    Abstract: In recent years, the cost of delivering health care in developed and developing countries has been rising exponentially. Governments around the world are searching for alternative mechanisms to reduce costs while increasing the capacity of social programmes with significant investments in infrastructure. A number of jurisdictions have begun to utilise public-private partnerships (PPPs) as a means of achieving these objectives. The use of PPPs in the Canadian health system is a relatively new phenomenon. Generally, the success of PPP projects is evaluated on the basis of the qualitative outcomes of the project, most commonly in a value-for-money analysis.

    Abstract: With the increasing importance of the service-providing sectors, information from these sectors has become essential to the understanding of contemporary business cycles. This paper explores the usefulness of the transportation services output index (TSI) as an additional coincident indicator in determining the peaks and troughs of US economy. The index represents a service sector that plays a central role in facilitating economic activities between sectors and across regions, and can be useful in monitoring the current state of the economy. We evaluate the marginal contribution of the TSI in identifying cyclical turning points in the context of four currently used NBER indicators. The TSI is found to have advantages over the composite index of coincident indicators in identifying turning points, and has been of critical importance in recent recessions.

    Abstract: This issue of Financial Market Trends compiles, as always, the articles that have been released online over the past few months. It features, as Part I, selected articles based on presentations given at the Symposium on “Financial crisis management and the use of government guarantees” in October 2011, which were first released between October and December 2011. The Symposium, part of the OECD’s work on financial sector guarantees, gathered policy makers, policy consultants and other academics to discuss the policy response to the financial crisis, the use of guarantees, failure resolution, banking and sovereign debt interconnections, as well as other financial safety net aspects. Policy proposals covered issues as to how to improve the use of government-supported guarantees and the design of the financial safety net, with a view to enhancing existing mechanisms to avert or contain future crises. A summary of the Symposium is included at the end of each of the articles to facilitate their distribution as self-contained papers.

    Abstract: Since the crisis, even with massive support from governments and central banks, widespread regulatory changes and promises from bank executives to improve the governance of risk, the world continues to see failures of Globally Systemically Important Financial Institutions (G-SIFIs, like Dexia), and huge losses (most recently from JP Morgan). Banks refuse to lend to each other, the central banks have become the interbank market and ‘bad deleveraging’ bears down on the economy forcing job losses in small- and medium-sized companies. ‘Good deleveraging’ occurs via building capital, and in this respect the US approach to dealing with the crisis provides something of a lesson that policy makers in Europe should take note of. With respect to regulations, the paper shows that capital and liquidity rules create a bias against lending to the enterprise sector (that drives jobs and economic growth). With respect to G-SIFIs, the paper shows how movements in their balance sheets are dominated by derivatives, the exposure to which varies with the cycle in risk. Netting of derivatives provides no protection against market risk, and the collateral and margin calls associated with these swings is both pro-cyclical and dangerous. The paper argues the OECD case that the best way to deal with all of these issues – both materially reducing the risk that arises from too-big-to fail while encouraging well-capitalised retail banks get on with the job of lending to create jobs – is to separate retail banking from securities business and ensure the former is (particularly in Europe) well capitalised. In this respect the paper argues that the non-operating holding company approach with ring-fenced subsidiaries (close to the Vickers proposal in the UK) is perhaps a better model than the US Volcker rule.

    Abstract: The revision process of the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources (BSS), Safety Series No. 115, 1996 (hereinafter referred to as 1996 BSS1) has reached its final stage. After the review of the 1996 BSS in 2005, the revision process started in 2006 and the final draft of the revised BSS2 was submitted to the Board of Governors of the International Atomic Energy Agency (IAEA or Agency) in August 2011 for approval. Subsequent to the decision of the IAEA Board of Governors adopted on 12 September 2011, the competent organs of the other potential sponsoring organisations also started to adopt or acknowledge, as appropriate, the text, which then will come into force one year after the date of the respective adoption or acknowledgement by the relevant organisation.

