    Abstract: The requirement to assess public employees is increasing within European public services. Dictated by budgetary imperatives and performance improvement concerns, it is becoming the norm in all administrations. One of the most sensitive areas of application is undoubtedly higher education. The traditional independence and autonomy of the academic personnel tends to clash with the state’s desire to revamp its human resources management using the assessment tool. This study relates to the implementation of a procedure designed to assess higher education public employees in France and Finland, based on the observation of two institutions. It focuses in particular on the role of trade unions in this reform. The behaviour of the different players is analysed in relation to several traditional sociological approaches.

    Abstract: The residues in Livestock studies are conducted in order to quantify levels of residues in meat, milk, eggs and edible meat by-products following the use of a pesticide product. The situations to which such studies apply include application of a pesticide to raw agricultural commodities (RACs), and the feeding by livestock; pesticides that may be directly applied to livestock; and pesticides that are used in livestock premises. The primary purposes of the Residues in Livestock study are to provide: the basis for establishing maximum residue limits (MRLs) and for conducting dietary intake assessments for consumer safety. Separate feeding studies should be conducted for a ruminant (lactating dairy cows) and poultry (egg-laying hens). The test substance(s) should be applied daily (during at least 28 days) preferably by capsule. A Residues in Livestock study will normally comprise 3 different dose levels, 1X, 3X and 10X. Three animals per dose group (and one for the control) should be used for ruminants. For hens 9-10 animals per dose group (and 3 to 4 animal for control per study) should be used. The study report should include: daily feed consumption, bodyweights measurement, milk or egg production and analyse (after and before dosing), detailed observations (health problems…) and tissues analyse.

    Abstract: What difference does education make for young adults' engagement in politics and social issues? This study is part of the OECD's Centre for Educational Research and Innovation (CERI) project on "Measuring the Social Outcomes of Learning" (SOL). It discusses relevant international research, with special attention to studies in the Nordic countries, and analyses survey responses by more than 11 000 Norwegian youths aged 13 to 19. "Engagement" is defined as youth's declared interest in politics and social issues and by their participation in various forms of political activity. Educational performance and especially educational aspirations matter for this type of engagement. Socialisation in family environments with regard to civic related issues, however, matters even more for taking interest in such types of civic engagement. It also seems that young people experience educational benefits from growing up in families who care about the civic domain. Separately, the findings suggest that young people who are politically active do not easily conform to the status quo. Rather, they confront the authority structures of their schools more often than other young people do. The paper concludes with suggestions for policy and research.

Dictée notamment par des impératifs budgétaires et des soucis d’amélioration de la performance, elle tend à s’imposer dans toutes les administrations. L’un des secteurs d’application les plus délicats est sans conteste l’enseignement supérieur. Les traditions d’indépendance et d’autonomie des personnels universitaires ont tendance à se heurter à la volonté de l’État de rénover sa gestion des ressources humaines grâce à l’outil d’évaluation. Cette étude porte sur la mise en place d’une procédure d’évaluation des agents publics dans l’enseignement supérieur en France et en Finlande, à partir de l’observation de deux établissements. L’étude s’intéresse en particulier au rôle des organisations syndicales dans cette réforme. Les comportements des différents acteurs sont analysés à l’aune de quelques approches sociologiques classiques.

    Abstract: The deviation cycles in the manufacturing industry of nine OECD-countries are identified by applying the Christiano-Fitzgerald band-pass filter. Turning points, low- and high-growth phases and other descriptive statistics are derived from these deviation cycles. A regression based test statistic is applied to test for duration dependence. Moreover, the international linkage between the cyclical motions in the manufacturing industry of two countries is investigated by measuring the degree of synchronisation. In addition to measuring the cyclical fluctuation, a composite leading indicator is constructed which replicates and predicts the deviation cycle in the manufacturing industry. This composite leading indicator is a single index composed of economic, financial and expectation variables possessing leading properties.

