    Abstract: Intellectual property rights (IPRs) have an important role to play in helping China realise a modernisation strategy based on technological upgrading and integration into the global economy. Through the protection they offer to inventors, IPR regimes can help promote domestic technological innovation and facilitate transfer of foreign technology. Having recognised the importance of IPRs, the Chinese government has taken great strides in the past two decades to develop a modern system of IPR legislation and to further amend it in accordance with China’s membership in the World Trade Organisation (WTO). Progress with respect to IPR enforcement, however, still falls short of the levels needed to stimulate Chinese innovation and meet the expectations of the international business community.     Abstract: This OECD Emission Scenario Document (ESD) describes emission scenarios for three parts of the life cycle for antifouling products used on ship and boat hulls: (1) application; (2) service life; and (3) removal. The primary aim of this ESD is for use in risk assessments in notification and authorisation procedures in regulatory frameworks used in OECD countries. The ESD is intended to be used for general risk assessment and is explicitly not for site specific risk assessments. Furthermore it is important to note that the recommended scenarios for service life of the antifouling products in the ESD are limited to the calculation of the initial local concentrations in the primary receiving environmental compartments.

This paper discusses two methods for constructing business cycle indexes, the traditional NBER method and a recently developed dynamic factor model, and compares these methods for the euro area. The results suggest that a reliable index can be constructed from a limited number of series that are selected using economic logic.     Abstract: We examine the dynamics of knowledge production for a panel of 19 OECD countries. A new and unique data set is used to proxy the domestic flows of “new-to-the-world” knowledge and ideas. We rigorously address the cross-country heterogeneity in the production of knowledge and the endogeneous nature of this process. The parameters of the knowledge production function point to large cross-country differences. Domestic and foreign stocks of knowledge and ideas have a net positive effect on the production (flows) of new ideas. Countries with a low domestic knowledge base appear to improve their TFP considerably through the accumulation of knowledge. This effect is very modest for countries that already have a sizeable domestic knowledge base. We find ample evidence of duplicate R&D but no support for endogenous growth. Given the heterogeneous nature of knowledge production across OECD countries, R&D policy will need to be adapted to the specific nature of each country; a one-size-fits-all approach will not be effective.

    Abstract: Le présent document traite de la question des synergies entre les échanges de services environnementaux et les échanges de biens environnementaux. Il fait partie d'une série d'études de l'OCDE analysant diverses questions en rapport avec le paragraphe 31(iii) du Programme de Doha pour le développement adopté en 2001 par l'Organisation mondiale du commerce, qui demande que des négociations soient engagées à l'OMC sur « la réduction ou, selon qu'il sera approprié, l'élimination des obstacles tarifaires et non tarifaires visant les biens et services environnementaux. » Aux fins de la présente étude, la définition des services environnementaux englobe les services de gestion des eaux usées, les services de gestion des déchets solides, les services d'assainissement et services analogues et les autres services environnementaux. Les services liés au captage, à l'épuration et à la distribution de l’eau sont aussi examinés dans ce document. Après avoir décrit la nature de chaque service environnemental, l'étude définit les grandes catégories de biens utilisés dans la prestation de ces services, et note que pour certains biens, ce sont les services environnementaux qui stimulent la croissance des marchés. L'analyse s'appuie ensuite sur des études de cas réels ayant trait à des exportations interentreprises de services environnementaux, principalement en provenance de pays de l'OCDE à destination de pays en développement, pour donner un aperçu général des types de biens environnementaux utilisés par les prestataires de services, et de la façon dont ces derniers se procurent ces biens. Les données qualitatives présentées dans les études de cas montrent que bon nombre des biens environnementaux figurant sur les listes de l'APEC ou de l'OCDE sont utilisés dans la prestation de services environnementaux. C'est notamment le cas des articles permettant de contenir, transporter, traiter et filtrer des liquides, ainsi que des instruments de surveillance et de mesure. Nombre de ces biens sont obtenus auprès de fournisseurs locaux, soit d'emblée, soit après que la demande locale des services associés s'est développée. Les avantages sont nombreux pour les entreprises qui s'adressent à des prestataires de services environnementaux, car elles peuvent ainsi se concentrer sur leurs activités de base, et faire supporter à d'autres entreprises une partie de la charge que représente le respect des réglementations environnementales. Des emplois sont également créés au niveau local. Pour les économies en développement, la conclusion générale de cette étude est que les avantages potentiels d'une libéralisation simultanée des échanges de services environnementaux et des échanges de biensenvironnementaux sont probablement beaucoup plus grands que ceux de la libéralisation d'un seul de ces types d'échanges.

    Abstract: Computer and video games is a young industry with rapid growth underpinned by technological development. The global market in 2003 was over USD 21 billion compared with USD 32 billion for the recorded music industry. The main segments are off-line consoles and PCs; online and wireless games are still relatively small but there is a general online trend and the industry is increasingly strategic for media, Internet and consumer electronics firms. “Dis-intermediation” is occurring in the value chain as distributor and retail roles are taken by publishers directly or via ISPs and game Web sites. ISPs are also acting as content aggregators and game Web sites and portals as retailers (“re-intermediation”). Development barriers include the availability of network infrastructure, skills and management challenges, financing issues, and the legal and payments infrastructure. The policy framework affecting the industry includes R&D and technology, market and skills development; IPR and piracy issues; online business conditions including broadband quality, micro-payments, standards and taxation issues; and social dimensions including culture, age ratings and content issues, and games applications in education.

Elle fait partie d’une série d’analyses consacrées à divers types de mesures non tarifaires, et a pour but de contribuer aux débats du Groupe de négociation sur l’accès aux marchés pour les produits non agricoles, du Conseil du commerce des marchandises et d’autres responsables des politiques commerciales. L’analyse s’appuie sur des données tirées des Examens des politiques commerciales de l’OMC, les notifications d’obstacles non tarifaires soumises au Groupe de négociation sur l’accès aux marchés ainsi que dans la base de données TRAINS et les notes par pays de la CNUCED. Il ressort de cette étude que la plupart des types de redevances et impositions douanières sur les importations sont appliquées sur une base ad valorem plutôt que sur les coûts sous-jacents des services fournis. L’utilisation des redevances et impositions douanières a aussi évolué au fil du temps : l’application de surtaxes douanières et de droits de facturation consulaire a notablement reculé au cours des deux dernières décennies, alors que davantage de pays imposent aujourd’hui des redevances aux importateurs pour diverses opérations douanières.

    Abstract: Ce rapport présente les premiers résultats comparables à l’échelle internationale de l’enquête 2003 du Programme international de l’OCDE pour le suivi des acquis des élèves (PISA), qui porte sur le niveau des élèves de 15 ans en lecture, en mathématiques et en sciences dans 25 pays de l’OCDE. Cette année, l’accent a été mis sur les mathématiques. Il ne se limite pas à indiquer le classement relatif des pays en matière de culture mathématique, de compréhension de l’écrit et de culture scientifique. Il étudie également un large éventail d’aspects éducatifs tels que la motivation des élèves à l’idée d’apprendre, l’image qu’ils ont d’eux-mêmes et les stratégies d’apprentissage qu’ils privilégient. Par ailleurs, ce rapport analyse la variation des performances selon le sexe et le milieu socio-économique. Plusieurs facteurs associés à l’acquisition de savoirs et savoir-faire à la maison et à l’école sont étudiés, ainsi que leurs interactions et leurs implications pour l’action publique. Enfin, et c’est sans doute le plus important, cet ouvrage montre que certains pays se distinguent à la fois par de bonnes performances et des degrés élevés d’égalité des chances dans l’éducation. Le rapport présente de multiples indicateurs montrant comment les pays participants se situent les uns par rapport aux autres sous différents aspects des résultats de l’enseignement, ainsi que les facteurs qui jouent sur ces résultats.

    Abstract: Le présent document étudie de manière empirique l’influence que peut exercer une meilleure protection des droits de propriété intellectuelle (DPI) sur le transfert international de technologie par l’intermédiaire de la concession de licences. L’analyse est centrée sur les activités des multinationales des États-Unis en matière de licences ainsi que sur les alliances internationales entre pays développés et en développement dans ce domaine. Elle utilise à la fois des données agrégées et des données au niveau des entreprises. L’étude fournit des éléments généraux d’appui à l’idée que le renforcement des droits de propriété intellectuelle – mesuré par des indicateurs choisis – a eu un effet net positif sur le transfert de technologies au moyen de licences pendant les années 90. Elle montre que, pour les économies en développement, la réforme des DPI doit faire partie d’une stratégie générale de promotion du développement économique, en association avec d’autres réformes complémentaires. En particulier, les droits de brevet et l’efficacité de leur mise en œuvre sont déterminants pour permettre aux entreprises des pays en développement d’accéder aux technologies et au savoir-faire et de les exploiter dans le cadre d’accords de concession de licence avec des parties des pays développés. Dans l’ensemble, cette analyse indique que les pays en développement qui ont cherché à remédier aux faiblesses rencontrées dans ces domaines ces dernières années ont généralement amélioré leur accès aux technologies au moyen des licences.

    Abstract: Fiscal imbalances were a main cause for chronic high inflation and macroeconomic instability before the 2000/2001 crisis. Fiscal consolidation is the cornerstone of post-crisis stabilization. It has been quite successful over the past three years as sizeable primary surpluses have been sustained and the fall in interest rates has reduced the interest cost of public debt. Fiscal targets have been achieved chiefly by raising revenues which has increased the tax burden; greater emphasis should now be placed on the control of public expenditure. At the same time, core public services such as education, justice, infrastructure and rural development will need to be upgraded. Social security costs may also rise with the planned shift to universal health insurance, and the ambitious administrative decentralization project could cause upward pressure on local spending.     Abstract: In the face of rapid population ageing and the trend towards early retirement, there is a need to promote better employment opportunities for older people. This report on the United States, part of a series of around 20 OECD country reports, examines the demographic and economic challenges facing social security as well as the scope for raising labour force participation of older workers. It also looks at barriers to retention and hiring of older workers and measures to improve employability including education and training. This report includes a series of recommendations and is based on the proceedings of a seminar. It is published in English only. This report surveys of the main barriers to employment for older workers, assesses of the adequacy and effectiveness of existing measures to overcome these barriers and presents a set of policy recommendations for further action by the public authorities and social partners. It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

Following a summary of the conclusions and recommendations, the report surveys the general energy scene and energy policy in Turkey, looks at energy and the environment, reviews efforts to enhance energy efficiency, and then examines developments related to oil, natural gas, coal, renewable energy, and electricity. The book closes with a look at Turkey's R&D efforts related to energy. The book finds that Turkey has undertaken significant reforms to open energy markets, but needs to undertake further actions to see the process to a successful conclusion. Turkey has been very active in international co-operation and has become an important energy corridor between east and west. It has transposed many EU laws and regulations into its own national legislation and is in the process of synchronising its electricity network with the European grid. It has also ratified the Framework Convention on Climate Change and is developing a climate change strategy. But it needs to focus more on energy supply and conservation, do more to evaluate the cost effectiveness of its policies, and better co-ordinate policies across various government bodies.

    Abstract: This Round Table revisits the extended literature on the valuation of passenger time and discusses the under-researched topic of the value of time in freight transport. It assesses the increased value of time in international freight transport, given the trend towards globalisation. In particular, urban planners are concerned that an overvaluation of passenger time could give rise to excessive urban infrastructure investment which would induce low-density development of cities and urban sprawl. Transport policy measures that increase the speed and reliability of freight transport not only reduce its direct costs but have strong effects on inventory policies, logistics and even the location of firms. As recent empirical studies show, variations in time requirements for international transport, and increasingly short product and fashion cycles, have an influence on the pattern of foreign direct investment and international trade flows. Rational transport policy decision making has to take account of these indirect effects.