    Abstract: The differential between the interest rate paid to service government debt and the growth rate of the economy is a key concept in assessing fiscal sustanability. Among OECD economies,this differential was unusually low for much of the last decade compared with the 1980s and the first half of the 1990s. This article investigates the reasons behind this profile using panel estimation on selected OECD economies as means of providing some guidance as to its future development. The results suggest that the fall is partly explained by lower inflation volatility associated with the adoption of monetary policy regimes credibly argeting low inflation,which might be expected to continue. However,the low differential is also partly explained by factors which are likely to be reversed in the future,including very low policy rates,the “global savings glut” and the effect which the European Monetary Union had in reducing long-term interest differentials in the pre-crisis period. The differential is also likely to rise in the future because the number of countries which have debt-to-GDP ratios above a threshold at which there appears to be an effect on sovereign risk premia has risen sharply. Moreover,debt is projected to increasingly rise above this threshold in most of these countries.

    Abstract: The government guarantees on bank bonds adopted in 2008 in many advanced economies to support the banking systems were broadly effective in resuming bank funding and preventing a credit crunch. The guarantees, however, also caused distortions in the cost of bank borrowing. Their reintroduction might help alleviate the current pressures on banks caused by the sovereign debt crisis, but the pricing mechanism should ensure a level playing field. Moreover, given the sharp deterioration in the creditworthiness of sovereign borrowers, it may be envisaged to entrust the provision of the guarantees to a supranational organisation.

    Abstract: This article looks at various aspects of fiscal consolidation in 18 OECD economies. The prospects for fiscal consolidation depend upon the problems a country may face with its debt stock, the political will to deal with these problems and on the costs of consolidation. These costs are a function of the impacts of fiscal policy on the economy, which is the focus of this study. The analysis is based on a series of simulations using the National Institute Global Econometric Model, NiGEM. Fiscal multipliers differ across countries because the structure and behaviour of economies differ. They also differ within countries, depending on factors such as the fiscal instrument implemented, the policy response to fiscal innovations, and expectation formation by economic agents. The purpose of this study is to allow an assessment of the likely impact on the economy and on the fiscal position of consolidation programmes.We decompose the key factors that determine the size of the multiplier by changing them one at a time. Even under a specified set of assumptions, the outturn for the budget balance retains a high degree of uncertainty. We illustrate this uncertainty by calibrating probability bounds around projected debt profiles. This can allow an assessment of the probability of achieving specified fiscal targets, such as those set out in the European Union’s new Fiscal Compact.

    Abstract: It is generally recognised that illicit trafficking of nuclear and other radioactive materials is a serious problem, and one that must be tackled with a comprehensive response involving national governments as well as a number of intergovernmental organisations including the International Atomic Energy Agency (IAEA). The IAEA notes that 1 773 incidents were reported to its Illicit Trafficking Database, or ITDB, between January 1993 and December 2009, and that 351 of these involved “… unauthorized possession and related criminal activities” such as “… illegal possession, movement or attempts to illegally trade in or use nuclear material or radioactive sources”.

    Abstract: The aim of this paper is to provide an interpretation of the measure of capacity utilisation provided by the European Union harmonised survey on the Italian manufacturing sector. In doing so, we evaluate its ability to correctly track cyclical turning points and its contribution in explaining consumer price index (CPI) inflation. The survey based measure results are a good co-incident indicator of business cycle, however it is generally outperformed by time series models in explaining inflation. We conclude that the standard “output gap” interpretation of the survey results is broadly confirmed by the data, however we cannot rule out at this stage that survey respondents may also consider the alternative “variable capacity utilisation” concept in answering the survey question.     Abstract: This paper examines the policies that have been proposed to solve the financial and sovereign debt crisis in Europe, against the backdrop of what the real underlying problems are: extreme differences in competitiveness; the absence of a growth strategy; sovereign, household and corporate debt at high levels in the very countries that are least competitive; and banks that have become too large, driven by dangerous trends in ‘capital markets banking’. The paper explains how counterparty risk spreads between banks and how the sovereign and banking crises are serving to exacerbate each other. Of all the policies proposed, the paper highlights those that are coherent and the magnitudes involved if the euro is not to fracture.

