    Abstract: This paper estimates the welfare and distributional impact of two types of welfare reform in the 15 (pre-enlargement) member countries of the European Union. The reforms are revenue neutral and financed by an overall and uniform increase in marginal tax rates on earnings. The first reform distributes the additional tax revenue uniformly to everybody (traditional welfare) while the second reform distributes tax proceeds uniformly to workers only (in-work benefit). We build a simple model of labour supply encompassing responses to taxes and transfers along both the intensive and extensive margin. We then use EUROMOD to describe current welfare and tax systems in European Union countries and use calibrated labour supply elasticities along the intensive and extensive margins to analyze the effects of the two welfare reforms. We quantify the equity-efficiency trade-off for a range of elasticity parameters. In most countries, because of large existing welfare programmes with high phase-out rates, the uniform redistribution policy is undesirable unless the redistributive tastes of the government are extreme. The inwork benefit reform, on the other hand, is desirable in a very wide set of cases. We discuss the practical policy implications for European welfare policy.

L’analyse s’appuie sur des données tirées des Examens des politiques commerciales de l’OMC, les notifications d’obstacles non tarifaires soumises au Groupe de négociation sur l’accès aux marchés ainsi que dans la base de données TRAINS et les notes par pays de la CNUCED. Il ressort de cette étude que la plupart des types de redevances et impositions douanières sur les importations sont appliquées sur une base ad valorem plutôt que sur les coûts sous-jacents des services fournis. L’utilisation des redevances et impositions douanières a aussi évolué au fil du temps : l’application de surtaxes douanières et de droits de facturation consulaire a notablement reculé au cours des deux dernières décennies, alors que davantage de pays imposent aujourd’hui des redevances aux importateurs pour diverses opérations douanières.