    Abstract: This paper studies export processing zones (EPZs) which have become increasingly popular as a policy tool for development and export-oriented growth, and can be found in 130 countries around the world. The report consists of four parts. Part I provides a broad overview on the current use of EPZs, including the evolution of EPZ policy, their objectives and how these are achieved, and the incentives commonly offered. It presents case studies from China, India and Russia illustrating new trends and policies. Part II then provides a review of the economic costs and benefits of EPZs with particular focus on their trade and employment implications. Part III presents an analysis of how common EPZ policies relate to trade rules. It reviews the relationship between EPZs and the WTO Agreements such as the WTO Agreement on Subsidies and Countervailing Measures (ASCM), followed by a discussion of how EPZs are commonly treated in RTAs. Part IV concludes. EPZs are a sub-optimal policy from an economic point of view since it benefits the few and distorts resource allocation, but may be useful as a stepping stone to trade liberalisation on a national basis. Governments should consider all available policy options, and conduct a thorough cost/benefit analysis before implementation.

Sie hat die Reform ihrer Strom- und Erdgasmärkte fortgesetzt, einen Zeitplan für die Beendigung der Kohlesubventionen aufgestellt, ist im Begriff, wichtige Klima- und Umweltziele zu erfüllen und hat die Themenkreise Energie, Effizienz und Umwelt im Rahmen ihres EU-Ratsvorsitzes und ihrer G8-Präsidentschaft ganz oben auf die weltpolitische Agenda gestellt. Die Internationale Energie-Agentur (IEA) begrüßt diese Anstrengungen. Gleichwohl bleibt noch einiges zu tun, um Deutschlands Energiepolitiken und -märkte weiter zu verbessern. Der geplante Ausstieg aus der Kernenergie in den kommenden Jahren hätte erhebliche Auswirkungen auf den Energiemix des Landes und gibt daher Anlass zu Besorgnis in Bezug auf Versorgungssicherheit, Wirtschaftlichkeit und Umweltverträglichkeit, für Deutschland ebenso wie für Europa insgesamt. Und auch wenn bereits Fortschritte erzielt wurden, muss doch mehr getan werden, um wirklich gleiche Bedingungen für alle Marktteilnehmer und damit die Voraussetzung für die Entwicklung von Wettbewerb auf den Strom- und Gasmärkten zu schaffen. Dazu bedarf es einer effektiven Trennung der Netzaktivitäten und starker Befugnisse für die Regulierungsbehörden. Die Umweltpolitik des Landes schließlich fördert zwar die Erfüllung ehrgeiziger Zielvorgaben, ist jedoch mit hohen Kosten verbunden – und gelegentlich geraten Maßnahmen in verschiedenen Politikbereichen miteinander in Konflikt. Diese Veröffentlichung befasst sich eingehend mit den energiepolitischen Herausforderungen, vor denen Deutschland steht, was durch eine kritische Analyse anhand von Vergleichen mit nachahmenswerten Beispielen aus anderen IEA-Ländern und Empfehlungen zur Verbesserung der Politik ergänzt wird. La substance active est appliquée sur les feuilles, le sol ou les graines, ou des traitements après récolte. L'étude est réalisée en utilisant un sol de limon sableux traité avec la substance d'essai radiomarquée. L'étude peut être réalisée dans une serre ou dans une parcelle ou une chambre de culture. Le taux maximum d'application (le taux d'application conseillé par les bonnes pratiques agricoles) est utilisé pour permettre la caractérisation et/ou l'identification du résidu. Les compétences sont souvent partagées entre les différents niveaux de gouvernement, mettant à mal la responsabilisation et l’État a souvent conservé un degré sans aucun doute trop élevé et inutile de prérogatives. Le long de ces chaînes et à l'intérieur des réseaux de production internationaux, ce sont non seulement des biens finals qui font l'objet d'échanges internationaux, mais également de plus en plus des biens intermédiaires (pièces et composants) et, ces dernières années, des services. Cette évolution modifie en profondeur les relations économiques entre les pays et remet de plus en plus en question les indicateurs empiriques comme ceux du commerce et de l'IDE qui sont habituellement utilisés pour mesurer la mondialisation. Les tableaux d'entrées-sorties peuvent permettre d'affiner la description de la mondialisation en cours car ils renseignent sur les biens d'après leur utilisation au lieu de proposer des classifications arbitraires qui les subdivisent en biens intermédiaires et d'autres catégories. De plus, les tableaux d'entrées-sorties contiennent de l'information sur l'utilisation des services, ce qui permet de mesurer la délocalisation croissante des services dans les activités des entreprises aujourd'hui. À partir de la base de données entrées-sorties de l'OCDE, qui comprend des tableaux harmonisés pour 38 pays (dont 10 pays émergents non membres de l'Organisation), le présent document rassemble des données concrètes sur l'importance croissante des chaînes de valeur mondiales et l'interdépendance de plus en plus étroite des pays. Des indicateurs d'entrées-sorties sont présentés pour les différents pays et industries, dans le but de démontrer l'évolution des caractéristiques de la mondialisation que nous observons actuellement.

