    Abstract: The Government of Uzbekistan has adopted an important series of initiatives to create a market-based housing finance system, yet recognizes that there remains much work to be done. This note provides guidance on the themes that were discussed with authorities and industry participants during mission to Uzbekistan on November 6-16, 2006 and February 22 to March 2, 2007. The note is based on missions conducted in 2006 and 2007 by Britt Gwinner, FPDSF, and Michael Borish, a review of government documents, and a review of studies conducted by other multilateral institutions. It benefits from cooperative research and analytical work done by the local staff of IFC Central Asia Primary Mortgage Market Development Project in identifying the legal and regulatory gaps in the county's housing finance system, as well as their additional background research under the TOR for developing this note. The World Bank would like to thank the officials of the Ministry of Finance, Ministry of Economy, Ipoteka Bank, and others for their generous cooperation

    Abstract: The primary purpose of this study was to profile residents and living conditions in novostroiki, or the rapidly growing areas of new self-built construction ringing Bishkek where more than one fourth of city residents now live, in order to identify the major problems and areas for potential future Bank and donor engagement. The study findings are based on analysis of results from a survey of 493 households in nine novostroiki established from 1989-1991, as well as focus group findings, a study of the institutional framework, and a study of sanitation. In interpreting the survey results, it is important to keep in mind that households in more recently established novostroiki face more difficulties than older novostroiki where residents have had more time to address their problems. The major findings are: Novostroiki are a large and growing problem for Bishkek: novostroiki growth has resumed in recent years and is unlikely to stop; Novostroiki residents are more diverse than most people think. Incomes and living conditions vary greatly among novostroiki, as do access to, and quality of, basic infrastructure, health and educational establishments. Primarily rural migrants, novostroiki residents build their own houses with the help of the community (ashar); and better off novostroiki residents live in superior houses and have access to more services

    Abstract: The Government of Uzbekistan has requested the World Bank to provide observations and recommendations for development of the microfinance market in Uzbekistan. This includes credit unions and microfinance organizations (MFOs), and touches on 'consumer lending' or small loans originated by commercial banks. For purposes of this Policy Note, the discussion focuses on issues pertaining to the non-bank institutions active in microfinance, as well as those that relate to the banks' existing efforts in this segment of the market. There is no particular focus on other groups, such as micro-leasing, micro-savings, micro-insurance, or agricultural credit cooperatives that are often included in separate categories, because they either are not active in Uzbekistan or data are not available for them. Current legislation envisions some of these activities unfolding, namely micro-leasing and micro-insurance. However, as of late 2006, early 2007, these were not included as part of the assessment. This policy note on microfinance does not address larger issues regarding the macro-economy or banking sector, as this discussion falls outside the scope of understanding between the Government of Uzbekistan (henceforth GoU) and the Bank. At the same time, there are references to some of the key macro and structural issues that impact developments in microfinance, namely inflation and interest rates at the macro level, and the incentive framework for banks and non-banks specific to microfinance

    Abstract: This paper provides an assessment of the funded pension system and the quality of the regulatory framework for both accumulation and payout phase. It suggests that the lack of portfolio diversification may contribute in the future to low returns and poor pensions and provides a number of recommendation to expand the opportunities of investments to pension funds. The paper also finds that pension fund administrators are not exploiting the scale economies in certain areas of the business such as collection of revenues and account management, and propose mechanisms to reduce costs and increase efficiency through greater competition. The paper examines the products and options offered at the retirement age and finds a bias toward the payment of pensions in the form of lump sums and suggests alternatives for improving the availability of other instruments. Enhancements in the regulatory framework of insurance companies are also proposed

    Abstract: The 2007 Global Monitoring Report on the Millennium Development Goals (MDGs) assesses the contributions of developing countries, developed countries, and international financial institutions toward meeting universally agreed development commitments. Fourth in a series of annual reports leading up to 2015, this year's report reviews key developments of the past year, emerging priorities, and provides a detailed region-by-region picture of performance in the developing regions of the world, drawing on indicators for poverty, education, gender equality, health, and other goals. Subtitled "Confronting the Challenges of Gender Equality and Fragile States", this year's report highlights two key thematic areas-gender equality and empowerment of women (the third MDG) and the special problems of fragile states, where extreme poverty is increasingly concentrated. The report, which is jointly issued by the World Bank and the International Monetary Fund, argues that gender equality and the empowerment of women are central to the development agenda. This is because gender equality makes good economic sense and because it helps advance the other development goals-including education, nutrition, and reducing child mortality. Rapid progress has been made in some areas, such as achieving educational parity for girls in primary and secondary school in most countries. But in many other dimensions-including political representation and participation in nonagricultural employment-performance still falls short.     Abstract: The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. World Development Report 2008 seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the World Development Report

