    Abstract: This paper presents a preliminary set of European and international citation data tables designed to enable researchers to become familiar with the subject and undertake a range of analyses. It addresses analytical and statistical issues such as why citations from international searches and European searches should be combined; the calculation of citation lags; use of International Patent Classification (IPC) codes for grouping patents according to technology; treatment of references to Non-Patent Literature (NPL); and the notion that many publications, from different patenting authorities, covering the same invention can be cited. Differences between US and European citations are also discussed.

    Abstract: The growth of potential GDP in Mexico is not fast enough to narrow the income gap with other OECD countries at a sufficient pace. The persistent weakness in human capital development contributes to this situation. In particular, Mexicans spend comparatively few years in formal education, and the quality of the education they receive is lower than in other OECD countries. This paper discusses the performance of education services up to the upper secondary level. It assesses both the efficiency (outcome for money invested) and the equity of the system and shows that the education system has to be improved further to narrow the human capital gap with other OECD countries at a faster pace and to better prepare children for life and work in a modern economy. The key problem is not a lack of resources but rather inefficiencies and misallocation of spending together with weak incentives for education professionals to perform well. The paper makes specific recommendations to improve the system. The ongoing efforts undertaken by the authorities go in the right direction but are not sufficient.     Abstract: This paper uses panel regressions to investigate the effects of innovation policies and framework factors on business R&D intensity and patenting for a sample of 20 OECD countries over the period 1982- 2001. Both sets of factors are found to matter; the main determinants of innovativeness appear to be the availability of scientists and engineers, research conducted in the public sector (including universities), business-academic links, the degree of product market competition, a high level of financial development and access to foreign inventions. The effect of direct public financial support for business R&D is generally positive but modest, though it may larger for cash-constrained firms. Intellectual property rights appear to increase patenting significantly, but have little impact on R&D spending. Finally, the paper takes a closer look at the labour market for researchers, estimating jointly equations for employment and wages. Although the supply of scientists and engineers is eventually responsive to wage differentials, both with other professions and across countries, the evidence suggests that it may difficult to raise significantly the real amount of domestic R&D in the short run because the supply of researchers is relatively inelastic.

    Abstract: Policies designed to advance the march toward private financing and delivery of social services follow five main pathways. While some of these approaches to privatization are more direct and transparent than others, all may be pursued simultaneously. Three approaches concentrate on increasing private financing and the other two on increasing the production and delivery of goods and services by the private sector: • Encouragement through tax incentives • Requirements through fees for service • Mandating through legislation • Providing public benefits in the form of cash or vouchers • Purchase-of-service arrangements. Along each of these five paths the state plays a direct or indirect role in stimulating private financing or delivery of benefits in cash or kind. All social welfare benefits are to some degree subsidized or mandated by the state — in part it is the public intervention by fiscal or legal means that makes these benefits “social.” Some social goods and services may be more amenable to public or private provision than others. And traditional relations among government, business, and labour in different societies will certainly influence the preferred paths toward increased private responsibility. In treading the pathways toward privatization, the objective is not to find the shortest route, but to avoid the pitfalls along the way – and to chart a course that is not so focussed on economic efficiency that it loses sight of the public purpose of social protection.

    Abstract: We estimate the employment effects of product market reforms aimed at increasing competitive pressures and easing government controls in a sample of OECD countries over the past two decades. We control for several labour market policies and institutions that are thought to influence equilibrium employment rates, and check whether there are interactions between these policies and product market reforms. We find cross-country evidence that some labour and product market policies may be complementary and adjust for this in regressions. Consistent with the implications of the imperfect competition/bargaining model of Blanchard and Giavazzi (2003), our estimates suggest that restrictive regulations have curbed employment rates significantly in countries where no product market reforms were implemented. These effects appear to have been magnified by the interaction of such regulations with labour market settings that provide a strong bargaining power to insiders, suggesting that rent sharing tends to depress employment. The implication is that significant employment gains can be obtained by deregulating product markets in overly regulated countries. Moreover, these employment gains are likely to be higher in countries that have rigid labour markets.

