    Abstract: With maintenance costs accounting for a large proportion of road budgets, this report assesses the economic and technical feasibility of innovative wearing courses for long life road pavements. While having higher initial costs, such wearing courses have the potential to dramatically reduce recurrent road maintenance requirements and user costs and could also reduce overall costs significantly, under circumstances outlined in the report.

    Abstract: One of the main challenges facing radiological protection experts is how to integrate radiological protection within modern concepts of and approaches to risk governance. It is within this context that the International Commission on Radiological Protection (ICRP) decided to develop new general recommendations to replace its Publication 60 recommendations of 1990. In the process of developing these new recommendations, the views of the ICRP have evolved significantly, largely due to stakeholder involvement that has been actively solicited by the ICRP. In this regard, it was upheld during the First Asian Regional Conference organised by the NEA in October 2002 that the implementation of the new system must allow for regional, societal and cultural differences. In order to ensure appropriate consideration of these differences, the NEA organised the Second Asian Regional Conference on the Evolution of the System of Radiological Protection. Held in Tokyo on 28-29 July 2004, the conference included presentations by the ICRP Chair as well as by radiological experts from Australia, China, Japan and Korea. Within their specific cultural and socio-political milieu, Asia-Pacific and western ways of thought on how to improve the current system of radiological protection were presented and discussed. These ways of thinking, along with a summary of the conference results, are described in these proceedings.

    Abstract: We examine the dynamics of knowledge production for a panel of 19 OECD countries. A new and unique data set is used to proxy the domestic flows of “new-to-the-world” knowledge and ideas. We rigorously address the cross-country heterogeneity in the production of knowledge and the endogeneous nature of this process. The parameters of the knowledge production function point to large cross-country differences. Domestic and foreign stocks of knowledge and ideas have a net positive effect on the production (flows) of new ideas. Countries with a low domestic knowledge base appear to improve their TFP considerably through the accumulation of knowledge. This effect is very modest for countries that already have a sizeable domestic knowledge base. We find ample evidence of duplicate R&D but no support for endogenous growth. Given the heterogeneous nature of knowledge production across OECD countries, R&D policy will need to be adapted to the specific nature of each country; a one-size-fits-all approach will not be effective.

Pourtant, les acteurs de la conquête spatiale ont aussi connu des revers, avec des événements dramatiques comme la tragédie de Columbia, des dépassements budgétaires vertigineux, des espoirs largement déçus et des réductions drastiques des financements publics destinés aux programmes spatiaux. Au fil des années, les progrès des technologies spatiales ont conduit au développement d’équipements militaires et civils de plus en plus sophistiqués. Quelles sont maintenant les perspectives du secteur spatial ? Quels sont les obstacles à la poursuite de son développement ? Quel est son avenir à plus long terme ? Quelles sont ses applications les plus prometteuses ? Pour répondre à ces questions, ce rapport examine un certain nombre de scénarios afin d’explorer les possibilités d’évolution des principales composantes du secteur spatial (le volet militaire, le volet civil et le volet commercial) sur les trois décennies à venir, compte tenu des évolutions d’ordre géopolitique, socio-économique, énergétique et environnemental, et technologique.

