    Abstract: Social policies reflect and construct important ideas in societies about the relationship between the state and the individual. This 2002 book examines this relationship in a number of hitherto unexplored areas in Japanese society including policies relating to fertility, peri-natal care, child care, child abuse, sexuality, care for the aged and death. The conclusion is that a great change has taken place in all these areas through the 1990s as a consequence of Japan's changing economy, demography and the development of civil society. The case studies, based on intensive anthropological fieldwork, not only demonstrate how and why family and social policies have evolved in the world's second largest economy, but in the process provide a challenge to many of the assumptions of western policymakers. The empirical material contained in this volume will be of interest to anthropologists and to students and practitioners

    Abstract: The efforts of fascism to form a 'culture of consent,' or shape depoliticized activities, in Italy between the world wars, make a unique portrait of fascist political tactics. Professor de Grazia focuses on the dopolavoro or fascist leisure-time organization, the largest of the regime's mass institutions. She traces its gradual rise in importance for the consolidation of fascist rule; its spread in the form of thousands of local clubs into every domain of urban and rural life; and its overwhelming impact on the distribution, consumption, and character of all kinds of recreational pursuits - from sports and adult education to movies, traveling theaters, radio, and tourism. The author shows how fascism was able, between 1926 and 1939, to build a new definition of the public sphere. Recasting the public sphere entailed dispensing with traditional class and politically defined modes of organizing those social roles and desires existing outside the workplace

    Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

Analysing organizational structures and competing discourses in American music, Paul Lopes shows how musicians and others transformed the meaning and practice of jazz.     Abstract: This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

    Abstract: Vietnam's social welfare programs do not adequately protect and promote the poor. Increased spending, with better coverage and targeting, could help poor and vulnerable households. How does Vietnam's public safety net affect outcomes for the poor? Although social welfare programs in Vietnam are centrally mandated, they are locally implemented according to local norms and local poverty standards and often rely heavily on local financing. Van de Walle examines the coverage, incidence, and horizontal equity of the programs that can be identified in the data from the Vietnam Living Standards Survey. She looks at the role of location in determining whether the poor are assisted nationally. And she explores dynamic incidence between 1993 and 1998 and the degree to which programs performed a safety net function. The author's analysis shows that coverage and payments to households are low and have had a negligible impact on poverty. In principle, better targeting could improve the impact of current outlays. The analysis also shows that the system was ineffective in protecting households that were vulnerable to shocks. Finally, the results suggest that although there is a greater concentration of poverty-related programs and greater household participation in poorer communes, the system spends more (absolutely and relatively) on the poor in richer communes.     Abstract: Mckenzie econometrically ascertains the determinants of default to the International Bank for Reconstruction and Development (IBRD) through panel logit analysis. Creditworthiness with a lag of one period is determined by the extent of arrears to private creditors, the proportion of total debt service that is being paid, the government budget deficit, the extent of military involvement in the government of a country, and by the G7's current account balance. Default to the IBRD falls into a graduated hierarchy, whereby default occurs first to Paris Club and commercial bank creditors, with subsequent default triggered by portfolios with high proportions of IBRD and short-term debt, as well as the factors mentioned above. Default to these other creditor groups can be explained by more traditional country risk variables, although Mckenzie's analysis highlights the importance of political and external factors in explaining default to all creditors studied. He finds sovereign default to be a state-dependent process, whereby the repayment behavior of a country changes once it enters into default. Operationally, Mckenzie arrives at a model that can be used to assess short-term creditworthiness, although data imperfections and availability still limit the usefulness of the model for some countries. Longer-term risk assessment proves more difficult, which raises operational questions for the IBRD.     Abstract: Using structural time series models, Cuevas estimates common stochastic trends of real GDP and imports in Venezuela from 1974–2000. The real imports trend drifts upward at almost twice the rate of growth of GDP. This highlights the powerful structural tendency toward increasing imports in Venezuela. The author also explicitly estimates common stochastic cycles, which he finds to have 5 and 17 year periods. In addition, he finds that a 1 percent real exchange rate appreciation leads to a 0.4 percent increase in imports. And in the long-run, 1 percent real GDP growth is associated with 1.7 percent real imports growth. The author also shows that the GDP elasticity of imports uniformly falls with cycle period, with the elasticity reaching 4.55 at the frequency associated with the 5–year cycle. A powerful imports responsiveness at the higher cycle frequency is associated with the recurrence of external imbalances in Venezuela.     