    Abstract: This Test Guideline is designed to assess the effects of prolonged exposure to sediment-associated chemicals on the reproduction and the biomass of the endobenthic oligochaete Lumbriculus variegatus (Müller). The method is described for static test conditions. Worms of similar physiological state are exposed to a series of toxicant concentrations applied to the sediment phase of a sediment-water system (artificial sediment amended with a food source and reconstituted water). Test vessels without the test substance serve as controls. The test animals are exposed to the sediment-water systems for a period of 28 days. The endpoints of this type of study are the ECx for reproduction and biomass. In addition the No Observed Effect Concentration (NOEC), and the Lowest Observed Effect Concentration (LOEC) may be calculated. The purpose of the study, ECx or NOEC derivation, will determine the test design. At least five concentrations and a minimum of three replicates for ECx, or four replicates for NOEC/LOEC, for each concentration should be tested. The test is conducted with at least 10 worms for each replicate. The report should include the total number and the dry weight of the worms, the observations of abnormal behaviour, of mortalities, the water characteristics within the test vessels and the total organic content.

    Abstract: La délocalisation des services de soutien aux entreprises et des services des technologies de l’information (STI) – qu’il s’agisse d’approvisionnement interne ou d’approvisionnement externe à l’étranger – révolutionne les pratiques des entreprises. Le présent document traite de l’expansion des chaînes d’approvisionnement internationales et de la montée de la Chine, de la République tchèque, de l’Inde et des Philippines en tant qu’exportateurs de services de soutien aux entreprises et de STI. Il présente aussi une analyse de la nature et des facteurs de ces échanges et expose les défis économiques et commerciaux qu’entraînent ces mutations. Dans ce contexte sont présentées certaines des conséquences, pour le marché du travail, du développement des échanges entre les pays de l’OCDE et les pays tiers. L’analyse révèle que, dans les quatre économies émergentes susmentionnées, les secteurs des services de soutien aux entreprises et des STI sont structurés de façons très différentes : les entreprises chinoises et tchèques approvisionnent essentiellement leurs marchés intérieurs tandis que les entreprises indiennes et philippines fournissent principalement les marchés étrangers. Du point de vue des exportations, elles approvisionnent aussi des zones géographiques différentes : la Chine exporte principalement vers le Japon, la République tchèque vers l’Union européenne, les Philippines vers les Etats-Unis et l’Inde vers les Etats-Unis et le Royaume-Uni. Plusieurs des grandes entreprises nationales des quatre pays sont en train d’établir une présence importante sur des marchés étrangers, en particulier dans d’autres pays émergents, afin de développer leurs capacités et d’exploiter l’avantage comparatif local. Cela fait bien ressortir le fait que les pays ont des atouts divers selon leur situation géographique et que l’IDE lié aux services de soutien aux entreprises et aux STI entre économies émergentes se développera sans doute rapidement dans l’avenir. Les quatre pays sont confrontés à des contraintes du côté de l’offre. La pénurie de personnel chevronné dans ce secteur en Chine, en République tchèque et aux Philippines freine la croissance. De nombreuses entreprises ont du mal à faire face à des taux élevés de rotation du personnel et d’inflation salariale. Les restrictions réglementaires sont relativement peu nombreuses mais n’en affectent pas moins certaines entreprises. Dans le secteur des STI, les mouvements temporaires de personnel peuvent poser de graves difficultés aux exportateurs nationaux. Le problème est particulièrement aigu dans le secteur indien des STI, qui est tributaire de l’envoi de professionnels pour des visites de plus longue durée dans les locaux des clients. La lenteur et l’imprévisibilité des procédures de délivrance de visas d’affaires et de permis de travail, ainsi que les limitations imposées par les systèmes de quotas au nombre de permis de travail accordés, posent des problèmes opérationnels. Dans le secteur des services de soutien aux entreprises et, dans une moindre mesure, dans le secteur des STI, la législation relative à la confidentialité et la sécurité des données peut avoir un effet négatif sur la délocalisation vers l’étranger. Cependant, les nouvelles réglementations ont également créé des débouchés commerciaux entièrement nouveaux, notamment dans le domaine des transcriptions médicales.

