    Abstract: Le bio-essai utérotrophique est un essai in vivo de dépistage à court terme. Il est basé sur l'augmentation du poids utérin ou de la réponse utérotrophique. La sensibilité de l’essai repose sur un système d'essai sur animaux, dans lequel l'axe hypothalamo-pituito-ovarien n'est pas fonctionnel. Deux états sensibles aux oestrogènes chez le rongeur femelle répondent à cette exigence : i) femelles immatures après sevrage et avant la puberté et ii) jeunes femelles adultes ovariectomisées, passé le délai nécessaire à la régression des tissus utérins. La substance d'essai est administrée quotidiennement par gavage ou injection sous-cutanée. Chacun des groupes traités et de contrôle devraient inclure au moins 6 animaux. Des doses graduées de substance d'essai sont administrées au minimum à deux groupes de traitement d'animaux de laboratoire utilisant un niveau de dose par groupe. La période d'administration est de trois jours consécutifs pour la méthode sur femelles immatures et d’au moins trois jours consécutifs dans la méthode sur femelles adultes ovariectomisées. Les animaux sont autopsiés approximativement 24 heures après la dernière dose. Pour des agonistes d'oestrogène, on mesure le rapport entre le poids utérin moyen des animaux des groupes d’essai et celui des animaux du groupe témoin qui a reçu le véhicule pour déterminer s’il existe une augmentation statistiquement significative. Une augmentation statistiquement significative du poids utérin moyen d'un groupe d'essai indique une réponse positive à ce bio-essai. Le rapport inclut les poids corporels quotidiens, le relevé quotidien de l’état de l'animal, le poids utérin humide et épongé, et la consommation de nourriture quotidienne.

    Abstract: L'une des principales caractéristiques de la mondialisation à l'oeuvre actuellement est l'émergence de chaînes de valeur mondiales. Le long de ces chaînes et à l'intérieur des réseaux de production internationaux, ce sont non seulement des biens finals qui font l'objet d'échanges internationaux, mais également de plus en plus des biens intermédiaires (pièces et composants) et, ces dernières années, des services. Cette évolution modifie en profondeur les relations économiques entre les pays et remet de plus en plus en question les indicateurs empiriques comme ceux du commerce et de l'IDE qui sont habituellement utilisés pour mesurer la mondialisation. Les tableaux d'entrées-sorties peuvent permettre d'affiner la description de la mondialisation en cours car ils renseignent sur les biens d'après leur utilisation au lieu de proposer des classifications arbitraires qui les subdivisent en biens intermédiaires et d'autres catégories. De plus, les tableaux d'entrées-sorties contiennent de l'information sur l'utilisation des services, ce qui permet de mesurer la délocalisation croissante des services dans les activités des entreprises aujourd'hui. À partir de la base de données entrées-sorties de l'OCDE, qui comprend des tableaux harmonisés pour 38 pays (dont 10 pays émergents non membres de l'Organisation), le présent document rassemble des données concrètes sur l'importance croissante des chaînes de valeur mondiales et l'interdépendance de plus en plus étroite des pays. Des indicateurs d'entrées-sorties sont présentés pour les différents pays et industries, dans le but de démontrer l'évolution des caractéristiques de la mondialisation que nous observons actuellement.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education. It examines reasons for individuals and institutions to share resources for free, and looks at copyright issues, sustainability and business models as well as policy implications. It will be of particular interest to those involved in e-learning or strategic decision making within higher education, to researchers and to students of new technologies.

Deux échantillons de chaque produit seront analysés à chaque point temporel pour tous les composants couverts par les définitions de résidus. Le rapport inclut les résultats concernant les résidus et les traitements statistiques.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: The economic crisis in the early 1990s prompted action on reforming the Swedish welfare state and its institutions, including deregulation of a wide range of product markets. In that way, Sweden took early action compared to other OECD countries currently struggling with how to make public finances more robust in an ageing context. The reforms that were implemented during the 1990s are now paying off in terms of productivity and GDP growth. Empirical evidence suggests that deregulation has delivered a considerable “productivity dividend”. Although significant progress therefore has been made, renewed regulatory reform is needed to safeguard Sweden’s ambitious public policy goals. Efforts should focus on improving enterprise formation and labour utilisation, as well as on providing better value for money in the public sector by raising its efficiency and delivering high quality services.