Abstract: Fafchamps, Hamine, and Zeufack test two alternative models of learning to export: productivity learning, whereby firms learn to reduce production costs, and market learning, whereby firms learn to design products that appeal to foreign consumers. Using panel and cross-section data on Moroccan manufacturers, the authors uncover evidence of market learning but little evidence of productivity learning. These findings are consistent with the concentration of Moroccan manufacturing exports in consumer items—the garment, textile, and leather sectors. It is the young firms that export. Most do so immediately after creation. The authors also find that, among exporters, new products are exported very rapidly after production has begun. The share of exported output nevertheless increases for 2–3 years after a new product is introduced. Old firms are unlikely to switch to exports, even in response to changes in macroeconomic incentives. The authors find a positive relationship between exports and productivity and conclude that it is the result of self-selection: it is the more productive firms that move into exports. Policy implications are discussed. Wagstaff and Nguyen review existing evidence and provide new evidence on whether, under the economic liberalization program known as Doi Moi, this reduction in child mortality has been sustained. They conclude that it has, but that the gains have been concentrated among the better-off. As a result, socioeconomic inequalities in child survival are evident in Vietnam—a change from the early 1990s when none were apparent. The authors develop survival models to find the causes of this differential decline in child mortality, and conclude that a number of factors have been at work, including reductions among the poor (but not among the better-off) in coverage of health services and in women's educational attainment. They argue that if the experience of the late 1990s is a guide to the future, the lack of progress among the poor will jeopardize Vietnam's chances of achieving the international development goals for child mortality. The authors examine various policy scenarios, including expanding coverage of health services, water and sanitation, and find that such measures, while useful, will have only a limited effect on the mortality of poor children. They find that programs aimed at narrowing the gap between the poor and better-off may have large beneficial effects on the various determinants of child survival.     Abstract: Baulch, Chuyen, Haughton, and Haughton examine the latest quantitative evidence on disparities in living standards between and among different ethnic groups in Vietnam. Using data from the 1998 Vietnam Living Standards Survey and 1999 Census, they show that Kinh and Hoa ("majority") households have substantially higher living standards than "minority" households from Vietnam's other 52 ethnic groups. Subdividing the population into five broad categories, the authors find that while the Kinh, Hoa, Khmer, and Northern Highland minorities have benefited from economic growth in the 1990s, the growth of Central Highland minorities has stagnated. Disaggregating further, they find that the same ethnic groups whose living standards have risen fastest are those that have the highest school enrollment rates, are most likely to intermarry with Kinh partners, and are the least likely to practice a religion. The authors then estimate and decompose a set of expenditure regressions which show that even if minority households had the same endowments as Kinh households, this would close no more than a third of the gap in per capita expenditures. While some ethnic minorities seem to be doing well with a strategy of assimilating (both culturally and economically) with the Kinh-Hoa majority, other groups are attempting to integrate economically while retaining distinct cultural identities. A third group comprising the Central Highland minorities, including the Hmong, is largely being left behind by the growth process. Such diversity in the socioeconomic development experiences of the different ethnic minorities indicates the need for similar diversity in the policy interventions that are designed to assist them.     Abstract: Using data collected in a survey on risk and social insurance in Chile, Packard finds that workers who entered the labor market after the pension reform of 1981 have a greater "contribution density" than those who contributed to the previous social security system. Further, the expectation of care from children and the amount spent on their education significantly lowers the likelihood of contribution to the pension system. Workers who have met the contributory requirements to qualify for the minimum pension guaranteed by the government are significantly less likely to continue making contributions. The likelihood of contributions beyond the eligibility threshold being lowered further, the greater the market rental value of respondents' homes. Furthermore, individuals with a greater tolerance for risk contribute, suggesting that there are retirement security investments in Chile that are perceived as relatively less risky than saving in the reformed pension system. The results indicate that housing could be one such investment.     Abstract: Banking sectors in transition economies have experienced major transformations throughout the 1990s. While some countries have been successful in eliminating underlying distortions and restructuring their financial sectors, in some cases financial sectors remain underdeveloped and the rates of financial intermediation continue to be quite low. Grigorian and Manole estimate indicators of commercial bank efficiency by applying a version of Data Envelopment Analysis (DEA) to bank-level data from a wide range of transition countries. They further extend the analysis by explaining the differences in efficiency between financial institutions and countries by a variety of macroeconomic, prudential, and institutional variables. In addition to stressing the importance of some bank-specific variables, the censored Tobit analysis suggests that: - Foreign ownership with controlling power and enterprise restructuring enhance commercial bank efficiency. - The effects of prudential tightening on the efficiency of banks vary across different prudential norms. - Consolidation is likely to improve efficiency of banking operations. Overall, the results confirm the usefulness of DEA for transition-related applications and may shed light on the optimal architecture of a banking system.     