    Abstract: Norway is a test-bed for the implementation of a bold vision of lifelong learning. There is broad and strong political support within Norway for lifelong learning as a next logical step for a highly developed country with a highly educated population, confronted with challenges ranging from economic re-structuring, to an ageing workforce, the contradictions of labour shortages and increased leisure time, and an increasingly diverse society. But even in Norway the institutional arrangements and policies fall short of a systemic approach to lifelong learning. The most obvious shortcomings concern adults where there are daunting issues regarding the governance and finance of adult learning. Leadership is a vexed issue insofar as successful implementation depends on concerted action by several ministries as well as the social partners. Choice, equity and quality are in many cases conflicting objectives and difficult trade-offs have to be resolved. Norway is advanced, relative to other countries, in the development of new politics regarding the knowledge society. Indeed, it can be argued that if lifelong learning is to succeed anywhere, Norway is one of the most likely places in view of its history of reforms, co-operation among bodies, high educational standards and outcomes. Lessons from the experience with this approach can be usefully applied in other settings. This study is divided into two parts: the background report (which was prepared by the Norwegian authorities) and the OECD Examiners' report.

    Abstract: This paper provides an extensive review of the most relevant issues involved in the management of teacher demand and supply at the pre-tertiary level. First, it proposes a conceptual framework for distinguishing among, defining and relating the different relevant factors. Second, it identifies trends and policy concerns regarding the quality of the teaching workforce across the OECD area. Third, it provides an account of current empirical evidence on numerous aspects (e.g. class size, reward structure, working conditions, teacher education, certification procedures, organisation of schools, evaluation systems, structure of labour market, teaching and learning practices) impacting on the teaching profession. Some concerns about maintaining an adequate supply of good quality teachers emerge. It is the case that in a great number of countries the age profile of teachers is skewed towards the older end of the age-range and signs point to a recent worsening of the situation. In addition, the relative attractiveness of the profession, as far as the salary dimension is concerned, has declined substantially in the most recent years. Other evidence indicates that, at least in some countries, a substantial share of the teaching workforce does not hold a regular teaching license and the proportion of “out-of-field” teaching assignments is strikingly high in many subject key areas. It is also emphasised that a teacher shortage is difficult to measure and raises quality as well as quantity concerns. Given that teacher quality is a critical factor in determining student learning, it is entirely appropriate that the educational authorities in the countries with the greatest difficulties develop strategies to guarantee a sufficient supply of quality teachers. This report identifies a broad set of policies that should be given serious consideration to achieve that objective. Finally, this paper also sheds light on the current availability of data on teachers at OECD and relevant data needs for a future quantitative analysis.

De même, le Venezuela, soucieux de répondre à la demande de places dans les écoles, est en train d'étudier le coût de construction des établissements publics d'enseignement. A l'intention de l'Amérique latine et de la zone Caraïbe, l'UNESCO s'intéresse à la conception et à l'utilisation d'espaces éducatifs susceptibles de réduire les inégalités et l'exclusion.

This book first gives a brief overview of regional issues and a history of education in Lithuania and describes the development of education in the country since the political changes. It then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents and students under very dynamic conditions.     Abstract: This paper attempts to position the teaching career within the context of the changing policy paradigm of lifelong learning. The paper locates the emergence of this policy within some of the fundamental social and economic changes which are re-shaping contemporary society. While the demands being made of teachers have been increasing greatly, there are disturbing indications that in some countries key factors needed to underpin a qualitative teaching profession are under stress. The paper reviews problems, trends and developments in key areas affecting teacher education and the teaching career, from recruitment to conditions of work. The final section of the paper proposes guidelines for action to ensure that a systematic and coherent policy prevails to support the teaching career into the future. The paper concludes that a robust and comprehensive policy for the teaching career needs to be a priority for governments, and that the teaching profession should be consulted on policy formulation and implementation.

    Abstract: The aim of this study is to examine the rationale for, and methods of, funding private universities with public money in Japan. In the mid-1970s, the National Parliament passed the first law in its history that permitted the allocation of taxpayers’ money to private colleges and universities. Lawmakers justified this action on the premise that over 75% of Japanese students were attending private institutions and that these institutions were facing great financial difficulties. However, the passing of the law created a whole new series of controversies and arguments among scholars and edu-cators with regard to the mechanisms of funding, accountability, and autonomy of higher education institutions that received taxpayer money.

