    Kurzfassung: This document examines recent policy and technology approaches to bridging the digital divide in rural and remote areas in OECD countries. First, it discusses issues related to assessing broadband gaps, defining speeds and establishing national targets. Second, it describes policies being implemented to improve both access and uptake, such as fostering competition, promoting national, rural and community-led broadband initiatives, supporting open access policies and reducing deployment costs. Finally, it briefly reviews technological developments that are likely to influence the provision of services in underserved areas. Experience in OECD countries with fibre optics, coaxial cable, copper, fixed and mobile wireless, satellites and hybrid approaches, as well as with emerging technologies, are used to illustrate some of the technological trends discussed. This document also includes a summary of common challenges and good practices to bring improved communication services to individuals and communities in rural and remote areas.

    Kurzfassung: This report looks at how behavioural insights can be used to improve online information disclosures for consumers. The report is the latest contribution to work by the OECD’s Committee on Consumer Policy on improving consumer policy with behavioural insights. Behavioural insights incorporate findings from economics, psychology, neuroscience and marketing to better understand how individuals and businesses actually behave in the marketplace. While the role of information disclosure policies is clear in empowering consumers to make informed decisions when shopping online, findings from behavioural insights raise questions about the usefulness of certain forms of information disclosure. This report looks at these concerns and the subsequent policy implications.

    Kurzfassung: Japan’s education system is one of the top performers compared to other OECD countries. International assessments have not only demonstrated students' and adults' high level of achievement, but also the fact that socio-economic status has little bearing on academic results. In a nutshell, Japan combines excellence with equity. This high performance is based on the priority Japan places on education and on its holistic model of education, which is delivered by highly qualified teachers and supported by the external collaboration of communities and parents. But significant economic, socio-demographic and educational challenges, such as child well-being, teacher workload and the high stakes university exam, question the sustainability of this successful model. Policy makers in Japan are not complacent, and as Japan starts implementing its Third Basic Plan for the Promotion of Education (2018-22), they are carefully analysing tomorrow’s threats to Japan’s current success. This report aims to highlight the many strengths of Japan’s education system, as well as the challenges it must address to carry out reforms effectively and preserve its holistic model of education. The ultimate goal is to ensure that the education system delivers the best for all students, and that Japanese learners have the knowledge, skills, attitudes and values they need for the 21st century.

Pour la première fois, le présent rapport rassemble en un seul volume l’ensemble des indicateurs clés sur l’EAJE. Il donne un aperçu complet des systèmes d’EAJE et de l’offre de services dans ce secteur et fournit également des données tendancielles et des informations sur les réformes récentes. Le rapport examine en profondeur certaines questions comme l’accès aux services et leur gestion, l’égalité des chances, le financement, les programmes, le corps enseignant et l’implication des parents. Il recense aussi les grands défis à relever pour améliorer le secteur de l’EAJE. Avec environ 45 graphiques et des données pour les 35 pays de l’OCDE et plusieurs pays partenaires, la publication comprend également un grand nombre d’éléments nouveaux. Elle propose des données nouvelles sur l’offre de services d’EAJE et sur l’intensité de la participation des enfants de moins de trois ans (sur la base d’une typologie améliorée des structures). Elle présente aussi de nouveaux indicateurs sur le profil du personnel d’EAJE (par exemple le niveau de qualification, le salaire des enseignants et l’organisation du temps de travail) et sur l’égalité d’accès à l’EAJE. Pour en assurer la qualité, ce processus doit être bien préparé, axé sur l’enfant, géré par du personnel formé travaillant de façon collaborative, et se fonder sur un programme adapté et harmonisé. Avec des transitions de qualité, les effets positifs de la préscolarisation sont davantage susceptibles de se prolonger tout au long de l’enseignement primaire, et au-delà. Si les politiques de transition font partie des préoccupations de nombreux pays depuis une dizaine d’années, peu de travaux ont été menés sur la façon dont les pays de l’OCDE conçoivent, mettent en oeuvre, gèrent et suivent le passage des structures d’éducation des jeunes enfants à l’école primaire. Il importe de combler ces lacunes pour élaborer des stratégies de la petite enfance qui soient cohérentes, équitables et durables. Le présent rapport fait le point de la situation dans 30 pays membres et pays partenaires de l’OCDE et établit des comparaisons en s’appuyant des rapports nationaux approfondis et sur un questionnaire relatifs aux politiques et aux pratiques de transition. Il s’intéresse essentiellement à l’organisation et à la gestion des transitions, ainsi qu’aux politiques et aux stratégies qui visent à assurer la continuité professionnelle, pédagogique et développementale entre les structures d’éducation et d’accueil des jeunes enfants et les établissements scolaires. Le rapport expose les principaux enjeux de l’action publique qui sont mis en avant par les pays participants, ainsi qu’un grand nombre de stratégies pratiques pour y faire face. Dans sa conclusion, il énonce six orientations à caractère transversal censées orienter l’élaboration future des politiques publiques.