Abstract: Corporate governance deals with the ways in which the rights of outside suppliers of equity finance to corporations are protected and receive a fair return. Good practices reduce the risk of expropriation of outsiders by insiders and thus the cost of capital for issuers. Capaul and Fremond review the experience of the preparation of 15 corporate governance country assessments across five continents. The assessments have been prepared under the umbrella of the joint World Bank/IMF initiative of the "Reports on the Observance of Standards and Codes" (ROSCs). The assessments focus on the rights of shareholders, the equitable treatment of shareholders, the role of stakeholders, disclosure and transparency, and the duties of the board of listed companies, and use the OECD Principles of Corporate Governance as benchmark. The authors give an overview of the actual and potential contribution of the assessments to policy dialogue, diagnostic and strategic work, lending and nonlending operations, and technical assistance and capacity, and presents the unfinished agenda.     Abstract: Until recently, utility services (telecommunications, power, water, and gas) throughout the world were provided by large, usually state-owned, monopolies. However, encouraged by technological change, regulatory innovation, and pressure from international organizations, many developing countries are privatizing state-owned companies and introducing competition. Some observers worry that even if reforms improve efficiency, they might compromise an important public policy goal—ensuring "universal access" for low-income and rural households. Clarke and Wallsten review the motivation for universal service, methods used to try to achieve it under monopoly service provision, how reforms might affect these approaches, and the theoretical and empirical evidence of the impact of reform on these consumers. Next, using household data from around the world, they investigate empirically the historical performance of public monopolies in meeting universal service obligations and the impact of reform. The results show the massive failure of state monopolies to provide service to poor and rural households everywhere except Eastern Europe. Moreover, while the data are limited, the evidence suggests that reforms have not harmed poor and rural consumers, and in many cases have improved their access to utility services. Nevertheless, because competition undermines traditional methods of funding universal service objectives (cross-subsidies), the authors also review mechanisms that could finance these objectives without compromising the benefits of reforms.     Abstract: This paper analyzes Côte d'Ivoire's experience with telecommunications liberalization and privatization. Côte d'Ivoire privatized its incumbent operator in 1997, and granted the newly privatized firm seven years of fixed-line exclusivity while introducing "managed competition" in the cellular market and free competition in value-added services (VAS). By March 2001, three cellular operators and a number of VAS providers had entered the market. Reform has thus significantly changed the landscape of Côte d'Ivoire's telecommunications sector and has brought with it tremendous improvement in sector performance. Between 1997 and 2001, fixed-line telephone penetration grew from 1.03 to 1.80 per hundred people, while mobile penetration skyrocketed from 0.26 to 4.46. But it is still too early to assess the validity of granting exclusivity to the incumbent operator. While penetration increased, the operator did not meet objectives regarding rural telephony and service quality. Moreover, fixed-line penetration increased in areas where the operator faced competition from mobile providers.     Abstract: A decade long experience shows that monitoring the performance of public and private monopolies in South America is proving to be the hard part of the reform process. The operators who control most of the information needed for regulatory purposes have little interest in volunteering their dissemination unless they have an incentive to do so. Estache, Rossi, and Ruzzier argue that, in spite of, and maybe because of, a much weaker information base and governance structure, South America's electricity sector could pursue an approach that relies on performance rankings based on comparative efficiency measures. The authors show that with the rather modest data currently available publicly, such an approach could yield useful results. They provide estimates of efficiency levels in South America's main distribution companies between 1994 and 2000. Moreover, the authors show how relatively simple tests can be used by regulators to check the robustness of their results and strengthen their position at regulatory hearings.     Abstract: This paper looks at the evidence on the magnitude and impacts of forest illegal acts, examines the vulnerabilities of the forest sector, and proposes a strategy for combating forest crime. Forest crime prominently includes illegal logging but acts against the law also affect other sector operations such as forest products transport, industrial processing, and trade. Almost universally, criminal exploitation of forest products and commerce prevail as large amounts are unlawfully harvested, traded against regulations in domestic markets or smuggled across borders, often with the willing participation of corrupt forest service officials and border police. Illegal activities do not stop at the forest. They travel down the line to operations related to transportation, national and international trade of forest products. A particular form of illegal forest activity, corruption, has come to the forefront of the international debate on forests and is now being openly discussed in various fora because of the increasing awareness of the immense costs associated with it. In this paper, corrupt deeds are illegal actions that:(i) engage public officials; (ii) involve public property and power; (iii) are perpetrated for private gain; (iv) are intentional acts; and (v) are surreptitious. Illegal activities are main threat to global resources. A wide variety of illegal acts, including, among others, illegal logging, illegal trade, arson and unauthorized occupation of forestlands, take place in all kinds of forests, in developing and industrialized economies. Often illegal activities are associated with corruption, involving the willing participation of government officers, usually in complicity with parties of the private sector, in schemes to abuse public property. Illegal acts generate a number of undesirable economic impacts, harm the environment and the most vulnerable sectors of society. To conclude, the improvement of the policy and legislative framework and the proper enforcement of the law may be the most important issue in the future management of forest resources worldwide

    Abstract: In light of its strategy for an accelerated transition to a market economy, Georgia has made tremendous efforts to provide a legal base for the required changes, and has adopted a multitude of laws at a rapid pace, starting in 1993. With the notable exception of enforcement provisions, the scope of existing Georgian legal instruments, would be adequate to control the procurement process in Georgia, if they were widely followed. The main issue is not the lack of legislation, but rather the effective application of the legislation that is already in place. Nevertheless, the Government's determination, and technical assistance provided under a Bank Institutional Development Fund, public procurement is now guided by a single overarching law. But, despite an acceleration in establishing a sound legal framework, the procurement reform agenda has not yet been completed, and procurement reform is going very slowly. Within this context, this Country Procurement Assessment Report (CPAR) recommends that: the list of procurement, identified as relating to national security, be cleared by the State Procurement Agency (SPA) to ensure that Power Bodies procure general items in accordance with the Law on State Procurement (LSP); foreign bidders be allowed greater access, and open and restricted bidding be more broadly applied; the state procurement agency be given a truly independent status, beyond the reach of influence of the Ministry of Economy, Industry and Trade, for it needs to be free to implement its mandate as a regulating and monitoring body that ensures compliance with the LSP. Given recent political developments to establish a Cabinet of Ministers, the CPAR further recommends that the current governance structure be reconsidered, and that the SPA be put under the Cabinet's control, provided with proper funding from the State budget, essential for it to implement its functions successfully; and finally, the CPAR recommends a full range of legal, regulatory, budgetary, training, dissemination, audit reform, and value-shifting measures to establish incentives for complying with the procurement law in particular, and to foster the growth of a culture of compliance in general

    Abstract: This is the fifth Annual Review of Development Effectiveness (ARDE). This year's Review highlights the choice of lending and non-lending instruments and activities to achieve development objectives. It complements the Annual Report on Portfolio Performance, the Quality Assurance Group's assessment of the active lending portfolio and of recent analytical and advisory services. As in prior years, the Review concentrates on long-term development effectiveness trends. It finds that selecting the right combination and sequence of activities for a particular set of objectives can make the difference between success and failure. The findings of the 2001 ARDE demonstrate sustained progress in portfolio performance and suggest several directions for future Bank operations. First, the ongoing updating of the policy framework for investment and adjustment lending offer a good opportunity to offer operational guidance and improve instrument choice. Second in poor performing low-income countries simple operations, pilot projects, and non-financial activities have particular potential to deliver results. Third, for adjustment operations--a growing share of Bank lending-success is more likely when the domestic consensus for reform is strong and other Bank instruments are brought to bear both upstream and downstream of the adjustment process

    Abstract: Although many of the problems that Cali is experiencing - social and human capital deterioration, a declining economy, and institutional crisis - are a reflection of Colombia's complicated socioeconomic situation, the city has been hit harder by the crisis than other large cities, as confirmed by the following indicators: GDP, unemployment, poverty rate, inequality, and number of homicides. According to recent estimates, the population in Cali reached the 2 million level in 1999, making the city the second largest in the country after Bogota. Internal migration increased significantly during the early 90s due to the economic boom generated by drug dealing activities, and continued in the last part of the decade, due to resettlement movements of large population groups, affected by social conflict in rural areas. However, migration flows have generated social tension in the city, as economic opportunities became scarce. The Bank engaged in a participatory process to produce a City Development Strategy (CDS), whose specific objectives are to help the city administration and stakeholders identify a strategy to overcome the current crisis, and, be a neutral facilitator in the reconstruction process. The CDS is being developed in four stages: 1) identification of the main problems; 2) development of the analytical framework; 3) dissemination of results; and, 4) development of a financial plan