    Abstract: This paper analyses the change in the Austrian business cycle over time using data back to 1954. The change in the cyclical pattern is captured using a non-linear univariate structural time series model where the time of the break point is estimated. Results for GDP series suggest a break in the frequency of the cycle and in the parameter covering the variance of the disturbances of the cycle taking place in the mid 1970s and early 1980s, respectively. Using data for GDP components a break in these variables is found too, but the timing of the break differs among the series. In a further step the paper assesses the relevance of these findings for forecasting purposes. It is shown that during certain periods the out-of-sample forecasting performance of GDP does improve when a break in one of the two parameters is explicitly modelled.

    Abstract: The Africa Partnership Forum (APF) was established in 2003 following the G8 Summit in Evian, as a way of extending existing dialogue between G8 countries and New Partnership for Africa’s Development (NEPAD) to include Africa’s major bilateral and multilateral development partners. In 2005 APF members agreed to establish an OECD-hosted support unit to backstop ongoing monitoring and analytical work. The APF is a senior political forum for discussing and monitoring policy issues, strategies, priorities and commitments related to Africa’s development and the implementation of NEPAD programmes, in the wider context of the Millennium Development Goals (MDGs). The APF monitors commitments and tracks progress. Its members include all African NEPAD members plus key African institutions and other major development partners, which work together as equals in the Forum and ensure synergies and coherence with other international fora.

    Abstract: Taxes and transfers reduce inequality in disposable income relative to market income. The effect varies, however, across OECD countries. The redistributive impact of taxes and transfers depends on the size, mix and the progressivity of each component. Some countries with a relatively small tax and welfare system (e.g. Australia) achieve the same redistributive impact as countries characterised by much higher taxes and transfers (e.g. Germany) because they rely more on income taxes, which are more progressive than other taxes, and on means-tested cash transfers. This article provides an assessment of the redistributive effect of the main taxes and cash transfers, based on various OECD data sources, a set of policy indicators and a literature review. Using cluster analysis, it also identifies empirically four groups of countries with tax and transfer systems that share broadly similar features.

    Abstract: The role of global, euro area and country-specific shocks in business cycle dynamics of six euro area member countries is assessed with the aid of SVAR models. Output fluctuations are driven by global shocks to a large extent in the euro area, and no Europeanisation of business cycles due to, for example the European Monetary Union, could be established. Business cycle heterogeneity is driven mainly by (asymmetric) country-specific shocks in the euro area and not by heterogeneous responses to common, particularly global, shocks. The cyclical disparity across the member economies is found to be small relative to the size of business cycles.     Abstract: This paper analyses what has been the EU institutional reaction to the Euro-area sovereign debt problems, focusing in particular on the new architecture designed to avert a financial crisis. It analyses i) the European Financial Stabilisation Mechanism (EFSM), an EU financial assistance feature available to all 27 member states; ii) the European Financial Stabilisation Facility (EFSF), a temporary credit-enhanced Special Purpose Vehicle (SPV) with minimal capitalisation created to raise funds from the capital markets (via an investment grade rating) and to provide financial assistance to distressed euroarea Member States (EAMS) at comparatively lower interest rates; and iii) the European Stability Mechanism (ESM), an intergovernmental organisation under public international law. Finally, some concluding remarks are provided.

    Abstract: Sovereigns effectively provided the function of guarantor-of-last resort in response to the 2008/09 banking crisis, and recent bank funding challenges have led to renewed calls for explicit sovereign bank debt guarantees. The present paper focuses on the interconnections between the values of sovereign and bank debt that arise through sovereign guarantees for banks. We develop a valuation framework based on concepts of contingent claims analysis. In particular, we investigate the value of insurance of risky bank debt when the sovereign providing the guarantee can itself be risky. The framework is in principle applicable both to explicit and implicit guarantees and it is applied here to a measure of implicit external (mostly from the sovereign) support for the debt of a crosssection of 100 large European banks. Consistent with the model, the implicit support is higher, the lower the bank’s stand-alone creditworthiness and the higher the sovereign’s creditworthiness. These results have implications for pricing sovereign bank debt guarantees, be they provided individually by each sovereign for its domestic banks or by several sovereigns jointly. In the former case, stronger sovereigns should charge higher premiums for their bank debt guarantees for a given bank risk if the aim is to avoid creating distortions to competition. In the latter, they should receive greater allotments of premium incomes even where the share of the guarantees provided are identical among sovereigns.