    Abstract: Mobilising private investment is recognised as a priority area for development so that poor countries are not left further behind. But reaping the maximum benefits of investment is not automatic. Policies matter too. A key challenge, therefore, is how to frame investment policies in a way that supports and reinforces economic development. In this respect, OECD Investment Committee co-operation activities with non-member economies aim to promote private investment, both foreign and domestic, and to create the policy environments needed to unleash the full benefits from investment, in terms of economic growth, poverty reduction and sustainable development. Investment for Development provides a record of the OECD Investment Committee's co-operation programmes with non-member economies and their results. These extensive co-operation activities are organised around three dimensions: global events, regional initiatives and dialogue with individual countries. This report documents how these initiatives help to strengthen implementation capacities and best practices among non-members, drawing on the broad applicability of the principles and expertise the OECD has developed in the area of international investment, including the positive contribution of responsible international business. Host countries are not alone in advancing this agenda. Home countries have a key role to play too. One example is the role of official development assistance in mobilising private investment. Investment for Development includes a report that identifies policy lessons and the analytical evidence that underpins them.

It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers. This report is published in English with a French translation of the Executive Summary and Recommendations.

    Abstract: Government and its agencies have a fundamental lead role to play in providing an environment favourable to business operations and conducive to private investment. This is especially true for small business. In order to flourish and grow they need an environment that facilitates and enables business start-ups, does not hamper them with excessive and costly regulations, and facilitates access to finance and business services. In 2002, the OECD and the European Bank for Reconstruction and Development (EBRD) launched the Enterprise Policy Performance Assessments (EPPAs) in the framework of the Investment Compact for South East Europe (SEE) Programme. The EPPAs consist of a series of reports covering all countries of South East Europe They assess the quality of government policy for the Small and Medium Enterprise sector, and regularly monitor its implementation. The 2004 edition of the EPPAs has been prepared by the OECD and the EBRD in close consultation with the European Commission. Synergies have been created between the EPPA and the European Union Charter for Small Business, covering seven policy dimensions: institutional framework; regulatory environment; tax policy; access to finance; advisory services; business incubators; and, entrepreneurship, vocational training and access to technology. This Enterprise Policy Performance Assessment report is presented as an independent and constructive contribution to the debate on enterprise policy in Romania, bringing forward the views of the small business sector and providing a set of priority actions and policy recommendations to the government and the small business community.

    Abstract: This book presents the outcomes of a review of legal and institutional frameworks for fighting corruption in Tajikistan, which was carried out in the framework of the Anti-Corruption Network for Transition Economies based at the OECD. The review examined national anti-corruption policy and institutions currently in place in Tajikistan, national anti-corruption legislation, and preventive measures to ensure the integrity of civil service and effective financial control. This publication contains the recommendations as well as the full text of the self-assessment report provided by the government of Tajikistan.

A key element of this reform concerns Japan's policies for regional development. This report reviews progress with different aspects of this reform, such as reform of territorial planning, regional economic policy, urban policy, rural development and administrative and fiscal decentralisation. It highlights the challenge facing the Japanese government as it combines new approaches to policy-making at the central level with mechanisms that assign a greater voice to regional and local actors.

    Abstract: This study takes an in-depth look at the arable crops sector in OECD countries and draws some conclusions about the impacts of agricultural support policies, trade liberalisation, agri-environmental payments, and agri-ennvironmental regulations. It contains economic and structural data, agri-environmental indicators for the arable crops sector, and analysis of the policy measures supporting arable crops farming and addressing environmental issues both at the aggregate country level and regional levels. This is the third in a series of in-depth studies being undertaken by the OECD to investigate the linkages between agriculture, trade and the environment. The first study on the pig sector was published in 2003, and the second study on the dairy sector was published in 2004.