    Abstract: Many people see an effective preventive AIDS vaccine as the best solution to the HIV/AIDS pandemic. Ten years ago many scientists had hoped that a vaccine would be available by now. Most scientists are still optimistic that vaccines will be developed and many candidates are being tested. Strategies to implement HIV/AIDS vaccination need to be developed to be ready when vaccines do become available. The nature of those programs will depend on the characteristics of each vaccine. How much does it cost? How effective is it? How long does protection last? The answers to these and other questions will help determine issues such as: What will be the impact of the vaccine on the epidemic? Who should be vaccinated? Will an AIDS vaccine be more cost-effective than other prevention measures? Will other measures still be necessary? What will happen to the epidemic if vaccination leads to riskier behavior? How much funding will be needed? Stover, Garnett, Seitz, and Forsythe use two computer simulation models to investigate the effects of various vaccine characteristics and implementation strategies on the impact and cost-effectiveness of vaccines in different contexts. A simulation model is applied to data from rural Zimbabwe and the iwgAIDS model is applied to Kampala (Uganda) and Thailand. The models are used to investigate the effects of efficacy, duration, cost, and type of protection on impact and cost-effectiveness. The models also show the merits of targeting public subsidies to various population groups: all adults, teenagers, high-risk groups, and women of reproductive age. The impact of vaccines on the epidemic is compared with the impact of other prevention interventions such as condom use and behavior change. Finally, the models are used to explore the extent with which behavioral reversals may erode the positive benefits of the vaccine. A highly effective, long-lasting, inexpensive vaccine would be ideal and could make a major contribution in controlling the HIV/AIDS pandemic. But vaccines that do not attain this ideal can still be useful. A vaccine with 50 percent efficacy and 10 years duration supplied to 65 percent of all adults could reduce HIV incidence by 25 to 60 percent, depending on the context and stage of the epidemic. Better efficacy and longer duration would provide even more impact. Programs focused on teenagers or high-risk populations have less overall impact but would provide significant benefits at much less cost than those reaching all adults. Behavioral reversals could erode much of the benefits of vaccination programs so it will be important to combine vaccination with continued messages about the importance of safe behaviors.     Abstract: Real GDP and oil prices are decomposed into common stochastic trend and cycle processes using structural time series models. Potential real GDP is represented by the level of the trend component of real GDP. The potential rate of growth of real GDP is represented by the stochastic drift element of the trend component. Cuevas finds that there is a strong association at the trend and cycle frequencies between real GDP and the real price of oil. This association is also robust in the presence of key economic policy variables. From 1970–80, when the underlying annual rate of increase of the real price of oil was 12 percent, the underlying annual rate of increase of potential GDP in Venezuela was 2.6 percent. By contrast, from 1981–2000 when the underlying rate of increase of the real price of oil was –5 percent, the underlying growth rate of potential GDP fell 1.5 percent. However, the strength of association between the underlying growth of oil prices and real GDP has fallen considerably since the early 1980s, suggesting that oil cannot be relied on as an engine for future growth in Venezuela.     Abstract: Empirical studies on health at a disaggregate level—by socioeconomic group or geographic location—can provide useful information for designing poverty-focused interventions. Using Demographic and Health Survey (DHS) data, Wang investigates the determinants of health outcomes in low-income countries both at the national level, and for rural and urban areas separately. DHS data from more than 60 low-income countries between 1990 and 1999 reveal two interesting observations. First is the negative association between the level and inequality in child mortality. Second is the significant gap in child mortality between urban and rural areas, with the rural population having a much slower reduction in mortality compared with the urban population. Given that the poor are mainly concentrated in rural areas, the evidence suggests that health interventions implemented in the past decade may not have been as effective as intended in reaching the poor. The empirical findings in this study consolidate results from earlier studies and add new evidence. Wang finds that at the national level access to electricity, vaccination in the first year of life, and public health expenditure can significantly reduce child mortality. The electricity effect is shown to be independent of income. In urban areas only access to electricity has a significant health impact, while in rural areas increasing vaccination coverage is important for mortality reduction.     Abstract: Vietnam's high economic growth in the 1990s led to sharp reductions in poverty, yet over the same time period inequality increased. This increased inequality may be less worrisome if Vietnamese households experience a high degree of income mobility over time. This is because high mobility implies that the long-run distribution of income is more equally distributed than the short-run distribution, since some individuals or households are poor in some years, while others are poor in other years. Glewwe and Nguyen examine economic mobility in Vietnam using recent household survey panel data. The problem of measurement error in the income variable, which exaggerates the degree of economic mobility, is directly addressed. Correcting for measurement error dramatically changes the results. At least one half of measured mobility is because of measurement error.     