure using an experimental design in which we randomly assign the availability of polls to participants in simulated election campaigns. We draw upon results from ten independent experiments conducted across six countries on four continents (Argentina, Australia, Canada, New Zealand, the United Kingdom, and the United States) to examine how polls affect the amount of information individuals seek and the votes that they cast. We further assess how poll effects differ according to individual-level factors, such as partisanship and political sophistication, and the content included in polls and how it is presented. Our work provides a comprehensive assessment of the power of polls and the implications for poll reporting in contemporary elections

    Abstract: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice
