    Abstract: A central element of the programme of work of the OECD’s Working Party on Private Pensions has been the development of principles of regulation and supervision and guidelines related to the maintenance and oversight of private pension plans and funds. This work has been done in conjunction with the International Network of Pension Regulators and Supervisors (INPRS). The guidelines set forth below specifically address the rights of pension plan members and beneficiaries, an especially vital aspect of any pension programme.     Abstract: This study, that investigates two specific types of quantitative restrictions, namely import prohibitions and quotas, is part of a broad reflection aimed at learning more about the nature and scope of non-tariff measures. The analysis reviews information on these measures contained in the WTO Trade Policy Reviews, WTO notifications and in various other trade reports. The objective of the report is to contribute to discussions, particularly on market access for non-agricultural goods, at the WTO, or elsewhere. The research revealed that the use of quotas and prohibitions for economic reasons has declined, but most countries use prohibitions as part of their regulatory frameworks for protecting human safety and health or the environment, and this tendency appears to be increasing. Traders would benefit from greater transparency of these measures. Also, there are import bans hampering the international trade in used goods, whose circumstances and appropriateness in terms of regulatory efficiency merit scrutiny.

    Abstract: This paper analyses the factors influencing the price of oil and its likely evolution over the next quarter century. It begins by investigating the fundamental forces shaping long-term oil price developments, highlighting the importance of growth-led demand for oil, particularly that emanating from fast-growing, energy-intensive developing countries, and the implications of increasingly geographically concentrated oil reserves. The paper presents oil price projections to 2030 and examines the sensitivity of the projections to the assumptions about growth and non-OPEC supply.     Abstract: Information and communications technology (ICT) has become a key driver of economic growth over the past decade. The rapid diffusion of the Internet, of mobile telephony and of broadband networks all demonstrate how pervasive this technology has become. But how precisely does ICT affect economic growth and the efficiency of firms? And how well can these effects be measured? This report provides an overview of the economic impact of ICT on economic performance, and the ways through which it can be measured. Using available OECD data, the first part of the book examines the available measures of ICT diffusion, the role and impact of ICT investment and the role of ICT-using and ICT-producing sectors in overall economic performance. The second part of the book offers nine studies for OECD countries, based on detailed firm-level data and prepared by researchers and statisticians from a wide range of OECD countries. These studies use a variety of methods and provide detailed insights on the effects of ICT in individual countries.

    Abstract: This report presents the first internationally comparable results to OECD's 2003 Programme for International Student Assessment (PISA) Survey of the educational performance of 15-year-olds in reading, mathematics, and science in 25 OECD countries. This year, the concentration was on mathematics. Beyond the examination of the relative standing of countries in mathematics, science and reading, the report also looks at a wider range of educational outcomes that include students’ motivation to learn, their beliefs about themselves, and their learning strategies. Furthermore, it examines how performance varies between the genders and between socio-economic groups; and it provides insights into some of the factors that influence the development of knowledge and skills at home and at school, how these factors interact and what the implications are for policy development. Most importantly, the report sheds light on countries that succeed in achieving high performance standards while, at the same time, providing an equitable distribution of learning opportunities. The report presents a wealth of indicators showing how countries compare in various measures of educational performance and factors that affect that performance.

    Abstract: Nuclear licensees are increasingly required to adapt to a more challenging commercial environment as electricity markets are liberalised. One of the costs that is often perceived as being amenable to control is staffing, and hence there is significant exploration of new strategies for managing this cost - for example, by reducing staffing levels, changing organisational structures, adopting new shift strategies, introducing new technology or increasing the proportion of work carried out by external contractors. However, if changes to staffing levels or organisational structures and systems are inadequately conceived or executed they have the potential to affect the way in which safety is managed. In this context, the NEA Committee on the Safety of Nuclear Installations (CSNI) and its Special Expert Group on Human and Organisational Factors (SEGHOF) organised an international workshop to discuss the management and regulation of organisational change in 2001. This technical opinion paper distils the findings of that workshop and sets out the factors that regulatory bodies might reasonably expect to be addressed within licensees' arrangements to manage organisational change. The paper should be of particular interest to both regulators and managers of nuclear utilities.

The authors of this book attempt to provide an integrated methodology, hitherto lacking in NIE, that analyses both the impact of institutions on economic development and the determinants that shape institutional quality. Using the case of Argentina, they use the analytical framework developed and explained in the book to test their theoretical hypotheses. They find that their concept of institutional quality and their delineation between economic and political institutions work in practice. In addition, their consideration of particular institutions – democracy and autocracy – and their reflections on the impact of “traditional” legal and cultural frameworks add a dimension to the book that gives it a controversial, but stimulating timeliness.     Abstract: The International Energy Agency's 2003 comprehensive review of the energy policies and programmes of Finland. This edition finds that the most important development in the Finnish energy sector in recent years has been the construction of a new nuclear power plant. Scheduled to come on line in 2009 with a capacity between 1.0 and 1.6 GWe, the plant is expected to provide needed generating capacity with zero greenhouse gas emissions. The report suggests that the Finnish government should monitor the plant’s progress and stand ready to act should delay or other obstacles arise. Finland uses international trade and other tools to lower energy costs and increase energy security. Greater international co-operation through Nordpool, in international transmission lines and plans for backup power, and efforts to diversify natural gas supply options would reinforce this policy. While Finland’s light-handed approach to regulation has worked well, the report recommends areas of more proactive regulation, especially in the fields of electricity networks and district heating systems. Finland has agreed to keep GHG emissions at 1990 levels during the first Kyoto commitment period, yet projections show a 15% increase in emissions under business-as-usual conditions. Actively integrating international measures such as emissions trading into domestic programmes and more market-based approaches to renewable energy will ease the path towards Kyoto compliance.

    Abstract: Earthquake-prone communities need earthquake-resistant schools. In 2002, a primary school in San Giuliano, Italy, collapsed killing 29 children and one teacher. In May 2003, a medium-sized earthquake in the city of Bingöl, Turkey, caused the collapse of three new schools and a dormitory, killing many children as they slept. All too frequently, earthquakes cause the collapse of school buildings and the injury and death of staff and students. Further, when schools are closed because of earthquake damage, education is hampered, community life disrupted, and potential emergency shelters unavailable. Where school attendance is compulsory, communities have an obligation to provide a safe study and work environment. Why do schools collapse even during moderate earthquakes? Experts agree that many collapse due to avoidable errors in design and construction. Often, the needed technology is not applied and laws and regulations are not sufficiently enforced. Application of existing knowledge can significantly lower the seismic risk of schools and help prevent further injury and death of school occupants during earthquakes. Moreover, this can be accomplished at reasonable cost and within a reasonable period. Keeping Schools Safe in Earthquakes presents expert knowledge, opinions and experiences, and provides valuable insight into the scope of problems involved in protecting schools and their occupants. Its recommendations are a call to action to all governments in OECD and partner countries to help facilitate their implementation.

    Abstract: This review of Spain’s environmental performance takes stock of Spain’s environmental performance since the last review done in 1997. It finds that despite substantial increases in GDP, tourism, construction, population density in coastal areas, and road freight transport, progress has been made in decoupling some environmental pressures from economic growth and in developing environmental infrastructure. Nevertheless, Spain faces important challenges related to high energy intensity, high water use intensity, and increasing CO2 emissions and municipal waste. This report makes 46 recommendations to help strengthen Spain’s environmental performance in the context of sustainable development.

    Abstract: Regulatory Reform in Japan was among the first in a series of in-depth country reviews on regulatory reform. Since 1999, when the review was published, the Japanese government has introduced a number of measures to enhance regulatory quality and to promote regulatory reform, competition policy and market openness. This publication assesses the progress made, identifies some of the lessons that can be learned about the implementation process and indicates what more can be done in light of current challenges. The monitoring exercise covers the core issues of capacity for regulatory quality, competition and market openness. This study updates information about competition policy in Japan, and such trade-related matters as internationally harmonised measures and conformity assessment processes. It calls attention to the linkages between regulatory policies and tools, and the application of competition and market-openness principles. Innovative efforts, such as the Special Zones initiative, also receive attention. The overall concern is how further progress on regulatory reform can enhance Japan’s growth potential. The report brings out many of the lessons of implementation, which take account of the specificities of the Japanese context, but can be of wider value in other countries as well. What began in the 1990s as an effort to remove regulatory barriers is gaining momentum. Regulatory reform is a dynamic process aimed at improving regulatory tools and institutions, reassessing existing regulations in light of current economic and social developments, and assessing the impact of new regulations while they are in preparation. These tasks call for a whole-of-government approach, which is one of the main challenges for Japan’s next three-year Programme for Regulatory Reform.

    Abstract: A well-functioning government office acts as a co-ordinator of the decision-making system and as such is crucial for the government’s capacity to define and pursue its collective objectives. The “Government Office” is a generic term that refers to the institution(s) at the centre of government responsible for supporting the Prime Minister and serving the Council of Ministers as a collective decision-making body. This paper describes and analyses the functions and organisation of government offices in a comparative context, covering OECD member countries, central and eastern European countries (CEECs), and countries of the Western Balkans (ex-Yugoslavia and Albania). The analysis is based on information gathered by Sigma and GOV (PUMA)1 since the mid 1990’s, supplemented by results of a written questionnaire administered by Sigma and GOV in 2003.

    Abstract: The OECD regularly produces estimates of tax burdens and benefit entitlements for a range of “typical household” situations. The results of these calculations (published in the Benefits and Wages and Taxing Wages series) are frequently used to compare countries’ tax-benefit systems and to assess progress towards specific policy objectives. This paper presents information on particular aspects of the structure of household populations across countries in order to help in the interpretation of results based on such “typical” family situations. A range of internationally comparable data sources are used to assess how relevant household circumstances such as family structure, labour market attachment and benefit coverage vary across countries.     Abstract: Les scandales et faillites qui ont ébranlé le monde des entreprises, conjugués à des préoccupations économiques plus larges, ont incité les pays de l'OCDE à accorder une attention plus soutenue au gouvernement d’entreprise, désormais reconnu comme un élément fondamental de la croissance économique et de la stabilité financière. Cette étude se penche sur les problèmes systémiques et examine les réponses que les pays de l'OCDE y ont apportées. Elle présente une large palette d’expériences dont d’autres pays pourraient s’inspirer lorsqu’ils envisageront les différentes options s’ouvrant à eux en matière d’action publique.

    Abstract: Deutschlands Wirtschaft hat viele Jahrzehnte lang ausgezeichnete Ergebnisse erzielt. Der Ordnungsrahmen und das Regulierungssystem des Landes zeichnen sich durch besondere historisch gewachsene Stärken aus, nämlich klare, wohl durchdachte wettbewerbsrechtliche und wettbewerbspolitische Strukturen sowie ein solides Fundament von Regulierungsinstrumenten. Es ist mithin nicht weiter verwunderlich, dass die Regulierungsqualität in einem der Rechtsstaatlichkeit verpflichteten Land wie Deutschland mit seiner traditionell bewährten Verwaltung eines der zentralen Ziele ist. Regulierungsreformen, die auf diesen traditionellen Stärken aufbauen, können die Funktionsweise der Märkte verbessern helfen. Die Bundesregierung hat in jüngster Zeit ein breites Spektrum von Reformen, darunter die „Agenda 2010", mit dem Ziel eingeleitet, die Beschäftigung zu erhöhen, die öffentlichen Ausgaben zu reduzieren und die mit der raschen demographischen Alterung verbundenen Probleme zu meistern. Neben Arbeitsmarktreformen steht die Einführung von mehr Wettbewerb auf wichtigen Produktmärkten, so z.B. im Einzelhandel und im Handwerk, auf dem Programm. Bei der Öffnung der Infrastrukturmärkte müssen ebenfalls noch erhebliche Fortschritte erzielt werden. Der vorliegende Bericht plädiert für eine Anpassung des traditionellen Ordnungsrahmens an die neuen Gegebenheiten, damit die erforderlichen Umstellungen zügiger, zu möglichst geringen Kosten für die Volkswirtschaft sowie unter Einbeziehung aller wichtigen Akteure realisiert werden können. Eine bessere Aufklärung über Reformziele und -nutzen wird dazu beitragen, die Dynamik des Reformprozesses aufrechtzuerhalten und die Akzeptanz in der Bevölkerung zu sichern. Deutschland hat ebenso wie viele andere OECD-Länder eine umfassende Prüfung seiner Regulierungspolitik und -reformen durch die OECD beantragt. Der vorliegende Bericht gibt unter Berücksichtigung des makroökonomischen Kontextes einen Überblick über Erfolge und Herausforderungen der Regulierungsreform, namentlich in den Bereichen Regulierungsqualität, Wettbewerbspolitik und Marktöffnung. Das besondere Augenmerk gilt dabei den Fortschritten bei der Regulierung der Strom-, Gas-, Pharmazeutik- und Telekommunikationsmärkte.     Abstract: Les pouvoirs publics des pays développés ont recours depuis longtemps à des mesures visant de manière directe ou indirecte (par la biais de la fiscalité) à encourager l’ensemble de la population à se constituer un capital grâce à l’épargne, l’accession à la propriété immobilière, les fonds de pension, l’investissement dans la formation (capital humain) ou l’entreprise. Bien souvent, ces mesures ne bénéficient pas aux pauvres. En effet, l’action publique ne stimule pas l’épargne pour ces catégories, elle a même plutôt un effet dissuasif. Pourtant, ce livre montre que les pauvres ont envie d’épargner et qu'ils parviennent à mettre de côté des sommes modestes, parfois au prix de sacrifices beaucoup plus importants que ne l’imaginent les décideurs et les catégories favorisées. Élargir les politiques de constitution du patrimoine aux pauvres peut être un élément décisif dans la lutte contre la pauvreté et l’aliénation sociale et économique. En terme de bien-être social, ces politiques ont des effets que la garantie de ressources ne saurait à elle seule générer. Cette publication fournit le contexte indispensable à un débat fructueux sur les mérites et les inconvénients de la constitution de patrimoine chez les pauvres. Elle définit les notions fondamentales sur lesquelles reposent les dispositifs de constitution de patrimoine, ainsi que les avantages qu’y voient ses tenants du point de vue de la politique sociale.     Abstract: The purpose of this test is to measure the time course of biodegradation of a test substance at low concentration in aerobic natural water and to quantify the observations in the form of kinetic rate expressions. The test is performed in batch by “pelagic test” or “suspended sediment test” to simulate a water body with suspended solids or re-suspended sediment. The test flasks are incubated in darkness at an environmental temperature under aerobic conditions and agitation during 60 days normally. At least two different concentrations of test substance (non-volatile or slightly volatile organic) should be used. The maximum test concentration should be less than 100µg/L (biodegradation following first order kinetics) and the lowest test concentration preferably in the range of ‹1-10µg/L. Two subsamples should be withdrawn from each test flask at each sampling time. Degradation is followed at appropriate time intervals, by measuring either the residual 14C or the residual concentration of test substance. The total mineralisation and the primary biodegradation are determined by a different 14C labeling part of the molecule. Periodic measurements of pH and oxygen concentration in the test system must be conducted.

La survie et le poids des larves peuvent également être mesurés, si nécessaire, après 10 jours (en ajoutant le nombre d'expériences identiques requis). Le rapport d'essai inclut la durée du développement et le nombre total de moucherons totalement émergés (le sexe et le nombre sont enregistrés quotidiennement), l'observation de tout comportement anormal, Le nombre de pupes visibles n'ayant pas réussi à émerger et la présence de tout amas d'oeufs déposé. Les données sont analysées soit à l'aide d'un modèle de régression pour estimer la concentration qui entraînerait une réduction de x% de l'émergence, de la survie des larves ou de leur croissance, soit par la vérification d'une hypothèse statistique afin de déterminer une CSEO/CMEO.

En outre, la caractéristique propre aux services juridiques est que les inconvénients pouvant découler de la libéralisation – tant en termes d’incapacité du marché à atteindre les objectifs sociaux que du point de vue du remplacement des fournisseurs locaux – seront vraisemblablement moindres dans ce secteur des services.

L'essai est réalisé par lots par « l'essai pélagique » ou « l'essai en suspension de sédiments » pour simuler un plan l'eau contenant des solides en suspension ou des sédiments resuspendus. Les flacons d'essai sont incubés dans l'obscurité, à la température environnementale, en aérobiose et sous agitation pendant normalement 60 jours. Au moins deux concentrations différentes de substance d'essai (organique non-volatile ou légèrement volatile) devraient être employées. La concentration maximum de la substance d’essai devrait être de moins de 100µg/L (biodégradation suivant une cinétique de premier ordre) et la plus basse concentration de substance d'essai de préférence comprise dans l’intervalle ‹1-10µg/L. Deux sous-échantillons sont prélevés de chaque flacon d'essai à chaque temps de prélèvement. La dégradation est suivie à intervalles de temps appropriés, en mesurant le 14C résiduel ou la concentration résiduelle de la substance d'essai. La minéralisation totale et la biodégradation primaire sont déterminées par le marquage au 14C de différentes parties de la molécule. Des mesures périodiques du pH et de la concentration en oxygène dans le système d'essai doivent être conduites.