Abstract: Recent international experience has shown that excessively complex administrative procedures required to establish and operate a business discourage inflows of foreign direct investment. Morisset and Lumenga Neso present a new database on the administrative costs faced by private investors in 32 developing countries. The database is much more comprehensive than the existing sources, as it contains not only information on general entry procedures, such as business and tax registration, but also captures regulation on land access, site development, import procedures, and inspections. The data include measures on the number of procedures, direct monetary costs, and time. The cost of administrative procedures vary significantly across countries. The most important barriers appear to be the delays associated with securing land access and obtaining building permits, which in several countries take more than two years. Countries that impose excessive administrative costs on entry tend to be equally intrusive in firm operations, thereby weakening the argument that barriers to entry are a substitute for the government's unwillingness or inability to regulate enterprise operations. The level of administrative costs is positively correlated with corruption incidence and exhibits a negative correlation with the quality of governance, degree of openness, and public wages. These correlations suggest that administrative reforms need to be incorporated into the broader agenda for reforms such as trade and financial liberalization, the fight against corruption, and public sector administration.     Abstract: Cox uses date from the 1992-93 and 1997-98 Vietnam Living Standards Survey (VLSS) to describe patterns of money transfers between households. Rapid economic growth during the 1990s did little to diminish the importance of private transfers in Vietnam. Private transfers are large and widespread in both surveys, and are much larger than public transfers. Private transfers appear to function like means-tested public transfers, flowing from better-off to worse-off households and providing old age support in retirement. Panel evidence suggests some hysteresis in private transfer patterns, but many households also changed from recipients to givers and vice versa between surveys. Changes in private transfers appear responsive to changes in household pre-transfer income, demographic changes, and life-course events. Transfer inflows rise upon retirement and widowhood, for example, and are positively associated with increases in health expenditures. It also appears that private transfer inflows increased for households affected by Typhoon Linda, which devastated Vietnam's southernmost provinces in late 1997.     Abstract: Laeven, Klingebiel, and Kroszner investigate the link between financial crises and industry growth. They analyze data from 19 industrial and developing countries that have experienced financial crises during the past 30 years to investigate how financial crises affect sectors dependent on external sources of finance. Specifically, the authors examine whether the impact of a financial crisis on externally dependent sectors varies with the depth of the financial system. They find that sectors highly dependent on external finance tend to experience a greater contraction of value added during a crisis in deeper financial systems than in countries with shallower financial systems. They hypothesize that the deepening of the financial system allows sectors dependent on external finance to obtain relatively more external funding in normal periods, so a crisis in such countries would have a disproportionately negative effect on externally dependent sectors. In contrast, since externally dependent firms tend to obtain relatively less external financing in shallower financial systems (and hence have relatively lower growth rates in such countries during normal times), a crisis in such countries has less of a disproportionately negative effect on the growth of externally dependent sectors.     Abstract: La culture du coton a connu un énorme succès en Afrique de l'Ouest et du Centre. La région est actuellement deuxième exportateur mondial derrière les Etats Unis, avec une part de marché de 15 pourcent. Malgré la forte performance qu'elle a connu dans le passé, la filière est caractérisée par des déficiences d'ordre institutionnel et structurel qui menacent sa viabilité dans un contexte de mondialisation croissante de l'industrie cotonnière. L'avenir de la filière est également menacé par les effets des politiques cotonnières de certains grands producteurs tels que les Etats Unis, l'Union Européenne, et la Chine. Le présent rapport analyse l'impact des facteurs cités ci-dessus sur la performance future de l'industrie cotonnière dans la région. Il identifie également les changements qui doivent être effectués afin de permettre au pays de la sous-région d'exploiter au maximum l'énorme potentiel de croissance qui existe dans la filière