    Abstract: The efficiency of schools diverges dramatically across countries in the OECD and can also vary markedly within countries. These differences in levels of efficiency can be traced to policy and institutional settings. As such, moving to best practice could boost educational attainment and reduce pressure on budgetary resources. This paper assesses empirically the relationship between institutional and policy settings and the efficiency of public spending on primary and secondary education across OECD countries. The analysis builds on two previous papers, which respectively developed OECD-area indicators of educational efficiency based on PISA score data and institutional indicators based on questionnaire responses. The results identify a number of institutional and policy settings that appear conducive to raising efficiency, as well as policies that appear to be detrimental to achieving higher levels of efficiency.

    Abstract: This 2007 edition of the International Energy Agency's periodic review of Switzerland's energy policies and programmes takes an in-depth look at the energy challenges facing Switzerland and provides critiques and recommendations for policy improvements. It finds that Switzerland is entering decisive times in its energy policy. In 2008, the country should see remarkable advance in electricity market reform. Support for renewable electricity is set to increase massively. Decisions on post-Kyoto targets are getting closer, and a CO2 tax will be introduced for heating and process fuels. Plus, new measures to increase energy efficiency and the broader use of renewable energy are high on the political agenda. Since the last in-depth review in 2003, Switzerland has made progress in most areas of energy policy. Still, more work remains to be done. Maintaining sufficient electricity capacity implies even stronger policies to promote energy efficiency and renewable energy sources. Switzerland’s climate policy should focus more on reducing emissions from private car use, the largest and fastest-growing emitter. Switzerland’s world-class energy R&D is expected to more than halve energy needs per capita by the second half of this century. This ambitious goal needs to be supported by consistent policies on energy efficiency and climate change.

    Abstract: The aim of this paper is to construct indicators that measure the strength of policies aimed at preserving and promoting market competition by empowering antitrust and sectoral authorities. The indicators, which cover both general and sector-specific competition policies, extend previous OECD work covering economy-wide and sector-specific regulations that restrict competition and promote governance. It focuses on information for 2003 provided by a number of OECD sources. The results show relatively little variation in the overall indicator across countries, partly reflecting the convergence of competition policies across the OECD area over the past decade. However, inspection of individual elements reveals that enforcement efforts (both in terms of devoted resources and actually implemented sanctions) and policies in network industries vary considerably across countries.     Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: Over the past decade we have witnessed a double convergence. Aid donors have developed a growing interest in the private sector while private banks have set about creating corporate social responsibility programs, sustainable lending and microfinance programmes. As a consequence, the dialogue between private banks and aid donors has been intensifying, opening new avenues for collaboration. The aim of this paper is to map the potential synergies between private banks and aid donors. A survey of private bank lending towards developing countries is undertaken in order to identify the private banks most active in those economies and provide an analytical tool to help identify the scope for public and private partnerships. We find an international division of labour in bank lending: within the developing world, banks from OECD countries tend to focus their credit on specific regions and countries. This mapping of private bank lending also allows us to pinpoint concrete examples of best practices in private bank and financial actors/aid donors collaborations. We follow by discussing some of the more important cases in the field, and conclude with the potential implications for improved partnerships between private banks and donor organisations.

    Abstract: This report proposes an analysis of the mutually reinforcing relationship between trade, investment and competition policies and how together they impact trade in developing countries. An index of pro-competitive reforms is provided for 82 countries over the period 2001-2005. The index synthesises 13 indicators of the policy stance of countries with regard to trade, investment and competition. It is then used in quantitative analysis to determine the impact of barriers to competitive markets on trade. The results shows that there are substantial gains for developing countries in market and regulatory reforms in terms of higher trade flows and higher income per capita. Moreover, the paper further examines pro-competitive reforms in key services sectors and the extent to which trade agreements can promote them through the experience of the WTO telecoms Reference Paper. The analysis highlights that countries achieved a high degree of liberalisation in the telecoms sector and that regulatory principles of the Reference Paper were useful in promoting sound policies under domestic regulatory reforms of the sector.