    Abstract: The 2007 Global Monitoring Report on the Millennium Development Goals (MDGs) assesses the contributions of developing countries, developed countries, and international financial institutions toward meeting universally agreed development commitments. Fourth in a series of annual reports leading up to 2015, this year's report reviews key developments of the past year, emerging priorities, and provides a detailed region-by-region picture of performance in the developing regions of the world, drawing on indicators for poverty, education, gender equality, health, and other goals. Subtitled "Confronting the Challenges of Gender Equality and Fragile States", this year's report highlights two key thematic areas-gender equality and empowerment of women (the third MDG) and the special problems of fragile states, where extreme poverty is increasingly concentrated. The report, which is jointly issued by the World Bank and the International Monetary Fund, argues that gender equality and the empowerment of women are central to the development agenda. This is because gender equality makes good economic sense and because it helps advance the other development goals-including education, nutrition, and reducing child mortality. Rapid progress has been made in some areas, such as achieving educational parity for girls in primary and secondary school in most countries. But in many other dimensions-including political representation and participation in nonagricultural employment-performance still falls short.     Abstract: This paper provides an assessment of the Polish funded pension system and the quality of the regulatory framework for the accumulation phase. There are two elements that distinguish the Polish pension fund portfolios from other reforming countries': the relatively high component of domestic equity, and the negligible component on international securities. Although this asset allocation has provided relatively high real rates of return in the past, it may not be the case in the future, as further portfolio diversification to other instruments will become necessary to ensure sustainable rates of return. The paper provides a number of recommendations to expand the opportunities of investments to pension funds. The paper finds that pension fund management companies have been able to exploit scale economies in certain areas of the business, such as collection of revenues, and proposes to study mechanisms to enhance them even more by centralizing also the account management system, which may also help to increase portfolio efficiency and competition. The paper suggests that, with the payout phase starting in 2009, broad definitions in areas such as the role of the public and private sector need to be established.     Abstract: Water in the Middle East and North Africa region already causes major social and economic problems, resulting from insufficient supply, unreliable services and environmental damage. Per capita availability will fall by half by 2050, water quality is deteriorating, many aquifers are on the verge of exhaustion, and climate change may alter rainfall patterns. Unless current practices change, then, the situation will worsen considerably. For years, water professionals have been advocating comprehensive water reforms. Yet, although most countries have made considerable progress improving water policies and institutions, some of the most important elements of reform have remained politically intractable. Now, a series of factors are emerging that represent a potential opportunity to break this impasse. Turning the potential into real improved water outcomes will depend upon three things. First, developing reform proposals that that respond to the dynamics of the political economy. Second, recognizing that the water sector cannot act alone. Some of the reforms that will have most impact on water outcomes relate to policies such as trade, agriculture, finance, energy, and social protection. Third, implementing policies and practices that increase accountability of government institutions and service providers to the public.

    Abstract: The international community is committed to helping partner countries meet the Millennium Development Goal of halving global poverty by 2015. Providing more effective aid and increasing its impact on development is one important contribution to this end. This report takes stock of progress made to align donor support with developing country poverty reduction strategies, harmonise donor policies and practices to reduce transaction costs, and manage aid resources with a focus on development results. It has laid the ground for the preparation of the Paris Declaration on Aid Effectiveness endorsed by over 100 donor and developing countries at a High Level Forum in March 2005. In doing so, the signatories subscribed to some 50 specific commitments to do aid better and, for the first time, they agreed to measure progress with a set of indicators and targets. This moved the aid effectiveness agenda beyond the general consensus reached at the Rome High Level Forum in 2003 to what is now a practical blueprint for donors and partners to implement in a spirit of mutual accountability

    Abstract: The report seeks to analyze what has been learned about how agricultural interventions influence nutrition outcomes in low-and middle-income countries, focusing on the target populations of the millennium development goals-people living on less than a dollar a day. It also sets out to synthesize lessons from past efforts to improve the synergies between agriculture and nutrition outcomes. The report identifies a number of developments in agriculture and nutrition that have transformed the context in which nutrition is affected by agriculture. The relationship between agriculture and human nutrition is far more complex than the relationship between food production and food consumption or the economic relationship between food supply and food demand. Expanding agriculture's purview and capacity to embrace those contributing factors and determinants of nutrition that are traditionally the province of other disciplines or improving agriculture's interface with other, nonagricultural sectors, suggest themselves as possible ways forward. The limitations of production-focused agricultural programs and interventions in delivering improved nutrition impacts have been recognized by some in the agricultural community for decades. In the early 1980s a number of international development agencies undertook programs that sought to orient agricultural production to nutrition-related objectives, and over time a substantial body of literature developed around the analysis of the programs' results
