L’étude est axée sur quatre orientations largement préconisées : supprimer les restrictions explicites du commerce et de l’IDE ; promouvoir la concurrence intérieure ; améliorer la réactivité du marché du travail ; mettre en place des équipements infrastructurels de niveau approprié. L’analyse, qui couvre l’IDE et les échanges de biens et services, s’efforce de rendre compte des principaux mécanismes de mondialisation et de traiter la plupart des modes de fourniture de services transfrontières. En dépit d’une libéralisation généralisée ces deux dernières décennies, il apparaît possible de réduire encore les obstacles de politique économique à l’intégration des marchés de l’OCDE. La décentralisation peut contribuer au renforcement du processus démocratique, permettre aux collectivités territoriales d'adapter l'offre de services publics aux préférences locales et introduire de la concurrence entre localités, permettant ainsi d'améliorer l'efficience du secteur public. La décentralisation peut néanmoins générer des pertes d'efficacité, rendre difficile la mise en place de politiques redistributives et compliquer la mise en oeuvre de politiques macroéconomiques cohérentes. Du côté des dépenses, la décentralisation peut être sous-optimale dès lors que sont importants les économies d'échelle et les effets de « spillover » géographique – effets fréquents car peu de biens publics sont des biens purement locaux par nature.     Abstract: This study presents an empirical analysis of the extent to which stronger intellectual property rights promote international technology transfer through licensing activities. The analysis focuses on licensing activities of U.S. multinationals as well as on international licensing alliances between firms in developing and developed nations. Both aggregate level data and firm level data are examined. The study provides general support for the proposition that the strengthening of intellectual property rights - as measured by selected indicators - has had a net positive effect on technology transfer via licensing during the 1990s. The general implication of this study for developing economies is that IPR reform should be one part of a general strategy for promoting economic development in combination with other complementary policy reforms. In particular, patent rights and effective enforcement can be instrumental in enabling firms in developing nations to access and exploit technologies and know-how through licensing agreements with parties in developed nations. Overall, the analysis presented here indicates that where developing countries have moved to address weaknesses in these areas in recent years, they have tended to experience enhanced access to technology through licensing.

Focus is mainly on entitlement programmes, where take-up reflects both decisions of eligible individuals to apply for benefits and the accuracy of administrative decisions as to whether these individuals should get the benefit in question or not. Estimates of the extent of take-up of welfare benefits are based on a variety of approaches, and typically combine both administrative and survey data.     Abstract: La baisse substantielle des taux d’épargne privée observée dans plusieurs pays de l’OCDE durant la fin des années 90 a coïncidé dans bien des cas avec une forte hausse de la richesse financière nette des ménages. Ce phénomène a été interprété par plusieurs analystes comme indiquant que la forte augmentation des valeurs mobilières et immobilières durant cette période avait été traitée par les ménages comme une hausse permanente de la richesse, entraînant une baisse non soutenable de l’épargne, et faisant ainsi surgir la crainte d’un éventuel effet de richesse négatif. À l’aide de techniques d’estimation pour un panel d’équations dynamiques, cette étude examine les principaux déterminants de l’épargne privée pour un échantillon de 15 pays de l’OCDE et constate que la baisse de l’épargne observée après 1995 peut être largement expliquée par des déterminants fondamentaux autres que la richesse financière, y compris en période hors échantillon. Parmi ces déterminants, c’est la hausse de l’épargne publique qui a contribué le plus à la désépargne privée entre 1995 et 2000. In response to the Doha Declaration by WTO Ministers (November 2001), the OECD intensified its efforts, focussing on the topics suggested in Paragraphs 23-25 of the Declaration, i) core principles of non-discrimination, transparency and procedural fairness; ii) effective action against hard core cartels; iii) special and differential treatment/flexibility and progressivity; iv) voluntary co-operation in competition law; v) peer review and other possible compliance mechanisms: vi) capacity building and progressive reinforcement of competition institutions. This paper presents a synthesis of the work that has been done on each of these topics by the OECD Joint Group on Trade and Competition and the Competition Committee.     Abstract: This study has two components: identification of concrete examples of services exports by developing countries, and quantitative studies on the gains from services liberalisation. While the study is by no means comprehensive, and is subject to many limitations, two fundamental findings emerge. The first of these findings, documented in Part I of the study, is that there is clear evidence that developing countries have important service sector export interests beyond mode 4 (temporary movement of services supplying personnel), being global or regional players in sectors such as business services (out-sourcing), port and shipping services, audiovisual services, telecommunications, construction services and health services. The second of these findings, documented in Part II of the study, is that for most countries, including many developing countries, export-related gains from services liberalisation are neither the only nor the largest basis of expected gains. A large portion of benefits from services liberalisation derive, not from seeking better market access abroad, but from the increased competitiveness and efficiency of the domestic market. Together, the study’s two findings underscore the potential benefits of services liberalisation, both for developed and for developing countries.