Following the release of that report in March 2006, the OECD undertook a second round of data collection on the initial indicator set and also gathered data for the first time on new indicators in a questionnaire sent to participating HCQI countries. This paper reports on the results of that second round of data collection. Data is presented here on an augmented indicator set considered fit for the purpose of making international comparisons on quality of health care. The data is comprised of 19 indicators (17 initial indicators plus 2 new ones).     Abstract: Over the next decades, many OECD countries are anticipating large increases in public spending as a result of population ageing and other long-term structural trends. The need to put public finances on a sustainable footing is widely recognised, but progress has been uneven and slow. Some policy makers may feel that action can be deferred for a few years at little cost because of the long-term nature of the problem. This paper questions this perception by proposing a model of the political costs of consolidating public finances. The main finding is that even a short delay increases political cost of consolidation quite markedly when ultimately policy makers are facing a deadline by which sustainability must be restored. The conclusion is very robust to changes in assumptions and specification. A variant of the model shows that with an infinite horizon the incentive to consolidate is weaker, which highlights the importance of setting a deadline.     Abstract: America’s higher education system is among the best in the world. Nevertheless, there is scope for improvement. In particular, there appear to be substantial financial barriers to higher education despite large government expenditures aimed at promoting access. Policy makers have proposed addressing these barriers by increasing student grants. However, grants are costly, inefficient, inequitable and ineffective. Income tax concessions and state government subsidies suffer from similar problems. In contrast, international best practice seems to be converging on student loans with repayments that vary according to income. Income-contingent loans facilitate access to college at low fiscal cost and without the inefficiency and inequities that accompany grants, subsidies or tax concessions. At the same time, they do not discourage risk-averse or uninformed students in the way that conventional loans do. The United States has an income-contingent loan programme that should be expanded. While the design of repayments could be improved, the main problem with this programme is that lending limits are too low. Higher limits, especially for unsubsidised direct loans, would benefit students and promote access at little cost to the government. Were a good system of loans in place, then less cost-effective means of promoting access, such as grants and tax concessions, should be cut back.

    Abstract: Globalisation is having important effects on labour markets in OECD countries. The global supply of labour has increased enormously with the emergence of China and India. At the same time technological advances have contributed to heightened income inequality and changed the nature of globalisation itself, most vividly demonstrated by the rapid growth of offshoring of business services that were previously nontradable. It is argued in this paper that these developments are best characterized as an intensification and broadening of the process of globalisation rather than a fundamental change in the nature of globalisation. They will, nevertheless, have long-lasting effects on OECD labour markets, increasing the urgency of implementing the labour market policies set out in the Restated OECD Job Strategy. The paper concludes that the most important implication of the emergence of China and India in the context of widespread perceptions of increasing economic inequality may be to reduce support for globalisation in OECD countries.

Des études alimentaires séparées sont entreprises pour un ruminant (vaches laitières en lactation) et une volaille (poules pondeuse). Les substances d'essai sont appliquées quotidiennement (pendant au moins 28 jours) de préférence sous forme de capsule. L’étude sur les résidus dans les animaux d’élevage comporte normalement 3 concentrations différentes, 1X, 3X et 10X. Trois animaux par groupe de dose (et un pour le contrôle) sont employés pour des ruminants. Pour des poules, 9-10 animaux par groupe de dose (et 3 à 4 animaux pour le contrôle par étude) sont employés. Le rapport d’étude inclut la consommation quotidienne de nourriture, le poids, la production de lait ou d'oeufs et l’analyse (après et avant le dosage), des observations détaillées (les problèmes de santé…) et les analyses de tissus.