Le Cadre d’évaluation et d’analyse de l’enquête PISA 2015 présente les fondements conceptuels du sixième cycle de cette enquête triennale. Comme les cycles précédents, l’enquête PISA 2015 couvre les sciences – son domaine majeur d’évaluation –, la compréhension de l’écrit et les mathématiques, ainsi que, comme en 2012, la culture financière administrée à titre d’option. Cette édition révisée comprend le cadre de résolution collaborative de problèmes, qui a été évalué pour la première fois, à titre d'option, dans PISA 2015. Chaque élève participant remplit par ailleurs un questionnaire contextuel et a également la possibilité de répondre à deux questionnaires facultatifs : le premier sur ses perspectives en termes de parcours scolaire/carrière professionnelle, et le second sur sa maîtrise des technologies de l’information et de la communication (TIC). Les chefs d’établissement remplissent quant à eux un questionnaire sur l’environnement d’apprentissage dans leur établissement, et les parents des élèves participants ont la possibilité de répondre à un questionnaire sur leur environnement familial. En outre, les pays peuvent choisir d’administrer un nouveau questionnaire à l’intention des enseignants, interrogeant ces derniers sur leur formation initiale et continue, leurs pratiques pédagogiques et l’environnement dans lequel ils dispensent leur enseignement. Soixante et onze pays et économies, dont l’ensemble des trente-cinq pays membres de l’OCDE, ont pris part à l’enquête PISA 2015.

    Kurzfassung: Behind every migration statistic, there are individuals or families starting a new life in a new place. Local authorities, in co-ordination with all levels of government and other local partners, play a key role in integrating these newcomers and empowering them to contribute to their new communities. Integration needs to happen where people are: in their workplaces, their neighbourhoods, the schools to which they send their children and the public spaces where they will spend their free time. This report describes what it takes to formulate a place-based approach to integration through concerted efforts across levels of government as well as between state and non-state actors. It draws on both quantitative evidence, from a statistical database, and qualitative evidence from a survey of 72 cities. These include nine large European cities (Amsterdam, Athens, Barcelona, Berlin, Glasgow, Gothenburg, Paris, Rome and Vienna) and one small city in Germany (Altena), which are the subject of in-depth case studies. The report also presents a 12-point checklist, a tool that any city or region – in Europe, the OECD or beyond – can use to work across levels of government and with other local actors in their efforts to promote more effective integration of migrants.

    Kurzfassung: The purpose of this paper is to explore the potential of technical and vocational education and training (TVET) for fostering inclusive growth at the local level in the Association of Southeast Asian Nations (ASEAN ) region. The first section provides a brief overview of the main developmental challenges in the ASEAN region that have resulted in growing inequalities in wealth distribution. The second and third sections review evidence from developed as well as developing countries regarding TVET’s impact on employment and wages (Section 2), as well as on poverty, inequality and social exclusion (Section 3). Section 4 summarises the key findings and highlights lessons learned for the ASEAN region. Good practice examples from the region are presented to illustrate how countries have used TVET to improve economic and social outcomes at the local level.

    Kurzfassung: First the bioeconomy and then circular economy have gained political traction during the second decade of this century. There are synergies to be exploited, but also potential misalignments. The movement of bioeconomy toward the use of wastes, co-products and residue sources resonates well with circular economy principles of making the most efficient of uses of natural resources, as does as transition in focus from virgin to secondary materials in production. However, poorly aligned waste characterisation as well as biomass competition reflect both theoretical and practical conflicts between industrial and environmental policy. Further, waste markets can be disrupted as some materials that currently go to recycling, landfill or incineration could in the future be bound for biorefineries, with implications for waste management markest and public infrastructure. Policies promoting the cascading use of biomass could help mitigate these tensions by achieving high resource productivity.

    Kurzfassung: The Cancun Ministerial mandate on the Digital Economy (2016) highlighted the importance of developing Internet of Things (IoT) metrics to assess the effects of the IoT in different policy areas. Accordingly, this report reviews different definitions of IoT in view of establishing an operational definition for the CDEP work, and proposes a taxonomy for IoT measurement. The report also explores potential challenges for communication infrastructures due to the exponential growth of IoT devices through the application of connected and automated vehicles. This IoT application was chosen as the data transmission requirements of fully automated vehicles may have substantial implications for network infrastructure, and therefore may require prioritisation in terms of measurement.

Toutefois, l’amélioration de l'apprentissage de tous les jeunes, en leur garantissant un accès à un enseignement et à un apprentissage de haute qualité jusqu'à la fin des études secondaires, demeure un défi. Une majorité d'élèves quitte l'école sans finir les études secondaires et sans avoir acquis les compétences de bases requises pour une insertion effective dans la société et le marché du travail. Cet examen apporte au Maroc des recommandations pour aider à renforcer son cadre d'évaluation du système éducatif, en se concentrant sur l'apprentissage des élèves, en améliorant la responsabilisation des acteurs pour un enseignement et un apprentissage de qualité et en renforçant les capacités d'évaluation à tous les niveaux.

    Kurzfassung: Estonian agriculture has undergone significant growth and structural change since the 1990s in a policy and regulatory environment that has been mostly supportive of investment. The implementation of the Common Agricultural Policy has contributed to the modernisation of the country's agriculture, leading to high productivity growth with relatively limited environmental pressure. High educational levels and strong public research institutions have also provided a fertile environment for innovation in Estonia, although Estonian agri-food companies struggle to participate in food and agricultural research activities. Attracting and retaining people in the agriculture sector at a time of growing labour and skills shortages in rural areas is an increasing challenge. Further innovation and adaptation will be needed to sustain and expand agriculture and food in Estonia.