    Abstract: This paper discusses policies to improve fiscal relations between levels of government to better meet the needs of citizens, an objective of the government’s “Roadmap for Decentralisation”. Although local government accounts for around half of total government spending, they have little autonomy and fiscal resources vary sharply between regions. The priority should be to enhance the independence of local authorities by establishing a clear division of responsibilities and transferring additional assignments to the local level. The general local governments should also have more influnence on education, while providing more support, through stronger linkages with the local education authorities, with a final aim of merger. The allocation of intergovernmental grants should be more transparent and the regulations attached to them should be relaxed to expand flexibility, while increasing reliance on block grants. Improving the fiscal federalism framework also requires more revenue raising power for local governments while simplifying the structure of local taxes. Greater accountability and rules are needed to ensure sound fiscal management by local governments.     Abstract: The success of individual firms can illustrate lessons learned from economy-wide research on how public policy and private company policy affect the development of the services sector. This review of some 14 case studies of large international services firms shows that three factors are common to their success: (1) Many successful services companies examined owe their existence and success to the opening up of markets; (2) The opening up of markets enabled new entrants to take another step towards success, namely innovation. Such innovation — either in terms of processes or products — helps firms to differentiate themselves from other, often more traditional, firms. The strong focus on innovation is often associated with an important role of venture or risk capital. In many cases, successful services firms were also pioneers in introducing information and communication technology (ICT) and developing other key technology applications; and (3) A motivating work organisation. Firm case studies also highlight the importance of factors internal to a firm, notably the organisation of work, entrepreneurial management, the motivation of workers, and the company culture. These factors differ considerably across firms, but may include the decentralisation of responsibilities and flat hierarchies, compensation according to performance or compensation aimed at achieving worker loyalty (e.g. through profit sharing or stock options). Public policies related to innovation, ICT or work organisation, are important for company success in many cases, but almost always in a context of open and contestable markets.

Néanmoins, la libéralisation, en particulier celle des services environnementaux d’infrastructure, doit être conçue de façon appropriée et s’appuyer sur un cadre réglementaire solide. La prise d’engagements dans ces services soulève donc des questions quant à leur nature, même si la flexibilité prévue dans l’AGCS peut permettre d’établir des listes d’engagements en fonction de leurs caractéristiques. Les risques de défaillance du marché du point de vue de la réalisation d’objectifs sociaux paraissent moins importants pour les services ne touchant pas à l’infrastructure et les services de soutien dans le domaine de l’environnement.

    Abstract: Accelerator-driven systems (ADS) are being considered for their potential use in the transmutation of radioactive waste. The performance of such hybrid nuclear systems depends to a large extent on the specification and reliability of high power accelerators, as well as the integration of the accelerator with spallation targets and sub-critical systems. At present, much R&D work is still required in order to demonstrate the desired capability of the system as a whole. Accelerator scientists and reactor physicists from around the world gathered at an NEA workshop to discuss issues of common interest and to present the most recent achievements in their research. Discussions focused on accelerator reliability; target, window and coolant technology; sub-critical system design and ADS simulations; safety and control of ADS; and ADS experiments and test facilities. These proceedings contain the technical papers presented at the workshop as well as summaries of the working group discussions held. They will be of particular interest to scientists working on ADS development as well as on radioactive waste management issues in general.

    Abstract: A good framework for investment in innovation can contribute to increasing Chile’s growth potential. Spending on R&D is currently low in relation to GDP and heavily reliant on government financing. Innovation activity in the business sector is also limited by insufficient seed and venture capital and human capital constraints. This is despite several favourable framework conditions, including a stable macro-economy, liberal foreign trade and investment regimes, and reasonably pro-competition regulations in product markets. The government intends to increase public spending on R&D, to be financed by revenue from the mining tax introduced in May 2005, and to create a National Innovation Council. The effectiveness of these measures will depend largely on the extent to which they will boost business-financed innovation consistent with Chile’s comparative advantages.     Abstract: This paper provides an assessment of the impact of a package of structural reforms in all OECD countries on their long-run trade and output gains. The package includes reforms that reduce competition-restraining regulations, cut tariff barriers and ease restrictions on foreign direct investment to “best practice” levels in the OECD area. The analysis, which is based on earlier OECD studies, indicates that such reforms could lead to gains in GDP per capita in OECD countries of up to 4 to 5 per cent. As the analysis is confined to a relatively narrow set of policies and abstracts from potential dynamic effects from reform-induced increases in innovation, the overall gains from broad reforms could be significantly higher than reported in the paper.

    Abstract: This paper analyses customs automation which is one of the most powerful tools to increase customs efficiency. It focuses in particular on the benefits and implementation costs of automation. It is part of a series of studies that analyse various aspects of trade facilitation and the objective is to contribute to discussions in the WTO Negotiating Group on Trade Facilitation. Based on cost estimations in customsrelated lending projects, the paper finds that the costs for implementing, maintaining and operating automated customs systems are substantial. However, the very great majority of WTO members have already implemented such systems and past experiences show that the financial benefits in many cases have exceeded the costs over time. Among the various lessons learned from successful implementation of automated customs systems, two are particularly worth highlighting. First, automation should not be considered a panacea for trade facilitation; and second, commitment and financial sustainability are prerequisites for successful customs modernisation involving automation.