    Abstract: Donor agencies and policy makers tend to agree that increased access of women to education, health, credit, formal legal rights and employment opportunities, in conjunction with economic growth, will substantially improve the socio-economic role of women in developing countries. This paper challenges that view. It argues that these measures might not be sufficient if the institutional framework within a country constrains women from participating in economic activities. It finds that social institutions — laws, norms, traditions and codes of conduct — constitute the most important single factor determining women’s freedom of choice in economic activities. They have not only a direct impact on the economic role of women but also an indirect one through women’s access to resources like education and health care. The key objective is to help officials of WTO Members in both gaining a greater insight into the particular issues of importance in the legal services sector and how they might be approached in the negotiations. While only modest liberalisation of legal services trade was achieved during the Uruguay Round, the current negotiations offer the opportunity to achieve greater levels of liberalisation, which may lead to significant economic benefits to all countries. In addition, the peculiar characteristic of legal services is that the potential downsides stemming from liberalisation — both in terms of market failures to achieve social objectives and of the displacement of local suppliers — are likely to be less significant in these services.

    Abstract: Natural disasters (droughts, earthquakes, epidemics, floods, wind storms) damage wellbeing, both in their immediate and long-term aftermath, and because the insecurity of exposure to disasters is in itself harmful to risk-averse people. As such, mitigating and coping with the risk of natural disasters is a pressing issue for economic development. This paper provides a conceptual framework for understanding natural disasters. Disasters, which imply tragic human costs, are distinguished from hazards, which are events like earthquakes or flooding: hazards only translate into disasters when societies are vulnerable to them. Consequently international development policy can play a role in reducing the costs of disasters by addressing vulnerability. This paper examines the cases of four case countries: India, Kenya, Sudan and Tunisia. In each of these case studies, the status of women has been analysed along with the reforms that have been implemented to improve it. Comparisons between the four countries have brought to light several obstacles to change in the institutional framework such as age-old traditions, religion, economic interests and parliamentary opposition. Where there are important initial obstacles, the government’s room for manoeuvre is limited, particularly in the short-term since magistrates, administrations, media and families often endeavour to postpone the application of new, more inclusive, laws.     Abstract: Educational systems worldwide still continue to rely heavily on public sources of funding. Nearly 80% of the expenditure on higher education comes from public sources in OECD countries; the share is even larger in developing countries. There is a concerted effort in many countries to reduce the reliance on state funding and move towards market-friendly reforms. This involves adjustment in the macro-policy framework to induce change at the institutional level. Institutional changes could be brought about either by relying on “mandates” or on “rewards”. Mandates demand a particular form of institutional behaviour that is accompanied by the threat of punishment for a failure to comply. Rewards, on the other hand, provide incentive and motivation to change. Both rewards and incentives become effective when public policy provides a choice in behavioural changes at the institutional level. The motivation for a change of behaviour will depend on the level of performance that conditions a reward on the one hand and on the expectation for obtaining a reward, on completion of the task, on the other. In general, mandates are more easily complied with when institutions are struggling to survive, whereas incentives and rewards are preferable when institutions are striving to revive and grow.     Abstract: This Test Guideline is designed to be used for assessing the effects of chemicals on the reproductive output of the enchytraeid worm, Enchytraeus albidus Henle 1873, in soil. Adult enchytraeid worms are exposed to a range of concentrations of the test substance mixed into an artificial soil. Ten worms are randomly allocated to each test vessel. A range-finding test should be used, for two weeks, in case of no sufficient information. The duration of the definitive test is six weeks. At the end the total number of juveniles produced by parent animal and the survival of parent animals are assessed. The limit test corresponds to one dose level of 1000 mg/kg. The study report should include the adult morphological changes, the number of offspring. The reproductive output of the animals exposed to the test substance is compared to that of the control(s) in order to determine the no observed effect concentration (NOEC) and/or ECx by using a regression model to estimate the concentration that would cause a x % reduction in reproductive output. The test concentrations should bracket the ECx so that the ECx then comes from interpolation rather than extrapolation.