    Abstract: The global financial crisis and the policy response to it have placed a sharp spotlight on the issue of implicit guarantees for bank debt. This report discusses the incidence of implicit government guarantees for bank debt, their determinants, and estimates of their value. It shows i) that the extent of implicit guarantees differs from one banking sector to another and, within a given banking sector, from one bank to another, ii) that implicit guarantees are higher the lower the bank’s stand-alone creditworthiness, the higher the creditworthiness of its sovereign and the relatively bigger the bank in its domestic context, iii) that the incidence of implicit guarantees increased since the beginning of the financial crisis, but has decreased more recently, iv) that this recent decrease can be explained to a large extent by declining sovereign strength and hence a reduced capacity of on the part of many sovereigns to provide for such guarantees, but is also consistent with ongoing efforts in many OECD countries to make bank failure resolution regimes and practices more effective, and v) that implicit guarantees persist. Implicit guarantees imply an undesirably close link between the value of bank and sovereign debt. They also imply significant funding cost advantages for the banks that benefit from them, thus implying competitive distortions and an invitation to beneficiary banks to use them and, perhaps, take on too much risk.

    Abstract: La situation concernant le projet aux États-Unis d’une installation pour le stockage du combustible nucléaire usé et des déchets radioactifs de haute activité est, en un mot, incertaine. Selon le président des États-Unis, la procédure d’autorisation et la construction de l’installation de Yucca Mountain devraient être abandonnées. D’autres estiment au contraire que la procédure d’autorisation et la construction de l’installation devraient se poursuivre. Et, sans surprise, la question de savoir si la loi permet l’interruption, à ce stade, de la procédure d’autorisation pour le site de stockage de Yucca Mountain, fait l’objet de controverses, même s’il s’agit du souhait du Président. L’avenir de Yucca Mountain, et de manière générale du stockage définitif des déchets nucléaires aux États-Unis, est actuellement suspendu à une décision de la Cour d’appel pour le circuit du district de Columbia et par ailleurs la Cour suprême des États-Unis pourrait se prononcer, en dernier ressort, sur certains points juridiques essentiels pour l’avenir du site de stockage de Yucca Mountain. Les élections américaines de novembre 2012 auront fort probablement également un impact significatif sur l’avenir du site de stockage.

    Abstract: Neither the achievement of price stability, via the Monetary Policy Committee (MPC), nor the application of micro-prudential oversight, via the Financial Services Authority (FSA), led to overall financial stability. There is a gap that needs to be filled by a macro-prudential authority (M-PA), the Financial Policy Committee (FPC) in the United Kingdom. The only macro-prudential instrument used heretofore has been the publication of Financial Stability Reviews (FSR). While worthy, these have been ineffective. The M-PA should have the following powers: First, the power to alter the composition of Central Bank (CB) assets, by adding to (subtracting from) its holdings of claims on the private sector. The argument that such actions are ‘quasi-fiscal’, and should therefore not be undertaken, is not supported. Second, the power to adjust margins (Capital adequacy ratios, liquidity ratios, loan-to-value ratios, etc.) to influence the conduct of financial intermediation. The argument that the use of such powers puts the FPC in a difficult conflict with the Monetary Policy Committee (MPC) is not supported...

    Abstract: Banks have been lowering their high pre-crisis leverage levels and are preparing for stricter regulatory capital requirements, and in the process have been reducing their lending. With the banking sector expected to shrink considerably, other actors, especially institutional investors, and new forms of financial intermediation will have to meet the credit needs of the economy. This may not only require enhancing and enlarging the perimeter of regulatory oversight, but may also need policy incentives to encourage new forms of market based lending, especially as it concerns financing long-term investment, including infrastructure, and SMEs. This was the background for the discussions at the April 2012 OECD Financial Roundtable that this note summarises. On the current outlook, participants agreed that recent policy actions in Europe have had a positive impact but more and longer-term policy actions will be needed to restore confidence among market participants and set the basis for recovery. Deleveraging is necessary but only about half-way completed. Regulatory reforms should support this process in a balanced way, avoid unintended consequences and help the transition towards increased non-bank intermediation by not imposing bank-like regulation on, e.g., insurance companies and hedge funds. Securitisation should be revitalised – perhaps with some (initial) government and regulatory support – to close the bank lending gap, especially for SME lending. Covered bonds can contribute in this, too, but their benefits may be limited, i.a. due to asset encumbrance. Mezzanine financing instruments could be useful for SME financing, and informal forms of equity financing could help small dynamic start-up companies.

