The report finds that Russia has made significant improvements in its business environment and has signed investment and double taxation treaties with a number of countries. Nevertheless, the Russian Federation has attracted relatively little FDI and has experienced large-scale capital flight. The report recommends further reforms that are needed.

    Abstract: OECD Environment Ministers agreed in 2001, on an ambitious Environmental Strategy for the first decade of the 21st century. The strategy sets out clear directions for environmentally sustainable policies and includes these key objectives: maintaining the integrity of ecosystems through the efficient management of natural resources; decoupling environmental pressures from economic growth; improving information for decision-making; measuring progress through indicators; the social and environmental interface; enhancing the quality of life; global environmental interdependence; improving governance and co-operation. Asimismo, analiza el sistema en términos de su impacto económico, social y político. Esta revisión está basada en la permanente cooperación con las economías no miembros de todo el mundo.     Abstract: Dans de nombreux pays de l'OCDE, les zones métropolitaines sont morcelées en diverses unités territoriales qui ne correspondent pas à la zone géographique plus large où se posent les problèmes économiques et sociaux. Si le déséquilibre qui en découle n'est pas un phénomène nouveau, le morcellement apparaît de plus en plus comme une des causes majeures des dysfonctionnements des grandes villes comme les disparités fiscales internes, l’étalement urbain et la polarisation spatiale qui constituent à leur tour un obstacle à la compétitivité. Ce rapport examine le cas de la région métropolitaine de Montréal qui a connu l'une des plus audacieuses réformes institutionnelles parmi les pays de l'OCDE. D'un côté, on a procédé à des fusions de municipalités pour créer deux nouvelles villes : Montréal et Longueuil. De l'autre, la grande région économique fonctionnelle s'est dotée d'une nouvelle structure, la Communauté métropolitaine de Montréal, représentant 63 municipalités. Ces réformes institutionnelles constituent une occasion appréciable de relever le défi de la compétitivité de Montréal. Certains aspects du nouveau cadre de gouvernance métropolitaine demandent cependant à être consolidés, en particulier en ce qui concerne la clarification des compétences, des responsabilités et des ressources fiscales. La rationalisation des structures institutionnelles et des ressources fiscales ne sera toutefois pas suffisante. La mise en œuvre, et pas seulement l’élaboration, d’une stratégie économique globale pour toute la région métropolitaine constituera pour Montréal le principal défi à relever dans les années à venir. L’Examen Territorial de Montréal s’inscrit dans un programme plus vaste d’examens territoriaux nationaux et thématiques, menés par le Comité des Politiques de Développement Territorial de l’OCDE. L’objectif général des examens territoriaux est de fournir des recommandations pratiques aux gouvernements dans trois domaines: la gouvernance à plusieurs niveaux, le développement durable aux échelons régional et local, et les réseaux régionaux au service de la compétitivité.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure of chemicals to the sediment-dwelling larvae of the freshwater dipteran Chironomus sp. First instar chironomid larvae are exposed to at least five concentrations of the test chemical in sediment - water systems. The test substance is spiked into the sediment and first instar larvae are subsequently introduced into test beakers in which the sediment and water concentrations have been stabilised. Chironomid emergence and development rate is measured at the end of the test. The maximum exposure duration is 28 days for C. riparius, C. yoshimatsui, and 65 days for C. tentans. The limit test corresponds to one dose level of 1000 mg/kg. Larval survival and weight may also be measured after 10 days if required (using additional replicates as appropriate). The study report should include the development time and the total number of fully emerged midges (sex and number are recorded daily), the observation of any abnormal behaviour the number of visible pupae that have failed to emerge and any egg masses deposition. The data are analysed either by using a regression model in order to estimate the concentration that would cause x % reduction in emergence or larval survival or growth, or by using statistical hypothesis testing to determine a NOEC/LOEC.