    Abstract: Indicators based on patents provide a good measure of the innovative performance and technology outputs of countries. However, because of legal rules imposed by the patent application process, information on patents is generally publicly disclosed after 18 months. Patent indicators are consequently faced with a timeliness issue, which can extend to more than five years depending on the computational method used to develop indicators. This study aims at designing simple but robust methods that would enable to "nowcast" patent indicators - forecast the present (or the recent past) - in order to mitigate the timeliness issue. The nowcasting exercise is conducted here on two separate sets of patent indicators: the number of patents applied to the European Patent Office (EPO) and the number of Triadic Patent Families (patents taken at the EPO, the Japan Patent Office (JPO) and the United States Patent and Trademarks Office (USPTO)). Portion of patent filings at the EPO were made under the Patent Cooperation Treaty (PCT). The nowcasting method developed in the present document is based on estimates of the transfer rate of patents filed under PCT into the EPO regional phase, given that information on PCT patents at international phase is disclosed before reaching the regional/national phase.     Abstract: Through empirical analysis and case studies, this document explores the relationships amongst foreign direct investment (FDI), trade and trade-related policies in OECD and four African countries (Ghana, Mozambique, Tunisia and Uganda). In OECD countries, tariffs and market price support may have an effect on how FDI is distributed geographically. FDI may be used to avoid or "jump" tariffs. Also, investors in a home country may invest in a host country to exploit the preferential tariffs that the host has with a third country. Participation in a regional trading agreement or customs union, e.g. NAFTA or the EU, may create investment opportunities. Market price support to agriculture may encourage outward investment and discourage inward investment. In aggregate, FDI and trade appear to complement one another. The four case studies in Africa highlight the interactions amongst regulations, foreign investment and trade. For example, FDI is useful in helping the firm develop the resources to meet the standards of OECD markets. Investment promotion agencies and export processing zones appear to prepare countries to attract FDI. Preferential trading agreements like the Everything but Arms with EU and the African Growth Opportunity Act with the US may have an impact on trade and investment. Beyond trade policies, other policies and factors contribute substantially to the location and distribution of FDI. As seen amongst OECD countries, factors like the GDP of a country (i.e. market size) and cost of production and transport can have an effect on FDI. Another factor that influences FDI is the degree of market competitiveness. For the four African countries, the country risk and the level of infrastructure can influence the volume of FDI attracted.

    Abstract: Accountability, autonomy, and choice play a leading role in recent school reforms in many countries. This report provides new evidence on whether students perform better in school systems that have such institutional measures in place. We implement an internationally comparative approach within a rigorous micro-econometric framework that accounts for the influences of a large set of student, family, school, and country characteristics. The student-level data used in the analysis comes from the PISA 2003 international student achievement test that encompasses up to 265,000 students from 37 countries. Our results reveal that different facets of accountability, autonomy, and choice are strongly associated with the level of student achievement across countries. With respect to accountability, students perform better where policies are in place that aim at students (external exit exams), teachers (monitoring of lessons), and schools (assessment-based comparisons). The combined achievement differences amount to more than one and a half PISA grade-level equivalents. Students in schools with hiring autonomy perform better on average, while they perform worse in schools with autonomy in formulating their budget. School autonomy over the budget, salaries, and course contents appears to be more beneficial when external exit exams hold schools accountable for their decisions.

The analysis suggests substantial cross-country differences in hospital performance. Although country coverage varies between the different approaches, making it difficult to assess the extent to which comparisons provide a consistent picture of national efficiency levels, cross-checks between the different indicator sets tend to support the robustness of the country rankings.