    Abstract: France belongs to the group of OECD countries with relatively high tax levels. In recent years French governments have been increasingly aware that the tax system may have negative effects on growth and employment and some reforms have been introduced to reduce tax distortions. There has, however, been no grand reform design and it is also not clear in which direction it should go. This paper describes the main characteristics and the developments of the French tax system and examines some of its economic distortions and complexities. A future tax reform agenda could focus on the following five elements: First, reduce labour tax distortions by further reductions in social security contributions for low paid workers and reducing the withdrawal rate for in-work benefits, financing these either by increasing the Contribution Sociale Généralisée (CSG) or value added tax. Second, simplify the personal income tax, widening its base to permit lower top rates, and introducing deduction at source. Consider merging it with the CSG if this can be done in an administratively efficient way. Third, reduce capital tax distortions by cutting the corporate tax rate and widening the tax base by reducing the number of special incentives for certain kinds of activity, and also reduce the bias in favour of debt finance. Fourth, increase the role of “green” taxes because of the efficiency gains they offer –- though not as significant sources of revenue. Fifth, improve, and reduce the costs of, tax administration by progressively merging tax administrations where possible.     Abstract: This paper assesses Brazil’s regulatory framework and agencies for several network industries (electricity, oil and gas, and water and sanitation). Private investment can be encouraged by tackling regulatory uncertainty in many areas. To this end, recent initiatives include a new regulatory model for the electricity sector, and new draft legislation on the role and structure of the regulatory agencies (currently in Congress). The overall approach to regulatory reform in network industries, particularly in electricity, is well thought out but the risk of regulatory failure should not be underestimated. Implementation will be the ultimate test of reform in this area. In natural gas, the dominance of Petrobras, the national oil company, throughout the industry has often been perceived as an obstacle to its development. Private investment in water and sanitation is constrained by a lack of clarity over the assignment of regulatory powers across different levels of government. These reforms are consistent with the government’s agenda for growth, focusing on meeting the challenge of improving the business environment.     Abstract: This paper assesses the progress of China’s transition toward a market economy by examining the structure of ownership, productivity, and profitability, as well as the concentration of production across firms, industries and regions. It does this by analyzing a database of firm microdata of the quarter of a million industrial companies in operation during the 1998–2003 period. Results show that the private sector now accounts for more than half of industrial output, compared with barely more than a quarter in 1998, and operates much more efficiently than the public sector. Higher productivity has fed through to profitability, motivating greater regional specialization of production. These changes are consistent with what would be expected in a market-based economy, and suggests that reforms are making rapid progress.     Abstract: With inputs of labour and capital slowing, sustaining high growth rates in Korea will increasingly depend on total factor productivity gains, which are in turn driven to a large extent by innovation. While a number of Korean firms are at the world technology frontier in areas such as ICT, the diffusion of technology to lagging sectors is a priority to sustain growth. This paper recommends policies to improve the science and technology system by upgrading the R&D framework, in part through closer linkages between firms, universities and the government, and enhanced intellectual property right protection. Strengthened competition, particularly in the service sector, is needed to promote the diffusion of new technologies. Innovation also requires policies to ensure the supply of high-quality human capital through reforms of tertiary education. This requires a restructuring of the university system through increased competition and deregulation, as well as additional financial resources to improve quality.     Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: The paper examines the current state of competition in a number of sectors that are important for the economy. Because of the country’s small size and isolation, the analysis focuses on barriers to entry, investment and external trade, rather than some standard indicators of competition stance. The competition law and institutions are generally well-conceived, although high-profile litigation about mergers and market-power problems hasstretched their capacities and until recently, diverted attention from enforcement against price fixing. Overall, markets appear to function well in New Zealand, but progress towards liberalisation seems recently to have lost momentum. In particular, improvement could be made in three main areas: in the energy sector, lifting current barriers to investment and developing forward markets are necessary to ensure the economy will be able to cope with long-term challenges; in telecommunications markets, concerns have been mounting regarding high prices and slow deployment of broadband; and in the public sector, there is scope for further use of private delivery for public services and reducing state ownership, especially in potentially competitive markets. Some adjustments to the regulatory framework and policies in a number of other sectors would also be beneficial.     Abstract: This DAC Reference Paper outlines key issues faced when designing Environmental Fiscal Reform (EFR). EFR refers to a range of taxation and pricing measures which can raise fiscal revenues while furthering environmental goals. The objective is to provide insights and “good practice” on how development co-operation agencies can help developing countries take advantage of EFR approaches in both their development and poverty reduction strategies. Following a review of the instruments of EFR and related technical issues, Environmental Fiscal Reform for Poverty Reduction focuses on the political economy and governance aspects of EFR. This includes an examination of the precondition for successful design and implementation, the various steps involved through the EFR Policy Cycle, the challenges faced at each stage, and the main stakeholders involved. The role of donors in supporting EFR processes is also outlined.     Abstract: This paper analyses the increasing dualism in the Korean labour market and the need to encourage greater labour force participation. Although the rising proportion of non-regular workers lowers labour costs and increases employment flexibility, it has a negative impact on both equity and efficiency over the long term. Relaxing employment protection for regular workers and increasing the coverage of the social safety net for non-regular workers would help limit the extent of dualism. Population ageing is projected to be exceptionally rapid in Korea, leading to a significant decline in the workforce by mid-century. Steps to boost the participation of women through family-friendly policies are a priority. It is also important to encourage employees to stay at firms beyond the age of 50. Making the wage system more dependent on productivity and less on seniority and implementing a company pension system in place of the retirement allowance would help maintain the employment of older persons.     Abstract: This study examines the nature and the extent of use of customs fees and charges that affect imports at borders. It is part of a series of studies that analyse various types of non-tariff measures and the objective of this paper is to contribute to discussions in the Negotiating Group on Market Access (NAMA), the Council on Trade in Goods and elsewhere in the trade policy community. The analysis draws on data collected from WTO Trade Policy Reviews, non-tariff barrier notifications to NAMA, and the UNCTAD TRAINS database and country notes. The study reveals that most types of customs fees and charges on imports are applied ad valorem rather than with regard to the underlying costs of the services rendered. The use of customs fees and charges has also evolved over time: the use of both customs surcharges and consular invoice fees has markedly declined over the last two decades while more countries nowadays charge importers fees for the use of various customs-related services.

    Abstract: This paper draws together the key findings from separate detailed analyses of the determinants of R&D, patenting and the commercial introduction of innovations in the business sector in order to identify the policies, institutions and framework factors that provide the most effective means of supporting innovation. The evidence suggests that there is a clear role for framework conditions, framework policies and specific science policies, both independently and in interaction with each other. Policies that raise the absorptive capacity of the economy (the capacity to understand and make use of new knowledge) are likely to have dual benefits, not only helping to stimulate new innovative activities, but also helping to maximise the benefits to be gained from the existing stock of knowledge. Potential policy trade-offs also need to be taken into account. Some policies that offer benefits for current innovation also have costs that could adversely affect future incentives to innovate. Others have trade-offs when considered in combination. Cross-country differences in the level of R&D intensity are shown to be closely correlated with crosscountry differences in science policies and institutions. Framework conditions and policies have an important influence when accounting for cross-country differences in the rate of change of R&D intensities over time.

