    Abstract: To ensure the viability and competitiveness of agriculture and forestry and sustain rural livelihoods, it is critical to take stock of the impacts of climate change on rural sectors in Europe and Central Asia (ECA) countries and implement appropriate adaptive measures. The interactions between the weather-sensitive agriculture and forestry sectors, climate change, and the natural resource base are highly complex and deserve special attention. Globally, the increased frequency of heat stress, droughts and flooding events caused by climate change threaten to reduce crop yields and livestock productivity in many areas, while increased risks of fires and pest outbreaks will have negative consequences for forests. In this paper, the authors examine the exposure, sensitivity, and adaptive capacity of ECA agriculture to climate change, and provide recommendations for addressing the challenges of climate through adaptation. We have made use of the best available climate change projections to categorize countries in the region by likely agricultural sector impacts. We have also attempted to synthesize information from the literature on climate change adaptation in agriculture in order to identify the most relevant points for ECA countries, including options for technical, institutional and policy measures. Based on this initial assessment, there are plans to support World Bank clients in carrying out assessments and developing strategies at the country level in the near future

    Abstract: With a population of 16 million, Karachi is the largest megacity in Pakistan. Despite being a large city that is home to many, it has seen a substantial decline in quality of life and economic competitiveness in recent decades. Basic service delivery is very poor, with very low indicators for water supply, sanitation, public transport and public spaces. Pollution levels are high, and the city is vulnerable to disasters and climate change. A highly complex political economy, institutional fragmentation, land contestation, crime and security issues and social exclusion exacerbate these issues and make city management challenging.The Karachi City Diagnostic and Transformation Strategy attempts to present detailed data on the economy, livability and key urban services of the city, by identifying and quantifying the requirements to bridge the services gap in the city. It also proposes pathways towards the transformation of Karachi into a more livable, inclusive and economically competitive city by outlining policy actions that the city can undertake.The first part of the report provides an in-depth review of Karachi and is organized into three themes focused on key aspects of city management: (i) city growth and prosperity discussing city economy, competitiveness, business environment and poverty; (ii) city livability discussing urban and spatial planning, urban governance and municipal service delivery (water and sanitation, public transport and solid waste); and (iii) sustainability and inclusiveness discussing the city's long term resilience based on fiscal management, disaster resilience and climate change, and social inclusion. In each section, a diagnostic is provided on the issues, along with possible prioritized actions to resolve them.The second part of the report concludes by identifying four pillars for city transformation. Tres razones han sido planteadas anteriormente para explicar esta paradoja: (i) un mercado laboral que no traduce el aumento de la productividad en aumentos salariales; (ii) una economia interna con debiles encadenamientos intersectoriales; (iii) y un sector publico que ni gasta lo suficiente, ni particularmente bien, para reducir la pobreza. Ademas, el pais permanece mayormente expuesto a desastres naturales y choques exogenos que, si no se mitigan adecuadamente, pueden afectar la sostenibilidad del crecimiento a largo y mediano plazos. Esta obra conjuga varios analisis empiricos que exploran tres hipotesis complementarias que podrian ayudar a entender porque la Republica Dominicana, aun hoy, sigue experimentando altas tasas de crecimiento economico con reduccion limitada de la pobreza. La primera hipotesis trata de probar si el patron de rapido crecimiento economico con la pobreza persistente que se observa en la RD lo impulsa en parte una metodologia de la pobreza que no toma en cuenta la variacion de precios que claramente afecta los patrones de consumo de los hogares de ingresos bajo y aquellos de mejor posicion economica. Si se sostiene esa hipotesis, la RD puede enfrentar una situacion en la cual se subestiman los ingresos del hogar con respecto a los hogares en el extremo inferior de la distribucion. La segunda hipotesis intenta validar si el patron de especializacion en la RD podria ser tal que no favorece la mano de obra no calificada. Si se sostiene esa hipotesis, entonces el rendimiento del capital probablemente es mucho mayor que el rendimiento de la mano de obra lo que podria ser un indicio de que la RD ha tenido una ventaja comparativa en productos que son de uso intensivo de capital. La tercera hipotesis investiga si la pobreza y la desigualdad salarial en la RD se ven afectadas no solo por la inmigracion, sino tambien por la emigracion. El aporte del volumen, por tanto, descansa precisamente en ofrecer una exploracion mas cuidadosa de los asuntos especificos que giran en torno a explicaciones comunes para las deficiencias de la RD en reducir la pobreza de manera mas rapida