    Kurzfassung: 2030 지속가능발전의제(2030 Agenda for Sustainable Development)와 아디스아바바행동의제(Addis Ababa Action Agenda)를 채택함에 따라 OECD 국가를 포함한 모든 UN 회원국은 “모든 수준에서 모든 행위자가 지속가능한 발전을 위한 정책 일관성과 유리한 환경을 추구”하기로 약속했다. 지속가능발전목표(SDG)에는 “지속가능한 발전을 위한 정책 일관성(PCSD)을 강화”하는 이행 수단에 대한 세부 목표(17:14)가 포함되어 있다. 정책 일관성을 강화하는 것은 효과적인 거버넌스뿐 아니라 국제 개발 달성의 지속적인 도전과제이다. 주로 OECD의 개발원조위원회(Development Assistance Committee, DAC) 회원국 정부는 상충하는 정책 목표와 이해관계를 조정하고 관리하는 제도적 메커니즘과 절차를 마련함으로써 이러한 문제를 해결하려고 했다. “PCD 구성요소”로 알려진 이러한 메커니즘에는 i) 약속 이행에 기여하는 정치적 의지와 정책 선언문, ii) 정책 간의 충돌이나 불일치를 해결할 수 있는 정책 조정, 그리고 iii) 의사결정에 정보를 제공하기 위해 정책 영향을 모니터링, 분석, 보고하는 시스템이 포함된다. 이러한 메커니즘의 목적은 국내외 정책이 개발도상국의 개발 목표를 지원하거나 적어도 약화시키지 않도록 보장하는 것이다. 그러나 20년 넘게PCD를 추진해온 결과, PCD를 위한 제도적 메커니즘이 시작점에 불과하다는 사실이 점점 분명해지고 있다. 제도적 메커니즘은 SDG 맥락에서도 관련이 있지만, 새로운 의제의 비전과 요구에 효과적으로 대응하려면 바뀌어야 한다. 이러한 메커니즘은 i) 외교, 개발 부처, 그리고 원조 기관을 넘어서 범정부적인 참여를 이끌어내고, ii) 부문별 정책 간(정책 갈등, 상충관계, 시너지효과) 그리고 국내외 정책 간의 다양한 상호작용을 관리할 수 있는 권한과 역량을 갖추며, iii) 사전, 시행 중, 사후에 정책 영향을 체계적으로 고려하고, iv) 주요 이해관계자, 특히 CSO와 민간부문을 참여시키며, v) 모니터링 및 보고 시스템을 강화하기 위해 국가 역량을 동원해야 할 것이다.

El objetivo de las evaluaciones es promover el aprendizaje mutuo, fortalecerla rendición de cuentas de los gobiernos ante otros gobiernos y ante los ciudadanos y mejorar el desempeño ambiental de los países, tanto de forma individual como colectiva. Desde 1992, la OCDE viene realizando estas evaluaciones sobre la base de una amplia gama de datos económicos y ambientales, y cada ciclo abarca atodos los Estados miembros de esta Organización y a una serie de países socios. Algunas de las evaluaciones más recientes se han centrado en Colombia (2014), España (2015), el Brasil (2015) y Chile (2016). La Comisión Económica para América Latina y el Caribe (CEPAL) ha impulsado evaluaciones ambientales en América Latina y el Caribe en cooperación con la OCDE y ha llevado a cabo análisis similares en los estados de Amazonas y Acre en el Brasil. Este informe corresponde a la primera evaluación del desempeño ambiental del Perú. En él se examinan los avances logrados en el ámbito del desarrollo sostenible y el crecimiento verde, prestando especial atención a la ordenación ambiental (aire, residuos y sustancias químicas, agua y biodiversidad) y al aprovechamiento sostenible de la base de recursos naturales. Se analiza con mayor detenimiento el desempeño ambiental de los sectores agropecuario, pesquero y minero. Preparing young people to become lifelong learners with a deep knowledge of subject matter and a broad set of social skills requires a better understanding of how pedagogy influences learning. Focusing on pedagogies shifts the perception of teachers from technicians who strive to attain the education goals set by the curriculum to experts in the art and science of teaching. Seen through this lens, innovation in teaching becomes a problem-solving process rooted in teachers’ professionalism, rather than an add-on applied by only some teachers in some schools. Teachers as Designers of Learning Environments: The Importance of Innovative Pedagogies provides a snapshot of innovative pedagogies used in classrooms around the world. It sets the stage for educators and policy makers to innovate teaching by looking at what is currently taking place in schools as potential seeds for change. At the heart of all of these approaches is a sensitivity to the natural inclinations of learners towards play, creativity, collaboration and inquiry. To illustrate how teachers use these innovative practices, the publication presents examples from 27 national and international networks of schools. It is now generally acknowledged that the quality of an education system cannot exceed the quality of its teachers. This volume goes a step further to argue that a teacher cannot help students meet new educational challenges by continuing to draw on a limited and perhaps even inherited set of pedagogies. And here lies the genuine importance of innovative pedagogies.

Il explore le rôle que les systèmes éducatifs, les écoles et les enseignants peuvent jouer pour aider ces élèves à s’intégrer dans leurs communautés, combattre l’adversité et construire leur résilience scolaire, sociale, émotionnelle et en termes de motivation.