    Abstract: This study uses new information to determine the role of foreign affiliates in productivity growth. The study has three aims. Firstly, the study quantifies the contribution of foreign affiliates to productivity growth in OECD countries using a growth accounting approach. Secondly, the analysis shows how much of this contribution derives from an increase in the employment share of foreign affiliates in the host country relative to an increase in the productivity of existing foreign affiliates. Thirdly, the study compares the presence of foreign affiliates across OECD countries. The information is derived by matching three OECD data sources: the STAN database for industrial analysis, the AFA (Activities of Foreign Affiliates) and FATS (Foreign Affiliates in Trade and Services) databases. Despite its limitations, this combined database provides longitudinal industry level information on both the presence and the productivity of foreign affiliates in OECD countries. The analysis confirms that foreign affiliates can make an important contribution to productivity growth. The contribution is larger in the manufacturing sector. In the services sector and in low-tech manufacturing sectors, the largest component of the contribution of foreign affiliates is due to the increased employment share of foreign affiliates. In medium- and high-tech sectors, the contribution is mainly driven by stronger productivity growth of existing foreign affiliates. In the United States the contribution is consistently driven by stronger productivity growth of existing foreign affiliates in both the manufacturing and the services sectors.

An examination of how recent developments in the economic landscape have resulted in changes in the industrial organisation as well the structure of multinational enterprises is presented. This analysis serves as the foundation for a discussion of fragmentation—and the increased use of traded services in the fragmentation process—in four different manufacturing value chains (apparel, automobiles, semiconductors, and wood furniture). To complement the value chain assessments, the results of empirical work examining the relationship between the liberalisation of services and manufacturing FDI are included. Finally, the study outlines several policy implications that draw upon the analysis. In sum, this study highlights how the increasingly international nature of fragmentation, in part the result of services liberalisation, has redefined the way in which many manufacturing firms use services, interact with service suppliers, and make foreign direct investments.

    Abstract: Enhanced autonomy of sub-national governments has spurred innovative management. Spending assignments across levels of government, however, often overlap and/or are not yet fully understood by most citizens. Sub-national governments’ accountability is further reduced by the heavy reliance on federal transfers, as opposed to own-revenues (taxes and user fees). In addition, the use of federal transfers as collateral for states' borrowing potentially undermines the role of financial markets in disciplining fiscal behaviour. Getting the most out of decentralisation would thus require a national agreement clarifying responsibilities for each level of government. Improving sub-national governments’ incentives in delivering cost-effective public services would further require improving the quality of information on actual spending and outcomes, raising the volume of their own taxes and reforming the grant systems. Decentralisation should also be more consistent with the aim of improving interregional equity in obtaining access to core public services. The analysis is based on summary indicators of product market regulation that measure the degree to which policies promote or inhibit competition. The results suggest that regulatory impediments to competition have declined in all OECD countries in recent years. The second analytical approach uses the standard model and database of the Global Trade Analysis Project to simulate trade liberalisation scenarios that would entail preference erosion. While highlighting a number of cases of preference reliance, the paper underscores the advantages of multilateral liberalisation. Globally and for a majority of developing regions, liberalisation by preference-granting countries will result in positive welfare gains, notwithstanding the effects of preference erosion. In a comparatively small number of cases, however, the analysis points to a risk of net welfare losses under the scenarios modelled here.

    Abstract: The aim of this Working Paper is to broaden the debate on “pro-poor growth”. An exclusive focus on the income dimension of poverty has neglected the non-income dimensions. After an examination of prominent views on the linkages between economic growth, inequality, and poverty reduction this paper discusses the proper definition and measurement of pro-poor growth. Bolivia serves as a case study to illustrate the usefulness of applying the analytical toolbox for pro-poor growth to non-income dimensions of poverty and offers some important new insights about differences in the evolution of both poverty dimensions. Growth in Bolivia has been more pro-poor in the non-income than in the income dimension. The analysis furthermore shows that extending use of the pro-poor growth toolbox to non-income dimensions of poverty greatly improves our understanding of the trends in non-income indicators. Such understanding is pivotal for a careful assessment of the linkages between income and nonincome poverty along the entire income distribution. It is equally important for poverty monitoring and for defining policy interventions. It also allows deeper analysis of the relative merits of economic growth, compared to direct intervention aimed at improving non-income dimensions of poverty.