    Abstract: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment. Les exemples traités vont de l’utilisation de primes au prix du marché, à des fonds environnementaux, des facilités de crédits ou des crédits ou contingents échangeables. Ils couvrent les externalités positives comme négatives. Certains des exemples considérés illustrent des approches innovantes ou nouvelles, jamais tentées auparavant tandis que d’autres ont une longue histoire derrière elles. Le rapport fait la synthèse des résultats des études de cas, en se concentrant sur les implications pour le rôle des pouvoirs publics et en évaluant l’efficacité relative, l’équité et la stabilité des approches décrites en comparaison d’une intervention directe des pouvoirs publics.

En 2002, l’OCDE a publié Fédération de Russie : quel environnement pour l'investissement ? Lois, politiques et institutions. Cette étude formulait des propositions en vue de s’appuyer sur ces évolutions positives et d'améliorer davantage les mesures en faveur de l’investissement étranger. L’examen 2004 des politiques de l’investissement de la Fédération de Russie évalue les progrès accomplis depuis la publication de l’étude de 2001 et propose aux pouvoirs publics des solutions destinées à améliorer davantage l’environnement de l’investissement. Il s’agit notamment d’assouplir les dernières restrictions à l’encontre de l’IDE dans plusieurs secteurs de l’économie, de poursuivre les efforts de simplification des procédures administratives et d’amélioration de leur transparence et de veiller au respect des textes législatifs et réglementaires fédéraux au niveau des administrations infra-fédérales. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: With a view to helping policy analysts and decision makers focus on the development impacts of their policies, this report discusses the extent to which OECD country agricultural and agricultural trade policies are coherent with, and supportive of, the achievement of the Millennium Development Goals, particularly the elimination of extreme poverty and hunger. Agriculture and Development: The Case for Policy Coherence defines the ‘where’ (country impact), ‘how’ (most damaging forms of support), ‘which’ (commodity aspects) and ‘who’ (household effects) of agricultural policy reform. It treats the effects of four main categories of OECD country agricultural policies: domestic, trade, regulatory, and development co-operation policies. In each case it identifies the implications from the perspective of making agriculture and development policies more coherent. By providing a survey of the policy coherence dimension in OECD country agricultural policy-making, this report provides the analytical framework that policy makers need to help them weigh their decisions in the light of their countries’ internationally agreed development commitments.

Fiscal consolidation is the cornerstone of post-crisis stabilization. It has been quite successful over the past three years as sizeable primary surpluses have been sustained and the fall in interest rates has reduced the interest cost of public debt. Fiscal targets have been achieved chiefly by raising revenues which has increased the tax burden; greater emphasis should now be placed on the control of public expenditure. At the same time, core public services such as education, justice, infrastructure and rural development will need to be upgraded.     Abstract: This paper estimates and discusses some of the potential labour market implications arising from the rapid ageing of government employees in a number of OECD countries. Under alternative scenarios for future public employment policies, available labour resources for the private sector are estimated taking into account the declining age cohorts entering the labour market. These scenarios suggest that, in the absence of considerable increases in labour utilisation, maintaining government sector hiring at their historical share of new labour market entrants will entail sharp declines in the production of government services. On the other hand, if present levels of government services are to be preserved, governments are likely to hire an increasing share of labour market entrants, creating a strong crowding-out effect for the private sector. Alternatively, productivity in the government sector would have to increase substantially.