Economic success has brought impressive social advancement. Poverty has plummeted, while education and health services have considerably expanded and improved. These achievements have brought Thailand to a new stage and a new set of challenges. Rising prosperity has not been shared equally across the country and economic transformation needs a boost. The share of those in precarious employment still exceeds half of the working population. The creation of new activities replacing low-productivity ones has slowed while rural migrants and urban poor lack the skills required for modern urban jobs. While Bangkok’s success as a metropolis has been key to Thailand’s transformation, thriving secondary cities are needed that can develop new sources of growth. Experience shows that development is not about getting everything right, but about getting right what matters most. The Initial Assessment of this Multi-Dimensional Review endeavors to identify the challenges and key constraints that must be overcome for Thailand to succeed. It offers recommendations related to informality, productivity and the management of natural resources, particularly water. The next volumes will provide further suggestions for action to address these challenges.

To make change happen, Portugal will need a clear vision for the adult-learning system and a strong partnership between all stakeholders – all levels of government, education and training providers, employers, trade unions, the non-profit sector and learners. This report outlines areas where the accessibility, flexibility and quality of the adult-learning system can be improved, where governance and financing mechanisms can be strengthened, and provides examples of international and national good practice to help achieve these objectives. The report provides a series of concrete actions to help Portugal improve the adult-learning system and in turn enhance economic growth and social cohesion.

National urban policies have been identified as being instrumental for governments to coordinate and articulate these global agendas and their own path to sustainable urban development. Global State of National Urban Policy is a first attempt to assess the status of national urban policy development in 150 countries. In the report you will understand why, how and in what forms NUPs have been developed,implemented and monitored globally. The report sets a solid foundation for a common methodology to monitor the progress of NUPs at the global level. Further, it outlines how many countries have an explicit NUP, the focus of the policy in each country, the existence or not of a dedicated urban agency or department, and the capacity available for effective policy making. The report is also a significant contribution to the monitoring and implementation of the New Urban Agenda and the Sustainable Development Goals. In it, policy makers, practitioners and academia will find valuable resources and comparisons to inspire more evidence-based urban policy making for sustainable urban development.     Kurzfassung: How Immigrants Contribute to Developing Countries' Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries. The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.

The study also devotes significant attention to the demand for skills, by describing the use of skills at work in Chile and identifying its key determinants, as well as assessing the extent of skills mismatch and its implications for individuals. Throughout the study, differences between sociodemographic groups are highlighted to investigate the roots of labour market disadvantage.

It will also inform work to implement the 2016 OECD Recommendation of the Council on Consumer Protection in E-Commerce, which contains updated provisions on enforcement co-operation.

    Kurzfassung: This report reflects discussions at the OECD conference “AI: Intelligent Machines, Smart Policies” held in Paris on 26-27 October, 2017. After discussing the state of Artificial intelligence (AI) research – in particular ‘machine learning’ –, speakers illustrated the opportunities that AI provides to improve economies and societies, in areas ranging from scientific discovery and satellite data analysis to music creation. There was broad agreement that the rapid development of AI calls for national and international policy frameworks that engage all stakeholders. Discussions focused on the need for policy to facilitate the adoption of AI systems to promote innovation and growth, help address global challenges, and boost jobs and skills development, while at the same time establishing appropriate safeguards to ensure that AI systems are human-centric and benefit people broadly. Transparency and oversight, algorithmic discrimination and privacy abuses were key concerns, as were new liability, responsibility, security and safety questions.

    Kurzfassung: Decarbonisation keeps climate change in check and contributes to cleaner air and water. Countries can price CO2-emissions to decarbonise their economies and steer them along a carbon-neutral growth path. Are countries using this tool to its full potential? This report measures carbon pricing of CO2-emissions from energy use in 42 OECD and G20 countries, covering 80% of world emissions. The analysis takes a comprehensive view of carbon prices, including specific taxes on energy use, carbon taxes and tradable emission permit prices. The ‘carbon pricing gap’ measures how much the 42 countries, together as well as individually, fall short of pricing emissions in line with levels needed for decarbonisation. On aggregate, the ‘carbon pricing gap’ indicates how advanced the 42 countries are with the implementation of market-based tools to decarbonise their economies. At the country level, the gap can be seen as an indicator of long-run competitiveness.

    Kurzfassung: This book explores recent developments in environmental cost-benefit analysis (CBA). This is defined as the application of CBA to projects or policies that have the deliberate aim of environmental improvement or are actions that affect, in some way, the natural environment as an indirect consequence. It builds on the previous OECD book by David Pearce et al. (2006), which took as its starting point that a number of developments in CBA, taken together, altered the way in which many economists would argue CBA should be carried out and that this was particularly so in the context of policies and projects with significant environmental impacts. It is a primary objective of the current book not only to assess more recent advances in CBA theory but also to identify how specific developments illustrate key thematic narratives with implications for practical use of environmental CBA in policy formulation and appraisal of investment projects. Perhaps the most significant development is the contribution of climate economics in its response to the challenge of appraising policy actions to mitigate (or adapt to) climate change. Work in this area has increased the focus on how to value costs and benefits that occur far into the future, particularly by showing how conventional procedures for establishing the social discount rate become highly problematic in this intergenerational context and what new approaches might be needed. The contribution of climate economics has also entailed thinking further about uncertainty in CBA, especially where uncertain outcomes might be associated with large (and adverse) impacts.