    Abstract: This paper discusses policies to improve fiscal relations between levels of government to better meet the needs of citizens, an objective of the government’s “Roadmap for Decentralisation”. Although local government accounts for around half of total government spending, they have little autonomy and fiscal resources vary sharply between regions. The priority should be to enhance the independence of local authorities by establishing a clear division of responsibilities and transferring additional assignments to the local level. The general local governments should also have more influnence on education, while providing more support, through stronger linkages with the local education authorities, with a final aim of merger. The allocation of intergovernmental grants should be more transparent and the regulations attached to them should be relaxed to expand flexibility, while increasing reliance on block grants. Improving the fiscal federalism framework also requires more revenue raising power for local governments while simplifying the structure of local taxes. Greater accountability and rules are needed to ensure sound fiscal management by local governments.     Abstract: In 1994, the OECD published a set of recommendations -- known as the OECD Jobs Strategy -- to deal with high and persistent unemployment that affected many member countries. These recommendations are currently being reassessed by the OECD and this paper contributes to this process. It provides a detailed description of labour market reforms in member countries over the past ten years, together with a short overview of changes in macroeconomic policies and reforms affecting product markets. It attempts to rank countries according with their past reform efforts, using an aggregate reform intensity indicator, and analyses the link, though in a very preliminary way, between reforms and labour market performance. Overall, there is little evidence of a link between initial conditions and subsequent reform efforts, with some countries taking only modest measures despite a poor starting point, while others carrying out ambitious programs even though their initial conditions were already relatively favourable. Over the past decade, member countries have employed very diverse reform strategies, from comprehensive reforms package (Denmark, Finland and the Netherlands) -- as recommended in the initial Jobs Strategy -- to reforms more narrowly targeted on specific fields where deep action was undertaken (France, Italy, the United Kingdom and Ireland). The intensity of reforms has differed markedly across policy fields, with more action being undertaken in areas that are more widely accepted by the population, such as active labour market policies and cuts of labour taxes.     Abstract: Results presented in this paper based on the new database on immigrants and expatriates in OECD countries, show that (i) the percentage of the foreign-born in European OECD countries is generally higher than the percentage of foreigners; (ii) international migration is quite selective towards highly skilled migrants; (iii) in most OECD countries, the number of immigrants with tertiary education exceeds the number of highly qualified expatriates to other OECD countries; (iv) among non-member countries the impact of the international mobility of the highly skilled is diverse: the largest developing countries seem not be significantly affected and indeed may benefit from indirect effects associated with this mobility while some of the smallest countries, especially in the Caribbean and in Africa, face significant ‘emigration rates’ of their elites.

Cependant, l'information, est relativement limitée en ce qui concerne les outils politiques qui produisent les meilleurs résultats, le contexte dans lequel ils produisent ces résultats, et on ignore pourquoi certains outils sont choisis plutôt que d’autres. Par ailleurs, on ne sait pas très bien qui sont les principaux bénéficiaires des différents programmes, ni dans quelle mesure la prolifération de programmes, souvent associés à une multiplicité d’agences entraîne des dédoublements et des inefficacités et va à l’encontre des priorités établies par les gouvernements en matière de R-D de recherche et développement.

    Abstract: This paper assesses what role product market competition and regulatory reforms may have played in the performance of the British economy over the past decade. Competitive pressures appear to be relatively strong in the United Kingdom, with regulations inhibiting competition and barriers to trade amongst the lowest in the OECD. Nevertheless, there is scope for improvement and the recent overhaul of competition legislation should help to further promote competition. Much progress has been made in the professional services sector. Self-regulatory bodies are no longer exempt from competition legislation and professional bodies have undertaken a number of actions towards removing or easing restrictions that inhibit competition. In the retail sector, market power remains a problem and the competition authorities will need to remain vigilant. The government’s recent approach to planning has made new large scale entry very difficult, impeding competition and inhibiting entry. Industry regulators also need to remain vigilant in the electricity, gas and telecommunications sectors. Reforms in these sectors have led to increased productivity, though international comparisons suggest that there is scope for prices to fall. While recent steps by the government overcome the most serious weaknesses of the privatised rail system, continuing problems regarding incentives and responsibilities remain to be resolved.

    Abstract: The survey submissions indicate that bilateral donors and multilateral agencies have become much more active in TRTA/CB over the last few years, particularly since the 2001 WTO Doha Ministerial Conference. This increased activity is not only reflected in increased funding for TRTA/CB, but also in the number of donors/ agencies with explicit strategies and programming guidelines for TRTA/CB; enhanced awareness among donors of the importance of TRTA/CB for development and poverty reduction; and the strengthened, and sometimes institutionalised, dialogue between development and trade practitioners. In addition, several donors and agencies have recently embarked on ambitious reviews of their own bilateral TRTA/CB programmes and/or their participation in multilateral programmes, in order to assess the effectiveness of their TRTA/CB activities.
