    Abstract: Strange as it may seem, Cervantes’s novel Don Quixote , Marc Forster’s film Stranger than Fiction , Shakespeare’s play A Midsummer Night’s Dream , Pere Borrell del Caso’s painting “Escaping Criticism” reproduced on the cover of the present volume and Mozart’s sextet “A Musical Joke” all share one common feature: they include a meta-dimension. Metaization – the movement from a first cognitive, referential or communicative level to a higher one on which first-level phenomena self-reflexively become objects of reflection, reference and communication in their own right – is in fact a common feature not only of human thought and language but also of the arts and media in general. However, research into this issue has so far predominantly focussed on literature, where a highly differentiated, albeit strictly monomedial critical toolbox exists. Metareference across Media remedies this onesidedness and closes the gap between literature and other media by providing a transmedial framework for analysing metaphenomena. The essays transcend the current notion of metafiction, pinpoint examples of metareference in hitherto neglected areas, discuss the capacity for metaization of individual media or genres from a media-comparative perspective, and explore major (historical) forms and functions as well aspects of the development of metaization in cultural history. Stemming from diverse disciplinary and methodological backgrounds, the contributors propose new and refined concepts and models and cover a broad range of media including fiction, drama, poetry, comics, photography, film, computer games, classical as well as popular music, painting, and architecture. This collection of essays, which also contains a detailed theoretical introduction, will be relevant to students and scholars from a wide variety of fields: intermediality studies, semiotics, literary theory and criticism, musicology, art history, and film studies

    Abstract: This volume focuses on a previously under-researched area, namely exile in and from Czechoslovakia in the years prior to the Second World War as well as during the wartime and post-war periods. The study considers, firstly, the refugees from Germany and Austria who fled to Czechoslovakia during the 1930s; secondly, the refugees from Czechoslovakia, both German and Czech-speaking, who arrived in Britain in or around 1938 as refugees from Fascism; and thirdly, those who fled from Communism in 1948. From a variety of perspectives, the book examines the refugees' activities and achievements in a range of fields, both on a collective and an individual basis. The volume will be of interest to scholars and students of twentieth century history, politics and cultural studies as well as those involved in Central European Studies and Exile Studies. It will also appeal to a general readership with an interest in Britain and Europe in the 1930s and 1940s

    Abstract: Comment réglementer les aéroports de façon à limiter leur pouvoir de marché ? Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: Cette publication de la série Tables Rondes examine les défis stratégiques et réglementaires que pose l’évolution rapide de l’environnement portuaire. L’innovation technologique et organisationnelle, ainsi qu’une très forte expansion des échanges, ont en effet radicalement transformé le secteur portuaire au cours des dernières décennies. Bien que les ports desservent aujourd’hui des arrière-pays qui s’étendent profondément à l’intérieur des continents, la concurrence interportuaire ne cesse de s’intensifier, affaiblissant le pouvoir de négociation des ports dans la chaîne logistique. L’accroissement du débit portuaire se heurte à une résistance de plus en plus forte des collectivités locales en raison de la pollution et de la congestion qu’il entraîne. La réglementation locale est justifiée, mais sa mise en œuvre est compliquée par la répartition du pouvoir de négociation entre les parties prenantes. Des autorités d’un niveau plus élevé seraient en mesure de formuler des politiques plus efficaces.

    Abstract: Productivity measurement and analysis are the main topics addressed in this book, which brings together contributions presented and discussed in two international workshops organized by the Statistics Directorate and the Directorate for Science, Technology and Industry (DSTI) of the OECD. The first workshop was organised jointly by the OECD with Fundaccion BBVA and the Instituto Valenciano de Investigaciones Económicas and held in Madrid in October 2005, and the second one was organized jointly by the OECD and the Swiss Federal Statistical Office and the State Secretary for Economic Affairs of Switzerland and held in Bern in October 2006. The two workshops brought together representatives of statistical offices, central banks and other branches of government in OECD countries that are engaged in the analysis and the measurement of productivity developments at aggregate and industry levels.

    Abstract: This is the first major publication in the West to study modernity and its impact on contemporary Tibet.     Abstract: The OECD DAC Handbook on Security System Reform: Supporting Security and Justice provides guidance to operationalise the 2005 DAC Guidelines, Security System Reform and Governance, and closes the gap between policy and practice. It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Abstract: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

    Abstract: "Immortal Austria was the title of a theatrical pageant devised by Austrian refugees in wartime London. This volume contains various studies of the representations of their homeland in the cultural production of Austrian exiles; including those projected by emigres working in the British film industry, those portrayed in the historical novel and in the literary works of such notable authors as Stefan Zweig, Elias Canetti and Robert Neumann. It opens with a survey of the make-up of the Austrian exile community and concludes with a study of attitudes to returning exiles, as reflected in the post-war literary journals.     Abstract: Declining fish stocks and expanding fishing fleets have combined with growing competition from aquaculture to put increased pressure on the fishing sector to adjust the size and nature of its operations in many countries. In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.