It provides a description of national policies, an analysis of strengths and challenges, and a proposal of possible future approaches. The analysis focuses on the funding of school education, the provision of school education and the development of the teaching profession. Rural education represents a transversal theme of the report within the context of Colombia's peace agreement and objectives to close rural-urban gaps in social and economic development. Issues covered include the level of spending, sources of funding and funding mechanisms; the organisation of the school network, including the funding of private provision; school governance, leadership and community participation; the organisation of teaching and learning, including learning standards, educational materials, student assessment, and instruction time; teacher learning in pre-service and in-service education; and teacher recruitment and career progression. The report covers all levels of compulsory education as well as transitions from early childhood education and care to school education and from school education to the labour market and tertiary education.

При изучении системы высшего образования в Казахстане настоящий доклад основывается на совместном обзоре ОЭСР/Всемирного банка 2007 года «Обзор национальной политики в области образования: высшее образование в Казахстане 2007 год». В каждой главе представлен анализ результатов, достигнутых за последнее десятилетие в основных областях, рассмотренных в Страновом обзоре за 2007 год. Страновой обзор включает главы по качеству и актуальности, доступности и равенству, интернационализации, научно-исследовательской и инновационной деятельности, финансированию и управлению. Isso exigirá escolhas políticas difíceis, principalmente em relação à previdência social e às transferências sociais. A redução das transferências econômicas para o setor corporativo, juntamente com avaliações mais sistemáticas dos programas de gastos públicos, reforçará o crescimento, aperfeiçoará a governança econômica e limitará o escopo futuro do rentismo e dos subornos políticos. Para manter o potencial de crescimento da economia, é preciso mais investimento, o que pode elevar a produtividade e, ao mesmo tempo, o escopo de futuros aumentos de salário.     Kurzfassung: Japan has achieved a comparatively high level of well-being: skill levels are high, unemployment is low and life expectancy at birth is the highest in the OECD. Since its launch in 2013, Abenomics has had a positive effect on the economy, and per capita output growth has picked up. However, to achieve inclusive growth and greater well-being, Japan needs to address important challenges to foster fiscal sustainability, narrow the productivity gap with leading OECD countries and manage the demographic transition. A new fiscal plan going beyond achieving a primary surplus should lay out concrete measures to raise revenues and control spending. As Japan’s population ages, using all available talent in the labour market and achieving gender equality are key to overcome labour shortages. Boosting productivity, which has been stagnant, will require increasing returns from R&D, capitalising on the digital economy, fostering the dynamism of SMEs, and reducing barriers to foreign direct investment and trade to promote greater integration into global value chains. Japan’s education system is one of the top performers in the OECD, but there is scope to further invest in teachers and schools. Finally, further action to foster green growth and environmental quality as well as effectively leveraging upcoming international sports events, such as the Rugby World Cup 2019 and the Olympic and Paralympic Games 2020, would also boost local development and inclusive growth. The complementarity of reforms needed to achieve inclusive and sustainable growth in in an aging society makes a compelling case for a comprehensive approach.

    Kurzfassung: This study assesses the use of economic instruments for water resources management in Georgia and considers options for reform following the 2014 signature of an Association Agreement with the EU committing to alignment with the EU’s Water Framework Directive. This includes the systematic use of economic instruments, including water pricing, to recover the cost of water services provided to households, industry and farmers, among other measures. Three main economic instruments are recommended in this study: 1) the introduction of a licensing regime and charges for both surface water and groundwater abstraction, 2) the restoration of a licencing and charging regime for all forms of water pollution, and 3) more rigorous enforcement of these measures, including more active monitoring and higher fines for offenders. Implementing these measures will be greatly facilitated by the enactment of the new Water Law now being examined by the government of Georgia.

As our economies adapt to globalisation, technological and demographic change, the demand for new and higher levels of skills increases. Yet Italy is struggling more than other advanced economies to meet these changing demands. Italy has launched a number of ambitious reforms to boost growth. But the reforms need to fully implement to ensure that schools, universities and workplaces equip all Italians with the skills needed for success in the economy and society. The OECD Skills Strategy Diagnostic Report makes a number of recommendations that will help sustain this positive momentum including, among others, to: Implement the Alternanza Scuola Lavoro (ASL) by training school principals and teachers to effectively engage employers in the design of work-based learning activities and increase incentives for firms to hire trainees. Expand and improve the quality of professional tertiary education institutions (ITS). Increase overall investment in tertiary education Subsidise training programmes that target low-skilled adults who often face difficulties in accessing such opportunities. Increase public and private investment in skills and improve how they are allocated through monitoring and evaluation. Improve the governance system to ensure that skills polices are aligned and coordinated.

    Kurzfassung: Future economic development and the well-being of citizens in South East Europe (SEE) increasingly depend on greater economic competitiveness. Realising the region’s economic potential requires a holistic, growth-oriented policy approach. Against the backdrop of enhanced European Union (EU) accession prospects and a drive towards deeper regional co-operation, SEE governments have demonstrated a renewed commitment to enacting policy reforms. The second edition of Competitiveness in South East Europe: A Policy Outlook seeks to help SEE policy makers assess progress made towards their growth goals and benchmark them against regional peers and OECD good practices. The 17 policy dimensions addressed in this report encompass a wide range of areas key to economic competitiveness including the business environment, skills and capacity, the region's economic structure and its governance. The report leveraged a highly participatory assessment process which brought together more than 1 500 individual stakeholders including OECD experts, SEE policy makers, private sector representatives and regional policy networks and organisations to create a balanced view of performance. Since the latest edition of the report, there have been areas of noteworthy progress. The six assessed SEE economies have adopted strategies to improve the overall standard of education, acted to remove technical barriers to trade and taken steps to establish better financing mechanisms for small and medium-sized enterprises. Further efforts are underway to expand broadband services and close the digital divide, tackle inefficiencies in the energy and agriculture sectors, and address demographic challenges posed by long-term unemployment. Notwithstanding these important gains, there remain considerable challenges for these economies as they continue their journey towards structural reform.