    Abstract: The CFS survey covers individual situations of banks and other companies of the financial sector. This provides a rare opportunity to analyse appraisals, expectations and forecast errors of the core sector of the recent financial crisis. Following standard ways of aggregating individual survey data, we first present and introduce the CFS survey by comparing CFS indicators of confidence and predicted confidence to Ifo and ZEW indicators. The major contribution is the analysis of several indicators of uncertainty. In addition to well-established concepts, we introduce innovative measures based on the skewness of forecast errors and on the share of “no response” replies. Results show that uncertainty indicators fit quite well with patterns of real and financial time series of the time period 2007 to 2010. [REPORT]

    Abstract: The global economic and financial crisis exacerbated the need for fiscal consolidation in many OECD countries. Drawing lessons from past episodes of fiscal consolidation, this study investigates the economic environments, political settings and policy measures conducive to fiscal consolidation and debt stabilisation using probit, duration, truncated regression and bivariate Heckman selection methods. The empirical analysis builds on the earlier literature and extends it to include new aspects that may be of importance for consolidating governments. The empirical analysis confirms previous findings that the presence of fiscal rules – expenditure or budget balance rules – is associated with a greater probability of stabilising debt. Crucial in determining the causal link behind the association, the results also reveal an independent role for such rules over and above the impact of preferences for fiscal prudence. Also, while the analysis confirms that spending-driven adjustments visà- vis revenue-driven ones are more likely to stabilise debt, it also reveals that large consolidations need multiple instruments for consolidation to succeed. Sub-national governments, in particular state-level governments can contribute to the success of central government consolidation, if they co-operate. To ensure that state-level governments do co-operate, having the right regulatory framework with the extension of fiscal rules to sub-central government levels is important.

    Abstract: This article examines the budget process in Montenegro. After discussing some general legal, political and economic characteristics of the country, recent institutional reforms are surveyed. The section on the budget formulation process pays special attention to the budget structure and classification, the annual budget preparation cycle, medium-term planning, long-term fiscal sustainability, the organisation of the Ministry of Finance, and the funding of local government. Section 3 addresses the parliamentary approval process, including the role of the budget committee, the annual parliamentary budget cycle, and the impact of Parliament. Section 4 focuses on budget execution, in particular the organisation of the executive process, cash management, and reallocation. Section 5 looks at the supply side of the budget process – public administration and service delivery by the central government as well as by local governments – and at public procurement, public employment, the civil service, and the public enterprise sector. Section 6 examines accounting and audit, including financial reporting, internal audit and external audit.

    Abstract: Unconditional and conditional quantile regressions are used to explore the determinants of labour earnings at different parts of the distribution and, hence, the determinants of overall labour earnings inequality. The analysis combines several household surveys to provide comparable estimates for 32 countries. The empirical work suggests that, in general, a rise in the share of workers with an uppersecondary or post-secondary non-tertiary degree and a rise in the share of workers on permanent contracts are associated with a narrowing of the earnings distribution. By contrast, a shift in the sector composition of the economy is not found to have a large impact on overall earnings inequality. As for tertiary education, the impact remains ambiguous as there are several offsetting forces.

    Abstract: In this article we develop a simple and stylised analytical framework, which is both tractable and feasible to estimate, capturing several key dimensions of the sovereign debt crisis in Europe. We use it to examine if and how a combination of fiscal consolidation, structural reform and financial backstops can help countries, notably the southern euro-area countries, to escape from the debt trap. Our analysis confirms that the loss of fiscal policy space in countries trapped in bad dynamics inevitably requires that fiscal action be directed towards consolidation despite some output loss in the short run. In particular, reducing debt levels breeds stronger growth and results in lower sovereign risk premia. We identify also a very important role for structural reform to help countries escape from bad dynamics. Last but not least, we find that financial backstops are helpful, but only to “buy time”. This additional time must be used productively, for fiscal consolidation and structural reforms to bear fruit as well as to make progress with institutional reforms of the European monetary union.