    Abstract: The areas of media and cultural policy offer a unique prism through which to understand wider processes of European integration. Questions of European identity, citizenship and community or polity-building clearly resolve themselves as questions of the (non- )emergence of a European 'communicative space'. At the same time, as a more specific area of policy study, the role which has or may be played by the European institutions themselves in the fostering of such a 'communicative space' raises questions as to both the effectiveness and the legitimacy of their interventions. This volume in the European Studies series brings fresh, interdisciplinary insight into this relatively understudied area, making the case for a renewed look at the trajectory of cultural and media policies in the EU. La Table Ronde a analysé les perspectives de voir l’offre de services infrastructurels guidée également par les prix de ces services. Elle a débattu des possibilités d’accroître les moyens mobilisables pour financer les investissements en infrastructures de transport et l’entretien de ces dernières en créant un quasi-marché des services d’infrastructures de transport. Le public a souvent l’impression que les redevances représentent une hausse déguisée de la taxation. Une tarification qui prend en compte l’usage des infrastructures (moyennant une redevance par unité de service) et certains critères pour accroître la capacité des infrastructures devrait corriger cette impression et favoriser ainsi l’acceptabilité politique de la tarification des infrastructures.

    Abstract: Agriculture is no longer the dominant sector in rural economies in OECD countries. But it is still the key sector in managing the land, and many ancillary industries are dependant on agriculture. Both agricultural and rural policy are changing to respond to society's concerns regarding food safety, food security, animal welfare, environmental protection and the viability of rural areas. These proceedings of the OECD Workshop on Coherence of Agricultural and Rural Development Policies examined these issues through thematic studies and country experiences. They find that rural is not synonymous with agriculture and agriculture is not always rural as much agricultural production occurs in peri-urban areas. The goals of agricultural and rural policies are different, but policy coherence is essential.

    Abstract: This publication reveals a number of interesting examples of innovative programmes using ICT that can increase access to learning out-of-school youths and adults. The papers show that ICT can be one way -- but by no means the only way -- to improve pathways to learning. It can do this by tailoring learning to the needs and preferred learning styles of the disadvantaged, and it can make learning more interesting by providing immediate feedback. A third message is that just as adult learning itself has been the under-funded and under-appreciated Cinderella of the formal learning spectrum, so the application of ICT within adult learning has tended to lag behind much of the rest of the education system. The present volume provides some cautionary remarks on the recent past and opens up some significant opportunities for the future.

    Abstract: Urban mindscapes are structures of thinking about a city, built on conceptualisations of the city’s physical landscape as well as on its image as transported through cultural representation, memory and imagination. This book pursues three main strands of inquiry in its exploration of these ‘landscapes of the mind’ in a European context. The first strand concerns the theory and methodology of researching urban mindscapes and urban ‘imaginaries’. The second strand investigates some of the representations, symbols and collective images that feed into our understanding of European cities. It discusses representations of the city in literature, film, television and other cultural forms, which, in James Donald’s phrase, constitute ‘archives of urban images’. The third and last section of the volume concentrates on the relationship between the collective mindscapes of cities, urban policy and the practice of city marketing

    Abstract: With a declining number of nuclear data evaluators in the world and an increasing demand for high-quality data, there is a risk that evaluators will concentrate on producing new nuclear data to the detriment of developing new models and methods for evaluating existing data. In this context, it is essential to identify the basic physics issues that are going to be important for future nuclear data evaluation processes. At the same time, demand for new types of data, which will be needed in emerging nuclear applications, could warrant new evaluation techniques that are presently only used in the context of fundamental research and not in nuclear data production. These proceedings present the main findings of the "Perspectives on Nuclear Data for the Next Decade" workshop, which explored innovative approaches to nuclear data evaluation with the aim of opening new perspectives, building new research programmes and investigating prospects for international collaboration.

    Abstract: The sheer volume of debt hanging over Asian companies suggests that corporate insolvency should remain a top policy concern. This conference proceedings presents reports from each country on the trends and developments in debt and credit risk since the 1997-1998 Asian financial crisis.