    Abstract: National systems of higher education became more diversified in the process of expansion. They vary substantially, however, according to the extent of diversity. Also, the major dimensions of diversification tend to play different roles: types of institutions, types of programmes, levels of programmes and degrees, and variations in reputation and prestige within formally equal institutions and programmes. Theories provide various explanations regarding the dynamics of diversification and the role the different dimensions play. Actually, some countries reduced the role of diversification according to institutional types in the 1990s, while others established new types. The "Bologna Process" underscores a growing role of levels of programmes and degrees in most European countries. It remains to be seen what impact these changes have on the stratification of the higher education systems and with respect to the encouragement or discouragement of individual institutions to develop specific profiles and thus to contribute to horizontal diversity.

La convergence très nette des principes et des objectifs généraux ne suffit pas à expliquer le processus complexe de changement et les interactions dynamiques entre les forces qui s’exercent aux niveaux global, régional et local et qui déterminent les politiques éducatives de chaque pays. Cet article étudie l’impact des pressions résultant d’une évolution générale vers une logique du marché sur les politiques d’enseignement supérieur, en particulier sur la manière dont cet enseignement s’est transformé à Hong-Kong (Chine) et à Taiwan avec la vague d’adaptation au marché. Il concerne en premier lieu l’analyse des modalités et des stratégies adoptées par les deux gouvernements pour réformer leur système d’enseignement supérieur, en réponse à l’évolution du contexte local socio-économique et politique et de l’environnement régional et global. L’accent est mis sur l’accès à l’enseignement, son financement et sa régulation.

    Abstract: International trade in post-secondary educational services has grown substantially over the past decade. Traditionally it takes the form of international student/teacher mobility but also, and increasingly, foreign investment by educational institutions or e-learning services. These developments in international trade in post-secondary educational services, which have come to the fore with the inclusion of educational services in the World Trade Organisation’s negotiations on the General Agreement on Trade in Services, are causing great concern in the teaching and student community. This paper analyses the challenges and opportunities that international trade in educational services represents for higher education systems in industrialised and developing countries, and shows the importance of international quality assurance in education. Breaking with studies that view the international education market as homogeneous, the paper argues that traditional higher education will be less affected by these developments than the lifelonglearning sector, and that trade in such services will expand more in the developing countries than in the industrialised world.

    Abstract: This paper addresses some of the public policy controversies surrounding the treatment of education services under the World Trade Organisation’s General Agreement on Trade in Services (GATS). The rapid rise in cross-border trade and investment in education services observed in recent years has given new prominence to the role the GATS might play as a force for progressive liberalisation in the sector. The paper provides a synthetic description of the core features of the GATS, highlighting in particular how the four modes of supplying services subject to the Agreement’s disciplines relate to trade in education services. The paper recalls the policy flexibility WTO members retain under the GATS as regards the nature, extent and pace of possible progressive liberalisation. It describes a number of key misunderstandings and fallacies that have tended to cloud a rational discussion of the possible effects of the GATS on trade in education services. The paper also depicts the key elements found in the negotiating proposals on education services put forward to date by the governments of Australia, New Zealand, Japan and the United States, recalling their circumscribed nature and the acute awareness WTO members are showing about the policy sensitivities arising in the sector. The paper concludes with a discussion of the limited role the GATS can be expected to play as a force for change in the education field. The paper argues that many of the impediments that stand in the way of greater cross-border exchanges of education services may be more appropriately pursued outside a trade policy setting.

    Abstract: Dans le monde entier, les pouvoirs publics renoncent à assurer le financement intégral des universités. Cette tendance mondiale est particulièrement bien illustrée en Russie. La part de l’enseignement supérieur dans le produit national brut a diminué de manière spectaculaire. Il en résulte une réduction très marquée du budget de l’enseignement supérieur en termes réels. Ce phénomène a entre autres pour conséquence une progression de la part des crédits non publics dans le budget annuel du secteur éducatif.Les sources principales de ce nouveau financement sont nationales, internationales et privées. Il provient aussi bien de fondations que de firmes multinationales. Sa répartition entre les différents établissements ou départements apparaît comme extrêmement inégale. L’ancienne tradition académique ne survit donc que dans un nombre de plus en plus restreint d’établissements et, à l’intérieur de ces établissements, dans un nombre de plus en plus restreint de centres d’excellence. Pour bon nombre d’institutions, la dotation publique de base ne permet pas de rémunérer décemment le personnel académique. La majorité de ce personnel se voit donc dans l’obligation de chercher un second, voire un troisième emploi en dehors de l’Université. Il en résulte un affaiblissement des établissements et un élargissement de l’éventail qualitatif, aussi bien au niveau des établissements eux-mêmes qu’au sein de leurs départements et de leurs centres. Parallèlement, l’enseignement privé a désormais le champ libre pour développer ses établissements, qui ne retiennent souvent dans leur gamme d’activités d’enseignement que celles qui sont rémunérées par le marché...

Quand ils parlent de « fusions », quel sens donnent-ils à ce mot ? Quelles sont les analogies ou les différences entre les fusions et d’autres formes d’associations interinstitutionnelles ? Dans cette étude, on aborde ces questions en examinant les facteurs qui motivent la fusion et en cherchant à savoir dans quelle mesure ces facteurs sont propres à la fusion ou motivent aussi d’autres formes d’association interinstitutionnelle. A cette fin, on élabore une taxinomie des associations interinstitutionnelles et des facteurs qui déterminent le comportement institutionnel vis-à-vis de la coopération.

    Abstract: The provision of higher education in the world is governed by two approaches represented by the UNESCO, on one side, by the WTO, on the other. The members of both organisations are the same governments but the two work on divergent assumptions as far as the development of a world system of higher education is concerned. At UNESCO, actors join a system of common references in order to set up a series of co-operative agreements and ventures – which can be reversible, as participants remain very much in control of their level of commitment to a wider global community. At WTO, on the contrary, actors merge their references by accepting an automatic development of internationalisation that becomes irreversible as the countries accept multilateral concessions from each other. Governments agreed to enter the field of service deregulation in the Millenium Round by signing the General Agreement on Trade in Services, the GATS, in 1995. This represented a totally new area for all people concerned, be they in the Ministries of Trade, Tourism, Health of Education. Indeed, can the rules developed for goods apply to services – as if services were equal to goods? Can value be defined along the same lines for a material product and a virtual good like a service, in education for instance? Is not a service market much more supply-driven than a market of goods – thus requiring different modalities of international co-operation? That is the whole point of the debate concerning the commitment to GATS made by several countries exporting education and it explains the claim for caution made last year by higher education associations of the United States, Canada and Europe. This should not hinder the use of UNESCO conventions to reach similar results, or to use convention to move on to agreements at a later stage, when trust and confidence are shared by all partners.

    Abstract: Le but de la présente étude est d’examiner l’origine et les méthodes de financement des universités privées à l’aide de capitaux publics au Japon. Au milieu des années 70, le Parlement national a voté pour la première fois de son histoire une loi permettant d’allouer l’argent des contribuables aux établissements privés d’enseignement supérieur. Le législateur a justifié son action en invoquant le fait que plus de 75 % des étudiants japonais fréquentaient des établissements privés, ces derniers étant confrontés à de graves difficultés financières. Cependant, l’adoption de cette loi a donné naissance à une série de controverses et de débats parmi les intellectuels et les éducateurs s’agissant des mécanismes de financement, de la transparence et de l’autonomie d’établissements d’enseignement supérieur bénéficiant d’argent public.

    Abstract: In France, as in all industrial countries, the government is seeking to promote more extensive ties between universities and enterprises in order to stimulate creativity and growth. But can this be achieved through legislation alone? The various cases studied herein show that the successful commercialisation of public research is the result of the application of an "organic paradigm" consisting of the four closely interacting factors of legislation, the economic environment and entrepreneurship, technical progress and university strategy. We have applied this method to the specific case of a young French university (Université du Littoral Côte d’Opale) and have shown that what is lacking is the close interaction between academic research and a wealthy local economy, which hinders transfers of the scientific resources of public research to the business world.

    Abstract: Le commerce international de services d’éducation au niveau post-secondaire a connu une forte croissance durant la dernière décennie. Il prend la forme traditionnelle de la mobilité internationale des étudiants et des enseignants, mais aussi, de plus en plus souvent, celles de l’investissement à l’étranger d’établissements d’enseignement ou de la fourniture électronique de services d’éducation. Mis en évidence par l’inclusion des services d’éducation dans les négociations de l’Accord général sur le commerce des services au sein de l’Organisation mondiale du commerce, ces développements du commerce international de services d’éducation de niveau post-secondaire suscite beaucoup d’inquiétudes au sein des communautés enseignante et étudiante. Cet article analyse les défis et les opportunités que le commerce international de services d’éducation représente pour les systèmes d’enseignement supérieur des pays industrialisés et des pays en développement et montre la place centrale de la question de la certification internationale de la qualité de l’enseignement. En rupture avec les analyses considérant le marché international de l’éducation comme homogène, l’article défend l’idée que le secteur traditionnel d’enseignement supérieur sera moins touché par ces développements que le secteur de l’apprentissage tout au long de la vie, et qu’il se développera davantage dans les pays en développement que dans les pays industrialisés.