    Abstract: With population ageing setting in sooner and more forcefully than in other OECD countries, Finland needs to reorder its fiscal priorities so as to ensure fiscal sustainability. That will require considerable reform as public spending currently expands vigorously. While GDP growth has slowed from the exceptionally rapid pace of the late 1990s, public consumption has continued to grow fast, as new obligations by central government and popular demand led municipalities to expand service provision. After some consolidation in 2003, local government spending has accelerated again and the deficit has widened to ¾ per cent of GDP in 2004 for the municipalities considered as a whole – despite still larger transfers from central government. At the same time, the tax burden is high, especially on labour. Ensuring the sustainability of public finances over the long term, while maintaining the essential parts of the welfare society will only be possible by i) raising the effectiveness of public spending, ii) reforming the financing of municipalities to encourage better control of spending and limit future rises in municipal income taxation and iii) rebalancing the mix between public and private provision and funding of services. This working paper discusses ways in which progress could be made on such a policy agenda. It relates to the 2004 OECD Economic Survey of Finland (www.oecd.org/eco/surveys/finland) updating the Survey’s analysis by incorporating data for 2004 and recent developments.

    Abstract: Teachers Matter provides a comprehensive, international analysis of trends and developments in the teacher workforce in 25 countries around the world; research on attracting, developing and retaining effective teachers; innovative and successful policies and practices that countries have implemented; and teacher policy options for countries to consider. While documenting many areas of concern about teachers and teaching, the report also provides positive examples of where policies are making a difference. It spotlights countries where teachers’ social standing is high, and where there are more qualified applicants than vacant posts. Even in countries where shortages have been a concern, there are recent signs of increased interest in teaching, and policy initiatives appear to be taking effect.     Abstract: There are reports of current nurse shortages in all but a few OECD countries. With further increases in demand for nurses expected and nurse workforce ageing predicted to reduce the supply of nurses, shortages are likely to persist or even increase in the future, unless action is taken to increase flows into and reduce flows out of the workforce or to raise the productivity of nurses. This paper analyses shortages of nurses in OECD countries. It defines and describes evidence on current nurse shortages, and analyses international variability in nurse employment. Additionally, a number of demand and supply factors that are likely to influence the existence and extent of any future nurse shortages are examined. In order to resolve nurse shortages, the paper compares and evaluates policy levers that decision makers can use to increase flows of nurses into the workforce, reduce flows out of the workforce, and improve nurse retention rates.     Abstract: In 1994, the OECD published a set of recommendations -- known as the OECD Jobs Strategy -- to deal with high and persistent unemployment that affected many member countries. These recommendations are currently being reassessed by the OECD and this paper contributes to this process. It provides a detailed description of labour market reforms in member countries over the past ten years, together with a short overview of changes in macroeconomic policies and reforms affecting product markets. It attempts to rank countries according with their past reform efforts, using an aggregate reform intensity indicator, and analyses the link, though in a very preliminary way, between reforms and labour market performance. Overall, there is little evidence of a link between initial conditions and subsequent reform efforts, with some countries taking only modest measures despite a poor starting point, while others carrying out ambitious programs even though their initial conditions were already relatively favourable. Over the past decade, member countries have employed very diverse reform strategies, from comprehensive reforms package (Denmark, Finland and the Netherlands) -- as recommended in the initial Jobs Strategy -- to reforms more narrowly targeted on specific fields where deep action was undertaken (France, Italy, the United Kingdom and Ireland). The intensity of reforms has differed markedly across policy fields, with more action being undertaken in areas that are more widely accepted by the population, such as active labour market policies and cuts of labour taxes. This paper examines ways in which greater integration through trade impacts women and men differently, and ensuing implications for growth. The paper finds that trade creates jobs for women in export-oriented sectors. Jobs that bring more household resources under women’s control lead to greater investments in the health and education of future generations. Although women are more than ever formally employed, differences in wages earned by men and women persist in all countries. Women also have less access to productive resources, time and, particularly in many developing countries, education. Professional women continue to encounter discrimination in hiring and promotion, including in OECD countries. The impact of trade liberalisation on women is important not only because they represent over half of any population, but also because they face constraints which make them less able to benefit from liberalisation. Once different impacts are ascertained, well-designed policy responses may aid women in taking advantage of greater openness to trade.