    Abstract: In its present borders, Bosnia-Herzegovina was created on 25 November 1943 at a session of Tito’s Communist Party, the winning party after the Second World War. After the Socialist Federal Republic of Yugoslavia was created in 1945, Bosnia-Herzegovina existed as one of its six republics for nearly 50 years. In the early 1990s, the events in former Yugoslavia and consequently in Bosnia-Herzegovina started to multiply at a dramatic speed. After the referendum, which was boycotted by the majority of the Bosnian Serbs and endorsed by Bosniaks and the Bosnian Croats, Bosnia-Herzegovina declared independence on 1 March 1992, but the existence of the newly proclaimed state was short – the war started the following month. The beginning of the war in Bosnia-Herzegovina saw two sides at war with each other: on one side were Bosnian Croats and Bosniaks and on the other Bosnian Serbs. However, throughout 1993, Bosnian Croats and Bosniaks fought also heavily with each other. In March 1994, under U.S. pressure, fighting between Bosniaks and Croats ended, with the two sides agreeing to establish a federation on the territory they controlled (the ‘Washington Agreement’).     Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis. D’ici 2007, les examens des 30 autres pays seront réalisés.

    Abstract: Until recently, an unemployed person in Sweden who participated in an active labour market programme earned entitlement to a further 60 weeks of unemployment insurance (UI) benefits. A "carousel" effect - cycling between periods of open unemployment and participation in active programmes - increasingly seen came to be seen as a factor making the active programmes less effective in promoting the transition to ordinary work. Following policy reforms in 2000 and 2001, participation in a programme no longer generates new UI entitlements. En Bulgarie, le secteur des sciences et de la technologie reflète bon nombre des difficultés économiques et sociales que rencontre le pays dans son ensemble. Il souffre d’un manque chronique de moyens financiers et a mis du temps à moderniser son appareil de recherche fondamentale. Faute d’une politique cohérente à long terme dans le domaine scientifique et technologique, ces insuffisances se trouvent accentuées. Malgré ces lacunes, l’examen montre que la Bulgarie possède le potentiel humain et scientifique nécessaire à la mise en place d’un système efficace de S-T qui peut considérablement contribuer au développement économique national. Prices are regulated, exports are monopolised and the domestic market is dominated by a state-controlled, vertically integrated monopolist, OAO Gazprom. Gazprom combines commercial and regulatory functions, and maintains tight control over the sector’s infrastructure and over information flows within it. The sector as it is currently constituted is highly unlikely to be able to sustain sufficient output growth to satisfy both rising export commitments and domestic demand. There is significant potential for accelerating the growth of non-Gazprom production and making gas supply in Russia more competitive, but this will require fundamental reform.     Abstract: The Vietnamese economy was in the doldrums in the 1980s and until a certain progress had been made in the context of Doi Moi there was little incentive for businesses to invest. The following reasons are commonly given for the sluggish economic activity: a lack of appropriate infrastructure (causing market disconnectedness even within the country); weak links to the world market; a shortage of skilled labour and managerial capacity; and an inefficient or business unfriendly public administration. ODA to Vietnam was allocated in such a way as to remedy these obstacles and the donors’ well designed strategies are seen as a major factor behind the success of ODA. National ownership, an important feature of ODA programmes, has mostly been strong in ODA to Vietnam.     Abstract: Across OECD countries, governments, policy makers and university managers are examining the future of higher education and questioning the role of educational research. These discussions are taking place against the backdrop that knowledge production and the contribution of higher education to the economy and the prestige and standing of nations is rapidly transforming the once benign higher education system into a competitive market place. Moreover, many governments believe the existing system of funding and/or organisation is no longer sustainable. Should research funding be spread equitably across many institutions or should only a few concentrate on research and the rest focus on teaching and training? If massification was a major force on higher education in OECD countries in the latter half of the 20th century, then competition driven in part by institutional research capacity is playing a similar role in the early 21st century. These forces are influencing in a very directive way how individual institutions are organising and managing themselves. This article looks at the specific challenges faced by new and emerging higher education institutions of growing research from a “fragile base”.     Abstract: Dans les pays de l’OCDE, pouvoirs publics, décideurs et gestionnaires universitaires s’intéressent à l’avenir de l’enseignement supérieur et s’interrogent sur le rôle de la recherche dans le cadre de l’enseignement. Le débat s’inscrit dans un contexte marqué par le fait que la production de savoir et la contribution de l’enseignement supérieur à l’économie, au prestige et au statut d’un pays sont en train de transformer rapidement le système d’enseignement supérieur : le laisser-faire cède la place à la concurrence du marché. De nombreux gouvernements sont par ailleurs convaincus que le système actuel de financement et d’organisation ne pourra pas perdurer. Le financement de la recherche doit-il se répartir équitablement entre les différents établissements ou bien faut-il au contraire que seuls certains établissements se concentrent sur la recherche, les autres se consacrant à l’enseignement et à la formation ? Si au cours de la seconde moitié du XXe siècle la massification a imposé sa logique à l’enseignement supérieur dans les pays de l’OCDE, c’est désormais la concurrence, liée en partie à la capacité de recherche, qui joue un rôle analogue au début de ce XXIe siècle. Cette logique pèse de manière assez marquée sur le mode d’organisation et de gestion des établissements. L’article examine les défis spécifiques que doivent relever les établissements d’enseignement supérieur récents ou en cours de création pour développer leur activité de recherche à partir d’une base « fragile ».     Abstract: The in vivo percutaneous absorption study set out in this Test Guideline provides the linkage necessary to extrapolate from oral studies when making safety assessments following dermal exposure. The in vivo method, described in this guideline, allows the determination of the penetration of the test substance through the skin into the systemic compartment. The test substance, preferably radiolabelled, is applied, for a fixed period of time, to the clipped skin of animals at one or more appropriate dose levels in the form of a representative in-use preparation. The rat is the most commonly used species. At least four animals of one sex should be used for each test preparation and each scheduled termination time. A known amount of the test preparation is evenly applied to the site. This amount should normally mimic potential human exposure, typically 1-5 mg/cm² for a solid or up to 10 µl/cm² for liquids. A relevant exposure period (typically 6 or 24 hours) should be used, based on the expected human exposure duration. The animals should be observed for signs of toxicity/abnormal reactions at intervals for the entire duration of the study. This study includes: daily measurements (excreta), regular detailed observations, as well as sacrifice at the scheduled time and blood collected for analysis.