La Russie a également signé des conventions sur l’investissement et sur la double imposition avec des pays de l’OCDE ou des pays tiers. En 2002, l’OCDE a publié Fédération de Russie : quel environnement pour l'investissement ? Lois, politiques et institutions. Cette étude formulait des propositions en vue de s’appuyer sur ces évolutions positives et d'améliorer davantage les mesures en faveur de l’investissement étranger. L’examen 2004 des politiques de l’investissement de la Fédération de Russie évalue les progrès accomplis depuis la publication de l’étude de 2001 et propose aux pouvoirs publics des solutions destinées à améliorer davantage l’environnement de l’investissement. Il s’agit notamment d’assouplir les dernières restrictions à l’encontre de l’IDE dans plusieurs secteurs de l’économie, de poursuivre les efforts de simplification des procédures administratives et d’amélioration de leur transparence et de veiller au respect des textes législatifs et réglementaires fédéraux au niveau des administrations infra-fédérales.     Abstract: Investigating over twenty cases where exports from developing countries faced new environmental requirements, this OECD report examines how environmental requirements can be trade barriers for developing countries. These case studies, covering a diverse number of products and exporting countries, trace a number of environmental regulations, standards and labelling schemes, from conception through implementation. In so doing, they highlight the difference that sensitivity to potential trade effects can make when designing environmental regulations and standards. They also show that timely technical assistance has played a crucial role in helping exporters from developing countries adjust to new environmental requirements without suffering adverse trade effects.

    Abstract: One of the main challenges facing radiological protection experts is how to integrate radiological protection within modern concepts of and approaches to risk governance. It is within this context that the International Commission on Radiological Protection (ICRP) decided to develop new general recommendations to replace its Publication 60 recommendations of 1990. In the process of developing these new recommendations, the views of the ICRP have evolved significantly, largely due to stakeholder involvement that has been actively solicited by the ICRP. In this regard, it was upheld during the First Asian Regional Conference organised by the NEA in October 2002 that the implementation of the new system must allow for regional, societal and cultural differences. In order to ensure appropriate consideration of these differences, the NEA organised the Second Asian Regional Conference on the Evolution of the System of Radiological Protection. Held in Tokyo on 28-29 July 2004, the conference included presentations by the ICRP Chair as well as by radiological experts from Australia, China, Japan and Korea. Within their specific cultural and socio-political milieu, Asia-Pacific and western ways of thought on how to improve the current system of radiological protection were presented and discussed. These ways of thinking, along with a summary of the conference results, are described in these proceedings.

    Abstract: We examine the dynamics of knowledge production for a panel of 19 OECD countries. A new and unique data set is used to proxy the domestic flows of “new-to-the-world” knowledge and ideas. We rigorously address the cross-country heterogeneity in the production of knowledge and the endogeneous nature of this process. The parameters of the knowledge production function point to large cross-country differences. Domestic and foreign stocks of knowledge and ideas have a net positive effect on the production (flows) of new ideas. Countries with a low domestic knowledge base appear to improve their TFP considerably through the accumulation of knowledge. This effect is very modest for countries that already have a sizeable domestic knowledge base. We find ample evidence of duplicate R&D but no support for endogenous growth. Given the heterogeneous nature of knowledge production across OECD countries, R&D policy will need to be adapted to the specific nature of each country; a one-size-fits-all approach will not be effective.

    Abstract: This paper examines the economic impact of trade facilitation and in particular the link between trade facilitation and trade flows, government revenue and foreign direct investment. It is part of a series of studies that analyse various aspects of trade facilitation and the objective is to contribute to discussions in the WTO Negotiating Group on Trade Facilitation (NGTF) and elsewhere in the trade policy community. The paper finds that improved and simplified customs procedures would have a significant positive impact on trade flows. It further shows that a large number of mostly developing countries have managed to boost government revenue by implementing customs modernisation programmes that result in more efficient collection of trade taxes. In addition, the paper demonstrates that facilitated cross-border movement of goods would have a positive effect on the ability of a country to attract foreign direct investment and better integrate in international production supply chains.

    Abstract: This paper presents additional findings from the on-going work of the OECD project on trade preference erosion. The purpose was to assess in more detail the situation of those preference-reliant countries seen as being most at risk of experiencing negative welfare effects from preference erosion as a consequence of multilateral tariff liberalisation (building on Lippoldt and Kowalski, 2005). Based on a selection criterion, 7 developing countries were chosen for inclusion in the present study: Bangladesh, Madagascar, Morocco, Mozambique, Tanzania, Uganda and Zambia. Using the standard GTAP database and model, the paper considers a scenario of multilateral tariff liberalisation involving a 50% linear reduction in the ad-valorem equivalent measure of protection. Whereas most developing regions experienced welfare gains as a consequence of such a scenario, the selected countries were found to be at risk of modest welfare losses, most of which were associated with tariff liberalisation by European Union countries (EU-15). Where negative welfare impacts occurred in the selected developing countries, they tended to be driven primarily by terms of trade losses (especially by negative export price effects). In line with the modest size of the estimated welfare losses, the overall impact in terms of structural adjustment -- as measured by an index of structural change -- tended to be relatively modest. For three of the seven developing countries, welfare losses primarily associated with the EU-15 tariff liberalisation are estimated to be more than fully offset by greater gains arising from improved market access in other sectors and markets.