    Abstract: Le Grand-Duché de Luxembourg a engagé avec succès une profonde mutation de son économie en l’espace de quelques décennies, passant d’un tissu productif basé essentiellement sur la sidérurgie à une économie basée sur le secteur financier. Cette reconversion, plaçant le Grand-Duché en tête des pays de l’OCDE pour le revenu par habitant, a fait largement appel à une main-d’œuvre étrangère dans différents secteurs et tout particulièrement celui de la finance. 39,5% des habitants sont étrangers (taux le plus élevé parmi les pays membres) et plus de 130 000 étrangers franchissent quotidiennement la frontière pour travailler au Luxembourg. Ces flux augmentent régulièrement et cela pose de sérieux problèmes en termes d’infrastructures de transport, d’environnement et de logement, d’autant que le prix élevé des terrains, surtout dans la région capitale, induit également un développement du navettage des résidents. Comment mieux maîtriser ces flux pour assurer un développement durable de l’économie? Comment opérer ces mutations stratégiques en coopération avec les pays voisins dans le cadre de la « Grande-Région » en conjuguant l’intérêt national du Grand Duché avec les aspirations des régions voisines de trois autres pays ? Les stratégies ambitieuses mises en place par le Luxembourg, notamment par un développement significatif des transports en commun et de logements neufs, peuvent-elles répondre aux attentes sans un concours plus actif de ses partenaires ?     Abstract: This publication looks at the importance of the EU sugar industry in the global sugar market. It analyses how sugar reforms adopted by the EU council in 2006 have led to market changes. The first part of this report looks at what might happen if complete policy reform and full trade liberalisation took place. This gives the reader insight into the impact that sugar support policies have had in making this industry one of the most heavily subsidised, protected and distorted agricultural commodities markets. The effect that sugar support policies in the EU and worldwide have made to production and trade developments in other countries are also highlighted. The second part of this report looks forward, to examine how the sugar market may evolve up to 2015 in light of the sugar policy changes which were introduced in 2006. Finally, an initial evaluation of the EU sugar policy reform is made in light of the OECD Ministerial principles for agricultural policy reform.     Abstract: The Baltic Sea Region is rapidly becoming one of the world’s more competitive regions. The region is capitalising on its strengths and making the most of its diversity to stimulate innovation, build a strong pool of skilled labour and foster entrepreneurship. A deep spirit of co-operation and integration has led the Baltic Sea countries to set up ambitious governance frameworks to pursue economic development objectives jointly from Oslo to St. Petersburg. Yet major challenges at the local level lie ahead for the Eastern shores of the Baltic, where economic transition still needs to be accompanied by more innovative strategic planning, new forms of governance and dynamic civic entrepreneurship. Policies will need to be made more adaptable and capacities will need to be strengthened if prosperity and living standards are to increase on the Baltic Rim. Fortunately, the Baltic Sea Region includes some of the world’s most innovative countries. From Denmark to Finland, the Region possesses a breadth of experience in facilitating policy co-ordination, adjusting policy to local conditions and involving business and civil society in shaping policy measures. There is a great deal that other countries can learn from this experience in setting up partnerships, regional strategic frameworks and other forms of governance. The learning process has already started, with the Baltic Rim becoming a unique laboratory for governance. This book analyses the new governance developments in the Baltic States and Northwest Russia and provides suggestions on how to speed up this progress. It is essential reading for all stakeholders in the Baltic Sea Region and for those elsewhere wishing to apply emerging lessons to their region of the world.

Sie untersucht die Auswirkungen des Klimawandels im Hinblick auf eine Reihe in den Alpen bereits existierender Naturgefahren, wobei der Schwerpunkt insbesondere auf den Rahmenbedingungen und Finanzierungsmechanismen für das Naturgefahrenmanagement in drei Ländern liegt: Frankreich, Schweiz und Österreich.     Abstract: This paper argues that regulatory measures affect the fixed cost of entering a market as well as the variable costs of servicing that market. Moreover, differences in regulation among countries often imply that firms have to incur entry costs in every new market. Indicators of regulatory intensity and heterogeneity are introduced in a gravity model and their impact on market entry and subsequent trade flows estimated for total services, business services and financial services. It is found that regulatory heterogeneity has a relatively large negative impact on both market entry and subsequent trade flows. Further, regulatory barriers have a negative effect on the local services sectors’ export performance. Finally it is found that regulations that aims at correcting market failure can have a positive impact on trade. It is concluded that services trade liberalization and regulatory reforms are complementary in creating competitive services markets.