    Abstract: For many years, Brazil lagged behind other middle-income countries in terms of school enrolment rates. But since 1998 policies have aimed at bridging this gap, in particular, with the implementation of FUNDEF, a fund for financing sub-national spending on primary and lower-secondary education. Using state- and municipality-level data during 1991-2002, this paper shows that FUNDEF played a key role in the increase in enrolment rates over the period, particularly in small municipalities, which rely more heavily on transfers from higher levels of government as a source of revenue. These findings underscore the importance of FUNDEF in eliminating supply constraints to the improvement of education attainment. Enrolment rates are now nearly universal for primary and lower-secondary education. Emphasis should therefore be placed on policies to improve the quality of services and to remove supply constraints to the expansion of enrolment in upper-secondary and tertiary education.

    Abstract: With the emerging international competition to attract highly skilled migrants, the determinants of their choice of residential location are increasing in importance. Besides expected wages and job opportunities, the costs of migration and the subjective evaluation of a location, two other factors help determine the expected net return from migration: taxes and network effects. Yet empirical research on the effects of these two factors and their interaction on highly skilled migration is lacking. The aim of this paper is to throw some empirical light on the role of these two factors via a case study of Switzerland. For several reasons, Switzerland is a particularly interesting case study for this task. Tax rates are primarily determined at the local level and thus enough variation exists to analyse their influence on migration. Furthermore, in contrast to other European countries, Switzerland has pursued a fairly liberal immigration policy and maintains a unique permit system that has become increasingly skills-focused: more than 35% of all persons with a university degree resident in Switzerland are immigrants. Analysis of the 2000 Swiss census data provides evidence for fiscally-induced migration within Switzerland, particularly with respect to a location choice of highly skilled immigrants.

    Abstract: This paper analyses the impact of changes in social institutions, i.e. in the informal and formal social security system, on income inequality in China. This study uses an inequality decomposition analysis approach comparing household survey data for 1988 with 1995. Since 1992 was a decisive year for accelerating to increase the role of market mechanism in China, comparing these two periods shows significant changes in social institutions and their impacts on income inequality. It provides meaningful implications for inequality issues in the present China. In a first step the paper looks at the impact of changes in the family based social security system on income inequality. Secondly, the paper investigates the contribution of current social security system reforms as a potential tool to cope with increasing inequality. Three main results emerge from the analysis: first, the family based social security is losing its importance mainly through the changes in employment pattern in a household. This change has a significant impact on income inequality. Second, this study shows that the introduction of new formal social security system helped to equalise the distribution of retired household members’ income in urban areas. Third, however, these changes have only benefited a restricted number of persons. Benefits for rural migrants are low and most of the rural population has still no access to the new system. Important steps forward will be to raise the fund-pooling level, and to include nonfarming workers into the new system.

    Abstract: Finding a suitable balance of work and family life is not an easy task for parents who face multiple, and potentially conflicting, demands. Childcare policies play a crucial role in helping parents reconcile care and employment-related tasks. But inconsistent or poorly implemented policies can also introduce additional barriers that make it harder for families to arrange and share their responsibilities according to their needs and preferences. This paper quantifies the net cost of purchasing centre-based childcare in OECD countries taking into account a wide range of influences on household budgets, including fees charged by childcare providers as well as childcare-related tax concessions and cash benefits available to parents. Building on these calculations, family resources are evaluated for different employment situations in order to assess the financial trade-offs between work and staying at home. Results are disaggregated to identify the policy features that present barriers to work for parents whose employment decisions are known to be particularly responsive to financial work incentives: lone parents and second earners with young children requiring care.

    Abstract: Ce document analyse les fondements théoriques du concept d’entrepreneuriat dans les universités et la contribution qu’il peut apporter à la société du savoir. Il envisage ce concept en tant que phénomène économique et établit une distinction entre son emploi dans l’économie et dans l’enseignement supérieur. Dans l’enseignement supérieur, la mise en œuvre de cette notion peut être contestée car, dans certaines circonstances, elle peut être destructrice des valeurs universitaires. Elle peut en revanche renforcer l’autonomie institutionnelle et stimuler la recherche et l’innovation. L’entrepreneuriat rencontre des obstacles au niveau national et institutionnel et suppose une prise de risque importante. Deux aspects particuliers sont abordés : la notion d’intrapreneur universitaire et les liens entre le rôle régional accru des universités et la nature des universités entrepreneuriales.

    Abstract: This paper defends the idea that universities manufacture knowledge as a public good through the “creative destruction” of social capital. The idea is presented as contemporary restatement of the Humboldtian ideal of the unity of research and teaching: Research “creates” (i.e. concentrates) social capital, which is then “destroyed” (i.e. distributed) through teaching. The defense is made against recent attacks to the integrity of the university as an institution associated with postmodernism and the so-called “new production of knowledge”, which would evaluate universities by client-led performance indicators. The emergence of such indicators is considered and critiqued, followed by some constructive suggestions for indicators specifically designed to measure qualities at which universities uniquely excel.

    Abstract: Cet article est élaboré à partir de sept rapports nationaux sur les politiques nationales concernant l’entreprenariat dans les universités en tant que contexte appelant à l’approfondissement de l’étude sur le comportement entrepreneurial dans les universités dans ces sept pays. Il est indiqué dans ce document que le terme « université entrepreneuriale » est une épithète générique utile pour décrire les nombreux changements que maintes universités européennes ont connu ces vingt dernières années dans leur mission, leur gestion et leur financement. Dans la plupart des pays, le concept d’entreprenariat universitaire est lié à la « troisième mission » qui complète les fonctions d’enseignement et de recherche universitaire que remplissent depuis longtemps les universités et les autres établissements d’enseignement supérieur. Cependant, certains gouvernements s’efforcent aussi d’encourager les universités à intégrer l’enseignement de l’entreprenariat dans au moins quelques unes de leurs formations classiques. Cinq principaux moteurs des activités entrepreneuriales dans les pays participant à l’étude European Universities for Entrepreneurship: their role in the Europe of Knowledge EUEREK sont identifiés : l’idéologie, l’accroissement du nombre des établissements, la société du savoir, la mondialisation et l’austérité financière. Dans certains pays, notamment en Europe de l’Est, le nombre des établissements d’enseignement supérieur privés a augmenté rapidement. On peut se demander si c’est un signe d’entreprenariat ou si cela signifie que les universités publiques manquent de dynamisme entrepreneurial. Le présent document se termine par une étude préliminaire des changements dans la gestion et la gouvernance des universités et collèges, dont s’accompagne l’expansion des activités entrepreneuriales et des activités constituant la troisième mission.

    Abstract: De prime abord, « l’esprit d’entreprise » dans le contexte de l’enseignement supérieur semble constituer un exemple de la mondialisation : il préfigure la convergence des systèmes d’enseignement supérieur partout dans le monde. Toutefois, l’esprit d’entreprise n’est pas uniforme, on le trouve au contraire sous différents modes. Plusieurs axes, définis dans cet article, présentent un panorama des diverses formes de l’esprit d’entreprise, dont deux sont étudiées plus en détail : d’un côté, les formes amplifiée/atténuée de l’esprit d’entreprise, et, de l’autre, des formes qui s’inscrivent dans le cadre d’États ou de marchés énergiques. Mis en présence, ces deux axes forment une grille dans laquelle apparaissent quatre types d’esprit d’entreprise : civique, hésitant, débridé et restreint. On peut estimer que ces types d’esprit d’entreprise facilitent ou, à l’inverse, limitent divers modes de voyage des connaissances. Aussi peut-on penser que, loin d’annoncer la convergence, l’esprit d’entreprise apparaît comme une métaphore des différences d’identité universitaire, voire d’existence universitaire. Ces différences sont si profondes qu’elles laissent entrevoir des choix de valeurs concernant les formes souhaitables de l’université elle-même.