If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence

    Abstract: The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period.In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions.Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals

The Urbanization Review of the Democratic Republic of Congo argues that the country is urbanizing at different rates and identifies five regions (East, South, Central, West and Congo Basin) that present specific challenges and opportunities. The Urbanization Review proposes policy options based on three sets of instruments, known as the three 'I's - Institutions, Infrastructures and Interventions - to help each region respond to its specific needs while reaping the benefits of economic agglomerationThe Democratic Republic of the Congo is at a crossroads. The recent decline in commodity prices could constitute an opportunity for the country to diversify its economy and invest in the manufacturing sector. Now is an opportune time for Congolese decision-makers to invest in cities that can lead the country's structural transformation and facilitate greater integration with African and global markets.     Abstract: South Asia is particularly vulnerable to climate change. Most previous studies have focused on the projected impacts of sea-level rise or extreme weather - droughts, floods, heatwaves and storm surges. This study adds to that knowledge by identifying the impacts of long-term changes in the climate - rising temperatures and changes in precipitation patterns - on living standards. It does so by first building an understanding of the relationship between current climate conditions and living standards across South Asia. The study also identifies the set of climate models that are best suited for projecting long-term changes in climate across South Asia. This novel understanding of living standards and climate change is then combined to project impacts of long-term changes in climate on living standards in South Asia.The study finds that higher temperatures will reduce living standards for most of South Asia, with the severity impacts depending on future global greenhouse gas emissions. The study projects "hotspots", which are locations where long-term changes in climate will have negative impacts on living standards. Many hotspots are in locations that hitherto have not been identified as particularly vulnerable to climate change. Moreover, hotspots have distinguishing features that vary from country to country. This detailed assessment provides a mosaic of information that enriches our understanding of how climate change will impact people and which populations are most vulnerable. The report also provides guidance on the kinds of actions are most likely to reduce impacts of climate change in each country.The study is a major contribution to our understanding of how increasing temperatures and changing precipitation patterns interact with social and economic structures at a fine granular level across South Asia

    Abstract: China is aging at an unprecedented rate. Improvements in life expectancy and the consequences of the decades-old family planning policy have led to a rapid increase in the elderly population. According to the United Nations World Population Prospects, the proportion of older people age 65 and over will increase by about one-fourth by 2030, and the elderly will account for about one quarter of the total population by 2050. Population aging will not only pose challenges for elder care but also have an impact on the economy and all aspects of society (World Bank, 2016a).The government is aware of the need to develop an efficient and sustainable approach to aged care. To this end, the General Office of the State Council issued the 12th Five-Year Plan for the Development of Aged Care Services in China and the Development Plan for a System of Social Services for the Aged (2011-2015). It is now in the process of formulating the 13th Five-Year National Plan on Aging, which will further elaborate and finalize the reform roadmap for 2016 to 2020. The Plan is expected to be finalized and launched by June 2016. The National Development and Reform Commission (NDRC) helped draft these plans and is now leading the development of policy measures for the provision of social services for the elderly. This volume has been prepared to support the translation of the broad ideas on aged care provision expressed in the 12th and 13th Five-Year Plans and other government plans into reality and to help the government tackle the challenges described above. It strives to identify a policy framework that fits the Chinese context and can be put in place gradually. Specifically, it aims to provide an up-to-date understanding of the evolving aged care landscape in China; review international experiences in long-term care provision, financing, and quality assurance and assess their relevance to China's current situation; discuss implications of current developments and trends for the future of aged care in China; and propose policy options based on available evidence and best practices

    Abstract: The growing economic fissures in the societies of Europe and Central Asia between generations, between insiders and outsiders in the labor market, between rural and urban communities, and between the super-rich and everyone else, are threatening the sustainability of the social contract. The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo.There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens' aspirations for growth and equity