    Abstract: This paper builds on a previous series of papers (see Claessens, Glaessner, and Klingebiel, 2001, 2002) that identified electronic security as a key component to the delivery of electronic finance benefits. This paper and its technical annexes (available separately at http://www1.worldbank.org/finance/) identify and discuss seven key pillars necessary to fostering a secure electronic environment. Hence, it is intended for those formulating broad policies in the area of electronic security and those working with financial services providers (for example, executives and management). The detailed annexes of this paper are especially relevant for chief information and security officers responsible for establishing layered security. First, this paper provides definitions of electronic finance and electronic security and explains why these issues deserve attention. Next, it presents a picture of the burgeoning global electronic security industry. Then it develops a risk-management framework for understanding the risks and tradeoffs inherent in the electronic security infrastructure. It also provides examples of tradeoffs that may arise with respect to technological innovation, privacy, quality of service, and security in designing an electronic security policy framework. Finally, it outlines issues in seven interrelated areas that often need attention in building an adequate electronic security infrastructure. These are: • The legal framework and enforcement. • Electronic security of payment systems. • Supervision and prevention challenges. • The role of private insurance as an essential monitoring mechanism. • Certification, standards, and the role of the public and private sectors. • Improving the accuracy of information on electronic security incidents and creating better arrangements for sharing this information. • Improving overall education on these issues as a key to enhancing prevention.     Abstract: China's General Agreement on Trade in Services (GATS) commitments represent the most radical services reform program negotiated in the World Trade Organization. China has promised to eliminate over the next few years most restrictions on foreign entry and ownership, as well as most forms of discrimination against foreign firms. These changes are in themselves desirable. However, realizing the gains from, and perhaps even the sustainability of, liberalization will require the implementation of complementary regulatory reform and the appropriate sequencing of reforms. Three issues, in particular, merit attention: • Initial restrictions on the geographical scope of services liberalization could encourage the further agglomeration of economic activity in certain regions—to an extent that is unlikely to be reversed completely by subsequent countrywide liberalization. • Restrictions on foreign ownership (temporary in most sectors but more durable in telecommunications and life insurance) may dampen the incentives of foreign investors to improve firm performance. • Improved prudential regulation and measures to deal with the large burden of nonperforming loans on state banks are necessary to deliver the benefits of liberalization in financial services. And in basic telecommunications and other network-based services, meaningful liberalization will be difficult to achieve without strengthened pro-competitive regulation.     Abstract: This report examines the role of infrastructure in explaining why the region lags so far behind the rest of the country. More importantly, it looks at how improved infrastructure may help the region catch up. Infrastructure is examined here through its impact on social as well as economic development.     Abstract: The CPAR has reviewed the Ethiopian procurement system against the generally accepted international principles of sound procurement fiduciary management, meeting the criteria of transparency, economy and efficiency necessary for an optimal use of scarce public funds. These criteria are: (i) existence of a comprehensive and transparent legal framework, including a clear, well defined organizational structure to ensure the application of procurement laws with adequate monitoring; (ii) the use of modernized procurement procedures and practices; (iii) a proficient and evenly distributed procurement staff; (iv) existence of an independent control mechanism, including a functioning system to treat bidders' complaints and carry out independent audits, and (v) anti-corruption measures with effective sanctions. Using these benchmarks, the team has found that these criteria are only partially satisfied in Ethiopia, and that improvements are necessary

    Abstract: The Comprehensive Development Framework (CDF), launched by the President of the World Bank in January 1999, is a response to the alarming trends of increased world poverty and dimmed growth prospects, inequality and instability, stagnant aid flows, and public dissatisfaction with the efficacy of development assistance. The CDF focuses on a holistic, broad-based approach to development assistance; domestic ownership; partnerships among government, local communities, the private sector, civil society, and development agencies; and the results achieved from development. Being too early to evaluate this initiative, the 1999 Annual Review of Development Effectiveness instead examines the lessons of development experience through the lens of these CDF principles. As in past years, the Review tracks the Bank's operational performance based on the findings of recent OED evaluations. The Review draws on extensive evaluation evidence, literature reviews and research findings, country assistance evaluations, background papers, and workshops to identify the tensions and dilemmas likely to be involved in CDF implementation. It identifies promising approaches to meeting the challenges implicit in CDF implementation. Finally, it draws broad implications for the Bank's future development effectiveness