    Abstract: The Uterotrophic Bioassay is an in vivo short-term screening test. It is based on the increase in uterine weight or uterotrophic response. The Uterotrophic Bioassay relies for its sensitivity on an animal test system in which the hypothalamic-pituitary-ovarian axis is not functional. Two oestrogen sensitive states in the female rodent meet this requirement: i) immature females after weaning and prior to puberty and ii) young adult females after ovariectomy with adequate time for uterine tissues to regress. The test substance is administered daily by oral gavage or subcutaneous injection. Each treated and control group should include at least 6 animals. Graduated test substance doses are administered to a minimum of two treatment groups of experimental animals using one dose level per group and an administration period of three consecutive days for immature method and a minimum administration period of three consecutive days for ovx-adult method. The animals are necropsied approximately 24 hours after the last dose. For oestrogen agonists, the mean uterine weight of the treated animal groups relative to the vehicle group is assessed for a statistically significant increase. A statistically significant increase in the mean uterine weight of a test group indicates a positive response in this bioassay. The report should include: the daily body weights, the daily record of status of animal, the wet and blotted uterine weight, the daily food consumption.

Les groupes d’échantillon expérimentaux de bois utilisés pour l’essai sont au nombre d’au moins cinq : trois groupes de spécimens sont traités avec le produit de préservation, un groupe de spécimens est non traité et un groupe sert à l'estimation de la teneur en eau après séchage à l’étuve des spécimens d'essai avant traitement. L'eau (milieu d’émission) est recueillie et analysée chimiquement à différents moments au cours de la période d'exposition suffisante pour effectuer des calculs statistiques (6 heures, 1 jour, 2 jours, 4 jours, 8 jours, 15 jours, 22 jours, 29 jours). Les essais avec les échantillons non traités peuvent être interrompus s'il n'y a aucune concentration de fond détectée sur les trois premiers résultats.

    Abstract: In this paper, we review some of the basic energy balance and climate change impact issues associated with biofuels. For both the basic energy and greenhouse gas balances of producing and using a range of fuels, and for the increasingly debated and important issues of non-greenhouse gas impacts such as a land, fertilizer and water use, we conclude that an improved framework for the analysis and evaluation of biofuels is needed. These new methodologies and data sets are needed on both physical and socioeconomic aspects of life-cycle of biofuels. We detail some of components that could be used to build this methodology and highlight key areas for future research. We look history and potential impacts of building the resource base for biofuel research, as well as at some of the land-use and socioeconomic impacts of different feedstock-to-fuel pathways.

    Abstract: The transport sector is almost fully dependent on oil-derived products and in both the United States and in Europe this sector contributes with about one third of total energy consumption and about 30 % of the CO2 emissions. The transport sector is forecasted to contribute with 90 % of the increase in CO2 emissions projected for EU in 2010. With the increasing use of oil for transport in China, India and other Asian countries the rush for oil has resulted in increasing prices on oil and a push for production of oil substitutes. Finding alternatives is a key issue and biofuels are expected to be the easiest alternative fuel as no significant changes in the infrastructure or in established vehicles and engines are required. Biomasses play a unique role as raw materials for the production of transport fuels as outlined by US Department of Energy. It is important to understand that biofuels are not always “bio”- and in some situations large scale production will lead to a larger over-all use of fossil fuel and thereby a larger emission of carbon dioxide. Biodiesel produced from rape seed and bioethanol produced from corn might be questionable when it comes to the net energy produced. Furthermore, production of these types of biofuels will occupy land, which might be used for food production and it can further lead to loss of rainforest or deforestation in parts of the world where the new opportunities opens for new developments.