    Abstract: Les systèmes nationaux d’enseignement supérieur se sont diversifiés lors de leur processus d’expansion. Ils présentent toutefois entre eux des degrés de diversité très différents. En outre, les principaux aspects de la diversification remplissent en général des fonctions différentes dans chacun des systèmes, notamment en ce qui concerne le type d’établissements, le type de programmes ou le niveau des programmes d’études et des diplômes, sans oublier les différences de réputation et de prestige entre établissements et programmes formellement équivalents. Plusieurs théories ont été avancées pour rendre compte de la dynamique de la diversification et du rôle revenant dans celle-ci aux différents aspects en question. Dans les années 90, certains pays ont en fait cherché à réduire la diversification des types d’établissements, tandis que d’autres ont créé de nouveaux modèles d’établissements. Le « processus de Bologne » met en évidence le rôle croissant des niveaux de programmes et de diplômes dans la plupart des pays européens. On ignore encore quel sera l’impact de ces changements sur la stratification des systèmes d’enseignement supérieur, ainsi que leurs effets incitatifs ou dissuasifs sur les établissements en ce qui concerne le développement de profils individualisés susceptibles de contribuer à la diversité horizontale.

    Abstract: Trade in higher education in its many diverse forms transcends and challenges the national regulatory frameworks in higher education, including national quality assurance and accreditation systems. New kinds of international quality assurance and accreditation are seen as the crucial elements of regulation in a more and more trade oriented international higher education market. In this paper four models of development of international quality assurance are analysed: 1) Strengthening the capacities of national quality assurance and accreditation systems; 2) Promoting cross-border quality assurance and the mutual recognition of quality assurance and accreditation; 3) Developing meta-accreditation of quality assurance and accreditation agencies on an international and global level; and 4) Establishing international quality assurance and accreditation schemes. Current developments and strategies in international quality assurance are situated within these four models and discussed with reference to the trade in education issue.

    Abstract: All over the world governments withdraw from full funding of their universities. Nowhere this world-wide trend is illustrated more sharply than in Russia. The share of higher education in the gross domestic product has declined drastically. This has led to a dramatic reduction of the higher education budget in real terms. A consequence is the growing share of non-governmental money in the yearly budgets of the higher education sector. The basic sources for this new funding are national, international and private. They come as well from foundations as from multinationals. Their distribution over the institutions and, within the institutions, over the different departments seems extremely unequal. Therefore old academic traditions only survive in fewer and fewer schools and, within these schools, in fewer and fewer centres of excellence. For a great number of institutions the basic educational subsidy does not permit a decent remuneration of their academic staff. This forces a majority of them to look for a second and even a third job outside the university. This again weakens the institution and leads to a widening range of quality of institutions and, within each of them, of departments and centres. At the same time the field is wide open for the development of private schools, which often only select types of educational activities which are remunerative in the market...

A l’OMC, par contre, les acteurs fusionnent leurs références en un seul système où le développement automatique de l’internationalisation devient irréversible au fur et à mesure de l’établissement de concessions multilatérales entre les pays. Les gouvernements ont accepté d’entrer sur la voie de la déréglementation des services pendant le Cycle du millénaire par la signature en 1995 de l’Accord général sur le commerce des services (AGCS). Il s’agissait là d’un domaine complètement nouveau pour l’ensemble des personnes concernées, ministres du Commerce, du Tourisme, de la Santé ou de l’Éducation y compris. En effet, les règles adoptées à propos des biens s’appliquent-elles aux services, faisant de ces services les équivalents de marchandises ? Peut-on définir de la même manière la valeur d’un produit matériel et celle d’un bien virtuel tel qu’un service, dans l’éducation par exemple ? Le marché de services n’est-il pas beaucoup plus déterminé par l’offre que celui des marchandises et ne nécessite-t-il donc pas des modalités différentes de coopération internationale ?