    Abstract: This is the sixth edition of the World Development Indicators in its current format, the 25th since the World Bank began publishing a comprehensive set of development indicators. It begins with a report on the Millennium Development Goals, which set specific, measurable targets for development in the early 21st century. To measure progress, results have to be measured and for that good statistics are needed. Most of the statistics in this report are produced by national statistical agencies. The World Bank supports investments to improve the quality of statistics through a wide range of efforts. The Bank is a member of the Partnership in Statistics for the 21st Century, the Bank is working closely with its development partners to raise awareness of the need for the value of good statistics and to increase the resources available for statistical capacity building in developing countries. The World Bank Institute is offering training programs to build statistical capacity building in the countries preparing poverty reduction strategies. Through the International Comparison Programme (ICP), the Bank is working to improve the quality of data for comparing standards of living across countries. In fiscal year 2002, the Panel received and registered three new Requests for Inspection relating to 1) The Uganda Third Power Project and the subsequently approved Bujagali Hydropower Project; 2) the Papua New Guinea Governance Promotion Adjustment Loan; and 3) the Paraguay Reform Project for the Water and Telecommunications Sectors and the Argentina SEGBA V Power Distribution Project. Also, the Panel continued work on the two Requests received in fiscal 2001: the Chad Petroleum Development and Pipeline Project, and the India Coal Sector Environmental and Social Mitigation Project. In this year, the Panel also continued work on revisions of its 1994 Operating Procedures, and in response to the Executive Directors'stated desire to make the Panel better known, the Panel continued its outreach efforts

    Abstract: Under some conditions, macroeconomic crises can have a positive effect on the accumulation of human capital because they reduce the opportunity cost of schooling. This has profound implications for the design of appropriate social protection policies. The impact of macroeconomic crises on parents' investments in the human capital of their children is a widely contested issue. Schady analyzes the effects of the profound macroeconomic crisis in Peru in 1988–92 on the schooling and employment decisions made by urban school-age children. He arrives at two basic findings: • First, the crisis had no effect on the attendance rates of school-age children. But the share of children who were both employed and in school fell significantly during the crisis. • Second, mean educational attainment was significantly higher for children who were exposed to the crisis than for those who were not. Schady argues that these findings may be related: children who are not employed have more time available and may therefore put more effort into school. He concludes with a discussion of the implications of his findings for the design of appropriate social protection policies. This paper—a product of the Poverty Sector Unit, Latin America and the Caribbean Region—is part of a larger effort in the region to understand the effects of macroeconomic crises on households, and to design appropriate policies to mitigate their costs

    Abstract: Minot and Baulch combine household survey and census data to construct a provincial poverty map of Vietnam and evaluate the accuracy of geographically targeted antipoverty programs. First, they estimate per capita expenditure as a function of selected household and geographic characteristics using the 1998 Vietnam Living Standards Survey. Next, they combine the results with data on the same household characteristics from the 1999 census to estimate the incidence of poverty in each province. The results show that rural poverty is concentrated in 10 provinces in the Northern Uplands, 2 provinces in the Central Highlands, and 2 provinces in the Central Coast. The authors use Receiver Operating Characteristics curves to evaluate the effectiveness of geographic targeting. The results show that the existing poor communes system excludes large numbers of poor people, but there is potential for sharpening poverty targeting using a small number of easy-to-measure household characteristics.     Abstract: On February 2, 2002, Lithuania switched its currency anchor from the dollar to the euro. While pegging to the dollar (since April 1994) has proven successful throughout the transition years, the recent decision to peg to the euro was motivated by the increasing trade relations with European economies. Pizzati does not argue which peg is more appropriate, but he analyzes the implications of changing the exchange rate regime for different sectors and labor groups. While pegging to the euro entails more stability for the export sector, Lithuania is still dependent on dollar-based imports of primary goods from the Commonwealth of Independent States, more so than other Baltic countries or Central European economies. Pizzati uses a multisector general equilibrium model to compare the effects of dollar-euro exchange rate movements under these alternative pegs. Overall, simulation results suggest that while a euro-peg will provide more stability to GDP and employment, it will also imply more volatility in prices, suggesting that under the new peg macroeconomic policy should be more concerned with inflationary pressures than before. From a sector-specific perspective, pegging to the euro will provide a more stable demand for unskilled-intensive manufacturing and commercial services. But other sectors, such as agriculture, will still face the same vulnerability to exchange rate movements. This suggests that additional policy measures may be needed to compensate sector-specific divergences.     Abstract: Himmelberg, Hubbard, and Love combine the agency theory of the firm with risk diversification incentives for insiders. Principal-agent problems between insiders and outsiders force insiders to retain a larger share in their firm than they would under a perfect risk diversification strategy. The authors predict that this higher share of insider ownership and the resulting exposure of insiders to higher idiosyncratic risk will result in underinvestment and higher cost of capital. Using firm-level data from 38 countries, the authors provide evidence in support of their theoretical model, showing that the premium for bearing idiosyncratic risk varies between zero and six percent and decreases in the level of outside investor protection. The results of the study imply that policies aimed at strengthening investor protection laws and their enforcement will improve capital allocation and result in higher growth.