    Abstract: Cet article met en lumière un éventail d’activités entrepreneuriales et de participation régionales menées par les universités en rapport avec les questions actuelles de gouvernance et de financement. Il présente un modèle de réseau et de partenariat qui reflète les instrument, établis ou nouveaux, utilisés les pays européens. Ce modèle a pour but de trouver un équilibre entre concurrence et coopération en tenant compte de la diversité et de la stratification des systèmes d'enseignement supérieur et de recherche dans différents pays. Du point de vue régional, il paraît primordial de s’assurer que les connaissances produites dans les universités sont transmises aux entreprises et à la société, de manière à créer une interaction entre les acteurs mondiaux et locaux. L'amélioration des interactions entre les universités et l'industrie passe par l'étude des caractéristiques de la gouvernance interne et externe car parfois des forces opposées entrent en jeu. Les universités doivent réaliser que différentes institutions peuvent être complémentaires. Elles doivent également se préoccuper des meilleures réponses à donner aux exigences de viabilité et de transparence dans le cadre plus large de l’espace du savoir. Ce type de réseaux et de partenariats doit être adapté aux spécificités régionales et aux caractéristiques des institutions concernées. Cette condition est nécessaire afin de pouvoir coordonner efficacement les moyens d'action mis en œuvre en vue d'atteindre les objectifs souhaités. Alors seulement pourra s'instaurer un esprit d'entreprise et d'innovation au sein d'établissements individuels, entre établissements et entre ces derniers et leurs régions.

    Abstract: Cet article soutient l'idée que les universités fabriquent des connaissances relevant des biens publics à travers la « destruction créative » du capital social. Elle est présentée comme une reformulation contemporaine de l'idéal humboldtien de l'unité de la recherche et de l'enseignement : la recherche « crée » (c'est-à-dire qu'elle concentre) du capital social, qui est alors « détruit » (c'est-à-dire diffusé) par le biais de l'enseignement. Le présent document répond aux récentes atteintes à l'intégrité de l'université en tant qu'institution associée au postmodernisme et à ce que l'on appelle la « nouvelle production de connaissances », qui évaluerait les universités suivant des indicateurs de performance axés sur le client. Cet article examine et fait la critique de l'apparition de ces indicateurs, puis des suggestions constructives d'indicateurs spécifiquement conçus pour mesurer les qualités dans lesquelles les universités excellent spécifiquement.

    Abstract: This paper explores the theoretical foundations of the concept of entrepreneurialism in universities and the contribution it can make to the knowledge society. It reviews the concept as an economic phenomenon and draws a distinction between the use of the term in economics and its use in higher education and that in higher education it can be seen as a contested idea which can in some circumstances be destructive of academic values. On the other hand it can strengthen institutional autonomy and can be an enabling process which stimulates research and innovation. Barriers to entrepreneurialism at national and institutional levels are noted and the important area of risk. Two particular ideas are discussed, the concept of the academic entrepreneur and the relationship between the new emphasis on universities’ regional role and the nature of the entrepreneurial university.

    Abstract: Prima facie, in the context of higher education, “entrepreneurialism” offers an example of globalisation: the idea presages a sense of systems of higher education converging across the world. However, entrepreneurialism is not undifferentiated but is to be found in different modes. Various axes identified in the paper offer spectra of entrepreneurialism and two are picked out for close inspection: these are, on the one hand, hard-soft forms of entrepreneurialism; and, on the other hand, forms of entrepreneurialism that are set in the context of strong states or strong markets. Set against each other, these two axes produce a grid that depicts four forms of entrepreneurialism: civic; hesitant; unbridled; and curtailed. These forms of entrepreneurialism can be understood as making possible or limiting alternative modes of knowledge travel. Accordingly, it may be judged that, far from heralding convergence, entrepreneurialism turns out to be a metaphor for differences of academic identity and even of academic being. These differences are so profound that they point to value choices as to the desirable forms of academic life itself.