    Abstract: The emergence of the market as a regulatory tool for the public sector and the promotion of competition among institutions are based upon the idea that they promote institutions’ responsiveness to society and a more efficient use of public funds. However, autonomous institutions forced to compete under market-like conditions may follow strategies aiming at “their own good”, especially when facing stringent financial conditions. This does not guarantee that the institutions’ strategic objectives will coincide or converge with the “public good” or with the government’s objectives. This opens the way for state intervention. In Portugal, the combined effect of the rapid expansion of the higher education system and the country’s decreasing birth rate has resulted in a situation where institutions compete strongly to attract students. This paper analyses the effect of this competition on the behaviour of both public and private institutions. It focuses on institutional policies for offering new study programmes and promoting the access of new students. It compares the behaviour of the public and private sectors to assess how far strong competition promotes similar attitudes from both sub-sectors, thus resulting in relaxing or even ignoring the pursuit of public good.

Toutefois, des établissements autonomes contraints à entrer en concurrence dans des conditions de marché pourraient bien adopter des stratégies favorisant « leur propre intérêt », tout particulièrement dans un contexte de restrictions budgétaires. Cela ne garantit en rien que les objectifs stratégiques de ces établissements coïncideront avec ou convergeront vers le « bien public » ou les objectifs gouvernementaux, ce qui ouvre la voie à l’ingérence de l’État. Au Portugal, les effets combinés de l’expansion rapide du système d’enseignement supérieur et de la baisse du taux de natalité national ont conduit à une situation de forte concurrence pour attirer les étudiants. Cet article analyse les effets de cette concurrence sur le comportement des établissements publics et privés sous l’angle des politiques d’offre de nouveaux programmes d’études et de promotion de l’accès à de nouveaux étudiants adoptées par les établissements en question. Le comportement des secteurs public et privé est ensuite comparé de manière à vérifier dans quelle mesure une forte concurrence favorise une attitude convergente des deux sous-secteurs, aboutissant à un relâchement des efforts de poursuite du bien public, voire à une ignorance totale de ce dernier.

    Abstract: This paper presents cross-section estimates of gross hourly wage premia on tertiary education. They are based on a unified framework for 21 OECD countries from the 1990s to the early 2000s and use international household surveys to maximise international comparability. The results of the “augmented” Mincerian wage equations point to an average hourly gross wage premium on completed tertiary education of 55% in 2001 (country-gender average), translating into a premium of close to 11% per annum of tertiary education. Wage premia display little variation over time but huge cross-country variation: at 6% they are lowest in Greece and Spain (men and women) as well as in Austria and Italy (women) while reaching 14%-18% in Hungary, Portugal, and in most Anglo-Saxon countries. Given that the wage premium is the single most important driver of private returns to education, the results presented here have potentially important implications for policies that aim at increasing investment in human capital.

    Abstract: This paper argues that regulatory measures affect the fixed cost of entering a market as well as the variable costs of servicing that market. Moreover, differences in regulation among countries often imply that firms have to incur entry costs in every new market. Indicators of regulatory intensity and heterogeneity are introduced in a gravity model and their impact on market entry and subsequent trade flows estimated for total services, business services and financial services. It is found that regulatory heterogeneity has a relatively large negative impact on both market entry and subsequent trade flows. Further, regulatory barriers have a negative effect on the local services sectors’ export performance. Finally it is found that regulations that aims at correcting market failure can have a positive impact on trade. It is concluded that services trade liberalization and regulatory reforms are complementary in creating competitive services markets.