    Abstract: Following the deep recession in the early 1990s growth has been strong, but the scope for economic catch-up remains considerable and cross-country empirical evidence suggests that enhancing competition is an important means of achieving this. Structural reforms to strengthen competition in the early 1990s did boost growth and were also ahead of similar developments in the EU. However, indicators suggest that relatively weak competition remains in a number of sectors. Moreover, potential competition is reduced by a sparse population and relative long distances to large markets, which together with the prevalence of local monopolies and public ownership in many network industries, point to the need for greater vigilance to sustain and promote competition. This paper examines the cases of four case countries: India, Kenya, Sudan and Tunisia. In each of these case studies, the status of women has been analysed along with the reforms that have been implemented to improve it. Comparisons between the four countries have brought to light several obstacles to change in the institutional framework such as age-old traditions, religion, economic interests and parliamentary opposition.     Abstract: Monitoring changes in public awareness and attitudes in rich countries towards aid and other international development policy issues is extremely difficult: due to lack of systematic polling or monitoring, there is no reliable, comparable data across DAC member countries. This paper suggests a way to address this problem: a common questionnaire for all DAC countries to use in their national surveys, centred on the Millennium Development Goals. It sums up the process that led to the setting up of this questionnaire, provides a short analysis of the main methodological issues and brings together three versions, respectively for face-to-face, phone or mail processing. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Cet examen présente un panorama du secteur de la S-T en Bulgarie et de ses liens avec l’enseignement. Il traite de divers thèmes au nombre desquels : La législation. Elle a pour objectif d’apporter sa contribution aux débats, notamment ceux concernant l’accès au marché des produits non agricoles, à l’OMC ou dans d’autres instances. L’étude a révélé que le recours aux contingents et aux prohibitions est moins souvent motivé par des raisons économiques, mais que la plupart des pays intègrent des interdictions à leurs cadres réglementaires afin de protéger la santé et la sécurité humaine ou l’environnement, tendance qui semble s’accentuer. Les négociants tireraient avantage de mesures plus transparentes à cet égard. Par ailleurs, il existe des interdictions d’importation qui entravent le commerce international des biens usagés et dont les particularités et la pertinence en termes d’efficacité réglementaire mériteraient d’être examinée de plus près.

For the design of Montbrillant, the Geneva authorities promoted specific integrated concepts; to verify to what extent these were successfully incorporated into the building, the author contacted the school’s users, i.e. its management, administrative and technical staff, teachers, and students. Although their overall appreciation was positive, the users expressed dissatisfaction with many aspects of the facilities as described below.

Most-Favoured-Nation (MFN) clauses link investment agreements by ensuring that the parties to one treaty provide treatment no less favourable than the treatment they provide under other treaties in areas covered by the clause. MFN clauses have thus become a significant instrument of economic liberalisation in the investment area. Moreover, by giving the investors of all the parties benefiting from a country’s MFN clause the right, in similar circumstances, to treatment no less favourable than a country’s closest or most influential partners can negotiate on the matters the clause covers, MFN avoids economic distortions that would occur through more selective country-by-country liberalisation.     Abstract: The Vietnamese economy was in the doldrums in the 1980s and until a certain progress had been made in the context of Doi Moi there was little incentive for businesses to invest. The following reasons are commonly given for the sluggish economic activity: a lack of appropriate infrastructure (causing market disconnectedness even within the country); weak links to the world market; a shortage of skilled labour and managerial capacity; and an inefficient or business unfriendly public administration. ODA to Vietnam was allocated in such a way as to remedy these obstacles and the donors’ well designed strategies are seen as a major factor behind the success of ODA.     Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Abstract: This paper provides estimates of the implicit fiscal assets as well as of the evolution over time of fiscal costs and revenues related to tax-favoured retirement saving regimes in 17 OECD countries, taking into account current and future contributions, asset accumulation and withdrawals, all of which will be strongly influenced by future demographic developments. The main results show that in the case where tax incentives are assumed to lead essentially to saving diversion rather than creation, the net budgetary cost of tax-favoured schemes would remain large, despite the sharp rise in revenues collected from withdrawals as population ages. To address this issue, a small general equilibrium model with long-run neoclassical and short-run neo-Keynesian features is calibrated to replicate the key properties of the US economy (as in the US Fed’s FRB-US model).     Abstract: International, bilateral and regional agreements have proliferated in the last ten years to twenty years and new ones are still being negotiated. It is thus virtually certain that for some more time to come international investment disciplines will continue to co-exist side by side with different terms and sets of parties, and various degrees of overlap. It is therefore important to understand how these agreements would continue to interact and how their overlaps and differences could be managed in a harmonious way. The present study, with due regard to the complexity of the issues, seeks to increase the level of understanding of the relationships between international investment disciplines, drawing on an analysis of key international investment agreements (IIAs) and OECD’s experience with the relationship between its own instruments and other relevant agreements.1 The study is organised as follows.