    Kurzfassung: Rural youth constitute over half of the youth population in developing countries and will continue to increase in the next 35 years. Without rural transformation and green industrialisation happening fast enough to create more wage employment in a sustainable manner, the vast majority of rural youth in developing countries have little choice but to work in poorly paid and unstable jobs or to migrate. As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

    Kurzfassung: The higher education system in Norway generally produces graduates with good skills and labour market outcomes. This success can be largely attributed to Norway’s robust and inclusive labour market and recent higher education reforms to improve quality. However, some Norwegian students have poor labour market outcomes and past success is no guarantee of future success, especially as the Norwegian economy upskills and diversifies. This report provides advice and recommendations to improve the labour market relevance and the outcomes of higher education in Norway. The analysis finds that there is an opportunity to expand work-based learning opportunities, improve career guidance, and do a better job of using innovative learning and teaching practices to improve labour market relevance across the system. The report concludes that Norwegian policy makers have a larger role to play in steering the system. Policy makers can set the conditions for greater labour market relevance by strengthening the mechanism for collaboration between higher education institutions and employers, ensuring better coordination and use of labour market information, and redoubling efforts to support quality learning and teaching. This report was developed as part of the OECD Enhancing Higher Education System Performance project.

    Kurzfassung: Infrastructure worldwide has suffered from chronic under-investment for decades and currently makes up more than 60% of greenhouse gas emissions. A deep transformation of existing infrastructure systems is needed for both climate and development, one that includes systemic conceptual and behavioural changes in the ways in which we manage and govern our societies and economies. This report is a joint effort by the OECD, UN Environment and the World Bank Group, supported by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. It focuses on how governments can move beyond the current incremental approach to climate action and more effectively align financial flows with climate and development priorities. The report explores six key transformative areas that will be critical to align financial flows with low-emission and resilient societies (planning, innovation, public budgeting, financial systems, development finance, and cities) and looks at how rapid socio-economic and technological developments, such as digitalisation, can open new pathways to low-emission, resilient futures.

Они включают: введение платы за забор поливной воды (за воду, как природный ресурс); усиление господдержки водного сектора; и улучшение экономических инструментов управления рисками негативного воздействия вод (в т.ч. с использованием таких инструментов, как обязательное страхование и дифференциация ставок земельного налога в зонах высокого риска затопления). Также рекомендуется опробовать ряд инновационных инструментов, таких как: установление лимитов сброса определенных опасных загрязняющих веществ в пилотной зоне (например, в бассейне реки Селенга) и постепенное развития рынка купли-продажи квот на сбросы этих веществ в пределах установленного лимита сброса; а также введение платы за (налога на) токсичные агрохимикаты (пестициды, гербициды и другие) и синтетические моющие средства, чтобы создать стимулы к сокращению диффузного загрязнения водных ресурсов.

    Kurzfassung: What can further market integration contribute to growth and employment? A series of hypothetical trade reform scenarios explores what countries at different levels of development can expect to gain from reforming tariffs, non-tariff barriers, trade facilitation and domestic support to agriculture. Simulations of multilateral and regional trade agreements with the OECD METRO model show that positive effects are higher when more countries participate in trade integration because it broadens market opportunities, widens the range of products at lower prices, and reduces trade diversion. Smaller economies especially benefit. Firms in these economies can better specialise in international production networks as they have access to larger and more differentiated markets and also benefit from enhanced market access on the products they already produce. While trade integration boosts demand and lifts wages and factor returns, the required production adjustments also leads to reallocation of workers between sectors. The analysis highlights some of the distributional implications and emphasises the need for labour force adjustment policies to accompany trade integration.

    Kurzfassung: The first years of life lay the foundations for a child’s future development and learning. Many countries have increased their financial support for provision of early childhood education and care (ECEC) over the past years. More recently, the focus of debate has been shifting from expanding access to affordable ECEC to enhancing its quality. A growing body of research suggests that the magnitude of the benefits for children will depend on the level of quality of early childhood services, with especially strong evidence in the case of disadvantaged children. In light of budgetary constraints, policy makers require the latest knowledge base of the quality dimensions that are most important for ensuring children's development and early learning. However, current research is often narrow in focus or limited to programme-level or national-level conclusions. This book expands the knowledge base on this topic. It draws lessons from a cross-national literature review and meta-analysis of the relationship between early childhood education and care structure (e.g. child-staff ratios, staff training and qualifications), process quality (i.e. the quality of staff-child interactions and developmental activities), and links to child development and learning. This report concludes with key insights, as well as avenues for further research. It was co-funded by the European Union.