    Abstract: There is a long history describing the structure and evolution of science. Recent unprecedented progress in access, use, and analysis of information on scientific publications and patents open innovative ways to study the structure and evolution of science. Especially, a mapping of knowledge has received wide recognition as a new, evolving area of research. The ultimate goal of this study is to contribute to endeavours to understand and track the changing nature of science. In this study, current trends in scientific activities were mapped and their characteristics were examined. Research areas were explored through a co-citation analysis and a map of science was generated to analyse how research areas were related to each other. Methodology which is commonly used in social network analysis was also applied to examine knowledge networks at the institutional level. The analysis clearly shows the multi-disciplinary character of some research, such as ‘Nano materials and devices’, ‘Genomics’, and ‘Environment’. A precursor of the emergence of nano-bioscience is also observed. Measurement of countries’ specialisation clearly indicates an increased share of the BRICs (Brazil, Russia, India, and China) in some research. The BRICs are currently in a stage of intense catching up and their importance in knowledge networks is likely to become substantial. Social network analysis at the institutional level reveals that the structure of knowledge networks strongly depends on research and each institution probably has its own function in the network. These results show how science is evolving not only across disciplines but also across countries or regions.

    Abstract: Of all government activities, public procurement is most vulnerable to corruption. In OECD countries, bribery by international firms is more pervasive in public procurement than in utilities, taxation, or judiciary. Most international efforts to fight corruption have focused exclusively on the bidding process. But this is only the tip of the iceberg. Recent corruption scandals have spotlighted grey areas throughout the whole public procurement cycle, including in needs assessment and contract management. Reform efforts have also often neglected exceptions to competitive procedures such as emergency contracting and defence procurement. This book offers practical insights into how the profession of procurement is evolving to cope with the growing demand for integrity, drawing on the experience of procurement practitioners as well as audit, competition and anti-corruption specialists. It provides, for the first time, a comparative overview of practices meant to enhance integrity throughout the whole procurement cycle, with examples from both OECD and non-OECD countries.

    Abstract: Declining fish stocks and expanding fishing fleets have combined with growing competition from aquaculture to put increased pressure on the fishing sector to adjust the size and nature of its operations in many countries. In some fishing communities, almost sixty percent of jobs are linked to fishing and in many coastal areas there are few alternative employment opportunities for fishers. This conference proceedings analyses the social issues and policy challenges that arise from fisheries adjustment policies, and how OECD member countries are meeting those challenges.

    Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Abstract: To meet future energy demand growth and replace older or inefficient units, a large number of fossil fuel-fired plants will need to bebuilt worldwide in the next decade. Yet CO2 emissions from fossil-fired power generation are a major contributor to climate change. As a result, new plants must be designed and operated at highest efficiency. The case studies in this report respond to a request to the IEA from the G8 Summit in July 2005 to illustrate the degree of efficiency now achieved in modern plants in different parts of the world using various grades of fossil fuels. The plants were selected from different geographical areas, because local factors influence attainable efficiency. The results of these analyses show that the technologies for high efficiency (low CO2 emissions) and very low conventional pollutant emissions (particulates, SO2, NOx) from fossil fuel-fired power generation are available now through PCC, IGCC or NGCC at a commercially acceptable cost.

    Abstract: Although small and medium-sized enterprises (SMEs) in Mexico make up most of the firms in the formal economy, they are hampered by a lack of financing and skilled workers. This book assesses the comprehensive SME policies introduced by the Federal Government during the past six years. While lauding the improvements achieved by the new policy measures, including better access to financing, reduced lead times for firm creation, and higher survival rates, the review cautions that the capacity of states and local authorities to absorb federal policy programmes needs to be enhanced and tailor-made initiatives in favour of micro firms need to be expanded. In addition, the review makes practical recommendations on how to improve policy co-ordination, create an efficiency evaluation culture at all levels of government, and strengthen the entrepreneurial business environment.