    Abstract: This article argues the case for a policy of “anchored flexibility” in the form of a flexible fiscal rule that allows for the pursuit of economic stability but always anchors that pursuit in fiscal sustainability. The rule is explicitly structured to be simple and is designed in analogy to the inflation-targeting framework. The article heeds the warning that consistently forecasting the output gap with any degree of precision is quite difficult, if not impossible, and thus proposes a target band for the deficit, instead of point targets for the overall deficit and the structural budget balance. To ensure fiscal sustainability over and above the contribution of the deficit rule, the article also proposes a band for the debt/GDP ratio. This debt rule acts as a negative feedback rule that stipulates the adjustments required in the deficit, should the actual debt/GDP ratio move outside the stipulated band. Since the government needs to change revenue and expenditure in order to change the deficit, the article then explores empirically whether and with how much revenue and expenditure in South Africa changed to maintain fiscal sustainability. More specifically the article explores various models of the fiscal reaction function to illuminate government behaviour in South Africa. These models consider how the deficit, expenditure and different types of revenue reacted to the debt/GDP ratio and the output gap to ensure fiscal sustainability. Lastly, the article considers measures that could enhance the automatic stabilisers, while simultaneously allowing for the maintenance of fiscal sustainability in the medium term.

    Abstract: This paper presents an application of the SYMBOL model, which was recently developed by the European Commission. In this application, we assess the potential impact of a crisis in the banking sector on public finances in four EU Member States chosen as examples. Results show that two Member States have a relatively higher probability of being in a situation where government finances have to cover losses generated in the banking system.

    Abstract: The pace of recovery from the financial crisis is uneven across the OECD area. This article discusses the current economic situation in OECD countries and gives an overview of the consolidation efforts currently undertaken by many governments, including the Netherlands. After exploring why fiscal deficits arise and which factors are conducive to successful consolidation, the article concludes with some normative remarks on the Dutch consolidation package in the light of considerations of political economy.

    Abstract: One important element of the response to the crisis in Germany was the establishment of a new institution, the Bundesanstalt für Finanzmarktstabilisierung (Federal Agency for Financial Market Stabilisation, henceforth FMSA). The aim was to supplement the range of tasks performed by the Deutsche Bundesbank and the Bundesanstalt für Finanzdienstleistungsaufsicht (the Federal Financial Supervisory Authority). Neither one of these two institutions nor the legal framework, including especially the insolvency laws, were adequate for rescuing and restructuring stressed banks. While the FMSA was initially conceived as a temporary undertaking, the new German Restructuring Act implies that the FMSA is now a permanent part of the German banking landscape.

    Abstract: During the current global crisis, capital inflows into Asian countries have increased, leading to excess liquidity and the risk of potential asset bubbles. A sudden reversal of these inflows would have negative effects on the economies in question. Given the impact of global capital movements on domestic financial systems and thereby on domestic economies, in several Asian countries certain macro-prudential regulations have been put in place, and capital controls and micro-prudential regulations have re-emerged as important tools to handle the issues related to capital inflows from outside of the region. It is important to ensure that global imbalances do not become a source of instability. The issue, thoroughly discussed after the Asian crisis a decade ago, is “using Asian savings for Asian investments” through the development of bond markets and SME’s financial inclusion. Against the backdrop of huge potential demands for infrastructure investment in the Asian region, this note proposes the issuance of “infrastructure revenue bonds” to help develop bond markets in Asia. To facilitate financial inclusion of SMEs, which outnumber other types of business in Asia, this note also proposes creating an SME database and developing regional trust funds.

    Abstract: Experience illustrates that, for successful crisis management, there is no substitute for early intervention and, if possible, a private sector solution in preserving value in the firm and limiting externalities. Early intervention, in turn, calls for strong supervision. Even with a much stronger cross-border resolution process, some type of contingent arrangements in reserve will continue to be necessary. Despite their associated problems, guarantees and market backstops have been an important element in preserving liquidity and restoring market functionality and it would be difficult to manage financial crises without them. Other forms of intervention are likely to be more intrusive.