    Kurzfassung: This report provides a new perspective to the nature of urban sprawl and its causes and environmental, social and economic consequences. This perspective, which is based on the multi-dimensionality of urban sprawl, sets the foundations for the construction of new indicators to measure the various facets of urban sprawl. The report uses new datasets to compute these indicators for more than 1100 urban areas in 29 OECD countries over the period 1990-2014. It then relies on cross-city, country-level and cross-country analyses of these indicators to provide insights into the current situation and evolution of urban sprawl in OECD cities. In addition, the report offers a critical assessment of the causes and consequences of urban sprawl and discusses policy options to steer urban development to more environmentally sustainable forms.

    Kurzfassung: The “smart home” looks set to be the arena in which many people will utilise consumer-facing Internet of Things (IoT) technologies for the first time. A new generation of familiar household devices and appliances (e.g. washing machines) are becoming “smart” through the addition of sensors, software and Internet connections. They are entering the home alongside innovative IoT era devices (e.g. smart speakers) – often integrating with them to form smart residential systems (e.g. relating to energy, entertainment and home security). This report outlines the key consumer benefits and risks associated with Internet of Things (IoT) devices in the “smart home”. The benefits include convenience, customisation and control. However, there are potential risks for smart home residents such as data privacy and cybersecurity threats, limitations on interoperability, the need for lifetime product support, complex supply chains and liability regimes, and product safety.

    Kurzfassung: This report assesses the extent and implications of the presence of state enterprises in the steel industry. There are concerns about the potential lack of transparency and accountability as well as competitive advantages that state enterprises may have over competitors. In 2016, 22 of the world’s 100 largest steelmaking companies were state enterprises, representing at least 32% of global crude steel output in 2016. Firm-level data suggest that state enterprises in the steel sector are likely to be associated with weaker economic performance and higher levels of indebtedness, compared to private enterprises. The analysis in this paper shows that this is particularly relevant for state enterprises located in non-OECD economies. Data on steelmaking capacity investments show that state enterprises have contributed significantly to the increase in global steelmaking capacity, although financial data show that state enterprises obtain lower profits for each unit of fixed costs than comparable private counterparts.

    Kurzfassung: This report analyses existing competitive research funding mechanisms and their effectiveness, taking into account a variety of contextual factors. It focuses on the efficiency of funding allocation mechanisms relative to their objectives. The main elements of this project have been an extensive survey of individual funding schemes in different countries, complemented with targeted interviews. Findings from the survey and interviews, completed with contextual data on national research funding trends, were analysed to identify major challenges for competitive funding processes and to propose options to overcome them. This report is aimed both at the research funding community and policy-makers wishing to adapt competitive research funding strategies to different objectives. It includes a number of policy recommendations, which engage different actors and are derived from the analysis including identification of gaps in the available data and information.

    Kurzfassung: Teachers are the most important resource in today’s schools. In every country, teachers’ salaries and training represent the greatest share of expenditure in education. And this investment in teachers can have significant returns: research shows that being taught by the best teachers can make a real difference in the learning and life outcomes of otherwise similar students. Teachers, in other words, are not interchangeable workers in some sort of industrial assembly line; individual teachers can change lives – and better teachers are crucial to improving the education that schools provide. Improving the effectiveness, efficiency and equity of schooling depends, in large measure, on ensuring that competent people want to work as teachers, that their teaching is of high quality and that high-quality teaching is provided to all students. This report, building on data from the Indicators of Education Systems (INES) programme, the Teaching and Learning International Survey (TALIS) and the Programme for International Student Assessment (PISA), explores three teacher-policy questions: How do the best-performing countries select, develop, evaluate and compensate teachers? How does teacher sorting across schools affect the equity of education systems? And how can countries attract and retain talented men and women to teaching?

    Kurzfassung: Many of Mexico’s product markets remain among the most heavily regulated in the OECD. These structural flaws adversely affect the ability of firms to effectively compete in the markets and hamper innovation, efficiency and productivity. Against this backdrop, this report analyses Mexican legislation in the medicine (production, wholesale, retail) and meat sector (animal feed, growing of animals, slaughterhouses, wholesale and retail) along the vertical supply chain. Using the OECD Competition Assessment Toolkit to structure the analysis, the report reviews 228 pieces of legislation and identifies 107 legal provisions which could be removed or amended to lift regulatory barriers to competition. The analysis of the legislation and of the Mexican sectors has been complemented by research into international experience and consultation with stakeholders from the public and private sectors. The OECD has developed recommendations to remove or modify the provisions in order to be less restrictive for suppliers and consumers, while still achieving Mexican policy makers’ initial objectives. This report identifies the potential benefits of the recommendations and, where possible, provides quantitative estimates.

The study then takes a closer look at two major policy efforts by the Seoul Metropolitan Government to advance inclusive growth. The study analyses the city’s efforts to ensure that strategies to address climate change also protect and benefit the most vulnerable populations, notably through the Promise of Seoul, which puts citizen welfare and social inclusion at the heart of the city’s efforts to tackle climate change. The study also assesses the efforts of city authorities to level the playing field for small firms and entrepreneurs through its Economic Democratisation Agenda.