    Abstract: In the quest for more and better lifelong learning, there is a growing awareness that qualifications systems must play a part. Some countries have started to realise that isolated developments in qualifications standards lead to uncoordinated, piecemeal systems. After reviewing the policies and practice in fifteen countries, the authors present nine broad policy responses to the lifelong learning agenda that countries have adopted and that relate directly to their national qualifications system. They also identify twenty mechanisms, or concrete linkages, between national qualifications systems and lifelong learning goals. The overall aim of this book is to provide these mechanisms as a tool for governments to use in reviewing their policy responses to lifelong learning. Evidence suggests that some mechanisms, such as those linked to credit transfer, recognition of prior learning, qualifications frameworks and stakeholder involvement, are especially powerful in promoting lifelong learning.

    Abstract: When immigrants arrive in a new country, they are confronted with new labour market requirements such as language proficiency, familiarity with job search procedures and work practices which they are not always able to satisfy. These obstacles affect not only new immigrants, but, surprisingly, their children too, even if the children are born and educated in the receiving country. This publication presents reviews of the labour market integration of immigrants and their children in four OECD countries (Australia, Denmark, Germany and Sweden), and provides country-specific recommendations. Governments have a role to play in promoting language and vocational training, and encouraging diversity in the workplace. Immigrants themselves must accept the requirements of the host country employers. The viability of future migration policies, in particular greater recourse to immigration, will depend to a large extent on how successful OECD countries and immigrants are in achieving these objectives.

    Abstract: Our climate is changing. Less certain, however, is the timing and magnitude of climate change, and the cost of transition to a low-carbon world. This book identifies how climate change policy uncertainty may affect investment behaviour in the power sector. For power companies, where capital stock is intensive and long-lived, those risks rank among the biggest and can create an incentive to delay investment. Our analysis results show that the risk premiums of climate change uncertainty can add 40% of construction costs of the plant for power investors, and 10% of price surcharges for the electricity end-users. Climate Policy Uncertainty and Investment Risk tells what can be done in policy design to reduce these costs.

However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: The Randstad is a poly-centric urban area in western Netherlands, comprising Amsterdam, Rotterdam, The Hague, Utrecht and several smaller cities. It is one of the most densely populated areas in the OECD, and has developed into an advanced urban economy with many leading sectors, such as logistics, horticulture and financial services. The Randstad has one of the lowest unemployment rates in all OECD countries, and it is one of the most attractive metropolitan areas for FDIs. However, even though the Randstad had high growth rates over the 1990s, it performed less well in the 2000s. In particular, the Randstad has witnessed relatively low labour productivity growth over the last decade - much lower than cities such as Munich or Stockholm for instance. This Review aims to provide a detailed diagnosis and solutions for improving the competitiveness of the Randstad. The Randstad does not seem to exploit well the proximity of its four large cities, and therefore it does not represent an integrated functional urban system. Key recommendations are: improve internal accessibility within the area; facilitate knowledge transfers to the private sector; increase flexibility in housing and labour market; and strengthen the coordination of the economic specialities of its cities, such as higher education and tourism. Changing the governance framework is a key condition of success: individual city-regions within the Randstad should be granted more responsibilities, and a Randstad agenda should be created, prioritising improvement of regional public transport. This Territorial Review of the Randstad is integrated into a series of thematic reviews of metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: Despite significant efforts on the part of some countries, transport CO2 emissions have increased steadily over the last ten years. This report reviews the progress OECD and ECMT countries have made in reducing transport sector CO2 emissions and makes recommendations for the focus of future policies. It includes detailed country-by country information on measures adopted and transport sector emissions for the period 1990 - 2003.

    Abstract: Putting aside the euphoria of supporters of public-private dialogue (PPD) and the doom prophecies of its detractors, this analysis identifies the advantages that it can bring, while cautioning against the very real dangers it can present to fragile states and relatively recent democracies. The type of state involved, the level of organisation within the national private sector and the kind of support offered by donors all have an influence on the potential and real success of PPD.     Abstract: Agricultural policies are dominated by broad measures such as market price support and general payments to all land, animals or farmers. As a result, it is often difficult to associate a particular policy with any specific objective. Recognising the challenge facing policy makers who wish to design more precisely targeted policies, this study defines the operational characteristics of targeted policies and illustrates best practice with concrete examples. The relationship between target variables and objectives is explored and practical ways to define targets or actions are also examined.