    Abstract: C'est en décembre 1997 que la Finlande a signé, en compagnie de trente-trois autres pays, la Convention sur la lutte contre la corruption d'agents publics étrangers dans les transactions commerciales internationales (la Convention de l'OCDE). Après la promulgation de la loi de transposition nécessaire, la Finlande a ratifié la Convention de l'OCDE et déposé son instrument de ratification auprès de l'OCDE en décembre 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place en Finlande pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par la Finlande lors du processus d’examen. L’examen de la mise en œuvre par la Finlande des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère.     Abstract: Voilà plus de quarante ans que l’OCDE s’emploie à promouvoir la libération progressive des opérations courantes et des mouvements de capitaux entre ses membres. Dès 1961, les pays de l’OCDE ont entrepris de lever les obstacles aux opérations en capital, en se fondant sur les dispositions et les procédures d’application prévues par un instrument multilatéral unique en son genre : le Code de la libération des mouvements de capitaux. Si la circulation sans entrave des capitaux est assurée depuis plus de dix ans dans la plupart des pays membres de l’OCDE (et même bien avant dans certains pays), les nouveaux venus que sont la Corée, le Mexique, la Pologne, la République tchèque, la Hongrie et la République slovaque n’ont que récemment atteint un niveau équivalent de libération. Ce bilan de l’expérience acquise par l’OCDE dans le domaine de la libération des mouvements de capitaux constitue un ouvrage de référence aussi actuel qu’utile pour les décideurs, les universitaires et les experts financiers. Actuel, parce que le débat sur les avantages et les coûts de la libéralisation financière externe dans les marchés émergents reste très vif. Utile, parce que l’expérience de l’OCDE démontre clairement les avantages de la libération des opérations en capital, la preuve en étant la réticence de ses membres à restreindre les flux de capitaux, même en période de turbulences financières.

    Abstract: Ce rapport aborde une question qui se pose dans pratiquement tous les secteurs de services aux collectivités, à savoir la réglementation de l’accès à des installations essentielles. Les régulateurs des industries d’équipements collectifs publics se heurtent à un problème crucial : la réglementation des termes et conditions dans lesquels des entreprises en concurrence ont accès à des intrants clés fournis par des concurrents. Le développement de la concurrence et le succès de la libéralisation dépendent souvent des termes de l’accès et des conditions choisies, aussi les pouvoirs publics sont-ils soucieux de faire le bon choix. Préparé par le comité de la concurrence de l’OCDE, ce rapport traite du secteur des télécommunications et cherche à approfondir la compréhension de la réglementation de l’accès. Les problèmes d’accès ne sont pas des plus faciles pour les autorités de tutelle et les responsables de la politique de la concurrence : ils peuvent en effet être techniquement délicats et donner lieu à des polémiques retentissantes sur le plan pratique. En abordant la question sous ces deux angles, ce rapport cherche à aider les autorités de tutelle et les pouvoirs publics à tirer les leçons de l’expérience de l’OCDE pour obtenir des résultats efficients et compétitifs.

    Abstract: En 2001, les ministres de l’Environnement des pays de l’OCDE ont adopté une Stratégie de l’environnement ambitieuse pour les dix premières années du XXIème siècle. Cette Stratégie trace des orientations claires en faveur de politiques écologiquement viables et énonce cinq grands objectifs :• maintenir l’intégrité des écosystèmes par la gestion rationnelle des ressources naturelles ;• découpler les pressions sur l’environnement de la croissance économique ;• améliorer les informations pour la prise de décision : mesurer les progrès au moyen d’indicateurs ;• l’interface social-environnement : améliorer la qualité de vie ;• interdépendance environnementale à l’échelle planétaire : améliorer la gouvernance et la coopération.Ce rapport évalue les progrès réalisés par les pays membres de l’OCDE au regard de ces objectifs et dans la mise en œuvre des 71 actions au niveau national sur lesquelles ils se sont mis d’accord dans le cadre de la Stratégie de l’environnement. L'ouvrage est destiné aux décideurs et aux économistes de l’environnement.

Ce rapport passe tout d’abord en revue les accords bilatéraux et les autres formes de recrutement de main-d'œuvre étrangère dans plusieurs pays de l'OCDE (Allemagne, États-Unis, France, Irlande, Italie, Pologne, République tchèque, Royaume-Uni et Suisse) ainsi qu'aux Philippines et en Roumanie. Il décrit la gestion et la mise en œuvre de ces pratiques, analyse leur impact sur les marchés du travail, le développement économique et les politiques migratoires des pays d'accueil et des pays d'origine. La publication examine aussi les perspectives de développement de ce type de migration. L'annexe contient une liste des principaux accords signés par les pays de l'OCDE, par type de recrutement.