    Abstract: This study uses an econometric approach to estimate the contribution of three types of ICT investments (computer, software and communication) in 26 industries (the whole business sector) in 18 OECD countries over 1995-2007, based on the EU KLEMS Database. The estimated contribution of ICT investments to value added growth in the business sector varies from 1.0% a year in Australia to 0.4% a year in Japan. In one-third of the countries considered, the contribution of ICT investment was bigger or equal to the contribution of non-ICT investments. In most countries, computing equipment provided the largest contribution and accounted for over 50% of the overall ICT contribution. The only exceptions are Finland, where investments in communication equipment exceeded those in computing equipment, and Japan, where software was the most dynamic component of ICT investments. ICT producing industries account for no less than two-thirds of total factor productivity (TFP) growth in Germany, Slovenia and the United Kingdom, about 60% in the United States and just below 50% in France and the Netherlands. In Denmark, the Czech Republic and Italy, TFP increased in the ICT producing industries whereas it decreased for the total business sector. JEL classification: O47, E23, E22.     Abstract: This paper discusses the fault lines in cross-border banking, both at the global level and at the European Union/European Economic Area (EU/EEA) level, using the case of the three Icelandic cross-border banks as an example. Cross-currency liquidity risk built up prior to the crisis, especially maturity mismatches in foreign currency. This risk tended to be grossly underestimated at the time. There was a run on banks’ FX liabilities after the collapse of Lehman Brothers in September 2008. The Icelandic banks were highly vulnerable to such a run and lacked a credible lender of last resort (LOLR) in terms of foreign currency. The crisis also exposed serious flaws in the EU and EEA framework for cross-border banking, including deposit insurance. One of the main lessons of the Icelandic experience is that sizeable cross-border banking operations in small countries with their own currency come with very significant risks. The Icelandic experience suggests that further reforms are needed for cross-border banking activities in the Single Market, where the key issue is to match the European passport for banks with pan- European supervision, deposit insurance and LOLR. Domestic banks could remain in the domestic system.

    Abstract: This paper presents a dynamic factor model that produces nowcasts and backcasts of Irish quarterly GDP using timely data from a panel dataset of 35 indicators. We apply a recently developed methodology, whereby numerous potentially useful indicator series for Irish GDP can be availed of in a parsimonious manner and the unsynchronised nature of the release calendar for a wide range of higher frequency indicators can be handled. The nowcasts in this paper are generated by using dynamic factor analysis to extract common factors from the panel dataset. Bridge equations are then used to relate these factors to quarterly GDP estimates. We conduct an out-of-sample forecasting simulation exercise, where the results of the nowcasting exercise are compared with those of a standard benchmark model.

    Abstract: The financial market outlook and risks as well as the impact of regulatory reforms on the financial sector were the topics discussed at the October 2011 OECD Financial Roundtable. Concerns about the current situation in financial markets were centred on the sovereign debt and banking crisis in Europe and its repercussions in other parts of the world. Many participants felt that policy makers had not been doing enough to address the crisis and that bold action and ‘circuit breakers’ to stop the negative feedback loops were needed to restore market confidence. Regarding regulation, while the financial industry broadly expressed support for Basel III reforms, some elements like the SIFI surcharge were criticised. The industry was also sceptical regarding the benefits of separation of banks’ businesses (Volcker rule, Vickers proposal) and broadly rejected the EU proposal of a financial transaction tax. While policy makers regarded some of the industry’s regulatory concerns as valid, they stressed the aim of regulatory reforms to make the financial sector safer, thus making downsizing of a certain kind of financial intermediation unavoidable. But the right balance needs to be found in terms of the extent and the timing of regulatory reforms; downsizing in the current situation should perhaps be encouraged less quickly in some cases.