    Abstract: This International Energy Agency review of Norway's energy policies and programmes examines recent developments related to each type of energy as well as environmental and market issues. Energy policy in Norway continues to be the object of considerable domestic and international political attention. The development of its petroleum resources contributes significantly to Europe’s security of supply. Norway enjoys extensive access to hydro power and its pioneer role in the liberalised Nordic electricity market is commendable. However, Norway is now facing important challenges. Energy consumption growth is outpacing onshore energy production, and CO2 emissions are rising. Better understanding by the general public is essential to overcome these challenges. Meeting its Kyoto target without compromising security of supply is Norway’s biggest energy policy challenge. We recommend a comprehensive public debate covering all the tools of climate change policy, including intensive use of Kyoto mechanisms. Norway expects a significant contribution from Carbon Capture and Storage (CCS), but the technological and economic realities of CCS need to be considered in the public debate and decision making. The Norwegian petroleum industry is close to reaching peak of production. The government’s transparent and forward-looking way of addressing this is commendable. It has taken action to increase exploration and to open industrial opportunities further. The partial privatisation of Statoil is an important progress since the last review. Norwegian management of petroleum resources is an example of “best practice” in the management of valuable natural resources in a small economy. Low rainfall in 2002-03 highlighted the importance of trade and domestic investment in generating capacity to secure reliable electricity services. The planned transmission link between Norway and the Netherlands is therefore important. Increasing domestic access to gas can also make a significant contribution to security of supply in electricity, as it contributes to the diversification of generation sources. Congestion has become a regular feature in the Nordic electricity market, and more integrated regulatory planning and the development of transmission capacity should be addressed in concert with other Nordic countries.

    Abstract: The Hungarian government has recently been focusing on innovation policy as part of a wider campaign to improve the business environment. This paper first underscores the importance of a good general business climate in encouraging both formal and informal R&D activity as well as ensuring Hungary benefits from the international diffusion of innovation. In examining specific innovation policies, the new National Innovation System is described and an assessment is made of the National Innovation Fund and the Innovation Contribution used to fund it. Assessment of changes in R&D tax allowances and in the strategy for giving out grants for research is also made. The paper also looks at regulatory reform to improve industry-science links, including the government’s recent legislative changes that make it easier for universities to set up spin-off companies.     Abstract: The inflation measure used by the European Central Bank excludes housing costs that are borne by home owners even though they make up more than a tenth of household final consumption expenditure in the euro area. Has the exclusion of owner-occupied housing costs driven a wedge between the official harmonised index of consumer prices (HICP) and the cost of living? To answer this question, a measure of the user cost of housing capital has been constructed for every euro area country (except Luxembourg). User costs are measured taking into account property taxes but net of tax breaks that home owners enjoy on mortgage repayments. The user cost measure is combined with the HICP to derive a “broad” inflation estimate. For the sake of comparison, an alternative estimate has been put together using imputed rents. The main conclusion is that owner-occupied housing costs have an impact. Another important conclusion is that the effect of owner-occupied housing costs on inflation varies noticeably with the method used to incorporate them into the price index. The paper finally discusses the choice of the method from the point of view of economic policy makers. Les réponses à ces questions, apportées par quatre experts de la construction de bâtiments scolaires, sont résumées ci-après. Un professionnel en conception et gestion explique comment un bâtiment scolaire peut servir d’outil pédagogique tridimensionnel. Un directeur d’établissement public en Nouvelle-Zélande décrit la façon dont son école récemment construite a été conçue pour répondre aux besoins pédagogiques des élèves du XXIe siècle. Un spécialiste en planification de la construction présente ce qu’il considère comme des éléments essentiels à la conception d’installations efficaces pour le futur, en s’appuyant sur sa propre expérience en matière de planification d’établissements scolaires. Enfin, le directeur d’un cabinet d’architectes définit les objectifs de l’enseignement secondaire et leur lien avec la conception.