    Abstract: This article highlights a range of university entrepreneurship activities and regional engagement in relation to current governance and finance issues. A model for networking and developing partnership between universities and their region is presented, which reflects existing and emerging European level policy instruments. This model aims at finding the right balance between competition and collaboration and it takes into account the diversity and stratification of higher education and research systems in different countries. From a regional perspective, the most vital activity seems to be the flow of knowledge from universities to business and society, thereby linking global and local players. In order to achieve a better interaction between universities and industry, the various internal and external governance features have to be studied, as sometimes conflicting forces are at work. Universities will need to realise that different institutions can be complementary to one another. It is also important for them to consider how they can best respond to demands for sustainability and accountability of their own activities within a broader knowledge space. The networking and partnership model drafted here will need to be adapted to existing specific conditions and prevailing institutional and regional characteristics. This is necessary in order to successfully coordinate policy instruments to achieve desirable results. Only then can viable entrepreneurialism and innovation be fostered within individual HEIs, between them, and in their regions.

    Abstract: This paper is based on seven national reports on national policies concerned with entrepreneurialism in universities as the context for a more detailed study of entrepreneurial behaviour in universities in the seven countries. It claims that the entrepreneurial university is a useful generic epithet to describe the manifold changes in mission, management and funding that many universities in Europe have experienced in the past two decades. The concept of university entrepreneurialism in most countries is linked to the “third mission” that is supplementing the long established teaching and academic research functions of universities and other higher education institutions. However, some governments are also concerned to encourage universities to embody the teaching of entrepreneurialism in at least some of their conventional courses. Five main drivers of entrepreneurial activities in the countries taking part in the “European Universities for Entrepreneurship: their role in the Europe of Knowledge”, (EUEREK) study are identified: ideology; expansion in the number of institutions; the knowledge society; globalisation; financial stringency. In some countries, especially in Eastern Europe there has been rapid growth in numbers of private higher education institutions. There are questions about whether this is an indication of entrepreneurialism, or of lack of entrepreneurial dynamism in the established public universities .The paper concludes with a preliminary review of managerial and governance changes in universities and colleges accompanying the growth of entrepreneurial and third mission activities.

    Abstract: The International Energy Agency's review of Turkey's energy policies and programmes. Following a summary of the conclusions and recommendations, the report surveys the general energy scene and energy policy in Turkey, looks at energy and the environment, reviews efforts to enhance energy efficiency, and then examines developments related to oil, natural gas, coal, renewable energy, and electricity. The book closes with a look at Turkey's R&D efforts related to energy. The book finds that Turkey has undertaken significant reforms to open energy markets, but needs to undertake further actions to see the process to a successful conclusion. Turkey has been very active in international co-operation and has become an important energy corridor between east and west. It has transposed many EU laws and regulations into its own national legislation and is in the process of synchronising its electricity network with the European grid. It has also ratified the Framework Convention on Climate Change and is developing a climate change strategy. But it needs to focus more on energy supply and conservation, do more to evaluate the cost effectiveness of its policies, and better co-ordinate policies across various government bodies.

    Abstract: This Round Table revisits the extended literature on the valuation of passenger time and discusses the under-researched topic of the value of time in freight transport. It assesses the increased value of time in international freight transport, given the trend towards globalisation. In particular, urban planners are concerned that an overvaluation of passenger time could give rise to excessive urban infrastructure investment which would induce low-density development of cities and urban sprawl. Transport policy measures that increase the speed and reliability of freight transport not only reduce its direct costs but have strong effects on inventory policies, logistics and even the location of firms. As recent empirical studies show, variations in time requirements for international transport, and increasingly short product and fashion cycles, have an influence on the pattern of foreign direct investment and international trade flows. Rational transport policy decision making has to take account of these indirect effects.