    Abstract: The Slovak Republic imports virtually all of its natural gas and crude oil from a single supplier, the Russian Federation. Energy security is therefore an overarching concern and priority in the Slovak Republic'fs energy policy agenda. The government is taking steps to diversify supplies and build on lessons learned from the gas supply disruption in 2009. Enhancing regional co-operation, particularly in the development of gas and electricity interconnections, is an essential step towards meeting the dual policy objectives of enhancing energy security and market competition. The Slovak Republic has moved forward with coupling its electricity market with the Czech Republic's, and supports the construction of a North-South pipeline connection that would link planned LNG terminals in Croatia and Poland, including an interconnector to Hungary. Despite a sharp decline in greenhouse gas (GHG) emissions since 1990, the Slovak Republic remains a GHG-intensive economy by OECD standards, with energy-related CO2 emissions accounting for over 70% of total GHG emissions. The country must continue to implement policies that ease the transition to a low-carbon economy. Nuclear power and renewable energy can play crucial roles in the Slovak Republic'fs efforts to decarbonise its electricity production. Significant efforts can also be made to improve energy efficiency, especially in the transport and building sectors. District heating is a notable area with huge potential for reducing national GHG emissions. This review analyses the energy-policy challenges currently facing the Slovak Republic, and provides sectoral studies and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

    Abstract: A basic level of literacy and numeracy is essential for full participation in modern societies. While very few people in most of the advanced countries could be regarded as illiterate or innumerate, recent studies have shown that there are, in fact, significant numbers of people with poor skills, and that low levels of skills are associated with lower wages and greater chances of unemployment and disengagement from the labour market. At the same time, technological changes, particularly the increasing presence of information and communication technologies in all areas of life, have led to a growing demand for higher-level cognitive skills that involve understanding, interpreting, analysing and communicating complex information. In this context, policy makers need the most comprehensive and up-to-date information if they want to ensure that the supply of skills in the labour force matches labour-market demand. The Programme for the International Assessment of Adult Competencies (PIAAC), an international assessment of adult skills managed by the OECD, will be central in providing that information. Implemented by 25 countries in Europe, the Americas and Asia, PIAAC is compiling one of the richest sources of data regarding the skills that adults use in their work, home and communities, and related information, including family background, education, employment, income, civic participation and health. Results from the data, which are being collected from August 2011 to March 2012, will be available at the end of 2013. This report maps the development of the Programme, from determining what should be measured, to defining the meaning of PIAAC’s three core domains, “literacy”, “numeracy” and “problem solving in technology-rich environments”, to designing assessment tasks and determining how those tasks will be interpreted. It summarises the draft frameworks, developed by dedicated experts, for each of the assessment domains, and includes examples of the items and stimuli used to measure proficiency in the three domains. In essence, it provides an overview and a look at the underpinnings of PIAAC.

Voluptuous immobility is thought to beautify girls' bodies, hasten the onset of puberty, heighten their sexuality and ripen them for marriage. From the time of the loss of their first milk teeth, girls are directed to eat huge bowls of milk and porridge in one of the world's few examples of active female fattening. Based on fieldwork in an Arab village in Niger, Feeding Desire analyses the meanings of women's fatness as constituted by desire, kinship, concepts of health, Islam, and the crucial social need to manage sexuality. By demonstrating how a particular beauty ideal can only be understood within wider social structures and cultural logics, the book also implicitly provides a new way of thinking about the ideal of slimness in late Western capitalism.     Abstract: This book examines, through the case study of Indonesia over recent decades, how the reporting of violence can drive the escalation of violence, and how journalists can alter their reporting practices in order to have the opposite effect and promote peace. It discusses the nature of press freedom in Indonesia from 1966 onwards, considers the relationship between the press and politicians, and explores journalists' working methods. It goes on to outline in detail the communal wars in eastern Indonesia in the period 1999-2000, arguing that communication as much as physical preparations for violence were key to bringing about the wars, with journalists' rigid professional routines and newswriting conventions causing them to reproduce and enlarge the battle cries of those at war. The book concludes by advocating a "development communication" approach to journalism in transitional settings, in order to help journalists to counter the disintegrative tendencies of failing states and the communal strife that can result.

    Abstract: The sociological concept of social capital has grown in popularity in recent years and research programs in North America, Europe, and East Asia have demonstrated how social capital has a significant impact on occupational mobility, community building, social movement, and economic development.