    Kurzfassung: Migration flows are profoundly changing the composition of classrooms. Results from the OECD Programme for International Student Assessment (PISA) reveal that in 2015, almost one in four 15-year-old students in OECD countries reported that they were either foreign-born or had at least one foreign-born parent. Between 2003 and 2015, the share of students who had either migrated or who had a parent who had migrated across international borders grew by six percentage points, on average across OECD countries. The Resilience of Students with an Immigrant Background: Factors that Shape Well-being reveals some of the difficulties students with an immigrant background encounter and where they receive the support they need. The report provides an in-depth analysis of the risk and protective factors that can undermine or promote the resilience of immigrant students. It explores the role that education systems, schools and teachers can play in helping these students integrate into their communities, overcome adversity, and build their academic, social, emotional and motivational resilience.

    Kurzfassung: The report analyses the performance of Lithuania’s health system which has been long characterised by its institutional stability and the steady pursuit of a policy agenda aimed at adapting it to the evolving burden of disease. Today, even if total spending on health is low and out-of-pocket payments represent nearly a third of it, the system ensures fairly equitable access to care. The main challenge to the system is that health outcomes still place Lithuania among the lowest ranked in the OECD. Efforts need to be geared more systematically towards strengthening public health and improving the quality of the services delivered at primary and hospital care levels.

En 2013, les pays de l’OCDE et du G20 ont adopté un Plan d’action en 15 points, à l’élaboration duquel ils ont œuvré de concert et sur un pied d’égalité, pour lutter contre l’érosion de la base d’imposition et le transfert de bénéfices. Le projet BEPS réalisé sous l’égide de l’OCDE et du G20, vise à assurer aux États des recettes budgétaires face à une fiscalité en phase avec l’évolution des activités économiques et la création de valeur, mais aussi à créer, dans le domaine de la fiscalité internationale, un ensemble unique de règles faisant l’objet d’un consensus pour combattre l’érosion de la base d’imposition et le transfert de bénéfices, et partant, à protéger l’assiette imposable tout en offrant aux contribuables une prévisibilité et une certitude accrues. En 2016, l’OCDE et le G20 ont créé le Cadre inclusif sur le BEPS pour permettre aux pays et aux juridictions intéressés d’œuvrer avec les pays membres de l’OCDE et du G20 au développement de normes concernant les questions relatives au BEPS tout en veillant à la mise en œuvre du paquet BEPS de manière cohérente. Plus de 100 pays et juridictions ont rejoint le Cadre inclusif. Ce rapport intérimaire réalisé sous l’égide du Cadre inclusif sur le BEPS de l’OCDE et du G20 s’inscrit dans la continuité des travaux ayant abouti au Rapport de 2015 sur l’Action 1 du projet BEPS consacré aux défis fiscaux posés par l’économie numérique. Le rapport décrit également les répercussions de la transformation numérique sur d’autres aspects du système fiscal, en mettant à disposition des autorités fiscales de nouveaux outils, ce qui se matérialise par une amélioration des services proposés aux contribuables, de l’efficacité du prélèvement de l’impôt, et de la détection de l’évasion fiscale.

    Kurzfassung: Under the Action 13 Minimum Standard, jurisdictions have committed to foster tax transparency by requesting the largest multinational enterprise groups (MNE Groups) to provide the global allocation of their income, taxes and other indicators of the location of economic activity. This unprecedented information on MNE Groups’ operations across the world will boost tax authorities’ risk-assessment capabilities. The Action 13 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review process. The peer review of the Action 13 Minimum Standard is proceeding in stages with three annual reviews in 2017, 2018 and 2019. The phased review process follows the phased implementation of Country-by-Country (CbC) Reporting. Each annual peer review process will therefore focus on different aspects of the three key areas under review: the domestic legal and administrative framework, the exchange of information framework, and the confidentiality and appropriate use of CbC reports. This first annual peer review report reflects the outcome of the first review which focused on the domestic legal and administrative framework. It contains the review of 95 jurisdictions which provided legislation or information pertaining to the implementation of CbC Reporting.

    Kurzfassung: The future of tourism will be impacted by large-scale social, economic, political, environmental and technological changes, bringing new and often unseen challenges, threats and opportunities. These “megatrends” are slow to form, but once they have taken root, exercise a profound and lasting influence on human activities, processes and perceptions, including for tourism. Four megatrends are likely to have significant impacts and relevance for tourism: i) evolving visitor demand; ii) sustainable tourism growth; iii) enabling technologies; and iv) travel mobility. Exploring the multidimensional implications of these megatrends to 2040 is important to inform policy and shape the future of tourism. This Tourism Paper develops a range of plausible scenarios and potential policy responses for the megatrends mentioned above, it then examines how policy makers can better prepare for megatrends, and presents a set of guiding principles for effective strategic foresight in tourism.

The Reviews are intended to provide independent, comprehensive and comparative assessments of OECD member and non-member countries’ tax systems as well as concrete recommendations for tax policy reform. By identifying tailored tax policy reform options, the objective of the Reviews is to enhance the design of existing tax policies and to support the adoption of new reforms. This report provides a comprehensive tax policy assessment of the taxes paid by individuals in Slovenia as well as tax reform recommendations. The report is divided into six chapters, with a summary of the main findings upfront, followed by more detailed recommendations at the end of chapters 3 to 6. Chapter 1 sets the scene for tax reform in Slovenia. Chapter 2 focuses on the labour market, social policy and tax policy related challenges. The ensuing chapters assess the financing of the social security system (Chapter 3), identify strategies to strengthen the design of personal income tax (Chapter 4), indirect taxes (Chapter 5), and the taxation of capital income at the individual level (Chapter 6).