The creation of a quasi-market arrangement is not a simple choice for government. This paper underscores the difficulties and discusses design options. La méthode in vivo, décrite dans cette Ligne directrice, permet la détermination de la pénétration de la substance d'essai à travers la peau dans le compartiment systémique. La substance d'essai, de préférence radiomarquée, est appliquée, pendant une période fixe, sur la peau rasée des animaux à un ou plusieurs niveaux de dose appropriés, sous la forme d’une préparation d’usage représentative. Le rat est l’espèce généralement la plus utilisée. Au moins quatre animaux d'un sexe devraient être employés pour chaque préparation d'essai et chaque durée prévue. Une quantité connue de la préparation d'essai est appliquée. Cette quantité devrait normalement imiter l'exposition humaine potentielle, en général de 1-5 mg/cm² pour un solide ou jusqu'à 10 µl/cm² pour des liquides. Une période d'exposition de référence (en général 6 ou 24 heures) devrait être employée, en fonction de la durée éventuelle de l’exposition humaine. Les signes de la toxicité et les réactions anormales sont observés par intervalles pour la durée entière de l'étude. Cette étude inclut des mesures quotidiennes (excrétions), des observations détaillées régulières, de même que l’euthanasie à un moment donné et des prélèvements sanguins pour analyse.

    Abstract: OECD countries are attaching rising importance to lifelong learning and active employment policies as tools of economic growth and social equity. Effective information and guidance systems are essential to support the implementation of these policies, and all citizens need to develop the skills to self-manage their careers. Yet there are large gaps between these policy goals and the capacity of national career guidance systems. Based upon a review conducted in 14 OECD countries, this publication explores how these gaps might be narrowed. It advocates improved national co-ordination arrangements and greater attention to research and data collection to inform policy makers. It also promotes the development of improved and more specialised training programmes for practitioners and the creation of more specialised career guidance organisations for the delivery of services.