    Abstract: Results presented in this paper based on the new database on immigrants and expatriates in OECD countries, show that (i) the percentage of the foreign-born in European OECD countries is generally higher than the percentage of foreigners; (ii) international migration is quite selective towards highly skilled migrants; (iii) in most OECD countries, the number of immigrants with tertiary education exceeds the number of highly qualified expatriates to other OECD countries; (iv) among non-member countries the impact of the international mobility of the highly skilled is diverse: the largest developing countries seem not be significantly affected and indeed may benefit from indirect effects associated with this mobility while some of the smallest countries, especially in the Caribbean and in Africa, face significant ‘emigration rates’ of their elites.

    Abstract: This paper assesses what role product market competition and regulatory reforms may have played in the performance of the British economy over the past decade. Competitive pressures appear to be relatively strong in the United Kingdom, with regulations inhibiting competition and barriers to trade amongst the lowest in the OECD. Nevertheless, there is scope for improvement and the recent overhaul of competition legislation should help to further promote competition. Much progress has been made in the professional services sector. Self-regulatory bodies are no longer exempt from competition legislation and professional bodies have undertaken a number of actions towards removing or easing restrictions that inhibit competition. In the retail sector, market power remains a problem and the competition authorities will need to remain vigilant. The government’s recent approach to planning has made new large scale entry very difficult, impeding competition and inhibiting entry. Industry regulators also need to remain vigilant in the electricity, gas and telecommunications sectors. Reforms in these sectors have led to increased productivity, though international comparisons suggest that there is scope for prices to fall. While recent steps by the government overcome the most serious weaknesses of the privatised rail system, continuing problems regarding incentives and responsibilities remain to be resolved.

    Abstract: This paper examines the channels through which ageing will shape the main economic factors that in turn affect potential growth; identifies current policy settings that may in fact amplify the adverse impact of demographic trends; and sets out policy reforms that will work to temper the effects of ageing on growth. The paper begins with a brief discussion of demographic issues. The analysis first focuses on the impact of these trends on the future level and structure of consumption, which may affect aggregate saving and the structure of the economy, respectively. Then, it explores the main channels through which ageing affects the supply side of the economy following a production function approach: capital markets, labour markets and productivity. The empirical analysis focuses on a subset of large OECD countries with differing ageing patterns and generosity of pension systems. Using a simple general equilibrium overlapping generations model and considering alternative reform scenarios, some illustrative simulations are presented decomposing the effects of ageing on potential GDP per capita growth and economic convergence within OECD countries.

    Abstract: As the number of older persons in need of long-term care increases, efforts to support older persons remaining in their home are intensified in most OECD countries. In this context of ageing in place, there is a movement towards allowing more individual choice for older persons receiving publicly funded long-term care at home. Having more flexibility in terms of how to receive care can increase the older person’s self-determination and that of his/her informal care givers. Having a choice among alternative care providers can empower older persons as consumers and may help strengthen the role of households in the care-management process. Choice can also help address quality aspects that are difficult to quantify but easy to experience for users, such as the personal interaction between the older person and the care giver.

    Abstract: This paper examines the interaction between services and manufacturing using several types of data and shows that the distinction between manufacturing and services is blurring. Services make important contributions to production, mainly through their direct contribution to total output and final demand, but to some degree also through their indirect contribution via other industries. However, services are more independent from other industries than the manufacturing sector. Most inputs that are necessary to produce services are derived from the services sector itself. Moreover, their role as providers of intermediate inputs to other industries is not yet as strong as that of the manufacturing sector. The paper also shows that a growing share of workers in the manufacturing sector is engaged in services-related occupations. Using a broad definition of service-related workers, up to 50% of manufacturing workers are in such occupations. Using firm-level data the paper finds that, despite anecdotal evidence on a growing share of services turnover within the manufacturing sector, manufacturing enterprises in most countries are not very diversified in their constituting establishment, i.e. they do not have many establishments engaged in services production. Canada is a notable exception in this respect. In other countries, it is likely that diversification primarily occurs at the level of the enterprise group. On the other hand, data on products suggest that manufacturing firms and establishments appear to derive a growing share of turnover from services, notably in countries such as Finland and Sweden.