    Abstract: Mobilising private investment is recognised as a priority area for development so that poor countries are not left further behind. But reaping the maximum benefits of investment is not automatic. Policies matter too. A key challenge, therefore, is how to frame investment policies in a way that supports and reinforces economic development. In this respect, OECD Investment Committee co-operation activities with non-member economies aim to promote private investment, both foreign and domestic, and to create the policy environments needed to unleash the full benefits from investment, in terms of economic growth, poverty reduction and sustainable development. Investment for Development provides a record of the OECD Investment Committee's co-operation programmes with non-member economies and their results. These extensive co-operation activities are organised around three dimensions: global events, regional initiatives and dialogue with individual countries. This report documents how these initiatives help to strengthen implementation capacities and best practices among non-members, drawing on the broad applicability of the principles and expertise the OECD has developed in the area of international investment, including the positive contribution of responsible international business. Host countries are not alone in advancing this agenda. Home countries have a key role to play too. One example is the role of official development assistance in mobilising private investment. Investment for Development includes a report that identifies policy lessons and the analytical evidence that underpins them.

It examines the balances between income support and work incentives, methods for encouraging employers to hire and retain workers, and policies for ensuring the employability of older workers.     Abstract: This volume tests the relevance and usefulness of guarantees to public and private actors in developing countries, especially for funding development projects. Not to be confused with export credit guarantees usually accorded to nationals with the aim of stimulating exports and overseas investment, development guarantees are destined for actors in emerging or developing economies where risk is a deterrent to lending or investment. The presence of guarantees from multilateral or bilateral agencies can encourage financial flows either to increase or to go where they otherwise might not. In this way, they can have a positive effect on sovereign ratings as well as their immediate direct effect on the local development environment. Ce phénomène résulte de restrictions sectorielles à l’encontre de l’investissement étranger ainsi que d’importants facteurs institutionnels qui affectent aussi les entreprises nationales. Depuis dix ans, la Russie a sensiblement amélioré les conditions de l’activité des entreprises, adoptant des lois de protection de la propriété et d’autres droits des investisseurs et mettant en place les institutions nécessaires au fonctionnement d’une économie de marché. La Russie a également signé des conventions sur l’investissement et sur la double imposition avec des pays de l’OCDE ou des pays tiers. En 2002, l’OCDE a publié Fédération de Russie : quel environnement pour l'investissement ? Lois, politiques et institutions. Cette étude formulait des propositions en vue de s’appuyer sur ces évolutions positives et d'améliorer davantage les mesures en faveur de l’investissement étranger. L’examen 2004 des politiques de l’investissement de la Fédération de Russie évalue les progrès accomplis depuis la publication de l’étude de 2001 et propose aux pouvoirs publics des solutions destinées à améliorer davantage l’environnement de l’investissement. Il s’agit notamment d’assouplir les dernières restrictions à l’encontre de l’IDE dans plusieurs secteurs de l’économie, de poursuivre les efforts de simplification des procédures administratives et d’amélioration de leur transparence et de veiller au respect des textes législatifs et réglementaires fédéraux au niveau des administrations infra-fédérales. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres à travers le monde.

    Abstract: Fiscal imbalances were a main cause for chronic high inflation and macroeconomic instability before the 2000/2001 crisis. Fiscal consolidation is the cornerstone of post-crisis stabilization. It has been quite successful over the past three years as sizeable primary surpluses have been sustained and the fall in interest rates has reduced the interest cost of public debt. Fiscal targets have been achieved chiefly by raising revenues which has increased the tax burden; greater emphasis should now be placed on the control of public expenditure. At the same time, core public services such as education, justice, infrastructure and rural development will need to be upgraded.     Abstract: Increased global integration affects groups of individuals differently. This paper examines ways in which greater integration through trade impacts women and men differently, and ensuing implications for growth. The paper finds that trade creates jobs for women in export-oriented sectors. Jobs that bring more household resources under women’s control lead to greater investments in the health and education of future generations. Although women are more than ever formally employed, differences in wages earned by men and women persist in all countries. Women also have less access to productive resources, time and, particularly in many developing countries, education. Professional women continue to encounter discrimination in hiring and promotion, including in OECD countries. The impact of trade liberalisation on women is important not only because they represent over half of any population, but also because they face constraints which make them less able to benefit from liberalisation. Once different impacts are ascertained, well-designed policy responses may aid women in taking advantage of greater openness to trade.