    Abstract: Turkey's business sector has achieved high growth over the past few years and - on average - has coped well with increased competition. However, some labour-intensive sectors lost competitiveness prior to the currency depreciation in mid-2006 and faced employment losses, raising political pressure for interventionist policies. This paper argues that the government should resist such pressure and instead follow a broad-based strategy to improve framework conditions for firms, irrespective of their size, sector and legal status. Overcoming the duality between the formal and informal sectors should be the central point of this strategy. In particular, the cost of labour should be reduced and regulatory hurdles in labour and product markets should be minimised, to help formal firms to remain competitive and increase employment. This would also make it easier for the many small and medium-sized firms to move into the formal sector, thereby raising productivity through economies of scale. This would increase the growth potential of the whole economy, broaden the tax base and level the playing field for doing business in Turkey, not only for the wide variety of domestic firms but also for foreign investors.

    Abstract: This Test Guideline is intended for testing the emissions from wood and wooden commodities that are not covered and are in contact with fresh water or seawater. Preservative treated wood test specimens are immersed in water. The recommended wood species are Pinus sylvestris L. (Scots pine), Pinus resinosa Ait. (red pine), or Pinus spp (Southern pine). Wood test specimens are recommended to be sets of five according to EN 113 size blocks. Control with untreated wood specimens allows for the determination of background levels for emissates from wood other than the preservative used. The number of sets of wood test specimens used for analysing is at least five: three sets of specimens are treated with preservative, one set of specimens is untreated and one set of specimens for the estimation of the oven dry moisture content of the test specimens before treatment. The water (emissate) is collected and chemically analyzed multiple times over the exposure period sufficient to perform statistical calculations (6 hours, 1 day, 2 days, 4 days, 8 days, 15 days, 22 days, 29 days). Tests with untreated samples can be discontinued if there is no background detected in the first three data points.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: Ireland’s remarkable economic growth over the last 15 years had strong effects on the energy sector. Due to rapidly increasing demand, Ireland has become much more dependent on international energy markets than it was in the past. This review analyses the energy challenges facing Ireland and suggests solutions, focusing on moving ahead with market reform and increasing the energy efficiency of the Irish economy. Establishing the “All-Island” electricity market will be of critical importance. Sharper focus on energy efficiency in all sectors of the economy, but in particular in transport and buildings, must be a priority. Finally, to achieve its ambitious goals for renewables in energy supply, Ireland will have to provide ample resources for research and development, to allow technologies such as ocean power to move from the laboratory to the market.

    Abstract: As the number and share of the population aged 65 and over will continue to grow steadily in OECD countries over the next decades, improvements in the functional status of elderly people could help mitigate the rise in the demand for, and hence expenditure on, long-term care. This paper assesses the most recent evidence on trends in disability among the population aged 65 and over in 12 OECD countries: Australia, Belgium, Canada, Denmark, Finland, France, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States. The focus is on reviewing trends in severe disability (or dependency), defined where possible as one or more limitations in basic activities of daily living (ADLs, such as eating, washing/bathing, dressing, and getting in and out of bed), given that such severe limitations tend to be closely related to demands for long-term care. One of the principal findings from this review is that there is clear evidence of a decline in disability among elderly people in only five of the twelve countries studied (Denmark, Finland, Italy, the Netherlands and the United States). Three countries (Belgium, Japan and Sweden) report an increasing rate of severe disability among people aged 65 and over during the past five to ten years, and two countries (Australia, Canada) report a stable rate. In France and the United Kingdom, data from different surveys show different trends in ADL disability rates among elderly people, making it impossible to reach any definitive conclusion on the direction of the trend. One of the main policy implications that can be drawn from the findings of this study is that it would not be prudent for policymakers to count on future reductions in the prevalence of severe disability among elderly people to offset completely the rising demand for long-term care that will result from population ageing. Even though disability prevalence rates have declined to some extent in some countries, the ageing of the population and the greater longevity of individuals can be expected to lead to increasing numbers of people at older ages with a severe disability and in need of long-term care. The results of the projection exercise to 2030 for all countries, regardless of different trends in disability prevalence, confirm this important finding.