    Abstract: Le présent document examine certains aspects du débat public que suscite le traitement des services d’éducation dans le cadre de l’Accord général sur le commerce des services (AGCS) de l’Organisation mondiale du commerce (OMC). Le développement rapide des échanges et des investissements transfrontières qui a été observé ces dernières années pour les services d’éducation a relancé l’idée que l’AGCS pourrait jouer un rôle prédominant en tant que force de libéralisation progressive du secteur. Le présent document décrit de façon synthétique les principales caractéristiques de l’AGCS, en insistant en particulier sur la façon dont les quatre modes de fourniture des services prévus par cet accord s’appliquent au secteur de l’éducation. Il rappelle que les membres de l’OMC conservent une marge de manœuvre en ce qui concerne la nature, l’ampleur et le rythme d’une éventuelle libéralisation progressive. Il décrit un certain nombre d’erreurs de jugement et d’idées fausses majeures qui ont eu tendance à occulter le débat rationnel sur les effets éventuels de l’AGCS pour le commerce des services d’éducation. Il répertorie ensuite les principaux points des propositions de négociation sur les services d’éducation qui ont été soumises à ce jour par les gouvernements d’Australie, de Nouvelle-Zélande, du Japon et des États-Unis, en rappelant leur portée limitée et la conscience aiguë de la part des membres de l’OMC qu’il existe pour ce secteur des points sensibles d’ordre politique. Enfin, le présent document conclut par une analyse du rôle limité que risque de jouer l’AGCS en tant que moteur du changement dans le secteur de l’éducation, en indiquant que la plupart des obstacles au développement des échanges transfrontières des services éducatifs recevraient un traitement plus approprié en dehors d’un cadre de politique commerciale.

    Abstract: Le commerce des services d’enseignement supérieur, sous ses formes diverses et multiples, dépasse et remet en cause les cadres réglementaires nationaux de l’enseignement supérieur, y compris les systèmes nationaux d’assurance de la qualité et d’accréditation. De nouvelles formes internationales d’assurance de la qualité et d’accréditation constituent donc des éléments essentiels de régulation d’un marché international de l’enseignement supérieur de plus en plus orienté vers le commerce des services d’éducation. Dans cet article sont analysés quatre modèles de développement de l’assurance internationale de la qualité : 1) le renforcement des capacités des systèmes nationaux d’assurance de la qualité et d’accréditation ; 2) la promotion de l’assurance de la qualité transfrontières et la reconnaissance mutuelle de l’assurance de la qualité et de l’accréditation ; 3) le développement d’une méta-accréditation de l’assurance de la qualité et d’organismes d’accréditation à l’échelon international et mondial ; 4) la mise en place de programmes internationaux d’assurance de la qualité et d’accréditation. Les stratégies et développements actuels dans le domaine de l’assurance internationale de la qualité sont rapportés à ces quatre modèles et analysés en relation avec la question du commerce des services d’éducation.

    Abstract: Mergers have for many years been a fact of life in the for-profit private sector. Recently they have become more common in the public sector and in the not-for-profit private sector. Estimates place the number of mergers among colleges and universities in the last decade at approximately 500. Why do colleges and universities merge? When they use the term "merger" what do they understand it to mean? How is a merger alike or different from other forms of inter-institutional combination. This study addresses those questions by examining the factors that motivate merger, and by determining the extent to which these factors are unique to merger or motivate other forms of inter-institutional co-operation as well. To do this, the study develops a taxonomy of inter-institutional combination, and of the factors that induce institutional behaviour towards co-operation.

    Abstract: This paper draws on two empirical studies to consider the impacts of policy change on academic identities in the United Kingdom. It thus offers a limited examination of claims that social, political and economic transformations at the end of the 20th century have undermined the structures and relationships, within which academic identities have been sustained, particularly those of the discipline and the higher education institution. Its main conclusions are that academic identities remained surprisingly stable in the period under study, although the longer-term outlook remains uncertain.

    Abstract: Cet article examine, à partir de deux études empiriques, les conséquences des réformes sur l’identité des universitaires au Royaume-Uni. Il analyse brièvement la thèse selon laquelle les mutations sociales, politiques et économiques survenues à la fin du XXesiècle auraient ébranlé les structures et les relations qui ont déterminé cette identité, notamment celles qui sous-tendent les disciplines et les établissements d’enseignement supérieur. Pour l’essentiel, sa conclusion est que l’identité des universitaires est restée étonnamment stable au cours de la période étudiée, alors que les perspectives à long terme demeurent incertaines.
